City of DC: don’t download RCMP cost overruns to us

The City of Dawson Creek is discussing joining the Federation of Canadian Municipalities in calling on the federal government to commit to ensuring that local governments are meaningfully consulted, fully informed, and at the table on issues related to policing costs.

Tuesday morning sees councillor Kyle MacDonald acknowledge while

RCMP have been underpaid, but this is not a City of Dawson Creek budget item they should be responsible for.

“We should send a letter to the Federal government reminding them that we deserve to have a voice. These costs that are being downloaded to us – a 2.5 percent of our annual we are being asked to pick up (2017 to 2021) costs,” he said.

Councillor Charlie Parslow noted council had been noted to budget for

wage increases and more.

“There are about 108 police forces in Canada. A vast majority of them are municipal forces. It is the municipal government that have negotiated settlements that have led to this type of compensation,” he said.

City CFO Teri Vetter said the city was made aware of the potential increases last April to allow for 2023 budgeting. The vote was carried to support writing a letter.

Planning process for North Peace Leisure Facility moving forward

The planning process for a new aquatics and recreation facility to serve the North Peace is nearing a critical milestone. The Peace River Regional District (Areas B and C), the City of Fort St. John and the District of Taylor are working together to explore options for the proposed North Peace Leisure Facility. A feasibility study that identifies the best opportunities to replace the aging North Peace Leisure Pool is nearing completion and is expected to be put before elected officials for consideration soon.

The completed feasibility study will include recommendations on a wide variety of issues including what features could be included in the building, estimated construction cost, proposed location, and the business case for a new facility including some of the operating costs and revenue projections.

No final decisions on project scope or other major considerations have been made at this point. If a decision is made to move forward with a project, voters would have to approve any borrowing required to build the new facility through a referendum.

The planning process for a new facility began in 2018 but was paused due to COVID-19 pandemic challenges. The process got back on track in 2022 with a new round of public consultation and re-launch of the feasibility study development. The feasibility study will balance community input with cost, affordability, and other considerations in recommending what could be included in the facility. The North Peace Leisure Facility (NPLF) Replacement Steering Committee, which includes elected representatives from the PRRD Board and Fort St. John and Taylor Councils, is meeting regularly to support the completion of the feasibility study and ensure resident needs are addressed in proposed recommendations.

When the feasibility report and related recommendations are complete, they will first be reviewed by the Steering Committee, and if supported, will be presented to the PRRD Board and the Fort St. John and Taylor Councils for consideration and provisional approval. Elected officials would then determine the process and timeline to seek approval from voters in the affected communities to borrow the funds needed to pay for the project.

New online reservation system for Blackfoot Regional Park

There is a new way to book at Blackfoot! The regional park is now online with Let’s Camp, a digital reservation system that allows users to select camping dates 30 days in advance, view site availability and pay for bookings in one secure transaction. The park still accommodates drive-in reservations and holds eight sites on a first-come-first-served model.

The Musical Ride has welcomed new foals born at the RCMP Breeding Farm in Pakenham, Ontario.

“We’re asking for your help in naming up to 12 of these adorable foals,” say RCMP officials.

Miss Rodeo Canada coming to DC

DC bowlers roll to provincial gold

Bantam bowlers and now goldrollers Bentley Nyman and Drayk Oman are provincial YBC Bantam High Low champs.

The pair picked up their Gold medals with a ‘140 over average’ roll over the April 1 weekend.

Coach Josh White says the pair were focused during the weekend competition in Vancouver, after regional qualifying went strong.

The youth bowling season is wrapping up for the season over the next week.

OPINION: BC’s ALR: every community’s best friend

Not many British Columbians will recall the significance of April 18, 1973. That was the date the Land Commission Act was passed in BC. Some older farmers will no doubt recall the anger they felt at the ‘land freeze’ that halted subdivision and non-farm use of farmland throughout the province. Some longretired Regional District Directors may recall the gruelling process of the over 300 public hearings that went into establishing the original Agricultural Land Reserve (ALR) boundaries in 18 short months.

Not only does it remain the most successful agricultural land preservation program in North America but, in my opinion, we would not have the option for viable agricultural sectors today in high growth regions like the Lower Mainland and the Okanagan without the ALR.

It’s easy to take BC’s farmland for granted and to forget that only 5% of our provincial land area has the soil and climate capability to grow food. By 1973, it was estimated we were losing about 6000 hectares of farmland a year to development, including transportation corridors and other built infrastructure. It was clear that local governments could not withstand the pressure.

The primary purpose of the 1973 legislation was: ‘to preserve agricultural land for farm use and to encourage the establishment and maintenance of family farms.’ Despite being battered, bruised, attacked and ignored by governments of all political stripes as

For the first few decades that held true, as all communities were required to revise their Official Community Plans to redirect growth away from farmlands. In recent decades, however, reduced budgets have seriously limited the capacity to do good land use planning. In many cases, smaller communities have had to rely on the provincial ALR to hold the line against residential sprawl and subsequent increased servicing costs and land use conflicts in their rural areas.

The first Land Commission brochure was entitled, Keeping the Options Open. The ALR has done that – and not only for BC’s farmland. With the current urgent challenges to both provide affordable housing and build climate-resilient communities, the ALR is an unexpected ally.

Surely, that is an unprecedented achievement for any government program, especially over a 50year time period. Threats remain, however: some longstanding and familiar in 1973; others new, more complex and not even on the radar screen back then. Through both design – and accident – BC’s ALR has set us on the right path on several counts. It got us to here. But it will require equally good public policy and political courage at every level of government to embrace its wisdom and to meet community land use planning challenges over the next 50 years.

In addition to a consulting career in land use planning and natural resource management, Joan served as MLA, Speaker and Minister of Environment during the 1990s.

Heavy metal and pure gilded alchemy; a chat with a goldsmith

Goldsmith Briana Mercier will be in Dawson Creek next week to host a handful of metalsmithing workshops. We had a conversation with her about the fine art of working with high end metals.

“Silver and gold are both very mailable add a heat and a little hammer – you can create and recreate many things. Over and over – which there is not too many matters like this,” says Mercier.

“When I was at UNBC – I made and sold beaded jewelry with my sister and sell it at farmer’s markets.”

Mercier realized early on a practical and professional there were outlets for the profession.

Those in attendance next week will learn to make rings, earrings, and a pendant.

“If they have questions, I am there to help them.”

The metalsmith sessions go at Our Social Collective on April 21.

Deadline coming for rural business applications

Northern Development announced this month it is inviting applications to the Rural Business and Community Recovery Regional Business Liaison program.

The program provides a financial incentive to encourage Community Futures Development Corporations, local and Indigenous governments, or economic development entities to hire locally based talent to provide business support services for the region.

“These services include supporting economic redevelopment for rural businesses and communities impacted by forest policy changes and other impacts to the forest sector by providing direct one-on-one advisory services,” say officials.

This program is possible thanks to a $1.5 million investment from the Province of B.C. which will support up to 15 regional business liaison positions throughout Northern B.C. for a one-year term.

Northern Development will approve Regional Business Liaison funding applications within three weeks of the application intake deadline.

“We are very pleased to have this program up and running. Our team is excited to work with applicants to ensure our businesses and communities in the North receive the supports they need to succeed,” said Felicia Magee, Director Economic Development, Northern Development Initiative Trust in a statement.

Applications must be submitted by midnight on Friday, April 28, 2023, to be considered for funding.

DC U18 volleyball team preps May Mesa trip

The Dawson Creek U18 Girls volleyball team is keeping busy this Spring.

The girls are in the midst of a weekend tournament with a 9am start Saturday morning – and are in the midst of doing some fundraising for a trip to Mesa, Arizona for a volleyball tournament in May.

“We are bout $18,000 towards $25,000,” says coach Trish Morgan.

“We just did an Easter Egg hunt, a beef jerky sale and some more ideas,” says Sofia Clerk, outside/libero with the team.

The home volleyball action starts last weekend.

Raiders take basketball gold in Edmonton

Dawson Creek’s Raiders U17 Girls team won gold in their division this weekend at the Swoosh Maximum Madness Basketball Tournament in Edmonton.

“We are super proud of them! There was 110 team at this yearly tournament and 10 teams in our division. Our girls went 5-0,” said Marisa Kemp with the team.

The Raiders picked up wins against The Royals (Leduc) 45-17, the FSJ Flights (Fort St John) 39-14, the Capital City Basketball Academy (Edmonton) 4332, and the Yellowknife Eagles (Yellowknife) to come out as the #1 seed in Pool A.

The Raiders then took the #1 seeded in Pool B Moose Jaw Spartans 68-38 for the gold.

With heavy hearts, the family of George Wesley Streeper announce his passing at the age of 84 on April 6, 2023.

Long-time resident of Dawson Creek and formerly of Fort Nelson, BC. George passed peacefully in his home as per his wishes, surrounded by the love of his family. A service will be held at a later date to honour him, in remembrance, respect and love . He will be forever missed as a loving husband, father, brother, grandpa, great-grandpa, uncle, cousin, Captain and friend to many –George Streeper.

It is with profound sadness that we announce the passing of Carmen Barber, a resident of Progress, BC, on Monday March 13, 2023 in Penticton, British Columbia at the age of 68 years.

Carmen (Carmela) was born January 23, 1955 to Enrico and Maria Arnone in Cimitile, Napoli, Italy.

Carmen was predeceased by her parents Enrico and Maria, her brother Domenico, and her sister Rosa.

Carmen is lovingly remembered by her husband of 45 years Sam, her sisters Lata (Pierre Raby) and Antonietta (Giuseppe Pacchiano), her brother Felix; her children Jennifer (Sam Wingham), Graham (Richelle Brau), and Thomas as well as her grandchildren Cayden and Fynley Wingham and Emersyn and Luke Barber.

Carmen spent her professional life engaged in the education system starting at McLeod Elementary and finishing at Ecole Frank Ross. In her personal time she loved to garden, spend time at their cabin in the summer and Arizona in the winter. Carmen was also a talented artist who loved to paint.

A celebration of Carmen’s life will be held on Saturday July 15, 2023, at 1:30pm at the McLeod School and Community Hall which is located at 8025, 265 Road, west of Dawson Creek, British Columbia.

Cindy Lea Stefanyk

It is with deep sadness that we announce the passing of Cindy Lea Stefanyk. Cindy, a lifelong resident of Dawson Creek, passed away on Friday, April 7, 2023, in Dawson Creek, at the age of 68 years.

Cindy was born in Dawson Creek on February 1, 1955, to Audrey and George Therrien. Her early years were spent in the Landry and Pouce Coupe areas. She attended school in Pouce Coupe until moving to Bonanza in 1967 when the family purchased the Bonanza General Store. Cindy helped with the operating of the store with her mom and dad, and brother Lance. She attended Bonanza school until Grade 9, then continued her education and graduated high school in Dawson Creek. After graduation she started working at CIBC. Cindy and Phil married in 1974. Cindy spent her time working at the bank, spending many weekends in Bonanza helping with the family farm, planting gardens and growing flowers. Once they started their own family, Shelli born in 1978, Neil born in 1980 and Stacey born in 1984, Cindy dedicated her life to her kids. We built our home and moved to the country in 1982. When the kids started school, Cindy was always involved, volunteering whenever and wherever possible, eventually being employed by School District #59 in several capacities. Cindy took her roles very seriously and was a positive influence on all the young people she worked with. Health issues ended her working career, but by then grandkids started to arrive and Cindy multiplied her love to the next generation, becoming “Mama” and “Ma”. She remained strong and feisty while contending with chronic pain and declining health, concerned only with everyone else, family and friends. Cindy will be dearly missed. We will have everlasting fond memories.

Cindy was predeceased by her mother Audrey. She leaves to mourn her loving husband of 49 years, Phil; children, Shelli (Sean), Neil, and Stacey (Trevor); grandchildren, Seth, Taylor, Finn and Wyatt; father, George; brother, Lance (Karen), and countless relatives and friends.

We sincerely thank everyone for the phone calls, texts and support. To honour Cindy, the family will announce a Celebration of Life at a later date.
