The Government proposes to revive five closed units of Fertilizer Corporation of India Ltd. (FCIL) at Talcher, Ramagundam, Sindri, Gorakhpur and Korba, and one unit of Hindustan Fertilizer Corporation Ltd. (HFCL) at Barauni. This information was given by the Minister of State (MOS) in the Ministry of Chemicals and Fertilizers Sh. Hansraj Gangaram Ahir in the Lok Sabha. Earlier, the Department of Fertilizers had plans to issue a notification enabling the naphtha-based urea manufacturers to resume production soon. The order may benefit at least two firms in the south — Madras Fertilizers Ltd (MFL), and Southern Petrochemical Industries Corporation (SPIC) — which have suspended operations since October 2014. As they worked in a highly regulated environment, it needed Centre's permission to produce as well as move the end-product. With the Tamil Nadu Government agreeing to waive the five per cent value added tax (VAT), it was quite natural for the Centre to accord permission. However, it might take at least a week for the firms to resume operations. The waiver of VAT would amount to a significant reduction in the feedstock prices, coming in the wake of the Centre suspending subsidy for naphtha-based urea makers. The Karnataka Government was yet to announce its stand with regard to waiver of VAT as well as entry taxes. From April to September 2014, MFL produced 2.20 lakh tonnes of urea, representing about 50 per cent of its target, while SPIC produced about 60 per cent. It was likely that these firms would not meet their targets as they have lost nearly three months of production. Three urea manufacturing units which could not shift from costlier naphtha feedstock to cheaper natural gas as directed by the Union fertilizer ministry earlier this year may get more time to comply. On 2 April, the ministry had directed all fertilizer units using naphtha to switch to natural gas from 30 June, failing which they would not get government subsidy. With these three units—two in Tamil 16

Nadu and one in Karnataka— unable to secure gas supplies, the fertilizer ministry is preparing a cabinet note to let them continue receiving the subsidy till December, three ministry officials said requesting not to be named, since they are not authorized to talk on the subject. The cabinet note will recommend more time for the three plants to switch to gas, as the ministry seeks time to resolve the impasse over gas supply. The other options are closing the units and importing the shortfall in the farm nutrient. The three urea plants are Southern Petrochemical Industries Corp. (SPIC) in Tuticorin, Madras Fertilizers Ltd (MFL) at Manali in Chennai, and Mangalore Chemicals and Fertilizers Ltd (MCFL) at Panambur near Mangalore. The MCFL unit in Karnataka has a production capacity of about 0.3mt of urea. All three units have made investments for converting to gas, but have not been allocated gas yet. The company has invested Rs.305 crore to convert its plant to gas but has not received gas supplies. The government was keen to convert all fertilizer units to gas-based units, as natural gas is cheaper and cleaner. No new urea capacity has been added in India over the past 13 years due to the lack of an appropriate policy framework. This has resulted in a widening demand-supply gap. While domestic production of urea has stagnated at 22mt, current consumption is around 30mt. The remaining 8mt is imported. Urea is the most commonly used soil nutrient and its prices are fixed at Rs.5,360 per tonne. The government pays manufacturers the difference between the cost of production and price as subsidy. The budget has pegged the fertilizer subsidy bill for fiscal 2015 at Rs.72,970 crore. The Government had planned financial restructuring of three sick companies namely, MFL, BVFCL and FACT to sustain their operations. The financial restructuring, inter-alia, involves waivers of Government of India loans and interest thereon and grant of interest free loans. The Department proposes to increase the production of fertilizer to fill the gap between demand and supply of fertilizer. As far as production of chemicals is concerned, it depends upon various factors like plant capacity, market condition, economic viability, etc. The government needs to review it continuously and this is going to be an ongoing process.
