BC Electoral Boundaries Commission: on the north
Rob Brown editor@dcdn.ca
The BC Electoral Boundaries Commission has published its final report – and Northern BC ridings have recommendations.
The Commission recommends adjustments to the boundaries of 72 electoral districts and changes to 41 electoral district names based on the geographic, demographic, and communication and transportation considerations set out in the Electoral Boundaries Commission
Act.
“We also looked at moving some of the communities just west of the Rocky Mountains into Peace River South. However, an electoral district that spans the Rocky Mountains makes little sense in the face of the lack of reliable transportation routes,” writes the commission.
“In our view, the large geographic size of almost all of these ridings, adverse weather conditions, lack of reliable transportation and poor internet connectivity mean that any reduction in the number of ridings
would deprive affected residents of effective representation,” they added.
“We therefore propose no changes to the boundaries of the electoral districts in the North area.”
The Commission’s recommendations include a proposal to create six additional electoral districts in areas of rapid population growth, bringing the total number of provincial ridings to 93 from the current 87. editor@dcdn.ca

BC watershed strategy collaboration underway; feedback wanted
Rob Brown editor@dcdn.ca
There are some major moves being made to protect BC watersheds.
The BC-First Nations Water Table has collaborated on an Intentions Paper and are seeking feedback through an Engagement Survey, until April 17.
“Co-developing the watershed security strategy and fund with First Nations, supported by the First Nations Fisheries Council of BC, signals an important shift. This brings the opportunity for watershed governance
that values, honours and upholds the natural world we all mutually rely on,” said Chief Lydia Hwitsum, Cowichan Tribes, and co-chair of the BC-First Nations Water Table.
Convened in June 2022, the B.C.-First Nations Water Table (BCFNWT) is made up of representatives from the Province and delegates from First Nations in BC This announcement formalizes the BCFNWT’s role comanaging the Watershed Security Fund and further co-development of B.C.’s watershed security strategy.
This $100-million investment in the Watershed Security Fund builds on last year’s $30-million commitment announced in Budget 2022, and will continue to improve BC’s watersheds and build on the success of a previous $27-million investment in the Healthy Watersheds Initiative (HWI) under the StrongerBC economic plan.

The
LANGEVIN: why all the commotion?
Gerard Langevin Columnist
I was raised in a Catholic family in Quebec during the late 50’s and into the 70’s.
During my youth everyone went to church and at least pretended to believe in God. I was about thirteen years old when I began to question, “What if there is no God, then believing in Him would be like believing in Santa Clause?” It occurred to me that if there is no God I can do whatever I want since we will all just die anyways. But if there is a God and He made me and everything else, then I will have to give an account to Him someday.
So I decided that before I make any decisions I had better find out if there is a God. I didn’t bother asking anyone knowing the answer I would get. Instead I pondered and thought until finally, one night I stepped outside and looked up at the sky wondering about Him. To my shock, right then, He spoke to me and said, “I have been waiting for you to come all this time.” I fell back against the house and laughed with joy!
I continued to search for the missing link in my life and stumbled into some very bad stuff which I thought was the answer. I hated this world because it is so godless and shallow, and I wanted out. I wanted something real. I was determined to jump into this alternate venture, but because it did not include God I figured that I had better first give my Mother’s Bible a chance.
I was then eighteen. Opening it up to the New Testament and reading the Words of Jesus, I realized that Jesus Christ is the one and same God Who spoke to me those many years earlier. At that very moment I felt like I had been dead for eighteen years and had just come to life. God no longer seemed a million miles away, but was right there with me. I felt completely satisfied. Still I knew that there was something I needed to be doing.
have preached Him in the prison, at the young offender’s facility, on the streets, in bars, on the radio, and wherever possible.
In this fleeting life there are many critical issues and concerns, but none are as important, more significant, and more impacting than getting our life right with God our Creator. Everything else will fall into place.
Jesus said that whoever comes to Him will never hunger, and whoever believes in Him will never thirst. Jesus Christ is returning, and there is a day of retribution, and a Judgment Day, yet He is calling us to walk with Him by faith and love.
That is the reason for the urgency and all the commotion. Please take Him seriously!
The
However, since that occasion, whenever I was aware that I had sinned, I felt fearful and begged for His forgiveness, but He still seemed a million miles away. Knowing God is there and not being able to reach Him is so frustrating. When I was fifteen or sixteen, my mother challenged me, saying that Jesus Christ is the Son of God, He is God. That made me furious. “How absurd,” I thought!
Three years later I met young fellow who told me that I should serve the Lord. That’s it! I determined to go into the ministry and preach Jesus. I took all the training I could, but when the time came, the Pastor told me that he couldn’t use me because I was too hostile. He was right.
I would get angry when people wouldn’t repent. He was justified, but I was devastated by his evaluation. Instead, the Lord sent me back into the world that I hated and commanded me to walk in the love of Jesus Christ.
The fire has never stopped burning in my heart since the day I found that Jesus and God are real. I

Provincial: Northeast BC housing construction down by almost half: report
Rob Brown editor@dcdn.ca
Construction in Northeast BC’s municipalities decreased by almost half in 2022 - compared to 2021.
The stats come from the annual report just released by the Chartered Professional Accountants of British Columbia (CPABC) on investment trends across the province, notes the number of housing units that began construction in Northeast BC’s largest municipalities decreased 44.2 per cent in 2022, compared to the number started in 2021.
“In 2022, the number of units started in the
wo major population centres in Northeast BC fell to the lowest level in the past two decades,” said Ben Sander, FCPA, FCA, partner at Sander Rose Bone Grindle.
Over the course of 2022, 63 housing units began construction in Dawson Creek and Fort St. John, down from the 113 units started in 2021 and the annual average of 109 from 2016 to 2020.
“However, this decline corresponds with low population growth and declining housing demand in the region.”
Breaking it down by municipality, there were 60 housing starts in Fort St. John and
3 in Dawson Creek in 2022, compared to 104 and 9 in 2021, respectively. Over the same period Northeast BC’s population growth was 54 people.
“The region’s housing supply has kept pace with population growth, which has helped housing remain much more affordable here than in other regions in BC,” said Sander.
“While residential investment has been low in the region, investment into major projects continues to be high.”

National: Humboldt holds tribute five years after deadly bus crash
Church bells are to ring today in Humboldt at the same time as the deadly bus crash brought unimaginable tragedy to the small Saskatchewan city five years ago.
The bells at St. Augustine Church are to toll 29 times — one for each person who was on the bus carrying the Humboldt Broncos on April 6, 2018. Sixteen people died and 13 were injured after a transport truck went through a stop sign and into the path of a bus carrying the Saskatchewan junior hockey team.
Celeste Leray-Leicht, who is part of the planning committee, said she feels better any time she can honour her son. Jacob Leicht was 19 years old when he was killed in the crash.
“He’s part of everything we say and do and guiding us along the way,” Leray-Leicht said.
For the anniversary, the city and members of the Broncos families have organized a tribute service at the Elgar Petersen Arena for people who wish to pay their respects. The rink is the home of the Broncos and is filled with
mementoes, banners and photos.
The tribute will include videos and photos that families of the Broncos have contributed over the years.
Mayor Michael Behiel has proclaimed it “2017-18 Humboldt Broncos Day” and encouraged people to take a moment of silence as the bells echo around 4:50 p.m., the approximate time the crash occurred five years ago.
World: US flies nuclear-capable bombers amid tensions with N. Korea
The United States flew nuclear-capable B-52 bombers to the Korean Peninsula again on Wednesday in a show of strength against North Korea amid concerns that the North might conduct a nuclear test.
The long-range bombers took part in joint aerial drills with U.S. and South Korean fighter jets over the Korean Peninsula, South Korea’s Defense Ministry said. It said it was the first deployment of U.S. B-52 bombers to the

peninsula in a month.
The drills “show the strong resolve of the (South) Korea-U.S. alliance and its perfect readiness to respond to any provocation by North Korea swiftly and overwhelmingly,” Lt. Gen. Park Ha Sik, commander of the South Korean air force operation command, said in a statement.
The South Korean and U.S. militaries have
been expanding their combined military drills in response to North Korea’s nuclear and missile threats.
The allies conducted their biggest field exercises in five years and computer simulations last month. The U.S. also sent the nuclear-powered USS Nimitz aircraft carrier for joint naval training with South Korea last week and U.S.-South Korea-Japan antisubmarine drills this week.

Preventing Disease Transfer When Bringing New Animals into the Herd
BY: DR. CHRISTA HARDER Dawson Creek Vet Clinic
Since the worldwide pandemic most of us have become much more aware of communicable diseases and how to limit spread almost ourselves. Most cattle producers already had a much better general understanding of disease transfer than the general population. That being said we have recently dealt with several cases of herds bringing in outside animals and about ten days later having pneumonia outbreaks in their own animals. A lot of these farms were farms we would consider high health status with relatively “closed herds”. What I mean by that is a herd that implements good vaccination strategies and does not bring in many outside animals. We do know that there truly is no “closed” herd. In this country, at some point, most herds will bring in a new bull or an orphaned calf from a neighbor or a milk cow to feed their excess twins. Bringing in these outside animals poses a high risk to your herd, but we are all going to do it at some point, so here a few pieces of advice to minimize your risk.
a week and make sure they are healthy before you vaccinate. Vaccines take about 2-3 weeks to develop a strong immune response so use them as a tool to prevent disease rather than a treatment. If the vaccine status of the new animals is unknown assume they have had nothing and update according to your herd’s vaccination program. If you do not have a vaccine program for your farm, talk to your veterinarian about developing a protocol for you. This is also a good reminder to keep your herd well vaccinated even if you do not have animals coming in very often. More often than not it seems your home herd will be the ones that get sick from new animals coming in.
Bringing in milk cows and orphaned calves are generally high risk animals so if you do bring these in, make sure to segregate them from your own animals. At minimum get a Johne’s test (fecal sample) done any milk cows (there is more Johne’s disease within dairy than beef cattle).
As we enter the mud season make sure to clean your boots/clothing any time you travel between farms knowing you could also carry disease between operations. If helping a neighbor pull a calf or visiting a farm prior to a bull sale be aware of what is on your feet. Sharing trailers between farms can also pose a risk for disease transfer.
First – know where these new animals are coming from. Ask about that farm’s vaccine strategies, what this individual animal would have received and when. Even virgin yearling bull purchased from a reputable breeder but went through a bull sale at an auction mart has been exposed to a wide array of pathogens. During their brief time at the auction mart that they could bring some of these pathogens to your farm.
There is not much you can do to change what they bring but we can protect our herd by quarantining the new bull/ cow/calf for minimum two weeks before turning them out with the rest of your animals. Ideally a quarantine pen should not be fence line with other cattle (or you might as well turn them in together) and should not share waterers. If your cows are just about to start calving and you buy some more bred cows – consider calving them in a separate area since your cows will be more susceptible to disease during calving (higher stress time in the year). If you buy calves in fall, keep the new calves separate from yours till they are all settled and the weather is good (wait till stress is low).
The next thing you can do is update the vaccines in these new animals. Vaccines work best when given to healthy animals so if feasible, give them a rest period of
Most producers have spent a lot of time and money creating a healthy herd and are already following these strategies but sometimes a good reminder of these simple practices can help decrease the risk of future disease outbreaks.
Best of luck to those producers starting calving, those in the thick of calving and those now keeping new calves healthy before they head out on grass.

5 garlic cloves, sliced
2 tablespoons olive oil
4 cups dry white wine
1 fresh bay leaf
4 sprigs fresh rosemary
4 to 5 sprigs fresh thyme
Cut small slits in the meat of the lamb with a sharp paring knife. Insert a slice of the garlic into each slit. Place the lamb in a large sealable plastic bag and add the olive oil, 2 cups white wine, bay leaf, rosemary, thyme, salt, and pepper. Seal the bag tightly and place in the refrigerator to marinate for 12 hours. Remove the lamb from the fridge the next day, at least 4 hours before roasting. Keep the lamb sealed in the marinade bag and allow it to come to room temperature. Heat the oven to 400 F. Remove the lamb from the bag with marinade. Place it on a rack in a roasting pan. Add 2 cups of wine. Roast for 11⁄2 hours or until the thermometer reads 150 to 160 F. Baste with drippings while roasting. Serve warm.
Asparagus:
4 pounds of asparagus, remove woody ends
2 cups coarse bread crumbs
1 cup grated Romano cheese
2 tablespoons garlic powder
Freshly ground black pepper, to taste
4 large eggs
Sea salt, to taste
Preheat the oven to 400 F. Place the bread crumbs, cheese, garlic powder, and black pepper in a dish or bowl wide enough to hold the asparagus. Mix well to combine thoroughly. Put the eggs in another dish or bowl of similar size and beat well. Working in batches, dip the spears into the egg, making sure they are coated well. Immediately place them in the bread crumb mixture and toss until each spear is fully coated. Transfer the breaded asparagus to a large baking sheet. Place the asparagus in the preheated oven and bake for 30 minutes or until the breading is browned and crispy. Serve with wedges of fresh lemon.
