FTC: Tower to improve cell reception BY JIM HILLEY jim@theitem.com

Judge denies bond 16-year-old murder suspect will remain behind bars BY JIM HILLEY jim@theitem.com Bond was denied to 16-yearold Jordan Duval Jackson at a hearing Thursday afternoon in the Sumter County Judicial Center. The teenager is accused of murdering Antawne Dargan, 23, at the Poplar Square apartments on Dec. 30, 2015. Under South Carolina law, Jackson will be prosecuted as an adult. Jordan’s attorney, Third Judicial District Chief Public Defender Tim Murphy, said Jordan lives with his mother and grandmother in Sumter, voluntarily came in for questioning twice before being arrested and is not a flight risk. “We stand on the presumption of innocence,” he said. Third Judicial District Solicitor Chip Finney presented a Sumter Police Department investigator who alleged the suspect shot the victim at least three times. One of the bullet holes was through the hand, he said, indicating Dargan was in a defensive posture. He told the court several rounds hit the apartment building full of residents, including many children. Many

Residents who live near Sunset Country Club may notice seeing something new in their neighborhood — a cellphone tower reaching 200 feet into the South Carolina sky. It takes a good deal of planning to construct one of the towers, according to Jonathan Tessenair, wireless support engineer for Farmer’s Telephone Company. He said doing due diligence, designing the foundation and getting all the required permits, including FAA and FCC approval, usually takes about three months. “If you can get all those steps going simultaneously, it can go a little more quickly,” he said. He said it also depends on which municipality you are dealing with, some being more lenient than others. “I work in five different counties,” he said, “but Sumter has always been easy to work with.” The construction portion can be done within 45 days, Tessenair said. Tessenair said the poured concrete foundation took about a week. “There are two difference types of foundation,” he said, “a bored foundation, which is a drilled hole, or a mat-and-pier foundation.” The tower being constructed Tuesday has a matand-pier foundation, he said. “The bored foundation costs a little bit more because you have to extract the soil, and then you have to do something with the excavated soil. You can’t put it back because of the concrete,” Tessenair said. He said a pier is a little less expensive course because it doesn’t require discarding soil. Assembling the tower involves the use of a large crane, which lifts each section into place, starting with the bottom section. Workers use liquid dish soap as a lubricant to help the sections slide together, FTC Public Relations Director Chip Chase said. At the scene of the tower on Tuesday, a large bottle of Palmolive liquid was visible near the crane. The tower near the golf course is called a “monopole” and can be erected in one day if everything goes well. A crew of seven was at

Will proposed $200M per year budget fix blighted schools? BY JAMIE SELF jself@thestate.com Gov. Nikki Haley proposed Wednesday the state borrow as much as $200 million per year to renovate blighted school buildings or build new ones. In making her proposal, Haley said that some S.C. schools are in “horrible condition.” “We’re seeing schools with leaky roofs. We’re seeing teachers having to wear rain boots to walk through the rain. We’re seeing walls that are molded ... building structures that are not safe,” Haley said, announcing her edu-

cation proposals for the 2016 legislative session. “It is time to deal with facilities.” The Lexington Republican is making education a focus of her second term. HALEY In 2014, as she was running for a second term, Haley proposed spending more to educate children who live in poverty, on reading programs and on school technology. Those efforts were approved by legislators in 2015. The governor and legislators also are under pressure from S.C. Supreme

Court to improve the state’s schools. In 2014, the court said South Carolina’s schools were unconstitutional because they did not provide an adequate education. The court has asked for an update this summer on what the state is doing to improve those schools. In this year’s budget, which begins July 1, Haley also proposes: • Spending $15 million on a program, now in its first year, aimed at recruiting teachers to rural areas with high teacher turnover. Under the plan, the state would pay up to $7,500 a year in tuition for every two years that an

House Speaker Jay Lucas, R-Darlington, praised Haley’s proposals. “Education reform is a long-overdue, critical conversation that must

Conference to unite diverse groups of men BY KONSTANTIN VENGEROWSKY konstantin@theitem.com An event to bring together men from different races and denominations to “strengthen the faith and community impact of Christian men” will be held this weekend. The Men of Impact “Conference of One” will take place on Saturday, from 8:30 a.m. to 2:30 p.m. at the M.H. Newton Family Life Enrichment Center, 415 Manning Ave. The free conference will include two main speakers, a worship service, breakout sessions, breakfast and lunch. Gifford Shaw, one of the organizers of the event, said the conference grew out of the reconciliation and unity that emerged in the Sumter area after the Emanuel AME Church shooting in

Charleston in June, in which nine black people were killed. The conference is being organized by the Men of Impact, a group of local men from different races and denominations who meet every week for devotion with a goal of bringing unity in the community. “It’s easy to say you want more racial harmony, but there has to be action to make that happen,” Shaw said. “The Men of Impact’s goal is to work to overcome racial barriers in the communities.” Shaw said the conference will also include question and answer breakout sessions with the featured speakers and Men of Impact members. The two main speakers will be Colin Pinkney of Charlotte and Andre Rogers of Columbia. Pinkney is executive director of The

Harvest Center of Charlotte, which for more than 40 years has been bringing leadership and change to the most distressed communities in Charlotte, according to information provided by the organizers. The center is a nonprofit organization with a goal of creating a community where individuals affected by homelessness, poverty or unemployment are empowered through transitional programs. Pinkney also serves as the chaplain for the NBA’s Charlotte Hornets. Pinkney was selected by the governor of North Carolina as Volunteer of the Year in 2012. Rogers is a faculty member at Columbia International University’s Seminary and School of Ministry. Rogers has taught church ministry since 2010 and has served as an associate pastor,

assistant pastor and director of youth ministries in South Carolina and Texas. He serves as pastor of Concord Fellowship Baptist Church in Columbia. The community is also invited to attend a special service on Sunday, focusing on Martin Luther King Jr. Day. The service will be held at 7:45 a.m. at Jehovah Missionary Baptist Church, 803 S. Harvin St. Registration is not necessary for either of the events. Men of Impact is open to all males. The group meets each Tuesday, starting Jan. 26, from 6:55 a.m. to 7:45 a.m. at Alice Drive Baptist Church, 1305 Loring Mill Road. Smoke alarm blitz set for Pinewood BY JIM HILLEY jim@theitem.com The Pinewood area will be the target of a smoke alarm blitz from 9 a.m. to noon Saturday. The blitz will be conducted by Sumter Fire Department, with the help of the American Red Cross, along with volunteers from USC Sumter and AmeriCorps. Firefighters and volunteers will be headquartered at the Pinewood Fire Station, 140 Epperson Lane, Pinewood, and will also be going door-to-door in the area to install the alarms at no charge. Fire Prevention Division Chief Johnny Rose said smoke alarms have a proven record of saving lives, including here in Sumter County. “We’ve had several incidents where smoke alarms alerted residents of a fire and they got out,” he said. “We had one just the other day on Highway 15 South.” Rose said the presence of smoke alarms is always noted in the department’s incident reports. Rose said four deaths resulted from fires in Sumter Coun-

ty in 2015, including two young girls who were killed in Pinewood in November. “One is too many,” he said. “We are trying to get deaths down to zero.” Rose said the American Red Cross always goes out of its way to help with the smoke alarm drives. “If there is a fire, Red Cross is the first people they call after us,” he said. Gerald Jennings of the Sumter Red Cross said her organization is always willing to help the fire department and often supplies the alarms for the drives, though the alarms being distributed Saturday are from the fire department. Adrienne “Age” Cataldo, coach of the University of South Carolina Sumter Fire Ants softball team, said students from the softball, baseball and tennis teams have volunteered for the drive as well as traditional students and volunteers from AmeriCorps. “This is a way to help out the community,” she said. For more information or to request a smoke alarm, call Rose at (803) 436-2600.

Senate seeks raises for state employees

LOCAL BRIEF FROM STAFF REPORTS

Sumter man faces child pornography charges South Carolina Attorney General Alan Wilson announced the arrest of William Hugh Phillips, 40, of Sumter, on 15 counts involving the sexual exploitation of minors. The South Carolina Attorney General’s Office, a member of the Internet Crimes Against Children Task Force, made the arrest. Investigators say that Phillips was involved in exchanging files containing child pornography via

COLUMBIA (AP) — A bipartisan group of senators said Thursday that all state employees should receive a 5 percent cost-of-living raise now that South Carolina’s economy is rebounding. Sen. John Courson, R-Columbia, said it’s time to say ‘thank you’ by passing a budget that increases paychecks in July. In a year when legislators have more than $1 billion in additional revenue to spend, employees deserve to share in the state’s prosperity, he said. Senate Minority Leader Nikki Setzler, D-West Colum-

Phillips was arrested on Wednesday and charged with 15 counts of sexual exploitation of a minor, second degree, a felony offense punishable by as many as 10 years imprisonment on each count. A computer was seized for forensic examination, according to a news release from the state Attorney General’s office. The case will be prosecuted by the Attorney General’s Office.

bia, said the take-home pay for many employees has actually declined since the Great Recession, because of rising health care premiums and deductibles as well as pension contributions. The raises would be “recognition that state employees are the backbone of what it takes to move South Carolina forward,” said Sen. Karl Allen, D-Greenville. The proposal’s $75 million price tag would cover agencies funded by state taxes. The cost for agencies and public colleges funded by other sources — such as federal taxes, fees and

tuition — is unclear. Last fall, employees making less than $100,000 received a one-time, $800 bonus. Otherwise, employees have received two across-the-board raises since 2008 — 3 percent in 2012 and 2 percent in 2014. Employees haven’t received a 5 percent raise across-theboard in at least two decades. The closest was 4 percent in 2005, according to the state Revenue and Fiscal Affairs Office. But past budgets have selectively granted higher raises. In 2014, state law enforcement officers who made less than $50,000 got a 5 percent boost.

How safe is self-driving car technology? BY JUSTIN PRITCHARD The Associated Press LOS ANGELES — While self-driving cars already are being tested on public roads, newly released safety data support the cautionary view that the technology has many miles to go before people can sleep at the wheel. That doesn’t mean relief is decades away for commuteweary drivers. It’s possible, even likely, that within a few years, mainstream cars will be able to drive themselves reliably — on routes they have mastered, in weather they can handle and on the premise that a driver will be ready to take over in moments. Traditional automakers and technology companies such as Google are investing hundreds of millions — probably billions — of dollars in a race to market. Google was one of seven companies required to disclose to California’s Department of Motor Vehicles the number of times a trained test driver had to seize the wheel either because of a technology failure or because a prototype car was driving unsafely. The DMV released those reports Tuesday. The data they contain are the most detailed look yet at how safely the prototypes are performing. Some questions and answers about what the data reveal about the state of the technology:

WHAT BECAME CLEAR THIS WEEK? It became clear that even Google, which has done the most testing in California by far, is not on the cusp of perfecting a car that doesn’t need a driver. And that, for now at least, traditional automakers remain far behind. The data on “disengagements” of the self-driving technology document the gap.

THE ASSOCIATED PRESS

Attendees sit in the self-driving Mercedes-Benz F 015 concept car at the Mercedes-Benz booth at the International Consumer Electronics Show in Las Vegas in January 2015. While self-driving cars of tomorrow already are being tested on public roads, newly released safety data support the cautionary view that the technology has many miles to go. Google reported that, in 424,000 miles of testing since autumn 2014, its cars needed human help 341 times because of serious safety issues. The leader of its selfdriving car project, Chris Urmson, said that while he considers the results encouraging, they show room for improvement. After all, by the company’s own analysis, there were 11 instances in which the car would have had an accident if its driver had not taken over. Five other companies combined said their prototypes drove about 36,000 miles in the same time period — and needed human help more than 2,400 times. Those five companies were Nissan, Mercedes-Benz, Audi, and parts suppliers Bosch and Delphi.

The seventh company, Tesla Motors, reported no problems — but did not report that it drove any test miles either.

WAIT, TESLAS ARE PERFECT? No. Just go online and you’ll find videos where the “autopilot” feature already in some Tesla sedans drove erratically enough that the driver grabbed the wheel. The fact that Tesla reported no “disengagements” was puzzling. It could reflect a company interpretation of the reporting requirements. Tesla isn’t talking. Asked about its problem-free report, spokeswoman Khobi Brooklyn said the company was not releasing any details. The California Department of Motor Vehicles said

it was still reviewing all reports.

respond to requests for comment.

WHAT DO OTHER COMPANIES HAVE TO SAY?

WHAT ARE THE BLIND SPOTS IN THE DATA?

Google’s report offered the most detail and explanation, by far. Other reports were not nearly as descriptive. A spokesman for Nissan, which has said it wants to have “commercially viable autonomous drive vehicles” by 2020, said disengagements are an expected part of testing. “The timing of Nissan’s on-road autonomous vehicle testing sessions was as planned and consistent with our autonomous vehicle development schedule,” company spokesman Steve Yaeger wrote in an email. Other companies did not

It’s hard to draw direct comparisons between companies. The raw numbers say nothing about the conditions the cars were tested under (one rainy day can mean many more disengagements) or how hard the companies pushed them. If one company ventured to the hilly, hectic streets of San Francisco, its disengagement numbers likely would spike. That said, Google’s numbers do compare favorably to other companies. The Silicon Valley pioneer has a significant head start — it began testing several years before other companies.

Ebola epidemic ends after 11,300 deaths GENEVA (AP) — The World Health Organization declared an end to the deadliest Ebola outbreak ever on Thursday after no new cases emerged in Liberia, though health officials warn that it will be several more months before the world is considered free of the disease that claimed more than 11,300 lives during a two-year period. Thursday’s success comes after a harrowing toll: Nearly 23,000 children lost at least one parent or caregiver to the disease. Some 17,000 survivors are trying to resume their lives though many battle mysterious, lingering side effects. Studies continue to uncover new information about how long Ebola can last in bodily fluids. Liberia, which along with Sierra Leone and Guinea was an epicenter of the latest outbreak, was first declared free of the disease last May, but new cases emerged two times — forcing of-

ficials there to restart the clock. “While this is an important milestone and a very important step forward, we have to say that the job is still not done,” said Rick Brennan, WHO director of emergency risk assessment and humanitarian response, at a news conference in Geneva.

“That’s because there is still ongoing risk of re-emergence of the disease because of persistence of the virus in a proportion of survivors.” In Liberia, there was guarded optimism Thursday about reaching the 42day benchmark with no new cases. The ministry of health is still carrying

out Ebola tests on dead bodies before burial and remains on the lookout for any suspicious cases. Follay Gallah, an ambulance driver who contracted the disease while intervening in an affected community in 2014, welcomed Thursday’s news but warned: “We could have a recurrence if we don’t do those things that we need to do.” Ebola is spread through direct contact with the bodily fluids of people who are sick or bodies of the dead. A country is considered free of the disease when it has passed two incubation periods of 21 days without any more cases. However, the most recent flare-up in Liberia confounded scientists as it was not initially clear where the new cases had come from. WHO now says those cases “are likely the result of the virus persisting in survivors even after recovery.”

Star of stage, ‘Harry Potter’ dies at age 69 LONDON (AP) — British actor Alan Rickman, a classically trained stage star and sensual screen villain in the “Harry Potter” saga and other films, has died. He was 69. Rickman’s family said that the actor died early Thursday in London after a battle with cancer. Daniel Radcliffe, who played opposite Rickman in eight “Harry Potter” films, said Rickman was “undoubtedly one of the greatest actors I will ever work with.” Born to a working-class London family in 1946 and trained at the prestigious Royal Academy of Dramatic Art, Rickman was often cast as the bad guy; with his rich, languid voice he could invest evil with wicked, irresistible relish. His breakout role was as scheming French aristocrat the Vicomte de Valmont in an acclaimed 1985 Royal Shakespeare Company production of Christopher Hampton’s “Les Liaisons Dangereuses.” Film roles included the psychopathic villain Hans Gruber who tormented Bruce Willis in “Die Hard” in 1988; a deceased lover who consoles his bereaved partner in 1990’s “Truly Madly Deeply;” the wicked Sheriff of Nottingham in “Robin Hood: Prince of Thieves” in 1991; and a wayward husband in 2003 romantic comedy “Love Actually.” Millions know him from the Potter films, in which he played the potions and defense against the dark arts teacher Severus Snape, who was either a nemesis or an ally — possibly both — to the titular teenage wizard. Radcliffe, who played Harry, said Rickman “was one of the first of the adults on Potter to treat me like a peer rather than a child. Working with him at such a formative age was incredibly important, and I will carry the lessons he taught me for the rest of my life and career.” Harry Potter creator J.K. Rowling tweeted that “there are no words to express how shocked and devastated I am to hear of Alan Rickman’s death. He was a magnificent actor (and) a wonderful man.” Emma Thompson, who starred alongside Rickman in films including “Sense and Sensibility” and “Love Actually,” praised Rickman’s “humor, intelligence, wisdom and kindness” and called him “the finest of actors and directors.”

FDA gives OK for company’s genetically engineered potato BY KEITH RIDLER The Associated Press BOISE, Idaho — A potato genetically engineered to resist the pathogen that caused the Irish potato famine is as safe as any other potato on the market, the Food and Drug Administration says. In a letter Tuesday to Idahobased J.R. Simplot Co., the FDA said the potato isn’t substantially different in composition or safety from other products already on the market, and it doesn’t raise any issues that would require the agency to do more stringent premarket vetting. “We’re pleased and hope that consumers recognize the benefits once it’s introduced into the marketplace next year,” Doug Cole, the company’s director of marketing and communications, said Wednesday. Before the potato is marketed to consumers, it must be cleared by the U.S. Environmental Protection Agency, Cole said. That’s expected to happen in December. The U.S. Department of Agriculture approved the potato in August. The Russet Burbank Generation 2 is the second generation of Simplot’s “Innate” brand potatoes. It includes the first version’s reduced bruising but less of a chemical produced at high temperatures that some studies have shown can cause cancer. The second-generation potato also includes an additional trait that the company says will allow potatoes to be stored at colder temperatures longer to reduce food waste. Haven Baker, vice president of plant sciences at Simplot, said late blight — the cause of the Irish potato famine — remains the No. 1 pathogen for potatoes around the world. “This will bring 24-hour protection to farmers’ fields and, in addition, has the potential to reduce pesticide spray by 25 to 45 percent,” Baker said. The late blight resistance comes from an Argentinian variety of potato that naturally produced a defense. “There are 4,000 species of potatoes,” Baker said. “There is an immense library to help us improve this great food. By introducing these potato genes we can bring sustainability and consumer benefits.” The company has already been selling its first generation of Innate potatoes to consumers, selling out its 2014 crop and now selling the 2015 crop of about 2,000 acres. Cole said those potatoes were mostly grown in Idaho and Wisconsin and are being sold in supermarkets across the nation. But one of the company’s

oldest business partners — McDonald’s — has rejected using any of Simplot’s genetically engineered potatoes. Cole said the company plans to introduce the pota-

He said the tower will enhance cellphone performance for FTC customers. “It will take traffic off other towers in the area, and make our coverage more contiguous he said. FTC partners with AT&T to provide cellphone coverage, Chase said. “A 16-megabyte cellphone can be as fast as your house, he said. “(Long-Term Evolution) is running at broadband speed. Chase said FTC provides Long-Term Evolution service to AT&T customers in Lee, Clarendon and Sumter counties as well as parts of Florence County.

of those who live in the apartments want to relocate and are fearful to leave their homes, he said. He said Jordan was already on probation, and after the incident, police made multiple attempts during the course of five days to talk to Jordan. “He was not where he should have been according to his probation, the investigator said. He also said the weapon used to kill Dargan has not been found, and the suspect would have access to it if released. Finney told the court Jordan had cut his electronic monitor while on probation in 2013 and was returned to custody. Several of the victim’s family members were in the courtroom. Laticia Wheeler said she is the mother of Dargan’s son. “He loved his child, and he loved his family, she said. Ruth Fowler, a victim’s advocate with Sumter Police Department, said the victim’s mother is disabled and unable to testify, but told Fowler the victim was a loving son who cared for her. Presiding Judge William Seals ruled to deny Jordan’s release. “Under the circumstances, he said, “bond is denied.

like a sore thumb, he said. He said there are many hidden antennas in the Myrtle Beach and Hilton Head areas disguised as flagpoles. “If you driving in to Myrtle Beach and you see a really tall flag pole, he said, “It’s probably an antenna. He said the flag poles are usually required to fly a flag, but that is not always the case. Chase said FTC has been adding about five towers a year. He said it is part of the company’s expansion of its Long-Term Evolution network.

money on school buildings. Haley said she first wants to assess the condition of school facilities across the state. Her budget request includes $2.5 million for that review, which also would prioritize projects for funding based on school districts’ needs and ability to pay. A five-member panel, chaired by the governor, would oversee the evaluation, design and funding of construction projects statewide.

S.C. Superintendent of Education Molly Spearman joined Haley for her announcement at Frances Mack Intermediate School in Gaston. Haley highlighted her alliance with Spearman — a former lawmaker and longtime advocate of public schools — saying the two were working together on the initiatives. Spearman, a firstterm Saluda Republican, has been urging lawmakers to approve spending

Nelson receives long overdue Gershwin Prize BY KEVIN MCDONOUGH “The life I love is making music with my friends,” is a lyric from “On the Road Again,” a popular 1980 hit for Willie Nelson, whose life is celebrated in “Willie Nelson: The Library of Congress Gershwin Prize for Popular Song” (9 p.m., PBS, TV-PG, check local listings). Taped last November, the special honors the prolific, perennially touring singer/songwriter who redefined country music even as he has expanded his audience. Nelson performs many of his signature hits along with Edie Brickell, Leon Bridges, Rosanne Cash, Ana Gabriel, Jamey Johnson, Alison Krauss, Raul Malo of The Mavericks, Neil Young and Buckwheat Zydeco. He is also joined by fellow Gershwin Prize recipient Paul Simon. I’m no musician or music critic, but I have always found Nelson’s voice and delivery to be utterly distinctive. The moment you hear him sing one note, you know it’s Willie Nelson. Nobody else sounds like him. Not unlike Fred Astaire, another unique and distinctive performer, Nelson’s delivery often blurred the line between singing and talking. Even when delivered by more melodic voices, his early songwriting hits had the aura of the confessional, the sound of a lonely soul talking to himself. His first big hit, “Hello Walls,” a No. 1 hit for Faron

CULT CHOICE Young in 1961, spoke of the solitary confinement of the lovelorn. “Crazy,” a 1961 hit for Patsy Cline, speaks for itself, and Ray Price’s cover of “Night Life” has a similar introspective feel. Nelson is among the many artists to defy the adage that “there are no second acts in American life.” His stint as a hit-maker for Nashville gave way to an “outlaw” movement more than a decade later, when Nelson and other artists challenged the country music establishment, often from the friendly confines of Austin, Texas, a place better known for cosmic cowboys than the Grand Ole Opry. By the 1980s, Nelson was crossing over be-

tween country and pop, appearing frequently on “The Tonight Show” with Johnny Carson. Over the course of his career, Nelson the songwriter has never been shy about interpreting the works of others, recording everything from “Blue Skies” by Irving Berlin to Leon Russell’s “A Song For You” and Hal David and Albert Hammond’s “To All the Girls I’ve Loved Before.” Perhaps that’s why this songwriter’s songwriter is way overdue for the Gershwin Prize. You just might say it’s high time. • Fox devotes its Fridays to kitchen duty. In addition to “MasterChef: Junior” (8 p.m.,

LETTERS TO THE EDITOR SCHOOL BOARD QUESTIONS REMAIN UNANSWERED EDITOR’S NOTE: The following letter was sent to the Rev. Daryl McGhaney, chairman of the Sumter School District Board of Trustees. Dear Chairman McGhaney: I have sent a series of letters to you and you said you have provided answers. You have not. You only provided partial and evasive answers to some questions. You avoided answering some of the key questions which will determine if the district followed state law and is using taxpayer money fairly. Under the freedom of information law, I want the answer to these questions in writing. I will list the questions completely and believe you owe me and the taxpayers full answers. 1. Did work start on any of the four no-bid contracts before a contract was signed? 2. List the original amounts the contracts were priced when they were let and what was actually paid. 3. List the dates when work began on each and when it was complete. 4. List the actual emergency which existed to allow these to be no-bid. Don’t tell me what the code says, tell me what

condition existed at the schools that was an emergency, when it was reported to the district and why it was allowed to exist while students were at the schools after school started this year. 5. Is your architect qualified to render legal opinions that allow no-bid contracts? Was the district’s attorney given full information and did they give the superintendent authority to use a no bid access? 6. How extensive were the plans on which the contracts were compared to other similar contracts that were bid? 7. Why, since the superintendent was acting also as the chief financial officer, when the contracts were let last year, did the board not require more information? 8. When was the board notified that there were no bid contracts totaling over $2,000,000 over two years what the full reason for this was? What questions did the board ask in response? I am sending a copy of this letter to the Item because the public needs to know the questions and to get your answers. LOYD YOUNG Sumter

HEALTH CARE FACILITIES SHOULD GIVE ACCURATE PRICING On Nov. 12, 2015, my son had lab work at Tuomey. Prior to having the tests done I was given an itemized list of the tests and the cost of each one. The total was $792 and I was told if I paid in full at the time of service I would get the self-pay discount and would owe $277.20 which is what I did. A few weeks later I received a bill showing the total for the labs was $1174 – almost 50% more than I was quoted on the day of service. I called Tuomey and was referred to Robert Campbell who told me he would write off the additional charges as a gesture of “good will”. However, 5 weeks after talking to Mr. Campbell I got a letter from a collection agency requesting payment of the additional amount. I have self-paid for several MRIs and other tests at five other facilities and the amount I was quoted at the time of service was all I had to pay. “Bait and Switch” tactics are illegal but what Tuomey is doing is worse because after the service is per-

formed you no longer have the option to walk away. My son was injured and has been unable to work for over two years and I am 71 and on a fixed income. Because of this I have to comparison shop for goods and services, including non-urgent medical care, but if Tuomey is unwilling to provide true upfront costs of basic tests it is impossible to do that. The Sumter Family Health Center is a godsend to people like my son who can’t get Obamacare because he has no income, has been denied Medicaid and has been denied twice for Social Security Disability. Since the labs were ordered by a doctor at SanteeWateree MHC the SFHC wouldn’t perform the labs so I shopped around. Legislation needs to be enacted to require healthcare facilities to provide accurate up-front costs so consumers are able to make informed decisions for where to obtain healthcare like they do for other services. ONLY THE WHITE MAN HAS SUFFERED ‘RACIST INTENTIONS’ I couldn’t believe the letter on Jan. 12 about the “Buck tag system.” I first want to say that I really don’t understand what the big deal is but he sure was dramatic about the subject. I sure hope that his family doesn’t starve to death anytime soon. He mentioned “poor black hunter,” “my family’s food supply,” “leave me stranded and my family undernourished,” “while rich white men,” “will devastate the black community,” “black people,” “supplement their families’ food supply,” “will keep the black man down,” “step backward toward racism and white power,” “hinder the black man’s climb up out of poverty,” “has racist intentions,” “like the Ku Klux Klan,” “rich politicians,” “leaving the rest of us to starve,” “the poor man from killing his deer,” “his racist bill that will set black South Carolinians back 100 years,” “a vote for S. 454 (buck tag program) is a vote for RACISM.” He even claims “the deer will walk through the 20-acre block to travel between the two big blocks.” Are the deer racist too? What do you want? It was equal rights, but

rights come with responsibilities. Some people are still complaining about equal rights. Then it was equal education (desegregation). Now the complaint is that we aren’t getting an adequate education. Well, why not? Fast forward to the Confederate Flag. Taking it down was supposed to make some people happy. Has that happened? Well, maybe for a few days. Paul Ryan thinks Governor Haley unified our state. Well, I guess if you pander to the black community, maybe she did. Was she afraid that the savages, from inside as well as outside our state, would burn Charleston down? That was about one man who did a horrendous thing and had a Confederate flag in a video. Some people would want to change history because of him. Then two Muslims killed 14 people and what became of that? We have to respect Muslims even more and worry about hurting their feelings. I believe the only people who have been hurt by “racist intentions” is the American white man. JACQUELINE K. HUGHES Sumter

COMMENTARY

The state of the presidency: spent

W

ASHINGTON — President Obama’s Tuesday night address to Congress was less about the state of the union than the state of the presidency. And the state of this presidency is spent. The signs of intellectual exhaustion were everywhere. Consider just three. After taking credit for success in Syria, raising American stature abroad and prevailing against the Islamic State — one claim more surreal than the next — Obama was forced to repair to his most well-worn talking point: “If you doubt America’s commitment — or mine — to see that justice is done, just ask Osama bin Laden.” Really? Five years later, that’s all you’ve got? Indeed, it is. What else can Obama say? Talk about Crimea? Cite Yemen, Libya, Iraq, the South China Sea, the return of the Taliban? “Surveys show our standing around the world is higher than when I was elected to this office,” Obama boasted. Surveys, mind you. As if superpower influence is a Miss Universe contest. As if the world doesn’t see our allies adrift, our enemies on the march and our sailors kneeling, hands behind their heads, in front of armed Iranians, then forced to apologize on camera. (And our secretary of state expressing appreciation to Iran after their subsequent release.) On the domestic side, Obama’s agenda was fairly short, in keeping with his lame-duck status. It was still startling when he worked up a passion for a great “new moonshot”: curing cancer. Is there a more hackneyed national-greatness cliche than the idea that if we can walk on the moon … ? Or a more hackneyed facsimile of vision than being “the nation that cures cancer”? Do Obama’s speechwriters not know

that it was Richard Nixon who first declared a war on cancer — in 1971? But to CHARLES see just Krauthammer how bare is the cupboard of ideas of the nation’s most vaunted liberal visionary, we had to wait for the stunning anachronism that was the speech finale. It was designed for inspiration and uplift. And for some liberal observers, it actually worked. They were thrilled by the soaring tones as Obama called for, yes, a new politics — a post-partisan spirit of mutual understanding, rational discourse and respect for one’s opponents. Why, it was hope and change all over again. You’d have thought we were back in 2008 with Obama’s moving, stirring promise of a new and higher politics that had young people swooning in the aisles and a TV anchor thrilling up the leg — and gave Obama the White House. Or even further back to 2004, when Obama electrified the nation with his Democratic convention speech: “There’s not a black America and white America and Latino America and Asian America; there’s the United States of America.” Tuesday night, Obama did an undisguised, almost phrase-for-phrase reprise of that old promise. Earnestly, he urged us to “see ourselves not, first and foremost, as black or white, or Asian or Latino, not as gay or straight, immigrant or native born, not as Democrats or Republicans, but as Americans first.” On cue, various commentators were moved by this sermon summoning our better angels. Good grief. I can understand falling for

this 12 years ago. But now? A cheap self-quotation, a rhetorical mulligan, from a man who had two presidential terms to act on that transformative vision and instead gave us the most divisive, partisan, tendentious presidency since Nixon. Rational discourse and respect for one’s opponents? This is a man who campaigned up and down the country throughout 2011 and 2012 saying that he cares about posterity, Republicans only about power. The man who accused opponents of his Iran treaty of “making common cause” with Iranians “chanting death to America.” The man who, after Paul Ryan proposed a courageous, controversial entitlement reform, gave a presidential address — with Ryan, invited by the White House, seated in the first row — calling his ideas un-American. In a final touch of irony, Obama included in his wistful rediscovery of a more elevated politics an expression of reverence for, of all things, how “our founders distributed power between … branches of government.” This after years of repeatedly usurping Congress’ legislative power with unilateral executive orders and regulations on everything from criminal justice to climate change to immigration (already halted by the courts). There is wisdom to the 22nd Amendment. After two terms, presidents are spent. Nothing shows it like a State of the Union valedictory repeating the hollow promises of the yesteryear candidate — as if the intervening presidency had never occurred. Alabama hands USC its first loss String of 3-pointers lead to 73-50 upset By JOHN ZENOR The Associated Press TUSCALOOSA, Ala. — Alabama’s Riley Norris hardly missed from outside and South Carolina struggled to hit from anywhere. Norris hit his first seven 3-point attempts and scored a career-high 27 points to lead Alabama to a 73-50 upset of previously unbeaten No. 19 South Carolina on Wednesday night. The Crimson Tide (10-5, 1-2 Southeastern Conference) got the first league win of Avery Johnson’s debut season in stunningly easy fashion. The upset leaves No. 10 SMU as the nation’s only unbeaten major college team. “Incredible win for us,” Johnson said, adding that the Tide’s scout team had dominated the starters a day earlier. The Gamecocks (15-1, 2-1) missed their first 12 shots of the second half and went more than 11 minutes without a field goal starting before the break. They ended an 8-minute scoring drought after halftime down 48-22. South Carolina never cut it below 18 after that. “I think we played awful,” said Michael Carrera, who led the Gamecocks with 14 points and 10 rebounds. “We played awful. Offensively and defensively, we played awful.”

Thomas Sumter Academy’s Bree Stoddard, left, and the undefeated Lady Generals look to take the lead in SCISA Region II-3A today when they host defending region champ Wilson Hall at Edens Gymnasium.

By justin driggers justin@theitem.com The Thomas Sumter Academy girls basketball team has yet to lose this season. The 13-0 Lady Generals are hoping that streak continues today at Edens Gymnasium -- where a victory over defending SCISA Region II-3A champion Wilson Hall would give them a leg up on the path to a title. Thomas Sumter lost all three matchups against the Lady Barons a year ago, including one that was decided on the final shot. Both teams are 1-0 in re-

gion play this season. However, TSA appears primed for a run at the crown thanks to a hot start and a dynamic offensive duo. Bree Stoddard and Latrice Lyons have provided a 1-2 punch for the Lady Generals this season with Stoddard averaging a double-double of 20.4 points and 10.5 rebounds. Lyons is averaging 12.1 points a game. They’ll face a Lady Barons team that is 9-5 entering today’s matchup. Wilson Hall has spent the last few practices turning up the defensive intensity, head coach Glen Rector said. “We lost a game last week that we felt

like we should have won and it’s because we didn’t play as strong defensively as we should have,” Rector said. “So that’s been an emphasis in practice.” It’s also no coincidence that an added attention to defense comes right on the heels of the opening of region play. The Lady Barons earned a 44-36 victory overall Calhoun Academy to start off region play. “We played Calhoun close and Thomas Sumter had a close game with Orangeburg Prep,” Rector said. “So I

Clemson stay on roll by beating Duke By PETE IACOBELLI The Associated Press GREENVILLE — Clemson has nearly beaten a Final Four of national champions in the past eight days. Tigers forward Jaron Blossomgame doesn’t see why that can’t continue. Blossomgame scored 17 points, including the clinching dunk with 13.5 seconds left, to lift Clemson to a 68-63 victory over No. 9 Duke on Wednesday night. The victory was the fourth straight for the Tigers (11-6, 4-1 Atlantic Coast Conference) and the third in a row over an NCAA champion in the past eight days following wins at Syracuse and No. 21 Louisville. “We’re trying to build something special right now,” Blossomgame said. And perhaps, given Clemson’s trip to the college football national championship game, bringing Tiger fans another contender to back. “It was another big win for us,” Tigers coach Brad Brownell said. “Exciting in some ways because we had so many guys make plays at the end of the game to get it done.” Coupled with the Louisville win, it marked the first time the Tigers had defeated ranked opponents back to back since topping Duke and Georgia Tech at the end of the 1989 regular season. Clemson gets another ranked opponent, No. 8 Miami, at home on Saturday in its next game. This one started like a typi-

From Page B1 Norris made the most of his first start of the season, shooting 8 of 11 on 3s. He also grabbed seven rebounds. Justin Coleman added 14 points and six assists off the bench after Norris took his place. Johnson decided to start Norris two days earlier, and was richly rewarded for that call. Norris shrugged off the performance, repeatedly giving credit to teammates for feeding him the ball. The last time he got that hot in a game? “It’s been high school,” Norris said. “I don’t even remember, honestly.” Coleman wasn’t surprised. “Riley’s a great shooter,” he said. “He’s one of the best shooters in the country so every time it leaves his hand, I always think it’s going in.” The Gamecocks didn’t come close to their previous scoring low of 65 points. It’s tough for a young team to be really smart.” Donte Grantham scored 16 points and Landry Nnoko had 12 points, 13 rebounds and four blocks for the Tigers. It was his second double-double in the past three games. Grantham’s 3-pointer tied the game 50-50 before Blossomgame hit a long-range basket to put Clemson ahead for good, 53-50 with 7:24 left. Jones was fouled while making a layup that pulled Duke within 62-61 with 1:44 left, but he couldn’t complete the threepoint play to tie it.

Former Eagles coach Kelly takes over 49ers SANTA CLARA, Calif. — The San Francisco 49ers have hired Chip Kelly as their new head coach. CEO Jed York announced the move on Twitter and so did the team. York says, “After a thorough search, Trent & I are thrilled to announce Chip Kelly as the new (hash)HeadCoach of the (at)49ers.” The former Eagles coach will replace fired coach Jim Tomsula. Kelly emerged as the favorite among several experienced candidates that included Mike Shanahan and former Raiders coach Hue Jackson, hired Wednesday to coach the Cleveland Browns. The 52-year-old Kelly was fired by Philadelphia after Week 16 with one game left in his third season as coach. The former University of Oregon coach was 6-9 in 2015 following two 10-6 seasons, prompting Eagles CEO Jeffrey Lurie to make a change.

Giants name Ben McAdoo to replace Coughlin EAST RUTHERFORD, N.J. — Ben McAdoo has been named the New York Giants coach. The Giants confirmed the hiring on Thursday, a little more than a week after Tom Coughlin stepped down after 12 seasons. The 38-year-old McAdoo has been the Giants offensive coordinator the past two seasons. He will formally be introduced at a news conference on Friday morning.

Vikings kicker meets empathetic 1st-graders BLAINE, Minn. — Minnesota kicker Blair Walsh says the messages sent to him by a group of first-graders after he missed the field goal that would’ve won a playoff game for the Vikings were so touching that he visited them. Russia drops weightlifting coaches after doping case MOSCOW — Russia has suspended its top men’s and women’s weightlifting coaches after world champion Alexei Lovchev failed a drug test. Lovchev won the men’s heavyweight world title in November with a world record of 475 kilograms from two lifts, but was suspended on Dec. 24 after testing positive for the banned growth hormone ipamorelin. Neither men’s coach Alexander Venkov nor women’s coach Alexander Vidov were included on a list of team staff for the 2016 season published Thursday by the Russian Sports Ministry. Their absence leaves Russia’s weightlifting team, one of the world’s strongest, leaderless ahead of the Olympics in August. The Associated Press

From Page B1 think all five teams are improved and it’s going to be very competitive the rest of the way.” That begins against TSA. Finding a way to slow down Stoddard and Lyons will be key, Rector said, along with putting some acquired game experience to use. “We lost four starters entering the season, so we didn’t have a lot of starting experience coming back,” Rector said. “But that’s why we played such a tough non-region schedule -- to get us prepared for games like this.” Nicolette Fisher and Lauren Goodson have helped paced the Lady Barons thus far and are two of the most experienced players Rector has back. On the boys side, both Wilson Hall and Thomas Sumter are off to 1-0 starts in the region as well and look to continue making strides. The Barons enter at 6-6 overall and are on the road for the

second straight game. “That’s always a challenge,” WH head coach Eddie Talley said. “But the biggest thing is just continued improvement all-around and making sure we cut down on some of our mistakes. We’ve turned the ball over way too many times lately. “Thomas Sumter probably has a size and rebounding advantage, so we have to make sure we take good shots and convert on our opportunities. The Generals have had to deal with a mid-season coaching change after Morgan Watt stepped down during the Christmas break and B Team coach Dexter Fugate took over. Watt took over as athletic director during the summer and the added responsibilities were part of the reason he decided to make a change, he said. “The team wasn’t going in the direction we’d hoped so I thought someone else coming in with some new ideas and new energy was the way to go,” Watt said. “Dexter’s a great guy and he loves basketball, so I think he’ll do a good job.”
