O
n behalf of our Board of Trustees and the Sumter School District staff, welcome to the 2021-22 school year. We are pleased to partner with The Sumter Item and Sumter Economic Development to provide this Welcome Guide, which features a variety of insightful information about our schools and the community at large for our parents, students, school district employees and stakeholders. The academic, social, emotional and mental health needs of our students remain at the forefront of our response to reopening schools safely. Guidelines from the Centers for Disease Control and Prevention, the S.C. Department of Health and Environmental Control and other agencies in addition to input from our stakeholders have been very important in planning for reopening schools. We will continue to keep our stakeholders informed as we update our Safe Return to Schools Plan throughout the school year. School as we once knew it will look different as the learning environment is being reinvented. As we move forward and prepare our students to become college, career and/or military ready, Sumter School District remains committed to focusing on student achievement by ensuring our students are met with challenging curricula and high expectations. We are grateful for the dedicated staff who will ensure that the coming year is one filled with innovation, learning and engagement resulting in the success of our children.

e want to welcome you back to another exciting year of learning! The last few months have been revolutionary and like nothing we have experienced; together, however, we prevailed with vigor and energy. As the new school year gets underway, we are HERE with a sense of newness, ready to further enhance Sumter with the best and brightest in every endeavor. Developing our talent remains a top priority for us, making our collaborative efforts with Sumter School District a critical piece to our body of work. Although circumstances altered our ways of doing business, programs and projects were still executed with excellence. The Ross McKenzie Emerging Leaders Program graduated 16 high school juniors into community leadership roles. More than 90 eighth-grade students in the district interacted with industry representatives and experienced industrial demonstrations during the Manufacturers and Technology Expo. In response to a request by the high school athletic directors, senior athletes were given a playbook on soft skills during the ‘Fit for Life’ program led by business leaders and sports figures. As we recruit global businesses, it’s essential to provide them with a world-class workforce that has the knowledge, aptitude and wherewithal to produce and promote quality goods and services. To achieve this, we must recognize our strengths and the countless assets that make us uniquely Sumter. Since 2018, we have been ‘boosting your eSTEAM’ with an event that has grown quickly with increasing support and statewide interest. Last year, Steamer and friends took eSTEAM on the road to celebrate National Manufacturing Day. This fall, your internationally awarded eSTEAM Sumter Festival is returning to Downtown Sumter, bringing students, parents, educators, and businesses together to showcase and explore career options related to the STEAM (Science, Technology, Engineering, Arts and Math) disciplines. Indeed, drawing our community together in this manner emphasizes the great things we have HERE and expresses our community’s forward momentum. We have all the makings of an outstanding community, and it all starts with you. Our people will continue to be our greatest asset and recruitment tool. District Overview Sumter School District works diligently to help all students develop the world-class skills, life and career characteristics of the Profile of the SC Graduate by equipping them to be responsible, successful and productive citizens in a global society. We focus on student achievement by ensuring challenging curricula and high expectations. Gaining reaccreditation by AdvancEd, the organization that conducts rigorous, on-site, external reviews of schools and school systems to ensure that all learners realize their full potential, is evidence of our academic success and continuous improvement. Our academic programs address rigorous standards in language arts, mathematics, science and social studies. Research-based best practices focus on problem solving, critical thinking, creativity and collaboration. Data is used to plan and implement instruction in order to differentiate instruction, monitor student progress and set appropriate goals. A MultiTiered System of Support (MTSS) uses databased problem solving to integrate academic and behavioral instruction and intervention. The district infuses 21st-century teaching by emphasizing Science, Technology, Engineering and Mathematics (STEM), the use of digital libraries and the implementation of cuttingedge technology. Our students have access to world languages, fine arts, Advanced Placement, college-level dual enrollment, the International Baccalaureate program and the

Through our expansive Career Technical Education (CTE) courses and numerous offerings at the Sumter Career and Technology Center, our students are developing career-ready skills. Sumter School District also produces well-rounded students through robust athletic programs and awardwinning extracurricular clubs and organizations. Our students develop life and career characteristics and soft skills through career exploration, including exposure to employers via career fairs, shadowing, work cooperatives and partnerships; efforts and events sponsored by the local Chamber of Commerce and workforce readiness partners; and mentoring programs. Attendance
Important on the first and all days of school.
It is imperative that students attend school regularly. While some absences for illness are unavoidable, nothing can replace the educational, cultural and social contacts students experience through regular participation in class. Students with good attendance achieve more than students who are often absent. Attendance is also a major criterion in preparing students for the world of work. According to state law, students must attend a minimum of 180 days of school a year. New state attendance requirements identify a student as absent if a student is not in attendance for at least 50% of the instructional day. Additionally, students designated as absent (regardless of the reason) for 10% or more days of instruction will be reported to the State Department of Education as chronically absent. Written notes from the parent, guardian or attending physician must be submitted within three days after returning to school, or the absence will be considered unlawful. An absence is considered lawful when it is the result of illness, death in the immediate family, emergencies and recognized religious holidays. A limited number of parent notes may be accepted at the discretion of the principal. South Carolina law states that a student is deemed truant after three consecutive unlawful absences or a total of five unlawful absences. School attendance personnel will contact the parent/guardian regarding unlawful absences and will schedule a conference to develop cooperatively a Student Attendance Intervention Plan, as required by law. High school students who have more than five unlawful absences in a one-unit course or three unlawful absences in a half-unit course may lose credit for the course. Absences are counted in the high schools and middle schools by class, so students are encouraged to report promptly to every class. New Student Registration Registration information for parents
Parents who plan to enroll their child in Sumter School District for the first time are encouraged to enroll as soon as possible to avoid last-minute crowds. Parents may register their child in the school zoned for their residence during regular school hours. Parents unsure of their school zone may contact the district’s attendance office at (803) 469-6900, extension 507. Children must be 4 or 5 on or before Sept. 1 to enroll in pre-kindergarten or kindergarten, respectively. State law mandates that children ages 5 to 17 be in school. Upon registration, parents are required to provide school personnel with the child’s official birth certificate or other proof of name and age, proof of residence and the S.C. Immunization Form (DHEC 2740). The district recommends that parents of children transferring from another school district also bring the child’s latest report card. Children transferring from out of state must have their health certificate information on a South Carolina form. Parents must take out-of-state certificates to a doctor or clinic in South Carolina to have the information transferred to the correct form.

Food Nutriti n All schools in Sumter School District offer well-balanced and nutritious meals in compliance with United States Department of Agriculture guidelines. A standard breakfast meal includes a meat/meat alternate, wholegrain-rich grain, fruit, 100% fruit juice and lowfat milk. A standard lunch meal includes a meat/ meat alternate, whole-grain-rich grain, vegetable, fruit and low-fat milk. All grade levels have an option of purchasing à la carte items. Sumter School District participates in the Community Eligibility Provision Program. All breakfast and lunch meals are free of charge to all students. Meal applications are not required.

Weather Procedures
During periods of unsafe weather conditions when it may be questionable to hold school, the school district has several options, including closing school, opening schools one hour late or opening schools two hours late. Decisions for any of these options will be announced to the public no later than 5 a.m. on the day in question on the following local radio and television stations: WIBZ 95.5 FM, WKHT 93.7 FM, WICI 94.7 FM and WDXY 1240 AM. The television stations used are WIS TV 10, WOLO TV 25, WBTW 13, WACH 6 and WLTX TV 19. Information is also announced on the Sumter School District website, Facebook page and Twitter page and on The Sumter Item's website, Facebook, Instagram and Twitter pages. In the event of inclement weather, parents will also be notified by telephone through Edulink. Please make sure the school has your correct contact information. Announcements are only made if there is a delay or closing.

Fire Safety Sumter School District works with the Sumter Fire Department to run fire drills in schools and make sure students and staff know safe exits and procedures in the case of an emergency. Safety tips from the Sumter Fire Department On the day of the drill, the emergency drill alarm will be sounded on the school fire alarm system. Everyone will learn to recognize the sound of the alarm and know what to do when it sounds. Teachers, officials and staff will be familiar with the school's fire protection system, including the location of fire alarm pull stations and sprinklers. On the day of the fire drill, everyone in the school should participate. Students with specific needs will be assigned an adult. Fire drills are a good opportunity to identify who among the student population requires extra assistance. While it's important to make sure students leave the building as quickly as possible, order is more important than speed when it comes to conducting a safe fire drill. Once everyone has safely exited the building, they should remain outside at a predetermined location until the "all clear" has been given to re-enter the school. Fire drills will be held both at expected and at unexpected times and under varying conditions to simulate the conditions that can occur in an actual emergency. School fire drills are a model for students to use in their homes. Encourage students to practice their escape plans at home — just as they do at school.

School Safety
The first and most important priority of Sumter School District is the safety of our students and staff. Certainly in this day and age, we can never be absolutely protected against all circumstances, but we do educate our students and staff throughout the year and rely on our parents to help us ensure we reinforce our own safety procedures. Our joint emergency action plans were developed in accordance with state and federal best practices and in partnership with local public safety professionals. Law enforcement is a partner in the annual review of the plans, and they evaluate our implementation of emergency drills and provide training for school staff as requested. The review of our plans reveals strengths and weaknesses, and, in some cases, procedures are revised or enhanced. Each joint emergency action plan at the school level helps prepare school sites on lockdown drills, evacuation procedures and natural disaster precautions as well as communication with families, students, parents and communities during a crisis. School safety procedures also address the access of our buildings by the public. A variety of drills are conducted on a regular basis. Training in school safety for school staff takes place throughout the year, and the school district also provides immediate crisis response training for the Disturbance Intervention Response teams and the Mental Health Support teams. Again, the safety and security of our students and staff is a top priority at all times in Sumter School District. Working together, we can ensure that the educational process is allowed to continue in the safe, uninterrupted environment that our children deserve.

About the Board Sumter School District is governed by nine elected members of the Board of Trustees. Seven members represent single member districts throughout Sumter, and two are members at large. The board members are an important aspect of the district leadership. The board sets policy, approves the budget, works with the Sumter County Legislative Delegation and Sumter County Council on issues of importance to the schools and oversees the efficient operation of the district. Foundation E
stablished in 2012, the Sumter Education Foundation serves as the philanthropic arm for Sumter School District. It operates independently from the school district under a separate Board of Directors. The foundation is a chartered corporation in South Carolina and is tax exempt under Section 501 (c)(3) of the Internal Revenue Code. Any gift to the foundation provides a corresponding tax liability deduction from state and federal income taxes (Taxpayer Identification # 57-0963633). All donations received are for the exclusive use of Sumter School District based on priorities established by the foundation's Board of Directors. This commitment includes teacher innovation and recognition, student recognition, special programs/projects and grants for teachers. The Board of Directors acts as a fiscal agent for donors who wish to sponsor projects for schools, teachers and students. They also serve as a review committee for program ideas, gifts and grants available to schools and to individual departments, teachers, students and student groups to further the educational purposes of the Sumter Education Foundation and Sumter School District. Recognizing that the quality of education is important to the well-being of the community it serves, the foundation's board will build upon the strong school system to ensure all students will be prepared to live, work and compete in tomorrow’s challenging workplace.

Career Readiness
Sumter School District exposes students in grades K-12 to college and career readiness information. At the elementary level, students participate in career awareness activities; middle school students participate in career exploration activities, such as interest and values assessments and the eighth grade Individual Graduation Plan conference; and in high school, students receive career guidance services to include interest skills and values assessments, job shadowing opportunities, internships, youth apprenticeships and cooperative learning opportunities that support choosing a cluster and major within the curriculum frameworks as part of their annual Individual Graduation Plan Conference. At all levels, CATE/career specialists sponsor field studies, which are different from field trips in that the field
study is intended to expose students to career-related information relevant to their age group. These activities are all in accordance with the Education and Economic Development Act’s (EEDA) initiative of Personal Pathways to Success. Some of the programs used are the Microburst Employability Skills program and South Carolina Information System. Work-Based Learning (WBL) is a coordinated, sponsored, coherent sequence of workplace experiences that are related to students’ career goals and/or interests, are based on instructional preparation and are performed in partnership with local businesses, industries or other organizations in the community. Working for the smiles A look at a day in the life of Sumter School District's ‘lunch heroes’ and changes amid COVID-19 BY BRUCE MILLS Much has been made about K-12 classroom changes during the pandemic, but what about the changes and "new normal" for school food-service workers? The Sumter Item sat down during national School Lunch Hero Day with some of Sumter School District's finest cuisine creators to get a feel for the work and capture all the change that has occurred with food preparation in the COVID-19 era. According to Stacey Francis, the district's food service director, and others, the biggest change in breakfast and lunch meal prep as a result of the pandemic has been prepackaging all items versus placing food on trays as we all remember in the world before COVID-19. Meals are still cooked from scratch though, she said. Francis has worked in food services in the district

from the ground up over 26 years. She said she began her career in 1995 as a substitute cafeteria worker. Then, Francis was a full-time cashier and later became a school cafeteria manager. Next, she served as one of two district field supervisors, working with numerous schools' cafeterias, before assuming the director position about one year ago. And "what a year it has been," she said about the 2020-21 school year. Schools across the state had about 48 hours to completely change operations when Gov. Henry McMaster by executive order closed all schools for students with the initial spread of the coronavirus in mid-March 2020. Still, Francis noted, schools had to feed the students.
Food-service staffs across the district had to shift and adapt quickly to packaging separate meals and to-go boxes for meal distribution to families outside the schools. There were distribution changes and then more changes, Francis said. The work was challenging, somewhat exhausting, and required multitasking, but food-service workers still maintained their standard six-hour workday and completed all the work, she said. "They are superheroes with all the adjustments they made," Francis said. "I take pride in the fact of what we have accomplished. The team at each school is a wonderful group of people. I appreciate them, and they are truly the superheroes this year with all the changes we have had to implement, last minute many times. But the staffs have always been willing and been dedicated to the children."
OTHER CHANGES AND THINGS YOU MIGHT NOT KNOW
All meals provided by the district must meet USDA guidelines and state regulations, according to district
field supervisor Juanita Green. She has worked for 38 years in food services in Sumter's public schools. That means pizza - a staple with the kids - is made on whole-grain bread with low-fat cheese. French fries another favorite - are baked, not fried, Francis said. Green added that taking temperature of foods is a constant. Each day, refrigerators are also monitored for their storage temperatures. In addition, all food-service workers sanitize when they arrive in the mornings. Given COVID-19, sanitization is also required every hour in the cafeterias. There is also a no-touch policy, she added, as foodservice workers always wear gloves.
IN THE TRENCHES
Another big change that everyone realizes and misses is the children's laughter in school cafeterias because all students are eating meals now at their classroom desks behind a protective shield. At Pocalla Springs Elementary School, cook Glenda McKnight said that for grades K-3, food-service staff deliver prepackaged meals to the school's classrooms. Older students (fourth- and fifth-graders) go to the

cafeteria to pick up their to-go boxed meals. McKnight said the changes mean less interaction, and she misses greeting the kids in the lunch line and giving out hugs. With the initial spread of the virus last spring, she was concerned and cautious with her job in food services, but with safety precautions in place and everyone doing their part, it helps a lot, she added. A self-described "people person," McKnight has always worked around people and enjoys it. She has been a cook in the district for five years - all at Pocalla Springs. McKnight doesn't consider herself a hero, she said. She just wants to treat others as she would like to be treated. "It's rewarding to see a smile on a kid's face," she said. "If I can make at least one person smile, I think I have done good." Lori Werner is the school's cafeteria manager and has been in the field for 24 years in different states. She knows off the top of her head that Pocalla Springs currently was preparing 4,150 meals per week for inperson students and also for pickup by parents of virtual students toward the end of the 2020-21 year. Given changes because of COVID-19, many workers in food services are walking a lot more, she added. They deliver breakfast meals to the classrooms, then pickup, and it is the same routine for lunch. When district elementary schools were open four days per week earlier this spring, Werner used a pedometer to count her steps. In a four-day week, she logged 20-plus miles walking, she said. She added seeing smiles on the kids' faces is one of the best parts of the job. Another big motivator for Werner and others is that for many students, breakfast and lunch at school might be the only healthy and nutritious meals they get during a day or week. Everyone works hard each day with the children at heart, she said. "Breakfast and lunch provide fuel needed for our students that helps with the focus and the learning of the day," Werner said. "That's the main reason we are here. If the kids are hungry, they will not do well in school."

BY BRUCE MILLS It was a year like no other in education and one that will certainly go down in the history books. As Superintendent Penelope Martin-Knox described it at the district's annual Celebration of Excellence in Spring 2021, the last year involved lots of new learning vocabulary - such as "asynchronous," "synchronous" and "virtual" - but everybody was "face to face" for the "in-person" event and happy for it. May 2020 with the initial spread of the coronavirus, Sumter School District marked its 2021 Celebration of Excellence by honoring and installing both its current teachers of the year and also the 2021-22 campus teachers of the year. The night's speakers, which included Martin-Knox and 2021 South Carolina Teacher of the Year Sarah Gams, among others, sung the praises of the district's honorees.
"Inspirational," "essential," "leaders," "adaptable," "passionate" and "graceful" were repeated throughout the evening. Last school year also found teachers "figuring out the future of education" with new technology, Gams added. As is the case with each Celebration of Excellence, the district expressed gratitude to its senior Teachers of the Year from 2019-20 who are now departing the district's Sumter Teacher Forum and welcomed the rising junior teachers of the year, who will represent their school campuses this year. The forum is a two-year leadership and professional development program for the honorees. Also, like at each Celebration of Excellence, the district named its finalists for the District Teacher of the Year award. They are Wilder Elementary School STEAM coach and lab instructor Meghan Walters, Chestnut Oaks Middle School chorus teacher Thomas Slater and Sumter High School art teacher Deana Rennick. Like the others, Walters said she appreciated the
district's support, especially in a difficult year with COVID-19. "Many times, as educators, we do not feel supported by the greater world," she said. "But to have a district like ours is special. To have your district say, 'Wow, we see you, we're here for you, and let's try to get the best out of you' is very nice." Teacher Forum scholarship winners The Sumter Teacher Forum named Crestwood High School senior Zoe McDonald as the winner of the annual Hailey Bordeaux Memorial Scholarship for Future Educators. McDonald will receive $3,000. Other scholarships for seniors pursuing careers in education were awarded to Bobbi Ann Elmore of Sumter High ($1,500), Victoria Vance of Crestwood ($1,000), Tyler Riley of Crestwood ($1,000), Lauren Smallwood of Crestwood ($500) and Molasia Singleton of Crestwood ($500).

Finalists Deana Rennick Art, Sumter High School Deana Rennick, an art teacher at Sumter High School, has 18 years of service to education. The most rewarding part of her career is building relationships with her students and helping them discover their own ways of tackling new challenges both inside the classroom and out. This is why she always lets them know that she loves them, she is proud of them, and she thinks they are awesome people. The long-term reward is when they pop their heads into her room to say hi after the semester is over, or when they contact her after they've graduated just to check in and let her know how they are doing.
Thomas Slater Chorus & Music, Chestnut Oaks Middle School Thomas Slater, a chorus and general music teacher at Chestnut Oaks Middle School, has 35 years of service to education. Having a career that has spanned more than 30 years, it is very hard for Thomas to pinpoint any one most rewarding part of teaching. However, it does his heart good to see former students who inform him of how much they enjoyed chorus and how it impacted their lives. Also, he feels great knowing that he has helped to mold and shape the lives of our future.

BY THE ASSOCIATED PRESS The government's new guidance on masks for vaccinated people has left some Americans confused and sent businesses and states scrambling to adjust their rules. Target and CVS on Monday became the latest retailers to say vaccinated shoppers and workers don't have to wear masks in stores. New York said it will adopt the new mask advice this week, while California said it
will wait a month. About 123 million Americans — 37% of the population — are fully vaccinated against coronavirus, and more than 157 million, or 47%, have received at least one dose.
WHAT'S THE NEW ADVICE? The Centers for Disease Control and Prevention last week said people who are fully vaccinated no longer need to wear a mask indoors or outdoors and can stop social distancing in
most places. Fully vaccinated means two weeks after the second dose of the Pfizer or Moderna COVID-19 vaccine, or two weeks after the one-dose Johnson & Johnson shot. "If you are vaccinated, we are saying you are safe, you can take off your mask, and you are not at risk of severe disease or hospitalization from COVID-19," Dr. Rochelle Walensky, the CDC director, said on "Fox News Sunday."

South Carolina Gov. Henry McMaster’s executive order on May 11 allows parents to opt their children out of wearing masks in public schools because of widespread coronavirus vaccine access for adults in South Carolina. Parents of children in public school must fill out a form to opt their children out. The form developed by the state Department of Health and Environmental Control is available for Sumter School District students at www.sumterschools.net. It can also be downloaded from DHEC’s website at https://bit.ly/3eYb7az. A separate form must be filled out for each child. The governor’s order also limits local governments from issuing mask ordinances based on his prior emergency declarations related to the COVID19 pandemic. Those governments will have to find justification for such mask rules within their own ordinances.

R.E. Davis College Preparatory Academy’s leadership team has taken a step in that direction recently with
the creation of an employee wellness room, and many of the school’s 65 or so staff are now feeling the good vibes with the addition. Zach Lowe, the school’s curriculum coach, was one of the facilitators of the idea after he did a summer internship with cable TV network C-SPAN a couple years ago. Lowe said he was blown away by the network’s employee lounge — which was a great space for employees to relax — and he’s
