GATLINBURG — A panel of local officials made its pitch for keeping Arrowmont School of Arts & Crafts right where it is during a session Wednesday with the school’s own task force which is weighing three offers. In a six-hour session held on the Arrowmont campus, the local committee said it wants to keep the famed school in its current spot and said a public-private partnership is in place to do that. It appears the city of Gatlinburg, county government and the school system are prepared to make contributions to go with private money in an effort to purchase the land from Pi Beta Phi Fraternity for Women. No specific amounts were discussed, and no government entities have gone on record agreeing to make contributions. Businessman Jim Ogle, a committee member, said there are local people ready to step up and be part of a partnership to save Arrowmont. The Arrowmont task force, chaired by local artisan Bill May, will hear pitches from Knoxville and Greeneville this week, then make a recommendation to the Arrowmont board sometime in May. The school’s board may decide as soon as August what it wants to do.
“We care deeply about Arrowmont. We don’t want it to leave here. This community absolutely loves Arrowmont. We know its history has given Arrowmont its mystique.”
— Gatlinburg Chamber Director Vicki Simms
This much seems clear: Pi Beta Phi Fraternity seems determined to sell the land and believes it can receive millions for it; nearly everyone in the room, from Arrowmont board members to staff to committee members, wants the school to stay in Gatlinburg if possible; Pi Beta Phi is unwilling to give Arrowmont a long-term lease at an affordable rate; and Arrowmont will no longer let the fraternity control the school’s destiny. Among those local committee members attending were County Mayor Larry Waters, Director of Schools Jack Parton, Gatlinburg Chamber Director Vicki Simms, Gatlinburg Mayor Jerry Hays and Gatlinburg City Manager Cindy Ogle. Also on hand were Mary Ann See arrowmont, Page A5
Economic council pushes SevierFirst health initiative By DEREK HODGES Staff Writer SEVIERVILLE — Now three years old, Sevier County Economic Development Council officials say their SevierFirst health care initiative is going strong, proving an invaluable asset for participating local businesses and their employees. Something like an employerrun version of the flexible spending accounts that allow individuals to stash away money for health care needs from their pretax pay,
SevierFirst is a way for employers with part-time and seasonal workers to provide some health benefits without the cost of traditional plans. In fact, as they push the effort in hopes of recruiting more participants — response has been somewhat dismal so far considering all the local businesses that the program seems well-suited for — the folks with the Sevier County Economic Development Council (SCEDC) are harping on the plan’s affordability. “This is really a great bargain
for our local companies,” SCEDC Executive Director Allen Newton says. “They can get this for a better price than traditional health care plans and they then have that to offer as a benefit to help them recruit really good employees.” The program is available for employers whose workers don’t have other health coverage. Companies can contribute either $250 or $500 per year for each employee, with those funds to be held in a trust account at a local bank. The money is then made available to the worker to pay for primary care visits.
Unused money at the end of the year can be rolled over to the following year. The plan is being overseen by an outside company with experience in operating what’s called Health Reimbursement Accounts in conjunction with Cariten Healthcare. That means it costs an extra monthly charge for each employee on the program to cover administrative costs. Still, the SCEDC folks insist participating businesses are getting a deal with SevierFirst, pointing See sevierfirst, Page A5

Commission candidates answer questions EDITOR’S NOTE: This is another in a series on candidates for the Sevier County Commission. The same set of questions was sent by The Mountain Press to all candidates in contested races in the May 4 primary. Answers are published in their entirety. District 2 includes the Wears Valley area.
2nd District, Seat B 1. What do you think the biggest issues facing the county will be in the next four years? PHILLIP KING: Several issues come to mind, from funding the schools, infrastructure, economic growth. JOHN MEYERS: I believe that our most pressing issue is that of our lack of control of spending. I believe if we implement a centralized accounting system as
repeatedly recommended in county audits, we could control frivolous and perhaps illegal spending practices. Sevier County citizens deserve honest and ethical spending of their tax dollars. The county belongs to the National Association of Counties. We should take advantage of their expertise to prevent unnecessary waste as we seem to constantly reinvent the wheel. Tight fiscal responsibility is necessary to ensure the efficient use of county resources and will pay for financial system oversight. 2. Do you support purchasing more industrial property, even in a slow economy? PHILLIP KING: I would always consider purchasing more property as long as it does not require raising property taxes. I’m for bringing more opportunity for employment to the county.
JOHN MEYERS: I feel that Sevier County should strive to ensure that every purchase be made according to need. If the county finds that it lacks industrial property, we should have our purchasing department oversee all aspects of the project. Taxpayers want county officials to make purchases only when absolutely necessary. This is especially true in tough economic times. I believe all agreements should be made with the full disclosure and participation of citizens. Sweetheart deals should not be allowed to happen, especially when the citizens do not support them. We should encourage partnering with entrepreneurs to develop property according to market needs. 3. What do you think Sevier County should do to give itself a more year-round economy? PHILLIP KING: Continue working with the
economic development committee, striving to encourage manufacturers (factories) to locate in Sevier County. JOHN MEYERS: We should attract industry that is not dependent on tourism. Attracting a varied industry base should be made a priority. We own several industrial sites ready for development. We should make sure that we are offering a competitive and favorable environment to attract non-tourism based business to Sevier County. We should get the word out that we welcome industry! We have excellent educational resources available and we have a talented and dedicated work force. Those assets should be marketed to lure stable and year ‘round industry to our county. 4. Some counties in the state are facing financial challenges

2nd District, Seat B 1. How would you describe a constable’s job (please mention specific duties)? SAM AYERS: A constable is a personal law enforcement officer to the citizens of their district. They work to keep the citizens safe and serve them as well as helping keep all Sevier County safe. A constable should patrol their district and have personal contact with the citizens in their district. A constable should work with the sheriff’s department and all other police departments in the county by giving them backup and assistance when needed. A constable also serves civil and criminal warrants through the courts in Sevier County. A constable’s job is to always help fight all crime in and around the county and assist all citizens with any problems they may have. Hot Meals for Hungry Hearts adds 4th site Henderson Chapel Baptist Church in Pigeon Forge joins three locations in Sevierville By DEREK HODGES Staff Writer PIGEON FORGE — In times of uncertainty, when it seems everything is lost and hope for tomorrow looks unattainable, Smoky Mountain Area Rescue Ministries Executive Director Dick Wellons knows just having the opportunity to get a warm meal can make a big difference. “You don’t realize the importance of a small thing like that until you face going without it, Wellons says. “It just seems like a common thing, but it can mean a lot. That’s why Smoky Mountain Area Rescue Ministries (SMARM) and Wellons see expansion of the Hot Meals for

that may lead to cuts. What is your assessment of Sevier County’s financial situation? PHILLIP KING: We are like all the other counties we are looking at cutting anything that will save the county. I know that each department head has had to tighten their belt and I feel like each department head does a good job overall. As we continue to grow, we will face more financial challenges and we will take one step at a time — always trying to save the citizens of Sevier County as much as possible. JOHN MEYERS: Sevier County should implement centralized accounting. A purchasing department with standard accounting principles and compliance with state purchasing laws will lead to more efficient use of taxpayer funds. We should have one full time grants specialist to actively seek out state and federal grant moneys to fund our projects. A financial coordinator to oversee strict adherence of standardized spending practices, strict adherence to the state’s False Claims Act which requires Sevier County

road as soon as possible. I currently patrol and work from an unmarked car. I still have radio contact with the sheriff’s department and all other patrol cars and police departments in the county. JERRY STOFFLE: I will spend 40 or more hours doing my duty as constable. If it requires for me to do more, then that is what will happen. I will also have a marked vehicle in service for the constable position that will be seen on a regular basis. 4. What is the biggest crime problem in your district? Hungry Hearts program as being so vitally important in their effort to reach those in need in Sevier County. It’s also what’s motivated the folks at Henderson Chapel Baptist Church on Henderson Road in Pigeon Forge to sign on to host the fourth of the free meals each week on Mondays. The two-year-old program has seen amazing growth over just the past few months. As the recession has settled in locally and more people each day seem to be finding themselves struggling to make ends meet, the Hot Meals effort has exploded from one meal a week to now four on three nights. Wellons says that’s thanks to the leaders at the four area churches that sponsor the meal, which is served from 5:30
to keep contractors “at arm’s length and a central office to manage bids will see that Sevier County purchases are fair and cost effective. 5. The county has no nepotism policy or a policy that limits county employees from holding office. Should there be a policy that addresses this issue? PHILLIP KING: If the County Commission voted in a nepotism policy it would only affect a few departments, because elected officials choose to run their department by their own rules. I know of several family members who work together and do a wonderful job. I would vote “no for the nepotism policy. I currently am a county employee and serve on the County Commission. I feel like everyone has a right to run for office if they so choose; being a county employee should not matter. It’s a constitutional right to run and as long as the citizens are knowledgeable of you place of employment. JOHN MEYERS: Yes! Immediately! In fact, we need an experienced HR manager that will be responsible for all aspects of recruiting and staffing. We need a clearly defined set of WRITTEN job ins of cars, homes and businesses are also a big problem and are usually in connection to the drug problems. We all must continue to work together to fight this never-ending battle to keep Sevier County a safe place for our families.
“You don’t realize the importance of a small thing like that until you face going without it. It just seems like a common thing, but it can mean a lot. -Dick Wellons, Smoky Mountain Area Rescue Ministries Executive Director
to 6:30 p.m. at each location. “We’re just so thankful that they’ve felt a calling to step up and help in this way, Wellons says of Henderson Chapel’s signing on. “This is going to be a great thing for so many families in Pigeon Forge. This is the first time one of
descriptions for each county employee with very clear performance goals and objectives. The HR manager should be responsible for all aspects of organization development, employment and compliance to regulatory concerns, employee orientation, training, policy development and documentation and employee performance evaluation. By having HR functions handled by a Human Resources specialist, our county staff will be better able to manage their job functions without the worry of staffing, training, performance development and other HR tasks. 6. The county may be sued and have to spend thousands of dollars to defend the use of the Lord’s Prayer at meetings. Is there a way to avoid spending this money through compromise or change? PHILLIP KING: We are currently seeking legal firms that will represent us for free. I feel in my heart and know that our government was founded on religious beliefs and I firmly stand for the right to continue to say the Lord’s Prayer before meetings. If it comes to paying for legal fees, I’m willing to make donations to help supJERRY STOFFLE: The biggest crime problems in our community are drugs and breaking and entering. This is very important to me because I have children, like a lot of citizens, and I want to help reduce the crime rate and drug abuse in our communities.

the meals has been served in the town, with all three of the others hosted by Sevierville congregations. Pointing out that many of those who live in Pigeon Forge work the sort of low-wage jobs that keeps the county’s tourism industry humming, Wellons says that will be a boon to those who might otherwise not be able to get to one of the other meals. “There are a lot of people that are sort of below the surface who are living in campgrounds and rental cabins and old hotels in Pigeon Forge who are struggling, Wellons says. “This is going to be a budget-stretcher for some folks and a real opportunity for some folks. In addition to the Pigeon Forge church, Second Baptist
port the legal fees. This is how much I believe in this issue. JOHN MEYERS: Yes, there is. The county could invite those of differing faiths to offer a prayer before the meeting or the county could observe a moment of silence. We should invite those of all faiths to participate in their governance. All citizens are valuable to our society and have every right to participate regardless of their faith. We must be very careful not to alienate any citizen from participating and interacting with Sevier County government. Generations have come to the United States of America specifically because they will not be discriminated against. We shouldn’t favor one citizen over another. 7. New rules on hillside development are about to come before the County Commission? What is your take on those rules, and should the county do more or less land-use regulation? PHILLIP KING: I have not seen the specific rules as of yet. I did vote for the study to be done. I represent citizens who want regulations and citizens who are builders, so while looking at this

Rubye W. Ferguson Shields
Rubye W. Ferguson Shields of Sevierville, TN, passed away Tuesday, April 13, 2010. She had enjoyed 95 years of an interesting and varied life. Mrs. Shields was born October 20, 1914, in Vardaman, Mississippi to Aaron Levi and Mary Alice Ferguson. As a teenager she and her family traveled across the country on fabled Route 66 to Los Angeles, California, where they lived for several years. Mrs. Shields graduated from Huntington Park High in Los Angeles, CA, in 1933. She returned to Mississippi, where she attended Mississippi State College for Women, known as the “W and received her Bachelor of Science degree in 1937. She accepted her first teaching position at Vardaman High School and later taught in New Hope, Mississippi. In 1944 she married Staff Sergeant John Claude Shields of Sevier County, Tennessee, who was stationed at Columbus Air Base during WWII. After marriage they moved to Sevier County, where they spent their remaining years. Mrs. Shields was an accomplished violinist and played in orchestras for several years. Her true passion was teaching and she was a dedicated educator who had a true fondness for her students. She taught in two one-room schools in Sevier County, Laurel and Shady Grove, and then moved to Caton’s Chapel Elementary as principal and teacher. Following her time there, she moved to Sevier County High School where she taught Biology, Chemistry and Physics. She retired in 1977 after 37 years of teaching. Mrs. Shields was and had been a member of various organizations including Delta Kappa Gamma International, Gatlinburg Garden Club, and Retired Teachers of Sevier County. In April 2010, Mrs. Shields was selected for induction to the first Sevier County Educations Hall of Fame and was scheduled to be honored on the evening of April 27, 2010. She was a member of Middle Creek Methodist Church. sophomore Garrett Koster, before Irwin entered. According to the report, either Costantino or Koster admitted to the Facebook post. “The suspect then became angry and began to break items in the apartment, states the report. “The victim then asked the suspect to stop, and the suspect told him to shut up. The victim stated that he told the suspect to make him shut up. “The suspect then went to a closet, the report says, “and grabbed a wooden baseball bat and took a full swing at the victim, hitting him in the left arm, the report states. “According to the witnesses, there was then a scuffle to get the bat away from the suspect. After the scuffle, the suspect ran away. Guinn was being treated at Lakeway Regional Hospital in Morristown at the time the offense report was taken last Thursday. Although the Hamblen County Jail refused to verify whether a warrant for Irwin was outstanding, a

Simms said. “We don’t want it to leave here. This community absolutely loves Arrowmont. We know its history has given Arrowmont its mystique. out the average per-employee monthly cost for companies in the program ranges from $11.11 to $13.53. “This alternative benefit program offers the employer and its employees a cost-effective approach to getting basic primary care services through a quality and cost-conscious provider network, SCEDC Special Projects Manager Janice Bettis says. Though it started in early 2007 with Mountain Hope Good Shepherd Clinic the only primary care facility accepting the plan, SevierFirst has built a network of 10 local doctors’ offices, many of which offer services at discounted rates to participants. Those health facilities are scattered throughout the county from Gatlinburg to Pigeon Forge to Sevierville to Seymour, and even into Newport. Those employers who are par-
“(I want) to give thanks to everyone for the prayers and wishes. “I truly appreciate it. Thank you all! -Statement from Adam Guinn’s Facebook wall
“(I want) to give a special thanks to Garret and Chris for being there when I needed it the most, states a Facebook post made about eight hours after the alleged assault. Guinn and Irwin share the same hometown of Clinton, though Guinn moved to Pigeon Forge prior to his junior year of high school. According to the Walters State Web site, Irwin is undecided on his college major and lists his hobbies as guitar playing, working on cars and drawing. Although the most recent post made by Irwin on his Facebook page went up about 9 1/2 hours before the alleged assault, Irwin’s MySpace page shows that the suspect logged into his MySpace account on Tuesday, five days after the attack. “My friends are really important to me, or well the few that i have, states a MySpace blurb written by Irwin during his senior year at Knoxville Catholic. “I play baseball ... it is basically what i want to do for the rest of my life... According to the police report, Irwin drives a white Ford F-150 pickup “with rims.
Morristown detective not involved with the case said he could find no record of the warrant being served or an arrest made as of Wednesday evening. Neither the officer assigned to the case, Detective Ron Sargent, nor Hamblen County Sheriff Esco Jarnagin could be reached. Guinn reportedly will undergo surgery today at Fort Sanders Parkwest Hospital in Knoxville to attempt to repair extensive bone damage to save the promising young player’s baseball career. Guinn was playing regularly at third base and designated hitter and was batting approximately .300 through 30 games. He had appeared in an exhibition game against Tennessee Smokies at Smokies Park April 6. The day before the incident, he played against University of the Cumberlands, going 2-for-5 with a home run. “It’s just unbelievable, his
dad, Mike Guinn, said. “It just makes me sick. You would never imagine something like this happening to your son. According to Coach Guinn, surgeons are confident they’ll be able to repair the damage enough for Adam to eventually become 100 percent again. “But Adam has got a lot of work in front of him to get back, his father said. “He’ll have to work hard in rehab. According to Adam Guinn’s Facebook page, he has received the support and prayers of many and hopes to return to baseball. “(I want) to give thanks to everyone for the prayers and wishes, Guinn’s Facebook wall states. “I truly appreciate it. Thank you all! “Its pretty rough right now, but hopefully with all the support I have been receiving I will be back on the field eventually. Guinn also praised teammates Costantino and Koster.
Arrowmont stays or leaves. “That’s the most unfounded thing to come out of this, Hays said. “We care more than Greene County or Knox County. Much of the meeting dealt with specific strategy aimed at making the case for Arrowmont staying. The Mountain Press agreed not to print details of that strategy until after the other two presentations this week. Kennedy said the Arrowmont task force will have a tough decision weighing the three offers because the specific parts of the offers cannot be easily categorized or compared.
“This is not a process that says you make three columns and do checkpoints, he said. “What Gatlinburg brings to the discussion is very different from what Knox and Greene bring to the discussion. Knoxville’s offer is believed to include the University of Tennessee. Greeneville’s appears to be underwritten by one local philanthropist. While this is going on, Pi Beta Phi has its own Gatlinburg task force at work, apparently studying the current land use toward making a recommendation in August or September to the fraternity’s Grand
Council on what to do with the land. In the summer of 2008 the Grand Council accepted an offer of a reported $50 million for the property from private developers — an offer most now think was unrealistic and not serious. The fraternity later withdrew from the sales plan, but the idea Pi Beta Phi might sell Arrowmont’s 14 acres set in motion the school’s plans to consider a new location or find a way to stay. Pi Beta Phi has offered Arrowmont a lease of $100,000 a year, but the school thinks that’s too high.
ticipating in the program have offered praise for it. “The Smart Card Program is truly hassle free, Hatcher Cleaners owner Melissa Hanlon says. “It provides our employees affordable health benefits with quality providers. All at a reasonable cost to us. The dry cleaning business has been with the program for a while, offering primary care to its small staff, that includes some part-timers, Bettis says. And Hanlon isn’t alone in lauding SevierFirst and its accompanying Smart Card, an identification with a computer chip built in that stores a patient’s medical information. “The Smart Card is the ‘smart thing’ to use, The Maples Tree manager Dan Greengold says. “It’s efficient, economical — and it keeps your employees working. That last point of Greengold’s
is one SevierFirst and SCEDC officials have been harping on since the program’s inception three years ago. While there may be an obvious cost savings of offering the program over traditional employer health insurance, there’s also the benefit of reducing lost staff time. That’s because employees who have the opportunity to be part of such a plan are more likely to go to the doctor when they’re well for regular preventative check-ups and when they’re sick for treatment. That means fewer days lost to illness, Newton says. “It can really help them save money by ensuring their staffs can be at their most productive every day, he says. Despite all that, the program still hasn’t enjoyed the sort of popularity one might expect in an area where a huge number of
jobs are the part time and seasonal positions that rarely come with health benefits. Organizers aren’t sure why that is, though it might have something to do with some flawed perceptions. “I think it’s a great opportunity for people, but people just don’t seem to quite understand what it is or how it can be good for them,â€? Bettis says. “A lot of people say, ‘Oh, that’s that insurance plan.’ We have to explain to them that it’s not insurance, but it can help provide for their employees’ health expenses.â€? Palin expected in Knoxville for trial KNOXVILLE (AP) — A former college student charged with hacking Sarah Palin’s e-mail will go on trial next week in a case expected to bring the former Alaska governor to Knoxville. At a pretrial hearing Wednesday, the judge in the felony case against David Kernell denied a defense request that prospective jurors answer a questionnaire to see if they have “strongly held opinions” about Palin. Kernell, the son of a Democratic state legislator from Memphis, was a
University of Tennessee student when prosecutors say he accessed Palin’s personal Yahoo e-mail account while she was Republican presidential nominee John McCain’s running mate in 2008. Kernell has pleaded not guilty. U.S. District Judge Thomas Phillips denied the questionnaire motion at Wednesday’s hearing, saying there is no reason to treat prospective jurors differently from other cases. He said they will have the opportunity to say if they don’t believe

Palin attorney Tom Van Flein in Anchorage, Alaska, said in an e-mail to The Associated Press that the former Alaska governor has been subpoenaed and will testify at the trial that is expected to take up to 10 days. “Apparently the government will call a witness who is a very famous person,” Kernell’s attorney, Wade Davies of Knoxville, said at the hearing, where he referred to Palin being on television and speaking at a Tea Party convention.

Phillips also denied a defense motion to force Palin to turn over all e-mails from her personal e-mail account that Kernell is accused of illegally accessing. NEW YORK — The long-gestating Broadway musical from the guys that brought you “South Park” won’t star Stan, Kyle, Kenny or Cartman, but it will have singing Mormon missionaries and, of course, a controversial theme. “South Park” masterminds Trey Parker and Matt Stone, along with Tony-winning ‘Avenue Q’ creator Robert Lopez, developed ‘The Book of Mormon’ for a Broadway run starting March 2011, The New York Times’ Arts Beat blog is reporting Wednesday. According to show producers, “The Book of Mormon” will focus on two young missionaries along with the story of the religion’s founder, Joseph Smith.

Let’s lower and simplify our taxes
It’s that joyous time of year: income tax time. So I spend time with my accountant. I don’t want to see him, but I must. I could not do what he’s doing. The tax code has grown so complex that today most Americans hire someone to do their taxes. For the money I pay my accountant, I could get a hundred massages. I could buy a fancy motorcycle. I could take a cruise ship to Venice and back. Better yet, I could do some good in the world. I could pay for two Habitat for Humanity homes or help three kids escape government schools by paying their tuition at a good Catholic school. What a shame that I pay my accountant instead. How’d we get to this point? U.S. taxes were once simple! The government funded itself on tariffs and excise taxes. It didn’t violate our privacy by asking us how much we made or how many dependents we have. But in 1913, the politicians decided they needed an income tax. At first, they took little money: just 1 percent on incomes between $20,000 and $50,000. Those were big incomes -- adjusted for inflation, $50,000 is $1.1 million today. The top bracket paid 6 percent, but that only applied to people who earned at least $11 million. Anyone who made less than $400,000 paid no income tax. But leave the amounts aside. The increase in complexity is just as evil. In 1913, the first tax form and instructions totaled four simple pages. Today’s 1040, with instructions, totals 176 pages. How did this happen? Because politicians win votes by giving gifts to favored groups. Pandering legislators applaud themselves for offering tax credits to special interests. The favored groups cheer their tax breaks, but the result is that everyone else pays more, and everyone must spend more time deciphering the rules. And with every credit, the tax code gets more complicated. The code is now 3,784,745 words long, not counting the 2009 and 2010 changes. It will get worse in the future. Americans spend more than 7 billion hours trying to comply, according to a forthcoming study from the National Taxpayer Union (NTU). “That is the equivalent of 3.7 million employees working 40-hour weeks yearround without any vacation. That’s more workers than are employed at the five biggest employers among Fortune 500 companies,” writes David Keating in the NTU study. “Counting time and money for individual taxpayers, the compliance burden would total an incredible $103 billion for individual taxpayers alone.” That doesn’t include the time spent doing state and local forms, or more important: the burden of “tax minimization strategies” on the economy. And we haven’t even mentioned the corporate income tax. But don’t worry. The IRS stands ready to assist the bewildered. “If a taxpayer needs help beyond the basic form,” Keating writes, “the IRS now lists 1,909 publications, forms, and instructions for download (some are duplicates in different languages) from its Web site -- up from the 1,770 NTU logged last year.” Thanks a lot, IRS. This is insane. How dare a government that supposedly serves the people impose on us this way? Politicians who pass these tax laws aren’t our representatives. They’re our rulers! They increase the tax burden and its complexity, and then demand we pay them homage to get exemptions for little pieces of our lives. What are we to do? Some people say scrap the income tax for the Fair Tax, a national sales tax. Others want a flat income tax of, maybe, 17 percent. One form; no deductions. There’s always danger in proposing a replacement for the income tax: We could end up with two taxes. I wouldn’t put it past our greedy Congress to promise that a national sales tax -- or worse, a value-added tax -- would replace the income tax then, once the new taxes are in place, to say that the need for revenue is so great that they must retain the income tax, too. Let’s not take our eye off the ball — lower and much simpler taxes. — John Stossel hosts a show on the Fox Business Channel and is the author of “Myth, Lies, and Downright Stupidity: Get Out the Shovel — Why Everything You Know is Wrong.” (C)2010 JFS Productions Inc.
Editorial
Early birds It’s great to have early voting available in Tennessee There is a reason why so many people don’t take part in elections, but in Tennessee you can’t blame it on inconvenience. Thanks to a law nearly 16 years old, Tennessee voters get a chance to vote early during a two-week period leading up to elections. Early voting for the May 4 primary elections began Wednesday. In Sevier County you can vote early at the Voting Machine Warehouse on Dolly Parton Parkway in Sevierville, and for several days you can vote at the Seymour Library. While there are no contested races in the Democratic Primary, the Republican Primary ballot is loaded with contested races for county commissioner, constable and county mayor. In addition, candidates in two contested district school board contests want your consideration. The school board race is nonpartisan.
A growing number of states have early voting laws that enable residents to vote for a candidate or issue in advance of Election Day. The purpose of early voting laws is to provide more opportunity for residents to vote in elections by giving them the ability to vote on more than one day. Early voting laws make voting more convenient and easier for people to participate. There are two ways for registered voters to vote early in Tennessee: in person and by mail. Although early by-mail voting, or absentee voting, has been a part of the process for many years, in-person early voting is fairly new. Tennessee voters were first permitted to vote early in person in the 1994 general election, thanks to a law that was passed by the Legislature that year. The passage of the early voting law made Tennessee one of eight states at the time
to allow in-person early voting. The law states that registered voters shall go to their county election commission offices during designated days and times and vote. You don’t need a reason to vote early in person. All a Tennessee voter needs to do is show up at the polling place during the days that early voting is permitted. Tennessee law states that in-person voting starts 20 days before Election Day and ends five days prior to Election Day. In Sevierville the polls will be open from 10 a.m. to 6 p.m. weekdays and 9 a.m. to noon on Saturdays until April 29. In Seymour’s library, early voting starts today and runs through Tuesday, then again on April 24. Hours there will be 11 a.m. to 6 p.m. weekdays and 11 a.m. to 2 p.m. on both Saturdays. Take advantage of early voting. Make your voice heard.

West earns split with Bears By JASON DAVIS Sports Editor
MORRISTOWN — The Smoky Bears may have thumped the Morristown West Trojans Monday night at Cliff Davis Field in Sevierville, but Tuesday night in Morristown the the Trojans returned the favor. In continuing a theme in the IMAC this season, West
(13-4, 5-1 in the IMAC) won Tuesday to split the series with Sevier County (15-9, 7-3). The loss wasn’t pretty for the Smoky Bears, as they fell 12-1 at Trojans Park in five innings. Morristown’s Jet Pressey was great on the mound for the Trojans, who went the distance, giving up just three hits and one run while striking out six Bears
batters. An RBI single in the first inning was Sevier County’s lone offense in the contest. Morristown West immediately answered that, scoring four runs of their own in the bottom of the frame. The Trojans added seven runs in the second to push the lead to 11-1. mpsports@themountainpress.com

Dear Annie: I was married for 34 years and divorced two years ago. Within months, I married “Sam,” who I met through an Internet dating site. He treated me like I was all he cared about in this world. Now I’ve discovered he drinks six to eight bottles of beer every evening. He also does not communicate with me at all, or uses profane and offensive language and says I’m an idiot. Sam told me he would provide for us in our old age with a pension and life insurance, but I’ve learned he has neither, and he tells me he can’t afford it. He is a totally different person from the man I fell in love with. I am hurt, lonely and scared. Sam is 61 and retired. I am 55. I don’t expect him to be with me 24/7, but he’s never there at all. I am going through counseling alone. He won’t go because he says there is nothing wrong with him. When I try to talk to him, he starts an argument and then storms out. I am constantly walking on eggshells. I am on disability, but a friend has made a tentative offer to take me in if I decide to leave. I have never lived on my own. I might add that I must have been blind. This man was married five times before me. He made me laugh all the time, and I never felt so happy. I was stupid. Any suggestions? -- Scared Dear Scared: You weren’t stupid. You were lonely and vulnerable. If you are unhappy and anxious being married to Sam, please consider a separation while you work with your coun-
selor on becoming less dependent on others. You are still young enough to change the direction of your life and find a positive outcome. Dear Annie: I am a 22-year-old gay male and feel like none of my friends care about me. They invite me over because I am funny. They tell stories at my expense, but if I have a serious issue, no one wants to hear it or offer sympathy. Four of my closest friends recently moved out of state for college, work, etc. I’ve made an effort to get to know my peripheral friends individually, but after making plans to see a movie and not getting a call back and similar such things, it feels as if I am forcing friendships with people who are already part of an inner circle that excludes me. I was also raped a few months back and confided in a few of these newer friends, but no support was offered. As a result of the assault, I am awaiting the results of an HIV test, but no one seems worried. However, another member of the group just broke up with his girlfriend and got an amazing reaction. My mind feels fractured, and I have resorted to cutting. Sometimes I hope they can see the marks, but nothing is said. What can I do? -- Wanting Someone To Care Dear Wanting: You are crying for help,

but unfortunately, your “friends” think you are only looking for attention. Rape is serious and, along with the cutting, merits professional help. Please ask your doctor to refer you to someone. Dear Annie: “Little Sister” said her parents are helping her out financially, which has enraged her older, more successful sister. I am the big sister in my family, and my parents did similar things to help out my younger brother. While I understand the feelings of jealousy and sibling rivalry, I am also a mature adult. Big Sister needs to grow up and realize it’s her parents’ money and they can do what they wish with it. My life is more peaceful and happy since I let go of my own jealousy. By the way, my brother is now pursuing a graduate degree at seminary. -- Proud Big Sister Dear Big Sister: Your brother is fortunate to have such a caring, sensible sister. Kudos.
