Breakfast event raises funds for fairground improvements Buchanan County ISU Extension hosted Breakfast with the Easter Bunny March 19 at the fairgrounds in Independence to raise funds for fairground improvements for 4-H and FFA exhibitors. The event went well according to County Youth Coordinator Alexia Hamlett, who added, “We had several wonderful volunteers to help make the day run smoothly. We appreciate all the support from the community.” The event was held in conjunction with the annual Independence Easter egg hunt sponsored by the Independence Area Chamber of Commerce. Privatized Medicaid needs oversight to protect Iowans

Senate Democrats are working to ensure Iowa’s health care safety net remains strong when the Branstad-Reynolds Medicaid privatization plan is rolled out April 1. We can’t let privatization hurt the people Medicaid is supposed to help – and every one of us is just one accident or illness away from needing that help. If your parent, spouse or child has a severe disability, chances are they’ll be on Medicaid. Most Medicaid dollars help our elderly and Iowans with disabilities. A bill to protect them (SF 2213) with tough oversight and accountability won bipartisan approval in the Senate, but was not taken up in the House. We’re giving the House another chance to do right by vulnerable Iowans with a new bill from the Senate’s Government Oversight Committee. SF 2305 will safeguard the interests of Medicaid members, encourage participation of health care providers, and ensure tax dollars of hard-working Iowans are spent properly. We also want to see investments in a better system – not just profits for the private out-of-state corporations running it – with a fund to finance improvements, a patientcentered approach to care, comprehensive reviews of the program and more. These steps are necessary because the Branstad-Reynolds Administration rushed privatization of Iowa’s Medicaid program. Even after the federal government imposed two delays, many questions remain unanswered with only a few days to go.

This was the 11th week at the Capitol, with only three and a half more weeks before the end of session. Things have been moving quickly, with six bills passed on Tuesday, and another 14 on Wednesday. Among these bills, the state supplemental aid (SSA) for education funding was pushed through by the majority party. The level that SSA is set at does not provide for our rural schools’ increasing long-distance transportation costs, in addition to other costs that urban districts are responsible for as well. This will place an even greater undue burden on schools that are already doing everything they can to stretch limited resources. The positive news from this is that with education funding set, superintendents will have the information necessary to take these funding levels into consideration for the coming fiscal year. In addition to setting education funding, the Pharmacy Omnibus bill passed the House unanimously. This bill allows for a telepharmacy to operate, as long as it at least 10 miles from an existing pharmacy. By placing this distance requirement on telepharmacy operations, we are ensuring that locally owned businesses are not facing direct competition from telepharmacies, as well as providing extended care for the more rural parts of our district. East-Central Iowa REC & CIPCO launch Utility-Scale Solar Generation in Urbana INDEPENDENCE – East-Central Iowa REC and CIPCO announces the launch of a Utility-Scale Solar Generation in Urbana. East-Central Iowa Rural Electric Cooperative (ECI REC) is part of Central Iowa Power Cooperative’s (CIPCO) utility-scale solar project - the largest in the state. The Urbana Solar Acres facility will generate 1,133,800 kWh of energy as a part of CIPCO’s 5.5MW solar project. Once complete, the Urbana Solar Acres generation facility will contain 3,024 solar panels and generate enough electricity to power up to 113 homes. In late 2015, CIPCO initiated an RFP for the development of utility-scale solar facilities to be located at several member cooperative sites in Iowa. The multi-site solar installation is the ďŹ rst phase in CIPCO’s long-term plan to incorporate solar as an additional emissions and carbonfree resource within its generation assets. “ECI REC is committed to providing, safe, reliable and environmentally friendly power to our members,â€? stated CEO Steve Marlow. “Adding utility-scale solar into the generation mix supports this overall goal.â€? Utility-scale solar provides reliable, clean electricity generation for members of ECI REC and compliments CIPCO’s existing renewable energy generation portfolio. The development and installation costs for utility-scale systems are signiďŹ cantly below those of residential-scale solar and provide beneďŹ ts to all members within the system. Members of all income levels will be beneďŹ ting from this project. The addition of utility-scale solar increases ECI REC support of emissions and carbon-free generation resources.

“CIPCO is committed to providing environmentally friendly sources of energy to our members across the state,â€? said CEO Dennis Murdock. “Over half of the energy generated by CIPCO is emissions and carbon-free, and the addition of solar resources continues our commitment to providing a well-balanced generation portfolio.â€? CIPCO selected Azimuth Energy LLC of St. Louis, MO to install the photovoltaic utility-scale solar project. Azimuth Energy LLC is an engineering, construction and development-support service company focused on renewable energy and energy eďŹƒcient projects. East-Central Rural Electric Cooperative, a member-owned, not-for-proďŹ t electric cooperative, provides electrical service to more than 8,700 residential, commercial and industrial members. The service territory spans 11 counties with 2,280 miles of electric lines. CIPCO is Iowa’s largest cooperative energy provider serving 13 electric cooperatives and associations spanning 58 of Iowa’s 99 counties. CIPCO is a generation and transmission cooperative supplying power to its member distribution cooperatives covering a territory which stretches 300 miles diagonally across the state from the Mississippi River on the east to Shenandoah in the southwest. CIPCO supplies all power requirements for its member cooperatives, and as their power provider, CIPCO is dedicated to delivering quality, safe and reliable service at the lowest possible cost.

The following lists calories burned per hour based on a 150-pound individual. Remember, in general, you will burn more calories if you weigh more and less calories if you weigh less. PREP YOUR GARDEN for the summer. Gardening and yard work burn nearly 300 calories per hour depending on your intensity. Rake leftover leaves, pick up stray rocks, plant spring owers, and dig in the newly-thawed dirt. GO FOR A RUN that doesn’t involve a treadmill. Running at 6mph for one hour will create a caloric deďŹ cit of about 700, so lace up and head out! WASH YOUR CAR. Burn o nearly 300 calories per hour washing the salt and dirt from your trusty transportation. Of course the calories don’t count if you are using an automatic car wash. Wash it by hand to burn the calories and save money. GO FOR A BIKE RIDE and take the whole family on a stroll through your neighborhood. Or, load up the bikes and hit the local trails for a change of scenery. Depending on your pace, biking will burn 300-600 calories per hour. WALK THE DOG. Your pet is ready to enjoy the outdoors just as much as you are. Strolling with your canine friend can burn nearly 250 calories per hour. SPRING CLEAN your house! Even though it is technically an indoor activity, it still falls within the spring trend. Burn approximately 250 calories per hour while you dust, vacuum, and clean out closets. Hawkeye Community College Student Art Exhibition opens April 7

The 17th annual Hawkeye Community College Student Art Exhibition will open Thursday, April 7, with a reception from 6-8 PM in the Library on Hawkeye’s Main Campus, 1501 East Orange Road, Waterloo. Awards will be presented at 7 PM. Juror for the show is Elizabeth Sutton, associate professor of art history at the University of Northern Iowa. Sutton specializes in issues of globalization and power as they relate to art, with a more recent focus on animals and the environment. The exhibit will feature art from students in graphic communications, professional photography, digital mass media, welding, and fine arts courses. The artwork will be on display through May 6 during regular Library hours: 7 AM-8 PM Monday through Thursday; 7 AM-4:30 PM Friday; and noon-8 PM Sundays. Iowa Workforce Development Board approves workforce plan

The State of Iowa Workforce Development board has approved the Workforce Innovation and Opportunity Act (WIOA) Unified State Plan which will be submitted to the U.S. Departments of Labor and Education. WIOA is the first federally enacted legislative reform of the workforce development system in 16 years. It redesigns how services for job seekers, workers, and employers are carried out. IWD has worked closely with the Iowa Department of Education, Iowa Vocational Rehabilitation Services, and Department for the Blind to develop the Unified State Plan and integrate workforce services delivery in Iowa. The agencies are also collaborating with several other state agencies in an unprecedented effort to align workforce services in Iowa. In addition, the plan reflects comments from key stakeholders and the general public. IWD Director Beth Townsend praised the collaborative effort in designing the state plan, and said Iowans border to border will benefit. “Now that the plan is approved, the real work begins. There are ongoing efforts with education, industry and business leaders to implement a system that serves Iowa’s labor needs, and provides streamlined resources to job seekers,” said Director Townsend. The WIOA Unified State Plan will be submitted to the federal agencies, and posted to State of Iowa Workforce Development Board website iowawdb.gov.

Independence Police reminders ... Now that spring is here, the Independence Police Department would like to remind residents of a few issues. Police will look at properties for the following violations and respond to citizen complaints. Every resident’s efforts can go a long way to help the growing community. Junk Materials/Junk Vehicles According to Chapter 51, junk is deďŹ ned as old or scrap copper, brass, lead, or any other non-ferrous metal; old or discarded rope, rags, batteries, paper, trash, rubber, debris, waste or used lumber, or salvaged wood; dismantled vehicles, machinery and appliances or parts of such vehicles, machinery or appliances; iron, steel or other old or scrap ferrous materials; old or discarded glass, tin ware, plastic, or old or discarded household goods or hardware. A junk vehicle is deďŹ ned as any vehicle legally placed in storage with the county treasurer or unlicensed and which has any of the following characteristics: A. Any vehicle with a broken or cracked windshield, window, headlight or tail light, or any other cracked or broken glass. B. Any vehicle with a broken, loose or missing fender, door, bumper, hood, steering wheel or trunk lid. C. Any vehicle that has become the habitat for rats, mice, or snakes, or any other vermin or insects. D. Any unlicensed vehicle that contains gasoline or any other ammable fuel. E. Any motor vehicle that lacks an engine or two or

more wheels or other structural parts, rendering said motor vehicle totally inoperable, or cannot move under its own power. F. Any other vehicle which, because of its defective or obsolete condition, in any other way constitutes a treat to the public health and safety. Mere Licensing of such vehicles shall not constitute a defense to the ďŹ nding that the vehicle is a junk vehicle. Mowing of Properties The purpose of the Mowing of Properties ordinance is to preserve the appearance of the city by requiring property owners and occupants to maintain grass lawns at a uniform height within the boundaries of their property and on abutting street right-of-way in order to prevent unsightly, oensive or nuisance conditions. Grass, weeds or brush shall be cut, mowed and maintained so not to exceed the following height speciďŹ cations: 1. Developed Residential Areas - not to exceed eight inches 2. Undeveloped Residential Areas - not to exceed eight inches 3. Business and Industrial Areas - not to exceed six inches 4. Agriculture Areas - not to exceed 15 inches Grass, weeds, and brush allowed to grow in excess of the above speciďŹ ed limitations are deemed in violation of this chapter. Any property within the City of Indepen-

dence, whether vacated or non-vacated, is required to conform to these speciďŹ cations. If the City has to mow a property, the owner will be charged $200 the ďŹ rst time, $300 the second time, etc. According to Chapter 52, Section 9, the City Clerk will send a bill to the owner and “If the amount shown by the statement has not been paid within (1) month, the Clerk shall certify the costs to the County Treasurer and such costs shall then be collected with, and in the same manner as general property taxes.â€? Debris Following mowing and/or yard work, residents must keep the street clear of grass and other types of yard waste. Storm sewer problems caused by these types of debris have become a big problem. City code states it is unlawful for any person to throw or deposit on any street or alley any glass, glass bottle, nails, tacks, wire, cans, trash, garbage, rubbish, litter, oal, leaves, grass or any other debris likely to be washed into the storm sewer and clog the storm sewer, or any substance likely to injure any person, animal or vehicle. Passage of bill makes it easier for overseas military to vote

Iowa Secretary of State Paul Pate applauds the Iowa Legislature and Governor Terry Branstad for making it easier for Iowa’s overseas military members and citizens to vote, and ensuring their votes are counted. The legislation, House File 2147, passed both chambers of the legislature unanimously and was signed into law by Governor Branstad. The bill gives Iowans serving or visiting overseas an extra 30 days to request, receive and return special absentee ballots, extending the time from 90 days to 120 days prior to an election. The legislation also removes an obstacle in the election process that currently prevents some ballots cast by overseas and military voters from being counted. Prior to passage this bill, the wording in Iowa Code created a dead end for military ballots by requiring an absentee request for a Federal Write-In Absentee Ballot (FWAB). That provision forced county auditors to reject ballots that were otherwise complete and valid. Joining Secretary Pate, Governor Branstad and Lt. Governor Kim Reynolds at the bill signing ceremony were state legislators, county auditors, Iowa National Guard Brigadier General Drew Dehaes and Captain Kathy Barton, Iowa Department of Veterans Affairs Executive Director Col. Robert King, representatives from several veterans groups, and members of the U.S. Army.

Go to a grocery store or restaurant in Iowa and you see we have a large senior population. In fact, 15.6% of Iowa’s population is 65 or older and that percentage is expected to increase to 20.5% by 2030. The increase has created situations unique to them that the Iowa Legislature needs to address. That is why the Older Iowans Legislature (OIL), a non-proďŹ t, non-partisan, volunteer organization has proposed speciďŹ c measures to the Iowa Legislature that will better meet the challenges caused by the “greyingâ€? of our population. The OIL membership met in the Iowa House Chamber last fall and adopted three bills. OIL asks the legislature to adequately fund LifeLong Links™, administered by the six Area Agencies on Aging located throughout Iowa,

All three programs are seeing their workloads increase by the surge in our aging population and by new tasks assigned to them by the Iowa Legislature. OIL also asks the legislature to address the problem of elder abuse. The third bill that OIL adopted was The Care Act, which is supported by a coalition of senior advocacy groups. This proposal allows for patients to designate a person who will provide care in the home setting. The bill requires hospitals to notify the caregiver when the patient is to be discharged to another facility or back home. The bill requires the hospital to discuss with the caregiver the patient’s care needs at home and to provide explanation and instruction on medical task that the caregiver will perform. The medical task includes medication management, injections, wound care and transfers as well

as the normal living and hygiene needs. Statistics reveal that 317,000 Iowans currently care for an aging parent or loved one. A study by AARP reveals half of these caregivers report they did not receive adequate information or demonstrations to adequately provide care. The AARP survey also reveals that 84% of likely Iowa voters aged 45 or older support the ideas oered in The Care Act. OIL reminds legislators it is their responsibility to adopt legislation that helps Iowans prepare for the future. The listed proposals will be of beneďŹ t to Iowa seniors and are ďŹ scally responsible as it costs much less to have seniors living independently as compared to living in an institutional environment. The Older Iowans Legislature asks Iowa seniors to talk to their representatives and senators and urge passage of these important measures.

Holocaust survivor shares her story

It is easy to take freedom for granted. Freedom to attend school and to work. Freedom to dream and to live without fear. Freedom to be a child. However, for Jews in 1930’s Germany, that freedom was extinguished when Adolf Hitler ascended to power. At 86, Susan Warsinger has vivid memories of her youth. Born Susi Hilsenrath, her carefree childhood in western Germany began to change in 1933. Little Susi’s happy world became terrifyingly dark as a developing Nazi storm brewed on the horizon.
