SEVIERVILLE — Police here have arrested a 46-year-old New Market man for what could be his 13th count of driving under the influence. Hobart William Reagan is

charged with driving under the influence, habitual motor vehicle offender violation, driving on a revoked license and violation of implied consent. He is in the Sevier County Jail, where he’s being held in lieu of $35,000 bond. According to police records, Reagan has 12 prior convictions for driving under the influence, mostly for incidents in Sevier County, Knox County and Jefferson County.

His latest incident happened March 18, when a Sevierville officer saw him at a service station at West Dumplin Valley Road near the interstate. “He was unsteady on his feet while walking to a 1994 HarleyDavidson motorcycle,” said Bob Stahlke, public information officer for the city. Officer Stephanie Quigly saw Reagan’s behavior and went to question him before he could leave, Stahlke said. When she

approached, she noticed a strong odor of alcohol emanating from Reagan. He confirmed that he had driven the motorcycle to the gas station, and then failed a field sobriety test. He also submitted to a Breathalyzer, but refused a blood alcohol test, resulting in the charge of violation of implied consent, Stahlke explained. See dui, Page A5

Forge annexation denial leads to lawsuit By DEREK HODGES Staff Writer

SEVIERVILLE — If a person were feeling generous, they might describe the quarters at Safe Harbor Child Advocacy Center as “cozy.” After a tough day, the staff might call them “cramped.” One staff member sits at a small desk in the kitchen of the small bedroom house that was converted into offices for the center, which coordinates services in a four-county area for children up to age 18 who are involved in abuse cases. That’s a pretty big mission to take on from a small base. And at 1,400 square feet for six full-time staff members and two children’s service officers, they have limited room and limited parking. Forensic interviewer Jenny Stith is among the first people many families will encounter at the center. Her job is a relatively new one, based on the sad necessity of having a person who can make children comfortable while talking about abuse and at the same time conduct the interview so that the information can be used in court. It also means determining when a child is exaggerating, or even outright lying. “This is a new profession,” she said. “We put the truth first and the children first.” She conducts her interviews in one room of the house equipped with dolls, drawing materials and other items she

KNOXVILLE — A local developer and his wife are asking a federal court to order the city of Pigeon Forge to pay them at least $1.9 million in damages after officials refused to annex a campground they’re building. Tony L. and Alison Rast filed the lawsuit in U.S. District Court, insisting city officials were biased against the couple in denying a request to bring their 10.5 acres into the city limits. City officials, meanwhile, maintain nothing improper was done, that the decision to deny the

request was made based on wastewater capacity limitations and that there is no law requiring them to annex any property. The case is fairly unusual in that generally people sue when they’re annexed, not when they’re left outside the corporate limits. In fact, Knoxville attorney Robert Watson, who represents the city, has reportedly told city officials his interest was piqued because this is the first time he’s ever seen a suit filed on the grounds the Rasts are using. The couple claims city officials made “arbitrary and capricious decisions” in regards to their property, thereby violating their constitutional rights. The suit, in which

the Rasts intend to represent themselves, alleges a pattern of discrimination by city officials that proves they are out to hurt the couple simply because they don’t like them. “For a period of five years, plaintiffs have been requesting that their property be annexed into the city limits in order to connect to the city wastewater system and obtain eligibility for flood insurance,” the suit contends. “Defendant city’s arbitrary and capricious actions during the site plan approval process by and through (Chief Planner David) Taylor, and in its biased decisions to not annex or allow plaintiffs sewer connection, motivated by malice against plaintiffs

and/or a concerted effort to limit competition, effectively deprived plaintiffs of their property rights.” Acting on the city’s behalf, Watson filed a response earlier this month denying all the Rasts’ claims. He insists none of their rights were violated and denies the suggestion there’s some over-arching conspiracy among city officials to hurt the couple. “It is affirmatively maintained that the city of Pigeon Forge has no obligation to annex the property of the plaintiffs,” Watson wrote. “It is further maintained and denied by the city of Pigeon Forge that See lawsuit, Page A5

‘Super Safety Chick’ gives kindergartners lessons in protection By ELLEN BROWN Staff Writer SEVIERVILLE — Leia Loveday is usually known around Sevierville Primary School as its popular school resource officer — but for the past month, she’s also been “Super Safety Chick.” Before she heads to Heather Huskey’s kindergarten classroom Wednesday morning, she changes into a green t-shirt and feather boa with lopsided jeans, green-and-white striped socks and oversized sunglasses. “The kids have a short attention span, so I have to dress goofy,” she explained. Kim Pierce announces candidacy Oakes seeks re-election to as Democrat in race for sheriff seat on County Commission Submitted report Kim Pierce, a former corporal in the sheriff’s office and current owner of Dollar DVD-Salvage in Sevierville, is the Democratic candidate for sheriff. Pierce, a lifelong resident of Sevier County, grew up near and attended Walnut Grove Baptist Church as a child; she attended Sevier County High School and currently resides on Pullen Road near Sevierville. Pierce is working on finishing her degree in public safety, and was the first female graduate of the Tennessee Law Enforcement Training Academy in Donaldson. Pierce has attended specialized EMT and law enforcement courses. In her desire to be sheriff of Sevier County, Pierce says she draws her will, determination and

work ethic from her parents, Jim and Jane Pierce of New Center. M o s t i m p o r Pierce tantly, she says, she received the gifts of caring and giving from her great-grandmother, Edna Loveday Kear. “Granny showed me that a person’s word, character and trustworthiness were more valuable than gold,” Pierce said. “This is why as sheriff I would extend a helping hand to the victims of crime, as well as give hope and attempt to change the behavior of a criminal in order that they would not offend again. After all, that is what our goal should be. “Without question, I would operate a department that has an open-

door policy for all Sevier Countians. In fact, my favorite phrase is ‘respect will most always be met with respect, but disrespect will almost always be met with disrespect.’ My reputation personally and professionally is simple: fair but firm. “Finally, I want the people of Sevier County to understand that as their sheriff I will operate a modern, well trained, well equipped, and professional department with an emphasis placed on major crimes and a professional demeanor toward the public. I will not tolerate rudeness within the ranks toward the public. A well run sheriff’s department is a cooperation of department employees, the public and the courts, and without one of these elements; then the department is flawed,” she said.

Gatlinburg Baptist church to host Ugandan children’s choir Saturday Submitted report The Watoto Children’s Choir will present a free concert at 6 p.m. Saturday at First Baptist Church, Gatlinburg. The touring choirs are an integral part of the Watoto story. Here is that story: It was a simple encounter between an elderly African woman and a young American man. But what happened that day reverberated across time and continents to change thousands of lives over the last 22 years. That it happened in a place most will never visit reminds people that one moment half a world away can still changes lives. “She voiced a collective cry for all of Africa, said the American, Gary Skinner. Walking among the graves of her six children, knowing that her seventh and last was also dying of HIV/AIDS, surrounded by her 23 grandchildren, the 79-year-old said, “I am old and will die soon. Who will care for our children? From that question, a Ugandan ministry was born. Skinner and his wife Marilyn had moved to Uganda in 1983 to plant a church in Kampala. By 1988, Watoto Church was ready to begin a second church in the village of Luwero, north of For Tickets

Kampala. Skinner began the church and launched Watoto Childcare Ministries. Watoto, which means “children in Swahili, provides “holistic, residential care for orphaned and vulnerable children with the core vision to rescue a child, raise a leader, and rebuild a nation, according to the ministry web site. Watoto Childcare Ministries takes its mission from James 1:27, which says, “Religion that God our Father accepts as pure and faultless is this: to look after orphans and widows in their distress and to keep oneself from being polluted by the world. Children live in family groups within a Village of Hope. Each home houses a mother and eight children. In 1994, Watoto Children’s Choirs began, traveling the world as advocates for the children of Africa. International travel offers the children a broader world view. It gives audiences a vision of Watoto and a opportunity to respond to the crises that continue in Africa. Today, more that 1,500

children have become part of the Watoto family. To learn more, visit www.watoto.com and hear the choir on Saturday. In addition to the concert, the children will have craft items and CDs available for purchase before and after the concert. For additional information, call 436-4685. Â

The kids love it; they have responded amazingly. The children have watched a series of DVDs featuring Super Safety Chick (posed also by Loveday), who teaches them various aspects of safety. “Safeside Adults, for example, are people who children know really well, while the other two categories are “Kinda Knows and “Don’t Knows. Children are advised to have three Safeside Adults they can trust. There’s also the “Safe Side Circle, which refers to the children’s personal space. “Our entire school has seen the video, but we’ve focused on kindergarten because it’s really simple and fun, Parrish said. “We bought 10 copies for the library so parents can check them out. It’s important for them to talk to their children about safety. Today’s safety rules are different than in the past, she continued. “We don’t say, ‘Don’t talk to strangers’ anymore, because they might get lost in Walmart

Knox schools shooting suspect enters no plea at arraignment KNOXVILLE (AP) — A Knox County teacher charged with trying to kill two school administrators did not enter a plea at his arraignment on attempted first-degree murder charges. It was reported a Dec. 6 trial date was set at a Wednesday morning hearing for Mark Stephen Foster in Knoxville. Foster is accused of shooting Inskip Elementary School Principal Elisa Luna

and Assistant Principal Amy Brace on Feb. 10 at the school. Authorities said the 48-year-old Foster was angry after just learning his teaching contract for next year would not be renewed. He was arrested minutes after the shooting when his car was caught in traffic at a road construction site. Both victims survived the shooting.

‘I Spy’ star Robert Culp dead at 79 LOS ANGELES (AP) — Robert Culp, the actor who teamed with Bill Cosby in the racially groundbreaking TV series “I Spy” and was Bob in the critically acclaimed sex comedy “Bob & Carol & Ted & Alice,” died Wednesday after collapsing outside his Hollywood home, his agent said. Culp was 79. His manager, Hillard Elkins, said the actor was on a walk when he fell. He was taken to a hospital and pronounced dead just before noon. The actor’s son was told he died of a heart attack, Elkins said, though police were unsure if the fall was medically related. Los Angeles police Lt. Robert Binder said no foul

play was suspected. Binder said a jogger found Culp, who apparently fell and struck his head. Culp had been working on writing screenplays, Elkins said. “I Spy,” which aired Culp from 1965 to 1968, was a television milestone in more ways than one. Its combination of humor and adventure broke new ground, and it was the first integrated television show to feature a black actor in a starring role. Culp played Kelly

Robinson, a spy whose cover was that of an ace tennis player. (In real life, Culp actually was a top-notch tennis player who showed his skills in numerous celebrity tournaments.). Cosby was fellow spy Alexander Scott, whose cover was that of Culp’s trainer. The pair traveled the world in the service of the U.S. government. The series greatly advanced the careers of both actors. Cosby, who had achieved fame as a standup comedian, proved he could act. Culp, who had played mostly heavies in movies and TV, went on to become a film star.

More than 1 million baby slings recalled WASHINGTON (AP) — More than 1 million baby slings made by Infantino were recalled Wednesday after claims linking them to three infant deaths. The Consumer Product Safety Commission said babies could suffocate in the soft fabric slings. The agency urged parents to immediately stop using the slings for babies under 4 months.

The recall involves 1 million Infantino “SlingRider” and “Wendy Bellissimo” slings in the United States and 15,000 in Canada. Infantino President Jack Vresics said the company has been working closely with the commission on its sling concerns. “Our top priority is the safety of infants whose parents and caregivers use our products,” Vresics said

in a statement. He said the company would offer a free replacement baby carrier, activity gym or shopping cart cover to any affected consumer. The slings wrap around the chest so on-the-go parents can carry their babies or just stay close as they bond with their infants. Earlier this month, CPSC issued a broad warning about sling-style baby

for bribery of a public official; on April 2, 2001, a judge sentenced him to serve a total of six years for that crime, and he remained in the Jefferson County Jail from June 17, 2002 until July 23, 2002. He apparently got in trouble with the law again quickly; records show on July 26, 2002, he was charged with yet another DUI in Sevier County. A judge issued a three-year sentence for that crime on Dec. 2, 2004; that was the last DUI conviction listed in his DOC records and he served time in the Sevier county Jail from Dec. 2, 2004, until March 14, 2005. On Sept. 14, 2005, he was charged with possession of less than 1/2 gram of cocaine and possession of a schedule IV substance in Jefferson County. He was sentenced to serve four years for that crime on Nov. 7, 2005. He was released on probation from that charge after serving time at the Jefferson County Jail from Sept. 26, 2005 until Aug. 16, 2006, but apparently violated his probation, as he returned to the Jefferson County Jail from Nov. 6, 2006, until July 23, 2007, when he was transferred to Brushy Mountain Prison and then West Tennessee State prison to finish his sentence for that crime. He was paroled Feb. 18, 2009. State records didn’t show whether his other DUI convictions had been reduced to other charges or what the disposition was for those crimes; the DOC records only include felony convictions. Based on the record of his felony convictions, he spent 33 months, or almost three years of the past decade in jail or in prison. That appears to include about 10 months in local jails for four

felony DUI convictions. District Attorney General Jimmy Dunn said he has staff looking over Reagan’s records; they are awaiting certified copies of his convictions to confirm the number and determine if any enhancing factors might apply should he be convicted of the latest offense. “We’ll file our enhancements as appropriate,” he said. With his license taken away, it isn’t clear what more can be done to keep Reagan from driving when he’s not incarcerated, Dunn said. “You can pass all the laws in the world, but once he’s got his freedom, he’s going to drive,” Dunn said. “I don’t know the solution.” That’s not an answer that sits well with people confronted with repeat offenders, especially people who have lost loved ones to drunken drivers. Dunn understands that; he lost a relative that way himself. “The system we have isn’t perfect, but it’s better than most,” he said. “That’s no solace to a person who’s lost a relative to a drunk driver.”

The city maintains that there is nothing in the United States Constitution, state laws or local laws that require the city to annex a person’s property and/or requires the city to connect a person’s property to the city sewer if the property is located outside the city limits.” In counts against the city, the Rasts allege their property rights were unlawfully taken by the city’s refusal to annex their land or allow them to tie on to a municipal sewer line that runs near their property, despite the fact they spent $95,700 to extend the line to their property. And while she’s the person children see for those first interviews, she’s not the only one working with the children in the small offices. Sharmian McCoy is the clinical director at Safe Harbor. She helps them overcome their trauma once authorities confirm they’ve been victimized. “I’d say I have the best job here,” she said. “I get to play with children all day and watch them heal.” She tries to tailor her programs to the children. Dealing with trauma for youngsters takes more than just leaning back in a chair and asking them to talk about their feelings. “I don’t do cookie-cutter therapy,” she said. She tires to find out what they like to do — whether it’s painting, or photography, or music, or chess — and engage them. How they behave while they’re doing something like that can often give insight into what they’re going through, or give her a chance to suggest different ways to accomplish a goal. “I can make almost anything therapy,” she said. Most of the children she sees are referred to her though the Department of Children’s Services, and many are referred through Safe Harbor. although filled with toys, arts and crafts items, a keyboard and other items. She tries to take kids outside when she can. Safe Harbor didn’t originally plan to stay in the house for long. In fact, the center has a long-term lease for property near the Sevierville Boys & Girls Club. With Fort Sanders Sevier Medical Center turning its old facility over to the county as it moved to LeConte Medical Center, Director Donna Koester saw a chance to use some of the space that became available there. She knows she’s not the only local agency that had the same idea. They have been negotiating with the county, but she said it looks like it could cost too much to move there. “It seems to me it makes so much sense to move into the old hospital,” she said. “With the number of children we’re seeing, we need a larger facility and we needed it six months ago.” She said they could consider moving the main facility to another county if they can’t get space here. Wherever it’s located, District Attorney General Jimmy Dunn said Safe Harbor does important work. “The Child Advocacy Center has my utmost support,” he siad. “We try all we can to lessen the impact of abuse on children ... can use to get a child to show or tell her what happened. Unobtrusive cameras allow detectives and others to watch the interview and record it for use in court or in confronting suspects with evidence outside the courtroom. One of the major legal issues that investigators can face in pursuing charges involving physical or sexual abuse of children is that children just learning to talk have their own peculiar vocabulary. Stith has to elicit their description so it’s clear to everyone what a child means when he or she uses their own turn of phrase to communicate they were hurt or molested. “I ask questions to get them to tell me their story in their words,” she said. “That’s part of my job, to understand the child’s language.” She may also face the task of getting a child to relate events from years earlier. A child victimized early in life might not immediately know that what happened to them was wrong. Eventually, though, they do. It can take the form of acting out — what Stith called an “outcry” — and, if the adults around the child correctly diagnose it, the child winds up with someone like Stith. They may also have been told by their abuser that they’d be hurt or a parent or loved one would be hurt if they told, n jfarrell@themountainpress.com or just be embarrassed, she said. Further, he argues the city’s Planning and City commissions, which are named as defendants, can’t be sued because they are not separate entities but are part of the city. Watson also maintains there is no evidence anyone in Pigeon Forge government is targeting the Rasts. “The city further denies that it subjected the plaintiffs to harassment, intimidation, bias and undue delay,” he states. Reagan’s history of drunken driving stretches back 18 years, but all appear to have occurred in East Tennessee. Under state law, his fourth and subsequent convictions should all have been Class E felonies, meaning he should have faced a sentence of at least 150 days and had his license revoked for five years for each conviction. Driving while restricted as a habitual motor vehicle offender also is a Class E felony. “He certainly at this time was not supposed to be driving, period,” Stahlke said. A search of his records with the state Department of Corrections shows Reagan spending time in several local jails and in state prisons, dating to a July 2000 sentence for a DUI in Sevier County. He actually was sentenced a month later for an additional DUI in Knox County. Records show the offense in Sevier County happened Oct. 23, 1999, and the offense in Knox County happened Feb. 26, 1999. He was apparently allowed to serve time for both concurrently, an official said, serving a sentence that ran from July 17, 2000, until Nov. 24, 2000. His next DUI offense listed in DOC records was April 11, 2000, in Jefferson County — meaning it came before he served his sentence for the other two. On Aug. 10, 2000, while he was apparently serving time for the two previous DUIs, a judge in Jefferson County sentenced him to two years for the April 2000 charge. He served two months for that crime in the Jefferson County Jail, according to state records. In January 2001, he was charged in Jefferson County

853 state workers get pink slips NASHVILLE (AP) — Tennessee will begin mailing out layoff notices this week to 853 state employees, Gov. Phil Bredesen said Wednesday. The Democratic governor said another 317 layoff notices will be sent out over the next six months as the state shuts down the Clover Bottom long-term care facility for the mentally disabled in Nashville. Bredesen said the first round of layoffs are being made for “business

According to TheWrap.com, the former “American Idol” judge is reportedly in talks with NBC for “dancethemed series” to be helmed by choreAbdul ographer K e n n y Ortega. commentary

Architects of welfare state leave a mess

Bernie Madoff took money from people who thought he’d invested it, gave some to others who thought it was a partial return on their earlier investments and kept much for himself. That’s called a Ponzi scheme, and his $50 billion fraud was called the biggest ever. But it wasn’t the biggest. Social Security and Medicare are much bigger ones. These are trillion-dollar scams. Medicare has a $36 trillion unfunded liability. Social Security’s is $8 trillion. There’s no money to keep those promises. But Congress isn’t investigating this scam. Congress runs it. That FICA money you thought government had saved for your retirement is gone. There’s nothing left but IOUs backed by nothing. Your money was spent not only on current retirees but on wars, welfare, corporate bailouts, earmarks and all the other stuff Congress wants. For years, this was possible because the FICA tax brought in surpluses that allowed government to pay retirees more than they contributed and still help buy those other things. Those days are gone. The huge group of baby boomers has started to retire, and that means trouble. In 2008, for the first time, Medicare paid out more than it took in. So instead of filling the government’s coffers and hiding the real size of the budget deficit, the entitlement programs have now begun to drain the treasury. Part of the “problem” is that we live longer. When Social Security started, most people didn’t live to 65. Now we average 78. This means that baby boomers like me who expect to collect Social Security and Medicare are basically stealing from children. Think of the burden: When I was a kid, there were five workers for every retired person. Now, there are only three. And soon there will only be two young workers to fund each baby boomer’s Social Security and Medicare checks. Veronique de Rugy, an economist at the Mercatus Center, points out that Social and Medicare right now consume almost half the federal budget. In coming years, if nothing changes, they will swallow nearly the whole thing. But since Congress will want to spend money on all the other things it now buys — not to mention a new medical entitlement — the government will either have to raise taxes to stratospheric heights, borrow like crazy or inflate the dollar. Whichever it chooses, we’ll have serious problems. Higher taxes are not a good solution because taxation suppresses economic activity by transferring capital to politicians. Yet our only hope is a sustained economic boom. As Rep. Paul Ryan, R-Wis., points out: “You literally cannot tax your way out of this problem. It’s not mathematically possible. ... You wipe out the middle class.” Well, how about borrowing? That might mean raising interest rates, which, again, would depress economic activity. Even then, lenders such as China may soon be too nervous to lend Uncle Sam more money. Moody’s recently announced it might downgrade America’s credit rating. The most likely outcome is that the Fed will print more money, inflating the currency, so that the creditors are paid with less-valuable dollars. Our purchasing power will disappear. The architects of the welfare state sure have left us a big mess. Yet hardly anyone talks about entitlements, except to add new ones. De Rugy asks: Why can’t people take care of their own retirement by investing the money government now takes? Had we done this all along, the looming problem would have been averted. Instead, “We’re about to witness the biggest, most massive transfer of wealth from the relatively young and poor people of society to the relatively old and wealthy people in society.” Our forefathers would be appalled. After the American Revolution, when the new government was debating how to pay its bills, George Washington said this about a national debt: “We should avoid ungenerously throwing upon posterity ... the burden we ourselves ought to bear.” Well, we sure are dumping my generation’s debt onto posterity. I wish we had more politicians like George Washington. — John Stossel hosts a show on the Fox Business Channel and is the author of “Myth, Lies, and Downright Stupidity: Get Out the Shovel — Why Everything You Know is Wrong.” (C)2009 JFS Productions Inc.

Write on Young Authors’ Conference nurtures talents in children Nurturing a student’s talent ought to be the aim of a school system. Yes, the basics are what matter, but finding that special gift in each student, whether it’s in sports, music, drama, art or something else, is important as well. This week the Sevier County school system held its annual Young Authors’ Conference, a program to encourage writing skills and creativity in elementary school youngsters. Headlining the event was children’s author Mike Artell, whose book “Pee Yew!” explores, in a fun way, the smelly animals and plants in our world. He spoke during assemblies at Pigeon Forge Primary, then headlined the evening conference bringing together young writers from throughout the school

Public forum Get ourselves, friends involved in local issues

Editor: We must go to where people are and reach them with the word of God, which teaches us how to be free. Let’s start in our own backyard, in our own community. Government leaders will never change until those who elect them change. Rarely has anyone ever been permanently won to a cause by the mass communication media of television, publications or large public meetings. These media are great for the inspiration of those who are already converts to the cause, but people are won by personal contact. Let’s stop wasting our time, efforts and energy trying to influence government officials on state and federal levels, We must get ourselves and our friends involved in local situations where we can show how the Constitution and God’s word can be made living and real in individual lives and community affairs. Attend local council meetings. Protest unconstitutional actions of local

income tax, illegal use of funds and irregular election procedures. We must learn to go to court in defense of our constitutional rights. We must not surrender our rights out of cowardice, stupidity or apathy. Whenever the chosen government officials take the law into their own hands by violating the provisions of the Constitution, it is the right and responsibility of Christian patriot citizens to take whatever measures are necessary, acting within the framework of the established government as long as it is lawful, to restore the Constitution as the supreme law of the land in practice and not in words alone. We must attend local school board meetings and take a stand regarding the curriculum and materials used in the local schools. Get a copy of the curriculum and a list of the textbooks used. Make a study and report the findings of any objectionable material to the neighbors and get their help to get necessary changes made. Write letters to the editor of the local newspaper expressing an honest view concerning specific local issues. When people are ignorant of the precepts of

the accurately divided word of God, believers have the right and responsibility to offer them the privilege of believing and accepting the freedom and deliverance available to them by God their Maker. Let’s witness God’s word to our neighbors. Show them God’s love. That is where we must work to save America. We must learn to help each other instead of depending on the government for help. Avoid whatever clouds your thinking ability such as drugs, alcohol, fluoride and all sorts of preservatives. Even losing your temper fogs your brain and distorts your thinking. Be sharp mentally at all times because, if you don’t think for yourself there are others who are anxious to think for you and use you for their own selfish advantage. God’s children, who know who they are as sons of God, do not take advantage of others. Anyone can call themselves Christian and born again, and it does not mean a thing unless that person performs according to God’s laws. William A. Vuto Pigeon Forge

UT puts on an offensive show

WOMEN’S HOOPS

By BETH RUCKER AP Sports Writer

Mark Humphrey/AP

Tennessee guard Taber Spani (13) passes over Dayton’s Brittany Wilson (42) in the second half of an NCAA second-round college basketball game Monday in Knoxville. Spani scored 17 points as Tennessee won 92-64.

KNOXVILLE — Pat Summitt loves to remind her Tennessee players that defense and rebounding wins championships. However, the Lady Volunteers are making headlines with their offense in the NCAA tournament. Junior sharpshooter Angie Bjorklund has been more open to take shots from behind the 3-point line. Freshman Taber Spani and sophomore Alicia Manning are scoring more, too. “The balance we have been able to have from an offensive standpoint is very encouraging,” Summitt said Wednesday. No. 1-seeded Tennessee averaged 83.5 points and shooting 50.3 percent from the field in wins over Austin Peay and Dayton in the first two rounds of the tournament, well over its average of 74 points and 46.2 percent shooting. Sure, the Lady Govs at 15-18 may not have been quite the caliber opponent that the Lady Vols are used to in their tough schedule, but it was the Flyers (25-8) who got the brunt of the offensive production.

Maybe it was a little extra motivation from assistant coach Dean Lockwood, who likes to be silly this time of the year in an effort to keep the players upbeat. Claiming he was tired of hearing about Tennessee’s loss to Ball State in the tournament’s first round last season — the only in program history — Lockwood smashed up a video tape of the game in the locker room before the Lady Vols faced Dayton. Spani hit her first seven shots, including three 3s, and missed her only field goal with 6:02 left, well after the game was decided. Manning was 8 of 16 from the field and scored a careerhigh 17 points. Bjorklund was 3 of 4 from 3 range. All five players who scored in double digits shot over 50 percent — and from all over the floor — and Tennessee won 92-64. “Everyone who’s out on the floor needs to make their minutes count,” Spani said. “So I know when I go in, I need to make an impact right away.” Spani said hitting that first shot makes her a little more confident but missing won’t keep her from aggressively looking for more shots. “I’m still going to try to be

aggressive, so it’s not drastic but it always helps,” she said. The success on the perimeter has especially helped sophomore center Kelley Cain, who often finds herself the focus of opponents’ defenses. “You can’t just concentrate on one person. We have multiple people. You need to guard everybody,” she said. “You can shut down one person, but somebody else is going to step up.” The extra offense also couldn’t hurt as Tennessee prepares for a rematch against fourth-seeded Baylor in the semifinals of the Memphis regional. The Bears are averaging 71.3 points per game. They’re also doing a good job of crashing the boards, grabbing an 43.1 rebounds per game. “I just have this thought in my head that I am going to go and get everything that comes off the glass,” Baylor senior forward Morghan Medlock said. And that’s what worries Summitt. “I didn’t think we hit the boards as hard as we needed to,” Summitt said of the first two rounds. “That’s going to be a great point of emphasis for us.”

Buckeyes wary of being next top seed to fall By RUSTY MILLER AP Sports Writer

COLUMBUS, Ohio — When Northern Iowa crumpled up and tossed America’s brackets in the trash by knocking off top-seeded Kansas last week, it figured to benefit someone. The Ohio State Buckeyes, the No. 2 seed in the Midwest Regional, hope it works to their advantage somewhere down the road. For now, however, they have their hands full with sixth-seeded Tennessee in the round of 16 on Friday night in St. Louis.

“We definitely thought it was crazy that it happened,” star guard Evan Turner said of the Jayhawks’ shocking 69-67 upset loss in the second round. “But it kind of got us geared into thinking it can happen to anybody. Definitely, anybody can lose. We just really focused on ourselves. We weren’t like, ‘Yes! Kansas is out!’” With only 16 teams left, there aren’t any pretenders. Ninthseeded Northern Iowa meets No. 5 Michigan State in the other half of the St. Louis bracket. Still, Ohio State coach Thad Matta conceded that the Jayhawks’

absence might come to mind if his team makes it to the regional final. “If you get to that position on Sunday, maybe you allow yourself to say, ‘Kansas isn’t here,’” he said Wednesday. “But you’re still playing a team that beat Kansas, or the team that beat the team that beat Kansas. So they have to be pretty good, too.” And the Buckeyes know they can’t afford to worry about what’s going on elsewhere. “If you’re going to win a national title, you’ve got to beat the best of the best,” Turner said. “We

just have to take care of business. Northern Iowa played a great game. They showed up for 40 minutes and got the job done.” Kansas’ defeat is a cautionary tale for most of the top teams. That could have been US, they’re thinking, just happy to have survived the first weekend of the tournament. So far, Ohio State has had blinders on in the NCAAs. “Our team’s been really good at that so far,” shooting guard Jon Diebler said. “Because with what has happened in the tournament, anyone can beat anybody on any given night. So, again, we know

we have a great opportunity right now, but at the same time we have a great team that we have to play against to get there.” Much like the past couple of months, the Buckeyes appear to be calm and loose headed into their fourth game with the Volunteers in the last four seasons. The two teams battled it out in a classic regional semifinal game during the Buckeyes’ run to the national championship game in 2007. Tennessee led by 17 points at halftime, only to have Ohio State — led by freshmen Greg Oden and Mike Conley Jr. — roar back to win 85-84.

Eagles drop 2nd straight By COBEY HITCHCOCK Sports Writer SEVIERVILLE — The Seymour Eagles dropped their third game of the season 6-4 Tuesday night against District 2-AAA rival Morristown East Hurricanes. Despite committing eight self-inflicted mistakes, Seymour (5-3, 1-2 in 2-AAA) actually had a chance to tie the game in the bottom of the seventh. With runners at second and third, Seymour’s Ben Whisler hit one out of the park in the seventh that would have knotted the contest at 6s at the time. But the ball hooked six inches foul of the pole in right field instead. “We just couldn’t quite get the big hit we needed to tie the game up,” said Seymour coach Scott Norman. “But Morristown East has a very good baseball team. “When we make eight mistakes, we’re not going to win against a team like that.” For the most part, the Eagles played well enough to win. Seymour outhit the Hurricanes’ Ace pitcher 10-7 in the game, and Eagles pitcher Brandon Timmerman was on top of his game on top of the mound. “We had an excellent performance by Brandon Timmerman,” said Norman. “He threw the

ball really well. He hit his spots, threw all his pitches for strikes. “Our biggest breakdowns were four base running mistakes, and we had four fielding errors.” Frustrating mental errors cost Seymour its second district loss of the season, but there is still some hope left for the Eagles this season. “From a standpoint of where we’re at, we’ve got some things that I think are fixable,” said Norman. “We’ve just got to fix them. “We haven’t spent a lot of time on things like base running. We’ve been a little more concerned about the meat and potatoes, the pitching and hitting. But we’ve got to shore up the little things.” “We’ve got a long way to go. We’re hopefully getting better. Hopefully when May comes around, we’ll have our best line-up on the field and shore up the little areas where we’re lacking right now.” The Eagles will look to get back on track with two home games on the slate for tonight. First, will visit Seymour for a 5 p.m. rematch before Maryville comes to town for a 7:30 p.m. nightcap. “Hopefully this weather holds off, and we can get in some good baseball,” said Norman. chitchcock@themountainpress.com

Burnett looks to make splash with Vols SEVIERVILLE — Sevier County High School senior Zack “Swimmer” Burnett recently committed to swim next year for the University of Tennessee Volunteers. Burnett, who intends to study electrical engineering at college, has been a standout for the Sevier Aquatic Club Stingrays since the age of 12, and he first began his swimming career at the age of eight with the Pigeon Forge Tiger Sharks. A natural at the breaststroke event, Burnett’s swimming career is full of accomplishments. Burnett was selected for a team of seven 12-year-olds in the Southeast Zone, which includes all of Tennessee, Alabama and the panhandle of Florida. That team battled boys from

15 other states at the University of Houston in Texas. Burnett finished third in the 50-yard breaststroke and was a member of the winning 200yard medley relay team. By the age of 14, Zack Burnett had his Burnett sights set on becoming a Division I athlete, preferably in the Southeastern Conference. Burnett began to work out with Charlie Burgess of Shapers in Sevierville, increasing his strength and stamina in the sport of swimming.

Burnett went on to a stellar high school career, setting a new 100-yard backstroke record at the Knox-Area Interscholastic Swim League City Meet at the age of 16, also placing fifth at the state meet in Nashville, earning All-American honors in the process. Burnett finished third in the 100 breaststroke at the state meet this season, also achieving a second AllAmerican honor and a seventh-place U.S. National ranking ... achievements that helped him realize his college dreams with a spot on the UT Vols swim team. “It’s been exciting to watch Zack’s years of swimming and competing unfold,” said his mother, Cristen Burnett. “God has given him a special talent.”

was impressive in winning both the shot put (29’) and discuss (85’1) in her first year with the track team. The Lady Eagles also took wins in two relay events — the 4x100 meter and the 4x200. County rival GatlinburgPittman won the 4x400 and 4x800, while long distance runner Makenna Lewis took first place for the Lady Highlanders in the 1600-meter. Ketron and Meier also did well in the 200, finishing one and two, with Ketron running the course in 23.69 for first. Seymour’s Houston Hammer won the 300meter hurdles (47.3), and teammate Nick Smith won the shot put with a dis-

tance of 39’9. G-P’s 4x200 relay team took first place, and Ron Durbin also had a good meet for the Highlanders, conquering the discus (113’9) and the triple jump (39’3).

The Lions came out strong in the second half, however, as Young-Woo Cha booted in a direct kick for the lead and teammate Jordan Smith gave the squad some breathing room with a score of his own minutes later. The Beavers closed the gap to one in the final minutes, but couldn’t even the score, allowing TKA to leave Karns with the win. mpsports@themountainpress.com

Rep. Roe to address Monday luncheon

Adoptable pets

Submitted Report SEVIERVILLE — The Sevierville and Gatlinburg Chambers are teaming up to hold a luncheon with U.S. Phil Roe. The event will be held Monday at Five Oaks Convention Center, 1620 Parkway. Registration begins at 11 a.m.; the program will be from 11:30 a.m. to 1:30 p.m. The cost is $15 for Chamber members and $25 for nonmembers. Current chamber members and those who are not yet members are

welcome to attend. Call 436-4178. The luncheon will offer those who attend an opportunity to ask questions and gain insight into current Washington happenings. “We are pleased that Congressman Roe will provide our area’s businesses an overview of the last year in Washington, said Vicki Simms, executive director of the Gatlinburg Chamber of Commerce. “We have seen through his actions that Congressman Roe is supportive of the business community and we look forward to hearing his thoughts

and ideas. Brenda McCroskey, Sevierville Chamber chief executive officer, said, “This luncheon is a continuation of the excellent cooperation between the Sevierville and Gatlinburg Chambers of Commerce in an effort to provide area businesses and community members an opportunity to hear directly from their elected officials and voice questions and concerns. Legislative luncheons are part of the Two Chambers One Voice initiative that started in 2009.

Park proposes work on Newfound Gap Road Submitted Report

Submitted

Daniel is a 9-week-old Chow Chow mix. Jane and Janice are 12-week-old dilute calico kittens. Adoption fee for cats and dogs is $100 and covers the first set of vaccinations, spay/neuter and microchip. The Gnatty Branch Animal Shelter is open Tuesday through Sunday from noon to 5 p.m.

The National Park Service proposes to rehabilitate 14.5 miles of Newfound Gap Road (U.S. 441) on the Tennessee side of the park and to reconstruct many of its stone masonry guardwalls. The work area runs from the Gatlinburg entrance and the North Carolina state line at Newfound Gap. Work is scheduled to begin in November and be completed in phases over about six years. The NPS is soliciting public comments in response to an Environmental Assessment. Park Superintendent Dale Ditmanson said, “This action is needed to address the deterioration of the pavement, safety concerns, circulation and parking prob-

lems. In addition, the cut stone guardwalls, most of which were constructed about 70 years ago by the Civilian Conservation Corps, are deteriorating with age, impacting the historic character of Newfound Gap Road. All these factors have been increasing the Park’s routine maintenance and intermittent repair costs as well as posing safety hazards. The assessment examines two alternatives; no action and the NPS preferred alternative, which consists of improving the safety of Newfound Gap Road, improving the condition of the road and its features, and maintaining the integrity of park resources. Specific activities under the proposed action: rehabilitation of the road surface, reha-

bilitation of road shoulders, reconstruction of settled sections of roadway, rehabilitation of existing stone masonry guardwalls, reconstruction of guardwall sections, and adding new guardwall and/or guardrail extensions. Comments may be submitted online at parkplanning.nps.gov/ grsm. Written comments may also be submitted to Rehabilitation of

Newfound Gap Road — EA Comments. Great Smoky Mountains National Park, 107 Park Headquarters Road, Gatlinburg, TN 37738. Comments must be received no later than April 21.

SEVIERVILLE — The Sevierville Police Department will offer several free child safety services at City Park from 10 a.m. to 2 p.m. Saturday. The following services will be available: n Child fingerprinting: Officers will fingerprint children of all ages and provide parents with an ID kit that can include the fingerprints, DNA, photograph, dental records

Advice

Wife hurt by husband’s decision to take vacation without her

Dear Annie: Once again, my husband is taking a vacation without me. We both work. My job, however, is part time with no paid vacation, and after taxes and paying my student loan, my annual income is $10,000. With that money, I pay a couple of household bills, feed and care for our pets, and provide all of our household necessities. My husband had a free ride to college and now has generous earnings and benefits. At home, I do all of the chores while he runs off to play with his friends. He thinks housework is a woman’s job. His job is to pay the mortgage and utilities. I feel like a live-in maid. My company would give me unpaid time off for a vacation, but my hubby says it is up to me to pay my own way. So I cannot afford to go with him. I am hurt and angry and feel abandoned. I have conveyed these feelings to him, but it makes no difference. He seems to think this is normal and isn’t willing to go to counseling with me. He does read your column, though, so please help. -Exhausted Wife Dear Wife: This is not a healthy marriage. Your husband treats you like a distant roommate whom he expects to clean up after him. He’d rather go away without you than help pay for your expenses so you can enjoy a vacation together. Unfortunately, the disparity in your incomes makes it unlikely that he will ever consider you an equal partner, since he doesn’t value the other attributes you bring to the marriage. This is a recipe for divorce. Please

get counseling -- with or without him -- and figure out what, exactly, you are getting out of this arrangement. Dear Annie: We have two highly intelligent, charismatic grandsons. Their father could not possibly afford to send them to college, so I promised I would pay for their education and buy them each a car for transportation. The older grandson spent two weeks in college and dropped out. Over the next two years, he put 125,000 miles on the car, got into two accidents and turned it into a piece of junk. He finally decided to get a job and go back to college (at his own expense) and did extremely well. However, he won’t return a telephone call or answer an e-mail. We see him about once a year. We invited him for Christmas dinner, but he never replied. Our other grandson finished college with a 3.8 GPA and is now teaching school in China. He answers my mail and calls his mother whenever possible. I have told both grandsons that my will gives them $10,000 each. I have no problem doing this for the second grandson, but am no longer in favor of giving so much money to the older one. Should I avoid giving money to either, or do I give the younger boy the money and not his brother? -- What To Do

Dear What: You can do whatever you like with your money. However, you made a promise to these boys, and now you’ve decided to add strings. If getting the money is contingent upon their behavior, you need to tell them so there won’t be any surprises. You might also keep in mind that it throws a wedge into their sibling relationship when one becomes “Grandma and Grandpa’s favorite.” Dear Annie: I had the same type of relationship with my daughter as “Just for Argument’s Sake,” beginning with her teen years. Last year, at age 22, she was diagnosed with bipolar disorder. It is usually not diagnosed until children are in their late teens or early 20s. Please pass this on. Perhaps it will save someone else the heartache and tears I suffered through. -- BTT Dear BTT: Sometimes argumentativeness can be a symptom of bipolar disorder, especially if it is accompanied by mood swings. But in many instances, taking a contrary position is simply a personality trait and nothing more.
