A Spanish family doctor who opposes abortion has been denied the right to register himself as a “conscientious objector”in a landmark court ruling – the first of its kind in Spain. The doctor, based at a medical centre in Antequera, had argued that because of his beliefs he could not give advice and referrals to women seeking terminations. But the judge in a Malaga court has determined that as a public
employee, his “duty to provide adequate health care prevailed over that of conscience”. Judge Oscar Perez acknowledged that informing women about the steps to be taken to
obtain an abortion made it “difficult” for the doctor but reminded him of the “State's obligation to allow freedom of conscience to all its citizens”. The abortion law in force recognises the possibility of objection by “health professionals
directly involved in the voluntary interruption of a pregnancy” but also adds that they should provide the necessary treatment and care to women before and after the abortion.

IWhat a weekend! My husband was playing golf all day Saturday so I thought I’d take the time to do some much needed housework, you know- washing, ironing etc etc. Anyway, the first thing that happens is that as soon as he’s out the door, I walked the dogs and Hannie, my youngest dog was coughing so much he was being sick so, off to the vet we go as soon as we get back. none of my dogs generally go off the campo so they’re not used to leads and certainly not used to going in cars. Hannie looked at me as if I was absolutely daft when I told him to get in the car so I had to lift him up and shove him in by his bum. Then he wanted to get in the front so he had to be tied to the seat as it’s far too dangerous to have a dog in the front of the car. So.... two and a half hours later, following Xrays, injections, drugs and a small fortune later I had to take him home then go off out shopping again. Another hour and a half and it was four o’clock before I even got through my gates back home. Sunday was spent doing all the washing and ironing - a whole day of it! - that I hadn’t done on Saturday then washing and polishing the car that looked a sort of brownie grey with all the dust and mucky rain over the recent weeks (no, I don’t keep the car as clean as I should) instead of the nice sparkly navy blue it should be. looks good now though and will do for a couple of weeks Phew! I need a holiday - a cruise would be good!

Call for re-nationalisation of phone company Izquierda Unida general coordinator Cayo Lara has announced that his party will ask Parliament to re-nationalise the telecommunications giant Movistar, formerly Telefónica. He was speaking the day after the company announced its intention to dismiss 5,600 workers – 20 per cent of its workforce – over the next three years to reduce costs, despite having obtained a net profit of €10,167 million last year. The company added salt to the wound just hours later when it sent the Spanish National Securities Commission (CNMV) information about its next shareholder meeting on May 18th, in which it proposes to approve incentives for around 1,900 senior executives worth €450 million over the next few years. Thus CEO César Alierta (pictured right) stands to receive company shares worth around €7 million while his top aides Julio Linares López and José María Álvarez-Pallete López could be awarded shares worth €6.5 million. Telefónica Movistar has also proposed paying out record dividends of €0.75 per share for the first quarter and €0.77 in the
second quarter, for a total payout of over €7 billion, a historical high for the company. Sr Layo said such decisions were a slap in the face for the country's 4,700,000 unemployed and for the 42 per cent of young people who cannot find jobs, despite their education and training.
Ministers criticise cuts Telefonica made its announcement while Prime Minister José Luis Rodríguez Zapatero was on an official trip to Asia. He had declined to comment to reporters in China but Deputy Prime Minister Alfredo Pérez Rubalcaba said after last Friday's Cabinet meeting: "I disagree with it. It's impossible to put it more clearly than that." Labour Minister Valeriano Gómez had already lamented the cuts, saying: "This is certainly not a good moment for a cuts of this size." National News Defence minister Carme Chacon asked Parliament on Tuesday for another two months extension for Spanish troops in Libya. A first two-months extension for Spanish troops' participation in the UN's no-fly zone was approved by the Cabinet last Friday.
The Supreme Court has corrected a loophole which allowed Antonio Troitiño, who as a member of ETA's Madrid commando group was involved in the deaths of 22 people in the mid-1980, to walk free last week after serving 24 years.
The ensuing outcry by ETA victims and their families, as well as the general public, led the Supreme Court to review the legal criteria followed by the High Court to let
Troitiño out of jail early and declare it incorrect. The High Court had used a Constitutional Court ruling from 2008 that allowed inmates to earn credit on their full sentence in a given case by calculating the time they spent in preventive custody while awaiting sentencing in other cases. Contraband cigarette report
Republican march for change
Spain provides the ports of entry for an increasingly lucrative traffic in contraband cigarettes, according to data from the Guardia Civil's Judicial Police's Technical Unit (UTPJ).
Around 1,000 people marched in Madrid on April 14th to mark the 80th anniversary of the proclamation of the Second Republic, organised by the Platform of Citizens for the Republic.
China produces around 70 per cent of the cigarettes which enter through the ports of Algeciras, Barcelona, Valencia, Pontevedra, Bilbao, Tenerife and Las Palmas.
Pyromaniac arrested A 55-year-old man was arrested on Tuesday morning after setting a fire in the crypt of the Basilica of the Holy Family (Sagrada Familia) in Barcelona. Some 1,500 tourists had to be evacuated and the authorities said the church would be closed for just one day. It took firemen 45 minutes to put out the fire, which caused minor material damage. Four church workers were taken to hospital after inhaling smoke but there were no serious injuries.

Some of them stay in Spain while the rest go on to Europe, mainly Holland and Germany, where the traffic in contraband cigarettes is worth €50 million a year to the highly organised crime gangs that run it. The Union of Associations of Tobacco Outlets claims to be losing €66 million a year, while the
government collects €80 million less in direct tax and 18.8 per cent less in IVA. The UTJP report says the business in contraband cigarettes bears no social stigma, is leniently punished and the economic benefits of the trade run into millions. It adds that until the state and the tobacco sellers decide to take a firm stand against the “contrabandistas”, the police will continue to fight what they see as a losing battle.
The marchers were also protesting the economic crisis which they blamed on the monarchy and the capitalist system. The Platform wants the 1978 Constitution to be annulled and for a referendum so that people can choose between the monarchy and a Republican government.

Mayor raises homeless stink Madrid Mayor Alberto Ruiz-Gallardón (pictured) was attacked from all sides – including his own party, the Partido Popular – last week when he called for a law to stop an estimated 500 to 600 people sleeping on the capital's streets.
Bare breasts not allowed Sole Sanchez Mohamed, who is running for mayor of Ciutadella on the slate of her newly formed Partit Democratic de Ciutadella (PDC) in Menorca has been forced to withdraw a campaign poster which showed her naked breasts being squeezed by a pair of male hands above the slogan: “Two Big Arguments”. This and another poster showing her in her underwear, tied up and on her knees in sadomasochistic style upset opposition who complained to the Institut de la Dona (Women's Institute) that they were “sexist” and “demeaning to
women”. Ms Sanchez defended herself saying , she was a huge supporter of women’s rights. But, she told the local press, “we are free to express ourselves as we please and I will use my breasts and my body as I want”. The Women's Institute was not impressed and told her to withdraw the posters. Ms Sanchez also formed her own party to run in the 2007 local elections. If this becomes her habit, she'll soon be dubbed Menorca's answer to Screaming Lord Sutch.

Military drops stockade Military personnel will no longer be arrested for minor misdemeanours such as failing to salute a superior officer or incorrect wearing of uniforms when the new Armed Forces Disciplinary Regulations Law comes into force. The government is committed to send the draft law to Parliament before June 1st. Minor offences, which carry a 30-day sentence, constitute 95 per cent of misdemeanours by military members. Under the new law, most offences will be punished by suspensions from duty and deductions from wages. "not a friend of prohibitions," and that people had the right to refuse offers to sleep in a shelter. Several groups that work with homeless people, including Cáritas Madrid, accused the mayor of linking “citizens living on the streets with concepts such as crime, filth and violence," and called his proposal to ban them from the streets "a step back" in citizens rights.

Atheist march banned The Madrid Community government has banned an atheist march from taking place in in the Lavapiés neighborhood of the capital on Maundy Thursday for several reasons, a spokesman said. The march coincides with the start of the Catholic Church's Easter processions and there are several churches along the planned route. Another objection is to one of the promotion posters which bears the words "Fraternity of Saint Paedophilia”, which the organizers - local residents and various atheist associations - have repeatedly disassociated themselves from. Two days without road deaths For the first time since 2003, there were two consecutive days two weeks ago when there were no fatal accidents on the highways anywhere in the country, Traffic authority director Pere Navarro told a conference on Road Safety organised by the Real Automóvil Club de España (RACC) and the Prevention Society (Fremap). He said it was a “hopeful” sign, given that there have been nine days so far this year without deaths on the highways. Last year, there were only four.

Belly dance scuppers divorce deal Italian protest over border controls on Monday
France acted within its rights when it halted trains carrying North African migrants crossing its border from Italy. The European Commission home affairs commissioner Cecilia Malmstroem said at a news conference on Monday afternoon that they may not have been covered by the Schengen border code rules. Ms Malmstroem said she had received a letter from France explaining the "temporary" disruption was the result of "public order reasons". Italy had complained that the move violated EU rules on the free right to
travel. People living legally in the 25 countries in the Schengen Area - to which France and Italy belong do not need travel documents. But the EU’s Michele Cercone said France was under no obligation to admit people having neither EU visas nor EU passports. Earlier on Monday, the French interior ministry said the rail link between Menton, France and Ventimiglia, Italy, was operating normally. It said there had been an "isolated
problem" caused by hundreds of activists on one train planning an "undeclared demonstration" in France, and posing a problem to public order that was temporary in nature. Foreign Minister Franco Frattini acknowledged that the activists might have given them a cause of concern, he insisted it was not a "sufficient reason to justify sealing one of the most heavily used and sensitive European borders". He added that
the migrants had the proper paperwork to enter France. Italy has been giving temporary residence permits to many of the 26,000 Tunisians who have entered the country illegally to escape the unrest in the region in recent weeks, overwhelming refugee centres. Many have ties to France, and Italy says they should be able to travel there.

A woman who claimed she was unable to work because of injuries from a 1997 car accident lost part of her $850 a month in maintenance for life after her ex-husband spotted online pictures of her belly dancing. Brian McGurk took his
ex-wife Dorothy McGurk(43) to court and a New York judge ruled her alimony should be cut to $400 a month, ordered her to pay her ex-husband's legal fees and awarded Mr McGurk 60 per cent from the sale of their former home.

Investigators are trying to determine whether Allende killed himself, or was killed by soldiers who stormed the presidential palace during the 1973 coup that brought Augusto Pinochet to power. Allende's family accepted an official post mortem report that found he committed suicide but some of his supporters continue to believe he was killed by soldiers.
Cuba's Communist Party approved reforms on Monday that will allow people to buy UNITED STATES and sell their homes for the first time since the communist revolution in 1959. Rescuers are searching for survivors in North Carolina after three days of storms and tornadoes in the American South killed at least 45 people last week. Deaths were also reported in Oklahoma, Arkansas, Mississippi, Texas, Alabama, Georgia and Virginia. He said rising food prices were the main threat to poor nations who risked "losing a generation". described him as “utterly devoted to his family.” She added that he was very proud of being a Naval Officer in the Submarine Service. Donovan was tackled by a member of a party of local dignitaries who happened to be on board the submarine at the time. A survey of around 13,000 of their members showed that those in Northern Ireland were most likely to take to the roads while those in Scotland were more likely to stay at home and congestion is expected to peak tomorrow (Thursday). Trafficmaster, a
roads watchdog, said it expected less congestion this year as Easter falls at the end of the school holidays instead of at the beginning with everyone clamouring to get away at the same time. New holiday routes for budget airline George Best City Airport in Belfast is set to see seven new routes, including Malaga, Alicante, Faro, Palma, Ibiza, Amsterdam and Faro, being run by BMIBaby who will be pulling out of Cardiff airport this autumn. The company say that they will run their engines on a different thrust setting to enable them to take off from the east Belfast airport despite Ryanair pulling out of the airport last year due to delays to the runway extension. Other airlines have also refused to fly from the
airport until the runway extension is completed, the planning application of which is due to go before a public enquiry. Objections to the £8 million extension are that the noise levels for local residents would increase because there would be far more holiday traffic using the airport if the 600 metre extension is given the goahead. Other objections are that it is supposed to be a City airport and not an International airport. One resident said: “Why do we need another International Airport over the City when
we've got one in the middle of fields just up the road?” Chief executive of the airport Brian Ambrose said: "This is the most significant announcement in Belfast City Airport's recent history and is a welcome reward to all the staff who work tirelessly to make this airport world class." However, he added that a runway extension at Belfast City Airport is still necessary despite the launch of a range of European routes using the current one, the chief executive has insisted.

Liberty report on marches The police have been accused of mishandling the way they control protest marches. Their use of the “kettling” method is said to raise the likelihood of the incident turning nasty due to people feeling trapped. Human rights organisation Liberty have reviewed the CCTV filming of last month’s antigovernment cuts marches and said that the method used “undermined trust between peaceful protesters and police.” Liberty added that using this method of policing was inevitably going to lead to trouble as it forced the innocent and the guilty

The report also stated that some police officers had to use their personal mobile phones to communicate with their commanding officers as their police radios would not work. When “Best” isn’t
The “Best Before”, “Sell By”, and “Use By” dating on supermarket products is under review as people are finding them confusing according to a Government report issued on Monday. The Government is aiming for each household to reduce its production of waste and it has been found that many householders are throwing perfectly useable food in the bin way before it is past being any good. Basically the “Sell By” date means that the shop is obliged to sell the product to the consumer by that date. It does not mean that the product will become toxic or unuseable on that date. Indeed, many bargains can be had in supermarkets with these dates on and there's no reason at all why the item could not be taken home and frozen for much later use. The “Best Before” means that a product is at its
freshest until that date but doesn't mean that it cannot be used after it. And the “Use By” labelling is much the same with the exceptions of eggs and products such as prawns, that could become toxic after such a date. Other items such as sausages and cakes can still be safely frozen. British households throw away an average of 8.4 tonnes of perfectly edible foods such as bread, biscuits, fruit and vegetables every year that could have been eaten perfectly safely - a huge waste of resources and money. The Government is recommending that just a “Use By” date be used in the future. For years, people have been lured into thinking that they must stick to dates they don't understand instead of looking at the product and smelling it.

Two Brits killed in Florida A 16-year-old boy has been arrested in connection with the killing of two Britons, 24-year-old James Kouzaris and 25-year-old James Cooper, who were found dead outside a government-assisted housing block in a notoriously dangerous area north of Sarasota, Florida. Police do not know what the two Britons were doing in the area in the middle of the night as they were on holiday and staying some 12 miles away in a high class area. Police added that they received emergency calls at around 3am with residents saying they had heard what sounded like machine gun fire - both men were pronounced dead at the scene. It was reported that neither were found to be carrying firearms, drugs or lots of money and police at this stage have no clue as to what motive there was for the killings other than just a “wrong place, wrong time” scenario. Both men were graduates of the University of Sheffield. The accused is known to police with previous arrests having been made but had no known link with the dead men. The area of Newtown where the men were killed is not somewhere that tourists normally visit, nor would they want to with 12 people being killed there in the last year alone. Around 20 shell casings were recovered from the scene. Further investigations are being carried out and next of kin have been informed.

Panellists Labour peer Lord Malloch-Brown, UK chairwoman of Interbrand Rita Clifton, and Chris Grayling, minister for the department of works and pensions, failed to make the show after their 4pm train was cancelled as services were disrupted due to a man being struck by a train earlier in the day.

The Partido Popular complained last week that work on the road linking the A-355 from Marbella to the A-357 is still not finished, despite a commitment by the Junta de Andalucia that it would be ready by the end of March. Fewer law suits The demand for justice has dropped for the first time in 15 years, according to figures from Andalucia’s High Court of Justice. In 2010, 1,970,785 new cases were brought before the courts – 1 per cent less than the previous year. However,

All eyes on the heavens There was a marked increase in the number of people who turned out to watch the Palm Sunday processions, according to reports from across Andalucia, possibly because the weathermen have put a damper on Easter week. Showers are forecast for both Thursday and Friday in most parts of the region, just when the most important processions take place.
Tsunami a possibility Most people believe that the tragedy of a tsunami could not happen here in Spain. But it did happen – on All Saints Day in 1755, when a tidal wave hit the Cádiz and Huelva coastlines, killing 1,240 people. It was the aftermath of the earthquake on an Atlantic fault line about 400 kilometres off the coast which destroyed Lisbon, killing 12,000 people. According to a scientific reconstruction the quake measured around 8.4 on the Richter scale and was felt as far away as Germany. Experts at Cantabria University say the 1755 quake was not an isolated incident - over 18 tsunami-generating quakes were felt between 300 BC and 1900 in the Gulf of Cádiz. After the tsunami in Indonesia in 2004, scientists began to study how to predict the phenomenon, and a European project has now identified possible sources of tsunamis and their possible effects. The experts say it is just a question of time before another tsunami hits Spain.

Another 1,000 schoolchildren from 70 schools are on the waiting list for future years.

S
t the end of last week’s column, I mentioned an exhibition which the local council has mounted at the town hall in a busy public corridor called “The perfect marriage between the Catholic Church, the State and the Falange, the State and the Church in the 1950s”. I said I couldn’t think of any commemorative date to justify the expo – until the day after the column appeared, April 14th, when the press and TV news reminded me it was the 80th anniversary of the Second Republic. Oops, what a bloomer coming from somebody who is allegedly an expert on the Civil War period of Spanish history.
H
owever, my memory lapse may have been the result of the silence which greeted the anniversary. Normally a date like that gets a lot of airing in the press and on the telly days ahead. This year’s treatment of the anniversary indicates that at least some people in Spain might be beginning to put the Second Republic into perspective.
D
uring the Franco years, the regime slammed the Republic and the “reds” ad nauseum. For years after Franco’s death, the politicians were too busy dragging Spain into the 20th century to spend much time stirring up the past. That all changed when the Socialists came into power and had to ally themselves with Izquierda Unida – the Communist Party under another name – and the Catalan Republican Left, and both parties had their political reasons to keep the horrors of the Civil War and the Franco years very much on the front burner. The excessive romanticising and whitewashing of the turbulent years that led up to the war seems to have started a backlash, if several of the articles published about them are anything to go by.

ccording to an article titled “The rancid republicans” published in El Mundo, the Second Republic wrote its own epitaph within hours of being proclaimed by revealing the dogmatism of Spain’s new “revolutionary” leaders intent on destroying the Right, the Church and everything else that reminded them of the past. This attitude was the subject of another article titled “Days of Hate” which goes into great detail about the killings, burning of churches, attacks on the Guardia Civil - by Republicans – which started as early as May 1931.

hen the ABC published an interview with the American historian Stanley G Payne, the author of several books about the Spanish Civil War and whose book “Fascism in Spain” is considered the definitive one on the subject. Payne says the Second Republic was the greatest myth of the 20th century and that if we take the current government’s glorification of the Republic seriously, it could lead to the destruction of Spain’s democracy. On the so-called “pact of silence” agreed to by the
pain’s once-prized judicial concept of universal prosecution of human rights abuses is quickly fading out. Ever since Congress clipped the High Court’s wings after judges began poking around in China and Israel, looking to bring charges against officials there for abuses in those countries, championing human rights, by boldly going where no other magistrate has gone before, is no longer the case.

politicians in 1977, which Zapatero et al claim has blocked a serious evaluation of the years from 1931 to 1975, that’s another myth, Payne says. “It was a mutual agreement to leave history to the historians and researchers, on the understanding that nobody would try to use that history for political ends.” The pact was respected until the Socialists came into power in 2004, and since then, Payne says, the Left in general has been trying to impose a new silence about any aspect of history they don’t like. As for the Historical Memory Law passed in 2007 “to right the wrongs of the Franco regime”, Payne says we must distinguish between its archaeological and humanitarian aspects – such as allowing people to claim their loved ones’ remains to give them a decent burial – which are desirable and fair, and its political aspects, which are an attempt by the Left to rewrite history.

inally, let’s remember what Juan Negrin (above), the last (Socialist) president of the Second Republic, had to say about Spain’s future (Antony Beevor: “The Battle for Spain”).

egrin had realised it would be impossible to unite the two major political forces on the Republican side – the Socialists and the Communists. He openly admitted that the Popular Front – the alliance of the left-wing parties that was in power when the war started in July 1936 – was torn by inter-party struggle. He also believed that the Socialist Party would be absorbed by the Communist Party at the end of the war. He told a meeting of the Republican government on December 10th, 1938, that what was needed was “an organisation that would unify all that is best in all of the parties and organisations” as a fundamental support of the future Republican government. He stated quite categorically that “there is no returning to the old parliamentarian system – it will be impossible to allow the ‘free play’ of parties as it existed earlier, because in this case the Right might once again force its way into power. This means that either a unified political organisation or a military dictatorship is necessary.” He was describing a left-wing version of the Franco dictatorship in reverse so it didn’t really matter who won the war – the Spanish people were going to suffer in any case.

ast Wednesday, another complaint was dropped by the High Court bench because it didn’t meet the litmus test that was cunningly forged by the Socialists and Popular Party in 2009 designed to rein-in the court’s powers and keep friendly foreign governments happy. Judge Eloy Velasco decided to throw out a complaint filed two years ago by the Spanish Association for the Dignity of Spanish Prisoners against the so-called “Bush six” – a group of former Bush administration officials who were charged with drafting guidelines arguing for the use of abuse and torture at Guantánamo. The judge ruled that he had no authority to prosecute the matter because the United States government informed him in a letter that it had already investigated the allegations and closed the case. Nevertheless, it took nearly two years and numerous inquiries by Velasco before the US Justice Department sent him that letter on March 22nd.

he Bush six defendants included former US Attorney General Alberto Gonzalez and several of his subordinates who drafted legal opinions that basically sanctioned the use of force by US authorities in dealing with inmates at Guantánamo. Kenneth Harris, the associate director for Europe at the Justice Department’s Office of International Affairs, said that an internal inquiry found that two government attorneys John Yoo and Jay Bybee, who both wrote the memos and were named in the complaint as two of the six defendants, “exercised poor judgment” but “engaged in no misconduct” or broke the law. “In light of this conclusion,” writes Harris, “there exists no basis for criminal prosecution of Yoo or Bybee.” The Justice Department also concluded “that it is not appropriate to bring criminal cases” against the other defendants.

elasco’s hands are tied thanks to parliament’s decision, and thanks to a little convincing from the current leadership in Washington . In April 2009, President Obama told CNN en Español that it “was time to move on,” adding that he didn’t believe it was correct to continue prosecuting the case in Spain against Bush administration officials. We also know now through the Wikileaks releases that the US Embassy had been pressuring the Socialist government to put muzzles on the High Court judges to keep them from biting overseas. No doubt all the behind-thescenes efforts have worked; the UN
Convention against Torture, which Spain is a signatory nation, has been trashed.

Over 300 gymnasts A classic result for Help for Heroes took part
A great traditional sporting event in the calendar of Marbella Municipal Sport took place recently at the Palacio de los Deportes in San Pedro de Alcantara. The event, which is known as the ' Torneo Primavera Gimnasia Ritmica', attracted over 300 girls from Estadio Municipal School Gym Marbella, Municipal School Modernization Centre Marbella, Municipal School Sports Palace San Pedro, School Athletic Club Marbella and Escuela Municipal of Alhaurin de la Torre.

Spread over one day, the tournament was split into various age categories, with some startling performances in the individual and team events. Various devices were used by the girls to assist in their performances such as string, ball, aero tape, pikes and bows.
The Sol Classic Car Club had their monthly run last month but this time, it was a run with a difference as they were raising money for the Help For Heroes charity. Members decided to To round off the day, mark the day by turning Angela Munoz awarded out in battle related fancy medals to the lucky dress and on parade were Land Girls, war reporters, winners. American and British outfits, flying aces, SS officers, Hitler and a Viking (?). A thoroughly brilliant day was had by all the club’s members who also went to the Ascari Race track and
had an excellent al fresco lunch at the Molino del Puente. Help For Heroes exists for the purpose of helping those servicemen and women injured either physically or mentally in conflicts around the world. They offer instant financial help where needed as assistance from Government departments can take weeks or months to come through adding to the stress for the service personnel and their families. Raffle tickets were sold during the preceeding days
before the run and a whopping €1000 was raised for the charity. The Sol Classic Car Club would like to say a big thank you to Mike Monk, the new owner of Leslie’s Bistro in Coin, and La Nueva Kaskada restaurant in Marbella for their fabulous prizes of dinners for two and to all the people who purchased the raffle tickets. News Gibraltar Scout earns highest honour The Scout Association's highest award, the Silver Wolf (given in recognition of services to Scouting of an exceptional nature), has been given to the Chief Commissioner of the Gibraltar branch, Mr Alfred Reoch. Mr Reoch has held this position since December 1996, having been a member of the Scouts since
he was just 8-years-old. The award was given to him by Chief Scout Bear Grylls, and was announced in the “Roll of Honour” of the St. George's Day awards this year. Mr Reoch will be presented with the award on May 1st at the annual Review of the Queen's Scouts in Windsor Castle.
Voters say “No!” Workers protesting about working hours and the integration of Gibraltar Development Corporation personnel into the Civil Service have voted by a majority of 65 per cent against the motion to accept the blueprint for reform to public administration. The vote came on the heels of last week’s protest marches. The vote revealed a turnout of almost 70 per cent - 600 of the 850 eligible to vote did so. Union leaders continue to say they are “satisfied” with the way they have handled things and added that they were “baffled” as
to what to do next as they claimed that the proposed reforms contained much to benefit their members. The biggest sticking point is the integration of GDC workers into the Civil Service. Proposed restrictions would mean that they would not be allowed to apply for other jobs within the Service for 3 years, neither would they be allowed to apply for transfers or promotion for that period of time.

The new machines cost £200,000 each but are said to be much easier to manoeuvere with better suction and magnets for picking up stray metal objects on the runway that could cause problems. During his time as Station Commander of the airfield he has seen many changes, not least the brand new passenger terminal. His new job will be as the Military Assistant to NATO’s Senior Civil Representative in Kabul, Afghanistan.

A new bill that would consolidate criminal offences and strengthen powers to prevent paedophiles entering Gibraltar was unveiled last week.
The Crimes Bill proposes a change to sentencing regimes for the first time in 50 years. It takes into account current UK,EU and international laws. Areas not covered by the bill are traffic and financial laws. One of the main clauses within the document would enable the Government, subject to an “Entry Prohibition Order” being granted by the Magistrates Court, to stop foreign paedophiles from entering Gibraltar. At the moment Gibraltar police are informed by Interpol if there is a convicted paedophile but it has proved very difficult to watch them closely. New
legislation would allow authorities to investigate each case on its own merit and, if they felt it necessary, get a court order to prevent peope coming across the border. Many EU countries, including Spain, do not keep a register of convicted paedophiles and do not monitor their movements with their own borders and abroad.
“We don’t want these people here in Gibraltar but at the moment we can’t prevent them from coming. We try and keep our eyes focused on such people whilst they’re in Gibraltar but it struck me that we needed a better, more streamlined procedure and protection, and the power to bar somebody from coming to Gibraltar if we felt that they were a danger. Our concern is to protect children here in Gibraltar from foreign paedophiles and I think the vast majority of the community will

The Bill now has to be debated then approved by Parliament before it can become law.

As it's Easter bank holiday, why not do something different this Friday, April 22nd?
The British Society will have a stall at the Saint George’s Day event in Mesquita Square, Arroyo de la Miel, on Saturday. Members will be on hand to give information about sporting and social events enjoyed by Society members and are keen to welcome new blood. There is a sponsored walk in aid of Pepi's Refuge around the beautiful Lagoon of the Fuente de Piedra starting at 10.30am with two walks – one of approximately 6km and for fitter people who like a challenge, the other is approximately 15km. It’s a scenic route and you’ll see the flamingos and other birdlife of the area.The shorter of the two walks is fairly flat so suitable for
young and old alike – you can even bring your dog if you want. Pepi’s refugio for stray, abandoned and ill treated dogs is in urgent need of funds and there is a real danger that it will have to close. his week I thought we could take a look at the sub horror genre of Roman Polanski. Although highly credited for his Oscar winning films including “Chinatown” and “The Pianist”, it is what I like to call his “Apartment Trilogy” that I am writing about this week.

osemary and Guy Woodhouse move into an apartment in a building with a bad reputation. They discover that their neighbours are a very friendly elderly couple, and Guy begins to spend a lot of time with them. Strange things start to happen: a woman Rosemary meets in the washroom dies a
mysterious death, Rosemary has strange dreams and hears strange noises and Guy becomes remote and distant. Then Rosemary falls pregnant and begins to suspect that her neighbours have special plans for her baby.

olanski’s direction always makes the audience nervous, tense and very scared. There is something there that accelerates a constant state of dread and your heart is in your throat at every whisper and door creak.

The Tenant” (1976) is set in Paris and tells the story of a shy bureaucrat, Trelkovsky (played by Polanski) who rents an apartment in which the previous tenant committed suicide. This excellent dark and captivating tale shares the same claustrophobic feel of “Repulsion” and “Rosemary’s Baby”.

helley Winters gives a wonderful performance as the concierge, in an otherwise French casted movie, and contributes to the bizarre conspiracy that may or may not be entirely in Trelovsky’s head.
I
t is difficult not to feel an empathy with his character and suffer the obsession and paranoia alongside him. One of the most bizarre and, for me, amusing scenes in the film occurs while he is sitting quietly in a park watching a boy give his mother the usual childish grief, when he walks up to the child and clouts him around the head calling him a brat, before stalking off. It was so unexpected.

he film captures the atmosphere of Paris beautifully and is a visually pleasing piece managing to wrap conflicting emotions together in one cinematic package.
M
ost recently, Polanski has released his film “Ghostwriter” in which a ghostwriter pens the memoirs of a British Prime Minister, loosely based on Tony Blair, which was well received by the critics and worth a watch. It could prove to be more disturbing and bizarre than the above mentioned horrors! Ewan McGregor plays the ghost writer and Pierce Brosnan is pretty plausible as a Blairlike character.

If you want to see a shooting star then this weekend would be the best time to spot one. Shooting stars, falling stars or meteors are actually tiny pieces of rock that float around in space. When they crash into the Earth’s atmosphere they burn up and cause a brief streak of light that lasts for a second or two across the sky. When the pieces of rock are in space they are known as meteoroids, when they hit the atmosphere they are called meteors and if any survive and make it to the ground then they are called meteorites. The Earth is hit by thousands of meteoroids every day, most of them no bigger than a grain of sand, are harmless and simply burn up in the upper part of the atmosphere. Larger meteoroids that survive the journey through the atmosphere and hit the ground are a lot more frequent than you would think, but as the Earth is mostly covered in water then most of the meteorites simply land in the ocean and are lost forever. But even so there are plenty of examples of meteorites that people have discovered lying on the ground, there is also a booming trade in selling them. If you ever get the chance to hold a meteorite you will be surprised at how heavy it is - I held one about the size of a tennis ball and it must have weighed about 5 pounds! This is because they are mostly made of solid iron and rock; in fact a good way of testing a meteorite is by holding a magnet to it and see if it sticks. So why is this weekend any better to see shooting stars? Well, sometimes when a comet has passed by then the dust from its tail is left hanging in space, millions of tiny pieces of comet just floating around in a cloud. One particular comet called Comet Thatcher just happens to cross the Earth’s orbit and this weekend we are going to crash right through it! We’re
not in any danger, the comet has gone now - it only comes around every 415 years and its next return is in 2276 but what it has left behind will cause a meteor shower of up to 50 meteors an hour streaking across the sky. The best time to see them is after midnight on this Thursday night Friday morning. Simply sit on a reclining chair or sun bed and look up. You may see meteors in any part of the sky but if you follow an imaginary line back from them then they all appear to originate from one part of the sky in the constellation of Lyra near the bright star Vega, hence the name the Lyrid meteors. Some years have produced over 100 meteors an hour when we have passed through a particularly dense part of the comet debris, as in 1982 when hundreds of meteors travelling at over 110,000 mph streaked across the sky. Unfortunately this year the Moon will be high in the sky for most of the night and will drown out all but the brightest meteors. As you celebrate Easter this weekend did you know that the date for Easter is set by an astronomical event? Easter falls on the first Sunday that follows the first Full Moon that occurs after the spring equinox on March 21st. This year Easter Sunday falls on April 24th just one day short of the absolute latest that it is possible to fall on. Happy Easter!

As high street sales have slumped, 35 per cent of UK consumers bought some of their clothes over the internet in the last year - up from 26 per cent the previous year. A cool £4.3 billion worth of clothes were bought online, a growth of 152 per cent in the last five years, according to market research company Mintel. Mintel has predicted a continuing upward rise and believes that the online clothing market will hit £4.8 billion by the end of the year.
Mintel said that some of the success could be laid at the the door of more sophisticated websites and a growing number of the major players going online for the first time. Big players like Zara have also developed their websites into a full shopping experience where it is now possible to browse the full range of clothes.

It’s official – teachers believe that girls’ behaviour at school is deteriorating as a result of watching reality TV shows and following the antics of girls leading a WAG lifestyle. And some have been seeking immediate popularity and school-based celebrity by behaving badly. conference in Liverpool on Monday and carried out a survey of teachers, heads, lecturers and support staff in state and independent schools in advance of the get-together. Nearly half of those surveyed said that girls’ behaviour had got worse over the past two years and one in five believed that girls’ behaviour was worse than boys. A representative of the ATL said that teaching had been made more difficult by programmes such as the X Factor –one of the judges was nation’s sweetheart Cheryl Cole,

Murcians have biggest bellies Despite living in a region famous for its fruit and vegetables, the men of Murcia have the biggest bellies caused by bad diet, a study on obesity coordinated by the Hospital del Mar in Barcelona has found. More than 28,000 people aged from 35 to 74 from ten regions participated in the study, which found that more than 40 per cent of the men who took part suffered from arterial hypertension, which increases the risk of heart disease, along with obesity. These factors were found to be above the national average in Andalucia, Extremadura and the Canary Islands, as well as Murcia. Nearly half of Spanish men and 39 per cent of the women suffer from hypertension while 43 per cent of the men and 40 per cent of the women have high cholesterol levels. Obesity affects 29 per cent of both sexes. The study was part of an awareness-raising campaign to convince Spaniards to eat healthier foods in moderation, stop smoking, and exercise regularly.

There is unpredictability and intensity in the air which would normally throw you a little off balance but this week you are able to cut through any gnawing doubts and insecurities lying beyond the surface and forge on ahead. Be careful not to take someone or something for granted, treasure what you have. Keep your goal in focus and the vision clear and eventually it will manifest itself. It may be the most annoying thing you can hear at the moment, but you need to bide your time and wait patiently for the green light - there are many things happening behind the scenes, events that must take place before you are allowed to move forward. This week take care of all the details, start small if you must and build upon a strong footing. If you take the time out now you will soar later on. Pacing yourself and avoiding the temptation of rushing in will pay dividends in the long run. Take a step back from a situation as you may need to employ a different method (as in side-stepping) to reach your target - the direct approach is unlikely to work this week until Mercury resumes its forward motion. After April 23rd the tide begins to turn. You may find yourself developing a crush or finding that someone younger than you makes for interesting company. Your hard shell makes you appear resilient to most things but inside you are softer than most of the other signs. This week you are being asked to be yourself, to show the inner you and keep both of your feet firmly on the ground – give voice to your feelings, share them with others, become transparent, however scary that may seem. It is up to you to take the lead in your life and that starts with a strong emotional base which can only be formed if you are willing to reveal yourself. There is a need to bring your finances in order so that you can create some kind of material security for the future. Focus your attention now on a problem that is not going to go away on its own and get it sorted. Your awareness is heightened and this is designed to show you how clearer and stress-free your life will be if you deal with unfinished business now. So it is time to get busy, Leo - clear up the debris of the past so that you have a clear run for the future. Great possibilities that await you and it is important this week to keep positive and focused on where you want to be and where you want to reach. At times it feels like you take the hard route through the jungle but it also seems as though this is the only option you have. Watercress, packed with nutrients, along with the salmon is a perfect marriage. Now the warmer weather is just around the corner, this quiche makes a great lunch served with salad and hot buttered new potatoes. You can buy watercress in La Cañada, the Spanish name is Berros or Berros de Aqua. This recipe makes up to 12 servings.
WATERCRESS & SMOKED SALMON QUICHE Ingredients:
(12 Servings)
● 500gms of short crust pastry ● 250gms smoked salmon, roughly chopped ● 50gms Cheddar Cheese, grated ● 1 bunch of Hampshire Watercress (about 80-90gms) ● Salt & freshly milled black pepper ● 710ml double cream ● 6 eggs, beaten
Directions Roll out the pastry to fit in a 23cm loosebottomed flan dish. Do not cut off any edges of the pastry yet. Put in the fridge to chill for 30 minutes. Blind bake (covered in parchment with baking beads) for 15 minutes at 190C (170C fan) / Gas Mark 5. Remove parchment and beads and bake for a further 5 - 10 minutes until light brown. Reduce oven temperature to 160C (150C fan) / Gas Mark 3. Sprinkle the grated cheese over the base of the pastry case and spread out the smoked salmon on the top. Wash the watercress thoroughly and cut off any roots. Place the
cleaned watercress in the pastry case evenly over the salmon. Mix together the cream and eggs in a jug and season well with the salt and pepper. Pour half the mixture into the dish and place in the oven. Once the quiche is safely in place and the oven door still open, pour the rest of the mixture into the dish. Bake for 35 45 minutes until the quiche is set with a slight wobble in the centre. Allow to cool and trim pastry edges. Cut into wedge slices and serve either warm or cold.

Confusion reigns this week, it is like being lost in the mist, losing your sense of direction and it is certainly not much fun. New Mazda SUV to be called CX-5 Mazda Motor Corporation announced (Monday) that its all-new compact crossover SUV, which is scheduled to launch in the UK in 2012, will be called the Mazda CX-5. All-new, the Mazda CX-5 is the production model derived from the Mazda MINAGI concept car, which made its debut at the Geneva Motor Show in March this year, and will also be shown at the New York International Auto Show which opens today. (April 20th).
Hamilton judges it to perfection in Shanghai Lewis Hamilton wasn't even certain if he would be able to start the Chinese Grand Prix; but 56 pulsating laps later, and the McLaren-Mercedes star was celebrating his first victory of the F1 2011 campaign after producing a stunning drive in Shanghai. The drama surrounding Hamilton's car in the build-up to the grand prix was caused by a fuel leak after the fuel line in his MP4-26 came loose, spilling fuel into the airbox of the engine and necessitating some frantic last-minute work from the McLaren mechanics, who removed the airbox to rectify the issue, sending the Briton out of the pits with barely half-aminute to go before the grid closed. The tactics had always been to send Lewis out late – but this was rather later than had been originally anticipated. Hamilton went on to repay his team's unstinting efforts with a perfect drive – and following criticism after the Malaysian Grand Prix about his ability to look after
his tyres, in China, things were
very different, lessons had been learned and he proved that not only can he make his tyres work, but that he can make them work better than most of his rivals. It was a kind of race not seen in formula one for decades. This was the result of a change in the technical rules this season with the addition of a movable rear wing to allow for a power boost
down the straight, and for another powerboost device
that reuses kinetic energy stored during braking, the KERS system, newly designed tyres that wear out more quickly are another factor that have helped change things, as the cars must make more pit stops to change tires. The tyre wear also causes drivers to lose speed, so they become vulnerable to being passed. One team not happy though
are Ferrari. President Luca di Montezemolo has reiterated the threat that unless F1 changes direction in the near future, it will lose its most loyal supporter – as he blasted the new regulations this season for making the racing too 'artificial'. di Montezemolo contends that the advent of the new, steering wheeloperated moveable rear wing and deliberately fast-degrading Pirelli tyres in 2011 as well as the FIA's
represents. “A steering wheel is now a computer covered in buttons,” the Italian lamented in an interview with German magazine Auto Bild. Back to the race itself though and Lewis Hamilton’s drive aside, the other driver of the race was the Australian teammate of Vettel, Mark Webber. Written off by the commentators at the start of the race, Webber proceeded to defy all the odds with a scintillating drive from 18th position on the grid to the final place on the podium.
In fact Webber was only 7.5 secs behind Hamilton at the flag and less than two-anda-half seconds behind his pole-sitting Red Bull teammate Sebastian Vettel, a truly breathtaking display of overtaking and a vivid demonstration of simply refusing to give up. Had the grand prix lasted just a handful more laps, Webber might very well have won. If racing continues in this vein then Ferrari are going to find it hard to convince the FIA to change tack, maybe they will catch up themselves.One thing is sure - the fans love it.
Classics hit the track! The club were on a charity run in support for Help for Heroes and organiser Bob Livermore had managed to arrange a short visit before lunch at El Molino del Puente. They were met by Ascari guide Davide who took the cars round the race
track – naturally for safety reasons at a somewhat more sedate pace than usual. The racetrack is the longest in Spain totalling 5,425 metres so this was an unforgettable experience, though some of the sportier models (and their drivers) looked longingly at the sweeping bends and banking, itching to show that advancing age did not necessarily mean less ability. (Reminiscent perhaps of taking an ex-
racehorse on to the Derby track and making him walk the whole way!) The next treat was a tour of the garages to drool over some of the racing models where cameras never stopped clicking. John Bamber made the shot of the day when he hit the ball off the tee and looked up to see where it had gone, only to be informed it was behind him - never mind John, it made us laugh. It was Zack Sturgess’s birthday and he made some special prizes for the nearest to the pins on all par three holes, thanks to Zack for all your efforts.

Rory McIlroy once again suffered final-round despair as teenager Matteo Manassero clinched the Malaysian Open by one shot from Frenchman Gregory Bourdy. McIlroy, who squandered a fourshot lead at the Masters with a final round 80, led by three shots at one stage during the rain-affected third round, where he shot a 72,and a bogey at the 18th in the final round led to a 69, two strokes adrift. Manassero, who is just 17 years old, holed a nine-iron for an eagle in his 68 to finish at 16 under. Italian Manassero, who turns 18 on Tuesday, followed up his maiden European Tour win at the Castello Masters last year by picking up the £255,075 winner's cheque in Malaysia.

After the break, in came openers Bharat Rai and Adnan Saeed scoring 7, 0, 9, 6, 11, 6,and 8 off the first seven overs. No intention there of being stifled, as they had stifled the opposition. Bharat went next over, LBW to Ashan and three overs later Adnan hit a skier to wide long off only for Shoaib to race round and take a good running catch. Kazim Ali and Adnan Nazir were at the wicket and unable to get the ball to boundary, they simply could not score quickly enough. Then in the 30th over, from nowhere, Adnan scored successive sixes. 149 for 7 with 5 overs to score another 25. Was there perhaps a slight aroma of victory in the air? Dias bowled the next over for just a single. No, it must have been just the orange blossom. Then Kazim got in the act, hitting 10 off Shoaib’s final over. Just three off the next over and Adnan out off the final ball. Two overs to go and eleven needed. All bets were off. Then eight off the penultimate over and it
definitely wasn’t orange blossom this time. Combined Colleges brought everyone in. The first ball of the final over was pushed by Kazim into the ring of eager, nay, desperate fielders. Sidhu set off for an utterly impossible run from the non-strikers end and was three yards away from regaining his ground when the ball reached the bowler standing at the stumps. Off came the bails but Oh Dear! The ball had slipped out of the eager bowler’s hand before the stumps were broken. Next ball Kazim mistimed a shot in the air just a hairs breadth away from an outstretched hand and the batsmen were able to run the three required for victory. What a superb day’s cricket! No man of the match today, just a resounding Well Done and Three Cheers to all 22 players for a magnificent effort by both sides.

Weir, who won three golds at the IPC World Championships in January, is now the most successful male wheelchair athlete in the race's history.
