CHEMICAL NEWS EVONIK FORMS JV TO PRODUCE FUMED SILICA AND SILICON TETRACHLORIDE IN CHINA Evonik Industries and Jiangsu Zhongneng Polysilicon Technology Development Co., a wholly owned subsidiary of GCL-Poly Energy Holdings (GCL-Poly), have signed a letter of intent to establish a joint venture for the production of fumed silica and ultra-pure silicon tetrachloride in China, Evonik announced today. Evonik will hold a 60% share in the joint venture. The plants, which will have a capacity of more than 20,000 m.t./year, will be built at Xuzhou, Jiangsu Province, China and are scheduled to start-up in 2016. The project has yet to be approved by the executive bodies, Evonik says. GCL-Poly, a company listed on the Hong Kong Stock Exchange, specializes in the generation of green and conventional energy. Jiangsu Zhongneng, a wholly owned subsidiary of GCL-Poly, is a global leading manufacturer of polycrystalline silicon (PCS). Silicon tetrachloride is a byproduct of PCS production, and the joint venture will purchase this to produce Aerosil fumed silica and Siridion STC HP ultra-pure silicon tetrachloride. “By making the planned investment we are aiming to further strengthen our market position for fumed silica and ultra-pure silicon tetrachloride and to promote growth, particularly in the attractive Chinese market,” said Klaus Engel, CEO of Evonik Industries. “In GCL we have found a strong partner for this.” “Dedicated to promoting the application of solar energy worldwide, GCL-Poly is the 12
largest global supplier of photovoltaic materials. This cooperation can combine Evonik's advanced technologies of producing silica and ultra-pure silicon tetrachloride with Jiangsu Zhongneng's leading technologies of silicon material production. The partnership will enhance GCL-Poly's overall competitiveness by diversifying the silicon products, better serving its main business, and meeting market demand,” said Zhu Gongshan, chairman of GCL-Poly. “The collaboration between leading manufacturers of PCS and fumed silica is an ideal combination,” said Johannes Ohmer, head of the inorganic materials business unit. “Together we will establish an efficient, competitive production for Aerosil and Siridion in China, which will enable us to supply our customers locally with high-quality products and solutions for growing markets.” The main drivers of the positive market development for Aerosil fumed silica in China are the silicone industry for adhesives and sealants, in buildings and vehicles as well as gel batteries, used in e-bikes, for example. Ultra-pure silicon tetrachloride, marketed under the Siridion STC HP brand name, is used in the fiber optics needed to expand China's communications and IT infrastructure. The growth rate for ultra-pure silicon tetrachloride in China is well above the growth rate for the global market. Half of the demand for fiber optics worldwide now comes from China. Evonik is one of the leading producers of silica and ultrapure silicon tetrachloride.

PHOSPHATE ORE IN KAZAKHSTAN, PLANS FERTILIZER COMPLEX EuroChem (Moscow), Russia's largest fertilizer company and among the top ten global players, today announced the launch of phosphate ore production at the Kok-Jon phosphate rock deposit in the Jambyl region of Kazakhstan. The project has already produced around 20,000 mt of phosphate ore, which was shipped to the adjacent storage facility. Total production is expected to reach more than 150,000 m.t. by the end of the year. EuroChem plans to reach a production level of up to 650,000 mt per year in 2016, following the full commissioning of phase-I. he chemical industry is one of the most diversified industries in India. The industry comprises of more than 70,000 commercial products. It accounted for about 13% of the gross value added by the industry segment and 13% of the India's total exports. Indian chemical sector is very crucial for the economic development of country. The demand for chemicals in the domestic market has been increasing at a rapid rate. To meet the increasing demand of chemicals the local production will have to ramp up or the imports will have to be increased. Government has increased its focus towards domestic manufacturing with the intent of increasing the share of manufacturing in GDP. Dedicated chemical and petrochemical regions through Petroleum, Chemicals & Petrochemicals Investment Regions (PCPIRs) are being planned to be set up to facilitate the cluster approach to enhance the competitiveness of domestic producers. Unfortunately, the progress of PCPIRs to date has not been very encouraging enough with the anchor tenants not able to do a timely project execution. Feedstock availability and pricing are some of the critical impediments that act as a hurdle in chalking out downstream capacity addition plans. The intensity of R&D of Indian companies has been limited so far. Innovation could be a major way to ensure sustainability over a long term and address challenges occurring due to recession, cyclicality etc. Indian manufacturers have been developing market access quite strongly with increased understanding of regional needs and more focus on brand development. If these assets are completely developed it could most certainly provide competitive advantage to domestic manufacturers. If local production has to be increased the products must be able to face global competitiveness to withstand imports as well as for exports of surplus. There are certain factors like feedstock cost and availability, value chain access, technology, capital investment, presence of strong local players as well as access to a rapidly growing large domestic market among others that can play key role in the success of our chemical industry. The chemical 16
industry is becoming dependant on imports for intermediates required for pesticides, pharmaceuticals, dyes etc. This is not desirable in the long term. While we take measures for creating domestic capacities, import duties on feedstock (building blocks such as Benzene, Toluene, Xylene, Industrial alcohol, naphthalene etc.) need to be reduced. Further, it is suggested that import duties may be reduced on Benzene, Toluene, Xylene, Naphthalene crude, Naphthalene refined oil and Ethanol. Ethanol serves as a major feedstock for the chemical industry. In India, it is derived from molasses, a by-product of sugar industry, and hence dependent on cyclic ups and down of sugar production. Ethanol from molasses route is considered as green feedstock and is used to manufacture green value added intermediate chemicals such as ethyl acetate, monoethylene glycol, acetic acid, acetaldehyde, amines, etc, which helps in giving the foreign exchange advantage to the country by way of their exports and acting as substitutes for imports. Ethanol, other than its use in chemical industry is also primarily used by potable sector in the country. But, there exists a huge gap in demand and supply of ethanol, which is on account of introducing an additional use of ethanol for blending in gasoline. This has deprived the chemical industry from obtaining this important feedstock in adequate quantity and the chemical industry has to rest upon imports to fulfil its requirement. Currently, import duty on ethanol for industrial use is 7.5%, which should be reduced to 0% to bring it in line with duties on other feedstock for chemical industry. Today, India is seen as a growth market for many western companies. Domestic companies have built significant assets and they do have the opportunity to leverage them. Also they will need to strengthen the assets further to withstand global competition. If the government is forthcoming to introduce some drastic measures it could help the industry expand its production base.

ENTERPRISE PRODUCTS TO BUILD ETHANE EXPORT FACILITY ON TEXAS GULF COAST : Enterprise Products Partners LP announced today that it plans to build a fully refrigerated ethane export facility on the Texas Gulf Coast. Enterprise has executed longterm contracts to support the development of the facility, which is designed to have an aggregate loading rate of approximately 10,000 barrels per hour, or up to 240 thousand barrels per day. The export facility is expected to begin operations in the third quarter of 2016. “We are pleased to announce the successful development of our fully refrigerated ethane export facility,
which will be the largest in the world,” said Michael A. Creel, chief executive officer of Enterprise's general partner. “We continue to receive strong interest from the international community for this project and are having ongoing discussions with other potential customers that could result in our contracting the remaining capacity of the facility.” “This facility is another example of Enterprise serving incremental market demand for growing supplies of U.S. energy. This is particularly important for ethane, which is a byproduct of natural gas and crude oil production and has limited uses. We estimate U.S. ethane production capacity currently exceeds U.S. demand by 300 MBPD and could exceed demand by up to 700 MBPD by 2020, after considering the estimated incremental demand from new ethylene facilities that have been announced. By providing new markets access to ethane, we are assisting U.S. producers to increase their production, which assures the U.S. will have access to abundant supplies of domestically produced natural gas and crude oil,” stated Creel. The ethane export facility will be integrated with Enterprise's Mont Belvieu complex, which includes over 650 MBPD of natural gas liquid fractionation capacity and 100 million barrels of NGL storage capacity. The partnership's Mont Belvieu facility receives NGL supplies from the major producing basins across the US. The Mont Belvieu complex is connected to growing supplies of ethane from the Marcellus and Utica shale regions through Enterprise's recently completed ATEX ethane pipeline. year and provide ethylene feedstock for downstream chemical processing, including processing at two new 650,000 tons per year high performance polyethylene lines at the company's Mont Belvieu plastics plant. “The project is made possible in large part by abundant, affordable supplies of U.S. natural gas for energy and chemical feedstock,” said Steve Pryor, president of ExxonMobil Chemical Company. The chemical industry and other industrial sectors account for nearly 30 percent of U.S. natural gas demand. “Shale development has provided U.S. chemical producers a double benefit as an energy source and as a key raw material to make plastics and other essential products, creating jobs and economic activity across the value chain.” The project will employ about 10,000 construction workers, create 4,000 related jobs in nearby Houston communities and add 350 permanent positions at the Baytown complex. It is expected to increase regional economic activity by roughly $870 million per year and generate more than $90 million per year in additional tax revenues for local communities. Contracts have been awarded for construction, which will begin immediately. Contracts have been awarded to Linde Engineering North America, Inc. and Bechtel Oil, Gas, and Chemicals, Inc. to build olefins recovery units at the ExxonMobil Baytown Olefins Plant. Mitsui Engineering & Shipbuilding Co, Ltd. and Huertey Petrochem S.A. will construct the new olefins furnaces. At the Mont Belvieu Plastics Plant, Mitsubishi Heavy Industries will construct two 650,000 tons-per-year high-performance polyethylene lines. Jacobs Engineering, Ltd. will oversee enabling works and interconnections at both locations. Dashiell Corporation and Wood Group Mustang will provide specialty contracting services.
The expansion, coupled with ExxonMobil's global sales and technology support network, enables ExxonMobil Chemical to economically supply a rapidly growing demand for high-value polyethylene products. These premium products deliver sustainability benefits such as lighter packaging weight, lower energy consumption, and reduced emissions. ExxonMobil Chemical estimates exports could increase significantly as a result of the expansion. Production of these high-quality petrochemical products used in a wide range of consumer and industrial applications is expected to start in 2017. “This expansion will provide many great opportunities for workers with technical skills who are interested in energy and chemical manufacturing. These are high-paying jobs that lead to fulfilling and rewarding careers in an industry that's vital to the American economy,” Pryor said. The average annual wage in the Texas chemical industry is about $100,000. To support the project's need for skilled workers, ExxonMobil has committed $1 million to the Community College Petrochemical Initiative, a training program offered by nine Houston-area community colleges to provide technical skills to high school graduates, returning military veterans and others. The program has earned state and federal recognition for recruiting and training instrument technicians, welders, pipefitters and other skilled employees for the chemical industry. This program will involve 50,000 students and educators over the next five years.
