Default fears fuel angst in shutdown Washington WASHINGTON (AFP) - The "terrible" and "unthinkable" threat of a US government default transfixed Washington Monday, as a standoff over raising the debt ceiling surmounted angst over a week-long government shutdown. Republican House Speaker John Boehner sparked alarm after warning on Sunday that he would not allow Congress to raise the government's borrowing limit by an October 17 deadline unless President Barack Obama climbs down and offers concessions. The sense of building crisis over Washington's financial paralysis was picked up in China, with Beijing warning that the United States must act quickly to establish the credibility of the dollar, the world's major reserve currency. Concern also spread to previously calm investors, with the Dow Jones Industrial Average down 89.72 points (0.60 percent) at 14,982.86, mirroring a downward trend on global markets sparked by anxiety over US government paralysis.
The White House reacted sharply to Boehner's remarks, warning Congress could trigger a disastrous default and shred Washington's prized credit rating, as doomsday scenarios of default, once deemed unthinkable, appeared to grow in credibility. "We can't threaten an economic catastrophe," Obama said Monday, decrying Republicans for using the debt ceiling as leverage. "What we're not willing to do is to create a permanent pattern in which unless you get your way, the government is shut down or America defaults," Obama said during a visit to the Federal Emergency Management Agency. "That's not how we do business in this country. And we're not going to start now. The US government will be barred from borrowing by October 17 unless the current $16.7 trillion debt ceiling is lifted. In the resultant chaos, Washington would begin defaulting on its debts, global stock markets could plummet and the fragile world economy could take a hit it can ill afford. Continued on pg 6

During the Europe Meets The America’s conference held in May this year a memorandum of understanding was signed to enable further development of this project. At the press conference announcing the Green Conference, which will kick-off this Wednesday, just months after the signing of the MOU, Ecological Technologies and Trading Freezone NV received the final go ahead. Earlier this year Minister Mike de Meza approved the new fiscal reform package named ‘Begunstigend Beleid’ which has made Aruba’s Free Zone a more attractive instrument for investors while at the same time stimulating investments into the green energy sector to help meet the govern-

IBiSA with information session on CIOS Program For those who love sports and are interested in motivating others to get moving, the CIOS program may be just what they need. The CIOS – Centraal Instituut voor de Opleiding tot Sportleiders,” (a special program to train people to become sport leaders/teachers). This is a program on the MBO level which eventually leads to a profession in an important sport. The study will be conducted in Holland. In Aruba, IBiSA is the institution organizing, coordinating and directing the preparation of interested candidates who want to follow the program. They are required to do certain tests here. The tests will take place here next year in the months of February and March. In connection with the preparation for the tests, IBiSA is holding an information session on CIOS on Wednesday, October 16 at 6:30p.m. During the information session, a parent who has a child following the course, students of CIOS on intern-

Kirchner, 60, experienced a "transitory and slight" loss of muscular strength in her left arm on Sunday, and surgical intervention was indicated to drain a subdural hematoma, it said. Kirchner suffered a blow to the head on August 12, but it wasn't until Saturday that doctors at the Fundacion Favaloro hospital detected the "chronic subdural hematoma" and ordered that she take a month's rest. Kirchner went back to the clinic on Monday for further tests and was hospitalized until Tuesday when she will undergo the surgery. The Argentine president faces a key political test October 27 when Argentines vote in legislative elections in which half the seats in the lower house are at stake and a third of the senate.

This past weekends was the fourth consecutive year that the Tierra Del Sol Golf Course and Country Club hosted a charity tournament on behalf of Cas Animal Foundation, this past Saturday, October 5. Kirsten Arndt,
founder of Cas Animal, which is dedicated to rescuing island stray dogs and cats, and building a state of the art, no-kill sanctuary on Aruba, expressed her extreme gratitude to all sponsors. Gene Sperling, Director of the National Economic Council, said Boehner's comments were disappointing and warned Obama could not allow the House of Representatives to hold him hostage over raising the debt limit because it would set a dire precedent for future presidents. "The president has made clear the era of threatening default has to be over," Sperling said at a breakfast hosted by the Politico news organization. "If we sanction that as a regular process, that will do great harm to our democracy, great harm to our economy, great harm to the full faith and credit of the United States," he said, adding that a debt default would be "unthinkable." Obama is refusing to negotiate with Boehner on raising the debt ceiling, saying Congress has a duty to pay bills already run up by lawmakers. Boehner told ABC News on Sunday that his Republican-controlled House would not raise US borrowing authority without concessions from the White House. "The president is risking default by not having a conversation with us," Boehner said. Uncertainty remains over Boehner's true intentions. He had been quoted as saying by anonymous lawmakers in reports last week that he would not allow the United States to go into default. But Boehner is in a perilous political spot, between the wider interests of eco-
nomic stability and the radical demands of Tea Party conservatives in his Republican coalition to whom he may well owe his job as speaker. Obama said he was prepared to negotiate with Republicans on health care, taxes and budget issues -- but only after the government was reopened and the debt ceiling was raised. Jason Furman, chairman of the president's Council of Economic Advisors, said the consequences of default were "too terrible a thing to even talk about." "We've never actually tested it, we don't know what happens," he also told Politico. On Sunday, US Treasury Secretary Jack Lew warned in an appearance on CNN: "Congress is playing with fire." China voiced the alarm many foreign governments are feeling. "As the world's largest economy and the issuer of the major reserve currency in the world, it is important for the US to maintain the creditworthiness of its Treasury bonds," vice finance minister Zhu Guangyao told reporters. "It is important for the US economy as well as the global economy," Zhu said. "The clock is ticking." Concerns over possible default, the second of two political crises that could pummel the US economy, overshadowed concern over the government shutdown, which went into a seventh day on Monday.
Driver blamed in Mexico monster truck tragedy CIUDAD JUAREZ (AFP) The driver of a monster truck that ran over spectators in northern Mexico had performed an unsanctioned stunt in the tragedy that killed eight and injured 87, a governor said Monday. At least 29 people remained in hospital, including 13 in intensive care, following Saturday's accident at the demolition show in Chihuahua, capital of the eponymous state, said Governor Cesar Duarte. Four of the eight fatalities were children. The 51-year-old driver, Alfredo Velazquez Samaniego, who is being treated for a head injury at a
hospital, was detained and prosecutors said he could face manslaughter charges. Video footage show the monster truck leaping over two crushed cars, landing on its giant front wheels and bouncing before plowing into a nearby crowd of spectators who were not behind security barriers. Velazquez Samaniego also admitted that he had consumed two beers before getting behind the wheel of his truck, though a blood alcohol test showed that he was not drunk, Duarte said. "The fact that he drank and the statements he made show a lack of expertise and a direct responsibility in the

International News Cellular breakthrough earns trio Nobel for medicine STOCKHOLM (AFP) - A trio of US and German scientists won the Nobel Prize for Medicine on Monday for pioneering work on the body's cell transport system, unlocking insights into diabetes, immune disorders and other diseases. James Rothman and Randy Schekman of the United States and Thomas Suedhof of Germany shared the prize for discovering how molecules vital to cellular functioning are shunted around in an internal freight system, tucked inside sacs called vesicles. They also helped resolve how the vesicles arrive on time and in the right place -- a major riddle, given that this takes place in a microscopic environment humming with movement. If the package fails to show up at the right time, or goes to the wrong location, this can cause cellular malfunction. "Through their discoveries, Rothman, Schekman and Suedhof have revealed the exquisitely precise control system for the transport and delivery of cellular cargo," the Nobel panel said. Rothman is a professor and chairman of the department of cell biology at Yale University; Schekman is a professor of molecular and cell biology at the University of California at Berkeley; and Suedhof is a professor of molecular and cellular physiology at Stanford University, also in California. Schekman, 64, told AFP he
was shocked to get the call from Stockholm: "My reaction when I heard about it was one of disbelief and joy." Rothman, 62, told Swedish Radio he was "profoundly honoured". "Almost anyone who receives the Nobel prize has some indirect knowledge of one sort or another that they might be a candidate, so at some level it's not a complete surprise. But that it actually happens is an out-of-body experience," he said. Suedhof, 58, was driving a car "in the middle of Spain" when reached by the Nobel Committee several hours after the announcement. "Are you serious? Oh, my God," he said when given the news, according to a recording carried on the official Nobel website. When asked about his capacity for work, he answered: "My wife thinks I am crazy. I
don't know. I am incredibly driven." The trio worked independently on various aspects of the vesicle system, in research spanning three-and-a-half decades. Schekman began his investigations in the late 1970s, when he became interested in cellular genetics, using yeast as a model for study. Yeast cells with defective transport machinery gave rise to a system that resembled a poorly planned public transport system, he discovered. In the 1980s and 1990s, Rothman began studying in greater detail how vesicles are transported in mammalian cells. Suedhof's curiosity was initially piqued by how nerve cells are able to communicate with one another in the brain. The Nobel adds to the trio's long list of achievements.
BOGOTA (AFP) - Colombian authorities said Monday they seized more than a ton of cocaine in a raid in the northern La Guajira region bordering Venezuela. The haul was aboard a truck with Venezuelan license plates that was intercepted in a rural area in an operation coordinated with the US Drug Enforcement Administration, Colombia's National Police said. Guards protecting the shipment opened fire during the raid and fled, abandoning the cocaine, police said. Investigators believe the Colombian drug cartel Los Rastrojos was transporting the drug for shipment on fast boats from La Guajira to Central America. Colombia vies with Peru as the world's top producer of cocaine, turning out 309 tons of the drug in 2012. US Supreme Court declines to review Argentine debt case WASHINGTON (AFP) - The US Supreme Court on Monday refused to consider a landmark appeal by Argentina of a lower court's order to pay around $1.5 billion to two hedge funds. But the decision did not end Argentina's avenues to challenge the 2012 ruling, supported in August on appeal, that it had to pay back all holders of its defaulted bonds, whether or not they took part in a restructuring of those bonds. In a case closely watched for its potential impact on other sovereign debt restructurings, Argentina had asked the Supreme Court to review the original "equal treatment" decision that if it makes payment on the restructured debt, it must also pay the hedge fund investors. The Supreme Court's decision relates only to that narrower issue. But Argentina could still appeal to the highest US court the August order by the Second Circuit Court of Appeals in New York to repay the debt restructuring holdouts. Argentina has argued that the two hedge funds, NML Capital and Aurelius Capital, lost their right to collect when they declined to take part in the 2005 and 2010 restructurings
of nearly $100 billion of debt it defaulted on 13 years ago. Buenos Aires argues that paying the two full face value for their bonds would be unfair to the restructured bondholders. It also said being forced to pay the two in full could expand its payment obligations to others and force it back into default on all its debt. Argentina is still fighting on procedural grounds the August appeals court decision, and only after that challenge is cleared can it ask again for the Supreme Court to review the case. The case has implications for the massive global market for sovereign debt. Critics say the New York judgment could set a precedent for all sovereign debt restructurings in which a majority of bondholders, but not all of them, accept a "haircut" or writeoff of the debt's value in order to help the borrower restore financial stability and make good on at least a part of the bonds' worth. Analysts have pointed to the risks implicit for the massive restructuring of Greece's debt, a cornerstone of the international bailout by the European Union, European Central Bank and the International Monetary Fund.

who don’t show signs or symptoms of the disease. Diagnostic mammograms are an X-ray of the breast, and are used to check for the dis-
ease after a lump – or some other symptom – is found, according to the National Cancer Institute (at the National Institute of Health). Screening
mammography can help in reducing the rates of breast cancer deaths among women ages 40 to 70, according to the NCI. Besides a lump, signs of breast cancer can include breast pain, thickening of the skin of the breast, nipple discharge, or a change in breast size or shape; however, these signs may also be signs of benign conditions. A diagnostic mammogram can also be used to evaluate changes found during a screening mammogram or to view breast tissue when it is difficult to obtain a screening mammogram because of special circumstances, such as the presence of breast implants. Early detection of breast cancer with screening mammography means that treatment can be started earlier in the course of the disease, possibly before it has spread. Women age 40 and older should have mammograms every one to two years. Mammograms are also recommended for women with a family history of the disease, as well. Checking your breast, also known as a breast selfexam, can be helpful in detecting lumps – or other unusual changes – but cannot replace a clinical exam, or a regular screening mammogram, according to the NCI.

Sci-Tech Typhoon Fitow slams into China, kills five BEIJING (AFP) - Typhoon Fitow, which barrelled into China's east coast early Monday packing winds of more than 200 kilometres (124 miles) an hour, killed at least five people and impacted 4.5 million, state media reported. Two men died in Wenzhou city in Zhejiang province, the official news agency Xinhua said, while three people from the city of Ruian died of electric shocks. Four other people are still missing, state media reported.
Fitow had affected about 4.35 million people in Zhejiang, with houses torn down and grain flooded, Xinhua reported citing the provincial flood control office. Earlier it said the storm caused economic damage in the province of 2.28 billion yuan ($160 million). In Fujian province another 210,000 people were affected, Xinhua said. Parts of Zhejiang, which neighbours the commercial hub Shanghai, saw nearly 29 centimetres (11 inches) of

Dutch economy set to leave recession: Central Bank chief US stocks fall as budget fight continues NEW YORK CITY (AFP) US stocks Monday finished lower as a partial US government shutdown entered its second week with no sign of resolution. The Dow Jones Industrial Average fell 136.34 (0.90 percent) to 14,936.24. The broad-based S&P 500 tumbled 14.38 (0.85 percent) to 1,676.12, while the tech-rich Nasdaq Composite Index gave up 37.37 (0.98 percent) at 3,770.38. The paralysis in Washington continued to weigh on markets. Analysts have expressed particular concern that the fight over the budget will stymie efforts to raise the budget ceiling, resulting in a US default with damaging economic consequences. However, the market still considers a US default unlikely, said Peter Cardillo, chief market economist at Rockwell Global Capital. Banking equities were among the hardest-hit. Dow component JPMorgan Chase fell 1.6 percent, Citigroup dropped 2.0 percent and Wells Fargo dipped 1.7 percent. Dow component Boeing dropped 0.4 percent after Japan Airlines announced a massive $9.5 billion aircraft order with competitor Airbus. The decision challenged Boeing's dom-

THE HAGUE (AFP) - The Dutch economy is likely to shrug off a year-long recession as international markets show signs of improvement, Central Bank governor Klaas Knot said on Monday. Presenting a half-yearly report on the state of Dutch banks, Knot said in Amsterdam that "although the hard figures aren't out yet, it's my feeling that we're out of the recession." The central statistics office is to release third-quarter figures on November 14. "There are many signals to indicate this," Dutch public broadcaster NOS quoted Knot as saying. is that "the world (economy) is picking up, which is always an important indicator for the Netherlands," he said of the trade-dependent Dutch economy. The sparkling translucent stone was sold to an unnamed phone bidder at the Sotheby's auction for HK$238.68 million ($30.6 million) following bidding that lasted for more than six minutes, leaving auctioneers thrilled. Hong Kong has become a centre for jewellery auctions thanks to growing wealth in China and other parts of the region. The eggshaped stone sold Monday has been described as the finest of its kind ever to appear at auction. Earlier estimates valued it at $28-$35 million. The stone, dubbed the "Magnificent Oval Diamond", was discovered in a deep mine in an undisclosed southern African country in 2011. As a rough stone before being cut, it weighed 299 carats.

Dario Franchitti will have second surgery Dario Franchitti is recovering in a Houston hospital Monday after surgery to temporarily stabilize a broken right ankle sustained during a violent crash Sunday during an IndyCar street race. The IndyCar driver also has two cracked ribs, and will be moved to Indianapolis on Wednesday. Franchitti also sustained two spinal fractures and a concussion in the crash on the final lap of the Grand Prix of Houston. His car went airborne and struck a catchfence, sending portions of the fence and other debris into a grandstand, injuring an IndyCar official and 13 fans. Two of the fans were taken to a hospital for treatment; others were treated at the scene and released. International team in Qatar to inspect labour conditions Nepalese workers were treated as slaves. DOHA (AFP) - A delegation from an international labour federation arrived Monday in Qatar to inspect the situation of migrant workers in the 2022 football World Cup host, amid claims of severe exploitation. The 18-member team from the Building and Wood Worker's International federation will visit construction sites in the Gulf emirate and report on the situation. "This mission is to inspect the conditions of work in the construction sites," said Gilles Letort, from the CGT French union upon arrival. He pointed out that the visit was decided before the revelations made by the British daily, The Guardian, last month, which said 44 Nepalese workers have died on construction sites in Qatar. "This has been prepared a year ago, and it is not linked to the recent campaign," he said. "We will inspect, note, and afterwards, try to creat awareness and act to improve the situation of workers based on our findings," he added. The Gulf state has come under mounting pressure to end exploitation of migrant workers, as it embarks on a multi-billion-dollar construction programme to prepare to host the 2022 football World Cup. The International Trade Union Confederation (ITUC) last week slammed as "weak and disappointing" Qatar's response to media claims that
"There are already labour inspectors and they have no impact," said ITUC Secretary-General Sharan Burrow. ITUC lodged a complaint in March with the labour ministry against six Qatari companies after being contacted by workers. The union body says Qatar's labour ministry received 6,000 worker complaints in 2012 while the Indian embassy there received 1,500 complaints in
the first five months of this year. Among the complaints are that false promises are made to workers, that employer obligations on wages and working conditions are not met, that contracts are not respected, passports are withheld, workers are indebted to recruiters or moneylenders, and that workers are forced to live in crowded squalid camps.
