Several excel at state convention By ELLEN BROWN Staff Writer Sevier County Schools were well-represented at the state’s Junior Beta Convention during Nov. 22-24 at the Gaylord Opryland Hotel in Nashville, with students taking home numerous awards and honors. “We had a great group of kids,” said Denise Ward, sixth-grade teacher and Beta Club sponsor at Pigeon Forge Middle School. “We’re very proud of them.” Sevier County students who attended the convention included Austin Rice, Seymour Middle School, who won the office of president of the state’s Junior Beta Club; Chad Gibson, PFMS, who won the office of chaplain; Shelby Huskey, Pigeon Forge High School, first place in Special Talent; Brianna Hodge, PFMS, second place in Special Talent; and Turner Whaley, PFMS, first place in Division 1 Speech. School students placed in Arts and Crafts as well. “It’s very fun — Beta Club is not a boring club,” said Brianna. “We work together as a team at convention, doing different projects. We compete in areas like Special Talent, Group Talent, Science, Spelling Bee and Quiz Bowl.” Thirteen-year-old Brianna, who won second place for singing “At Last” in Special Talent, also sang the national anthem

at the opening ceremony of the convention. She calls the whole experience “amazing.” “I wanted to make an impact, so I picked a song that fits my voice, which is kind of bluesy,” she said of the Etta James classic. “I also like gospel.” Chad, 12, performed in a skit and delivered a twominute speech during his campaign. He chose the motto “Shout for Chad for Chaplain.” “I knew that you had

to inspire people, and I thought it would be fun to help Beta,” he said of his decision to run for the office. He plans to run for the office at the national level in June. Turner, 11, was “a little nervous” before he delivered his speech at the state convention, but he made sure to smile and speak directly to the judges. “My speech was on See BETA, Page A4

SEVIERVILLE — If 1960s pop group Herman’s Hermits performed a song about Sevier County’s audit reports for the last two years, somewhere between the verses of “I’m Henry the Eighth I Am” they’d sing, “Second verse, same as the first.” The report from the state comptroller’s office was released Monday and shows that more than half the nine findings are repeats from 2008. None of the red flags raised by the state officials are considered “major,” which would indicate taxpayer money was misappropriated. “Overall I’m very pleased with the outcome,” County Mayor Larry Waters said Monday. “When you look at an operation as big as we have and those are the only findings — and they’re not major findings — I think that’s great.” The 245-page report looked into everything from staff salaries to gasoline purchases for sheriff’s deputy cruisers. It’s essentially a good report for county finances, according to a letter from the audit’s overseer. Rather than a problem, the findings simply indicate instances in which the county could handle money better by following state guidelines or recommendations. The findings include one each for the offices of mayor, director of schools and juvenile court clerk, while the county clerk’s office negted four findings. Additionally, there are two miscellaneous findings that apply to the county overall. The report produced a pair of the most often-repeated findings in Sevier County’s audits: The county offered longevity pay to constitutional county employees, a move that bumped salaries for those workers above the state standard; and the county has no central accounting system. Waters has responded to that last charge in years past, pointing out the issue only deals with the Highway Department and school system, both of which keep their own, independently-audited books. Over 750 children have been pre-registered for the event and 350 families will receive Christmas dinner with enough food

to feed a family of six. Over 300 volunteers will assist in giving children new gifts. The children will receive winter coats, sweatshirts, bicycles with safety helmets and Christmas stockings. The number of impoverished children living in Tennessee increased more than twice as fast as the national aver-

age, according to Kids Count Data Book that has ranked child poverty in all 50 states for the past 20 years. This event will affect more than 1,000 people, officials said. Thousands of corporate and individual donors from Knox and Sevier counties have made donations. The Lord’s Child is a

non-profit, humanitarian organization that served more than 6,000 children last year. It plans food drives throughout Knox, Sevier and other counties in the Appalachian region. It will continue to sponsor children in its spring, back–to–school and Christmas events. For more information call 868-5200.

So far, things have been flying pretty smoothly for Ross Ogle Jr., who is building Zip Lines of the Smokies on property he and his father own on Mill Creek Road. A rezoning request to get that property set for the construction sailed through the Pigeon Forge Planning Commission earlier this year and things seem on track for the business’ take off. However, the request to put a ticket shop on property Ogle owns at 3363 Parkway may not get such a quick nod. According to Chief Planner David Taylor, the proposal set to come before the Planning Commission during its meeting at 3 p.m. today in City Hall calls for locating the retail center on

Knoxville men charged with Seymour theft Submitted report Two Knoxville men have been charged with aggravated burglary in connection with a break-in that occurred in Seymour on Friday. Sheriff Ron Seals said Monday that officers investigated a residential burglary on Fox Creek road at approximately 11 a.m. Knoxville police later pursued a car on Magnolia Avenue and followed the vehicle to an area in West Knoxville. Taken into custody at the scene were James E. Jett, 36, of 1009 Bob Gray Road, and Nolan T. Wiginton, 21, of 1100 Brown Road. During a search of the car, items believed to have been taken from the burglary in Sevier County were found and confiscated, Seals said. Sevier County investigators worked with Knoxville authorities and charged the pair with aggravated burglary. They are currently jailed in Knox County and are awaiting a hearing date.

Still, though they own the land, it seems likely the plan won’t get a stamp of approval from the city’s planning staff. “We will not be recommending it (be approved) because we do not feel it meets the regulations and we think there should be just one principal building per lot,� Taylor said. Fortunately, there may be an easy solution to the dilemma. Though the lots in that area are about 50 feet wide and very deep, Taylor thinks the plan could be modified to get the entire 500-square-foot ticket sales location onto one piece of property. “We think it could easily fit onto one lot and, hopefully, that will come up during the meeting,� Taylor said. If the plan does get a thumbs-down from the commission, a subsequent request for a variance to allow the building to straddle the two lots on the Board

PITMAN CENTER — A conversation about a school clothes closet has sparked an idea for another way to give back to the community. Pittman Center Elementary School nurse Cristy Layman had mentioned the school’s clothes closet, which provides clothes to students in need, to her 15-year-old daughter, Lindsey one day. The Sevier County High School student wanted to know more. “She said, ‘Clothes closet? What do you mean?’� recalled Layman, who is also a school nurse at Jones Cove Elementary School. “She was horrified when I told her that some of these kids have never even been shopping at the mall.� Lindsey suggested they create the shopping experience for those in need — without the worry of money. Today, Pittman Center Elementary will open “L’s Boutique� (named for Lindsey, whose nickname is “L.L.�) for a day. Shoppers will be fifth through eighth grade girls in need of clothing. “That’s the age they start caring about what they look like,� Layman explained. After spreading the word about their project, mother and daughter acquired jeans, shirts, jackets, jewelry, scarves and other accessories from members of the community to set up shop. Lindsey helped her mother sort through the donations, making sure all items were in style and appealing to the age group. “There will not be any donations from this school in the boutique, because we don’t want a student saying to one of the girls, ‘That was my shirt,’� Layman said. She added that clothing in all sizes will be available. “We’ve got plenty of clothes right now, probably enough to go to another school (at a later date).� The two have stayed busy with the upcoming opening, making signs and ordering shopping bags. “A lot of her friends have donated,� Layman said of her daughter. “She’s so excited. She said, ‘What about the boys?’ I told her one thing at a time, but I would love to have another shop for boys. is not required by state law, Waters maintains. Offering longevity pay is a decision made by the County Commission, which this year voted to continue the move after some debate. The state only offers guidelines, not requirements, for salaries for constitutional employees, including property assessor, county clerk, court clerks, trustee and register of deeds. Waters said the instances in which purchase orders were not issued happened in another courthouse department that his office has charge over. Though county leaders have tried to track down the offending departments, that has been difficult because the audit does not name them specifically. That may change soon, though, as Waters and other officials have requested that the audit mention the specific offices in which incidents occur. In the county clerk’s office, Joe Keener said all four of the findings there relate to one glitch in a computer system the department started using in February that automates the car title process. Keener explained that program was taking taxes paid on car purchases in other states and recording them as taxes paid to the county. It subsequently told staffers the

We’ve got everything worked out and the state actually sent the money back.� Those instances added up to $115,895 before the glitch was caught, but all that money has been refunded, Keener said. “We don’t have many of that type of transaction, but it started building up,� Keener said. For the school system, the auditors found that school officials allowed a local church to use a bus for a mission trip without requiring any kind of reimbursement. That is not expressly forbidden; state law allows school system property to be used by private groups with or without a fee. The problem: The school system does not have a written policy for use of things like vehicles, only for buildings. WASHINGTON (AP) — President Barack Obama implored top bankers Monday to help keep the fragile recovery from faltering by boosting lending to small businesses and getting behind an overhaul of financial regulation. “We rise and fall together,� Obama declared. In response to the president’s burst of populist jawboning, some banks pledged to increase loans and exercise more self-control over outsized compensation. But the full impact of Obama’s intervention was hard to gauge: The government is losing leverage as major banks repay bailout loans. Obama’s lecture to the bankers was also part of a broader election-season Democratic effort to tie sluggish bank lending to continued high joblessness — and to try to tie the banking industry to Republican efforts against Obama’s financial overhaul legislation.

Time short for health care debate

WASHINGTON (AP) — The end game in sight, Senate Democrats coped with stubborn internal differences as well as implacable Republican opposition on Monday in a struggle to pass health care legislation by Christmas. A liberal-backed call to expand Medicare as part of the legislation drew strong opposition from Sen. Joe Lieberman, I-Conn. and quieter concerns from a dozen Democrats, raising significant doubts about its ability to survive. Congressional officials said the administration was recommending the provision be jettisoned to clear the way for the most sweeping health care legislation in a half-century. In response, a top presidential aide, Dan Pfeiffer, said, “The White House is not pushing (Senate Majority Leader Harry) Reid in any direction, we are working hand in hand with the Senate leadership to work through the various issues and pass health reform as soon as possible.�

Park visitation up in November

Entries into Great Smoky Mountains National Park jumped by 8.7 percent in November. Year to date the park is up 4.7 percent, spokesman Bob Miller said Monday. Through November, park visitation totalled 8.96 million visitors, putting the Smokies on track to finish the year at 9.4 million. The November jump was fueled by a 27.2 percent jump at the Gatlinburg entrance, due in part to the Interstate 40 closure for the entire month. Cherokee and Towensend numbers were unchanged.

The Smoky Mountain Community Band will have its first Christmas concert at the Sevierville Civic Center at 7 p.m. Thursday. Admission is free. Refreshments will be provided. The community band was founded in 2007 by Betty Smelcer, the assistant band director of Sevier County High School. The band is open to new members. Couple slaying suspect seeks appeal KNOXVILLE (AP) — The last person facing trial in the carjacking and slaying of a Knoxville couple is waiting to hear if the state’s highest court will take up her appeal before her scheduled trial in May. Attorneys for Vanessa Coleman said they plan to ask the Tennessee Supreme Court to look at an appeal that a lower appellate court refused to consider before Coleman is tried. Coleman, 20, was arrested in Lebanon, Ky., following the 2007 murders of Channon Christian, 21, and

her boyfriend, Christopher Newsom, 23, in Knoxville. Newsom’s naked, bound and burned body was found near railroad tracks and Christian had been stuffed into a trash can and left to suffocate. Coleman’s appeal claims she was entitled to immunity from state prosecution because of an agreement with federal prosecutors. Knox County Criminal Court Judge Richard Baumgartner last week set the May 10 trial date to give the high court time to decide whether

Beware of ‘warming’ billionaires In a famous sermon, “Sinners in the Hands of an Angry God,” Jonathan Edwards once warned his fellow Americans: “The wrath of God is like great waters that are dammed for the present; they increase more and more, and rise higher and higher.” True, he said, “the floods of God’s vengeance have been withheld; but your guilt in the meantime is constantly increasing, and you are every day treasuring up more wrath; the waters are continually rising and waxing more and more mighty.” Listening to U.N. climate chief Yvo de Boer talk is like hearing an updated gospel of the apocalypse: “The clock has ticked down to zero -- after two years of negotiation, the item has come to deliver.” Deliver what? Well, the kind of global governance that has been the supposedly ridiculous nightmare of stupid populists who for years worried that the United Nations might turn into what Hopenhagen is hoping for. Danish Prime Minister Anders Fogh Rasmussen pronounced with hope, “The deal that we invite leaders to sign up on will be one that affects all aspects of society, just as the climate change does.” All aspects of society? “The shepherd cries The hour of choosing has arrived Here are your tools” So proclaims former Vice President Al Gore, inventor of the Internet and poetprophet of the new age in his book “Our Choice.” Into your hands, Al Gore, we commend our wallets. I do not know whether the planet will warm or not. Watching Copenhagen unfold, I know that I would rather bet on humanity’s ingenuity in adapting to climate change than put the power to control “all aspects of society” in the hands of Al Gore, any prince of Denmark or the United Nations. I will trust the creativity of the future -- rather than these experts -- to regulate the lives of future children yet unborn. Beware of carbon billionaires bearing doom, for they profit from it. How many times have environmentalists been wrong in the past? How many times have we been told the hour of doom will be upon us? How many children died in Africa because St. Rachel Carson launched a crusade against DDT? And how few of today’s fervent environmentalists have ever apologized for the deaths their past mistakes caused? Do they know? Do they care? Developing countries are suddenly outraged by the leak of the so-called Danish Text -- a draft agreement that would impose carbon constraints on developing countries, indeed permit richer countries to emit twice as much carbon per person in 2050 as the poorer countries. What? Containing global warming doesn’t mean just hamstringing the U.S. but limiting African people’s prospects? They are right to be outraged, however hypocritically. The latest news? President Obama has prepared yet another end-run around the American people by supporting the transfer over carbon output regulation (that’s every breath you make, literally) to the Environmental Protection Agency. Drive your children to school? Use a clothes dryer instead of a laundry line? Eat methane-producing beef instead of carbon-friendly fish? Have another baby instead of an abortion? All of these deeply personal choices affect the carbon output of the United States. In one fell swoop the federal government has claimed (in theory) a power unimaginable to our framers and inconsistent with any notion of a free society. Carbon billionaires will proliferate as businesses learn the way to make money is not to compete on a nonexistent free market but to do cozy deals with politicians, South American style. The left used to warn about the military-industrial complex, now it is seeking to create a corporateenvironmentalist complex like nothing America has ever seen. For, as Jonathan Edwards put it: “The foolish children of men miserably delude themselves in their own schemes, and in their confidence in their own strength and wisdom; they trust to nothing but a shadow.” — Maggie Gallagher, president of the National Organization for Marriage, is known for her conservative social policy analysis of social trends and conditions. Better to give... Spirit of Christmas is really on display in county this month Saturday was a terrific day of showing the giving nature of Sevier County. In Sevierville, families came by to select coats as part of Smoky Mountain Area Rescue Ministries’ annual coats event. Nearby, First Baptist Church held its annual Christmas gift giveaway, as families lined up to receive the food and gifts the church had collected and organized for them. At the Sevierville Community Center the annual Teen Christmas and Shiloh Riders Toy Run project reached their climax with hundreds of people having a happier Christmas thanks to the generosity of many others. In Pigeon Forge, the Toys for Tots giveaway was held at Belz Mall, and that drew hundreds of children and their parents to receive toys and other items to make their holiday brighter. Today, The Lord’s Child has its annual toy giveaway for families

that signed up for assistance. And on Thursday, Banner Baptist Church hosts more than 200 clients of Douglas Cherokee Economic Authority for a Christmas party at River Terrace in Gatlinburg. There are other such events, either already held or scheduled this week. Groups large and small reach out to assist those less fortunate at this special time of the year. It is a glorious example of the Christmas spirit of giving rather than receiving. The cynics among us — and they are legion in Sevier County — will point out that we should be helping people year-round, and that some families get things from several different agencies, thus giving them a bigger Christmas than even some of the donors might be having. Yes, we should do more to help people in need throughout the year, and

many agencies remain active January through November to assist people with basic needs like clothes, rent and utility payments. But Christmas is different. In addition to its religious significance, there is the commercial aspect to it. We just don’t want to see children or their parents go without at this time of the year. The disappointment at having little or nothing in the way of material goods at Christmas time simply goes against what we think of as the Christmas spirit. So we do a little more this time of the year. It makes us feel better as we help others to feel the same way. Thanks to the organizations, clubs, churches and social agencies for all they do at Christmas time to make lives happier and more fulfilled. When hunger pains go away, and homes are warm, and the tree has gifts under it,

They should be given no second chances, they should be held in jail until court, and the fines should be high enough to make sure they become responsible drivers and obey the laws completely. In fact, the fines should be at least double what it would cost to have insurance, thus people would be more compelled to acquire the insurance. This should apply to the U.S. citizens as well. Numerous times in each paper there are individuals cited who do not have legal driver’s licenses or not properly insuring their vehicles. It is preposterous that as the owner of a vehicle that is insured, I have to pay a premium for uninsured motorists. That law has baffled me for 30 years now. North Myrtle Beach, S.C. — The Pigeon Forge wrestling team got a good effort from their grapplers this past weekend at the Outback Classic wrestling tournament in North Myrtle Beach, S.C. Cody Davis (171 lbs) and Edward Holland (145) took first place in their respective divisions, while Nate Croley (130) brought home a second place and Logan Sims (125) finished third. As a team, the Tigers finished fifth overall among the 27 teams from S.C., N.C., Virginia, West Virginia and Tennessee. “I am very proud of how our team performed,” PF coach Greg Foreman said. As the holidays near, things only heat up for the Tigers. The team will wrestle at Karns tonight before hosting Sevier County, William Blount and Alcoa on senior night Thursday. Then the week of Christmas the team will host the Smoky Mountain Duals, one of the toughest team dual events in the region.

TKA splits pair with WSBB, St. Andrew’s By JASON DAVIS Sports Editor SEYMOUR — The King’s Academy Lions rebounded from a 65-45 defeat at the hands of Webb School of Bell Buckle Friday night with a 48-25 drubbing of St. Andrew’s on Saturday. Cyrille Sandjon and David Kirkpatrick combined to account for 30 points and 17 rebounds in the team’s win over the rival Mountain Lions, as Kirkpatrick put up 14 and nine, while Sandjon had 16 and eight. Sandjon also added a team-high seven steals. Dane Hoffmeister added seven points for The King’s Academy, while Sam Witt tacked on four, Matt Ward chipped in three and Tim Whitley and Jordan Smith scored two each. The Academy got out big early, leading 20-8 at the end of the first period, and poured onto that lead in the second. By halftime, TKA was up 36-11, and their was no looking back, although

the Lions did call off the dogs in the second half. The game was the perfect recovery from the Lions’ loss the night before to Webb School of Bell Buckle 65-45. In that game Kirkpatrick was a one-man wrecking crew for the Lions with 26 points and six rebounds, but it wasn’t enough for TKA, as the team couldn’t overcome a 37-20 halftime defect that ballooned to 57-34 by the end of three quarters. The Lions actually outscored the Webb Feet in the fourth quarter, but the three-point swing did little to overcome Webb’s lead. Cyrille Sandjon was the next-highest Lions’ scorer, but he was held well below his season average with just six points. Matt Ward added five for TKA, while teammates Hoffmeister and Arden Beeler chipped in three each. Jordan Smith rounded out the Lions’ scoring with two points. From submitted reports

Johnson on pace for 2,000, Titans rout Rams 47-7 By TERESA M. WALKER AP Sports Writer NASHVILLE — The Tennessee Titans aren’t about to feel guilty for routing the St. Louis Rams, not when they remember only too well just how it feels. “We’ll take it,” linebacker Keith Bulluck said of the Titans’ 47-7 win Sunday. “We’ve been on the receiving end of a tail-kicking before, so it’s about time we get this one out this year.” The Titans lost 59-0 at New England on Oct. 18, their sixth straight loss to

open the season. Now they are 6-7 and scrambling to keep their faint playoff hopes alive. They did just that for another week by overcoming Vince Young’s strained right hamstring that knocked him out midway through the second quarter. Chris Johnson ran for 117 yards and two touchdowns, and caught a short pass he took 66 yards for another TD. Rob Bironas kicked four field goals, including a long of 50 yards, and the defense held Steven Jackson to a

season-low 47 yards and came up with five interceptions the Titans turned into 20 points, ruining the NFL debut of Rams rookie quarterback Keith Null. Even Kerry Collins, the quarterback benched after that winless start, threw a touchdown pass and had 154 yards passing in replacing Young. Not that any of the Titans are thinking playoffs, not yet. “We are just going to take one game at a time and worry about our next opponent,” Johnson said. Coach Jeff Fisher was

happy to see his Titans bounce back from a loss at Indianapolis that snapped their five-game winning streak. “It was good to get back on track with the win,” Fisher said. A difficult season for first-year Rams coach Steve Spagnuolo only got worse with a fifth straight loss. Highlanders and Tigers play an emotional contest PIGEON FORGE — First, there was boiling anticipation. Then there was extremely intense competition. Next there was emotional swings to opposite sides of the spectrum. And, of course, there was trash talking, technical fouls and more trash talking. There was bad officiating and painted students running court sidelines with school flags during time outs. And, oh yes, there was a basketball game ... one that people are still talking about. “The atmosphere (at Pigeon Forge) was good as it can possibly get at a high school basketball game,� said GatlinburgPittman Highlanders boys’ basketball coach Raul Placeres, speaking about last Friday night’s 66-54 Blue-andGold (8-0, 2-0) victory at county and District 3-AA rival Pigeon Forge Tigers. Although the Orangeand-Black (3-5, 0-3) home team was disappointed by another loss, Pigeon Forge coach Jonathan Shultz said he enjoyed the turnout, which he said was the biggest crowd he’s seen at Pigeon Forge in his three seasons as coach. “I thought it was a great atmosphere,� said Shultz. “Both sides were supporting their teams, and there were a lot of people there. “I think we started the game out nervous and played uptight the first few minutes, and Gatlinburg forced us into a lot of turnovers

who has heard some talk about the undersized Tigers making it a close ball game for the better part of three quarters. Placeres said people believe the Highlanders should have won the game by at least 30 points. “But all I know is that we’re 8-0, and as a coach I’m very pleased,� said Placeres, who noted that G-P has won its eight games by more than a 20-point average. “There’s a lot of high expectations for our kids, and everybody comes to the games expecting 30-point blowouts. “But sometimes it just doesn’t go that way, but we’re winning and that’s

day, we won by double digits, and there’s no way around that.� Shultz said he saw things much the same way. “When you lose, you lose,� said Shultz. “But we competed, and I was very proud of our effort. “I think Gatlinburg has a very talented team, and I thought it was a game with two teams that played really hard, and you just knew that both teams wanted to win it. “But I don’t think we played our best basketball. We’re going through a tough stretch, and we’ve got to find a way to win games.� Both coaches said the officiating was substandard, but bad calls didn’t affect the outcome. “The officiating wasn’t very good, but it didn’t cost us the game,� said Shultz. “There were quite a few blown calls, but I don’t think either team had an advantage because it went both ways. “We had too many fouls, and (G-P) shot 30 free throws in the second half. But the majority of them were legitimate.� Although there was a lot of hype and emotional build up in the community leading up the last Friday’s game, Placeres said the county rivalry aspect had little to do with G-P’s preparation leading up to it. “We didn’t approach the game as G-P against Pigeon Forge,� said Placeres. “We approached it as our second district game of the season, and we wanted to be 2-0 in the district. The other stuff is for the fans.� But that’s not to take away from the impor-

We’re just taking on game at a time.� And for Pigeon Forge, the onus is on just winning a district game. “Right now, we’re just trying to get better,� said Shultz. “And we’re getting better. “We’re playing some tough teams right now, and we’ve dropped a few. Dear Annie: I am a 24-year-old female and a virgin, not because of any moral objections, but because I have had a hormone deficiency since I hit puberty. I know guys are interested in me. I have always turned them down because I never had any desire for a physical relationship. However, I talked to my doctor and am now taking hormones to correct the problem. I recently met someone who interests me. If I take it to a physically intimate level, should I say anything about my inexperience? If so, what is the best way to have that conversation?
