Brutal budget is “tough but fair” Chancellor George Osborne yesterday (Tuesday) unveiled a punishing budget with tax rises, a squeeze on benefits, and swingeing public sector cuts but pledged it was “tough but fair”. He told the House of Commons that Britain faced an “emergency” as a result of Labour’s mismanagement of the economy, with a larger budget deficit than either Greece or Spain - the budget “pays for the past and plans for the future.” To jeers from Labour MPs, he said that the richest would pay the most and the vulnerable would be protected. And he pledged that his measures would eliminate Britain’s record budget deficit within five years. VAT will go up from 17.5 per cent to 20 per cent in January. Child benefit will be frozen for three years and there will be cuts to family tax credits and
housing benefits. Public servants paid over £21,000 face a two year pay freeze, with those paid less getting a flat pay increase of £250 for the next two years. Government departments - excluding health and international development - wil be cut by 25% over four years. The Royal Family shares the pain - Civil List payments will be frozen at £7.9m a year and subject

to future scrutiny by the National Audit Office. Other measures include a reform of housing benefit with a maximum limit of £400 a week. Benefits to be cut include the health in pregnancy grant while the Sure Start maternity grant will be restricted to the first child only and lone parents will be expected to look for work when their youngest child goes to school.
But there will be an extra £150 a year for the poorest families, through changes to family tax credits to ensure child poverty reduction targets would be met. The government is also to introduce a medical assessment for Disability Living Allowance from 2013 for new and existing claimants.

On the right and left hand sides you'll see grey arrows. Click on them and the pages turn. Brutal budget “tough but fair” [...] From January 2011, the Government will introduce a bank levy, which will apply to the balance sheets of UK banks and building societies and the UK operations of foreign banks. Mr Osborne said the move would raise £2bn a year once it was fully in place.
Major change The Budget represents a major change of direction for the British economy, ending Labour's efforts to spend its way out of recession through a "fiscal
stimulus". Mr Osborne's measure to help the low paid by raising personal tax allowances, taking an estimated 880,000 people out of the tax system, and giving millions of basic rate taxpayers a tax cut of £200 per year is the first step towards a key Liberal Democrat coalition demand of taking all those earning less than £10,000 out of tax. The chancellor must find £3.5bn to pay for the giveaway - which will be clawed back from top rate taxpayers – something Labour
describes as irresponsible in the current climate. Labour argues that rather than being a necessary response to Britain's massive debts, Mr Osborne's "emergency Budget" is an ideologically driven assault on public spending which risks pushing the UK back into recession. There was some good news - following earlier rises, the Government has decided at this stage not to increase taxes on alcohol, tobacco and fuel.

IMF gives Zapatero a shot in the arm Despite rumours that IMF head Dominique Strauss-Kahn was coming to Spain last Friday to discuss a multi-billion euro bailout for the country's economy, what emerged was a show of support for the government's austerity measures. Mr Strauss-Kahn told reporters in Madrid that Prime Minister JosĂŠ Luis Rodriguez Zapatero is taking the right measures for economic stability. He said he was "confident" Spain's economy would recover and called on all Spaniards to back the government's austerity work. Sr Zapatero had earlier denied his government was seeking an IMF bailout, but markets have been nervous. He said
on Thursday that Spain's economy was solid and solvent, and the visit by Dominique Strauss-Kahn was a scheduled one. For his part, Mr Strauss-Kahn said all the measures being put in place by the Spanish government were "clearly being done for the benefit of the economy". He specifically praised continuing efforts to liberalise the Spanish labour market, saying they went in "the right
direction". Sr Zapatero said that during the meeting he had conveyed to Mr Strauss-Kahn "the determination of the Spanish government to implement and to make effective every single one of these reforms that we have launched". Despite Sr Zapatero's package of spending cuts and a reform of the labour market, the financial markets have been concerned that Spain could be the next country

As a result, Spain is having to pay record rates to sell its debt, and last week a senior banker revealed that Spanish financial institutions are struggling to get funding on international markets. Sr Zapatero has promised to publish the results of what are known as "stress tests" on its banks, to prove that any fears of their failure are unfounded.

that the man who raped her daughter when she was 13, was in Benejuzar, Alicante, on a weekend break from jail – where he was serving nine years for the rape – she went from

Velasco was having a drink, threw the petrol over him and set him alight. Witnesses said he burned like a torch from head to foot. He died later in hospital.

Strawberry fields Spain won't pay not so sweet The strawberry fields of Southern Spain have been badly affected by the bad weather and it has had serious consequences for the immigrant workers who have traditionally worked as fruit pickers. In the Almeria area, where the fruit pickers are mostly Moroccan and Rumanian women, the pickings this year have been very slim but the region’s illegal “ghost” workers say they have no intention of returning to their mother countries. The companies that used to employ them have also stopped
employing those without work permits making it doubly hard for them to find work. Many immigrants have built themselves shacks from scraps of wood and the plastic that covers the fruit growing sheds - a grim outlook for those who thought they could make a living in Spain while also being able to send money home to help their families.Two years ago, in an attempt to halt immigration, Spain reduced the number of temporary contracts allocated to the countries of origin, from 183,600 in 2007 to less than 20,000 last year.

MADRID. A poll by NC Report for La Razon newspaper shows that nearly three quarters of the people interviewed will not join the general strike called for September 29th. Two thirds said the unions had lost credibility because they had been playing along with the government for the past two years ago, and it was too late to get tough now.

Spain joined the United Nations Protection Force formed under the leadership of NATO to stop the war in the Balkans. The Spanish troops stayed on when that operation was taken over by the European Union in 2004.

CATALONIA. For the fourth round of unofficial consultations on independence from Spain, an average of only 14% of eligible voters turned out in 47 towns on Sunday – 6.5% less than the average for the other rounds. But the organisers said they had been “successful” because all the towns are governed by the Socialist Party, which does not support Catalan independence.

Greece to compensate tourists Culture and Tourism Minister Pavlos Geroulanos said on Monday that Greece will cover the extra costs for any tourists stranded in the country as a result of industrial action or natural disaster. He told reporters: "We are guaranteeing to pay any extra room and board any visitor in Greece pays even if stuck here because of a volcano in Iceland." Mr Geroulanos said tourism seemed to be recovering, although it was too early to make accurate forecasts. The Greek government is
imposing a swathe of austerity measures in return for a â‚Ź110 billion bail-out from the EU and IMF. the aim is to cut the country's public deficit to less than 3% of GDP by 2014. It currently stands at 13.6%. Strikes in protest at the measures have brought the country to a standstill
on several occasions, closing airports, roads and railways. Tourism generates almost 20% of the nation's income, but bookings are down by about 10%, industry experts have said. Strikes are continuing, although the number of violent clashes has eased.
Thousands missing in Brazil flood Some 1,000 people are still missing after days of heavy rain in north-eastern Brazil triggered deadly floods, washing away entire villages in the states of Alagoas and Pernambuco. At least 38 people are known to have died so far and tens of thousands have had to flee their homes. The governor of Alagoas, Teotonio Vilela Filho, said bodies were being washed up on beaches and riverbanks. Twelve deaths were confirmed in the state of
Pernambuco. More than 1,000 miles of roads have been washed away by the rains, hindering the delivery of aid to affected areas. Rescue teams are airlifting people out of the worst-affected areas by helicopter. The town of Quebrangulo in Alagoas is reportedly 80%

Broadmoor patient admits murders Graham Fisher, a patient at high security Broadmoor psychiatric hospital, has admitted the manslaughter on grounds of diminished responsibility of two women in East Sussex 12 years ago.The bodies of Clare Letchford and Beryl O'Connor were found eight days apart in their Hastings homes in January 1998. They had been strangled before being set on fire. Sussex Police's major crime branch announced in April last year that they were re-investigating the women's deaths. Fisher, 36, was charged three months later. A police spokesman said he had previously pleaded guilty to the attempted murder and attempted rape of a Czech student, now aged 30, in the same month of the killings. The student was attacked on a Hastings to London Charing Cross train just three months after arriving in East Sussex as an English language student. The victim, who has since returned to her homeland, was found by a train guard, covered in blood and with severe head injuries. He also admitted two counts of rape of a woman in her 40s at a property in Bromley, south-east London, in 1991. Fisher is due to appear at Maidstone Crown Court to be sentenced for all the oences on July 22nd.

Esso clean-up under way A clean up operation has been under way since oil washed up on two miles of Hampshire coastline when a pipeline leaked about 20 barrels of vacuum gas oil at Esso's Fawley terminal in Southampton Water on Sunday night as a ship was unloaded. Esso which has apologised for the "regrettable incident" said the unloading was immediately stopped on Sunday night. Booms were used to try to contain the oil within the terminal. The firm met with emergency planners from the borough and county councils, the Environment Agency and Natural England on Monday evening to discuss the
clean-up. Fareham Borough Council's executive leader Sean Woodward said because the area was a site of special scientific interest, the clean-up would involve bagging contaminated shingle after each high tide and sending it away to be cleaned, before returning it to the same place. Great Green Wall to halt Sahara African leaders met in Chad last weekend to push the idea of planting a Great Green Wall of trees across Africa from Senegal in the west to Djibouti in the east, aimed at halting the advancing Sahara Desert. The initiative, conceived five years ago, has not started because of a lack of funding and some experts worry it would not be maintained properly. The initiative has
the full backing of Senegalese President Abdoulaye Wade, who was in Chad with 10 other heads of state to discuss desertification. At the Copenhagen Climate Change summit last year, the Senegalese delegation made a presentation on the project, and the Senegalese government has created the website dedicated to the Great Green Wall. The
project envisages a belt of trees nine miles wide long and 4,831 miles long which would go through 11 countries from east to west. The trees should be "drought-adapted species", preferably native to the areas planted, the Great Green Wall website says, listing 37 suitable species. It is hoped the trees will slow soil erosion, slow wind speeds and help rain water
filter into the ground, to stop the desert from growing. Senegal has already spent about ÂŁ1.35m on the project and is encouraging communities to plant trees. In N'Djamena - where the conference was held - older people told delegates about how the capital city has become a dust bowl over the last 20 years as the Sahara Desert has encroached southwards.

Iran bars nuclear NY bomber pleads guilty inspectors IRAN. The head of Iran's Atomic Energy Organisation, Ali Akbar Salehi, has told the International Atomic Energy Agency (IAEA) that two of its inspectors will not be allowed to enter the country because they had prematurely published a report he described as "untruthful". The UN Security Council voted two weeks ago to impose a fourth round of sanctions on Iran.
UNITED STATES. Faisal Shahzad, the main suspect in an attempt to set off a car bomb in New York's Times Square, has admitted weapons and terrorism charges. He told a court in Manhattan he wanted "to plead guilty and 100 times more". The Pakistani-born US citizen admitted all 10 charges so there will be no trial. He will be sentenced in October.

The NHS watchdog NICE has called for trans-fats to be eliminated from food in England, as well as for further reductions in salt and saturated fats, to help prevent an estimated 40,000 of the 150,000 annual deaths from cardiovascular disease, the biggest cause of death in the UK. NICE believes this would save the NHS more than ÂŁ1bn.

Local News Mayors' salaries to be standardised For the first time ever, the Socialist Party and the Partido Popular have agreed to standardise the salaries of the 771 mayors in Andalucia so that they do not earn more than a councillor in the regional government. This means a substantial cut in salary for some of them. Mayors of towns with more than 100,000 inhabitants will earn the same as a councillor, €67,892 a year before tax; those of towns with 50,000 to 100,000 inhabitants will earn the same as a deputy
councillor, €63,704; towns with between 20,000 and 50,000 inhabitants will earn the same as a Junta department head, €54,540, and mayors of towns with less than 20,000 inhabitants will earn the same as a provincial government delegate,
€44,861. The measure will be approved at the executive meeting of the Andalucian Federation of Municipalities and Provinces in September and will not be implemented until after the local elections in May next year.
Connery faces inquiry A Marbella judge gave Sean Connery and his wife 30 days last Friday to deposit a bond of €3.3 million while the court investigates his responsibility or otherwise in urban planning irregularities related to the sale of the house he owned in Marbella in the 1980s and 1990s. The town's General Urban Plan of
1986 allowed for the construction of five singlefamily homes on the plot. After the Connerys sold their house, the company which bought it then built 72 luxury flats on the plot which were later sold for a net profit of more than €53 million. The judge maintains that the two companies – By the Sea SL
and Malibu SA which administered the Connerys’ property – used the project to launder drug money. They also face charges of bribing local public officials, among other things. The judge also said the Connerys may have tried to evade paying taxes on the sale of their house.
Robber ‘clans’ identified The National Police have identified around 200 families – the majority from Rumania and Bulgaria to a lesser extent who are responsible for almost 80% of the petty thefts in Malaga province. They sre drawn to the Costa del Sol because of the high numbers of tourists. Most of them do not live full-time in the province but come from all over Spain and their native countries to look for rich pickings on the Costa. The police have produced a “register” of these clans, with photographs and details of police records where known. Some of the
rogues in this gallery have been caught more than 30 times but in the past could not be jailed if they had stolen less than €400. That is about to change – under a new law, they can now be imprisoned for short periods or at weekends when they are most active. Minors will be put into care. A police spokesman said tourism is an industry which must be protected, both because of the harm done to individuals and to the province's image. As a result, police presence at open air markets, bus and train stations, airports and big shopping malls will be stepped up this summer.

Toddler dies in tragedy A 50-year-old Coin man killed his 20-month-old granddaughter while backing up his car after visiting his daughter in an urbanisation near the health centre on the edge of town last Thursday. He was under the impression that the child was inside the house with her mother but she had come out into the street to wave him goodbye. He realised he had hit something and got out of the van to see his granddaughter lying in the road. He picked her up and ran with his daughter to the health centre 500 metres away. The health centre called for an emergency helicopter but the toddler died of cardio-respiratory arrest before the helicopter arrived. She was buried on Saturday. A team of Red Cross psychiatrists are helping the family to cope with the tragedy.

Man attacks figure of Christ Summer
Police arrested a man in Seville on Sunday after he attacked one of the city's most revered religious figures – Jesus del Gran Poder – which plays a major part in the Easter processions. The man approached the 181 cm-high figure after the 8.30 pm Mass ended in San Lorenzo Martir parish church and threw himself at it, breaking one of the figure's arms. An off-duty
policeman managed to drag him away. A spokesman for the Gran Poder religious brotherhood said the figure, which dates back to the late 17th century, could be repaired. The man told
police later that he was the son of God and was bringing a message. The police are holding the man but said it was more than likely that he was mentally deranged.
Partido Popular would win in Andalucia - poll If the regional elections were held today, Partido Popular Andalucia leader Javier Arenas would be elected premier of the Junta de Andalucía with a majority of one, according to the latest poll by the Instituto de Investigación, Marketing y
Comunicación (IMC). The survey found that the drop in votes for the Socialist Party, which has governed Andalucia since it became an autonomous region in December 1981, was particularly marked in its two main strongholds, Sevilla and Cadiz. When
asked which politician was the most qualified to lead the region out of the current economic crisis, just over 35% chose Sr Arenas while only 25% named current Junta premier José Antonio Griñán. Nearly 30% said “neither of the two”.

They said prospective renters are comparing prices much more because of the economic crisis, looking for the cheapest rentals. And because of the crisis, apartment owners are unwilling to lower their prices which range from €1,500-€1,700 a week in Marbella to €500 a week in Nerja, Torrox and Malaga. Many agencies are leaving the sector because shorter stays – down to one or two weeks from the traditional month-long stays – push up cleaning expenses and agents have to spend more time with clients for a lower return.

Muslims cannot use Mezquita

CORDOBA. Bishop Demetrio Fernandez has rejected a request from several Muslim associations to share the city’s famous Mosque which also houses the Cathedral. He said to allow them to do so would be tantamount to saying: “Catholics go away”. The mosque was built on the site of a church and the Cathedral was incorporated after the Moors were expelled in 1236.
ANDALUCIA. Official figures show that venereal disease is on the increase across the region, especially in the 20 to 45 age group, with the Costa del Sol reporting the biggest increase. A spokesman for the Malaga provincial government’s health department said the increase would be higher if the number of people being treated in private clinics were known.

MALAGA. The coastlines of Malaga and Cadiz provinces continue to be the main entry for hashish from North Africa, according to a police report. Galicia was the main entrance for cocaine until increased vigilance drove the Colombian traffickers south. They now send the drug to ports in West Africa, where vigilance is poor, and from there by sea or air to Malaga.

Feckless scaremongering
Retraining dog owners

E
hen our proof reader handed me a printout of an article which appeared in the Mail Online on June 15th, I glanced at the heading – which said something about “democracy could disappear” in Greece, Spain and Portugal – and thought: what outrageous scaremonger is shooting off his mouth now. Then I read the whole headline and the scaremonger was nobody less than European Commission president Jose Manuel Barroso, a former president of Portugal who could be expected to know what he’s talking about. And who could be expected to know better. I read the article but decided not to mention it in The News, because our readers have enough problems on their plates without the worry of getting caught in the middle of a coup. I know how it feels because I lived through two coup attempts in Venezuela and it’s not very pleasant.
H
owever, another Englishlanguage newspaper has since published its version of the Mail article and I feel duty bound to set things straight – about Spain at least.
I
know I tend to rant and rail against our beloved prime minister but if my memory serves me correctly I have never accused him of endangering democracy. I have no doubt that he would love to see Spain governed by the Socialist Party for ever and a day but every opinion survey taken since the beginning of the year has smashed that little dream of his into a thousand pieces.
Spain (1931-1978), neither the Republicans nor the rebels under Franco believed in a democracy with checks and balances which would ensure that political parties of Right and Left could alternate in government within a constitutional framework. The Left were all for Marx’s “dictatorship of the working class” and Franco believed that only the “haves” - the rich landowners, wealth entrepreneurs and the Catholic Church, - were entitled to rule.

he first democratically-elected post-Franco government led by Adolfo Suarez concentrated on forming a liberal democracy which included everyone, “have-nots” as well as “haves” and provided the checks and balances that impeded the concentration of power in one man or party. More importantly, it achieved its main objective which was to create a political framework that guaranteed a peaceful handing over of power when voters decided they wanted a change. Since then, the Socialist Party has governed twice (1982-1996 and 2004 to date) and the Partido Popular once (1994-2004). In 1981, the still-fragile democratic system survived a coup attempt led by a disgruntled section of the military and the Guardia Civil but the vast majority of the Armed Forces honoured their oath of loyalty to King Juan Carlos and it was all over after 24 tense hours.
O
n the other hand, I have to say that I believe a very small minority of Spaniards want to abolish the monarchy and found the Third Republic and are using the Historical Memory Law to achieve that aim. To their “revolutionary” way of thinking, if they keep harping on about all the atrocities committed by Franco during and after the Civil War (but no mention of the atrocities committed by the Republicans between 1931 and 1939), people will get so riled up at the injustice of it all that they’ll rise up and overthrow the current system to usher in Utopia. Fortunately for us, the vast majority of people are not so easily manipulated. What these “Republicans” forget is that the oldest generation still remember the political chaos of the Second Republic and the horrors of the Civil War because they’re either old enough to have lived through it all while others got the tales first hand from those who had. Those who got the tales third hand, so to speak, have lived for the past 35 years under a democratic system that for all its faults is a million times better than what their parents and grandparents had to suffer.

he Second Republic had in fact set out to right the real injustices suffered for centuries by a poor majority at the hands of a rich minority but, as Prof Alvarez Tardío points out in his book The Road to Democracy in

hat these latter-day Republicans tend to overlook is that the democratic system here has a not-so-secret weapon namely the very monarch they would love to overthrow. Opinions polls consistently show that around three quarters of the Spanish people are happy with their country’s parliamentary monarchy and only around 13% want a Republic.
N
o, Mr Barroso, democracy is not about to disappear here. Despite the economic crisis and Zapatero’s tardy efforts to do something about it, the Spaniards have never had it so good. And they know it. Young people – the cannon fodder of any revolution are more interested in possessing stateof-the-art mobile phones, iPods and computers than taking up arms to right injustices they have never felt. They might tear themselves away from their computer screens long enough to attend a protest march, preferably an anti-war one, or a rock festival, but a revolution? Forget it, Mr Barroso!
very so often we get a misguided signal from the media about a surge in the number of pit bull dog attacks around the country. When one isolated incident is reported, other sad episodes, mostly involving children, pop up across the country, making it appear that Spain is suffering from a dangerousdog “epidemic,” and rekindling a new debate over whether certain breeds should be banned altogether. This is one of the quirky ways of how the press works – if a mauling occurred in Barcelona, a new report quickly surfaces days later of an even worse episode in Extremadura.

n May, a two-year-old died in Galicia after he was attacked by the family pit bull, which was later lynched by the infant’s grandfather in a fit of rage. Then a report came from Alicante of a six-yearold girl who required 50 stitches on her head after being bitten by a loose dog. One man in Valladolid lost his eye when he went to pet a friend’s dog last week and the animal pounced on him. In another tragic case, a four-year-old died earlier this month after being attacked by the family dog in Santa Cruz de Tenerife . According to police, the boy and his mother were playing inside their home when the pit bull went straight for the child’s neck.

he press went to town. “The number of dangerous dogs grows in the capital,” screamed Andalucía Información of Seville . “Pit bulls are bred to fight among other dogs,” bannered La Opinion de Tenerife, quoting a so-called expert. My favourite is the headline of a column that appeared on June 8th in Madrid ’s conservative daily La Razón that merely read: “Crazy dogs.”

es, it is that time again to reeducate people about pet owners’ responsibilities now that canines are under siege. In Madrid, as in many other regions, there are special requirements for having certain breeds such as Rottweilers, Pit Bulls, Dogo Mallorquin, Staffordshire bull terrier, American Staffordshire terrier, Dogo Argentino, Fila Brasileiro, Tosa Inu and Akita Inu, to name a few. The owners must have a licence and the dogs cannot be walked without a muzzle. The Madrid regional government also requires that owners take out an insurance policy with third-party injury coverage of no less than €120,000. But that isn’t enough. Like any other canine breeds, pit bulls and other reputed “bad breeds” need much attention from their owners. Yes, it is true that these animals have powerful jaws and can easily be trained to attack, but it is also true that an owner’s behaviour reflects in a dog’s demeanour.

avid is a neighbour of mine who has been breeding pit bulls for years. He admits that he has neither a
licence nor insurance for any of his three dogs because he is unemployed and cannot afford the fees. Yet he has been able to sell a few of the pups he breeds for about €400 each without AKC papers. His massive muscular dogs are docile yet he walks them on a short leash with muzzles so as not “to have any trouble with the police.” David was stopped once by the authorities but, he says, wasn't asked to show his “dangerous animal” permit, only to be told that the dogs need to be put on a muzzle. “Pit bulls are dangerous if you want them to be dangerous,” he told me. “Not everyone can handle them and not everyone should own them.” Miguel Ibáñez, a dog expert from Madrid ’s Complutense University, told El País that “there is nothing scientific to demonstrate” which breeds are more dangerous than others. “What makes an animal dangerous is the lack of socialisation during critical periods,” he says, explaining that it isn’t wise to separate any new born pup from the rest of the litter before seven weeks. This gives a dog enough time to register “basic information” to be more secure and act less aggressive, Ibáñez says.

he unfortunate incidents over the last few weeks must be examined more closely and on a case-by-case basis rather than for any of us to jump to the conclusion that Spain is being over populated with dangerous animals. The are thousands of pit bull owners out there and the majority, like David, haven’t had any incidents with their pets because they are aware of this breed’s potential character and know how to handle them. Still, regional governments should do more than just issue permits. They should also require that people who want to apply for a licence to own a pit bull, a rottweiler or any other breed on their lists must undergo a certain number of hours of training on how to handle the dogs. This is being done in other countries, such as Germany, where dog laws are quite strict. Dogs are our friends and it isn’t fair they should all be getting a bad rap because of a string of tragic events brought on, unfortunately, by irresponsible owners.

Coin - by email I was fortunate enough to attend the British Consulate roadshow in Coin on Friday June 11th. The meeting was very well attended and the Consul gave a marvellous speech followed by some very informative narrative from the experts on benefits and pensions. The whole event was extremely well organized and it was held in the marvellous setting of the old Convent de Santa Maria. What a shame though that neither the mayor
nor his deputy saw fit to attend such an important event for the town of Coin – the first time that the Consulate have held a roadshow there. It was left to councillor for tourism and integration Daniel Hendrikx to make the opening speech. With less than a year to the local elections this was surely a huge mistake by the mayor who could have counted on a the votes of a large portion of the British population of the town had he not snubbed the British
Consulate on their first visit to the town – or perhaps he doesn’t think the foreign population is important enough? Perhaps he should check to see how many British there are in Coin and how many of them are registered to vote – his loss if they all vote for an alternative party! If the main opposition party have any sense, they’ll make immediate contact with the British population and try to win their votes for the forthcoming elections.

Don t bother with the Seville branch or any of the local Ombudsmen. Madrid are the ones with the clout. Maybe all your neighbours should complain individually. Don t just accept what Coín Council think that they can do without being held to account. The organisations are out there to help you.

The Milky Way We live in a Galaxy containing about 600 billion other stars. The Sun and our Solar System is situated about ¾ of the way out from the centre in one of the spiral arms. All of the individual stars that you can see in the night sky are quite close to us on the scale of things. But the majority of the other stars in our Galaxy are too far away to be recognized as individual stars. Instead they appear as a faint band of light stretching right across the sky that we call the Milky Way. During the summer months the Earth has moved around the Sun so now we are looking in towards the centre of the Galaxy where the bulk of the stars are, and if you live in a very dark area away from street lights then the Milky Way is a truly spectacular sight. Go outside at around midnight and look towards the east and you should be able to see the Milky Way as it stretches right across the sky all the way from the north to the south. As the summer months pass then the Milky Way will get higher in the sky until around August when it will be directly overhead. Here in Spain we are slightly too far north to see the Milky Way in all its glory, but anybody who has travelled below the equator and has been fortunate enough to be in an area with really dark skies will know just how impressive it can be. Try following the path of the Milky Way using binoculars to get to see many thousands more stars.

Astronomy Society will be tomorrow (Thursday 24th) 8.00pm at the El Coto bar & Restaurant which can be found along the Avenida de Mijas coming out of Fuengirola. Business as usual Staysure.co.uk would like to apologise for the recent disruption to its exp-pat customers trying to reach the call centre last week. Phone lines at the newlyopened Marbella-based ex-pat call centre went down for a few days over the last week due to a fault with Telefonica. Staysure’s CEO Ryan Howsman said: “We would like to reassure our many ex-pat customers that the problem has now been
resolved and we are now operating a full service for ex-pats looking for advice on home, health and travel insurance.” The ex-pat call centre operates Mon – Fri 9.30am -10pm, Sat 9.30am -7pm, Sun 10am – 7pm. Staysure’s call centre agents are trained to Financial Services Authority standards and all have a genuine, first-hand knowledge of life overseas.

A medieval world a million miles from "typical" Spain WRITTEN BY Andrea MacLean

he bells slung around the necks of the cattle gently ding-dong as they amble back from the fields, the lowering rays of the evening sun turn the walls of the yellow sandstone buildings into molten gold, and heels clatter on cobbled streets as visitors step back in time into the medieval jewel that is Santillana del Mar - a million miles from the blazing sun of Andalucia but so worth making the effort to visit. his tiny gem is one of many to be found in Cantabria, northern Spain. Rolling meadows with grazing cattle form a verdant backdrop to the spectacular coastline of the region, with its cliffs, coves, fishing and resort towns and scores of sandy beaches. antillana del Mar is, they say, the city of three lies - it is neither a Saint or holy (Santi), it is not flat (llana) and there is no sea nearby (mar). But Santillana del Mar, less than 40 km west of Santander, is one of the most perfectly preserved medieval villages anywhere in Spain - and very probably Europe too. It has a network of cobbled streets and tiny lanes lined with architecturally beautiful houses belonging to noblemen from

centuries of history ago whose homes have passed down from generation to generation. nd unlike the untidy sprawl of development to be found in Southern Spain and the Costa Blanca, strict town planning rules were first introduced in the 16th Century which today mean that only residents or guests staying in hotels with garages, can bring in their cars. Other hotel guests are allowed access to unload their luggage and must then return to the car park outside the heart of the town. Apart from the architecture, the streets are alive with the work of the many craftsmen whose shops are found at every turn. stroll past the splendid nobles' houses will take you to the Colegiata de Santa Juliana - a 12th century Romanesque former monastery which was built on the original monastery, established in the 9th century. The inside is remarkably beautiful, with superb paintings and carvings, and a splendid cloister. And it houses the remains of Santa Illana (Saint Juliana), the real source of the name of the town. The sepulchre of this 3rd century Christian martyr from Turkey
stands in the centre of the church and the monastery and town grew up around the saint's relics. t's not possible to talk of Santillana without referring to the nearby Altamira Caves - described as the Sistine Chapel of cave paintings. When first discovered in 1879 they were thought to be a hoax because the paintings were just too good, too fresh and too detailed to be the work of primitive people from tens of thousands of years ago. The caves were declared a World Heritage Site by Unesco in 1985 and after it was discovered that the very breath of the thousands of visitors were damaging the fragile paintings the caves were closed to the public in 2002. Despite serious misgivings by scientists it has now been decided to reopen them on a restricted basis from the end of this year. A copy of the caves, including a life size reproduction of the central room, was opened by the King and Queen of Spain in 2001 and has attracted thousands of visitors. It has recreated the originals using the same basic materials and you can see the paintings of boar, bison, deer and horses dating from the end of the Ice Age without fear of

damaging the originals - and without joining a hugely long waiting list. nd once you have enjoyed your step back in time, travel just 16km through verdant countryside to find the perfect, charming beach resort of Comillas. Golden sands, a cobbled medieval village centre and beautiful buildings - including some that bear the mark of Antoni Gaudi. There is not much in the way of brashness to be found in the town´s tiny fishing port and splendid, long beach -it is the final piece in an exquisite jigsaw of a journey.

Faithless to headline L.I.V.E in Puerto Banus International dance superstars Faithless will headline the L.I.V.E event at the Bullring in Puerto Banus on Saturday July 31st. The concert will be the first time that Faithless – Maxi Jazz, Sister Bliss and Rollo - have played in southern Spain and they will be supported at the event by British reggae pioneers Black Slate, rising British bassline trio Platnum and DJs Tall Paul and Levi Lewis. They emerged in the mid-1990s - the idea that a dance music act could produce rich full-length albums rather than one-off tracks, pack out live concerts, and bring together all kinds of genres and music fans, seemed quite revolutionary but the trio pulled it off with style. “Essentially, I’ve always been trying to say the same thing: that all human beings have greatness inside of themselves,’ says Maxi. ‘People tend to think that the spiritual and the material world are two separate things – I don’t see it like that. Life is for living, and I’m trying to express
something that’s relevant to someone who works five days and parties hard at the weekend. Being in Faithless, I’ve seldom seen more loyal, loving, dedicated and sweet fans – they keep me devoted, and they’re all over the world.” Proceeds from the event will be going to L.I.V.E., the Malaga children’s Home “Cuidad de los Niños”, that cares for more than 50 children in residence, aged from infants to young adults up to 18 years old. The home provides infant, primary, secondary and special needs education for the children living in the Home as well as an outreach programme which offers basic needs of food, clothing and education to a further 100+ children from the shanty town on the outskirts of Malaga. Knight and Day BY JAMES MANGOLD Starring Tom Cruise, Cameron Diaz
Pocket-sized all-action hero Tom Cruise and his co-star Cameron Diaz wowed fans in Seville last week when the Hollywood stars took the city by storm for the world premiere of their new movie Knight and Day. There has not been much in the way of good old fashioned summer blockbusters this year so all hopes are pinned on this one scooping up audiences and scoring big at the box office - especially as the remake A Team has had poor reviews and struggled in the States. Tom and Cam rubbed shoulders with the hoi polloi in Seville, and Spanish TV stations showed clips of them meeting and greeting members of Seville society, including the Duchess of Alba and former bullfighter Curro Romero. The stars recreated scenes from the movie in front of hundreds of excited fans and Tom flew around the cathedral area on his
motorcycle before they stopped off for a chat and to sign dozens of autographs. A large part of the movie was shot in Seville and Cadiz.
with more banter. So, grab a big bag of popcorn and fasten your seatbelt because you are in for what it says on the tin - a bumpy, fun ride for summer.
So, what to expect. Tom plays Roy Miller, a suave spy, and Diaz plays June Havens, who manages to get caught up in his world. Then, of course, the two of them end up running for their lives and falling in love along the way. The 50s sounding names are a homage to the sort of spy stuff done by Grace Kelly and Cary Grant, under the directorial hand of Hitchcock, and add into the mix lots of high octane shots of hot cars, explosions, and light comedy and it's a bit like Mission Impossible but

o you remember the first time you ever went to the movies? The whole magical experience was like a big adventure. Going into the lovely old theatre, the huge marquee outside, the excitement in the atmosphere, where did all the magic go? I remember my first cinematic experience rather well. It was an old theatre in the centre of town originally named “The Empire” - two grand swooping staircases ascended from either side of the foyer to the circle seats. Of course, ‘front circle’ seats were always the most expensive, but if you did not mind the risk of a nosebleed, you could always make your way up the steep steps toward the back….a journey that had to be made anyhow if you needed to use the toilets and often ascended backwards by cinema goers not wishing to miss a minute more of the movie than possible.

To infinity and beyond... Toy Story 3 has had great reviews and now it has set a new record for makers Pixar Animation. The company's 11th blockbuster hit raked in around $109 million during its opening last weekend in the States. It's the highest grossing launch yet for the magic
makers at Pixar and the word is that fans of Woody, Buzz Lightyear, and all the other toys in Andy's toybox are thrilled by the latest in the Woody saga, which reprises Tom Hanks and Tim Allen in the top roles. It's set to be huge when it

he seats in the “stalls”, down on the ground floor, were positioned on a slope to ensure good viewing quality for all, but unfortunately this concept never worked very well…especially if you had a big fella sitting in front of you. This was where the beauty of the flap down seats came into play, as you could position your bottom on the edge of the seat while it was still flapped up, much to the consternation of the people behind you...and so it went on!

glorious in their day, now had black patches of ancient chewing gum stuck to them. Of course, when I first went to the cinema, smoking was not the big taboo issue as it is today, and cinema goers puffed away happily causing huge clouds of blue smoke to hang constantly in the air.

sherettes showed you to your seat with handy little torches that they forever seemed to be flashing up and down the aisles. They would appear again during the interval with a tray of frozen goodies slung around their necks. For the younger generation reading this, an interval took place between the two movies! Yes, there was always a B movie along with the “main feature’ plus lots of adverts and exciting trailers for coming events!

nd now it’s all over. Giant cineplexes, that have roaches walking round like they own the place and spotty teenagers serving you popcorn. What makes things worse is the screening rooms are either huge or tiny and normally empty, dark rooms that smell of plastic, with no atmosphere. I suppose when the good ole days of cinema went down, so did the cinemas.

Asparagus is in season at the moment but what should you look for and what are you supposed to do with the spears? Look for tightly closed tips - ones that look like budding flowers have gone over - and smooth stalks (wrinkles mean they’re old). Your local greengrocer should have pretty fresh bundles for you to pick from. When you get home, put them in a tall glass or a vase with an inch or so of water in the bottom to keep them fresh until you use them, but try to use them the day you buy them or the day after. When you're ready to cook them, cut off the bottom inch or two from the stalk end with a knife and peel the stalks with a fine potato peeler - not everyone peels asparagus, but the effort is worth it by not having to deal with the stringy 'skin'. (If they’re really thin, there's no need to peel them).
However you cook asparagus, the test for doneness is the same: you should be able to easily put the point of a knife into the thickest part of the stalk. As soggy asparagus is horrid and uncooked is just as bad, you have to watch them while you cook them. You can cook them in an open skillet of salted boiling water (cook for around 4 minutes) , or you can tie them up in bundles and steam them for approx 6 minutes. When they're done, lift them out, drain them and pop them onto a kitchen towel and pat them dry. Put them onto a heated plate and dress them with olive oil, melted butter, hollandaise or a vinaigrette. You can also give them a high-heat roast in the oven. If you want to roast the spears, I'll give you a really good recipe next week.

A recent German study of women aged 45 to 65 concluded that body skin was an important indicator of attractiveness and youth. In fact, the researchers found that when a woman's arms and chest were on view, she was perceived as younger than when just her face was visible. Here are some tips to take years off. = MORE YOUTHFUL-LOOKING HANDS
Researchers have been looking at the widespread notion that, for mosquitoes at least, women are the sweeter sex, allegedly because oestrogen is a strong attractant. found a similar effect among women. When the researchers compared pregnant women with their non-pregnant counterparts, they found that the pregnant women attracted twice as many mosquitoes. They noted that the pregnant women exhaled more carbon

Stem cell therapy damage discovered After finding a new complication in a patient with kidney disease who received stem cell therapy, Canadian and Thai researchers have warned there is a gap between research and treatment. Many scientists hope stem cell therapy can be used to treat a wide range of diseases. It has been shown that it is possible to reprogram adult stem cells, taken from bone marrow, to become a range of specific cell types - including kidney cells. And animal studies have indicated that injecting stem cells directly into organs, including the kidney, is safe. But in this
case, the patient – who had been treated by a private clinic – suffered tissue damage after stem cells were injected into the kidney, and died from an infection. Researchers from Chulalongkorn University in Bangkok, Thailand, and the University of Toronto removed and analysed the kidney and found that the patient had not benefited at all from the treatment, but

For the quickest results, moisturize because applying a lotion or cream will immediately plump up skin. Daily sloughing with an anti-ageing exfoliate also helps fade spots. Sun protection is the best way to avoid future brown spots. Apply it generously every day that your chest will be exposed. = A MORE TONED BUTT AND THIGHS A light-reflecting body lotion can help diminish the look of bumps and dimples in minutes, and to some extent any moisturizer will help disguise bumps simply by plumping the surface. No cream can magically melt away cellulite, but some products do help in the short term. For the best firming results, use a product that contains caffeine - this causes vasoconstriction, which decreases the fluid content and creates a temporary tightening effect. Cellulite has the tendency to worsen with age but there are a few strategies that may help: Maintain a healthy body weight (yo-yo dieting can make the skin looser) and get plenty of exercise. Walking and stair climbing, or any other activity that targets the glutes, will help build lean muscle mass. Pregnant women risking their feet Pregnant women are risking their feet in the name of fashion by wearing the wrong types of shoes, according to the Society of Chiropodists and Podiatrists. Its poll of 1,000 pregnant women found many regularly wore ballet pumps, flip flops, high heels and Ugg boots which, a spokesman said, are not
suitable because they offer little support. The survey also suggests half feel under pressure to keep up with the latest celebrity trends, yet seven out of 10 women admitted to suffering from foot problems including swollen ankles, swollen feet and arch and heel pain while pregnant. The spokesman said the society is urging
women to wear supportive, wide fitting shoes to minimise discomfort and avoid long-term damage. As a rule, women should opt for 1.2in heels as they shift weight a little further forward on to the feet, which can help alleviate discomfort. The spokesman added that if women must wear high heels, they should
only do so very occasionally and at events where they will not be on their feet for too long. He said many of the pregnant celebrities seen wearing high heels in magazines are attending events but stick to a more supportive shoe on a daily basis. He advised noncelebrity women to do the same.

Kylie's car up for grabs You could be so lucky - and pick up the 11-year-old sports car belonging to pop star Kylie Minogue when it goes up for auction next month. Kylie's Mercedes SLK was first owned by X Factor judge Danni Minogue, who passed it on to her elder sister - their father Ron will supply evidence of the registration document with the signatures of both of his daughters. The car will be auctioned by Bonhams at the Goodwood Festival of Speed and will no doubt be a big hit with Minogue fans who want to slip behind the wheel and park their posteriors on the same leather seat that has housed the pert bottom of the popstar.
But motoring purists who want speed will probably give it a miss - the SLK has been marked down as not so much a performance car but more a pretty accessory that every WAG might want to own. Mind you, the car is in mint condition, has just 19,000 on the clock and has a reserve price of a very affordable £8,000.
Rather less affordable at the sale, which will take place on July 2nd, is a 1937 Bentley four and a half litre drophead coupé.
The proceeds will go to a breast cancer charity - Kylie has been treated for the disease and supports the work of charities operating in the field.

The return visit was well worth waiting for and this time the views were there for all to admire and enjoy as as the sun shone from a clear Andalucian blue sky When SOL Classic Car Club visited the pueblo blanco of Montejaque, near Ronda, in January the drive was marred by heavy rainstorms and the car display in the town square was an extremely soggy affair, so a repeat visit was planned in better weather. And last Saturday was an ideal day with the normal Andalusian blue sky and streaming sunshine, perfect for a scenic drive through the Sierras de las Nieves and into the Serrania de Ronda. The route from the Marbella Golf and Country Club (SOL Classic Car Club's new home) went through Monda and Guaro, then climbed past Alozaina and on to El Burgo where there was a coffee stop – this time outside on the patio at Venta El Yoni where members and friends could enjoy the warmth and the view (in January there was thunder, lightening and torrential rain!). Fabio Capello was firmly back in control of England's World Cup campaign on Monday after a player revolt launched by John Terry fizzled out, leaving the former captain isolated. Terry had launched his abortive coup by promising to air a string of grievances at a squad meeting, even if that meant upsetting Capello.

Sports DAVE’S DRIVES Hello again Last Saturday was the June outing for C.O.G.S and this took place at the popular Rio Real course. It is a year since I have been to this beautiful course although like many others I pass it on the main road from Malaga to Marbella fairly frequently and I am always struck by how pretty it is. The day was just about perfect weather-wise and 27 players were really looking forward to the day out. The course fully lived up to expectations happily, but proved to be surprisingly difficult to score on so the winning scores were perhaps a little lower than normal. Leading the way was the very consistent Ollie O’Brien with a fine 31 points closely followed by Terry Birtles on 30 points. Third was this year’s captain Dave Howarth with 29 points on count-back from Andy MacFarlane and myself. Longest drive on the ninth was by Ian Thorne, and Andy MacFarlane was nearest the pin on the 12th. Nearest the pin in two at the 17th was Russell Wood and the team prize with the best two from four scores counting, was won by Ian Brewer, Ian Holden, Mike Brian, and myself with 79 points. The separate par three competition was shared by no fewer than six players - John Bamber, Ian Holden, Brian Millwood, Gerry Owens, Chris Spoakes and Zack Sturgess. Nearest the pin at the third was Ian Holden and at the fourteenth it was Ian Robinson. The ‘special’ bottle of wine for the wooden spoon was at long last wrested from Mike Brian’s hands by Mel Kipps who was however very pleased to be back playing after a long bout of illness.
