Message by PSF CEO Dear Reader,
A
s we celebrate 20 years since Rwanda’s International Trade Fair commonly known as Expo started, I would like to congratulate the business community for your continued support and team work spirit that you have expressed for the last two decades we have organized the expo. Your continued participation is invaluable. As we plan to hold this year’s trade fair, it is good to look back and assess what we have accomplished in regard to hosting International Trade Fair. In 1998, Rwanda’s International Trade Fair was one year old, it attracted 140 exhibitors with 29 foreigners totaling to 169 a number that has today tripled. Today the number has increased as the event attracts more exhibitors across the world. Last year only the event attracted 440 exhibitors from different sectors of both local and internationals and more than 266,060 people visited the two weeks event. The number of exhibitors and visitors has been annually increasing, actually last year the Expo attracted 440 local and foreign exhibitors and over 2,000 temporary jobs were created. The increment in number of exhibitors has been attributed to acquiring of a new semi-permanent home. Though Private Sector Federation is preparing to shift to another home in few years, the existing tents at Gikondo have immensely played a tremendous
role in hosting of the expo. The growth and evolution of Rwanda International Trade Fair (RITF) have seen the event regarded as a special marketplace that allows exhibitors to promote their products and services, reach new customers and generate new sales to the exhibitors. The event provides visitors the opportunity to find out about the products and services on display. It also provides business people with the opportunity to network and exchange ideas and shares experiences. The innovation of RITF has attracted more international business community and this has opened up investment partnerships with our counterparts in different countries. We are now getting what we had been missing which is the linkages with others and this has expanded our knowledge of doing business. It is a great honor for us as Private Sector Federation (PSF) to share with you a special edition of The Expo and Enterprise Magazine (2in 1). In this edition, we assess how Rwanda’s International Trade Fair has evolved for the last 20 years and the impact that has been created. I hope you enjoy reading this fully packed issue of the Magazine and look forward for your continued collaboration.

It started as a small event organized in scattered venues in Kigali city including the Amahoro National Stadium, Lycee de Kigali and other different places and that was from 1997 to 2005. This was mainly due to lack of permanent home and this made it complicated to the side of organizers and exhibitors. With a few exhibitors ranging from 150 both local and those from neighboring countries.

It was until we shifted and acquired a

He further explained that new permanent tents have changed the image of the RITF from a local level to an international scene which is the main reason it has been attracting more foreign exhibitors. In 2006 the organization of Rwanda International Trade Fair started officially at Gikondo Expo Grounds and since then the RITF has turned out to be the country’s annual biggest event that attracts thousands of participants. Though Private Sec-
tor Federation is preparing to shift to another home in few years, the existing tents at Gikondo have immensely played a tremendous role in hosting of the expo. Bucyana Godfrey a local businessman who has been exhibiting for the last ten years commended the evolution of the Rwanda International Trade Fair for providing a conducive environment for doing business during the event. “Previously it was a hassle to even get a buyer. The Trade Fair attracted few visitors and its marketing strategy was not vibrant,” He said during the interview “ The EXPO has tremendously changed we can now make money and I wish it could be held

twice in a year,” The regular exhibitor further narrated. Bucyana who exhibits different commodities observed that with the new innovation coming up in the International Trade Fair, exhibitors will benefit more than before and it will create investment partnerships with international exhibitors. “The innovation of RITF has attracted more international business community and this has opened up investment partnerships with our counterparts in different countries. The Chief Executive Officer of Private Sector Federation Stephen Ruzibiza believes that the evolution of the Rwanda International Trade Fair has played a pivotal role in the Rwanda’s economy stressing that with more innovation the event is likely to keep attracting more international exhibitors.
This year’s Expo will attract over 500 exhibitors from over 20 countries especially from Africa, Asia, Middle East and Europe with over 300,000 visitors. “We have seen a tremendous and positive change. Every year we get more exhibitors both local and international. What we are focusing on now is how we can generate more idea to make it great and attract more foreign investors in the country,” PSF CEO said.

Rwanda International Trade Fair (RITF) commonly known as “Rwanda Expo” is an annual trade event organized by Private Sector Federation in partnership with the Ministry of Trade Industry and East African Community Affairs (MINEACOM).
T
he event, though it was initially considered a wide market for buying and selling products and services, the attractive event has taken a new twist with now Private Sector Federation looking at it as potential foreign direct investment platform that lures the investors in the country. Some foreign exhibitors have ended up opening up their businesses in the country and Private Sector Federation has now embarked on the promoting the event as a way of attracting more foreign investors. Movit Products Ltd a Uganda company is among the foreign investors that have opened up

subsidiaries companies in the country and this has created not only employment opportunities but added to the country’s economic growth and development. John Nabirinda the Movit country
distributor believes that Rwanda International Trade Fair attracted the company to invest in Rwanda and added that more events like RITF should be generated to allow more foreign inves-
tors in the country. “We were attracted by the market. We came as an exhibitor in the Expo and realized there was a good market for our products,” He said in an interview .“We are

Magazine looking at the regional market and Rwanda is among the attractive markets for our products,” The Movit country manager further explained. Movit Products Ltd is a Ugandan personal care company based in Kampala, manufacturing personal care products. Its brands include Movit, Radiant (Hair Dye), Pine among others. Among other foreign companies that were attracted by the local market yet they had come as exhibitors are JKK International from Dubai, which started a construction company; Mukwano Industries, Roofings and Movit, from Uganda which opened branches in Rwanda; China’s electronics vendor, ALINK Technologies, and Yvonne Exclusive Design, an upmarket fashion store. Others are Egyptian House of Kitchenware, which opened a shop in Kimironko for general trading, and Tanzania’s Dodoma, that makes mattresses, among others. “The environment is conducive to do business in Rwanda and we have participated in other local exhibitions organized by districts and they provide enormous opportunities for us to investors,” Nabirinda further stressed. Rwanda has been among the fastest growing economies in the world due to conducive policies established by the government that favors doing business and attract foreign investors. The 2017 World Bank Doing Business Report actually ranked Rwanda 2nd in Africa after Mauritius. And globally, Rwanda has improved six places ranking 56th out of 190 countries. The rankings also indicated that Rwanda reduced
the gap between the country and Mauritius from 30 places last year to only seven places. The country was listed amongst the economies with the largest improvements in Business Regulations, following a series of key reforms, a new investment code, and the introduction of the ‘Integrated Electronic Case Management System’ in Kigali courts. In recent years, the country has rolled out a number of policy directives to improve the business environment most of which have yielded result according to the local and international businesses. Starting business has been made easy through online registration which offers a one-stop shop as well as streamline post-registration processes such as availing VAT registration procedures online. Property registration was made easier through the introduction of effective time limits and increasing the transparency of the land administration system. The Government also eased
trading across borders by removing the mandatory pre-shipment inspection for imported products which significantly reduced multiple requirements and steps. “Attracting foreign investors has been among our priorities that’s why we look at the Rwanda International Trade Fair as a magnet to attract more investors,” Stephen Ruzibiza the PSF Chief Executive officer said in an interview. The Private Sector Federation has as well focused on advocating for the conducive environment for doing business in Rwanda. “We are ready to continue ensuring that the RITF is well organized with innovations and this will provide a better working conditions for our exhibitors both local and international,” The PSF CEO further noted Over 500 exhibitors are expected to grace the event from over twenty countries across the world in Africa, Asia, and Europe among others.

Business operators ink big deals during Morocco business to business trip By S. Nzaramba
Rwandan business operators have struck deals after a successful business trip to Casablanca, Morocco organized by Private Sector Federation aimed at linking local traders to their international counterparts. Business to business meetings intended to link traders in different sectors to their counterparts were organized recently as this would boost investment potential in both countries and enhance doing business.

he purpose of the trip was to explore investment opportunities in the Moroccans market, forge business partnerships, as well as tap into the existing opportunities in one of the World’s emerging and enterprising markets. The delegation was composed of 13 participants from sectors of manufacturing, construction and construction materials, energy development, tourism and hospitality, real estate development and general trading. “Morocco has a potential market for our products especially tea and coffee. It was a successful trip and our business community signed business deals,� Francine Havugimana the PSF 2nd Vice-chairperson who led the delegation said during the interview. Sinda Group another general trading company will be importing refined cooking oil from Morocco while Entreprise Continentale dealing in pharmaceutical will be responsible for registration of medical products from Morocco to the ministry of health. The Vice Chairperson informed the participants that, the EAC where Rwanda is an active member, is a market of over 120 million people with several emerging economic sectors that remain mostly underserved and this presents an opportunity not only for Rwanda and Morocco but also for other corporations. She encouraged Moroccan investors to extend their investments to Rwanda in strategic sectors such as construction, which is growing at an annual average of 5% and is projected to continue to grow faster over the next five years as newly planned infrastructure projects gradually come online, energy, tourism and health services all holding significant opportunity for growth. She called upon the participants to build strong partnerships so that together, they can establish sustainable competitive capacity needed to fulfill the aspirations of their businesses. The Morocco business operators, however, are willing to partner with Rwandans, given that the Rwandans demonstrate that they are financially capable of representing Morocco Factories and industries in Rwanda. The Kingdom of Morocco and Rwandan government have recently signed partnership agreements in different sectors all aimed at strengthening bilateral Cooperation.

Taxpayers queue up on peak day: E-solutions have made this a thing of the past.
T
he automation of tax processes embarked on by RRA five years ago has delivered exciting results. It has improved efforts aimed at closing tax outages, ease payment of tax and identify challenges to tax compliance by providing reliable information in real time. The solutions include, among others, e-filing and e-payment, EBM use, M-Declaration and the Electronic Single Window. “We are trying to facilitate the ease of doing business by providing more convenient solutions for the taxpayer,” says Jean Louis Kaliningabo, the IT Strategic Advisor to the Commissioner General at RRA.

These smart interventions have led to positive outcomes both for RRA and its clients, including: •

Improved tax compliance as a result of enhanced ease of paying tax and closing of leakages by e-solutions. Tax revenue capabilities have improved tremendously over the years, from 62.45 bn Rwf in 1999 to 1,086.9 bn Rwf in FY 2016/17, representing 35.9% and 55.6% of the national budget respectively. Reduced e-filing time from 3 days in the past to a matter of minutes today. No queues of clients at RRA on peak tax days. RRA no longer needs to divert staff to attend to peak traffic.
RRA’s future IT plans are aimed at improving ease of doing business with RRA, enhancing Cyber Security and utilising data analytics to aid understanding of taxpayer behaviour.

Plans are already underway for the construction of the new Private Sector Federation (PSF) home in Gahanga Sector Kicukiro District in Kigali a new initiative that will as well host the new Rwanda International Trade Fairs and Exhibitions Park (RITEP).

SF has already acquired a 13hectares of land along the road towards the new Bugesera International Airport and the feasibility study is being done for the construction of the new project that will host various facilities all aimed at facilitating exhibitors and traders in general. The Rwanda International Trade Fairs and Exhibitions Park Project (RITEP) is considered to be a highly anticipated project with regard to the building and op-

eration of a modern exhibitions facility that will ensure that Rwanda becomes an attractive location not only for domestic business but also for regional and international business. The PSF Chief Executive Officer Stephen Ruzibiza is optimist that the new project has surfaced at the right time when the country’s economic transformation is rapidly developing. “It will create efficiency in terms of organizing our normal trade fairs (EXPO) and enhance the way traders

From 2005 to 2008, the Annual Rwanda International Trade Fair was taking place at Gikondo Expo Ground in hired big tents. As

the hiring of tents was so expensive, the Private Sector Federation (PSF) decided to purchase its own tents in 2008 from China with the aim of organizing the Annual Rwanda International Trade Fair but also to promote different sector-based exhibitions. At this level and with such facilities PSF could not attract big exhibitions which require international standards like the kind of exhibitions organized in South Africa, Egypt, China (Canton Fair).
Based on the above and the national MICE tourism strategy, the vision of Rwanda International Trade Fairs and Exhibitions Park (RITEP) was born. The $45million project will have six exhibition halls with an area of around 20,000 square meters indoor exhibition space and 16.000 square meters outdoor exhibition space, A Conference hall with an area of 2,000 square meters. The project will

Inside the exhibition halls also include, within the complex, a 4-star hotel which will support the running and facilitation of exhibition facilities by providing allround services to exhibitors such as accommodation and catering services. If completed the, the project is further expected to have an Administrative block for PSF and its chambers and associations, Warehouses to be rented by private or public institutions, Full-fledged Recreation Centre with a total space of 15,000 sqm as well as Small zoo space that can accommodate different wildlife. Currently, PSF is looking for the potential investors who would raise the funds to construct the facility and construction would com-

mence immediately after the fund is raised. The Rwanda International Trade fairs enable exhibitors to share business and investment ideas, which results in opening up of new businesses in Rwanda by foreign participants. Tremendous efforts have been exerted on availing infrastructure and investment in the new international meeting, conferencing and accommodation products, the iconic Kigali Convention Centre and the development of transport links through Kigali International Airport. The National MICE strategy is in line with diversifying the current tourism product offering while
complimenting existing gorilla tourism, eco-tourism, cultural and community-based tourism that are the mainstays of Rwanda’s economy. The new RITEP project is among the targeted projects that would attract more investors in the country and promote the tourism. Rwanda has enjoyed remarkable economic performance over the last 20 years, growing at an average rate of 8% per annum which is highly driven by the private sector that also employs over 90 percent of the country’s workforce. With new initiatives to support local traders, Private Sector Federation is bound to continue facilitating Rwandan investors to access both local and external markets.

During the 2017/2018 budget, the government spending will increase from the current financial year’s Rwf 1,954.2 billion to Rwf 2,094.9 Billion. This increment is intended to be invested in the construction and upgrading of roads, airports, rolling out electricity access in more areas, providing cleans water to more citizens and preparing the development of more industrial parks. The planned projects include on-going construction of Bugesera International Airport, expansion of Kigali International Airport, refurbishment of Kamembe Airport. It will also invest funds towards the
completion of the construction of Kivu belt asphalt road in Western Province and fund electrification lines to boost the current national energy roll-out program. The government is to finance 66% of the 2017/2018 budget domestically through tax and non-tax revenues, while it expects 17% of the budget to come from both domestically and externally generated loans and the remaining 17% to be obtained from foreign grants. The government aims at continuous reduction of donor reliance. The boost in domestic revenues is attributed to a projected Rwf 118.9 Billion in-
crease in tax revenue collection for the fiscal year, hence targeting to collecting Rwf 1,200.3 Billion in taxes, up from the current fiscal year’s Rwf 1,081.4 Billion. Total grants in next year fiscal year are estimated at Rwf 356.7 billion compared to Rwf 326.6 Billion in 2016/2017 revised budget. The budget also aroused applause from the civil society, noting that the Government made efforts to engage the grass root leadership and civil society during the budget consultations.

Finance and Economic Planning Minister Claver Gatete said the Government is keen on working with the bank to promote the country’s trade-related activities. “We have eight industrial parks that are under construction and we would like to discuss with them to see how they can support us. We are also expanding our airline which will help promote intra-Africa trade, that is an area where we are looking to work with them,” Gatete said. The funds will also go into the expansion of the local tourism industry as well as med-

ical facilities which, Dr Oramah said, present a huge opportunity for the country. Minister
Gatete pointed out that, as a landlocked country, Rwanda was keen on partnership with the
bank to enhance trade opportunities. In previous years, Afreximbank has disbursed about $155 million to Rwanda through Bank of Kigali and the Development Bank of Rwanda. The funds were injected in the construction of Kigali Convention Centre ($130 million) with the rest going into trade development. Giving an assessment of the impact of the funds so far disbursed to Rwanda, Dr Oramah said: “We have a very good relationship with Rwanda. We have seen impact in the projects and initiatives that we have supported. We have appetite to do more with Rwanda; we are signing a facility with the BRD as well as other partners.”

nd, unlike the 2000-2015 MDGs that focused on ending extreme poverty and hunger, and significantly reducing maternal and child mortality rates in developing countries, the new Global Goals cover both developing and developed countries and are seen as more ambitious than their predecessor Goals. Though they are seen as very ambitious, President Paul Kagame finds no problem with setting an ambitious global development agenda and has always urged countries to begin investing in each other as the key to the continent’s continuous economic growth. Because of his unwavering vision that has demonstrated unswerving commitment towards the social and economic transformation of Rwanda into a middle income country, the president has continued to lure investor to Rwanda Early this month, President Paul Kagame told Israel Investors that doors are open for business in Rwanda and they should start exploiting available opportunities saying that Rwanda is open for business and welcomes private sector delegations from Israel frequently. President Kagame and First Lady Mrs. Jeannette Kagame arrived in Israel on a 2-day state

visit during which time; they met with Israel President ReuvenRivlin and Prime Minister Benjamin Natanyahu who received them at the President’s residence in Jerusalem. Both leaders reaffirmed the two countries’ relations especially in the business sector, while President Kagame said Rwanda is ready to share with Israel common interests pertaining citizens. Israel’s partnership with Rwanda mainly focuses on Technology and Agriculture, and other sectors. Hundreds of Rwandan students are pursuing studies in different disciplines in Israel – the latest being 121 students who left for Israel in August last year. In 2015, seven Rwandan information and telecommunication technology firms signed cooperation deals with select Israeli ICT firms. Last month, a delegation of 20 chief executives officers (CEOs), managing directors and associates of different companies dealing in technology, health, education and energy met President Kagame in the capital Kigali and announced they finalizing plans to open their subsidiaries in Rwanda. The visits to China and India by President Paul Kagame in April this year yielded tangible results.All talks centered mostly on mutual cooperation and investment between Rwanda and the two countries respectively. Meanwhile, in March 2016, Zhang Dejiang, the Speaker of China Parliament laid a foundation stone for construction of a $26.5 million administrative building that will host the Prime Minister’s office, other ministries and public institutions. The project is sponsored by Chinese government and construction will be completed in 2018. In January this year, President Kagame was in India’s Western Gandhinagar city as part of a 3-day trip to the country. During the visit, India welcomed Rwanda as the 25th co-signatory country to Prime Minister
Modi’s initiative of the International Solar Alliance. The two leaders acknowledged the importance of this Alliance in advancing new solar technologies worldwide. They also recalled the solar electrification of 35 schools in rural Rwanda under a grant from India as an example of south-south cooperation. Prime Minister Modi and President Kagame expressed confidence that the development of Export Targeted Irrigated Agriculture Project and its expansion under India’s Lines of Credit of US $ 120 million would bring irrigation facilities to more than 41,190 hectares
of cultivable land, and agreed to fast track its implementation. In February this year, India’s Vice President Shri Hamid Ansari traveled to Rwanda and met President Kagame. The talks between two leaders ended with a commitment for India to push construction of the second phase of Nyabarongo Hydro Electric power project, set to generate an extra 17MW of electricity. The phase follows a $108.7M first phase of Nyabarongo Hydro Electric power house located in Muhanga district in Southern Rwanda, which was inaugurated by President Kagame in March 2015. The 28MW plant was constructed by two Indian Engineering Companies, Bharath Heavy Electrical Ltd (BHEL) and Angelique International Ltd (AIL), after a bilateral agreement signed on July 8, 2008 between Rwanda and India. Meanwhile, following Vice President Shri Hamid Ansari’s visit to Rwanda, part of his delegation of investors pledged $1 billion to invest in new technologies that would improve social wellbeing of Rwandans. Under a 2 year program, the $1billion worth of investment will be distributed in over 100 investments. One of the companies – WaterLife, an Indian water purifying company announced its intention to es-
tablish up to 20 community based water processing facilities each worth $25,000 in the next five to ten years. Through the company, for the first time, Rwandans will pay between Rwf300 and Rwf400 per jerry can (20 liters) to get clean water, ready to drink without any further treatment. Still in his unending desire to lure more investors to Rwanda through strengthening ties with countries in Africa, President Paul Kagame in April this year went to Djibouti for a two-day State visit. This was a reciprocal visit that followed his counterpart Ismael Omar Guelleh’s visit to Rwanda in March last year. The two leaders then held talks that hugely centered on trade and investment. Djibouti is strategically located near the world’s busiest shipping lanes, controlling access to the Red Sea and Indian Ocean. With its strategic location, Rwanda wants the Horn of African country brought closer to East African Community. The two leaders recommitted to doing more to advance trade between the two countries, taking integration to the larger Eastern Africa region. President Kagame believes that through coming together, progress is made; the only thing is how fast countries can moveto strengthen the integration of our region.

Rwanda’s economy has globally been ranked among the fasted growing not only in the east Africa but across the world. This has been driven by government’s policies established especially by easing doing business in the country. The country for the last few years, has been ranked among the top three in easing doing business in Africa and among the global leader when it comes in attracting the Foreign Direct Investment.

he main target is to have a private sector led economy and this should be done by encouraging and facilitating more exports as a catalyst to reduce on the imported goods, produce more, consume locally and then export.

What has PSF done? In order to export more than the country imports, it connotes there is a need to produce more locally and this cannot be done only by government agencies without the involvement of private sector and other potential players. Oth-

The Made in Rwanda campaign is a timely initiative whose success stands to boost domestic production and stimulate local consumption habits. It is through the growth of industries that produce high quality goods for domestic use and export that Rwanda’s import bill will be reduced. It’s through the Made in Rwanda campaign that Rwandans are now developing confidence into locally made products and are now consuming locally made products and this has tremendously slightly reduced the burden of trade imbalance that impedes the economic growth. Actually the Central Bank statement released during the first eleven months of 2016, shows that Rwanda’s merchandise trade deficit reduced by 5% as exports increased 6.1% and imports reduced 2.4%. These results on the external trade balance compare to earlier projections that exports

would reduce by 2% and imports grow by 17%. “We have the capacity to produce our own goods instead of importing them from abroad and this can be achieved collectively. We have seen for the recent few years exports growing and this is a clear manifestation that if we continue promoting the consumption of our locally made goods it will drastically reduce the trade imbalance we have,” said Benjamin Gasamagera the Chairman of PSF. The Monetary Policy Statement released this month by National Bank of Rwanda indicates that the import bill is likely to reduce following the increased domestic production of some products and the government’s “Made in Rwanda” initiative. The expected increase in export receipts and anticipated decline in the import bill will help to lessen the exchange rate pressures, contributing to the ease in inflation, through its dampening effects on imported inflation, which hiked from 1.1 percent on average in 2015 to 4.7 percent in 2016.

However as a result of the continued sustainable move to facilitate exporters, a liaisons office was this year established in Congo-Brazzaville the Centre of central and West African markets that Rwanda targets. “We have had cases where our traders wants to tap into various international markets and ends up failing because of lack of enough information regarding the foreign markets that’s why we have decided to open up an office that will be doing market intelligence and research on behalf of Rwandan traders in Congo-Brazzaville,” Said Stephen Ruzibiza the PSF Chief Executive Officer. Last year, PSF signed a partnership agreement with Group250 and Sawa Citi supermarket to help in distribution of Rwandan products in Congo Brazzaville. The establishment of a multi-service Centre in Congo-Brazzaville aims at reinforcing market linkages between Rwandan producers, exporters and foreign buyers. This will be achieved through trade promotion, logistics and information sharing. Group 250 is an anchor company
operating in the Republic of Congo in the sectors of import and export and infrastructure development while Sawa Citi is a supermarket with outlets in Kigali. Sawa Citi Supermarket will facilitate operations by working closely with local SMEs in acquisition of products that will be exported by G250. “It’s in line with the strategy to grow the country’s exports and reduce the imports to cut the consequences of trade deficits. It’s the first office we have opened and we hope to target other markets all aimed at facilitating trade,” Ruzibiza further explained.
Going forward. Increasing local production as a driving force to eliminate unemployment among youth and enhancing exports are the next move the federation is set to embark on. In fact, already the agreement has been signed between the Private Sector Federation through the chamber of Young Entrepreneurs and a financing agency Business Development Fund (BDF) where young agricultural projects will be funded at the tune of Rwf10million at lower interests’ rate.

Italian Business Association signs agreement with PSF to spur investment By S. Nzaramba
Investment flow between Rwanda and Italy could surge after a new highly needed business agreement was signed between Private Sector Federation (PSF) and an umbrella body of Italian business community known as Confindustria Assafrica& Mediterraneo.

he association represents and supports Italian companies with business interests in African, Mediterranean and the Middle East countries. According to the agreement signed over the weekend in Turin, Italy, both parties committed to providing sufficient facilitation in terms of promoting investment among the two business communities. The agreement will see PSF facil-
itate the Italian investors to access the local market by providing all the necessary information regarding potential investment opportunities in the country. Both parties approved that PSF will further assist the ConfindustriaAssafrica and Mediterraneo members and other Italian companies for the approval and implementation of investment and business projects in Rwanda as this is likely to boost Italian investment in the country.

It was highlighted that the importance of people coming together in such associations include improved bargaining power for credit, ease access to member loans, stronger advocacy voice to gov-

ernment. The association also stands guarantee for members by providing stands as collateral securities. The association is envisaged to create over ten thousand (10,000) for all categories of people and this is line with the Government’s EDPR2 Policy of job creation. The association intends to continue sharing lessons learnt and promotion of ideas to other potential members and change people’s mindset towards operating in the formal sector. “In doing this, the government has given us enormous support through putting in place adorable business conducive environment, facilitating business people to get loans, development of favorable laws and provision of construction permits to local investors”. The MD noted. He further highlighted that the new project/commercial complex is envisaged to be launched by July 2017.

Why the condominium law? Recognizing the need to encourage real estate investment and to support the development of a more robust legal structure focused on the industry, on May 21, 2014, the government of Rwanda passed the Condominium Law. The condominium law supported the development of social and affordable housing both for commercial purposes and residential. Condominium is a type of joint ownership of either commercial or real
estates in which portions of the property are commonly owned and other portions are individually owned. For the first time, the Condominium Law also provided a legal framework allowing the financing of condominiums. Prior to the Condominium Law, buyers of condominiums paid almost exclusively in cash, as financing options were largely unavailable.

Rwanda Social Security Board (RSSB) has over the past seven years ensured that Rwandans are in good health to efficiently contribute towards the country’s fast-paced growth, thanks to its health insurance services. Community Based Health Insurance (CBHI) and Maternity Leave Benefits schemes have been constantly improved and conveniently offered to the public to ensure that all Rwandans receive quality medical services, a key enabler driving the country’s growth. As the nation has vowed in its shared Vision 2020, the target is to create a country where citizens have the best medical services and where life is valuable and worth living. One pillar central to achieving this vision is creating a social security system that caters for the needs of all citizens, especially the most vulnerable. RSSB has been able to significantly move Rwanda several steps toward fully implementing the conditions of Article 25 of the Universal Declaration of Human Rights which in part reads, “Everyone has a right to the standard of living adequate for the health and wellbeing of himself and of his family, including food, clothing, housing, and medical care and necessary social services, and the right to social security in the event of unemployment, sickness, disability, widowhood, old age, or other lack of livelihood in circumstances beyond his control.” RSSB’S COMMUNITY BASED HEALTH INSURANCE SCHEME Taking a closer look at the country’s social security landscape, Rwanda, a country on a continent that is home to most countries categorized as third world has managed to create a universal medical Community Based Health insurance (CBHi) scheme popularly known as Mutuelle de santé marveled at world over. The ambition to create a national solidarity health insurance scheme was to improve the quality of life for all Rwandans as the main resource

that enables the country to achieve the envisioned development. WHO ARE ELIGIBLE MEMBERS OF CBHI? All Rwandans are eligible beneficiaries of CBHI and as such, any person who wishes to register under Mutuelle has to check with their respective area cell office to ascertain which category of Ubudehe they belong to. Ubudehe is Rwanda’s social stratification programme which categorizes all households along four main classes based on their income levels. People in category one, who are considered to be in absolute poverty are catered for by the Government and make annual contributions of Rwf2,000 per individual in the family while people in categories two and three have to pay for themselves Rwf3,000 each and those in category four Rwf 7,000 as contribution annually. CONTRIBUTIONS AND CONVENIENT ACCESS TO HEALTH SERVICES: Contributions to Mutuelle de santé are made per individual but a given family’s members can only be validated if all members in that family have paid their contributions. Payments are made to an RSSB Account Number in a nearby Sector Savings and Credit Cooperative (Umurenge SACCO), equity banks and Mobicash agents, Bank Populaire du Rwanda and other commercial banks located countywide. The payment slips are then presented at the CBHI section at health centres where cards can be obtained upon verification of the family’s Ubudehe categorization and whether all registered family members have been subscribed for. This takes a day provided the subscriber meets all requirements. With this simplified payment and card validation procedure, CBHI subscribers don’t have to go through hectic procedures to make their contributions.

ADVERTORIAL Magazine Next, for a member joining the scheme for the first time, medical services can be accessed 30 days after the payment of their subscription fees. The CBHI scheme year commences on 1st July and ends 30th June of the following year After receiving medical care/health services, beneficiaries of CBHI scheme are required to make a copayment (ticket modérateur) of Rwf200 at health centers and 10% of the medical services cost at district/referral hospitals. REIMBURSEMENTS OF HEALTH SERVICE PROVIDERS UNDER CBHI As key service providers in this scheme, it is important for RSSB to reimburse health centers and hospitals in a timely manner once invoiced by the latter. Health centers and hospital invoices are submitted at the CBHI office at the health centers for verification and signature and payment is done within 30 days counted from the day the bill is considered by RSSB and the medical partner. In light of the above, a national affordable healthcare scheme that is available for all Rwandans, access to quality healthcare is now a dream within reach and the health stipends which formerly weighed heavily on poor households have been reduced significantly thanks to CBHI. Efforts are currently being made to improve the quality of services received by CBHI subscribers will ensure that this universal health insurance option appeals to majority of Rwandans and drive the achievement of nationwide medical insurance coverage and with it, quality of life of Rwandans. MATERNAL LEAVE BENEFITS SCHEME BY RSSB In order to cater for women, who in the past, would have to choose between raising a child and keep their jobs, the government introduced solidarity based insurance scheme that aims at covering working women to continue earning their full salaries for a period of three months (90 days) after giving birth. It is a social security scheme that is intended to compensate the female employee who is absent from employment for the purpose of pregnancy, giving birth and subsequently caring for the newborn child and begun its operations in November, 2016 The Law establishing and governing maternity leave benefits scheme mainly deals with: benefits, contributions, eligibility conditions and modalities of payment, all of which are discussed in depth below. Maternity leave benefits are equal to the last woman’s salary to which the contribution was subscribed as established in article 11 of the aforementioned law. In the event of death of mother before expiry of maternity leave the Social Security Board, RSSB shall pay to the guardian of the new born child the balance of maternity leave benefits that the deceased was entitled to, upon presentation of justifying documents. For cases that necessitate prolonged maternity leave, additional benefits for a period not exceeding one month shall be paid by RSSB.
As mentioned above, protecting maternity is not a women’s issue, the whole society has to be involved. Therefore, in order to ensure the sustainability of the scheme, employers and employees, both male and female, contribute based on the principle of solidarity as the key component of all social security systems. Contributions are calculated based on the employees’ gross salary plus other fringe benefits. The rate of contributions is 0.6 % shared between the employer and the employee, to a tune of 0.3% each. Other statutory deductions (staff contribution to social security and Pay as you earn) are paid by RSSB except those supposed to be paid by the employer. CONDITIONS IN GETTING MATERNITY LEAVE BENEFITS In order to get maternity leave benefits, the claimant must fulfil the following conditions as established by law: • The woman must be on the maternity leave as evidenced by a prescribed form duly signed by the employer and submitted to the Social Security Administration within six (6) months from date of commencing maternity leave. • She must have contributed to maternity leave benefits scheme for at least the last month before the month in which she started her maternity leave. • Presentation of maternity certificate of delivery duly signed and stamped from a recognized healthy facility. The modality of payment and duration of maternity leave benefits The Social Security Administration pays maternity benefits for the last 6 weeks of the maternity leave. In case of delivery complications certified by an authorized medical doctor necessitating prolonged maternity leave, additional maternity leave benefits are granted but do not exceed one month. Procedures for prolonged leave are established by the ministerial order relating to maternity leave benefits scheme. In order to facilitate the payment procedure, the employer remunerates all benefits for the period of maternity leave. In turn, RSSB reimburses within 30 days upon receipt of request for reimbursement from the employer. The request for reimbursement is submitted within 3 months from the date of the end of the leave. In conclusion, during the past seven years, RSSB as the government entity charged with management and development of social security has made significant strides; diversifying available schemes as well as improving quality of service delivery of already existing schemes, all of which have significantly contributed to the quality of life of Rwandan citizens

Royal Express Makes Urban Public Transport efficient

ith the vision to streamline public transport system in Rwanda, Royal express opened shop in Kigali in 2012. With new reforms in place, to improve the urban public transport network in Rwanda, Royal express was among the companies awarded tenders by RURA and city of Kigali to operate in Kigali. For the last seven years, the company has made tremendous achievements, providing sustainable means of transport by improving and creating better management techniques says Muneza. With the plan to build on it’s capacity and respond to the growing number of people in Kigali, Royal Express started with 30 buses in 2012 but today boosts of 180 commuter buses that operate zone 11 in Kigali. he East Africa Exchange (EAX), is a privately funded regional, agricultural commodities exchange company founded in 2013. It is one of the largest of the kind in Africa and the main goal here is to help farmers access financing, proper storage and market. The firm which deals in commodities like maize, beans, soya, sorghum and other agricultural produce boosts 11 warehouses in the country and has presence in Kenya and Uganda too. RAB/CIAT and Private Sector: FIGHTING MALNUTRITION THROUGH BIOFORTIFIED FOODS: Case for High Iron Beans in Rwanda By Augustine Musoni, Bean Breeder and Senior Research Fellow, RAB and Emmanuel
O
ver the years, Rwanda has made significant gains in reducing hunger and undernutrition to 38%. But reaching national targets of reducing prevalence of child stunting to 18 percent by 2018; and the complete eradication of hunger and malnutrition by 2050, demands accelerated multiple and interlinked approaches. Prominent among these is food biofortification. Biofortification is the process of developing crop varieties with high content of micronutrients, mostly iron, zinc, iodine and vitamins, particularly vitamin A. Lack of these is the major cause of micronutrient malnutrition or “hidden hunger” and stunting. It increases the risk of illness and premature births and death in children, causes abnormal physical growth, delayed mental development, poorer school performance, blindness and reduced productivity in the work force in later years, among others. Biofortification, therefore, aims at alleviating malnutrition by introducing essential micronutrients in popularly consumed staple crops such as beans, potato, potatoes, maize, rice and cassava, through conventional breeding and selective methods so that they are more nutritious naturally, and less costly than other alternatives.

High Iron Beans (HIB) The common bean is one of the most widely consumed food staples in Rwanda. Indeed, the country’s annual consumption of beans exceeds 40 kg per capita, one of the highest in the world. Therefore, up scaling biofortified bean based diets offers a unique channel for alleviating and preventing micronutrient malnutrition. In addition, the common bean is naturally rich in quality proteins, fibre, minerals and energy. Thus, it is regarded as a near-complete food and vegetable (safe) meat for both the poor and the rich.

Biofortification research One of the objectives of the Bean Research Programs under the Rwanda Agriculture Board (RAB) was to generate high-yielding climbing or bush bean varieties that are nutritious and market-demanded by clients, farmers and consumers. The process of breeding and selection of biofortified bean varieties is itself decades old at RAB. In 2000, ISAR, the precursor of current RAB, received grants from the Rockefeller Foundation, and in later years from the Alliance for a Green Revolution in Africa (AGRA). Through the grants, RAB developed and released

farmers and consumers. The HarvestPlus Project continues to work very closely with the same seed companies and hundreds of farmer cooperatives that produce and commercialize seeds of the HIB varieties across the country. On its part, RAB continues with research of new varieties, maintains the genetic purity and supplies basic seeds of the existing ones, and offers technical backstopping in terms of training and capacity building of the various bean value chain actors. Improved bean varieties awaiting distribution to farmers and ptocessors 20 bush or climbing high-yielding and multiple stress-resistant bean varieties in 2010 and 2012. The International Centre for Tropical Agriculture (CIAT) a key collaborator among other partners., As biofortification gained currency in 2011, HarvestPlus became one of a new and important RAB partner and development and release of HIB was prioritized. Considering the time (up to 20 years) it takes to develop new varieties, RAB devised breeding or selection “in retrospect� approach. In Collaboration with HarvetPlus/CIAT and Adelaide University in Australia, analyses were made and RAB 2 bush and 8 climbing bean varieties with high contents of iron were identified among the 20 developed and released bean varieties that are promoted under the HarvestPus project mandate.

This processes and packages thousands of tons of high quality pre-cooked beans for the local and export markets. It is located at Kabuga Township in Kigali.

Processed HIB at FarmFresh partners, most notably AGRA, ASARECA and CIAT. AGRA has supported a number of local private seed companies such as RISCO, Win-Win, COAMV, APC, RWASECO that produce certified bean seeds for onward commercialization by agro-dealers and planting by the

HarvestPlus, Private sector join hands to beat malnutrition
H
arvestPlus, a global challenge Program coordinated by the International Centre for Tropical Agriculture (CIAT) and the International Food Policy Research Institute (IFPRI) works with various partners including national agricultural research systems (NARs) worldwide to develop and deliver nutrient rich staple food crops. The Program focuses on the three most critical micronutrients to human nutrition, namely, vitamin A, iron and zinc. In Rwanda, the HarvestPlus Program operates under the framework of CIAT with support from the United States International Development Agency (USAID) under the Feed the Future Initiative.

Over the last decade, the Government of Rwanda has placed emphasis on reducing all forms of malnutrition and child stunting in the country. Specifically, 38% of children under the age of five are estimated to be iron deficient. Among pregnant women, iron deficiency may contribute to anaemia, which increases the risk of pre-term birth and low-birth weight. In line with the Nutrition Action Plan (NAP) strategic objectives, the Program works in partnership with the Rwanda Agriculture Board (RAB) to develop and distribute biofortified, high iron beans seed, popularly known as HIB through an array of partners including agro-dealers, private seed companies, cooperatives,
non-governmental organizations, UN Agencies and other international organizations. Through the bio-fortification process, Rwanda Agriculture Board conventionally breeds beans that are richer in essential minerals such as iron. The HarvestPlus program also tries to develop the HIB value chain through marketing and promoting consumption of the nutritious iron beans by forging partnerships with local private grain traders such as aggregators, wholesalers and retailers in various rural communities in Rwanda. To date RAB, CIAT and HarvestPlus have released ten iron bean varieties that are being grown and

Magazine consumed countrywide. HarvestPlus and CIAT work with various local partners across 30 districts of Rwanda to promote the availability, adoption and consumption of high-iron beans. Rwandan households grow and consume these nutritious bean varieties, which meet up to 50% of daily iron needs for women and children.With the support from USAID, HarvestPlus and CIAT are scaling up high-iron beans within the 16 districts of Feed the Future zone of influence.

Engaging the private sector In order to increase the project’s reach and ensure its long-term sustainability, HarvestPlus is engaging the private sector right from distribution of iron-rich bean seed for planting, to marketing the grain after harvest. On the seed side of the value chain, HarvestPlus works with Seed Multipliers and Agro-dealers to get the improved seed out to farmers. Alexis Nzeyimana, a bean seed multiplier based in Ngoma district, Eastern province, says that he produces about three tonnes of seed from the 65 kilogrammes of certified seed he buys from HarvestPlus per season since 2013. “I spend Rwf 40, 625 but make a profit of Rwf 585, 375,” he says Emmanuel Karegeya, an agro-dealer based in

He says that farmers prefer Iron bean seed because they guarantee a much bigger harvest per unit area compared to ordinary bean seed. “From iron bean seed, one can harvest 2.5 tonnes of beans on one acre compared to just 1.5 tonnes from ordinary bean seedlings.” High-iron beans are also high yielding, more than 2 Metric Tons per hectare for bush beans and more than 3 metric tons per hectare for climbing beans. They are also tolerant to heavy rains, drought and diseases.
Linking farmers to markets With the support from USAID HarvestPlus and CIAT have recently started investing in the grain side of the value chain that links farmers to market. According to Laetitia Umulisa, Communications Specialist atHarvestPlus, this was a natural result of growing interest in the iron beans. “The public kept asking us where they could buy the iron-rich beans, while farmers who had gotten abundant harvest due to the improved seed quality needed a market to sell their surplus,” she says. In response, the Program helped set upgrain
aggregation outlets to buy grain from farmers. The aggregator then sells to retailers in rural and urban areas. Gerald Ngendahimana, a wholesaler of produce, based in Nyanza district, Southern Provincesells 3040 tonnes in sales of Iron beans per quarter, a fact he puts down to the fact that they are easy to prepare in addition to their other qualities. “Although I sell a kilogramme of iron beans at Rwf520 compared to Rwf360 for the indigenous, the former always outsell the latter, which shows how much people love them,” Ngendahimana remarks. Meanwhile, Libertha Muragijimana, a bean retailer at Kimironko market, Kigali, who started dealing in iron beans since 2014 says she sells about three times more of the iron beans than the indigenous variety. “Buyers keep coming because they know that Iron beans are good for the body,” she says, adding that there is need to step up production of the ironbeans since supply does not meet existing demand. Rwanda embraced bio-fortification in 2012, becoming one of the first countries on the continent to do so. The 2013-2018 National Food and Nutrition Policy also seeks to promote the production and consumption of bio-fortified foods.

Key Milestones in Water Supply and Sanitation

ince the institutionalization of Water and Sanitation Corporation (WASAC Ltd), the company undertook the initiative to increase water production, network extension and increase of customer base.

A water treatment plant for Nkombo sector inaugurated. 18,000 residents will benefit from this project. Other neighborhood sector of Giheke, Gihundwe,Kamembe and Nkanka got clean water from a complex system of 115km network which will supply 6,000m3 per day.
Sanitation Projects Sanitation projects for Nyagatare, Kayonza and Ngoma Districts have been completed. For Kigali City feasibility study for centralized sewage system was also completed and expropriation still ongoing.
