Three great tribute bands to entertain at the Delaware County Fairgrounds

The Delaware County Fair Society announces a Labor Day concert with three tribute bands from the Kansas City area. The Sunday, Sept. 6 concert will include the bands Killer Queen (pictured), Landslide, and Petty Theft paying tribute to the sounds of Queen, Fleetwood Mac and Tom Petty. The bands will take the stage in an outdoor event to wrap up the summer on Labor Day weekend. Delaware County Fairgrounds Manager Jeannie Domeyer said, “These bands will create a three and a half hour stroll down memory lane. With costumes and professional lights and sound, you may just possibly think you are at a concert of the actual band. These are professional artists who do an amazing job covering each artist.� The event, which kicks off at 6:30 PM, will be a full night of entertainment, atmosphere and music. Mostly dry conditions throughout the week allowed Iowa farmers 5.9 days suitable for fieldwork for the week ending August 16, 2015, according to the USDA, National Agricultural Statistics Service. This is the first time this year the State has averaged more than 5.0 days suitable for fieldwork in consecutive weeks. Activities for the week included cutting hay, harvesting oats, and fungicide and insecticide applications. Spraying activities were wrapping up in some areas. Reports of crops showing stress due to dry weather conditions trickled in this week. There were scattered reports of sudden death syndrome in soybean fields. Topsoil moisture levels rated 1 percent very short, 13 percent short, 76 percent adequate and 10 percent surplus. Subsoil moisture levels rated 1 percent very short, 11 percent short, 78 percent adequate and 10 percent surplus. Sparse precipitation in north central and northeastern Iowa resulted in falling topsoil and subsoil moisture levels across the area, with subsoil moisture now around one-quarter short to very short. Seventy-four percent of the corn crop reached the dough stage

or beyond, with 14 percent dented or beyond, 5 days behind the 5-year average. Corn condition rated 82 percent good to excellent. Soybeans blooming or beyond reached 95 percent, 8 days behind the previous year. Eighty-four percent of soybeans were setting pods, with a few reports of soybeans starting to turn color. Soybean condition rated 77 percent good to excellent. Ninetyseven percent of the oat crop for grain or seed has been harvested, 1 day ahead of last year, but 2 days behind the average. After spending three weeks lagging behind last year, the second cutting of alfalfa hay was equal to last year with 95 percent complete. The third cutting of alfalfa hay was 45 percent complete, 3 days behind average. Hay condition rated 66 percent good to excellent, while pasture condition dropped 6 percentage points to 67 percent good to excellent. Livestock conditions were reported as normal. WEATHER SUMMARY Warm and humid conditions prevailed for most of the past week although Tuesday (11th) and Wednesday (12th) brought cooler weather to much of Iowa. Temperature extremes varied from a Wednesday morning low of 50 degrees at Elkader to a

Saturday (15th) afternoon high of 92 degrees at Bellevue. Temperatures for the week as a whole varied from just below normal over far southeast Iowa to about three degrees above normal across northern sections of the state. The statewide average temperature was 1.5 degrees above normal. Most of the reporting week’s precipitation came on Sunday (9th) evening and night and primarily fell across the northwest two-thirds of the state. There were also some localized showers over east central Iowa on Monday (10th) afternoon, as well as some light rain over portions of the northeast and southeast corners of the state on Friday (14th). Rain totals varied from none at scattered locations across southern and eastern Iowa including Lamoni, Fairfield, Iowa City, Cresco and Fayette to a 2.72 inch total at Spirit Lake. The statewide average precipitation was 0.28 inches while normal for the week is 0.98 inches. This was the Iowa’s driest reporting week in 15 weeks (week ending May 3). However, heavy rains fell over portions of the northwest one-third of Iowa Sunday (16th) evening into Monday (17th) morning, but largely fell too late to be reflected in this week’s statistics.

Delaware County Community Chest announces awards

ARC/PLC enrollment deadline approaching

Buchanan County USDA Farm Service Agency (FSA) Executive Director CED Adriana Foxen announced that the enrollment deadline for ARCPLC is Sept. 30, 2015. Producers are reminded that failure to enroll will result in loss of benefits. All owners and operators/tenants with an interest in base acres on the farm must sign the annual contract or provide a cash lease. Please contact the Buchanan County FSA office at 319-334-2543 to schedule an appointment.

The Delaware County Community Chest announces the awarding of five grants totaling $6,505 to various organizations for the 2015 award period. The Community Chest uses local donations to provide grants for specific projects after reviewing applications from the non-profit entities requesting assistance. In addition, the Community Chest reserved some funding to meet the emerging needs of nonprofit organizations throughout the upcoming year. 2015 Delaware County Community Chest grant recipients: Riverview Center - $535 to increase center’s ability to connect with community members in need of services. Jr. Achievement of Eastern Iowa - $2,500 to bring Junior Achievement classes to Delaware County schools. NICC Foundation - $2,500 to be used to support awareness activities that increase participation and outreach at the Manchester Regional Educational Partnership (MREP). RMC Parents as Teachers - $570 to provide car seats for infants, toddlers and preschoolers belonging to high risk groups. DCED School to Work Committee - $400 to assist with expenses incurred in producing annual Business and Industry Day and Sophomore Career Fair at West Delaware, Maquoketa Valley and Ed-Co schools.

CITY OF BRANDON REGULAR CITY COUNCIL MEETING MINUTES AUGUST 10, 2015 The City Council of Brandon, Iowa met in regular session on Monday, August 10, 2015 at City Hall. Mayor Guy Stacy called the meeting to order at 5:30 p.m. Council members present: Travis Cornwell, Joseph Redenbaugh and Ron Boyer. Absent: Kelly Thomas and Patrick Aldrich. At 5:31 a motion to open Public Hearing for proposed Ordinance granting to Interstate Power and Light Company (Alliant Energy) a 25-year non-exclusive natural gas franchise & an electric franchise was made by Redenbaugh/Cornwell @5:31 p.m. All ayes. Motion carried. No one in attendance spoke either for or against gas or electric franchise. No written correspondence was received prior to this council meeting. Motion Redenbaugh/Boyer to close Public Hearing @ 5:36 p.m. All ayes. Motion carried. He also went over an annual operational review. The Buchanan County Sheriffs July record of performance in Brandon was reviewed by council members. Motion Cornwell/Redenbaugh to approve 2nd reading of Ordinance Amendment 2015-2 by amending and adding provisions pertaining to nuisances, weeds, and grasses. Roll call vote; Ayes: Redenbaugh, Boyer, Cornwell. All ayes. Motion carried. Motion Cornwell/Boyer to approve 2nd reading of Ordinance Amendment 2015-3 repealing provisions

Ventilation system workshop to be held Sept. 1 Submitted by Buchanan Co. ISU Extension

Iowa State University Extension and Outreach swine specialists teamed up to create an educational workshop using a “field day on wheels” – a swine ventilation training unit. The workshop is delivered by local extension ag engineers and livestock specialists along with campus educators. Swine specialist Mark Storlie will teach about the pigs’ environment, ventilation system design and management, and take a look at common ventilation trouble areas before going to the training unit and working through scenarios. The program will run from 9:30 AM to 3:30 PM on Sept. 1 and features both classroom and demonstration opportunities. Jay Harmon, Iowa State University Agricultural & bio-systems engineering professor, said the workshop will teach basic ventilation principles for moisture control and heat relief, motor curve characteristics for variable speed fans and how to identify and solve common ventilation problems. Quasqueton City Council The monthly city council meeting was called to order at 7pm on August 10, 2015 by Mayor Chad Staton. Pledge of Allegiance was recited and roll call was taken. Council members in attendance were; Ben Stanford, Jeff Nelson, Jeff Werling, Annette Mausser and Shelia Payne. Also present at the meeting were; Fire Chief Brian Vanous, Buchanan County Economic Director George Lake, Sheriff Bill Wolfgram, Attorney Jim Peters, Linda Haas, Kate & Jeff Kress, Trustee Beverly Taylor, Josh Isham, Matt Birchard, Steve Bullerman, Bobbie Yearous, Mary Donlea, Dawn Kress, Scott Cooksley and City Clerk Anita Arnold. Under citizens forum Shelia Payne advised council that her family would like to have a stone bench placed on city property for memorial honoring her late husband, Roy. Buchanan County Grant has been received to build an outside pavilion for the elementary. Christin French is going to build the

George Lake was present at meeting to present the City of Quasky a plaque for recognition for their continued support of the Buchanan County Economic Commission. George also asked that the city consider being a Home Base Iowa Community provider. These businesses would post job openings on Home Base Iowa website; they would consider hiring transi-

tioning military members. The Public Hearing for the sale/ disposition of ½ of 5th street was opened at 7:20pm for the council to consider selling property to Kate & Jeff Kress. Council discussed price that city should charge for property. A motion was made by Jeff Nelson and second by Payne to sell the property to the Kress’ for $650.00, all in favor. The majority of citizens present were there to express their concerns on the same dog that had been getting loose. The Attorney explained to the community the vicious dog ordinance. It is up to the Mayor to make this declaration. Mary Donlea and Dawn Kress were present at meeting to advise everyone of upcoming EB School Bond issue that is coming up for vote. There is going to be an informational meeting at the City Hall on August 30th at 6pm. A motion was made by Stanford and second by Werling to approve liquor licenses for Wolfey’s and Quasky Mart, all in favor. Brian Vanous gave QES report for the last two months, motion by Nelson and second by Mausser to approve report. Mayor advised every one of that final cost of shower house after all donations was $4750.17. Council discussed having additional signs placed at campground for parking. Scott Cooksley is working

on getting all campers to park in a manner that allows more campers. Cooksley wanted to get input on council member’s feelings about doing extra work at campground. Council advised Cooksley to go forward with what he believes should be done and when it gets to be too much they will stop him. Council members also talked about getting a different sprayer for weeds at ballpark and campground areas. A motion was made by Werling and second by Stanford to allow Bossom a 6 month waiver for his garbage collection. Mayor discussed with council about getting quotes on having a dump station setup by the dam for campers. Mayor also advised council that he had gotten quotes for rotary mower to do river banks; this will be tabled until end of year to see if budget allows. Mayor advised everyone that is going to be another meeting on August 23rd at 6pm to talk about 175th Anniversary Celebration. Mayor advised council that there is a drainage issue along Linn St. Mayor is looking into a solution to get everything properly done and quotes for this. Mayor also talked about existing problem with potholes on 7th St./Racine. The Mayor and Public Works are going to talk to County Engineer and get quotes for this work to be done. A motion was made by Stanford

and second by Payne to approve Clerks Report. A motion was made by Stanford and second by Mausser to approve the Public Works report. The Mayor gave council members current balance sheet report for the City compared to a year ago at this time. Council members discussed tree behind Wolfey’s that needed to be trimmed. Council members also discussed vehicles in the City that seem to be abandoned. Members also talked about new book drop located at City Hall. Council members talked about all the remarks that they had heard about new town motto. Members feel that some more thought needs to be done.
