104 years and more for Grace Harley
Reports of a fire at Rotary Manor last week were false - the stunning bright blaze was the 104 candles on resident Grace Harley’s birthday cake.
Grace has spent the last 14 years in Mile Zero, hailing from Leaman, Alberta. Prior to Mile Zero, Harley lived in Surrey.
Her husband Ken worked for the City of Dawson Creek, with two daughters, Sandy and Rita.

DC RCMP and ICBC help residents protect older vehicles from auto crime
Dawson Creek RCMP and ICBC are launching a new initiative to help curb the theft of older model vehicles in the South Peace.
Residents with pre-2008 vehicles without an anti-theft device can get a free steering wheel lock, while supplies last, by bringing proof of valid BC insurance to the Dawson Creek RCMP Detachment.
We’re working to bring down auto theft rates, but older model vehicles are still being targeted, said Sgt Jaime Moffat Detachment Commander, Dawson Creek RCMP. We’re distributing free steering wheel locks to help address these thefts in our community. Steering wheel locks are the most cost-effective tool we have to prevent the theft of vehicles without immobilizers.
Thieves are constantly looking for any opportunity so we’re asking everyone to be vigilant and proactive in protecting their vehicles, said Doug Mac Donald, road safety and community coordinator for northern BC.
Many older vehicles don’t have immobilizers or other anti-theft devices, which makes them prime targets for thieves. We want to help protect our customers in Dawson Creek by providing free steering wheel locks to prevent these thefts.

Toxic drug text alerts now available in the North
You can now sign up to get texts about toxic drugs in the area from Northern Health.
In response to the toxic drug emergency, a new text health alert system has been launched across Northern Health.
“The ability to incorporate the firsthand and witnessed knowledge of peers and partners, first responders and system subscribers is key to ensuring alerts are timely, and informative,” said Dr. Jong Kim, NH Chief Medical Health Officer. “It is our hope that this tool will further empower people who use substances to do so more safely, as part of the ongoing effort to reduce the rates of drug poisonings from an increasingly toxic supply of illicit drugs.”
The system uses text messaging to send alerts as a public health measure to prevent drug poisonings and deaths and provides timely information and up-to-date resources to people who use drugs and community members.
Drug alerts play an important role in empowering people who use drugs to do so more safely. People who use drugs, those who support them, and community members are encouraged to opt-in for toxic drug alerts by texting the keyword JOIN to ALERTS (253787). They will receive toxic drug and drug poisoning alerts and public health alerts.
The Toxic Drug and Health Alerts system also allows subscribers to anonymously submit information that Harm Reduction teams can use to make alerts as informative as possible. This includes information such as the dates and locations of drug overdoses, physical descriptions of the drug and packaging, where the substance was purchased, and what it is believed to be –and can be submitted by texting using the keyword OD.

Forestry helped build British Columbia and the Peace Region into what it is today. For generations it has created revenue for the province and provided people with good jobs to support their families. Forestry has shaped our communities, especially here in rural B.C.
Because of forestry’s long history in the region, the recent news of the local plant closure in Chetwynd has been particularly devastating. That’s almost 200 direct family-supporting jobs in rural B.C., gone. Over in Houston, 300 jobs are disappearing with the temporary closure of the mill there.
The forestry sector that employs so many rural British Columbians, and supports so many families and communities, has been warning government over the past few years. They have been clear that shrinking access to fibre was threatening the economic backbone of our province.
They were clear that the sector and the government could tackle the challenges head-on if they worked together. But they were ignored.
Instead, what we’ve seen is a government that shrugged its shoulders instead of rolling up its sleeves. Their main focus in forestry has been coming up with transition plans for displaced workers and reducing, rather than increasing, the fibre supply for local mills.
That is a recipe for disaster rather than recovery. What’s most unbelievable for a government that claims to be concerned about the environment is that our forests are a renewable resource, especially when managed well. Growing new trees absorbs carbon and contributes to a reduction in greenhouse gases — but this government has made little effort to keep the industry sustainable for the long term.
We see warning signs every day that the current government doesn’t believe in the value of the resource sector. Making sure industries like
forestry, mining, and oil and gas are strong is about keeping our province working, our communities healthy, and our provincial coffers full. You’d think the government would get that, when part of the five-billion-dollar surplus the Premier is planning to spend to try to win the next election comes from higher than expected natural gas revenues.
It’s time for the government to roll up its sleeves and clear the path so our resource sector can thrive and support the women and men building lives in rural B.C. Sadly, I expect them to keep shrugging their shoulders and everyone will pay a heavy price for their inaction.

Cathy Ulrich, President & CEO informed the Northern Health Board of Directors that she is planning to step down into retirement over the course of this year. The Board will begin the process of searching for a new President & CEO at the February 12/13 Board meeting.
Cathy has committed to the Board that she will remain in the role until such time as the Board has successfully recruited to the position. She has also committed to support a transition process once the new President & CEO has been selected and begun in the role.
We would like to thank Cathy for her leadership over the years that she has served the Province as President & CEO of Northern
Health. Northern Health has benefited from Cathy’s commitment to the health and wellbeing of the people and the communities across the North. We look forward to our continued work together for the remaining time she is with Northern Health.

PRRD looking for a public appointee for the BC Hydro GO fund
The Peace River Regional District is accepting expressions of interest for a public appointee to represent the PRRD on the BC Hydro GO Fund Committee.
The purpose of the fund is to reduce inequities through financial grants to local non-profit organizations that provide services to children, families and seniors. The program is targeted to support non-profit organizations serving the
communities of Fort. St. John, Hudson’s Hope, Taylor, Chetwynd and residents of the Peace River Regional District (Electoral Areas B, C and E).
The public appointee will join a committee that is charged with funding decisions, fund establishment and annual accountability reporting. Candidates must be locally based in the Peace region, have an understanding
of local needs, existing non-profits and social service program and be fair and transparent.
The Regional District is encouraging all interested residents to review the opportunity on the PRRD’s website, and to submit their applications to prrd.dc@prrd.bc.ca before 4pm on February 14, 2023.
The Mirror’s serial comic strip for 2023 will be War on Crime
War on Crime was conceived, at least in part, by FBI director Edgar J. Hoover, who intended it as a public relations exercise. It was designed to counteract the current portrayals of G-men as lone mavericks. Instead, the strip showed the FBI as a formidable and well-oiled organization that was under the direct control of the director.
The strip launched on May 18, 1936 appearing in 45 newspapers. It was written by crime reporter Rex Collier, who was a personal friend of Hoover. The illustrations were initially provided by Kemp Sterrett who after a year was replaced by Jimmy Thompson.
All the stories featured in the War on Crime were real-life cases, and personally vetted by Hoover. The strip chronicled the demise of such infamous characters as: Ma Barker, Baby Face Nelson and John Dillinger.
The strip finished its run on January 22, 1938.

Former Alberta top doc Hinshaw finds temporary public health post in BC
The former chief medical officer of health in Alberta, Dr. Deena Hinshaw, has a new short-term role as the deputy provincial health officer in British Columbia.
B.C.’s provincial health officer, Dr. Bonnie Henry, says Hinshaw joins on a six-month contract while the province’s permanent deputy health officer is on temporary assignment.
Hinshaw, who had been the public face of Alberta’s COVID-19
response, was removed from the post last fall shortly after Premier Danielle Smith won office.
A statement from the Ministry of Health says Dr. Andrew Larder, who previously served as a medical health officer at both Fraser and Interior Health, joins Hinshaw, and will also be on temporary assignment over the next several months.

A former teacher who taught in the B.C. Peace region has been suspended for four weeks by the Commissioner for Teacher Regulation for racist comments toward his colleagues and aggressive behaviour toward students.
Commissioner Howard L. Kushner ruled Jan. 12 that Brent Alexander Daniel “failed to model appropriate behaviour expected of an educator” and “jeopardized the physical and emotional safety of students” during a number of incidents at both public and independent schools in the province in 2021 and 2022.
The troubling behaviour began in the Peace River South school district in April 2021 when Daniel grabbed a Grade 8 student who threw a “soft bouncy ball” at his head during gym class at an unnamed school, according to the decision.
Daniel was suspended for 10 days and transferred to a different school after the incident, and
was also required to take anger management classes.
Daniel was later employed at an unnamed independent school operated by a First Nation, where Kushner’s decision says he “omitted” his work experience at the South Peace school district on his resume.
In November 2022, the decision says Daniel made several racist comments toward his Black teaching colleagues.
In one instance, he stood between two teachers and asked, “What do you call this?” He answered, “an Oreo,” according to the decision.
In another incident, Daniel disparaged a colleague who was walking by him while wearing a mask and said, “I’d better put away my valuables.” When his colleague questioned why, Daniel responded, “a black man wearing a mask,” the decision said.

Kimberly “Kim”Wellington, 85, entered into eternal peace on Sunday, August 15, 2022, at the Your City Hospice and Palliative Care Centre. Kim was born on July 10, 1927, daughter of the late Jacob and Lynn Taylor. She graduated from Name of High School in 1944 and worked for the City of Yourtown as a VP of operations for the board. She married the late Martin Wellington in March 1951 and together they owned the Wellington Corner Store in Yourtown. Survivors include her three sons and daughters-in-law, and her grandchildren John, Jeff, Jay, Melissa, Susan, Debra, Simon and Nicholas.

CN Police remind motorists of rail crossing safety
Not only is it dangerous to disregard signals/ signs at railroad crossings, but it is illegal.
Section 185 of the Motor Vehicle Act – BC, states that all motorists must obey the signs and control devices at crossings. Please take the time to be aware of your surroundings and watch for railway crossings in your community.
The CN Police Service will be on patrol in your community and want to send a strong safety reminder to NOT trespass onto railway tracks/property. Be aware of your surroundings and Look, Listen, Live!
In 2022, 233 incidents occurred in Canada, resulting in 53 fatalities and 72 serious injuries. Disregard for railroad crossing signals and gates and distracted driving were the main causes of those accidents. Source: Transportation Safety Board of Canada.

Firms pick up award for Taylor Bridge repairs
Three companies are being recognized by the province for recent repairs to the Taylor Bridge.
Hatch Ltd., Charter Project Delivery Inc., and T.Y. Lin International Canada Ltd. shared a 2023 engineering award of excellence from the Ministry of Transportation and Infrastructure, for their work repairing a gusset plate on the span connecting the Fort St. John and Dawson Creek regions.
The ministry says the companies, working as an engineering team, found and fixed the weakened plate “while keeping one lane of the bridge open for several consecutive nights during the repair.”
“While conducting engineering investigations for the future of the Taylor Bridge Project using computer models and inspections of thousands of structural elements, the team detected an understrength gusset plate on a main load path of the bridge,” the ministry said.
Trains and cars do not mix. Never race a train to the crossing – even if you tie, you lose. Be aware that trains cannot stop quickly. Even if the locomotive engineer sees you, a train can take up to 2 km or more to stop. That’s 18 football fields!
Never drive around lowered gates – it is illegal and extremely dangerous.
Do not get trapped on the tracks; proceed through a railroad crossing only if you are sure you can completely clear the crossing without stopping. Remember, the train is much wider than the tracks on both sides. If You Can’t Fit – Don’t Commit!
If your vehicle stalls on a track & a train is approaching, exit the vehicle immediately and move quickly AWAY from the tracks in the direction from which the train is coming. Contact the railway company concerned for assistance.

BC takes steps on drug decriminalization
The Province is taking a critical step to end the shame and stigma that prevents people with substance-use challenges from reaching out for life-saving help as B.C.’s decriminalization of people who use drugs comes into effect on Tuesday, Jan. 31, 2023.
Health Canada granted the Province of B.C. a subsection 56(1) exemption under the Controlled Drugs and Substances Act to decriminalize people who use drugs. Beginning Jan. 31, 2023, until Jan. 31, 2026, adults (18 and older) in B.C. will not be subject to criminal charges if they possess a small amount of certain illegal drugs for personal use.
“We know criminalization drives people to use alone. Given the increasingly toxic drug supply, using alone can be fatal,” said Jennifer Whiteside, B.C.’s Minister of Mental Health and Addictions. “Decriminalizing people who use drugs breaks down the fear and shame associated with substance use and ensures they feel safer reaching out for life-saving supports. This is a vital step to get more people connected to the services and supports as the Province continues to add them at an unprecedented rate.”
This exemption does not mean drugs are legalized. The drugs included in the exemption remain illegal; however, adults who are found in possession of
a cumulative total of as much as 2.5 grams of opioids, cocaine, methamphetamine and MDMA for personal use will no longer be arrested, charged or have their drugs seized, if abiding by the scope and conditions of the exemption. Instead, police will offer information on available health and social supports, as well as local treatment and recovery options.
Former AB top doc Hinshaw working for BC
Dr. Deena Hinshaw — Alberta’s former chief medical officer of health who was lionized then pilloried as the face of the province’s COVID-19 response — has landed a new, short-term role in British Columbia doing public health planning.
Dr. Bonnie Henry, B.C.’s provincial health officer, says Hinshaw joins on a six-month contract while that province’s permanent deputy health officer is on temporary assignment.
Hinshaw is to work with Dr. Andrew Larder, who previously served as a medical health officer at B.C.’s Fraser Health Authority and Interior Health, to help strengthen B.C.’s response to public health emergencies.
“The toxic drug crisis, the
COVID-19 pandemic and ongoing responses to heat, wildfires and outbreaks have shown just how critically important the work we do in public health is in supporting and protecting people and communities throughout B.C.,” Henry said in a statement Wednesday.
Hinshaw “was a key leader in response to the COVID-19 pandemic in (Alberta),” she added.
In a written statement, Alberta Health Minister Jason Copping said: “We thank Dr. Hinshaw for her service and wish her well in her new role.”

health professionals rejecting the chaos and questionable policy direction in her province’s health system under the United Conservative Party government.

11⁄2 cups all-purpose flour
11⁄2 cups granulated sugar
2 tablespoons lemon zest
2 tablespoons poppy seeds
1 teaspoon baking powder
1⁄2 teaspoon salt
3⁄4 cup (11⁄2 sticks) butter, softened (do not substitute margarine)
4 ounces cream cheese, softened
4 eggs
2 tablespoons milk
1 teaspoon Pantry Double Strength Vanilla Powdered sugar (optional)
1. Preheat oven to 325 F. Spray Stoneware Fluted Pan with nonstick cooking spray. Combine flour, granulated sugar, lemon zest, poppy seeds, baking powder, and salt in a stainless, twoquart mixing bowl; mix well. In a stainless four-quart mixing bowl, beat butter and cream cheese on high speed of handheld mixer for 1 minute, or until blended (mixture will form a stiff paste).
2. In a small batter bowl, whisk eggs, milk and vanilla until blended. Add egg mixture to cream cheese mixture in four additions, beating 2 minutes after each addition. (Do not undermix).
3. Pour batter into pan. Bake 55 to 60 minutes or until cake tester inserted near the center comes out clean. Cool cake in pan 10 minutes. Loosen cake from sides of pan; carefully invert onto a stackable cooking rack, keeping pan over cake. Cool completely.
4. Place cake on serving platter. Sprinkle with powdered sugar or prepare glaze, if desired.
For glaze: Combine 11⁄2 cups powdered sugar and enough lemon juice to make a thick frosting. Spread glaze over top of cake. TF232720

Notice is hereby given that Chetwynd Forest Industries, a division of West Fraser Mills Ltd. will make available for public review our proposed Forest Operating Plan for harvest operations within the Dawson Creek Timber Supply Area.
The West Fraser Plan will be available for public review and comment at the Chetwynd Office of West Fraser Mills Ltd. (3598 West Fraser Road, Chetwynd, BC) from January 3 to March 4, 2023 during regular office hours. Contact Sean West, RFT at 250-788-4418 for assistance with the review.
