Weed on Wheels
Will legal cannabis delivery be the next big thing in Washington state? BY MITCH RYALS
Y
ou settle in after a hard day’s work. Or maybe you’re just waking up — whatever you do. You pull out the rolling papers (or vaporizer or bowl or bong, or whatever your prefered marijuana delivery method), then reach for the weed: Crumbs. Barely enough to fill a one-hitter, and the shops have already locked up for the night. If only there were a number you could
call, some kind of service that would ferry a frosty nug right to your door. An UberEATS, but for weed. “I think there is a possibility for it,” says Kevin Oliver, executive director of the Washington chapter of NORML, the National Organization for the Reform of Marijuana Laws. “There’s been a lot of talk about it. Other states have included delivery in their rules and regulations.” But unlike Oregon, which has built a

marijuana delivery system into its laws, such an obvious entrepreneurial venture is illegal in Washington state. “It would take a legislative change,” says Mikhail Carpenter, spokesman for the Washington State Liquor and Cannabis Board. Currently, any enforcement of illegal delivery services falls to the discretion of local law enforcement, not the WSLCB, he says. State lawmakers did consider creating a

legal pot delivery system this year. Under the proposed law, a trained delivery person could sling bags right to your house (or hotel, hostel, boarding house, resort or trailer). Those in favor of the bill cited concerns that people delivering weed illegally (mostly in Seattle) were not checking identification, some carried more than a pound of weed with them at one time and often sold other illicit drugs, according to a summary of the proposed bill, which never made it out of committee. Still, that hasn’t stopped
what appears to be a thriving cannabis delivery market on the Westside. A quick Yelp or Craigslist search for “marijuana delivery” in Seattle yields plenty of results. And in 2016, the Seattle Police Department arrested eight weed delivery people in sting operations, sparking a debate about how exactly to handle the accused runners. The police demanded felony charges, the Seattle Times reports, in an attempt to send a message that black market weed sales would not be tolerated. But King County Prosecutor Dan Satterberg declined to prosecute the cases, saying that harsh felony charges were “unwarranted, disproportionate to the harm caused, and would have little or no impact on the larger delivery business in Washington.” Police in Eastern Washington take a similar view. “There’s so much other stuff going on with our drug investigations. We’ve seen the volume of meth and heroin skyrocket,” says Spokane Police Capt. Brad Arleth. “It’s a matter of capacity, and what really serves the community as far as the use and expenditure of our time and resources.” Arleth suspects that if illegal weed delivery networks were operating in Spokane, the shops would likely say something. “They generally want to have a good relationship with law enforcement because they’re running a legitimate business,” he says. Aside from outside delivery services, Spokane attorney Frank Cikutovich, who frequently handles marijuanarelated cases, says the marijuana black market in Eastern Washington is alive and well. He points to three major recent busts, including one in Adams County where police seized about 2,000 pounds in plants and processed marijuana. “I used to see it coming from Canada or Mexico, but now they’re setting up grows here,” Cikutovich says. “I haven’t seen that before.” n

Getting Our Cut Marijuana tax revenue is skyrocketing — but while the state is raking in more, Washington cities aren’t seeing the gains BY DANIEL WALTERS
I
n a heavily attended Spokane City Council forum about homelessness in late September, James Earl, a self-described avid cannabis smoker in an Eastern Washington University sweatshirt, walks up to the podium and proposes his idea, having to do with the tax revenue raised from pot sales. “I feel we are not utilizing that pot of money,” Earl says. “We’ve got homeless.” To Earl, it’s clear that the city of Spokane should be getting more of the money he spends on weed. “I do cannabis. I do a good amount, [enough] that I should see a visual improvement in Spokane,” Earl says. “If you know what I mean by that.” While the audience laughs, City Council President Ben Stuckart responds seriously to Earl’s complaints. Marijuana revenue in the county continues to skyrocket, but we’re not seeing the returns. “We’ve got a lot of work to do with the state,” Stuckart says. “They actually cut the city’s marijuana revenue and the percentage we get. Even though sales are going up, we’re getting less dollars this year than we did last year.” This year, local governments statewide were anticipating a big bump in revenue
from the thriving industry — expecting the amount to raise from $6 million to $15 million a year. That had been the agreement. But as the Washington State Legislature struggled to hammer out a budget that would properly fund basic education — and with a government shutdown approaching rapidly — the legislature quietly reneged on the plan. Local governments would continue to only receive $6 million a year, as the rest of the legal weed money was funneled into the general fund. And because of the way that legal weed money is divided up between different cities and counties, depending on their population and the size of their marijuana industry, some municipalities will see their take continue to fall. “It doesn’t even pay for one full-time police officer we use,” Stuckart says. “The state likes to say they’re taxing this and sharing it with everybody. But they fill their pockets with those tax dollars, and don’t [send] it down.” As Stuckart reminds the crowd, that can be changed. “If you see our state legislators, you tell them we want the marijuana revenue here,” he says. n

Options abound when a remote control meets recreational cannabis BY DAN NAILEN
T
aste in television is subjective, of course, and the way different people react to taking a bong hit or munching a weed-laced brownie is likewise highly individualized. Even so, one thing most recreational cannabis users can agree on is how couchand TV-binge-friendly their intoxicant of choice is. The modern television landscape is littered with good pot-y humor (Broad City, The Good Place) and stoner-ific sci-fi (The Orville, the new Star Trek: Discovery series). But new shows typically take a week’s pause between episodes, so here are some older options that allow for a good multi-
hour session on your favorite recliner or sofa:
THE SKETCHY Mr. Show with Bob & David This show, led by Bob Odenkirk and David

Cross between 1995 and 1998, holds up remarkably well, particularly for people with a taste for absurdist comedy. Episodes were typically tied together around loose themes, with utterly unrelated sketches segueing into each other in increasingly odd but hilarious ways — they definitely owe a debt to Monty Python’s Flying Circus. Along the way, the cast that at various points included Sarah Silverman, Jack Black, Brian Posehn, Paul F. Tompkins and more now-famous faces mocked everything from Satanism to the KKK to afterschool specials and sex toys. A new reboot of the show, W/ Bob & David, hit Netflix in 2015.
THE SPACEY The X-Files Talk about binge-ability; The X-Files ran for nine seasons, offering plenty of opportunities to smoke out and relive the UFO-chasing, government conspiracy theories and (best of all) the one-off “monster of the week” episodes that were glorious throwbacks to ’50s-era drive-in creature features. There are drama, humor, sci-fi and horror tropes all wrapped up in The X-Files, and it’s fun to relive the adventures.

THE MULTILAYERED Arrested Development This sitcom originally aired on Fox starting in 2003 and immediately became a critical darling and, briefly, a ratings hit as it won six Emmys and a Golden Globe. The intricate, asinine story of the Bluth family’s business scandals and personal entanglements is packed with Easter egg jokes that reward repeated viewings. Jammed with winning performances and ongoing gags about the Blue Man Group, banana stands and the family “cornballer,” Arrested Development remains great. If you haven’t seen it, you’re making a huge mistake. THE TRIPPY The OA If you’re the type of cannabis user who likes to delve into the strange and surreal, fire up Netflix series The OA. The eight episodes throw any ideas of traditional narrative storytelling out the window early on, but the tale of the reappearance of a once-blind woman at her parents’ house after being missing seven years — having regained her sight in the process — is increasingly riveting as it gets increasingly stranger, incorporating elements of fantasy and sci-fi with its more traditional thriller aspects. It’s visually stunning at times, and thought-provoking throughout. THE GOOFY Happy Endings If you missed this sitcom during its brief life, you’re not alone. But it’s not too late to rectify that with your Hulu account. In many ways, Happy Endings is Friends set in Chicago with a lot more edge to the humor, and a lot more diversity among the “friends” involved, thanks to a biracial couple and a slovenly gay man being among the six main characters. Episodes are peppered with enough jokes to warrant repeat viewings, and besides the likable main cast, the regular guests include comedy pros like Paul Scheer, Megan Mullally, Michael McKean and Rob Corddry. n

Chef Freak’s “Cannabread” Cookies Cannabis-infused gingerbread cookies from one of the Two Ginger Chefs BY SAMANTHA WOHLFEIL
E
very few months, Chef Freak (aka Kyle Bowlby, pictured) and his cooking partner Matt Johnson put on a cannabis-infused, multicourse smorgasbord through their catering company, Two Ginger Chefs (named for their red beards). When he cooks with weed, Chef
Freak says he uses anything from butters and oils infused with cannabis to tinctures. His personal favorite to use is an alcohol-diluted THC concentrate he calls “green dragon” that packs a major punch, with 30 mg of THC in a single drop (most edibles at the store recommend 10 mg as a single serving).
Not only does your body process cannabis differently when you eat it (time for a friendly reminder to wait at least 90 minutes after your first nibble to see how well it’s working for you), but Chef Freak says the types of food you make with it also can affect the high. “If you’re eating carbohydrates or

it all in a crock pot on low for 8 to 24 hours, stirring occasionally. Strain it into a hot- and cold-safe glass container, cool it, then take out your infused butter and get rid of the water.
“Freak’s Treats”

Luckily for GZQ readers, Chef Freak was happy to share some tricks of the trade with his recipe for cannabis-infused gingerbread cookies. For this recipe, he recommends making cannabutter. One method he uses is simple: take 1 pound of unsalted butter, 1 cup of water, 1 ounce of ground cannabis flower (decrease the amount if you want something less potent) and throw
3¼ cups sifted all-purpose flour ¾ teaspoon baking soda ½ teaspoon salt ½ teaspoon ground nutmeg 1 tablespoon ground ginger 1 tablespoon ground cinnamon ½ teaspoon ground cloves ¾ cup unsalted cannabis butter at room temp ½ cup dark-brown sugar, packed 1 large egg ½ cup molasses
1. In a bowl, whisk the flour, baking soda, salt and spices together until well mixed. In a separate bowl, beat the cannabis butter and sugar together, with a hand or stand mixer, until fluffy. Turn down the butter and sugar mix to medium speed, and add the egg and molasses.
Slowly add the sifted flour and spices to the mixer until a ball forms. Split the ball in two, wrap in plastic wrap and chill for an hour in the refrigerator. 2. Preheat your oven to 350 degrees. Flour a flat surface and roll the dough out until it’s one-eighth of an inch thick, then stick the dough back in the fridge for about 5 minutes, in order to make an easy cut. Use your favorite cookie cutter, then bake on an ungreased cookie sheet for about 10 to 12 minutes until they’re golden in color, not crisp. n

PEEPS anybody stays. I’m the guy who takes the work home with him, and will read for days on end to figure out what it takes. Why do you love weed? I get relief in some regard. I had surgery when I was 16 and they gave me a bunch of [OxyContin] and hydros [hydrocodone], and I refused it entirely and just started using weed. And from the ability to not feel bogged down, or have a physical addiction to it, that gave me a greater appreciation for it. And then I also really like growing plants and understanding nature and science, running my own experiments. From growing cannabis to learning and living in this industry for so long, you see the relations between cannabis plants and humans, and how what you put into them is what you get out of them. Same with humans, and so just as much as I’m interested in cannabis, I’m also interested in health. It’s just a beautiful thing to see the healing properties, and being able to create it.

How is it that someone can move up in this business so quickly at a relatively young age? You have to have a knowledge, a good understanding. For me especially,
like, I love weed and everything about it, from a growing standpoint all the way to what it takes to get a final product. And I guess from a growing background, I understand that pretty well. And then just your ability to learn, you know, I’m the guy who’s here whenever somebody is not. I’m the guy who stays longer than

What do you think about the clientele you’ve met? It’s mind-blowing. Honestly, I’ve seen every kind of person you can ever think of. The majority of people are 35 and up, which is really interesting. They’re all amazing people. That’s what I found, is everybody is so kind, they’re just excited to come in and share their time. Everybody is happy when they come here, and they’re happy when they leave. Have you met a lot of people like you, in your age range, able to make a career out of this business? Yeah. From my perspective, I get to see a lot of growers. I don’t see as many retailers, but what I have seen is a lot of budtenders and people who have worked in the retail space, then move into growing and vice versa. I personally like the budtender position a little bit more. I like people. I like to see their reactions to things that I think would be a good product for whatever they’re looking for. And then you get that immediate satisfaction from them when they come in and are like, “Man, that was such a great — ” you know, whatever it was. I just like people. Plants are really great.
