Problems with city’s permissive tax exemption policy

It was a wholesome discussion at city council this week as elected officials and staff talked permissive tax exemptions – and why the program is not working.
“Staff is looking for a clear understanding from council on direction, a ways to achieve this and current problems,” said city CFO Teri Vetter.
Last year, 2022 was the first year the City used their new PTE Policy. Quickly it was realized the policy was not working as anticipated.
“The current method for the PTE bylaw doesn’t seem to be working as anticipated; having threshold amounts and trying to calculate percentages for exemptions is proving to be very difficult,” Vetter added.
“When exemptions are done through bylaw, all taxes are exempted, not just the municipal portion; current structure puts the tax burden on remaining tax payers for other government taxes (School Tax, Regional District, Hospital District, Municipal Finance Authority and BC Assessment).”
The sentiment was echoed by mayor Darcy Dober.

One of the main issues with the current policy is staff are always
working on the prior year assessment which makes it very difficult to accurately determine a percentage of exemption for organizations, and try to achieve what Council set out to achieve when the policy was implemented.
Assessed values of 2023 are different than 2022.
“We are always working on previous years assessment, the city is unable to estimate accurately.”
Another factor is assessments have been increasingly higher than expected over the last two years for both residential and commercial properties, making it very difficult to predict assessments for the next year.
The current policy has a phased-in approach, meaning that over a 4 year
period, organizations that had taxes above the thresholds, would begin to pay the variance in increments of 20, 45, 70 percent and by 2025 100 percent of the variance would be borne by the organization.
“For example, if an organization’s municipal taxes were $6,500 and their threshold was $5,000, the variance would be $1,500 and if we were in the 3rd year, they should pay 70 percent of the $1,500 which would be $1,050 of municipal taxes.”
Next steps include determining and defining what council’s objectives are regarding PTE’s, how will the city achieve these objectives, what are council’s concerns regarding PTE’s, and how can the city address them.

• CAMPBELL Lloyd Frances (born 1986) was sentenced to a nine-month conditional sentence order, issued a nine-month peace bond and ordered to provide a DNA sample for possessing stolen property over $5,000 and fleeing police and sentenced to a 30-day conditional sentence order and prohibited from driving for 18 months for breaching a release order, all committed in Dawson Creek on Nov. 17, 2019, and July 25, 2020. Campbell was also sentenced to one year probation on the counts.
• BOWLEY, Jesse Victor (born 1982) was sentenced to time served with 18 months probation and ordered to pay $976.50 in restitution for mischief committed in Dawson Creek on March 12, 2022, and sentenced to one day day jail with 18 months probation and ordered to pay $200 restitution for mischief $5000 or under in Dawson Creek on July 29, 2022.
• GRINDER, Lisa Sarah Marie (born 1984) was fined $1000 under the Motor Vehicle Act for driving without due care and attention in Moberly Lake on Aug. 31, 2022.
• MCLEOD, Decklan Cohnner (born 1998) was sentenced to nine months probation, fined $500 under the Motor Vehicle Act, and ordered to pay a $75 victim surcharge for driving without a licence in Dawson Creek on Oct. 9, 2021.

Dawson Creek RCMP are chasing both thieves, and bouncing cheques in relation to car thefts in recent weeks.
RCMP note the crimes appear related. They note victims are people who are selling their vehicles through private sales listed online, and purchase the vehicle using a cheque.
The cheques being used were stolen from a local business with a Dawson Creek address. All stolen
cheques used have since bounced. While several stolen cheques and stubs have been recovered throughout multiple police investigations, the stolen cheque book is AWOL.

KMET: artist with Mile Zero roots making a real ‘Polychrome’ splash in BC

Artist and painter Katie Kmet has had a fair gap between her last art show – a graduation showing in 2012.
“It’s been 11 years since my Graduation show from Camosun College,” she says.
“I remember that night was so magical for me because that night I had sold a large framed photograph and as we were leaving, my boyfriend (now husband) told me he loved me for the first time.”
After a graduation show in 2012, life takes over for awhile. The Bulkley Valley resident was born and raised in Dawson Creek.
“I was able to move into an above ground suite with my boyfriend and start living the Victoria BC life. Which mostly consists of working, biking and live music. I worked my way up to management and ended up staying for six years, only painting casually.”
Then, Kmet started to set my sights on other things.
“I would visit my best friend who
lives in the Bulkley Valley and fantasize about owing a home and getting out from underneath the city lifestyle.”
Come 2018 this became a reality.
“ We had our first baby during the pandemic and it was really tough. No family in town and my best friend underwent an amputation. By the time my son was 6 months I needed help with post partum depression and anxiety. After seeking treatment and being more active, my whole life changed. I had more energy and motivation to start creating again. I started to paint more than I had in 10 years,” she said.
“I decided to stay home with my son and pursue my art business. I got inspired to create ‘Polychrome’ when I was experimenting with abstracting my landscape photos.”
With encouragement from friends and family Kmet applied for the show at Smithers Art Gallery.
“My old studio is now the nursery, so I set my paints up in our mudroom. When my son was sleeping and on weekends I got to work over 2022.”
Come twelve paintings and 1000 colours mixed later, ‘Polychrome’ is a dozen acrylic paintings.
“The angular effect shown in the series of paintings, really speaks to me as someone whole has always loved illustration, animation and video games.
My hope for this show is entice the viewer with expressive colour and examine the ways technology shape the way we relate to our environment.” editor@dcdn.ca

Provincial: BC workplace violence incidents up 25 percent

Over the last five years, acts of violence at the workplace have increased by 25 per cent in B.C.
With this in mind, WorkSafeBC is reminding employers of their obligation to prevent violence in the workplace and ensure the safety of their workers.
“Unfortunately, the potential for violence exists whenever there is direct interaction between workers and non-workers,” said Barry Nakahara, Senior Manager of Prevention Field
Services at WorkSafeBC, when asked about the increase in accepted claims of 2,292 in 2018 to 2,868 in 2022.
“Employers must provide a workplace as safe from the threat of violence as possible.”
WorkSafeBC regulations require that employers conduct a risk assessment, have policies and procedures in place to protect workers from the risk of violence, and provide instruction.
Where there is a risk of violence at work, employers must implement controls to eliminate or minimize these risks. These
controls can include developing and implementing violence-prevention policies, providing training and education to employees, and regularly conducting risk assessments. Physical barriers, lighting, public visibility, and safe-work procedures could also serve as effective controls.
WorkSafeBC notes employers must review and update their violence prevention program annually to ensure its effectiveness as the work environment changes.
National: Freeland says budget lacked housing measures
Finance Minister Chrystia Freeland has dismissed criticism that this week’s federal budget lacks measures to address Canada’s housing crisis, saying last year’s budget featured a $10-billion plan that is still being spent.
Freeland said Thursday that last year’s budget allocated funds for a $4 billion housing accelerator program that was launched only this month by Prime Minister Justin Trudeau.
She said the previous housing funding “hasn’t been spent yet,” and it’s up to municipalities across the country to apply for it through a recently opened portal for the accelerator fund.
“This was a multi-year plan,” Freeland said at a news conference in Surrey, east of Vancouver. “You don’t deploy $10 billion in one month or in one year.”
B.C. Premier David Eby, who attended the news conference with Freeland, said he
recognized there are “significant parcels” of funding from the last budget that have not yet been deployed in the province “in a significant way.”
Eby said the federal government needs to make sure that B.C. sees “its fair share of that funding,” and the province is ready to move as soon as federal money moves in its direction.
World: Trump indicted; ex-president charged with a crime
Donald Trump has been indicted by a Manhattan grand jury, prosecutors and defense lawyers said Thursday, making him the first former U.S. president to face a criminal charge and jolting his bid to retake the White House next year.
The charges remained under seal late Thursday, but the investigation centered on payments made during
the 2016 presidential campaign to silence claims of an extramarital sexual encounter. Prosecutors said they were working to coordinate Trump’s surrender, which could happen early next week. They did not say whether they intended to seek prison time in the event of a conviction, a development that wouldn’t prevent Trump from seeking or winning the presidency.

The Chetwynd International Chainsaw Carving Championship will have 12 competitors from around the world and Canada in the Peace cutting up for the 2023 title.

NLC Board of Governors
ratifies 2023-24 budget

The Board of Governors of Northern Lights College has ratified the college’s 2023-24 operational budget as recommended to them by NLC executive. The budget, approved during the March 5, 2023 meeting of the Board, prioritizes students and the refreshed 2023-2028 strategic plan adopted by NLC.
The total budget amounted to just over $4.8 million with a small projected surplus of $50,322. According to President Todd Bondaroff, the budget is indicative of Northern Lights College’s strong position.
“More importantly, of our commitment to students to provide the highest quality education and training right here in the North,” he said in a release.
Officials note the budget assumes status quo base funding from the province and a student enrolment equivalent to 2022-23. It is also based on a 2% increase in domestic student tuition and the 5.4% increase of international student tuition approved by the Board previously.
Funding for a number of new positions was included in the budget as part of a growth mandate to better support new and prospective NLC students. A few of these new positions include:
A second student recruiter to service the northern part of the college catchment area
Two education advisors to provide guidance and create cohesive academic plans for students
An additional program support clerk for the Academic and Vocational division
A janitor for the Dawson Creek campus
A facilities worker for the Fort St. John campus
An Educational Technician and an Operations Manager in the IT department

Job Summary
Reporting to the Superintendent - Canada, the Maintenance Clerk will be responsible for various administration duties related to field maintenance activities. The role’s primary accountability is to provide effective day-to-day support of other individuals in the maintenance department to ensure the overall administrative needs are met.
Responsibilities
• Work closely with maintenance staff to ensure that external service records and work history are received and accurately tracked to completion.
• Provide detailed oversight/management of external service provider costs to facilitate a clean link to the accounts-payable process – amending work orders, creating/processing PO’s / AFE’s, etc.
• Manage all materials related to external maintenance activities and ensure that work orders reflect accurate material data.
• Work with different disciplines to ensure required regulatory information/files are organized and uploaded to cloud-based document repositories. Leverage previous experience to ensure a functional, detailed, and accurate filing process.
• Work with maintenance staff to maintain an accurate database of preventative maintenance (PM) activities along with distribution of cost history reports.
• Assist technical team in Houston with maintaining accurate equipment database information
• Assist maintenance staff in preparing and maintaining presentations and spreadsheets.
• Effectively respond to various ad hoc requests for information and/or project support
• Collaborate with other administrative professionals at Murphy in the interest of continuous improvement initiatives.
• Provide backfill support to Field Administrators (when required)
Licenses/Certifications
• Valid driver’s license with no restrictions is required
Qualifications/Requirements
• High School Diploma or equivalent
• Minimum 5 years of direct work experience in maintenance-related role
• Relevant experience with a CMMS. SAP-preferred.
• Proven computer skills, specifically with MS Office programs, MS Teams & DocuSign
• Exceptional organizational skills - ability to identify, plan, prioritize and execute work objectives
• Demonstrated skills in time management
• Proven ability to multi-task and remain detail-oriented in a fast-paced environment
• This position is deemed as a Safety Sensitive position, pre-employment drug and alcohol testing is required
Desired/Preferred Qualifications
• Diploma in Applied Business Technology or successful completion of a related Office Administration program would be considered an asset.
• Knowledge of the oil and gas industry
Working Conditions
• Position can be based out of either the Montney Field Office, located in Dawson Creek BC, or the Kaybob Field Office, located in Fox Creek AB.
• Hours of work – 5-on, 2 off - Monday to Thursday 8.75 Hours/Day, Friday 4 Hours.
• Minor overnight travel will be required on occasion.
