Welcome to All About Sumter

As proud mayor of Sumter, South Carolina, I am thrilled to share a few of the amazing things that make us an exemplary destination for visitors and locals alike. In our prosperous community, first-rate hospitality meets exciting innovation. We welcome all people with open arms and gladly boast one of the quickest-growing economies in the state.

Sumter’s greatest asset, and what I certainly love the most, is our community of people. With a globally diverse population of over 40,000, we cherish a local mix of thriving cultures and unique experiences. Our people are dedicated to, involved in and affectionate about our home.

One of my own passions is giving back, and our local cohort of inspiring servant leaders will motivate anyone to volunteer for one of our 300+ organizations. With options ranging from social services to religious, recreational and more, everyone can find their right fit.

A longtime business owner, I know first-hand the benefits of choosing Sumter. As we expand urban development and focus on commercial revitalization, the greater Sumter area is a thriving industry hub focused on progress, investment and job creation. With a wide-ranging and strong economy, many careers and businesses have great opportunities to flourish. Sumter is home to advanced manufactur-

ers such as Becton Dickinson, Caterpillar, Continental Tire, Thompson Construction and many other top industries — some locally based and others with international headquarters. My personal goal is to create an inviting place for my children to return to after completing their education and a place where they and other professionals can thrive.

I think Sumter is truly a hidden gem, offering a wide range of activities and attractions that cater to everyone’s interests. I can often be found relaxing with my family, fishing or playing football. Sumter offers great sports and recreation facilities and is home to over 30 parks and playgrounds, including two state parks and our world-renowned Swan Lake Iris Gardens — all providing more than 200 miles of trails for everything from an afternoon stroll to a rigorous hike. Various recreational projects throughout the city, including our Shot Pouch Greenway and future greenway developments, all point to a bright future for Sumter.

We’re also known for our superb regional health care services, historic downtown, distinctive cultural activities, year-round festivals and affordable housing. Home to many active-duty and retired military personnel and their families, Sumter is a diligent supporter of our military community and their leading role in

Sumter’s success.

Dedicated to our educational offerings, Sumter is home to the University of South Carolina Sumter, Morris College, Troy University, Central Carolina Technical College, Embry-Riddle Aeronautical University, an award-winning public school district, seven private and independent schools and a STEM public charter school. Our residents have a multitude of options for lifelong learning.

Thank you to all who have already chosen Sumter. And if you’re considering relocating your home or business to Sumter — or simply thinking about a visit — please do. You won’t be disappointed.

From our natural beauty to our rich history and vibrant arts and festivals scene, there’s something here for everyone. For the full flavor of Sumter, I invite you to browse our community website at LoveSumter.com.

Chef Raffaele Dall’Erta holds a plate of ravioli inside Hamptons. Dall’Erta leads the culinary program at Hamptons, La Piazza and Rafters in the heart of downtown Sumter, bringing seasonal ingredients and fresh protein and produce to the table. While menu items shift based on season, ingredient availability and the chef’s experimental mind, a form of ravioli can usually be found. This dish is made with short rib and cheese. More on Hamptons and Dall’Erta’s culinary creations can be found inside the pages of this magazine. Photo by Richie Weber.

From hard-to-find Italian cuisine and savory Southern fixings to American classics like burgers, wings and good ol’ chicken salad, Sumter has several restaurants serving up menu items that can’t be found anywhere else, and it’s thanks to these chefs and owners.

HAMPTONS

Ravioli

33 N. Main St.

Wednesday through Friday 11 a.m. - 2 p.m., dinner only on Saturdays and brunch from 11 a.m. – 2 p.m. on Sundays

Not only is it the only fine-dining restaurant in the city, but Hamptons serves up true Italian cuisine that rivals anywhere across the state, and it’s all led by Chef Raffaele Dall’Erta.

“My passion, you can see on the plate, but it’s something you can’t find in a lot of restaurants in the region. All the ingredients,” he said, “it’s very unusual or hard to find.”

Pasta in America can be tricky, especially in the grocery store. But Dall’Erta’s ravioli and other pasta dishes are homemade, more dense and rich in flavor. Almost straight from Italy.

He also gets local, fresh produce and ingredients that come straight from Italy, making his ravioli more unique than others and close to home.

It’s also a dish that allows Dall’Erta to express

himself to his customers, molding it into different shapes and colors that are matched with intense flavors.

“I think it’s one of the most beautiful art in the kitchen because it’s not just about the shape. It’s about filling, the sauce, the garnish. It’s so complex, the whole process. That’s why I absolutely love it,” he said.

The Hamptons menu changes often to utilize different seasonal veggies and entrees. But there’s always some type of pasta on the menu. Here, Dall’Erta prepared a two-part ravioli – one half filled with braised short rib and the other half a specialty cheese – all tucked and folded into his homemade Italian pasta.

Although the pasta is what stands out, it’s the sauce that brings on the flavor. With this dish, he used a vegetable stock and butter blended with oven-roasted tomatoes, truffle pieces, garlic and other ingredients; it enhanced the flavor.

His pastas range in flavors from traditional to spinach, kale, beet, butternut and more. It’s always something new but addictive.

“When the food is good, I always believe there’s no better cuisine than any other,” Dall’Erta said. “A long time ago, people told me Italian cuisine was meatball and spaghetti. That’s not how I grew up. I grew up with the food I’m doing now.”

Dining tip: Hamptons is known for its fine dining atmosphere at dinner time, as featured in The Post & Courier and as a 2020-2021 Chef Ambassador for the State of South Carolina. It also serves an affordable lunch menu with the same feel. You can enjoy some of Chef’s homemade pasta or Italian fixings at lunch time for less than $15.

CUT RATE SODA FOUNTAIN

Chicken Salad

32 S. Main St.

8 a.m. – 2 p.m. Monday through Friday

If you want a nostalgic, old-time diner feel, downtown’s Cut Rate Soda Fountain will give you just that with traditional breakfast and lunch plates.

“If I had to pick one dish that said it would be Sumter, it would be our chicken salad sandwich,” said Todd Touchberry, general manager of Sumter’s Cut Rate Soda Fountain. “It’s been served a little over 60 years, and the recipe has never changed.”

Cut Rate Soda Fountain’s very own Mamie Brown, 87, who has worked at the drug store/diner since 1971, helped Touchberry keep the chicken salad recipe alive and original, serving it as a sandwich, a whirly ding served on lettuce with tomato or a split whirly served with both pimento cheese and the Sumter signature.

“It’s definitely a secret recipe, but it does involve chicken,” Touchberry said.

On a slow day, they’ll go through 40 pounds of chick-

J. O’GRADYS

Sammy’s Way Sandwich

5 S. Main St.

11:30 a.m. – 2:30 p.m. and 5-9 p.m. Monday through Saturday

Right at the start of South Main Street is J. O’Gradys, home of the Sumter County Sports Hall of Fame and a fan-favorite sandwich that keeps locals and newcomers coming back for more, the Sammy’s Way.

“What makes it a Sumter signature is because it’s named after Coach Way,” said Scott Estep, owner of the downtown hub. “He’s our local historian.” Way was also an educator and track coach at Sumter High for many years. He is currently the archivist at The Sumter Item and runs the Sumter Military Museum.

“We like to name our burgers and sandwiches after local athletes since we’re the home of the Sumter County Sports Hall of Fame, and Coach Way was instrumental not only as a coach in town because he was a track coach at Sumter High and they won multiple state championships, and he was instrumental in a lot of people’s lives, but his big deal with us,” Estep said, “I went to him to help me to be able to display the items for the Sumter County Sports Hall of Fame.”

Covering every inch of wall in the restaurant are pho-

en, Touchberry said. The record high was 220 pounds in a day. The high count comes from a combination of dine-in orders and to-go pints and quarts available for purchase.

“We sell probably an average of 25-35 pints a day,” Touchberry said. “Everything’s done by hand. We shred it, mix it up, all homemade. So there may be some slight inconsistencies from one batch to the next because we don’t measure. We do everything by feel.”

Brown always tells Touchberry that the mayo-based signature was made with love, and Touchberry continues that tradition, too, with every plate and pint.

tographs, jerseys and other memorabilia of past and current local athletes, some major like New York Yankees living legend Bobby Richardson, a Sumter native and resident, and others from their time in high school. There’s a bit of history at each bar stool and table, and a story with every two-handed bite.

The Sammy’s Way sandwich, like all J. O’Gradys’ sandwiches, can be ordered with grilled chicken, beef burger or black bean patty. But this Sumter signature is ordered most as a grilled chicken sandwich, giving it a Hawaiian feel with the pineapple and teriyaki glaze, matched with a savory, creamy aioli on a salt-and-pepper bun.

Estep said the part of the creation that keeps people coming back is the unique salt-and-pepper buns with a touch of poppyseed on top.

SIMPLY SOUTHERN BISTRO

Cool Cucumber Dill Salmon

65 W. Wesmark Blvd.

Open for lunch and dinner service Wednesday and Thursday, 11 a.m. – 2:30 p.m. and 5 – 9 p.m. Friday and Saturday 11 a.m – 9 p.m. On Sunday and Tuesdays, lunch only 11a.m. – 2:30 p.m.

This family owned Southern restaurant has one savory, refreshing dish that keeps people coming back, and believe it or not, it’s not deep-fried or barbecued.

Since Chef Jeff Dennis and his parents, Wayne and Gail, opened in December 2009, the Cool Cucumber Dill Salmon has been a staple on the menu.

“I’ve been selling it since day one,” Dennis said about his Sumter signature. “It’s one of my top sellers. It’s fresh caught, so it’s really good.”

Dennis said he goes through about 70 pounds of salmon each week. When it comes to the signature’s hook, he pointed to the cold cucumber sauce, which foodies often order extra of take home.

Similar to a sour cream texture, the chilled sauce is dolloped on top of the grilled salmon and slowly melts over the fish. The refreshing surprise is the

LEO’S HOME OF THE CHICKEN WINGS

Chicken Wings

Consistency is key for this Sumter staple. Leo’s has been in business since 1982. Back then, Leo’s signature wasn’t even a thought in the Sumter area, according to owner Ann Timmons.

“Sumter didn’t even know what a wing was,” Timmons said. “Why would you sell a wing? It was the part you threw in the trash.”

Once they fried a wing and topped it with sauce, people were hooked and have been coming through the door daily for the past 40 years. And now, they’ll keep coming as Timmons’ daughters Laura Brown and Christian Melton will run the show once she retires.

“We’re just really lucky to have a good product and have the locals supporting us,” Brown said. “We started out with three or four sauces, and now we’re at 16 or 18. We’re just growing along.”

Over the last 40 years, the base recipe has stayed the same, and the menu has all the regulars, but new items are added every few years. Timmons’ favorite

small chunks of cucumber hidden between the savory bites.

People even come just for the Southern sides alone, simple, traditional fixings that Dennis puts his own twist on to give a unique flavor you can’t find anywhere else in town. Dennis said the most popular sides are his collard greens with sweet and spicy notes and sweet, sweet potato fries.

“First, it’s the love for the food. I try to put a quality product out, and so far, Sumter’s supported it all,” he said. “And they just keep coming back for it after 14 years.”

is the teriyaki sauce, whereas Melton and Brown like their wings the hotter the better. In total, there are 14 sauces on the menu, but they have a few extras off the menu, like the popular mango sauce.

If it weren’t the wing making Leo’s a Sumter signature, it would be the customers.

“One thing that’s been kind of amazing and crazy to see growing up here and working here for the last 20 years, I’ve seen kids come in as babies and now I’m seeing them at 20-21 years old, so I’ve watched kids grow up,” Brown said. “We have a lot of customers that came in back in the ‘80s that come in to this day.”

Dining tip: Leo’s has a special on Tuesday nights with a 65-cent wing deal. So come hungry!

SUSIE’S CHICKEN AND FRIES

Soul Roll

303 Manning Ave.

Noon to 6 p.m. daily

South Sumter’s Susie’s is the only restaurant and food truck combo business in the county that serves up fan-favorite wings, fries and more, but it also serves something that can’t be found anywhere in the region.

“These are my amazing soul rolls,” Owner Chris Davis said. “A soul roll is actually seasoned collards, smoked turkey all wrapped up into an egg roll, and then I do have my secret sauce, which is like a teriyaki with a kick. It complements it perfectly.”

It’s the perfect combination of both Southern and Chinese cuisine with a hint of Thanksgiving flavors. She hasn’t seen it anywhere else, Davis said. She made it by accident when getting creative with her family’s Thanksgiving dinner one year. When she served them up, everyone was hooked at first bite.

“After that, I put them on the menu,” Davis said. “Everybody loves them. It blows my mind.”

Susie’s Chicken and Fries sells about 400-500 soul rolls a day — that’s with both the restaurant and food truck running. Davis said her homemade teriyaki sauce with a secret heat kick plays a role in people coming back, along with the fresh ingredients and the affordable price at $3.

Customers get them by the handfuls or to pair with some wings and fries. Businesses often cater a tray for a work lunch.

“It is so different and they are so good, and they’re so consistent. That’s one thing that’s huge for me,” she said. “I strive to have that same consistency.”

“We are a one-stop shop. We do event planning, event design, we have thousands of balloons and party supplies here, we cater to the customer’s needs, we have done weddings, birthdays, you name it,” said owner Niki Lewis. “No event is too big or too small.”

Lewis opened her store in 2015 on 584 Bultman Drive because she felt the Sumter community needed a party store closer to home.

“Before I opened this store, I couldn’t really find a store that would have what I need for parties and events and I was like, ‘God, Sumter really needs a great party store,’” she said.

During a trip to Myrtle Beach, she walked into a family owned party store and felt that she could bring exactly that to the Sumter area.

Although Let’s Party has been open for nearly eight years, Lewis still feels like her shop is a hidden gem.

“My frustration as a business owner sometimes is

With so many small businesses thriving throughout the city and county, there are bound to be some hidden gems that locals and visitors alike might not know about.

how do you let someone know everything you do in your store; when I say we are a one-stop shop, we are literally a one-stop shop,” Lewis said.

She said she still has some people come in and say they have never seen her store there before even though they drive by every day. But she still has people who have come and left Sumter who call from out of state to place orders.

“We have so many people that call from out of state that find us on Google or find us on other social media and ask us to deliver an order to their granddaughter or someone,” she said.

She has added services throughout the years. Massive balloon arches and signs became popular during COVID-19.

“We have everything you need right here; you don’t have to go all over town, and if we don’t have it, we can get it,” Lewis said.

What became one woman’s life-saver has now become a healthy option for the entire community – Johnny’s Garden Juice Bar.

Named after the previous owner’s grandfather, Johnny Gowdy, the juice bar opened six months after he passed away in 2013.

Right before Gowdy passed away, another owner, Kimberly Field, had recovered from being sick for 10 years by, you guessed it, juicing.

“She was sick for years and years and then when she started juicing it was like her life flipped and completely changed,” said Emily Schroeder, a manager at the juice bar. “She was a whole lot better.”

Johnny’s Garden Juice Bar switched ownership a few years ago after prior owner Carl Field handed it over to James Fyffe.

Schroeder said although juicing is not a cure all be all, it does have health benefits, especially with the juice bar having pure ginger shots.

“Oh, it’s only ginger. I think we use 10 to 25 pounds of ginger and every morning we take it and make fresh ginger shots. It’s really popular,” she said.

Schroeder said ginger is good for digestion, pain and helps boost the immune system.

“It also helps that we are located right where the Y (YMCA) is because people come in after

their workouts and get a ginger shot or a juice to help refresh them,” she said.

Schroeder agrees that Johnny’s Garden Juice Bar is a hidden gem in Sumter.

“A lot of people will come in and say they never knew we were here and now they come every day,” Schroeder said.

Schroeder started at the juice bar a few years ago right before ownership changed and said she has seen the benefits juicing has done for the community.

“I wouldn’t say juicing cures anything, but it definitely does help with a lot of things. We have a flu shot that is made up of honey, lemon and ginger and clears you right up,” she said.

Schroeder also said she has had women who have come in just after giving birth days prior and they take a ginger shot and “come back saying they are feeling like they used to.”

“We just love to help our community, we love to make people laugh when they come in and make sure they have a good time whether they have been here before or not,” she said.

Music Gator

LOCATION: 1251 Hastings Drive

HOURS: Monday through Thursday, 10 a.m. to 6 p.m., Friday and Saturday from 10 a.m. to 7 p.m., and Sundays from 10 a.m. to 5 p.m. Call (803) -905-7626 for more information.

Sumter has a place where you can go and enjoy the nostalgia of the ‘70s, ‘80s and ‘90s with all other decades before and after.

Located at 1251 Hastings Drive, Music Gator is open to all those young and old who want to get their favorite vinyls, CDs, band T-shirts and so many more music-related items you can’t get anywhere else nearby.

For nearly 30 years, Music Gator has had Sumter as a home after owner Phil Sports retired from the military and wanted to do something he loved. He enjoyed walking into different music stores on his travels and decided he wanted to open his own store 28 years ago.

“I have always heard you want to do something that you’d be happier doing, you should enjoy what you do for work, and it helps you keep going,” Sports said.

Although Music Gator has moved spots over the years, Sports said he’s awlays had his loyal customers who find their way inside. And moving hasn’t been the biggest challenge, it has been the change he’s seen.

“I had to change people’s habits. Whenever technology started getting to the point of burning CDs, I wasn’t worried. It was when down-

loading started becoming a thing that a little worry set in,” he said.

When you walk into Music Gator, the smell of your childhood bedroom hits you. The walls are lined with old album covers. CDs fill the shelves. It’s every teenager’s dream store.

Vinyl has surged in popularity recently, and people can visit Music Gator to get that real feel of a CD or their favorite band’s poster.

“It’s funny because before I opened a music store, I had a room that I called a music room where I learned a little bit of guitar and had all my record albums, CDs and memorabilia all over the walls,” Sports said.

Now there is a small section of the store that retains that nostalgia for him.

Sports said it amazes him that after 28 years people still don’t know his store is in the heart of Sumter just off the business hub of Broad Street.

“I feel like it is something off the beaten path,” Sports said. “It is not a corporate business, but it is still big to the people who enjoy these types of stores. That’s what a hidden gem means to me.”

ENTREPRENEURIAL SPOTLIGHT: So Cool, So Committed So Cool, So Committed

Patina Calhoun shares her unexpected journey through local business success.

Planning and prepping for the future is what Patina Calhoun has done her whole life.

Late nights and early mornings devoting her time, effort, heart and soul to what she believed was her true calling.

That was until she realized she had to expect the unexpected.

Hailing from Brooklyn, New York, Calhoun may be a city girl through and through, but she always had a desire to live the country life. Her familial ties begin in Manning, the stomping ground of her parents. As a child, Calhoun would venture down South for holidays, weddings, reunions and funerals, surrounded by family and basking in the serene slow pace of the South — a great contrast to the allnighter lifestyle of the Big Apple.

“I love New York because you can find all kinds of unique pieces; the food varies — you can try all types of new things. Entertainment is 24 hours, seven days a week. But for my daily peace of mind, I just don’t like a lot of chaos,” she said. “You almost get paranoid because it’s like everybody walking down the street, you don’t know if they’re going to rob you — that type of stuff.”

For its hospitality, its people’s friendly dispo-

sition and welcoming environment to raise her three children, South Carolina won this city girl over.

Her move down south provided Calhoun with ample opportunities — and peace of mind —to follow her childhood dreams of owning her own engineering company. Enrolling in Morris College’s Clemson Extension Cooperative program at the time, the plan was for Calhoun to study two years at Morris before transferring to Clemson for her final two years. When the time came to move four hours away from family, Calhoun turned down the chance.

“Being a parent at the time — I lived off campus, had a house and job of my own — I didn’t think it was very smart for me to have to uproot my children again,” she said.

The unexpected happened after Calhoun decided to stay.

The “fastest hired” employee at the Sumter County Sheriff’s Office, Calhoun switched her major from math to criminal justice. After graduating from Morris, she enrolled at the University of South Carolina in Sumter to pursue her master’s degree in math — still striving for her

www.TheItem.com 21

engineering career. One thing led to another, which led to Calhoun earning her master’s degree in criminal justice at Troy University. With two degrees, in a field she never expected she would pursue, and as adjunct instructor of criminal justice at Central Carolina Technical College, Calhoun circled back to her aspiring engineering career only to end up pursuing her doctoral degree in criminal justice.

“I was like ‘OK Lord, I guess this is not the path you want me to go,’”she said through warm laughter. “It was never my intention to become a police officer, but it just seemed to be the fit that He put me in. My life was prospering — it had value, it had purpose, it had meaning; what more could one ask for?

“Would I probably have wanted that engineering degree and would my younger self want to have accomplished that dream of owning my own engineering company? Sure. Would I be happy? I would never know that, but I know that I’m happy on this side.”

This side of her life is where her family oriented, family inspired businesses lie. While a student at Morris, Calhoun realized another talent gifted to her by God is her gift of design. Her creative touch spans all the horizons, be it food, clothing or furniture — for example, her college days were spent turning plain, old fabric into handcrafted, highly sought after outfits worn on girls’ nights. Her cre-

ative niche and great feedback from her peers led her to open Elephants and More, located at 1190 Old W. Liberty St. Ste 2, honoring her Delta Sigma Theta Sorority Inc. affiliation and the first time she was able to let her creativity run wild and get paid to do so.

Calhoun enjoyed this luxury and wanted to be able to bestow that among her family. Her second business venture was SO Cool Italian Icee. In need of a summer job, Calhoun purchased a cooler cart — lovingly named Mr. Percy — for her oldest daughter, who was 15 at the time, to sell Italian ice at all the summer hangout spots in the county.

“Mr. Percy went to the aquatic center, to the parks, to different events, vendor events, softball games, soccer games, birthday parties…” she continued to list on.

In present day, SO Cool Italian Icee, located at 1180 Old W. Liberty St., has expanded its menu to include churros, wings and burgers. The Italian ice, still preserved in a beloved cooler cart — Mr. Percy has since retired — is a great treat for those

22 All About Sumter 2023-2024

who need something sweet afterward.

At the time, while business was booming for Elephants and More and So Cool Italian Icee and Mr. Percy catered to heat—soaked Sumterites, Calhoun was blessed with the birth of her first granddaughter, Audri Journey. Like any fashionista grandmother, Calhoun showered Audri in the finest fabrics. But the drives to New York, Georgia and North Carolina looking for cute, classy and comfortable clothes grew tiresome, so Calhoun did what she knew best.

“I’m an empty nester. I’m retired, double retired at this point from the sheriff’s office and Central Carolina, and me and Audri were hanging out because her parents had to work and so, I was like, you know what? We’re going to open a store.”

“You ain’t gotta do everything that come to your head, you know,” is what Calhoun heard from her children, but the unconditional love and support to follow her heart was what she felt. They knew her heart was in the right place as she saw the opening of Audri J’s Children’s Clothing Boutique, located at 1190 Old W. Liberty St, as “a good opportunity to bring something different to Sumter.”

Patina Calhoun, a mom of three; married to her childhood sweetheart; a gammy of four girls; academic program manager of criminal justice technology; founder and president of CoolHands, a nonprofit that combats child hunger and ensures that children receive a quality education; and owner of three flourishing brick— and—mortar businesses all acquired during the

peak of the COVID—19 pandemic, also holds leadership positions in several organizations in the community. What more can one person do? There is no method or fear to managing the not—so—mad madness that is Calhoun’s life as everything just flows into place — quality time with family, vacations — an experience she rarely took years prior, meetings, business ventures, appearances; it all just works out.

“The things that I have accomplished, the avenues that I have traveled, and every last one of them have been a blessing and have enabled me to be where I am today. Do my body get weary? Probably. But my heart is there and because my heart is there, everything just flows perfectly,” she said.

The unexpected was just that for Calhoun. Her life became something she could have never imagined but what she knows now was destined for her. It can be taxing letting go of a dream so deeply desired, but walking the path of a higher value and deeper meaning is much better. No matter how unfamiliar it would look to younger Calhoun, the Calhoun of today doesn’t back down from the challenge.

“When I’m committed, I’m committed,” determination lacing her every word. “They have this saying that people always say, ‘God don’t give you anything that you can’t bear.’ So, I tell people all the time that I’m one of his toughest soldiers and if He presents me with something, then obviously He meant for it to be.”

HOW SUMTER BUILDS

‘Team Sumter’ partnership between government, business, education, community vital to win in economic development

In previous generations, the old adage was “build it and they will come,” but in the 21st century the game and process of economic development has changed to be much more comprehensive.

Jay Schwedler, president and CEO of Sumter Economic Development and TheLink Economic Development Alliance serving Sumter and Lee counties, said myriad factors are at play in industrial site selections these days, and a “team approach” is essential to any community’s success.

The local economic development office brings the various community partners together as a cohesive group to include City of Sumter and Sumter County officials and the development board to focus on the mission of fostering an improved economic climate locally.

So “players” make up “the team” in order to have “a recipe for success,” he said. “Wins” may be defined as winning a new company to the area or keeping existing companies local, while “losses” or setbacks are losing out on a prospect or a local business closure. But, Schwedler said, the work of economic development actually goes much deeper than that.

PREPARE AS A FARMER WOULD DO

Many factors come into play for the success of “an entire economic ecosystem” today.

“Your pencil has to be sharp in as many of those key factors as possible,” Schwedler said. “In other words, take absolute advantage of your assets in your community, and work to strengthen your weaknesses. And identify your opportunities

locally, and address your threats. And when you do that from a wholistic standpoint, you begin to see progress being made.”

However, economic development is a slow process, and things do not happen overnight, he added.

“You have to really prepare as a farmer would do the soil conditions of your local economy,”

Schwedler said. “And that is what we try to do collectively as leaders within the community in various organizations. There is no one entity that has the ability to do it on its own. Everybody has to be working together. While we are the development board and it is our mission to foster economic development, all the other partners that are involved as a

26 All About Sumter 2023-2024

part of Team Sumter really contribute beautifully to the system that allows us to see wins.”

Losses do happen along the way in the form of companies closing down and life cycles of businesses maturing, but it is essential to make progress and have a plan when surprises do occur, he said.

That “game plan” includes strengthening local industrial parks and working behind the scenes and in partnership with educational entities on all levels to boost the local talent pool and workforce.

“We are not the author of workforce development by any means,” Schwedler said, “but we are a partner there as well. Economic development is really a unique environment by which the team is a very gelled entity working collectively. And I think our people and participants in the process of economic development give us probably as much advantage as any community because we can get things done.”

‘CONSTANTLY RECRUITING’

Given wins and losses in the ever-changing 21st century economy, Schwedler’s team is “constantly recruiting to win projects that want to be good, corporate citizens,” he said. Success really boils down to the people who compose your community, Schwedler added.

“The people make a community,” he said. “The people make a company. The people make a brand. The people make anything. It boils down to the people. And that has been always our competitive advantage. We have had many successes in economic development. Obviously, there have been some big wins, but the small wins are just as important as the large wins.”

HOME STYLE

THROUGH A NEW LENS

NICOLE NORRIS DESIGN STUDIO AND BOHEMIAN SWAN ARE THE LATEST ADDITIONS TO DOWNTOWN REVITALIZATION

In the last year or so, downtown revitalization has featured both a longtime businesswoman returning to her roots and another couple who have moved their business here and are looking to carve out a niche.

New North Main Street tenants Nicole Norris Design Studio and Bohemian Swan are both involved in the artistic realm. While they offer interior design and furniture of different styles, they also both bring experience and passion to their work and want to be a part of downtown growth.

NICOLE NORRIS DESIGN STUDIO

Nicole Norris is no stranger to Sumter. Her interior design business has been popular since she opened her first studio, actually also in the downtown area, in 1996. That was a time when there were not too many options for dining and activity downtown. She eventually moved the opertion to Guignard Drive and steadily built

the design business with both a residential and commercial appeal. Her studio has expanded to six employees now with four designers, and it specializes in residential design and interior architecture, Norris said. However, being based in Sumter primarily has allowed her to work on numerous different projects. That list includes residential

28 All About Sumter 2023-2024

homes, local industrial corporate offices, funeral homes, restaurants, stores, hair salons and even four dental offices, she said.

“You name it, we’ve done it, practically,” Norris said. “We like having the opportunity to do a lot of different things. Since we are in a smaller town, we have been able to do more, whereas if you were in a larger city, you might be more of a niche for a certain type of design... When I think back, it is kind of amazing what I have gotten to do through the years.”

In recent years, the opportunity to move the studio back downtown arose with a rental property at 47 N. Main St. that was getting a complete makeover by local commercial Realtor Jay Davis.

Davis has a team that works to redevelop and bring older downtown buildings back to life while still maintaining their historic charm. Norris and her designers also got to collaborate in the process.

The result was a win-win of the “historic-meets-the-modern vibe with a twist” and included exposing the original hardwood floors and old brick walls, Norris said. The studio includes a storefront for

BOHEMIAN SWAN

Imagine you inherited a piece of furniture that is a family heirloom and still want to use it because of its quality, but you simply have a different color scheme. Or you live in a historic home with smaller rooms and desire smaller, American-made furniture that was constructed 50 to 70 years ago as opposed

a retail area for home décor and accessories, a kitchen, design library, an open work area in the back for the design team and storage space. The new studio opened in January 2023 and is 2,000plus square feet.

“Over the years, we have tried to streamline and focus on what we do best,” she said. “We feel like it is the right size.”

Norris loves the progress made with downtown revitalization through the years.

“There are a lot of great things down here,” she said. “It’s fun to have so many options for food and dining and activity on Main Street.”

to the larger pieces of today.

Enter Pamela and Dion Bowen, who opened Bohemian Swan, a reclaimed marketplace/vintage store, in April 2022 at 3 N. Main St. in downtown Sumter.

For a dozen years, Pamela was a professional upholsterer, but she missed interacting with people. She has always loved reclaimed antiques and vintage items, and those connect with upholstery because that is generally for older furniture, she said.

In 2018, the couple opened a similar store in Charleston where the vintage concept has a large following. Here, the Bowens are trying to build a reputation, they said.

Just having a specialty item or two in a home can generate a vintage appeal, Pamela said.

Vintage dressers are a big item at the store. How about a vinyl record track from a popular movie of yesteryear?

“You don’t have to fully decorate your house in vintage to add little pieces of that for interest, for conversation pieces, and for fun,” she said. “They are also great gift ideas for others.”

“Bohemian” implies an alternative lifestyle, unconventional and “stylish sustainability,” the Bowens said, and “Swan” relates to Sumter.

Pamela added that generally the younger generations often like mismatched colors, such as with glassware.

“If you break a glass, you have not broken a set,” she said. “You just go out and buy one more. You are not ruining your whole set. It all kind of goes back to a fun way to do sustainability. All of this would be in landfills, and the amount of furniture, especially, that goes into landfalls in the U.S. alone is astronomical.”

They added that getting involved in a revitalization at the beginning or midway point can have its highs and lows, but the downtown store also wants

to capitalize on its proximity to the historic district with its smaller houses.

“The scale of those houses — with lower ceilings and smaller rooms — was more designed with mid-century furniture in mind,” Dion Bowen said. “Once you put large-scale, modern furniture in those houses, the furniture kind of dwarfs the rooms. The size of the furniture was different back then.”

Quixote Club

RECEIVES TOP NATIONAL RANKING

Golf Digest rates multimillion-dollar redevelopment as No. 3 best new private U.S. course

“This is something to be extremely proud of and plusses across the board for Sumter. You can create a legacy with good schooling, kids becoming successful and then returning. It’s a selffulfilling legacy. This was great foresight and great generosity on the part of Greg and Lewis Thompson. I am very proud to be a part of that.”

— JACK NICKLAUS II,

Quixote Club architect and son of PGA Tour legend Jack Nicklaus

42 All About Sumter 2023-2024

A local, redeveloped, private golf course with a philanthropic mission has been named one of the best new courses in the nation by the golf industry’s top course rater.

Golf Digest magazine released in January 2023 its best course rankings, and Sumter’s Quixote Club finished third for best new private course in America. An editor of the leading publication and club leaders spoke to The Sumter Item.

The par-70, 18-hole course on 169 acres in the western part of the City of Sumter was formerly Sunset Country Club before brothers Greg and Lewis Thompson purchased it in 2019 with a vision to create an elite golf club with a philanthropic mission tied to a local public charter school.

The renovated course was designed by Jack Nicklaus II, son of the legendary Jack Nicklaus, and Kris Spence Golf Design. Key staff were hired, and construction was completed in about 11 months in 2020.

At least $13 million was put into the renovation, which included removing about 3,200 trees to open up the course to vistas and a total rerouting of the back nine holes.

The course unofficially opened in December 2020, and the new clubhouse was completed in October 2021.

Quixote featured a grand opening celebration in April 2022 when it brought in the designers and a select list of people to play the course and learn more about Sumter’s first tuition-free public charter in Liberty STEAM Charter School.

Derek Duncan, architecture editor of Golf Digest, said the course got good press coverage over the last couple years, describing it as an interesting club and something worthwhile to look at. The magazine has a large course rating panel, and Duncan said he fielded requests from panelists or raters all across the East Coast who had a desire to go play Quixote.

In 2022, a total of 36 panelists rated the course on six scoring criteria, including shot options, challenge, layout variety, aesthetics, conditioning and character.

To qualify for the “Best, New” category, a course must have at least 15 evaluation visits from the magazine’s rating panel, Duncan said.

He added the category had about 13 new courses that qualified.

“Our panelists really responded to Quixote,” Duncan said. “It’s an interesting project and property. The architects went in and really redeveloped the site and treated it as a new course.

“It’s really a drastic redevelopment of that site, and they kind of scrubbed away a lot of the turf and exposed the sandy soil, so it has a little bit of that Pinehurst feel,” he said. “There is a Lowcountry element to it as well with the live oaks and the way the holes kind of sliver through the trees and play around

corners. It’s a beautiful golf course. From the beginning of the cycle, I thought Quixote had a chance to be in the top three or four, and it did.”

The philanthropic mission of Quixote is to support high-quality, free public education in the form of Liberty STEAM.

The school began its third year in August 2023 and serves grades K-3 with about 586 students across the four grades. Eventually, the vision is about 2,000 students in grades K-12 at build-out.

Currently, Quixote has a little more than 300 members between local and national members, according to club officials.

Greg Thompson, co-owner of Quixote and chairman of Liberty STEAM’s Board of Directors, said it was “a great honor to be recognized among the top courses in the U.S.”

“It puts our hometown out in the nation as something to be recognized, and I am pleased for Sumter and pleased for our mission for public education in rural South Carolina,” he said. “It brings notoriety to Liberty STEAM and everything we are trying to accomplish here in Sumter; this just helps that. That is what I am most happy for.”

The club’s new name comes from “Don Quixote,” the Spanish novel from the early 1600s with an emphasis on knighthood.

Also, according to club officials, plans for the future include an upscale, indoor training facility and permanent cottages on site.

“This is a beautiful golf course. You love the sandy terrain of the course, and it really is a gem for this area. This is something the city should be very proud of. It’s definitely a destination to come and play something like this.”

— DILLARD PRUITT

“This is a phenomenal course. Every hole has character, and it is in outstanding shape. The staff here is first class, and everything you could want in a club is right here.”

Paint and Passion;

Public art beautifies A city and uplifts its people

A serene stroll through the downtown and South Sumter streets will bring you face to face with the city’s most scenic sites.

Beautiful butterflies and marvelous murals, hand painted by local and regional artists, cover corners and buildings that were once dull and dilapidated.

Karen Watson, executive director of the Sumter County Gallery of Art and a member of several community art boards, shared the artworks, specifically the murals installed in South Sumter, have received great feedback since their installation. The feeling of “working in a work of art” like Lana Odom, director of the South Sumter Resource Center, shared with Watson or having a more

scenic route to take to work in the morning, as many South Sumterites have expressed, has allowed for more eyes to be cast and more time to be invested in that portion of the city.

There are numerous talks of ways to bring art back into the community as a whole — from revamping the free Manning Avenue Art Studio to scattering bronze swans throughout downtown for a community-wide scavenger hunt. Though dates have not been set for when these projects can be expected, there is enough paint and passion to go around in the city.

In the meantime, visitors and residents can enjoy the artwork currently installed.

For over 20 years, the City of Sumter has worked to revitalize downtown Sumter, and one key component missing from their efforts was art. Amid the COVID-19 pandemic, the city and Main Street Society team joined forces to showcase local artists and bring positivity by scattering seven unique 3-foot butterflies through downtown. After countless entries and local art supporters sponsoring several pieces, the instalThe city has plans to expand the fluttering

In 2021, The Historic Preservation Design Review Committee unanimously approved a request for the installation of eight large scale murals throughout the Downtown Design District - later called the “Creative Canvas Project.” Meant to support creativity, preserve landmarks and cultural history and uplift moods throughout Sumter, the project, created by Melanie Colclough, former executive director of the Sumter County Cultural Center, was the city’s first dip into public art.

Artists selected for the mural installations were paid with the $50,000 grant from the Central Carolina Community Foundation’s Connected Communities, applied for by Colclough, as well as private investments from the Bank of Clarendon, Main Street Society, Sumter Community Foundation, which donated murals on Manning Avenue, Sumter County Museum, Sumter Economic Development, Sumter County Gallery of Art and Sumter County Cultural Commission.

The underestimated cost of murals allowed for only five murals to be completed, three less than the approved eight and one less than the project committee’s planned six. Nonetheless, the completed murals hit the mark in revitalizing beloved landmarks throughout Sumter.

Located in Downtown Sumter are three murals: The Old Sumter Postcard by Christopher Johnson outside of the Sumter County Museum, 122 N. Washington St.; Elements of Sumter by Amiri Farris on the F45/Berenyl Inc. building, 24 W. Liberty St.; and Underneath Swan Lake by McClellan Douglas, 9 N. Main St.

Across the Manning Avenue bridge, the outside of the South Sumter Resource Center, 337 Manning Ave., depicts a bright-colored scene of old Manning Avenue, featuring Dr. B.T. Williams’ dentist office, Savage Glover Elementary School, beauty salons, burger joints, the old checkers club and more. A stroll down the block to 363 Manning Ave. are the faces of historic Sumter natives Ernest A. Finney Jr., South Carolina’s first Black Supreme Court chief justice, and Freddie Solomon, two-time Super Bowl winning wide receiver, surrounded by bright yellow jessamine on a backdrop of gradient purples and blues.

showbiz That’s

Whether in the midst of a global pandemic or music meltdown mere minutes before curtain call, the show must go on.

The Sumter Opera House, one of the city’s oldest and most iconic venues, has featured acts of all kinds on its stage for over a century.

Built between 1893 and 1895, it is the second opera house to stand at 21 N.

Main St. after the first was destroyed by a winter fire in December 1892. The venue was renovated into a movie theater, creating 300 jobs during the Depression-era, and the first film shown on the big screen was “Earthworm Tractors” with tickets 35 cents for adults and 10 cents for children.

The venue has undergone several changes over the

years before its Art-Deco interior was covered in black cloth as its doors closed in 1982. Reopened in 1984 thanks to the City of Sumter to be used for office space, renovations were completed in 1987. In the rear of the venue, City Hall and many of the City’s department and offices, including City Council chambers are still housed.

However, the real magic happens through the venue’s brass front doors. The brief, beautiful walk through the detailed foyer brings patrons into the main hall to behold its main stage. Local, regional and national talent take the stage on a regular basis, and while it is no easy task to put on shows of this caliber, the steps taken are worthwhile.

Step 1: Set the date. In the grand scheme of things, selecting a date that works for both the artist and Opera House staff is a small but crucial part of the process for putting on a show.

Step 2: Design time. The venue’s graphic designer takes all the details of the show - the artists, their biographies, dates, time, so on and so forth and creates a visually appealing and informative flier to be promoted on social media.

Step 3: Pushing out tickets. Whether it’s presale, group tickets or individual tickets, the team sets up online ticketing software in order for community members to get their hands on the best seats in the house which is really any seat!

Step 5: It’s Showtime! 4 5

Step 4: The more the merrier. Once tickets are purchased and the excitement builds, the Opera House gathers up volunteers, security, maintenance and concessions to make the show safe, sound and as satisfying as possible.

56 All About Sumter 2023-2024

May 1941

Sumter is awarded the development of an airfield to be built at $3 million, covering 2,830 acres of land. It is designated to serve as a basic flying school for the United States Army Air Corps.

The airfield is officially named after the Sumter County native, and construction is underway for the Shaw Army Air Field. It isn't until the end of the month that Shaw Air Field opened with a mission to train air cadets how to fly.

November 1941

Thirty-three of the 236 commissioned officers to be stationed at Shaw Field arrive in Sumter, 15 of whom bring their wives and children to become Sumter residents.

January 1942

Shaw Field officers and cadets fly 4,750 hours in first few months of operations without a mishap.

The American Legion Sumter Post 15 adopts a resolution recommending the airfield be named the Sumter Army Basic Flying School in honor of First Lt. Ervin David Shaw, a Sumter County native who was among the first combat pilots – and the only aviator from Sumter – to die in World War I.

July 1941

Flying activities over Shaw begin in Sumter with the first airplane landing at Shaw Field. It is a basic trainer piloted by Shaw Field Commander Maj. Burton M. Hovey, along with passenger Capt. H. G. Gerdes, the engineer in charge of construction. Lt. Col. Emory J. Close transfers to Shaw at the end of the month to take Gerdes’ place in constructing the $4 million air school.

October 1941

The Empire of Japan attacks Pearl Harbor. Commanding officer Maj. Burton M. Hovey announces that orders from the war department in Washington, D.C., order construction work and grading at Shaw resume on a 24-hour basis following defense protocols after the attack. Shaw Field later begins operating with security protocols in place at the base’s entrance. Guards are strapped with weapons, and everyone must present a pass to enter or leave the grounds.

December 1941

Twenty-two states, the District of Columbia and England are represented by aviation cadets who receive basic training at the flight school on Shaw Field.

NEW VETERANS’ CLINIC AND nursing home coming to Sumter

It’s been almost two years since Sumter County Council approved a rezoning for a future veterans’ nursing home facility, and it’s been about two years since funding was announced for a future veterans’ clinic in Sumter.

Today, those projects have projected opening dates in fall 2023 and summer 2024.

“It’s pretty much in completion; they’re just doing the inside, stocking it and getting the employees together,” said Valerie Brunson, Sumter County Veterans’ Affairs director, about the new clinic.

Local veterans have been asking about the two facilities, eager to start using the clinic while others are looking to move into the nursing home. Sumter County is home to more than 16,000 veterans, according to Brunson.

“That’s a bigger project — a much bigger project. That’s not going to be complete until 2024 for that,” Brunson said about the nursing home.

“We’re almost there with the clinic, and that’s a federal VA, and that should be open within two months. As far as the nursing home, that’s a

huge project, and that’s a state project.”

With many airmen and soldiers at Shaw Air Force Base, which houses the 20th Fighter Wing, U.S. Air Forces Central and U.S. Army Central, many retired military members who remain in Sumter after their active service can look forward to health care access right at their back door.

“These new VA facilities will play a pivotal role in enhancing the quality of life and wellbeing of our veterans and their families,” said South Carolina House Speaker Murrell Smith, R-Sumter. “Sumter is a proud, patriotic

community, and I cannot think of a better place to make comprehensive care more available to our veteran population. I look forward to the positive impact these projects will have for years to come in the area.”

Sumter VA Clinic

At 245 Bultman Drive, near Sumter Mall and across from Sumter’s Social Security Administration building, sits the new state-of-the-art Sumter VA Clinic that is near completion.

The current veterans clinic in Sumter, at 407 N. Salem Ave., outgrew the number of patients

it could serve. The purpose of the new facility will be to expand operations and also better serve area veterans.

“The Sumter VA Clinic, an extension of the U.S. Department of Veterans Affairs and Dorn VA Medical Center health care network, extends the earned medical treatment benefits of the Veterans Health Administration services to the deserving veteran community in Sumter,” Secretary of Veterans’ Affairs Todd McCaffrey said. “Veteran Administration clinics sustain the health care benefit earned by qualified veterans and meet

www.TheItem.com 59

veteran populations where they live to meet many of their health care needs.”

According to Wyatt Anthony, public affairs specialist of the Columbia VA Health Care System, the community-based outpatient clinic facility will be 26,228 square feet and open in late 2023.

The facility cost $6,066,360 to construct and was funded by the Veteran Integrated Service Network, Anthony said.

About 46 staff members will operate the Sumter VA Clinic. This includes the 20 staff working at the existing clinic with 26 additional employees, he said. The services provided will be primary care, mental health and physical medicine and rehabilitative services.

State of South Carolina Veterans’ Nursing Home in Sumter

Going up North Wise Drive, past Dillon Park but before reaching Sumter County Airport, is a long, dirt driveway leading to the future State of South Carolina Veterans’ Nursing Home.

The large facility is under construction on more than 70 acres at 915 N. Wise Drive, with more than half of the work complete. According to Tracy LaPointe, director of the South Carolina Department of Mental Health’s Public Information Office, the facility is projected to open by summer 2024 as a 104-bed facility.

In 2019, SCDHM was directed to make a recommendation for a future location to place a state veterans’ nursing home facility in the central part of the state.

“Because Richland County already has a fully functioning veterans’ nursing home (E. Roy Stone Pavilion at CM Tucker Nursing Care Center) capable of providing nursing home services to the VA residents living in and around Richland County

community, Sumter was selected as the central site location,” she said.

In total, the project cost $71.4 million, a combination of federal money from the U.S. Veterans Administration and state matching money, LaPointe said. Veterans Administration approved $28.8 million in reimbursable money, and SCDMH received $42.6 million for the project in its fiscal year 2022 appropriations.

LaPointe said SCDMH intends to start the procurement process to select a private operator for the facility in September.

When open, residents will reside in either single- or double-occupancy rooms. The facility is planned to have a chapel, barber shop, activities room, bistro, physical therapy room and pharmacy.

“State veteran nursing homes provide eligible veterans the residential care of professional nursing and custodial care staff when they or their primary caregivers are no longer able to provide the requisite assistance at home,” McCaffrey said.

“The Sumter facility is a further example of South Carolina’s appreciation and investment in sustaining veteran quality of life in our state. With nearly 400,000 veterans living in our state, nearly 45% over the age of 65, state veteran nursing homes extend a degree of comfort and dignity closer to home and honors that veteran’s service to the nation, often in their time of greatest need.”

According to LaPointe, eligibility for admission into a State Veterans Nursing Home are as follows: a veteran served active duty with an honorable discharge, a veteran has been a resident of South Carolina for the previous 12 months, and a veteran meets Veterans Administration criteria for skilled or intermediate nursing home care. The operator of the facility will handle all admission requests.
