Amid the pork barrel scam that directly involved some fake NGOs, president of the Philippine Rural Reconstruction Movement (PRRM) Isagani R. Serrano visited the provinces of Quezon and Marinduque. PRRM is one of the oldest and biggest nongovermental organizations (NGOs) in the country and one of its goals is to deepen and to advocate among the local government units (LGUs) the understanding and practice of good governance for sustainable development. During his working trip in Quezon, the President personally talked to the Provincial Agriculturist Officer , Mr. Roberto D. Gajo whom he represented the Honorable Governor David Suarez who was out of country. A short but fruitful conversation focused to the priority programs and projects in the province of the Governor. A parallel meeting with Retired General Fernando L. Mesa, the municipal mayor of Alabat was conducted. The Honorable Mayor was very articulate to share his vision to develop the small island municipality into a progressive agri-tourism and peaceful coastal municipality. Similarly, the PRRM executive also went to meet Honorable Mayor Pepito C. Reyes of Perez who shared the same perspective with Mayor Mesa of making his small island municipality into a thriving tourist destination. The final leg of the 3 days visit was the meeting with Honorable Governor Carmencita O. Reyes of Marinduque. Governor �Nanay� as the local people in Marinduque fond to call her was very cordial and accommodating. During the discussion of the two leaders, the Governor shared her flagship program of the provincial government to address the poverty. She also bravely pointed out her position on the issue of pork barrel. She said that the LGUs know the real condition in the ground so instead of giving the pork barrel to the lawmakers she proposed to channel it to the LGUs in which Mr. Serrano agreed. MIMAROPA Holds Orientation on Mobilizing Community Support for Infant and Young Child (IYCF) Program In order to guide communities in strengthening the Infant and Young Child Feeding Program, NNC Region IV-B conducted the Orientation on Mobilizing Community Support for Infant and Young Child Feeding (IYCF) Program last 1 – 4 October 2013 at Eurotel – Pedro Gil, Manila with a total of 26 participants which include key people at the provincial, city and municipal levels on the mobilization of community support for IYCF. Ms. Vicente E. Borja, Supervising Health Program Officer and National IYCF Coordinator, Ms. Cynthia del Rio, Regional IYCF Coordinator for MIMAROPA, and Ms. Leeza Rosaldo and Ms. Ma. Katrina A. Demetrio, Nutrition Officer III and II, respectively, of the National Nutrition Council, served as facilitators and discussed the steps in mobilizing community support for IYCF program. During the training, interactive exercises were also implemented like role playing sessions, return demonstration on counselling and actual consultation to parents with infants and young children in San Andres, Manila. These procedures facilitated clear understanding and better learning for the participants. Said orientation is set to be rolled-out in all of the provinces of MIMAROPA this month of October, 2013.

Palawan celebrates Fish Conservation Week BY: VICTORIA ASUNCION S. MENDOZA PUERTO PRINCESA CITY, Palawan, (PIA) -- The Bureau of Fisheries and Aquatic Resources – Palawan celebrates the 50th Fish Conservation Week starting today until October 19 renewing support and collaboration among national and local government agencies and other stakeholders. Under the theme “Pangisdaang Pinagyaman Ngayon, Henerasyong Sagana sa Panghabang Panahon”, the BFAR family in Palawan has lined up various activities to highlight the importance of conserving and protecting fishery resources in the province. The BFAR family, composed of Regional Fisheries Training Center (RFTC), Inland Sea Ranching Service (ISRS) and the provincial office of BFAR, conducted a motorcade around the major city streets this morning to kick-off the week-long activities. Projects and activities for the week include open water stocking and dispersal of bangus, tilapia and seabass fry and fingerlings; open house of projects at the RFTC and ISRS; fora/symposia at selected secondary schools; and technical trainings on post harvest and seaweeds farming by the RFTC. 139,000 Tilapia fingerlings, ipinamahagi NI: LUIS T. CUETO CALAPAN, Oriental Mindoro, (PIA) – Ipinamahagi kamakailan ng pamahalaang panlungsod ang 139,000 tilapia fingerlings sa mga may-ari ng fish pond sa lungsod ng Calapan. Ayon kay City Mayor Arnan Panaligan, mahalaga ang pagpapa-unlad ng agrikultura na makatutulong sa food production. Dahil dito, handa rin siyang maglaan pa ng P20-M pondo sa 2014 para sa budget ng City Agricultural Services Department upang makatugon sa malawakang pangangailangan ng small scale farmers, fishers, fishpond operators at backyard fishpond owners. “Prayoridad natin ang agrikultura ng lungsod sapagkat ito ang pangunahing ikinabubuhay ng mga Calapeño. Maunlad na bukid, maunlad na buong lungsod”, ayon kay Panaligan. Kaugnay nito, ang Demonstration Fish Pond sa Farmer Scientist Research and Extension Center www.alohaecowas.com (FSREC) sa barangay Biga ay sasailalim sa mabilisang rehabilitasyon upang masustina ang pagpaparami ng tilapia fingerlings na ipinamamahagi sa mga fishpond owner. Ayon naman kay dating Bokal Abraham Abas na ngayo’y fishpond owner, “suportado namin ang pagkakaroon ng sariling hatchery ng tilapia fingerlings production sa Calapan.” Sinimulan ang pagbibigay ng tilapia fingerlings noong nakaraang buwan sa backyard fishpond owners na pinamunuan ni Marius Panahon, kinatawan ng Fisheries Management Office ng lungsod. Murang gamot, mabibili na sa Botika ng Lalawigan ng PHO Romblon /NI: DINNES MANZO ODIONGAN, Romblon, (PIA) --- Nagtayo ang pamahalaang panlalawigan ng Botika ng Lalawigan sa Romblon Provincial Hospital, sa Odiongan upang makatulong sa mga mamamayang nagkakasakit, Naitayo ang botika sa pakikipagtulungan ng Provincial Health Office. Ayon kay Provincial Health Officer Dra. Ederlina E. Aguirre, mabibili sa mas mababang presyo ang mga itinitindang gamot sa naturang botika. Aniya, makakatulong ito ng malaki sa mga miyembro ng Philhealth sapagkat ang nasabing ahensiya ang magbabayad sa anumang gamot na binili ng may sakit o ginamit sa pasyenteng naospital. Ang PHO ay nakipag-usap kay Social Insurance Officer II Andrew Famero ng Philhealth Romblon upang magkaroon ng kasunduan hinggil sa direktang pagbabayad ng naturang tanggapan sa botika ng lalawigan ng mga kinonsumong gamot ng kanilang miyembro. Sa ganitong paraan ay hindi na magaalala pa ang mga pasyente o kaanak ng maysakit sa paghahanap ng pambayad sa mga gamot. Upang magamit ang prebilihiyong ito, kailangan lamang nilang ipresenta sa botika ang membership data record (MDR) na inisyu ng Philhealth bilang patunay ng pagiging miyembro kalakip ang reseta ng doktor upang maibigay ang kinakailangang gamot. Ayon pa kay Dra. Aguirre, maaari ring bumili ng gamot sa Botika ng Lalawigan ang sinumang nangangailangan kahit na hindi miyembro ng Philhealth, ngunit kailangan nilang magbayad upang patuloy na may maipambili ng gamot na ilalagak sa naturang botika. Quarterly ay nagsagawa ang PHO ng pagpupulong kasama sina Governor Eduardo Firmalo at Administrative Officer Dr. Romeo Faeldan upang magkaroon ng pagtatasa sa pagpapatakbo ng operasyon ng botika. Marinduque earthquake swarms rising! BY: ELI OBLIGACION What's going on? A sequence of earthquakes has struck the active fault line in Marinduque including fault lines located offshore between Marinduque, Batangas and Mindoro. The record of tremors released by the Philippine Institute of Volcanology and Seismology (Phivolcs) in the area is stunning: 25 tremors during the last 8 days, 19 of which occurred during the last 3 days, but 15 of them occurring during the last 12 hours! Aftershocks or Foreshocks? A newspaper report, quoting Phivolcs, calls them 'aftershocks' supposedly after a magnitude 4.5 tremor struck 29 km west of Boac at 6:33 pm on October 12. As we know, aftershocks that really are smaller in intensity occur in the same area after the main shock and cannot be larger than the main shock. The problem is USGS has recorded 3 important earthquakes in the area in question occurring today as follows, none of which appear to correspond with the Phivolcs data:

CUETO CALAP AN, Oriental Mindoro, (PIA) -Sa pagdiriwang ng 13th Cooperative Month na may temang “Cooperatives Pave the Way to Inclusive Growth” noong ika- 1 ng Oktubre, bahagi ng pagdiriwang ang isinagawang tree planting sa Calapan Recreational and Zoologi cal Park sa barangay Bulusan. Hindi lamang tulong sa pagpapalago ng ekonomiya, ang pagtatanim ng puno ay isa sa pinakamahalagang gawaing naisakatuparan ng mga myembro ng kooperatiba upang makat ulong sa kalikasan. Nilahukan ang gawain ng mga myembro ng kooperatiba na pinangunahan ng Samahan ng Manininda ng Palengke ng Calapan (SAMPACA ). Ang mga punong pananim tulad ng narra, molave, kamagong at dao ay ilan lamang sa mga punong itinanim paikot sa naturang park. CALAPAN CITY, Oriental Mindoro, (PIA) – Upang matugunan ang pangangailangan ng mga magsasaka, isang flat bed dryer ang ginawa kamakailan para sa post-harvest palay sa barangay Masipit. Ang pagsasagawa ng flat bed dryer ay malaking tulong sa mga magsasaka sapagkat 30porsiyento ng kanilang palay ay hindi masasayang. Ayon kay Modesto Alfante, pangulo ng Masipit Farmers Association, ang flat bed dryer ay malaking katipiran para sa organisasyon sapagkat hindi na ito kumukonsumo ng elektrisidad kumpara sa ibang makinarya. Tanging ipa lamang ang ginagamit dito at makatutulong sa proper disposal ng mga ito. “Aabot sa 24-30 bags ng ipa ang kailangan sa 120 bags ng palay na ilalagay sa equipment. Tumatagal ng 10-12 oras ang drying hours ng Flat Bed Dryer,” pahayag ni Alfante. Samantala, sinisiguro ngayon ni Mayor Arnan C. Panaligan ang budget na P20-M para sa agrikultura. Malaking bahagi ng populasyon ng Calapan ang kabukiran, kaya’t bibigyan niya ito ng prayoridad ngayon. “Maunlad na ekonomiya, maunlad na negosyo”, aniya. Hinihikayat din ni Panaligan ang mga organisasyon na ipagpatuloy ang magandang simulain sa pamamagitan ng pagkakaroon pa ng kapakipakinabang na mga proyekto mula sa sektor ng agrikultura. PNP Romblon nakikiisa sa pagdiriwang ng 21st National Children’s Month BY: DINNES MANZO ROMBLON, Romblon,(PIA) --- Sa pangunguna ng Women and Children Protection Desk (WCPD) ng Romblon Police Provincial Office (RPPO), ang lahat ng kapulisan sa buong lalawigan ay nakikiisa sa selebrasyon ng ika-21 National Children’s Month. Ang pagdiriwang ay may tema ngayong taon na “Kahirapan wakasan, karapatan ng bata ipaglaban.” Sinabi ni WCPD Provincial Chief PInsp. Ledilyn Y. Ambonan, na kaugnay ng pagririwang ng buwan ng mga bata ay marami silang aktibidad na gagawin sa loob ng isang buwan. Ani Ambonan, simula Enero hanggang Setyembre 2013, nakapagtala ang kanilang tanggapan ng 27 kaso ng panggagahasa sa mga batang wala pang 18 taong gulang pababa kung kaya’t nakakaalarma ito sa panig nila. Aniya, ang kasalukuyang tema ng selebrasyon ay nakasentro sa paglaban sa kahirapan lalo na sa mga kabataan kung kaya’t nilalayon ng iba’t-ibang ahensiya ng gobyerno na maibsan ang kahirapan at matulungan ang mga bata na magkaroon ng tamang edukasyon upang bumuti ang kalagayan sa buhay. Noong unang araw ng Oktubre ay binuksan nila ang pagdiriwang sa pamamagitan ng motorcade at information drive at nakipapag-ugnayan sa tanggapan ng Department of Social Welfare and Development (DSWD) at Municipal Social Welfare and Development Office (MSWDO) upang alamin ang kalalagayan ng mga batang naabuso at pagbisita sa mga tahanan ng mga batang biktima upang magsagawa ng counseling para muling mamuhay ng normal ang mga ito sa kabila ng bangungot na kanilang naranasan. Layunin din ng mga alagad ng batas na maipabatid sa mga bata ang kanilang mga karapatan at kung paano sila makakaiwas sa pagiging biktima ng karahasan sa pamamagitan ng diyalogo hinggil sa pag-iwas sa krimen. Nakatakda silang magtungo sa mga paaralan sa elementarya at high school upang magconduct ng lectures tungkol sa Republic Act 7610 o batas na nagpoprotekta sa mga bata laban sa pang-aabuso at iba pang uri ng karahasan. Magsasagawa rin ang RPPO ng feeding activity sa mga pampublikong paaralan na may mataas na bilang ng batang malnourished at gift giving activity kung saan makakatanggap ng mga school supplies ang mga bata upang makatulong sa kanilang pag-aaral. Ayon naman kay SPO3 Snow F. Andrade ng WCPD Police Non-Commission Officer, magsasagawa rin ang PNP Romblon ng pagtuturo tungkol ng Internet Safety for Kids. Dapat aniya na magabayan ng mga magulang ang mga bata sa paggamit ng internet o makabagong teknolohiya sapagkat may ilang masamang impluwensiya ang pagbubukas ng ilang website at malalaswang panoorin na hindi angkop sa mga bata. Nananawagan din si Andrade sa mga batang maaaring biktima ng pang-aabuso o anumang karahasan na huwag mag-atubiling magsumbong sa kinauukulan. Pinapayuhan rin nito ang mga magulang, guro, barangay officials at kahit sinuman na agad magsumbong sa mga awtoridad kapag may nasaksihan o nalalamang krimen sa kanilang lugar upang kagya’t itong masawata at mahuli ang kriminal. Kapag babae at mga bata ang biktima ay maaari silang dumulog sa mga nakatalagang Women and Children’s Protection Desk sa bawat Municipal Police Stations sa kanilang bayan. Gallardo The successful distribut ion of the Bacillus thur ingiensis (Bt) corn has beefed up Philippines’ corn production leading to a potent ial export of 50,000 to 100,000 metr ic tons (MT) of grains possibly to South Korea and Malaysia. The country has so far expor ted 467 MT of cor n silage this year to South Korea. Ploughshares Inc. expor ted to South Korea cor n silage initially at 24 MT of in April. It then shipped out 69 MT in June, 320 MT in July, and 38 MT in August. But the Philippines may fur ther expor t not only corn silage but corn grains too. “I see corn export oppor tunity growing especially if we’re able to develop bulk handling. We may even be able to export grain,” said Ploughshares Inc. President Butch Umengan. The country used to import one million metric tons (MT) of cor n. “We used to import corn and corn substitutes at one million tons yearly. But GM (genetically modified) cor n is enabling us to export,” said Umengan. The South Korean feed market has star ted importing Philippine corn silage because of its quality. “Bt corn is clean, and its grains are bigger. So feed suppliers in Korea want it,” said Umengan. Bt corn’s cob brims with full kernel. Its stalks and leaves are free from holes manifesting insect infestation in conventional corn. The Depar tment of Agriculture (DA) repor ted that the Philippines may already be all set to export corn grains. DA declared the corn expor t is par t of gover nment’s program. “There is a recommendation with the NFA (National Food Authority) Council for DA to export 50,000 to 100,000 tons of corn,” according to DA. “Exporting corn is really our strategy because if we have a surplus, prices may go down, and it will be our farmers that will suffer if prices will drop.” Since Bt corn was released in BOUNTIFUL BT CORN HARVES T in Brgy. According to the data of the International Service for the Acquisition of Agri-biotech Applications or ISAAA, 750,000 hectares was planted to biotechlogy corn in 2012. T his is 58 percent of the total land area planted to yellow corn. “The GM technology is not only benefiting consumers and farmers. It’s benefiting the whole country towards agricultural modernization and competitiveness,” said Umengan. “We now have very little or zero impor tation because of increased competitiveness. A lot is due to biotechnology seeds. That pulled up our production.” By the end of the year, production is targeted to reach to 8.1 million to as much as 8.4 million MT. Since South Korea has limited land for grazing its cattle, livestock raisers prefer to import corn silage w hich is composed of semi-dried corn stalks, leaves, and grains forming 10 percent of the volume. With silage, its cattle is still able to feed not only on grains but on leaves and stalks of corn too. “There isn’t much grazing area, so they’re heavily dependent on silage,” Umengan said. Bt corn has substantially raised farmers’ income as yield could double to six MT per hectare from just three MT per hectare for conventional corn. However, yield of GM corn may reach to nine to 10 MT per hectare. South Korea is currently importing much of their cor n silage from Vietnam—by up to 80 percent. Total South Korean cow population is five million heads. Feed requirement is three million MT per month of which 80 percent must be corn silage. “Capturing just 20 percent of the South Korean mar ket is enough for us. We also have to balance between our expor t and our need to supply the local mar ket adequately,” said Umengan. Fortunately, corn farmers earn higher from corn silage production. While net income from grains may reach around P25,000 to P35,000 per hectare, net income from silage may reach to P60,000 per hectare.
