The Union oil and natural gas ministry had issued an order on May 13 that supply of natural gas would be stopped to Deepak Fertilizers & Petrochemicals Corporation from May 15. The reason the ministry cited was that was that manufacturers of urea, a government subsidized fertilizer, were facing gas shortage and the supply would be diverted to their units. NPK complex fertilizers are not sold at subsidized rates. The supply of natural gas to the state units of Rashtriya Chemicals and Fertilizers (RCF) and Gujarat State Fertilizers & Chemicals (GSFC) for complex fertilizer production has also been stopped, but continues for production of urea. They may have to use liquefied natural gas, which is costlier than natural gas but will be an additional cost to the farmers, it may be unaffordable. The abrupt discontinuation of gas supply may lead to a severe shortage of the complex NPK-based fertilizers in the state. Maharashtra requires 1.5 lakh tonne of complex non-urea fertilizer and Deepak Fertilizer has been able to supply only half the requirement till date. The company supplies about 90% of its production to farmers in Maharashtra itself. Most of the product is sold in 14

Domestic Natural Gas is not available as per the requirement of India's domestic fertilizer/industry. However, the gap between the requirement and domestic production of various fertilizers units is met through imported Natural Gas. According to Ministry of State for Chemicals and Fertilizers, Narendra Modi Government has taken several steps to improve the availability of gas which inter-alia include revision in the price of domestic natural gas, intensification of domestic exploration & production activities through New Exploration Licensing Policy (NELP) rounds. It also includes development of shale gas policy framework, research and development of gas hydrate resources in the country, import of Liquefied Natural Gas (LNG), exploring possibility of transnational gas pipelines, clearance for exploration and development of some NELP blocks, exploration in the Mining Lease Area with certain conditions and acquisition of overseas oil and gas assets. The additional availability of domestic natural gas shall be allocated keeping in view the demand and the prevailing Gas Utilization policy of the government. Moreover, to ensure the supply of domestic gas to the existing fertilizer units, Department of Fertilizers takes up the matter with

The Ministry of Agricultural Development has said that there will be no fertilizer shortage like in the past during the coming paddy planting season. Shortages of farm inputs are an annual occurrence in the country, and the deficit is routinely made up by smuggled stock. The ministry said that all the district agriculture offices had been instructed to take all the measures necessary to ensure that farmers get adequate fertilizers. The rice planting season usually starts on June 10. As per the ministry's latest data, state-owned Agriculture Inputs Company and Salt Trading Limited that deal in subsidized chemical fertilizers have a combined stock of 79,475 tonnes. They have 51,503 tonnes of diammonium phosphate (DAP) and 27,972 tonnes of urea in their warehouses. The amount of potash stands at 5,697 tonnes. During the paddy sowing period, consumption of chemical fertilizers is estimated to reach 16,000-17,000 tonnes per month. Based on existing stocks, the country will not face a shortage of fertilizer this year. Moreover, a fresh shipment of fertilizers will be arriving for this season, said the Ministry. During the last fiscal year, the government had supplied 134,500 tonnes of fertilizers. State-subsidized fertilizers fulfil just 25-30 percent of the total requirement, and the rest is met through informal imports or smuggling through the porous border with India. The survey shows that of the total imported fertilizers, around 50 percent is used for paddy and 15 percent for maize. The Agriculture Ministry said that due to the high fertilizer subsidies provided by the Indian government to their farmers, massive amounts are estimated to be imported through illegal channels particularly in the Tarai region. In the previous fiscal year, an acute fertilizer shortage and import restrictions at the border forced hundreds of farmers across the country to protest against the government's inability to arrange sufficient fertilizers during the peak paddy planting season. Drought and insufficient fertilizer supply adversely affected the agricultural growth rate with the paddy output dropping 11.3 percent to 4.50 million tonnes in fiscal 2012-13. This pulled down the overall agricultural growth rate to a meagre 1.07 percent. The dip in the farming sector led to the country's economic growth to drop to a seven-year low of 3.56 percent. This fiscal year, however, cereal output is projected to jump 9.4 percent to 9.56 million tonnes due to timely rains and an adequate supply of chemical fertilizers. The overall growth in cereal production has helped the agricultural sector to swell 4.72 percent this year. The Central Bureau of Statistics has forecast an economic growth rate of 5.15 percent in the current fiscal year due to a healthy growth of the agriculture and forestry sectors. The Ministry of Agricultural Development has said that the Indian government has assured Nepal of providing 100,000 tonnes of indigenous DAP for the next fiscal year under the Nepal-India treaty. India has been selling 100,000 tonnes of chemical fertilisers (60,000 tonnes of urea and 40,000 tonnes of DAP) to Nepal at the international parity price annually under the pact. The treaty was signed in 2010 to ease a supply deficit and get around lengthy paperwork that would be required if the fertilizers were to be imported from third countries. However, this year, the Agriculture Ministry had asked for 275,000 tonnes through the Ministry of Foreign Affairs. â&#x20AC;&#x153;India has promised to send 100,000 tonnes of indigenous or locally made DAP to Nepal, but it has said that it will not be able to provide indigenous urea,â&#x20AC;? said a ministry official. However, the Indian government has pledged 175,000 tonnes of urea from its imported stocks. With the transplanting season in full swing, hard-pressed farmers have been resorting to fertilizers smuggled in through the porous Nepal-India border as they do every year. In Parsa district, contraband fertilizers do not raise any eyebrows. In fact, smuggling fertilizers from India has become an annual ritual. While farmers smuggle small quantities of the soil fortifiers, traders have been shipping them in large amounts. They stock the fertilizers and wait for an opportunity to sell them with a huge mark-up when the authorities tighten the border. Smuggled fertilizers are cheaper compared to those sold legally in the market, and farmers are happy to make use of them. Although the Indian authorities have stepped up security at the border points, smuggling has continued unabated this year too. As a result, there are few farmers standing in the queue outside the office of the state-owned

supplier Agriculture Inputs Company (AIC). The urea supplied by AIC costs Rs 1,800 per quintal while DAP and potash cost Rs 4,500 and Rs 3,100 per quintal respectively. In contrast, smuggled urea and DAP can be bought for Rs 1,120 and Rs 3,000 per quintal respectively. Potash is priced at Rs 2,200 per quintal. Similarly, farmers are unable to buy in adequate quantities the fertilizers being sold by the government at subsidized rates. State-owned suppliers AIC and Salt Trading have been out of stock for the last three weeks. The shortage has led farmers to depend on smuggled products which are usually of a poorer quality. Farmers approach AIC office hoping to buy subsidized fertilizers but they have been forced to return empty-handed. Around 165 tonnes of urea were supplied to Kapilvastu this season. Bishnu Aryal, chief of AIC in the district, said that subsidized fertilizers were sold out within two weeks. He added that the district's daily requirement of fertilizers now amounts to more than 50 tonnes. AIC has received lots of applications for fertilizers this season. Meanwhile, heavy rainfall since Wednesday has cheered farmers but they are disappointed by the fertilizer shortage. AIC has no fertilizers in stock which has forced farmers to use substandard farm inputs smuggled in from India. Subsidized fertilizers have not been distributed through the proper system. Cooperatives authorized to sell fertilizers by AIC have been charging higher rates. There is not much demand for fertilizers where paddy has not been transplanted on most of the fields due to scanty rains. Paddy transplantation has been completed on only 45 percent of the fields. 15

EDITORIAL CHEMICALS SECTOR GREW MODESTLY IN THE FIRST TEN MONTHS OF 2014

he Indian chemicals industry, which earned revenues in the range of $ 155-160 billion in 2013, is likely to grow at a rate of 11-12 percent in the next two to three years. On account of reduced industrial output, commodity and bulk chemicals are likely to experience slow growth, while the specialty chemicals segment is expected to show considerable growth. “Personal care ingredients and additives, knowledge chemicals like Active Pharmaceutical Ingredients (APIs), paints and coatings, and construction and water chemicals are some of the segments that are likely to perform well. Even in 2013, these sectors showed good growth and companies in this segment have been investing and expanding. The specialty chemicals sector is characterised by requirements for high-value products, high-volume requirements with expanding customer base, a product-driven market, and addition of new participants at various levels of the value chain. Overall, the market is likely to grow at a Compound Annual Growth Rate (CAGR) of 13-14 percent. Though increasing regulatory requirements and raw material price fluctuations (India is dependent on imported raw materials) have posed challenges for manufacturers, exports have been increasing at a rate of 8-9 percent. The growth is likely to continue due to a good and established customer base for specialty and niche products. On the other hand, European chemical output edged up just 0.7 per cent during the first ten months of 2014 on a year-on-year basis, according to the latest Cefic Chemicals Trends Report. Latest monthly data show contraction in October, down 1.2 per cent compared to October 2013. EU chemicals prices were lower in October, whilst sales during the first nine months of the year were unchanged. By end-September, European chemicals sales were only 0.7 per cent below the peak achieved six years ago, in 2008. Net exports of EU chemicals reached €33.1 billion for the first nine months of 2014, slipping somewhat from last year's record. Employment rose for the fourth consecutive quarter since Q4-2013. Chemical industry confidence worsened slightly in November 2014 compared to October of the same year. Anaemic growth during the first ten months of 2014 was hampered by shrinking petrochemicals output, down 3.5 per cent during the first ten months of 2014 16

compared to the same period the year prior. The decline was partially offset by 3.0 per cent growth in specialty chemicals and a 1.9 per cent uptick in consumer chemicals. Polymers grew by 0.4 per cent year-on-year, whilst basic inorganics output dropped by 0.2 per cent. Chemicals production in the first ten months of 2014 was 5.2% below the peak level registered before the crisis which began in 2007. Total EU chemical sales during the first nine months of 2014 remained nearly unchanged compared with the same period last year, just 0.7 per cent higher than the pre-crisis full-year peak reached in 2008. September sales fell by 0.7 per cent compared to September 2013. EU chemical producer prices slid 1.6 per cent during the first ten months of 2014 compared to the same period the year before. Overall chemical prices dropped 1 per cent in the year to end-October. The EU chemical industry confidence indicator (CCI) dropped in November 2014 after a strong reading in October. Chemicals order books component of the CCI improved slightly in November, while production expectations for the months ahead deteriorated significantly, contributing largely to an erosion of confidence in November. Stock levels increased slightly during the month. EU chemical industry employment rose slightly during the third quarter 2014 to 1.17 million, the fourth consecutive quarter of sector job growth. Taken together with the last three quarters, the latest three month uptick – and the net gain of 23,000 jobs created since third quarter 2013 – appears to confirm a break from the crisis-induced job losses that began in 2009. Country data show employment levels up in Germany, Spain and the United Kingdom since end of 2013. Germany and Poland are now above the pre-crisis employment level (Q1-2008). Data show sector employment levelling off since first quarter 2010, whilst payroll levels in the third quarter 2014 are 9.1 per cent below the peak level reached in third quarter 2007. Product customisation and understanding of unique customer needs shall be one of the key success levers for the Indian chemical industry. In terms of production value, the specialty chemicals sector forms about 18-20% of the total chemical production in India.
