City works up 2023 proposed budget

When it comes to taxes for 2023, right now 11% of residents will see a decrease in property taxes, 19% of residents can expect to see an increase in property taxes of less than $100, while 52% of residents would see an increase in property

taxes between $101 and $300. City CFO Teri Vetter noted it is the intent of the City of Dawson Creek Council to move the PRA revenue currently used in operations into the capital program. Vetter presented budget concepts for council and the public Tuesday.

“It is the aspiration that a minimum

of 70% of PRA be used for capital investment, with the remaining used for operations, which includes debt servicing. The goal is to have this achieved by 2030.”

“The city will be borrowing $5 million for capital paving projects,” Vetter added.

Kimberly “Kim”Wellington, 85, entered into eternal peace on Sunday, August 15, 2022, at the Your City Hospice and Palliative Care Centre. Kim was born on July 10, 1927, daughter of the late Jacob and Lynn Taylor. She graduated from Name of High School in 1944 and worked for the City of Yourtown as a VP of operations for the board. She married the late Martin Wellington in March 1951 and together they owned the Wellington Corner Store in Yourtown. Survivors include her three sons and daughters-in-law, and her grandchildren John, Jeff, Jay, Melissa, Susan, Debra, Simon and Nicholas.

Dawson Creek’s Jasper James receives Variety grant, support

Dawson Creek’s Jasper James is one of the many children and youth helped out by Variety. Jasper was diagnosed with autism spectrum disorder and after having to wait years for an assessment – mom Christine reached out to Variety.

This week, the 57th annual Variety Show of Hearts Telethon aired Sunday, Feb. 26 from 1 to 5:30pm. This year’s entertainment line-up featured Sarah McLachlan, Jim Cuddy, Devin Cuddy and Sam Polley, as well as pop-rock singer, Fefe Dobson and Coquitlam’s Tyler Shaw.

This week, there will be matching opportunities up to $850,000 taking the impact of every gift further.

Mom Christine notes 2021 was an extremely difficult year at school for Jasper.

“The school would call once or twice a week asking me to pick him up as they didn’t have proper support for him.”

When Christine learned last year Variety was funding private psychoeducational assessments, she reached out right away and applied for a grant.

“To be able to see where your child’s development is – is a blessing to help us identify his support needs,” says Christine.

“It certainly helped us get a better picture of what he needed for school.”

A quick chat with Jasper lets the Mirror know he’s a Canalta student - and his favourite subject is gym.

“Variety’s core grant areas range from mobility programs and life-saving medical equipment to specialized therapies, mental wellness counselling and educational programs as well as private autism and psychoeducational assessments,” says Donnie Gordon with Variety.

Concert and scholarship fundraiser this week

Youth and adults sang their souls out on Sunday, at Unchagah Hall.

The concert was the brainchild of Adam Da Ros, a stage and musical director for opera and musical theatre from Dawson Creek. Growing up in Mile Zero, Da Ros was active in dance, piano, and the Dawson Creek Symphonette and Choir in addition to three years of the Musical Theatre program at South Peace Secondary with Debbie Longley, including roles as The Baker in Into the Woods (2003) and Reverend Shaw Moore in Footloose (2004).

“This concert will feature not only the two choirs, but also the Kiwanis Band, the Dawson Creek Secondary School Musical Theatre class, dancers and other community musicians,” he says.

“It will be good to get people out to connect, have a good time and good afternoon.”

Most recently, Da Ros made his Kennedy Center debut assisting on Verdi’s Il trovatore at Washington National Opera, and spent the past two academic years as the director of the Opera Theatre program at the University of Wisconsin - Milwaukee.

Da Ros has maintained a connection with the Dawson Creek community by producing two musicals (Chicago in 2007 and A Chorus Line in 2010)

and assisting with vocal coaching and playing in the band for Dawson Creek Secondary musical theatre for six years.

Tickets are by donation and all proceeds from both the concert and from registration for the choir workshops go directly to the Jackie Da Ros Award for Resilience and Academic Rigour at DCSS. Da Ros says the idea of an annual concert is something he has been thinking about for awhile now.

“Ideally the concert will be an annual thing. The award was conceived by my mother after her terminal cancer diagnosis in the fall of 2018.”

It is awarded annually to a student who demonstrates resilience and commitment towards their academic goals regardless of the challenges they may have faced.

“This will be the award’s 5th year and with the help of friends, family, and generous donors we have given out $16,000 so far,” he says.

The concert was a hit on Sunday, Feb 26 at Unchagah Hall.

When it comes to commercial properties, 3% of commercial properties can expect to see a decrease in property tax, 40% of commercial properties will see an increase of less than $100, and 20% of commercial properties would see an increase in property taxes between $101 and $300.

Council has proposed a 4.5% increase to the mill rate in 2023 with 1.5% of the total increase going towards the City’s paving program.

Three years ago the push of council was to move towards a strong financial future and this continues. The city looks to balance Peace River Agreement funding towards a solid capital infrastructure program and continuing to deliver services.

“This has resulted in a focused approach on our operating expenses and ensuring we keep tax rates affordable for our residents and business community.”

The 2023 Peace River Agreement allocation to capital expenses is 55%.

The City entered into long-term borrowing in 2022 for capital paving projects over the next 4 years, which is coordinated with the City’s water and sewer upgrades. By the end of 2023, the City will have borrowed $10M of the approved $20M over 4 years.

Approximately, 19.3 percent of operational funding or just over $10 million will be going to protective services, with $9.7 million or 18.6 percent of operational expenses will be spent on recreation and cultural services. Transportation has been allocated $6.9 million or 13.3 percent of expenses, and general administration will be receiving $4.937 million, or 9.5 percent of operational expenses.

Vetter noted that there is nearly $10 million in planned capital funding projects based around government funding not yet received.

“The biggest contributor is conditional government grants – if the city does not receive the funding the projects will not be moving forward,” she said.

The current projects proposed in the 2023 Capital Budget, including carry forward, total $36.4 million with a total capital revenue of $37.6 million which allows the City to allocate $ 1.2 million to General, Water and Sewer Capital Reserves is - General Capital Reserve $542,663 Water Capital Reserve $551,467Sewer Capital Reserve $116,225.

Mayor Darcy Dober said he expected a city council strategic session to add more context and direction to future planning.

“Coming into a new budget year with new council can be a little challenging. It is tough for staff going

into it with new council in terms of direction and more, said Dober.

The Mirror’s serial comic strip for 2023 is War on Crime!

The strip launched on May 18, 1936 appearing in 45 newspapers. It was written by crime reporter Rex Collier, who was a personal friend of Hoover. The illustrations were initially provided by Kemp Sterrett who after a year was replaced by Jimmy Thompson.

All the stories featured in the War on Crime

were real-life cases, and personally vetted by Hoover. The strip chronicled the demise of such infamous characters as: Ma Barker, Baby Face Nelson and John Dillinger.

War on Crime was conceived, at least in part, by FBI director Edgar J. Hoover, who intended it as a public relations exercise. It was

designed to counteract the current portrayals of G-men as lone mavericks. Instead, the strip showed the FBI as a formidable and well-oiled organization that was under the direct control of the director.

The strip finished its run on January 22, 1938.

Doctor authors three books for children about mental health

Dr. Ife Akanegbu has a trio of books for children focusing on promoting positive mental health – the colourful picture book series is ‘Motivating Our Champions’.

“It is something certainly more prevalent since the pandemic,” says Dr. Akanegbu from Tumbler Ridge to the Mirror.

“It is important for children, youth, and adults to talk about mental health,” he adds.

“Patients when they used to bring the subject up – thought they were the only ones – the truth is they are not, and mental health issues are dealt with much more in the day to day now,” he says adding issues can stem from other issues such as weight gain, neglect, or simply too much TV.

“There are also more tools to help deal with mental issues compared to before.”

One tool Dr. Akanegbu has committed to creating - is authoring three short story books for children and youth.

“It is time to bring these books to the public, and get them in into libraries and

start some discussions.”

It is on that very note that Dr. Akanegbu will be hosting an open house and meet the author afternoon at the Tumbler Ridge Library on March 4.

The idea is to begin to address and then manage some of these issues. If they are not addressed – this is one of my greatest fears,” he says.

Dr. Akanegbu cites video game addictions, and less connectivity with the real world as some real obstacles as well.

“What I have is three picture books written with motivational characters and addressing issues children and youth may encounter in their regular day to day lives,” he says.

“Parents and children can read these and connect to some concepts.”

Dr. Akanegbu expects to have the books in libraries throughout the Peace region, and another meet the author event in Dawson Creek. Dr. Akanegbu’s meet the author afternoon at the Tumbler Ridge Library on March 4.

Frances “Frankie” Dueck passed away peacefully in hospital, Olds, Alberta on February 5, 2023. She is survived by her children; Janice Haugen, Debbie Cooper and Calvin Haugen.

Frankie was raised in farming community of Wanham Alberta, grew up around livestock and developed a lifelong passion for horses of which she would own many over the years.

She had a great career with BC Tel in Dawson Creek, Kamloops and Nelson BC. She worked in real estate in Grand Forks, worked a rock quarry business in Salmo, and eventually earned her hair dresser accreditation in Dawson Creek at the end of here working life. She was truly blessed with life long friends like Leonie and Ralph Watson of BC, who have been steadfast and loyal throughout life’s changes, challenges and brilliant memories.

It was Mother’s wish to have her ashes delivered to Victoria, BC to her late husband’s daughter Kendall, where she could once again be reunited with Ken.

We will forever miss you Mom

A versatile component in many meals Cooks needn’t feel beholden to the standard “spaghetti and meatballs” recipe.

Spaghetti has been enjoyed around the world for centuries. While spaghetti is most often associated with Italy, pasta has deep ties to other Mediterranean nations like Greece, and several territories of the Middle East and Arabian Peninsula. In fact, centuries ago dry durable pasta was one of the main sources of nutrition for Arab traders, including those who landed in Sicily.

The flavor profile of spaghetti can change significantly depending on which ingredients are added. Cooks needn’t feel beholden to the standard “spaghetti and meatballs” recipe. “Spaghetti with Shrimp, Feta and Dill,” for example, may take its inspiration from Greek cooking. Enjoy this recipe, courtesy of “Real Simple Dinner Tonight: Done!” (Time Home Entertainment) from the editors of Real Simple.

SpaghettiwithShrimp,Feta andDill

Serves 4

12 ounces spaghetti (3⁄4 box)

1⁄4 cup plus 1 tablespoon olive oil

1 pound peeled and deveined large shrimp

Kosher salt and black pepper

2 tablespoons fresh lemon juice

1 teaspoon grated lemon zest

3 ounces feta, crumbled (3⁄4 cup)

2 tablespoons coarsely chopped fresh dill

Cook the pasta according to the package directions, drain and return it to the pot.

Meanwhile, heat 1 tablespoon of the oil in a large skillet over medium-high heat. Season the shrimp with 1⁄2 teaspoon salt and 1⁄4 teaspoon pepper and cook, tossing occasionally, until opaque throughout, 3 to 4 minutes. Stir in the lemon juice and zest.

Add the shrimp mixture to the pasta, along with the feta, dill, the remaining 1⁄4 cup of oil, and 1⁄4 teaspoon each salt and pepper. Toss to combine. TF231641
