GATLINBURG — Hundreds of people turned out Wednesday to help the Pancake Pantry celebrate its 50th anniversary. There were local regulars and visitors. People who ate there the day the Gatlinburg institution opened. People who happened to be in town Wednesday and wanted a good breakfast. They all got to pay the same prices they would have in 1960, when the Pantry became the state’s first pancake restaurant. Gordene Landreth — known in Gatlinburg as the Rose Lady — was one of the locals who could remember when the pantry first opened. As she waited for her pancakes Wednesday, she said she wouldn’t have missed the chance to mark the milestone with them. “I remember when they first started here,” she said. “I’ve been coming ever since.” She said she’d

Major gubernatorial candidates at Friday tourism forum Event scheduled for 6:45 p.m. at Dollywood By JEFF FARRELL Staff Writer PIGEON FORGE — Gatlinburg and Sevierville chambers of commerce scored a coup by getting all six of the major candidates for governor to come to a forum on tourism at Dollywood on Friday. Republican candidates Bill Gibbons, Bill Haslam, Ron Ramsey and Zach Wamp will attend, along with Democratic candidates Kim McMillan and

Mike McWherter. “We’re pretty psyched about having the top six candidates,” said Amanda Marr, director of marketing for the Sevierville Chamber of Commerce. The public is invited. The gates open at 5:45 p.m., and the forum begins at 6:45 p.m., with brief introductions by each candidate. The forum will be broadcast live from 7 until 8 p.m. on Knoxville radio station WNOX. It is a joint venture for the two chambers of commerce. They asked their members to come up with tourism-themed questions for the candidates, and came up

with a total of eight they will pose to the candidates. “The Gatlinburg and Sevierville chambers asked their members for questions, and we kind of mashed them together,” Marr said. All questions will be focused on tourism, Sevier County’s major industry. It’s an opportunity to have all the candidates in town to see first-hand the impact tourism here, as well as many of the state’s main attractions. “I think it’s going to be a good opportunity to hear what they think about tourism, which is important to us, but also to the rest of the state,” Marr said.

The audience won’t have a chance to offer questions of their own, but some candidates have said they will stay afterwards to speak to people who attend the forum, she said. Dollywood doesn’t open until next week so trolleys won’t be available, but there will be people present to guide attendees to the location. People will be able to park in Lot A, the area closest to the entrance, and the event will take place at the Showstreet Palace, which is near the entrance. n jfarrell@themountainpress.com

Watts is a lifelong resident of Sevier County and grew up in the Maples Branch community. He is married to Joann Robertson Watts, and together they have four

children: Dillon, Bo, Will and Lexi. For the last 19 years Watts has been employed Watts by the S e v i e r County Sheriff’s Department. During this time he said he has spent numerous hours serv-

ing and getting to know the residents of the 1st District. “I have discovered a need for a different direction for our district by seeing and hearing first hand the needs of the people in areas such as roads, schools, law enforcement and utility needs for the area. As a business owner I have the knowledge and experience to operate within a budget. I have

personal friendships with state and congressional leaders, which will bring additional support to people of Sevier County, as well as the people of the 1st District,” he said. “My qualifications embody all the things needed in our county government. I am approachable, trustworthy and concerned for the families and businesses within our county,” Watts said.

Submitted report PIGEON FORGE — The Sevier County Republican Party looks back on its history and forward to the future with the annual Lincoln Day Dinner on March 25 at the MainStay Suites. The event begins with a reception at 6 p.m. and continues with dinner at 7. The Republican Party recognizes Abraham Lincoln as an influential founder of the GOP. The dinner honors his legacy and includes presentations by Republican candidates in upcoming state and local elections. Among those expected to attend are gubernatorial contenders Bill Gibbons, Shelby County district attorney general; Knoxville Mayor Bill Haslam; Lt. Gov. SEVIERVILLE — LeConte Medical Center’s next “Freedom From Smoking” class begins April 5. The class will be from 6 to 7 p.m. at the hospital. Freedom From Smoking is a smoking cessation program designed by the American Lung Association that includes a support group atmosphere, and focuses on overcoming addiction. Smoking is a learned habit that can be unlearned.

The class requires a $50 deposit that is refundable at completion of class (when meeting the attendance requirement), and a $25 nonrefundable materials fee. Iva Ellen Franklin Campbell Iva Ellen “Granny” Franklin Campbell, a loving Christian Mama and Granny, of Pigeon Forge, went to her Heavenly Home March 15, 2010. She was a lifelong member of Pigeon Forge First Baptist Church where her father was a founding member, and where she taught Sunday School for 50 years. Iva loved to work in her garden, tend flowers in her yard, and care for her cattle. Always an avid quilter, loving stitches made handmade quilts for her children, grandchildren and great grandchildren. Preceded in death by her: husband, Raymond C. Campbell; sons, Ronny Campbell and Robert “Bob” Campbell; daughter, Karen Carr; parents, Perman “Papa” and Leona “Nannie” Franklin; sisters, Lee Walker and Perna Noland; infant brother, Oscar Franklin; and niece Louise Galyon. Jerry Columbus Cate, age 67, of Kenny Street, Greeneville, died Saturday, March 13, 2010, at his home. Mr. Cate retired after over 40 years with Philips Consumer Electronics (Magnavox) and was a member of the Moose Lodge. He was born and reared in Sevier County and was a graduate of Sevier County High School. He is survived by his wife, Vivian Jones Cate; daughter and son-inlaw, Angela and Todd Ross of Gatlinburg; two sons and a daughter-inlaw, Ryan Cate, Russell and Amy Brooks of Greeneville: grandchildren, Candice and husband Evin Cole, Heather Woodby, Gavin Cate, Kendy L. Cate, Makayla Cate, Austin Brooks, Garrison Brooks, Weston Brooks; great-granddaughter, Catherine Cole; sister-in-law, Brenda Thomas and husband Tommy; two brothers-in-law, J. C. He was a son of the late Troy and Lucille Cate and was preceded in death by a son, Christopher Cate; a brother, Robert Gene Cate; and a baby sister, Linda Joyce Cate. Martha Sue Howard England passed away Monday, March 15, 2010. She was born to Ted and Lucille Howard. A native of Knoxville, Tenn., Martha was an Isle of Wight County, Va., resident for 42 years. She graduated from Knoxville Central in 1956 as Valedictorian with a class of over 300. Martha attended LMU on a scholastic scholarship. While living in Isle of Wight County, she worked for many years at Isle of Wight Academy as assistant to the principal. Martha later worked for Social Services for the County and she also did volunteer work for the people of Isle of Wight. Martha is survived by her husband, Charles England; brothers and sisters, Barbara Thornberg, Doris McCarter, Charles Edward Howard, Rose Clevenger, Nina Vogel and Jimmy Howard. She was preceded in death by sister, Mary McCoy. A graveside service will be held Friday, March 19, 2010, at 1 p.m. in Central Hill Baptist Church Cemetery. The family will receive friends from 7-8 p.m. on Thursday, March 18, at Colonial Funeral Home. Martha had great passion for helping others. She made positive impressions with all she met. Robbery suspects killed in shootout GALLATIN (AP) — Gallatin police say two bank robbery suspects died in a St. Patrick’s Day shootout with authorities. A witness says one was wearing a green costume. A police news release said First State Bank was robbed at 12:28 p.m. Wednesday, and the suspects fired at police during a car chase. The release said the two ran into a field and died when they exchanged fire with officers. Med examiner arrested for drugs NASHVILLE (AP) — Tennessee’s head Medical Examiner Dr. Bruce Levy was arrested in Mississippi and charged with felony marijuana possession after investigators found a package of pot with his name on it and more of the drug at his hotel room, authorities said Wednesday. Levy, 49, also does coroner’s work in Mississippi, and both states said they were suspending contracts with his two businesses. The package with Levy’s

name on it at a distribution center contained less than an ounce of marijuana, said Jon Kalahar of the Mississippi Bureau of Narcotics. Agents on Tuesday also found several containers at his Ridgeland, Miss., hotel room, each with less than an ounce of marijuana. Good and bad to report on sunshine law By FRANK GIBSON Guest columnist

It’s national “Sunshine Week,” a time for Americans to take stock in the value of open government, and this year it may be more relevant than any of the previous four. Newspapers and other media are encouraged to put a spotlight this week on laws designed to “enlighten and empower people to play an active role in their government at all levels and to give them access to information that makes their lives better and their communities stronger.” “Excessive and unwarranted secrecy” surrounding government action — or inaction — impacts people’s lives and breeds distrust and a loss of confidence in government, Sunshine Week founders stress. Take recent auto safety problems, weak regulation, and national reports that certain defects were hidden from the public by confidential court settlements. Or look at the angry backlash to the fact that massive health care reform legislation was worked out behind closed doors. That loss of confidence in government draws comparison to how one national economist described consumer confidence and attitudes about the economic recovery. “Last year, they saw the glass as half empty. This year, it’s half full.” Attitudes and actions within government that lead to public anger, like that reflected in the Tea Party movement, are often on display in school boards, county commissions, city councils, and other public bodies across the state. Not everywhere, but in enough places to show up in public opinion polls. When Tennessee voters were asked two years ago whether they thought more public business was conducted in the open or in secret, 62% said “in secret.” In the last two years, we have seen an unprecedented number of bills in the state legislature that would further weaken records and open meetings laws. From the 300-plus calls the Tennessee Coalition for Open Government received from citizens and reporters in the past 18 months, here’s how those attitudes play out: One school board just outside Nashville refuses to let the public see its agenda until right before the meeting. That means parents have to show up to find out if some action affecting their child is contemplated. Some agencies make the press and the public pay large fees for hard copies of records when it would be easier and more efficient to provide it electronically. There are recurring examples of county commissions meeting in secret “executive” sessions under the attorney-client privilege with no lawyer present. Other bodies try to take secret votes which are clearly illegal under the “sunshine law.” Some local bodies take up issues not on their public agenda and without timely and sufficient notice given to the public. That’s the “glass half-empty” part. Two years ago, the Legislature made some modest improvements to the Tennessee Public Records Act, including setting deadlines for responses to open records requests. Records requests in some cities were ignored for weeks and months. Others charged high fees to discourage requests. Some agencies even tried to charge to see routine records. In many ways those improvements fell short of efforts to clear up vagueness in the law, but one significant addition should have long-term returns. The legislature, with a nudge from Gov. Phil Bredesen, established the Office of the Open Records Counsel within the state Comptroller’s Office and created an Advisory Committee on Open Government. Elisha Hodge, an attorney and the state open records counsel, filed her 2009 annual report with the General Assembly earlier this month. It showed that office handled 1,085 inquiries about the requirements of the law. That was almost twice as many as the year before. Half came from government employees. The other half came from the general public and news media, but mostly from citizens. Despite the fact the office has never been adequately funded, there were two pieces of good news in those numbers. First, some 800 public employees called to get guidance from the office on how to handle requests. Secondly, an almost equal number of citizens had a place to call for the first time when they had problems or just questions about the law. Par for the course City officials took right action about possible wrongdoing at Eagle’s Landing When public officials suspect wrongdoing, there is a right way and a wrong way to react. It appears the city of Sevierville reacted the right way. Within a day or two of learning about possible mishandling of money at Eagle’s Landing Golf Course by golf director Faye Randolph, City Administrator Steve Hendrix asked police to look into the matter. It wasn’t long before the police reported back to Hendrix that there might be something to it. Hendrix called in Randolph, placed her on paid administrative leave, took away her keys and changed the locks on the doors to which she previously had access. The matter was reported to District Attorney General Jimmy Dunn, who asked the Tennessee Bureau of Investigation to

get involved. On Wednesday the day after she was placed on leave, she was fired. This is, by Hendrix’s account, a fast-moving story, changing and evolving almost daily. No one yet knows how it might end. This much, though is for sure: Randolph has not been charged with any crime. TBI is investigating. There is a process that must be followed when dealing with public employees. And let’s remember, she still carries the presumption of innocence, as would any citizen in a similar predicament. When The Mountain Press found out about the situation, we confirmed it, then contacted Hendrix, who was as forthcoming as he could be considering the state of the investigation

and its fluidity. He took immediate action against Randolph just a couple of hours before confirming things to the newspaper. It would have been easy — and not unprecedented in any level of government — for Hendrix and others to have refused to confirm or deny the story and declined to talk about it. To their credit, they did not take that route. This is something that affects everyone. Tax dollars are in play, as well as the activities at the troubled Eagle’s Landing, where construction delays have beleaguered the city and the golfers for some two years now. Before anyone draws conclusions and points fingers, let’s see how it plays out. The right people are involved. The right action has been taken.

In an attempt to allocate these resources in 2010-2011, the governor is proposing cutting all funding to our mental health “drop-in centers” or, as we prefer to call them, wellness recovery centers. Over the past 20 years these centers have provided a cheap but important service to the most fragile and at risk members of our communities: the chronically and persistently mentally ill. TSSAA changes playoff system for second straight year By COBEY HITCHCOCK Sports Writer MURFREESBORO — As if things weren’t confusing and controversial enough with the wholesale changes made to last year’s TSSAA high school football playoffs system, the governing body has made some major tweaks to the already revamped system of deciding which football teams will be allowed to enjoy postseason opportunities this coming fall. The newest controversial changes made to the playoff system were passed Tuesday by TSSAA’s Board of Control by a 7-1 vote. The Board’s vote was to adopt a plan supposedly developed by a committee of 12 Tennessee high school football coaches, four Board

members and the state association staff. TSSAA executive director Bernard Childress said he feels good about the changes because the plan for those changes was a “unanimous decision” from the committee. However, as many as four of the football coaches on the committee were not in attendance for the vote on the plan, including Sevier County High School head coach Steve Brewer. “How can they claim it was unanimous when not everyone voted for it,” said Seymour Eagles head football coach Jim Moore on Wednesday. “And what I really think about this, you can’t print in a newspaper.” There will still be three regular-season classes in Division I — Class A, AA and

AAA — and each of those classes will still have two internal classes that go into effect for the playoffs. Class 1A and 2A playoff teams will play in Class A during the regular season, Class 3A and 4A playoff teams will play in Class AA, and Class 5A and 6A playoff teams will play in Class AAA. The number of teams that will make the playoffs also goes unchanged this year with 24 teams each for the Class 1A and 2A programs, and 32 teams apiece for each of the Class 3A, 4A, 5A and 6A programs. The most recent changes were made due to complaints that too many teams made the playoffs with losing records last season. Under last season’s rules, teams that finished in the top half of teams in their

playoff class within their regular-season class were guaranteed a playoff berth, which led to many losing teams making the playoffs. Under the new plan, the top two finishers in each of the three regular-season classes will be guaranteed a spot in the postseason, regardless of playoff classifications. All other teams will go into a pool, and wildcard berths will be handed out by TSSAA bureaucrats based on wins and strength of schedule factors. In local terms, GatlinburgPittman and Pigeon Forge — two of the smallest schools in District 3-AA — will have to finish in the top two to guarantee postseason in a district that also houses Austin-East, Fulton, Carter, Gibbs and Union County.

And Seymour — the smallest school in District 2-AAA — will most likely have to beat out one of the two 6A schools in the district ... SCHS or Jefferson County, which has nearly double the student population than Seymour. Seymour will also have to contend with the other 5A schools hoping for the same fate, including Cherokee, Cocke County, Morristown East and West and South-Doyle. “Football is supposed to be about the kids,” said a disappointed Pigeon Forge head coach Lee Hammonds. “This is supposed to be about these kids working hard and making memories and friends that will last their lifetimes.” Instead, the system that no local head football coach supports — and reportedly

90 percent of coaches polled from 323 Tennessee high schools failed to support — is locked in for another three years at the minimum, according to Brewer. “Many schools have already made out their schedules in advance,” said Brewer. “So it can’t be changed anytime soon.” Moore added that most schools have gone “unrepresented” through the entire decision-making process to change a system that wasn’t broken before TSSAA changed how everything works. “This is the stupidest thing I’ve seen,” said Moore. “I hate it for a lot of programs. “They’re now telling 50 percent of the schools in the state that they don’t have a shot. TSSAA has gone from bad to worse.”

Seymour drops contest 9-6 at S-D By COBEY HITCHCOCK Sports Writer PIGEON FORGE — The Seymour hardball bunch were on the way to their second-consecutive win of the season until bad luck struck at South-Doyle on Tuesday night, leading to a 9-6 Eagles loss. Seymour (1-1, 1-1 in 2-AAA) led 5-2 heading into the bottom of the fifth inning, but that’s when the breaks started to fall to the Cherokees (1-1, 1-1 in 2-AAA). Eagles senior Keegan Newport pitched effectively all night, but South-Doyle kept coming up with cheap singles in an explosive seven-run inning for the Cherokees. “Technically, we played a little better than we did Monday night (in the 4-2 season-opening win against South-Doyle),” said Seymour coach Scott Norman. “Even though we lost (on Tuesday), we just didn’t catch any breaks. “Keegan pitched really well, but he just had a bunch of rough luck, and South-Doyle had a bunch of check-swing

singles in one big inning, and the wheels kind of fell off for us.” Seymour outhit the Cherokees 11-10 in the loss, and Newport and Cody Fox each blasted homers in the battle. Next up for Seymour is the Smoky Mountain Invitational baseball tournament, co-hosted by the Eagles and the Pigeon Forge Tigers. In the third inning the speedy Cate, in just his second high school game, reached on a fielder’s choice, stole second and third and then scored on a wild pitch to make the count 5-0. The scoring continued in the fifth, as Cate led off with a double, stole third and was promptly knocked in by Pope on a rope single down the third baseline. The final Sevier County run came in the seventh. Austin Solomon walked, and after being moved over to second, he scored on yet another Pope single. The sophomore catcher ended the night with four RBIs on a 3-for-3 effort at the dish. Senior Zach Flynn also hit well, going 3-for-4 with a double and an RBI.

Dillon Cate scored three runs in the contest and netted three stolen bases. Michael Farragut pitched six innings of good baseball, giving up just two hits and one earned run, while striking out six. Charlie Fields pitched the final scoreless inning. The Smoky Bears will play in a weekend tournament at Oak Ridge, where they’ll face Cumberland County, CAK, Powell and Bearden. They’ll be home again Monday night against the visiting Fighting Cocks of Cocke County. “We’re proud of the boys and looking forward to the tournament at Oak Ridge,� Traywick said.

WASHINGTON (AP) — Companies that hire unemployed workers will get a temporary payroll tax holiday under a bill that easily won congressional approval Wednesday in what Democrats hope is just the first of several electionyear measures aimed at boosting hiring. The 68-29 bipartisan vote in the Senate sent the legislation to the White House, where President Barack Obama was expected to sign it into law Thursday. Eleven Republicans voted for the legislation, an impressive tally considering the politically charged atmosphere on Capitol Hill. It was the first of several jobs bills promised by Democrats, though there’s plenty of skepticism that the measure will do much to actually create jobs.

FARGO, N.D. (AP) — Some children lugged sandbags that weighed more than they did. Determined teens showed up just after dawn with groups of friends, ready and willing to shovel. New groups of kids arrived by the busloads, all ready to join the race to protect their city from the rising Red River. Thousands of volunteers offered a hand this week to fill and stack sandbags to place along the river and near endangered homes as Fargo faces the threat of a severe flood after the river’s expected crest Sunday. But the heart of that volunteer corps are the city’s youngest citizens.

Israel lifts closure of the West Bank

JERUSALEM (AP) — Israel on Wednesday lifted its tight restrictions on Palestinian access to Jerusalem’s holiest shrine and called off an extended West Bank closure after days of clashes between Palestinians and Israeli security forces. Despite moving to end the lockdown, Israel still kept thousands of police officers on alert as an uneasy calm settled over the holy city. The recent violence has taken place against a backdrop of deep Palestinian frustration over a yearlong standstill in peace talks and dovetailed with the worst U.S.-Israeli diplomatic feud in decades. On Tuesday, the U.S. and Israel signaled they were trying to move beyond the crisis that erupted when Israel announced plans to build 1,600 apartments in disputed east Jerusalem during Vice President Joe Biden’s visit last week. Biden and Israeli Prime Minister Benjamin Netanyahu spoke by phone Tuesday night, Israeli officials said.

Cyclone hits Fiji very hard

SUVA, Fiji (AP) — The South Pacific island nation of Fiji has suffered overwhelming damage from a powerful cyclone that battered its shores for more than three days, the prime minister said Wednesday as relief operations were launched in the country’s northern regions. Fiji sent naval patrol boats laden with supplies and support staff sailing for the northern islands that bore the full brunt of the storm, while Australian and New Zealand air force planes began airlifting emergency supplies to the island group. Only one death has been reported, but the full extent of the damage has yet to be determined because communications to the hardest hit areas were cut off for days.

Dear Annie: I am a successful and happily married 28-year-old woman. I have a good life, for which I am grateful, except for one thing. When I was 15, a close family friend 15 years my senior was staying with my family. I considered “Shawn” to be like a brother. But one night, while my father was watching TV upstairs and my mom and older brother were out of town, he came into my bedroom and tried to force himself on me. Fortunately, when I begged him to stop, he did. He left the room, and I called my brother, crying. When confronted, Shawn admitted it and said he had asked forgiveness from God. Nothing else happened to him. Shortly after the incident, I became sexually active, then promiscuous, and eventually started using drugs. I know now that a lot of my behavior stemmed from this incident. When I was 19, I moved 1,500 miles away and straightened out my life. Today, I am once again close to my parents and brother. The problem is, many of my family members still associate with Shawn. Last spring, my father took him on an all-expenses-paid hunting trip. I told my mom how betrayed I felt. She agreed with me and said she’d talk to my father. But I just found out that my dad, brother and sister-in-law went to Shawn’s for dinner last week. Annie, how can I make it clear to my father how much this hurts me? He

always says, “The past is the past,” but I can’t heal completely because I don’t feel I was protected after this happened -- or now. Can I file charges against Shawn 13 years later? -- Betrayed in Missouri Dear Betrayed: In Missouri, there is a 10-year statute of limitations for unlawful sexual offenses involving a person under age 17. Your father and siblings seem to be in denial about Shawn’s character and are amazingly unsupportive of you. You may not be able to get through to Dad if he doesn’t want to face up to what happened. But it might help to discuss it with your clergyperson or doctor, or with a therapist who can also intercede with your family. Dear Annie: I was with my boyfriend for a while and became pregnant. Unfortunately, I had a miscarriage. I had a hard time getting over the loss, and he promised to be there for me to the end. However, he has since informed me that he was sleeping with another woman during and after the pregnancy. We broke up, and I am slowly trying to get over everything. To say I am hurt is an understatement. How do I begin to forgive when I haven’t done anything to deserve this? How do I forget the
