UK Prime Minister David Cameron hosted the conference of more than 40 nations and international organisations, including coalition members, the

UN, Nato, the African Union and Arab League. He affirmed that the coalition would continue its actions “as long as is necessary”to protect the population from Gaddafi

forces. In recent days, antiGaddafi forces had made rapid progress westwards from their stronghold in Benghazi – thanks largely to international air strikes

– and had seized several coastal towns and important oil installations.

WORLD Frazzled!

On Saturday we had to do a twelve hour round trip to Murcia to sort out some building works we need done on a house. As I am amazingly travel sick, I have to do all the driving and while I love driving, enough is enough! However, on Sunday afternoon we managed to sit in the sun round the pool and read books so that wasn't so bad. Then this morning, I got a call from my brother to whom I haven't spoken for almost thirty years after a family argument (do all families do this? Mine seems to be rife with people not speaking to each other for decades on end) to tell me that my adoptive mother had died two weeks ago. There were no address books or anything in the house for him to find my contact details so the funeral has already taken place. Today, he had the idea of “Googling” me to see what came up and, hey presto, there I am with my work number. Brilliant! If it wasn't for Google, I might not have known for years. Has everybody noticed that the orange blossom is out now. We are in the campo and everything has the wonderful fragrance of the old perfume “Aqua Manda” that was popular about 40 years ago and in a couple of weeks time we'll all be able to rotovate again and get some veggies in. When you have clay soil, you simply can't get on the land until it's dryer and the weeds are huge – no more sitting reading for us!

Prince Charles and the Duchess of Cornwall arrived in Spain today (Wednesday) from Portugal, for an official three-day visit. It is the first time they have visited Spain together. They will visit Morocco before returning to the UK.

But on Tuesday rebel fighters admitted that pro-Gaddafi forces had used heavy weaponry to check their advance and forced them to retreat from the town of Nawfaliya, 120km from Col Gaddafi's birthplace Sirte, to the coastal town of Bin Jawad, some 30km further east. A Pentagon spokesman in Washington, Vice Admiral Bill Gortney, said that because the Libyan rebels were not well organised, any military gains they made would be tenuous. Susan Rice, the US ambassador to the UN, said on Tuesday the US had not ruled out arming the rebel forces. Meanwhile, ships from the US Sixth Fleet attacked three Libyan ships that had been firing indiscriminately at merchant ships in the port of Misrata, west of Sirte. US Navy officials said one of the vessels was destroyed, a second beached, and the third was abandoned. While Nato has insisted on its impartiality and has denied that its air strikes are meant to provide cover for a rebel advance, Russia has renewed its expressions of concern, saying intervention in an internal civil war is not

Crime rate lowest in 10 years Last year's crime rate was the lowest in 10 years, interior minister Alfredo Perez Rubalcaba said on Tuesday – at 45 crimes per 1,000 inhabitants. He attributed the drop to the “good work done by the 155,812 members of the police and security forces, who had made Spain a safe country, one of the safest in Europe, something that our people appreciate”. Sr Rubalcaba said the crime rate had been dropping since 2008 but warned against complacency. He said domestic violence deaths were still a problem - 73 women had died at the heads of their partners last year, the second worst year since 2008, and arrests for those involved in child pornography and corruption of minors had risen.

Most wanted bank robbers arrested Five members of a gang wanted in connection with a bank robbery in Cambrils, in which a 25-year-old woman cashier was killed, have been arrested in a joint operation between the National Police, the Guardia Civil, the Ertzaintza (Basque police) and the Mossos d'Esquadra (Catalan police). The gang is thought to be responsible for bank robberies across northern Spain. Police said because of the seriousness of the charges, they consider the gang to have been the most important criminal group specialising in bank robberies that has ever operated in Spain.

Post bomb ETA talks revealed A Guardia Civil summary of documents seized during the arrest of ETA “No 1” Francisco Javier López Peña, aka Thierry (pictured below), reveals that the government held talks with the Basque terrorist group in May 2007, five months after a bomb attack on Barajas airport on December 30th, 2006, which destroyed the car park at terminal 4 killing two men who had not heard the police evacuation calls. The government had offered to continue talks, if they were kept “absolutely secret” ” and offered to review terrorists' prison sentences, even for those in which blood had been shed. ETA broke its ceasefire in June 2007 but in November that year, the government sent a message to the group

about the need to talk to reach an agreement in January 2008, two months before the general election. The summary, which was posted on the El Pais newspaper's website on Monday, also revealed that in earlier talks with the group in Geneva in June 2005, the government had offered to reduce the police

presence at control points, make no more detentions and allow ETA's political wing, the banned Batasuna party, back into political life. The summary also confirmed much of what El Mundo newspaper has published about the talks between ETA and the government, which the latter has always denied.

Judge pursues his case National Court judge Baltasar Garzón, currently under suspension for allegedly overreaching his brief by launching an investigation into crimes committed during the Franco era crimes, has taken his case to the European Court of Human Rights. Garzón was indicted by the Supreme Court and suspended last year after far-right groups complained that his investigation violated the 1977 Amnesty Law. The London-based

International Centre for the Legal Protection of Human Rights (Interights), which is representing Garzón, filed the suit in Strasbourg last week. In a statement, Interights said Garzón's case “represents a threat to

the independence of judges and to their role in ensuring accountability for alleged widespread and systematic crimes”. Garzon has not yet been tried in Spain. He succeeded in having several Supreme

Court judges removed from the case on the grounds that they lacked impartiality. After his suspension, he took up a temporary position at the International Criminal Court in The Hague.

Red faces in Madrid It emerged last week that Libyan dictator Muammar Gaddafi was given the keys to the city of Madrid during a visit in December 2007. City Hall explained that protocol demands that visiting foreign leaders should be honoured in this way, and pointed out that other recipients include King Abdullah of Saudi Arabia; Chinese president Hu Jintao; Ali Abdullah Saleh of Yemen, Vietnamese leader, Nguyen

A spokesman said neither Mayor Alberto RuizGallardón, who handed the keys over to Gaddafi, nor the central government, who invited him, could have foreseen that the dictator would end up bombing his own people three years later. The keys are handed over at a ceremony attended by the whole city council, except the Izquierda Unida party.

Spain violates terrorists' rights

Fire station opening sparks protests Some 200 firemen disrupted the opening of a new fire station in Valdemoro, Madrid, by staging a sit-in on Monday outside the town council offices to support their demand for more staff and equipment. Police firing rubber bullets into the air broke up a protest. Windows were smashed, two policemen were injured and five firemen were arrested. A Madrid regional government spokesman called the protest brutal and said criminal charges would be brought against the firemen. The firemen's union representative, Antonio Rocamora, said the opening of the €3.4 million station was "politically motivated" and that fire

engines and staff would have to be borrowed from other thinly stretched teams. All over Spain, local councils rushed to inaugurate public works on Monday, the last day they were allowed to do so under the election laws, which ban all public ceremonies in the last two months before an election. Last week, Valencia regional premier Francisco Camps riled his opponents

by inaugurating the new airport at Castellon, even though it will not be ready for service for another six months.

The Council of Europe's Committee for the Prevention of Torture (CPT) has criticised the treatment given to terrorist suspects in Spanish jails in the report it published last week on its fifth visit to Spain in September and October 2007. The report was especially critical of the regime of solitary confinement, despite the fact that Judge Baltazar Garcon had ordered the use of a procedure to film prisoners in solitary cells to prevent them from being tortured. The report pointed out that not all National Court judges use the procedure when dealing with terrorist cases.

New drivers' speed limit canned The government has decided that limiting new drivers to an 80 km per hour speed limit “doesn't make sense” and as of Tuesday, they can drive at the same speed as everyone else. However, they are still subject to a lower alcohol limit – 0.15 milligrams per litre as opposed to 0.25 – and will also have to display the “L” plate for a year after getting their licence, to warn other drivers they are new on the road. Counsul disgraces country Panamanian consul Ítalo Giovanni Afú riled his fellow countrymen when they saw him on a TV news programme dressed as a woman at this year's Carnival. Matters were made worse just hours later when photos of him wearing a beauty queen's crown and with a glass of liquor in his hand appeared on a website. However, he is expected to try to help secure the release of imprisoned US government contractor Alan Gross. Mr Gross was sentenced earlier this month to 15 years in jail for providing satellite communications equipment to Jewish groups in Cuba, under a programme funded by the US State Department. Washington and Havana have fallen out over the

case. The Cuban authorities said the equipment was to give access to the internet to dissidents who, they claimed, were trying to destabilise the island. A spokesman for the US diplomatic mission in Havana told foreign news agencies it would welcome any intervention on Mr Gross's behalf by Mr Carter. The US administration has said there can be no

further major US initiatives to ease relations with Cuba while Mr Gross remains in jail. Mr Carter is the only sitting - or former- US president to have visited the Communist state since Fidel Castro took power in 1959. During a visit in 2002, he urged the US to lift its trade embargo against Cuba, and called on the Cuban authorities to introduce democracy and improve human rights.

Number of executions down The use of the death penalty globally continued to fall last year Amnesty International said in its annual report. Although 23 countries carried out executions in 2010, four more than in 2009, the number of people executed dropped from at least 714 to at least 527. But that does not include

China, whose executions are thought to be more than all other countries put together. Last year Gabon became the 139th country to cease the practice and Mongolia has declared a moratorium on the death penalty. There were no executions in Europe in 2009, but two people were executed in

Belarus. The report notes that a large number of executions or death sentences handed down in 2010 were for drug offences - including more than half of the death sentences in Malaysia. Methods of execution employed included beheading, electrocution, hanging and stoning.

Parking fines hiked UK no-frills airline Easyjet started flights yesterday (Tuesday) from the John Lennon Airport in Liverpool to Gibraltar which will provide around 24,000 seats to the Rock every year with forward sales of seats already looking positive. The new link with Liverpool is particularly significant as John Lennon and Yoko Ono chose Gibraltar as their place to get married in 1969. Easyjet's commercial manager Ali Gayward met the outgoing chief executive of the Gibraltar Tourist Board and chief executive officer designate of Gibraltar Air Terminal Ltd., Nicky Guerrero, before the maiden flight. It was met on its arrival in Gibraltar by the minister

No seat at the table for Gibraltar A diplomatic row has developed over the fact that no place has been made in the seating arrangements for Prince William and Kate Middleton’s marriage for a representative from Gibraltar on April 29th at Westminster Abbey. In an extraordinary Royal gaffe they had failed to invite anyone from Gibraltar, a British Overseas Territory since it was captured from Spain in 1704, to the biggest Royal event of the year. Following The News' report a couple of weeks ago on the new parking plans for Gibraltar's residents and tourists, it has come to our attention that the Government is thinking about introducing a £50 parking fine if you are not parked in the correctly assigned zones, at the correct times and with the correct parking ticket displayed on your vehicle.

Special wardens are expected to be employed to enforce the fines together with vehicles being towed away or clamped where relevent under the new “Traffic (Parking and Waiting) Regulations”. Over the last decade Gibraltar has seen parking fines go from £5 to £15 in 2001 and now to £50 as the Government says that the

lower fines were not seen as a big enough deterrent to long term overstayers and non-payment of the fines already issued runs into a six figure sum. Some foreign, including Spanish, cars are never ticketed as it has been felt in the past that because of the amount of paperwork involved, it simply wasn't worth it.

UK News Angry mob at court for Sian suspect Taxi driver Christopher Halliwell was greeted by a furious crowd as the prison van he was in arrived at Swindon Magistrates Court on Monday. The mob shouted threats and abuse and police had to drag two men away after they ran to the van and started pounding on its side. Halliwell confirmed his name in court, where he faced a charge of murdering 22-year-old Sian O’Callaghan, whose body was found last Thursday by the side of a road in a rural area of Oxfordshire. Halliwell, 47, was arrested at the Swindon Asda superstore and his home and his green taxi cab were searched by forensics experts.

Man kisses dog A dog who was thought to have perished in a house fire in Hull has been saved by firefighter Mick Dunn after he gave her mouth-tomouth resuscitation. He had never heard of it being used on animals but didn't see why if it worked on humans, it couldn't work on a dog. Mr Dunn said: "When I saw the dog, I thought at first that it had perished in the fire. She didn't appear to be breathing." But after giving Sunny the kiss of life for a few minutes he said he noticed signs of life so carried on with an oxygen mask for another thirty minutes. A vet has given Sunny the all clear and Mr Dunn said that he expects to be the brunt of a few jokes in the future.

Detectives involved in the case are now trying to identify a second body, found near the burial site for Sian. The second remains are of a woman thought to be aged between 23 and 30 and police believe she has been dead for up to 8 years. A bail hearing was due today (Wednesday) and Halliwell is expected to appear next before Bristol Crown Court.

Night Stalker jailed Delroy Grant, the serial rapist dubbed The Night Stalker by the press, was jailed for 27 years last week after terrorising old people in the southeast London area from 1992 until his arrest in November 2009. The judge presiding, Mr Justice Rook, said of Grant: “Your utter depravity knows no bounds. You targeted elderly victims living alone. Your actions blighted the remaining precious years of their lives. It's hard to imagine the extreme fear that the feel of your gloved hand and the sight of your masked figure looming above them must have been felt by your victims in their beds." In 1999 the police received a tip-off about Grant but investigated another man who had the same name by mistake. The police issued a statement saying they “regretted not taking him off the streets earlier.” The blunder left Grant free to carry on for another 10 years. He was convicted of 27 crimes but is thought to have carried out some 157 assaults.

Garden opened Locals bought Wychwood Wild Garden in Oxfordshire two years ago and have spent £70,000 restoring it to its former glory. The money for the work was raised by holding community events, raffles and open air functions and drew suport from miles around. The area consists of a number of ponds, woodland and rough ground and now new paths have been constructed for the public to follow. The garden is also a haven for wildlife. The estimated cost of the yearly future upkeep is €6,000 so more fundraising is on the horizon.

Kidnapper gets 60 years Imran Husein, who kidnapped a five-year-old boy on holiday in central Pakistan, has been jailed for 60 years and his assets have been seized by the courts in Pakistan. Sahil Saeed Naqqash, from Oldham, was taken from his grandparents' house while on holiday in central Pakistan in March 2010. The robbers had held his family at gunpoint and demanded a £100,000 ransom. He was released unharmed after two weeks.

Asda price! Tesco has been forced to retract its offer of paying shoppers twice the difference if they could buy the same item cheaper at Asda after hundreds of shoppers claimed refunds. Tesco have now limited the offer to a maximum of £20 refunds. One shopper claimed to have received £600 on the scheme. A spokesperson for Asda said: "If you claim to be the cheapest, call me oldfashioned, but it helps to really be the cheapest."

Benalmadena town hall is to ask for a review of the catastro (property tax register) because the market prices that were used to work out the IBI in 2005 during the construction boom have nothing to do with today's prices. The 2005 review was the first in 15 years, during which property prices had risen by 260 per cent. This was reflected in the IBI established then. Mayor Enrique Moya said last week that most of the real property prices today are well below those established by the catastro five years ago and that it

would be unfair to continue collecting the IBI at the current rate. However, the council cannot reduce it until the catastro has established real property values.

It has one of the highest per capita incomes in Malaga province, €24,723, and the town council has some €37 million in its bank accounts, something unheard of in these times of crisis. CASARABONELA EU nationals who have not yet registered to vote in the municipal elections on May 22nd can do so from April 4th to 8th, when the town halls will be checking their registration figures. To register this time around you have to have been registered on the towns' “padron” as at December 31st, 2010. All the parties are keen to get as many foreign residents registered and voting, because they can be crucial where the election is a close-run thing, as it threatens to be in many Malaga municipalities. In Coin, registration forms will be available at the Cudeca cancer charity shop in the town, and the CHAIN store at La Trocha. There will also be an event at JKs on Saturday, April 2nd, starting at 6 pm, when members of the new party, Ciudadanos por Coin will be on hand to explain their ideas. Cactus museum opens The Mora i Bravard Botanical Garden, which was inaugurated on Saturday, houses more than 2,500 difference species of cactus and other succulent plants from all over the world. It is named after the married couple who donated their plant collection, and is the biggest of its kind in Europe. The Junta de Andalucia, the Malaga provincial government and the local council shared the €2.4 million it cost to create the garden, work on which began several years ago. MALAGA

Mercadona buys more locally Products “made in Malaga” gained ground in Mercadona's supermarkets last year – up 7 per cent – and in Andalucia as a whole, up 5 per cent. The Valencia-based chain continues to grow, despite the crisis. It invested €12.5 million to open five new stores last year – three in Malaga, and one each in Benalmadena and Benahavis, for a total of outlets in the province to 86. Politicians out of sync

On the right road

I

hile many nations make moves to cut the lengths of their election campaigns, there are quite a few people in Spain’s political parties who want to do the opposite. They want prime minister José Luis Rodríguez Zapatero to state once and for all whether he will run for a third term in next year’s elections. Zapatero is keeping mum about his plans and for good reason. First, he wants to concentrate on pulling the economy together and dealing with the Libyan crisis. Another reason for his silence is to keep the nation focused and not divert its attention to a race that is still a year away. The Socialists’ top regional leaders – the party “barons,” as they are called – are restless and want the prime minister to announce his plans on Saturday when Zapatero presides over the party’s federal committee meeting. They argue that if Zapatero intends to step down they can approach the upcoming campaign for the May 22nd regional and local elections with better assurances knowing who his successor may be. Other Socialists say they prefer that any successor be selected after the May race to prevent the Partido Popular from targeting their next-in-line and taking the limelight away from local issues. Of course, these Socialist figures are all reacting to the notion that Zapatero will indeed step aside.

n 1931, when Fernando De los Rios took up his post as minister of public instruction and the arts , he told his fellow members of the Socialist Party who wanted an immediate revolution: “In Spain, what is revolutionary is respect”. A lack of respect for others was one of the many factors that led the country into a bloody civil war. Now, 80 years later, it seems that most Spaniards have finally understood what De los Rios meant.

ccording to a survey called the Pulse of Spain 2010, 88 per cent affirmed that: no-one is in possession of the truth, no-one has the right to tell others what to think and how to live, and 98 per cent said we should respect the ideas and way of life of others, no matter how strange or different they may appear to us, provided they are within the law.

oliticians, are you listening. For years I've been saying the Spanish are not as stupid as the politicians seem to think and it's nice to have such a wide-ranging and serious survey backing me up.

The economy, worse than everything

D

espite Zapatero's assertions that things are going to start picking up in April, nine out of ten Spaniards think the situation is bad and will not improve for a long time to come. This impression of the situation goes back two years, showing just how impervious most people are to what the government is saying. No doubt somebody in the government will say Mariano Rajoy has bewitched his fellow countrymen into feeling as gloomy as he does about the economy, but the proof of the the pudding is in the eating, and many Spaniards have not been eating as many puddings as they would like to for the past three years.

Unemployed youth

T

his is the sector of the population that most worries people. Right now, youth unemployment stands at around 40 per cent, double the average rate, and seven out of ten Spaniards feel this generation will have been emotionally and psychologically marked for life by years of being dependent on their families when they should be out there, with a home and family of their own, which previous generations looked upon as a natural progression in their lives.

Political situation, never worse

O

ver three quarters (78 per cent) of Spaniards think the current political scene is very bleak – the worst percentage in two decades. For example, despite their opposition to Spain joining the

Allies in the Iraq War, only 47 per cent thought the political situation was bad. And when Zapatero was elected in 2004, this dropped to 37 per cent. Now, they blame the government and the opposition equally for this state of affairs.

Politicians, not the system

T

wo thirds of Spaniards believe that it's the politicians and not the system that is at fault. If they blamed the system, we would have something to worry about. When people lose faith in their public institutions, their thoughts drift to extreme solutions – Nazism in Germany, for example, or Communism in Russia, China and Cuba. And it’s not politics that disillusions them so much as the mediocrity of most of today's politicians. Nine out of ten think the political parties only think about themselves and what benefits them, and eight of ten think that it will be difficult for the parties as they are today to attract and recruit more competent and better prepared people.

Transition, nostalgia for a style

T

hirty five years after Franco's death, Spaniards look back on the period known as the Transition – from dictatorship to democracy – with pride and nostalgia. The key figure for 78 per cent is King Juan Carlos and his prime minister Adolfo Suarez (73 per cent), who between them managed to instil a spirit of consensus in the search for solutions, concerned with the country's general interest rather than their own. And 88 per cent say that the two main parties have abandoned that spirit of pact and concord and only do what they think will win them votes in the next election. As a result, 73 per cent feel the country needs a second Transition, with the same style of concession and mutual respect that characterised the first one.

The armed forces and the church

E

ven though it was the 30th anniversary of the last serious coup attempt recently - February 23rd – 84 per cent see both the Armed Forces and the Guardia Civil in a positive light, regarding them as professional bodies of men loyal to the Constitution and the defence of people's liberties. As for the Catholic Church, which played a positive role in the Transition, three quarters think it has not been able to adapt to current social realities, although a majority define themselves as practising Catholics. Things might improve if the politicians would look at all the surveys carried out in this country, and not just the ones that favour their particular party. But that's just me being a cock-eyed optimist.

n Saturday, just one day after he arrived from the summit of EU leaders in Brussels, Zapatero met with 41 of the nation’s top businessmen to explain his plans to introduce new measures to improve the solvency and competitiveness of Spanish companies. They include legalising the status of thousands of workers who have dodgy hiring contracts or no contracts at all as well as making it easier for companies facing bankruptcy to refinance their debts. Overall, the industrialists, led by Banco Santander chief Emilio Botín, called on Zapatero not to announce his plans just yet on whether he will run to prevent the turbulent markets from going jittery. They also recommended that he sweat it out until 2012, and not call early elections as many in PP want him to do, so he can continue to fight for the economy. It was the type of public support Zapatero needed from Spain’s moneymakers - influential people giving the prime minister their utmost confidence perhaps even more than what he is getting from inside his own party.

till, the party elite are restless. Over the weekend, they gave a robust welcome-back reception to deputy prime minister Alfredo Pérez Rubalcaba – seen by many as Zapatero’s heir apparent – when he appeared before a Socialist gathering for the first time in weeks after recovering from a urinary tract infection that sidelined him. Then officials inside the Catalan Socialist Party (PSC) said they were willing to support defence minister

Carme Chacón as candidate to take over from Zapatero next year. A Chacón candidacy seems like the real option should Zapatero decide to step aside. You may recall that the US Embassy in Madrid speculated in a secret cable released last year during the Wikileaks ruckus that the Chacón succession appeared to be the most valid route the Socialists will take.

hatever the case, Zapatero has done good in deciding to postpone announcing his political plans. ome idiot or band of idiots is going around poisoning dogs at certain parks in Madrid. It is happening in the district of Valdebernardo, where residents say that at least four dogs were killed over the last month after eating or smelling rat poison that someone has left out. The police have already been alerted but this is the type of denunciation that is repeated over and over again in the Spanish capital where sick individuals believe that contaminating animals is an annual sport. Last year, in Malasaña, a popular barrio near Madrid ’s centre, at least five dogs died from venom that was purposely left out. Two years ago, in La Elipa, in the southern reaches of the city, people complained to the police that their pets were getting sick at a neighbourhood park. Dog-owners have begun to put muzzles on their pets during their walks. Traditionally, Madrid isn’t a typical doglovers capital compared to other European cities, where pets are allowed on the bus or inside pubs. In fact, Madrid can be termed more of a dog-haters' paradise, filled with residents from rural backgrounds who grew up with the notion that animals belong outdoors in the country. It is unfortunate that these types of crimes go unpunished because it is difficult to catch these animal assassins.

Name supplied How we hard hit inland commuters struggled for two years –bouncing along the dug up bumpy road that led from Alhaurin el Grande cross roads to the petrol station near Alhaurin Golf, and then trailing across the Mijas pueblo road, potholed and slow, as work on the closed off main road to the coast dragged on painfully slowly. How many of us had to sort out punctures, replace wheel rims and fork out for more fuel because of the longer journey? So, it was greeted with huge relief when the main road was finally opened, and the road from the cross roads was finally finished. Jolly good – the main road has been widened, with an overtaking lane at various stretches, all designed to help the harrassed commuter. Well, you’d think. But it seems that if we are not all very careful we’ll have all paid for the cost of the work

Alhaurin el Grande by way of speeding fines to the police over the next few months. Now, I am no speed hog, and personally I don’t want to see people hurtling along at high speed. But the authorities seem to have placed an unreasonably low limit on both the first stretch from the cross roads to the Los Morenos roundabout, and then on the main drag down to La Cala. I was pootling along at 60 to 62 kms (less than 40 miles) an hour when the police stepped out at the Casa Flores garden centre and hauled a number of us over to present us with speeding tickets. Apparently we had passed a parked unmarked car with speed detection equipment in the stretch by El Postillon restaurant, where the speed is 50 kms.ie about 31 miles per hour. Then of course we hit the heady heights of the “new” improved road, to find a limit of 60 kms – about 37.5

Elaine Gonzales A reader’s letter last week mentioned the excellent letter by Pete Woodall, Woody’s Passport Renewal Services, in Los Boliches, published in the previous edition, which explained very clearly what constitutes a legal ID in Spain for a British citizen. Unfortunately, the letter of last week is actually wrong. Until April 2007 non-Spanish residents had a Residencia Card, which bore a photo and a fingerprint; it was a legal ID within Spain. Those who have renewed their Residencia status since April 2007 have been issued with a Residencia Certificate, printed on green paper, which clearly says on it that it is not proof of ID nor nationality.

The acting was terrific, the direction was expert, every clever witty line came across and the audience was roaring with laughter

And if you are driving an automatic then you can expect to start replacing brake pads on a regular basis. It’s not so much the speed limits as the inconsistencies. Why is the newly opened road set at a limit 40 kms an hour less than large stretches of the road from La Trocha in Coin to the coast at Marbella? Oh well, it may be my imagination, but I would urge readers to keep their eyes peeled for a silver Citroen C4! A frustrated commuter.

The writer last week confusingly refers to DNI cards, which are Spanish citizen ID cards and nothing to do with foreigners. The writer says she had copies of her passport and Residents Cert 'compulsada' (stamped) by Mijas town hall. I have checked with Mijas town hall, who confirm that copies stamped by them, as with all town halls, do not amount to legal ID.(I know such copies and other documents, including driving licences and copies of a variety of documents may be accepted by people who know no better, gas stations, shops etc. but they are not accepted by the police, courts, notaries or any other official department). The only legal ID for a British

resident in Spain is a valid Residencia Card (i.e one issued before April 2007 with a photo and fingerprint which has not expired) an original passport or a copy of the passport 'authorised' by the British Consul. Nothing else, no matter what it is, authorised by any one, is legal. So even if on an everyday basis you carry a copy and get away with it, to go to an official office, police, notary, court etc.take your legal ID. to eat them both. The Salon Varietes Theatre is an English language theatre, the only one in Spain I believe. Where did they find these star performers? I don't know but I am going again om closing night. If I lived closer I would probably go mid-run as well. This is not to be missed.

It’s about time Did you remember to put your clocks forward by one hour last Sunday morning? Well, here in Spain if you put them from 2am to 3am then you have set them to the ‘wrong’ time. On Sunday morning we changed from Greenwich Mean Time to British Summer Time. In 1675 Greenwich was a small village just outside London where a Royal Observatory was built by King Charles II and a job for the first Astronomer Royal, John Flamsteed, was created to accurately measure the Earth’s rotation by means of the stars. As Britain was such an important naval territory it was vital for the sailors to know their longitude position i.e. their position east or west. If mariners knew what time it was at Greenwich and compared that to their local time then they could determine their true position. In 1851 it was decided that Greenwich was to become the prime meridian, that is to say that a line running from north to south of the Earth and passing through Greenwich should be longitude 0°00’00”. I visited Greenwich observatory once and kissed my wife across this line, I was standing in the east as Marilyn was standing in the west! By 1884 two thirds of the world had adopted this line as the prime meridian. But some parts of the UK still relied on their own local time which was determined at noon being when the Sun was at its highest point in their sky and subsequently due south. But with the invention of the railways a standard time had to be adopted to accommodate the railway time tables. Therefore the time across the UK was determined as 12 noon when the Sun is due south of Greenwich. But even this turned out to be not true because the Earth orbits the Sun at slightly different speeds- faster when it is closer to the Sun and slower when it is at its furthest from the Sun. If you have a sundial in your garden then it will only be accurate for about 4 days out of the year, two days in spring and two days in autumn. This discrepancy can add up to as much as 16 minutes before or after true solar time, so an average or mean time was set; Greenwich Mean Time (GMT) or

Universal Time (UTC). UTC is a more accurate time measurement introduced in 1972 relying on several atomic clocks placed at various positions around the world. The Earth was then divided into 24 equal segments running north to south, every line to the east of Greenwich is one hour+1 ahead of Greenwich and every line to the west is one hour-1 behind Greenwich. 180° from Greenwich is the International Date Line, which is where today becomes tomorrow. Rockets and satellites - including the International Space Station - orbit the Earth several times a day and can have no specific time so set their on board clocks to UTC. Spain however is to the west of the prime meridian, which means it should be at least 1 hour behind UK time. Spain's time is the result of Franco's Order established on March 8th 1940 abandoning Greenwich Mean Time in favour of GMT+1. This time change was most likely enacted to be in keeping time with Germany and Italy, but included was a provision for it to be phased out in the future, which never happened. Due to this, Spain is almost two hours ahead of its local solar mean time during the summer and one hour ahead in winter, which probably explains the notoriously late schedule which we have all come to love! Wisteria is in flower – time for another visit to Malaga's Botanical Gardens! Written by Jean Joss

A

lthough we have been in Spain for several years and have visited Jardin Botanicó Finca La Concepción on several occasions it was only last year that I managed to get there in time to see the wisteria in all its glory. And what a treat it was with the ornate wrought ironwork smothered in casades of glowing purple blooms which even encroach into the neighbouring trees. The structure was apparently designed as a dining arbour next to the house and as I stood there in my shirt and jeans, I wondered how many generations of more elegantly clad visitors had gazed with the same admiration at the stunning combination of man's artistry and the riotous colour of nature. I'm hoping to repeat the experience before the flowers fade and die for another year – it's still a shady oasis when the green leaves take over but hardly as spectacular, or as photogenic.

f course, the wisteria is only one of the

attractions of these historic gardens which are considered among the most beautiful and important tropical gardens in Europe. There are some 34 areas of interest to enjoy and guided tours are available for the more ardent enthusiast. Personally I prefer to wander leisurely from one part to the next, camera at the ready, to capture some of the fantastic trees and plants on show and peer into the various ornamental pools with their old algaeencrusted statues standing among the waterlilies.

o many of the trees here are both enormous and ancient, towering into the sky and providing safe roosts for hundreds of birds. There are araucarias (one of which is over 45 metres high, the province's tallest tree), giant ficus trees with gnarled and twisted roots, huge eucalyptus and palm trees of all kinds (apparently around 500 of 25 different species) including a Palm Tree Walk leading to one of the viewpoints – having just lost our own Canaria palm

to the dreaded beetle I do hope the experts here are winning the battle!

a Concepción was established in the 1850s when Amalia Heredia Livermore (granddaughter of the British consul) and her husband Jorge Loring Oyarzabal, Marquis of Casa Loring, bought up several estates north of Malaga. The Marquis was a successful businessman (responsible for the construction of the Malaga-Cordoba railway and the newspaper El Correo de Andalucia, among other things) and inspired by Europe's finest gardens, the couple were rich enough to indulge their passion for travelling and plant collecting, visiting not only Europe but the Far East, Australasia, and South America. They employed a highly-thought-of French gardener called Chamousst to select the flora and design its planting and he won several awards for his work here. By the turn of the century international travel guides were recommending the gardens, though mainly

for the archaeological remains displayed in the Loring Museum. Some of the original gardens are still instantly recognisable – the official website (www.laconcepcion.malaga .eu) features a sepia print of two Loring children standing on the little iron bridge where so many people are photographed today.

y 1911 the family finances were not so healthy and following the death of the Marquis, La Concepción was sold to the Echevarria-Echevarrietas from Bilbao, who extended the gardens and created several new areas. In 1943 the gardens were officially declared as being of historic and artistic merit but it was not until 1994 that they were opened to the public, having been taken over by Malaga City Council in 1990. Today they not only provide a wonderful day out but also house a cultural, educational and scientific centre, organising environmental work (and awareness campaigns) and

running workshops in horticultural and associated skills.

utside the original botanical garden there are new routes to enjoy. Around the World in 80 Trees contains an amazing variety of trees from every continent and each season provides something new in bloom. There is now also a steeper path around the top of the garden's boundary with the El Limonero reservoir. This is a quieter walk where in springtime (and at wisteria time) campo flowers such as yellow and white daisies flourish. There are rustic benches at intervals (perfect to sit and picnic) and on a clear day the views across the motorway and into Malaga are spectacular.

a Concepción is easy to find, just follow the autovia out of Malaga and when the motorways split take the fork to Granada/Sevilla/Cordoba, drive up the hill and you will see signs to the Pantano de Agujero and La Concepción

– the gardens are visible on the left of the motorway. There is a refreshment area inside but should you wish to be more adventurous and experience a little local culture after your visit turn left out of the car park and at the small roundabout follow the road past the dam and through the tunnel. Venta El Tunel at the far end is renowned for its regional specialities – and if you visit at the weekend you will find it seething with Spanish families!

SPOTLIGHT ON BEN NELMES

Ben Nelmes loves the music from the shows. He played the lead rôle in Joseph And His Amazing Technicolor Dreamcoat at the Salon Varietes’ recent production even though he has only been singing for the last two years after encouragement from his brother. Ben(19) was the winner at the recent Buzby’s Talent Contest in Benalmadena, when he sang songs from Joseph and Miss Saigon and also did a very good version of Enrique Iglesias’s “Hero”. Dressed in dinner suit and with his cheeky grin, Ben certainly wowed the audience with his passion for the songs he

sang. Originally from Gloucestershire in the UK, Ben now lives in Riviera del Sol and can get to gigs anywhere.He sings all kinds of show songs plus pop and some rock. He also plays guitar. .... and a cast of thousands. Well, not quite. But there’s a fairly lengthy cast list and it would not need the skills of a fine detective to work out why as this comedy horror fizzes along with lashings of blood and gore.

Still time to catch up with this sophisticated animated movie with its witty homages to Hollywood greats which tickle the funny bone of the grown-ups while still giving the kids a good time.

Fisherman Matthew Boyd (Dreyfuss) is fishing in Lake Victoria Arizona, when a small earthquake hits, splitting the lake’s floor and causing a whirlpool. Boyd falls in and is promptly ripped apart by a school of piranha that emerge from the chasm. Jake (Steve R McQueen) and his girlfriend meet porno movie maker Derrick Jones (Jerry O’Connell) and one of his actresses Dani (Brook).

Derrick persuades Jake to show him a secluded beachside spot along the lake’s shore so he can make a movie. Hmmm, where’s this going? Meanwhile Jake’s mum Sheriff Julie Forester (Elizabeth Shue) searches for the missing Boyd with Deputy Fallon (Ving Rhames). They find his mutilated body and think about closing the lakeside beaches but there are 20,000 partying college students (dum dum....dum dum – oops, musical score

for wrong movie). Next, a cliff diver is attacked and consumed by the marauding fish. Christopher Lloyd plays a marine biologist who realises that the piranhas are an extinct species trapped underground for 2 million years. And not only that – the onces that have come through the chasm are only the babies. Dreyfuss said his part was a parody of Matt

Hooper, his character in Jaws, and he donated his salary to charity. Everyone has a whale of a time, Kelly Brook gets to show off her assets as she bounces around in a bikini and all in all, it’s one of those guilty pleasures that has you laughing out loud a là Lake Placid, with the 3D technology designed to make you jump. So grab a bag of popcorn and settle down for a comedy gore-fest.

Coconut Prawns Ingredients: ● ● ● ● ● ● ● ● ●

Ingredients 1 egg 60gr all-purpose flour 300ml beer 1 1/2 teaspoons baking powder 30gr all-purpose flour (yes, this is extra) 180gr dessicated coconut 24 prawns Oil for frying

Directions 1. In medium bowl, combine egg, 60gr flour, beer and baking powder. Place the other 30gr flour and coconut in two separate bowls. 2. Hold the prawn by its tail, and dredge in the bowl with the 30gr flour, shaking off excess flour. Dip in egg/beer batter and allow the excess to drip off. Roll the prawn in the coconut, and place on a baking sheet lined with wax paper. Continue until all the prawns are covered. Refrigerate for

30 minutes. Meanwhile, heat the oil to 175º C (350º F) in a deep-fryer. 3. Fry the prawns in batches cooking and turning once, for 2 to 3 minutes, until golden brown. Using tongs, remove the prawns to paper towels to drain any excess oil. Serve warm with your favorite dipping sauce or the one I mentioned above. potatoes are tender. Youthful line-up will bring wedding to the country In a break with tradition the BBc has turned to younger presenters to help handle the coverage of next month’s royal wedding of Prince William and kate Middleton and found itself under fire. When William’s parents Charles and Diana married the nation was guided through the day’s events by the dulcet and heavyweight tones of royal commentator Tom Fleming, backed by presenters including Frank Bough, Angela Rippon and Hugh Scully. But now it’s the turn of the “yoof” generation and the presenting line-up will include Radio 1’s Fearne Cotton, Formula 1 host Jake Humphrey and game show host Vernon Kay. The BBC had already caused controversy by dropping David Dimbleby, the BBC’s voice of state occasions for many years, in favour of news programme anchor Huw Edwards. The BBC’s wedding coverage will be led by Edwards, with Fiona Bruce and Sophie Raworth and BBC royal correspondent

Nicholas Witchell. Familiar voices will lead Radio 4’s coverage in the form of Ed Stourton and James Naughtie. But TV reports from around London and Britain will feature Cotton (who interviewed William and Harry for TV) and Edith Bowman from Radio 1, sports presenter Chris Hollins from BBC Breakfast and Alex Jones and Anita Rani from The One Show. Vernon Kay and Scott Mills will anchor Radio 1 coverage, with Chris Evans and Ken Bruce on Radio 2. The line-up has attracted criticism for lacking gravitas although it would seem unlikely that the unstuffy Prince William would be too troubled and a BBC spokesman said that the broadcaster has put together a top-class presenting team with a wide range of knowledge and experience of live

Zara company profits soar Spain’s Inditex, the world’s largest fashion retailer and owner of High Street chain Zara, is booming in the face of the economic turndown. Last week the company announced bumper profits – an increase of 33 per cent for the year ending January 31st – and set out big expansion plans which will see it increase its stake in countries world-wide. Figures showed that that fastest growing area was in Asia. The clothing giant said that it planned to open between 460 and 500 stores this year, in addition to the 3,033 stores now trading in 77 countries. Inditex owns 143 outlets in China, around half of which were opened just last year, and the company

wants to increase that by at least 120 more new stores. Inditex, which also owns Bershka, aimed at the younger shopper, and the more upmarket Massimo Dutti, is also aiming to open up new markets in Australia and South Africa, as well as expanding online sales in the United States and Japan. The group’s founder and Spain’s richest man, Amancio Ortega, stood down as chief executive last summer. The new holder of the role, Pablo Isa, said that India was a company target. Shareholders in the company would have been delighted at the news – the share price rose on the back of the profit boost and shareholders can expect a 33 per cent increase in dividend.

Dementia checks at 75 urged

The Alzheimer's Society is urging the NHS to offer checks for dementia when people reach 75, because fewer than half of those with the condition get a diagnosis, so many miss out on the care and support they need. The charity's director of research, Professor Clive Ballard, said getting a diagnosis was fundamental to ensuring the right treatment, support and care. He has proposed offering people a cognitive test at the GP surgery, with questions on time, date, place, memory and understanding, which would then be backed up

by an interview with a relative or carer. If dementia was suspected, Prof Ballard said, patients would be referred to a specialist for a full clinical assessment. If they were then diagnosed with dementia, there may be drug treatment and changes in lifestyle that could help delay

deterioration, and would allow an opportunity to plan ahead. A spokesman for the British Medical Association said the idea of screening for dementia was a good one and many GPs would be happy to carry it out. But, he added, many would struggle to find the time because an assessment

Last Sunday, Bahia 89 from Cadiz, made the long journey to the Fernando Hierro stadium in VelezMalaga to play against the Colts team and Seniors team of Axarquia Rugby Club.

A conversion for Axarquia

What followed was a great exhibition of power and speed from both Axarquia teams, resulting in a “try fest” for both teams and handsome victories.

Despite Bahia 89 having a far larger and heavier pack, the Axarquia Rugby forwards of the Colts put in an awesome display of power and speed, and ferocious tackling to overwhelm their visitors thus setting up a great platform for the backs to show their ball handling skills and speed. Five tries were scored, four of which were converted, to give the Axarquia Colts a 33-7 victory.

The Seniors proved even more ruthless, and played a fantastic game against a powerful and skillful team. During the first half, things were level until Axarquia broke through the line to score the first try after 20 minutes. Whilst gallant in defence, Bahia capitulated, mainly due to the powerful forward play of Axarquia, and eventually Axarquia

La Liga postponed because of TV row The Spanish league season may end three weeks later than planned after the next round of matches was postponed because of a dispute over television revenue. Clubs want a law, which says at least one game a week must be on terrestrial freeto-air television, to be revoked. But on Wednesday the Liga de Futbol Professional (LFP) cited a "lack of progress" in talks with the Spanish government to resolve the problem.They now say, as things stand, the games will be played on June 12th.
