Spanair collapse won't be investigated

The Catalan government does not feel responsible for the collapse of the Catalonia-based airline, Spanair, a regional government spokesman said on Tuesday.
However, he said the regional government was trying to relocate as many of the airline's 2,000 workers as possible with other companies in the same sector. Another estimated 2,000 workers in related sectors have also lost their jobs. Spain's fourth-largest airline's abrupt decision to stop operations last Friday left thousands of passengers scrambling to find alternative flight arrangements – and

having to pay out of their own pockets into the bargain. A spokesman for the airline said on Friday that it did not know exactly how many air passengers were affected but was confident the IATA would pay for the tickets. Public Works Minister Ana Pastor has warned company executives that they face fines of up to €9 million for violating the
nation's aviation rules by suddenly shutting down. Pastor was only informed of the decision two hours

After all the hoo-hah, do you think the boss of Royal Bank of Scotland should have kept his bonus or not? It would seem that opinions are divided down the middle. On the one hand, the public has put in billions to stop the bank going down completely and they should be paid back first. On the other hand, it was the previous boss of the bank that got it into such a terrible state so why should Stephen Hester who has pretty much done what he was supposed to do be penalised – especially as it was part of his original deal when he took on what must be an incredibly difficult and stressful job? It took him three days to decide not to take the bonus, under enormous political pressure, but decline it he did in the end. The problem is, if Britain takes on people to do a certain job at a certain price then says, pretty much: “Ah, yes, well we know we said that then, but now, well, we think we shouldn’t actually give you that after all,” what is going to happen is that the people who can turn the businesses, and therefore the country round are going to say a probably-notvery-polite “up yours” and go to the States, Canada, Australia, new Zealand, in fact, anywhere that will value them more than Britain. Personally, I am in two minds still about whether he should have taken the money or not but, if offered a job with those conditions, about 99% of people would have kept it like a shot!

Minister spells out roadmap for ETA Interior Minister Jorge Fernández Díaz has asked the political parties to deal with the end of the Basque terrorist group ETA with “intelligence, prudence, unity and discretion”, adding that the government intended to “keep its guard
up” in case it became active again. During his first appearance before parliament, he set out his priorities and objectives, especially his roadmap for dealing with ETA which, in his opinion, still has a “latent” structure and is
“acting clandestinely” despite its announcement last October of a “definitive cessation of violence”. As regards demands from ETA sympathisers in the Basque Country that the ETA prisoners should all be relocated to prisons in the

Mariano to meet Cameron in February Prime Minister Mariano Rajoy and British Prime Minister David Cameron will have their first official one-on-one meeting “at the end of February” in London, sources close to Cameron said at the meeting of the European Commission on Monday. Rajoy had expected to have an informal meeting with Cameron on Monday, after talking to him by phone last Friday. However, the sources said such a meeting was not on Cameron's agenda. Rajoy is expected to push for firm talks between Spain and the UK on the question of Gibraltar's sovereignty, without the participation of the Gib government.

Hackers target anti-piracy ministers Activists belonging to the hacking group Anonymous have published the personal details of Culture Minister José Ignacio Wert (left), his predecessor, Ángeles González-Sinde (right), producers, filmmakers and actors who support the anti-piracy law which was passed at the beginning of January. The law is aimed at cracking down on websites that illegally share digital content. Called the Sinde Law after the former culture minister, it will create a new government commission to deal with appeals by
Spanish copyright-holders who feel a site is illegally distributing their content without their permission. Complainants must identify the owners of the site infringing their copyright and present the
content and links. The owners of the websites will have three days to present their defence to the commission. If the commission orders the removal of the content,
Jobless tops five million mark The number of unemployed rose to 5.3 million in the last quarter of 2011, according to figures published by the National Statistics Institute – up from 4.9 million in the third
quarter. The new figures show more than half of all 16-24 year-olds are jobless – 51.4% compared with 45.8% in 2011. Spain’s jobless rate of 22.8 per cent – the highest in the 17-
nation eurozone – is more than twice the average unemployment rate of the eurozone, which stood at 10.3% in November, according to data released earlier this month.

Camps not guilty of corruption The nine-member jury in the case against former Partido Popular regional premier of Valencia, Francisco Camps, and his co-defendant, former PP secretary general in Valencia, Ricardo Costa, returned a not guilty verdict by five-to-four last week after a three-day deliberation. They were
accused of receiving gifts from the Gürtel network of businessmen who are currently facing charges of bribing PP officials in Valencia, Castilla-La Mancha and Madrid in return for public contracts worth millions of euros. Francisco Correa, the jailed alleged ringleader of Gürtel, gave evidence in the trial
against Camps and Costa. The Gürtel case erupted in 2009 when High Court Judge Baltasar Garzón blew the lid on the network. Garzón was tried last week in the Supreme Court for tapping telephone conversations between jailed Gürtel suspects and their lawyers. The court has yet to reach a verdict.

Justice minister Alberto Ruiz-Gallardón revealed a series of proposed legal reforms during his first appearance in parliament last week, which were not entirely unexpected. They included a modification of the abortion law passed by the previous Socialist government to eliminate a controversial clause allowing minors aged 16 to 18 to seek abortions without their parents' consent. The minister also wants to raise the charges for court appeals. Other proposed reforms include what the minister called “reviewable life sentences” in response to a growing demand for life sentences
to really mean that rather than a maximum of 20 years, a change in the system used to elect members of the General Council of the Judiciary (CGPJ), reforms to the Minors' Law and the introduction of a system of revisable detention that equates to a form of whole-life sentence. A modification of the samesex marriage law was not
on the minister's list, leaving open the question of whether or not Prime Minister Mariano Rajoy, who is opposed to singlesex unions, plans to revoke the law entirely. Gallardón said he would seek consensus on the reforms, but with its absolute majority, the PP will be able to push them through.

Prince celebrates birthday on volcanic island El Hierro Crown Prince Felipe and Princess Letizia visited the town of La Restinga, the most affected by the underwater volcanic eruptions off El Hierro, the smallest of the Canary Islands on Monday in an effort to boost tourism, which has dropped to zero since the eruptions began last October. They were accompanied by regional premier Paulino Rivero, the minister of Industry, Energy and Tourism, José Manuel Soria, and the government’s representative to the Canary Islands, María del Carmen Hernández Bento. It was the prince's 44th birthday, and grateful
islanders showered him with presents and cards at every step. People came from all over the island to La Resitna (population just under 500) to tell the royal couple what they have been living through since October. The volcano, which lies two kilometres off La Restinga, is not active at the moment but the experts say it could start up again at any time. On arriving, the couple were taken to Arenas Blancas Point from which they got a good view of the lava still floating in the sea. They were also given a full report on the volcano by two technical experts from
the National Geographic Institute, Carmen López and Jesús Gómez. They spent some time in the small fishing village, chatting to children and adults, during which children from the local school sang “Happy Birthday” for him. They also talked to members of the emergency services who had been on
permanent alert during the three weeks when the volcano was most active. The Prince had visited the island in 1995 during the filming of the TVE documentary 'La España salvaje' at the Centre for the Recovery of the Giant Lizard, and again in 1997. It was Princess Letizia's first visit.

Twenty-five of the EU's 27 member states agreed to join a fiscal treaty on Monday to enforce budget discipline, with the Czech Republic and the UK refusing to sign up. UK Prime Minister David Cameron said his government would act if the treaty threatened UK interests, saying he still has "legal concerns" about the use of EU institutions in enforcing the fiscal treaty. French President Nicolas Sarkozy said the Czechs had given "constitutional reasons" for their refusal. The Czech Republic is not yet in the euro but, like the other new EU member

Russia to block Syria vote Russia has said it will block a draft UN Security Council resolution calling for a transfer of power in Syria because it "leaves open the possibility of intervention" in Syria's affairs. Moscow, which has maintained its ties to Damascus, has so far resisted moves for a UN resolution condemning the violence in Syria. Russia has a naval base in the country and supplies arms to Syria. The US, the UK and France are lobbying on behalf of the Arab League's draft text, which calls for President
Bashar al-Assad to hand power to a deputy. The White House said Mr Assad had lost control of Syria, adding "he will go". France has said 10 of the 15 countries on the Security Council now support the Arab League text. A minimum of nine council members must lend their backing in order for a
resolution to be put to a vote, but Russia – as one of the five permanent council members – can veto any proposed resolution. The Syrian government has rejected the Arab League plan, which would see Mr Assad's deputy forming a national unity government within two months.
Israel tops cyber-readiness poll Israel, Finland and Sweden lead the way in "cyberreadiness", according to a major new security report. The McAfee-backed cyber defence survey ranked the UK favourably, along with the USA, Germany, Spain and France. China, Brazil and Mexico are among the
least able to defend themselves against emerging attacks. The report quotes Isaac Ben-Israel, senior security advisor to Israeli prime minister Benjamin Netanyahu, as saying: "The hacktivist group Anonymous carries out lots of attacks but they don't cause much
damage. The real threat is from states and major crime organisations." The report concluded that greater sharing of information globally is necessary to keep ahead of threats. A McAfee spokesman said: "The bad guys share information – we need to do the same as well.”

New compensation plans Biggest banking fraud Justice Secretary Kenneth Clarke has unveiled plans for a new initiative to stop criminals from claiming from the Criminal Injuries Compensation scheme for injuries and psychological damages as part of refocusing the tax-payer funded scheme. Under the present rules, criminals who are serving prison sentences have been claiming huge sums – with more than 20,000 claimants with criminal records receiving £75 million over the last ten years. Almost £300 million was paid out during the year spanning 2010/2011. Inmates, including Soham murderer Ian Huntley, have claimed compensation after being injured by others. The killer of schoolgirls Holly Wells and Jessica Chapman (pictured right)made the £100,000 claim, saying the Prison Service failed in its duty of care towards him, after he had his throat slashed by another inmate in March 2010. He needed 21 stitches in the seveninch wound and blamed prison staff for not protecting him sufficiently against such attacks. His assailant, prisoner Damien Fowkes, was said to have a
pathological hatred of child killers and had also killed another inmate by strangling him. The Ministry of Justic proposals should also reduce the long backlog of compensation claims since if they are adopted only those who are “blameless of crime” would be eligible for a payout – criminals would no longer be eligible – meaning that victims of crime would get their compensation sooner. The government also wants to make the criminals pay for their crimes through the “victim surcharge” scheme. That means that those who commit the crimes will be re-imbursing the victim support services for the pay-outs. Money will be deducted from whatever “wages” they receive while working in prison with the aim of raising an extra £50 million from offenders
instead of from taxpayers. The new scheme would see the victim surcharge raised from just £15 to £120 for every offender. At the moment, the levy only applies to those given fines in court.
in Britain trial starts Kweku Adoboli, the 31year-old city trader accused of fraudulently gambling away a record £1.5 billion of Swiss bank UBS’s money while he worked there – making this Britain’s biggest banking fraud – pleaded not guilty on two counts of false accounting during the period between October 2008 and September 2010 when he appeared in the dock at Southwark Crown Court in London this week. Prosecutors allege he gambled away the cash but City watchdog, the Financial Services Authority and its Swiss counterpart, are asking why UBS failed to spot the fraudulent trading. The most prominent defeat on the Bill came on Monday when peers agreed an amendment proposed by the Bishop of Ripon and Leeds, the Rt Rev John Packer, to remove child benefit from the £26,000-ayear cap. Mr Duncan Smith pledged to reverse the Lords' decision, stating: "You cannot go on as we've been doing, detaching children from their parents... We have to show the parents that what you
do, what choices you make in life, has an effect on your children." A Labour spokesperson said that the proposals must be amended before they will agree to them.

Boris on fares London mayor Boris Johnson has accused his Labour rival of "voodoo economics" as election campaigning starts in earnest. He said: "I certainly think it's a swindle to pretend to Londoners that you can magic money from nowhere and then cut fares. People in Northern Ireland will have to pay a whopping 5p for a new carrier bag from next year rising to 10p in 2014 for a more durable bag. Stormont Environment Minister Alex Attwood said that the 5p rate was just the first step to getting shoppers to bring their own bags with them
adding that: “There is no doubt that carrier bags are a scourge on the environment." The SDLP Minister said that there is evidence from other countries that levy the tax to show that it greatly reduces the number of bags being used and it is a simple and effective means to bring about
significant environmental improvement. Wales was the first UK country to bring in the tax, then the UK and the Republic of Ireland. Mr Attwood said he was setting the 5p rate in the first year to allow customers time to adjust to the concept. "There is no
doubt that carrier bags are a scourge on the environment," said the SDLP minister. "Evidence from other countries demonstrates that a bag levy is a simple and effective means to reduce substantially the negative environmental impact of carrier bag consumption. A proposed 10 pence levy on single use carrier bags and
lower-cost reusable carrier bags can bring about significant environmental improvement.”
Bishop’s Busy Weekend Last weekend the Rt Revd Dr Geoffrey Rowell, Bishop of Gibraltar in Europe, spent a very busy and enjoyable time in the chaplaincy of St Andrew Costa del Sol (East). Ministerial meetings with the chaplain, the Ven David Sutch, and churchwardens Mrs Della Marshall and Mrs Noreen Frew on Friday morning were quickly followed by the social highlight of the weekend a Burns’ Night Supper! This was the first Burns’ Supper that Bishop Geoffrey had ever attended. The bishop paraded the haggis, led by piper Leslie Thompson, and, following Billy Dawson’s eloquent
address to the haggis, downed his malt whisky from the ceremonial quaich. Billy Dawson, who hosted the event, proposed the toast to the immortal memory of Robert Burns. The Very Revd Alan Woods, formerly Dean of Gibraltar cathedral, proposed the toast to the lassies and Mrs Della Marshall replied on behalf of the lassies. Roy Alan, of the Nelson Music Academy, provided
background music during the evening and led the diners in several traditional Scottish melodies. The evening raised 1925 for chaplaincy funds. Despite the late night Saturday brought no respite for the bishop with the morning spent at a chaplaincy council meeting. This enabled him to hear first-hand of the problems and successes of the lay people from every
worship centre who give time and energy to keep the chaplaincy functioning. The bishop commended all members for their loyalty and hard work. The meeting concluded with a shared lunch to which members of the ministry team were invited, thereby enabling the bishop to meet informally with many people. Sunday was Confirmation Day. St Andrew’s Church was full
to overflowing and extra chairs had to be found to get everybody in. It was good to have people from all the scattered congregations of the chaplaincy worshipping together on this joyful occasion. Welcoming them into the church the bishop confirmed Shirley Barber, Gloria Butterworth, Dorothy Buckley, Sarah Farrand, Cristina Gomez-Linder and Emmanuel Umeojiaka. The service
concluded with the bishop relicencing Peter Hammond, Jim Marshall and Bill Oliver as congregational worship leaders. After the service the bishop met with many of the congregation during a sumptuous bring-andshare lunch. This was, for all concerned, a busy, enlightening and fulfilling weekend.

ITV station announced for Benalmadena During a visit to Benalmadena last week, the head of the Junta de Andalucia's Innovation and Science department, Antonio Avila, announced that the €2 million project to build an ITV station in the town would soon be published in the Junta's
Official Gazette, after which construction would go ahead. Mayor Javier Carnero announced that it would be built on land in the Santangelo Norte area, near the A-7 exit in Arroyo de la Miel. He said bidding for the project should take 10 to 12 months. The
mayor said the three-lane station would be able to handle some 45,000 vehicles a year. As there were only 30,000 vehicles in circulation in Benalmadena and Torremolinos, he said this would absorb some of the ITV demand along the

Drug 'plantations' found in Granada National Police arrested a married couple in Pinos Puente, Granada province, on charges of supplying drug dealers after finding more than 400 marijuana plants in four greenhouses. The couple had tapped into the public electricity supply to light the greenhouses. The police also seized €46,000 in cash during the raid. They had been investigating the

Seville remembers 'Lawrence of Arabia' Production director John Box arrived in Seville at the end of 1961 to film the majority of the indoor scenes in Lawrence of Arabia, as well as quite a few outdoor ones. Fifty years on, the city council hopes to attract tourists to visit the sites Box chose, after deciding that conditions in Jordan's desert – extreme temperatures, frequent sand storms, inadequate lodgings for the film's stars – where he had start ed out made filming too difficult and sent production costs way beyond producer Sam Speigel's original budget. Box checked out other Spanish cities but settled on Seville because of its variety of historical buildings which fitted perfectly into the film. He used Almeria for the desert scenes. He was able to recreate four Arab cities in Seville. The building currently occupied by the Captaincy General of the Army became British Army HQ in Cairo, but scenes in the map room were filmed in the basement of the Peru Pavillion built for the 1929 Ibero-American Expo. – where Lawrence is shown bored to death at the start of the film. The bar at the nearby Alfonso XIII Hotel was turned into the bar where Lawrence shocked officers by entering with some of his Arabs. The streets of the city of Deraa where Lawrence was captured, tortured and raped, were
filmed near the Macarena wall, while the Real Alcazar and the Casa de Pilatos for a few days became British Army HQ in Jerusalem. One of spectacular

suspect that High Court Judge Baltasar Garzon’s “brilliant career” is finally grinding to a halt. He’s currently in the dock for the third time, facing charges of bribery for allegedly accepting money from the Banco Santander to organise some lectures in the US while he was on a sabbatical year at New York University. Allegedly he shelved a tax fraud case against Santander CEO Emilio Botín in return. If his accusers make this one stick, he faces a jail term. In the first case, he admitted having ordered the tapping of telephone conversations of suspects jailed for their part in the so-called Gürtel corruption case to prevent them from salting away their loot abroad. In the second case he is accused of flouting the 1977 Amnesty Law by ordering an investigation into crimes committed during the Franco dictatorship. Although there were rumours that this case could be dropped because, as things stand, it doesn’t stand a snow flake’s chance in hell of proceeding, the High Court has just ruled that it can go ahead. Whatever verdicts are eventually passed down, it looks as if he’ll never practise law in Spain again. However, I’m sure they’ll welcome him in Argentina where the descendants of Republicans who found refuge there after the Civil War have asked him to take up their case against the Franco regime. No doubt he’ll be given Argentinian nationality in record time so that he can get on with trying Franco “in absentia”.
The problems with juries detractors say he fell out with Gonzalez because he wasn't given the Justice ministry. So far all of his targets – apart from Franco – have been members of the Partido Popular and political observers have long wondered if Garzon would pursue a corruption case involving Socialists – and there are plenty of them out there – with the same zeal he showed in the Gürtel case.
A lowering of tone
I
’m not referring to tone as in “class” but as in decibels. I couldn’t help but notice the difference between the Socialists and the PP on Sunday, when Socialist Party leader hopeful Carme Chacon hectored a rally of her supporters, literally shouting that Rajoy should be here at home, solving the country’s problems instead of in Germany licking Merkel’s feet or kowtowing to the EU in Brussels. Actually, Carme, he was there trying to restore the faith in Spain that your beloved ex-leader lost.

hose who love Garzon see him as a brilliant crusading lawyer, an adjective that was stuck on him when he tried to have former Chilean dictator Augusto Pinochet extradited from the UK to face genocide charges in Spain. A lot of people applauded his bold stand, including myself. But his detractors say that the headlines he earned worldwide gave him a taste for “spectacular” cases and unfortunately he set a trend for a small clique of Spanish judges. They were reined in by the High Court a couple of years back after they tried to open cases against top US military men and a couple of politicians for their role in setting up the prison camp at Guantanamo Bay in Cuba and to bring genocide charges against a couple of Israeli generals for attacks on the Palestinians.

hat many people forget is Garzon’s close association with the Socialist Party. He was actually elected to Parliament on the Socialist ticket in 1993 but resigned, he says, because he felt Felip Gonzalez's government was not taking corruption seriously enough. His

rancisco Camps says he left the Valencia regional premier’s office with the same amount of money in his bank account he had when he first arrived in 2003. The now-absolved Partido Popular (PP) member gave his first interview on Monday night after his acquittal last week in the so-called “suitgate” case. He appeared on Intereconomia’s PP-leaning political talk show El gato al agua (The cat in the water) where he defended his administration, including the €17.6 billion debt Valencia owed at the end of 2010. Camps says that many politicians who come to office leave with massive bank accounts – that wasn’t his case. He challenged anyone, including prosecutors, to look at his own personal wealth to see if he received one euro more than he was entitled to when he resigned last July following his indictment on charges that he received some €14,000 worth of dress suits from a group of corrupt businessmen popularly known as the Gürtel network.

eanwhile the PP’s secretary general, Maria Dolores de Cospedal was telling another meeting that the government’s economic measures were being well-received abroad, especially in France and Germany and by the European Commission. She said it was obvious that Spain now has a “serious government and a serious way of doing things”. She also said: “It’s absolutely incredible that the Socialists dare give us lessons, criticising the government when they are responsible for the situation the country is now in.” Without raising her voice above a normal speaking tone, she added that both aspiring Socialist contenders – Rubalcaba and Chacon – are seeking success by “criticising the PP government, boycotting the government of Spain and not offering any alternative to help solve the disaster they left behind”.

There were receipts from men’s suit shops that had been altered; communications among those in the Gürtel network that demonstrated Camps and Costa were getting gifts from the suspects involved in the massive public corruption case; testimony from tailor José Tomás affirming that Camps never paid for his own suits; and taped telephone conversations between Costa and Gürtel’s alleged point man in Valencia, Álvaro Pérez, discussing gifts and other favours. What the five people on that jury saw that the rest of the country didn’t see will remain secret for now. Jurors in Spain are not allowed to give interviews or even be publicly identified. What we do know was that there were certain members on that panel who seemed disinterested in the case and, for the most part, paid little attention to the testimony and evidence presented by prosecutors. According to El País reporters who sat in that
courtroom, at least two men – both on the front row – took more notes during the defence’s arguments rather than the prosecution’s presentation.

t appears now there will be an appeal by prosecutors, who will demand a bench trial. The problem with holding a jury trial in Camps’ own home region is the lack of impartiality. There are many people who choose not to convict one of their own for the sake of dignity: they prefer not to taint the good name of their region or jurisdiction by condemning one of their own. The Partido Popular has always had sweeping victories in Valencia for the past 16 years; there should have been a change of venue in the trial. There was no way – both the defence and prosecution could have argued – that Camps and Costa would have gotten a fair trial just based on the publicity in the case.

ury trials in many countries are fair and are made available to defendants because they are the most unprejudiced way to determine a person’s innocence or guilt. But it is true that in many nations, such as Spain, the public is pretty politicised and there can be difficulties in finding impartial people to sit on a jury. Under common law, candidates called to serve are put through the “voir dire” process where prosecutors and the defence attorneys can single out and even object to certain people because of their political beliefs, prior knowledge about the case, and even their religious backgrounds. There is no doubt that the voir dire process in Spain isn’t one of the strongest points in the nation’s judicial system.

fter the acquittals, newspaper columnists began screaming for what they called “a professional trial” (in other words, a bench trial) rather than a jury trial. The suit-gate case isn’t over for Camps and Costa nor are there legal problems. There is now surmounting evidence that the Gürtel network provided the PP in Valencia with tons of money in illegal contributions over the years before the alleged conspiracy was broken in 2009. Prosecutors no doubt will get a second chance at putting both men back in dock. Double jeopardy, you might ask? Perhaps not. In an archaic legal structure such as Spain’s judicial system, anything is possible.

Last week I focused on the Huon Highway and parts of Hobart itself. This week, there’s a little more about Hobart and then a fascinating area called Port Arthur.
Still in Tasmania (previously called Van Diemen’s Land), the last bits I wanted to tell you about Hobart will start with a place called Battery Point, some photos are above on the left.This area is pretty much as it has been for years with quaint tea shops, little craft shops, artists studios and houses kept to the true Victorian style of this small area of Hobart with the preserved cottages lining streets to wander along and admire. There are a couple of particularly nice tea, coffee and cake shops, one of which makes everything on the premises so the pies, tarts and cakes are not all a uniform size and shape wrapped in cellophane but resemble what you would have found on a lovely old fashioned cake plate at your grandmother’s in times gone by. Well worth waiting lunch for! There are also some rather nice restaurants up there for dinner in the evenings. Hunter Street heritage buildings (where we stayed) marks the original position of the Old Wharf when Tasmania was first settled.The whole town is overlooked by Mount Wellington where you can take a trip to the top at
12771 metres, and admire the views over the city and beyond from its World Heritage Area. Here you can walk and cycle for hours (it’s easy to hire bikes – they also have electric bikes for hire if you’re not quite that energetic – and motorbikes as well as cars). Another place that’s well worth a visit is the Botanical Gardens with all the local flora, oriental gardens, ABC Gardening Australia’s veggie patch – not quite your local allotment! – and their amazing subantarctic house.

Obviously, with Tasmania being an island – even though it is quite huge – once there it was a bit difficult to abscond. If they fancied trying to escape the rip tides are such that it was made virtually impossible. There were some who managed it, but very few remained at large even when they did escape.

Many men were broken by this and, when released, ended up in the asylum next door.
Last week, I promised to tell you about Port Arthur.
So, Port Arthur was set up as a rehabilitation centre of sorts. The idea was that the prisoners should be made to be productive in society and it was described as “a machine for grinding rogues into honest men”. To that end, when a prisoner (not forgetting they had already been transported from the UK away from everything they knew) had served their time in say, Melbourne, Sydney or Adelaide, and then been caught re-offending they were sentenced by the then magistrates and judges to be sent off to Tasmania.
Young boys were kept on a separate island called Point Puer Boys’ Prison (for those of you who learnt Latin at school, you’ll know that Puer means “boy”) from the adults so that they didn’t pick up any worse habits while being incarcerated. This part of the prison operated from1834 to 1949 and was the first purpose-built reformatory for boys in the British Empire. Most of the boys were aged between 14 and 17 but some were as young as nine years old. It was renowned for its regime of stern discipline and hard punishment but it also taught the boys to read and write and taught them a trade so that when they

were eventually released they could make a living for themselves and not return to a life of crime. There are many stories of the boys from this small island setting up businesses upon their release. Their descendents are to this day in the area – pillars of society and highly regarded businessmen in the trades started by their criminal ancestors. Another island just off the main shore is the Isle Of The Dead where between 1837 and 1877 around 1100 people were buried. The Isle Of The Dead is the final resting place of not only the convicts but also those who lived and worked at the settlement. The most common cause of deaths among the convicts were industrial accidents and respiratory diseases. By 1840, the colony housed more than 2000 convicts, soldiers and civil staff and, with the end of convict transportation in 1853 it became an institution for ageing and physically or mentally ill convicts to call their home until it finally closed in 1877. Since then, many of its buildings have been destroyed in bush fires but the area has now become a
place of peace and quiet, with beautiful gardens and somewhere to reflect on the rights or wrongs of previous penal systems and their treatment of their charges. Port Arthur was a harsh place to be sent to but, for some, it turned their lives around so that they became useful members of society. And in most cases they were far better off here than in Wandsworth or other British prisons at the time. On Sunday 28th April 1996 a tragic chapter was added to Port Arthur’s history when a gunman took the lives of 35 people and wounded 19 others on the historic site including members of the site’s staff. A memorial garden has been built – including the shell of the Broad Arrow Café where 20 people were killed during the massacre– created as a place of remembrance, with all those involved (except the gunaman) named, and a place of reflection on how fragile life can be. Community News You can still make a difference There has long been confusion about whether you can still vote in UK elections even though you are no longer living there. Many of us still have houses that are rented out, and a majority of us still have bank accounts in the UK too. What happens there, even though we are no longer residents, can affect us in some cases to a large extent. British nationals are therefore quite right in believing that they should be allowed to have their say in what the UK government does and, contrary to common belief,
just because you’ve moved to Spain it doesn’t mean that you can’t vote. British citizens living overseas are entitled to be registered to vote in UK parliamentary elections for up to 15 years in the constituency they were registered in before leaving the UK. They are not entitled to vote in UK local elections or elections to the devolved assemblies. You can find details of the background to the provisions relating to overseas voters in the Representation of the People Act 1985 which was
subsequently amended by the Representation of the People Act 1989 and the Political Parties, Elections and Referendums Act 2000. Information is also given about the procedure for registering to vote as an overseas elector and the means of voting, either by post or by proxy. There are different arrangements for the armed forces and these are covered in Library Standard Note SN/PC/4276, Armed forces voting. All these information sheets can be found on line.

Do not take part in gambling or buy ‘bargains’ in the street. It will nearly always be a confi dence trick or a swindle.

BREED The next step is to consider what type of breed will suit you. Think about your lifestyle, size of home, facilities for exercise and time available. Does your tenancy or leasehold agreement allow pets ? Ask about different breeds at your local vet or dog training club. Ask other owners of the breed that you are considering, for their advice and opinions. Meet dogs of all ages and both sexes of your chosen breed. This will give you an idea of what to expect. If you are unsure about buying the right puppy, make enquires with the local vet to see if he is willing to attend the
viewing to check the puppy for visible health problems – this could save money and upset in the long-term. As quoted by the RSPCA and National Canine Defence League " Never buy a dog from a pet shop or any retail outlet . Never take one from street markets, or from any place where you cannot see the mother." Visit your local Animal Rescue Society for advice and to discuss the options of adopting a rescue dog or puppy. Taking pets into the UK
It’s with great that sadness Mijas Bowls Club have to announce the death of Jackie Smith who died last week in the Costa del Sol hospital, after being very poorly in intensive care.
Since 1 January 2012, the rules for bringing your pet dog, cat or ferret into the UK have changed. Don’t delay – find out the rules in plenty of time before you travel.
Jackie and Don have been at Mijas bowls club for 12 years and become good bowlers. Don is the current club men’s champion and though Jackie had not bowled for a while, she will also be remembered as a good sportswoman. She helped in the club with bar and B.B.Q. duties. They have many good friends who shall miss Jackie. There was a memorial for her at the club last Tuesday after the
crematorium. Their daughter came from Australia, and their son came from the UK. Friends and family were able to see photos of Jackie through the years and it was a really nice way to remember her. She will be sadly missed by all her family, and friends at Mijas Bowl’s club.

with a glorious sunny day and were met by a member of the Tourist Office who gave them a guided tour of the village. The history of the village dates back to the 12th century, settled by the Arabs. The narrow streets wind through the village where can still be seen the original buildings and architecture. The Arabs surrendered the village to the Christians in 1487 and there are 16 ceramic plaques, situated through the village depicting the history and events that took place. Annually there is a prize given for the most beautiful street decorated with flowers and on the Sunday before Christmas the ´Migas´ Festival is held, the dish of breadcrumbs, flour, olive oil, mutton and chorizo, being consumed by many, along with the local wine. The friends had lunch in the picturesque square overlooked by the church of “La Encarnacion”, built on the foundations of the old mosque. Then time for home to look forward to their next event or trip.

appily the so-called “developers� could not spoilt the heart of the village whose narrow streets remain vitually unchanged. The main road leading though it is still oneway and controlled by a traffic light, allowing drivers tantalising glimpses of attractive little paved streets and balconies adorned with flowers. It is well worth finding a spot to leave the car and explore on foot – there is a car park on the left as you come up from Arroyo and another smaller one (next to the lift) going down the hill to the coast. Walk down the Calle Real past the plashing fountain, pass the little park and continue until you come out in the Plaza de Espana – a small square surrounded by tapas bars and restaurants whose terraces spill out under the orange trees, a great place to sit and “people watch�. Here, in the centre of the circular flowerbed in the middle of the square is “La Nina�, the statue of the little girl which is the emblem of Benalmadena. And very few visitors will leave without having their picture taken with her!
F
rom the square walk down Calle Santo Domingo de Guzman – immaculate little houses line the route and you pass hotel La Fonda (look through the huge wooden door at its charming internal Andalucian patio). The hotel houses a catering school where on certain days of the week you can eat a lunch to remember – just make sure you are hungry and don't be in a hurry to leave! At the end is the Church of Santo Domingo which sits on the edge of a rocky outcrop almost like the prow of a ship. From the terrace which runs all round the church there are stunning views of the sea, the coast, and the mountains behind, and plenty of seating to take the weight off weary feet. Below the terrace are delightful gardens leading down to the street below.

he older part of the village has managed to keep its charm
despite the once seemingly endless march of concrete from all sides. But the years have also brought some new and somewhat different attractions.

irst there is the archeological museum on the main road which houses a fascinating and important collection of pre-Columbian relics including those donated by the well-known anthropologist and artist Felipe Orlando-Garcia It has the Murciano. reputation of being one of the best collections from before the time of Christopher Columbus in Europe.

edicated to the discovery of America and Cristobal Colon is the curious Castillo de Colomares just down the hill from the centre of the village, looking like something that has escaped from Disney World. With its mixture of architectural styles and the smallest church in the world (dedicated to St Elizabeth of Hungary) it was built between 1987 and 1994 by local bricklayers from Mijas after the ideas of the imaginative – and presumably rather rich – Dr Esteban Martin.

hen looking up to the village from the coast you can easily pick out the huge golden copula of the Benalmadena Stupa – the largest Buddhist monument in the western
world sited just outside the village. The dazzling white stupa is 33 metres high and filled with sacred objects which are forever sealed into treasure chambers. A 100 square metre meditation room inside is lined with murals painted by artists from Nepal to represent the life story of the Buddha Sakyamui. Visitors are welcome every day except Mondays when it is closed.

nd the most recent attraction is the “Mariposario� or butterfly farm – the largest climate controlled space dedicated to butterflies in Europe (for a small pueblo Benalmadena certainly houses a lot of superlatives). Visitors could be forgiven for thinking they were in Thailand rather than Spain judging by the architecture not to mention the exotic surroundings. Thousands of gorgeous and delicate wings and equally colourful orchids are contained within the 2,000 square metre park, a far cry from the brashness and bustle of the costa below.

Knit and Natter Old London leads the League The Fuengirola Econ Pool league is at the half way point for this winter and as usual very good pool is being exhibited by many of the players. After a slow start the Alba Garden team have steadily gained ground and were sitting pretty in second place until they took a bit of a set back this week against old London Bar.
The Knit and Natter Group have now changed their location to the Santorini Greek Restaurant, on Paseo Maritimo, Torreblanca. The group meets on a Monday and Wednesday morning from 11 am until 1 pm. The project they are undertaking at the moment is to knit for the Premature Babies unit in the Maternity Hospital at Malaga. They already have donations of wool, needles and patterns at the ready to get anyone who would like

Pógs live music bar in Fuengirola are hosting a real rock and roll night on Friday 10th February. The R and R special features Carl Morgan with the Roadhouse Band who will dedicate the whole of that Friday night to great rock and roll classics by the all time great rock and roll artists – Chuck Berry, Elvis Presley, Jerry Lee Lewis and all who came after them or even before them for that matter. “It may only be rock and
roll” but if you like it, and many surely do, then feel free to come on down to Pógs. There is a great big (well priced) bar and a wooden dance floor with plenty of room to show off your better dance moves. Cut a rug, Jitterbug and Jive, or just shake it up baby, young or not so young, there are no age barriers to having a really good time. Furthermore Roadhouse are a great band, who pack plenty of wallop into their live show.

ver the past few weeks O the movie on everybody’s award list is “The Artist”, it seems to be a winner with critics across the globe – so, now it’s my turn.
By: Rodrigo Garcia, Starring: Glenn Close, Janet McTeer Two big hitters are up for Oscar best actress glory this year – and both are in movies which have split the critics. Meryl Streep gives a scarily good account of Margaret Thatcher, and hot money is on her taking the Best Actress award, but opinion has been split over Glenn Close's performance as a man in Albert Nobbs. Close, a five-time Oscar nominee, first played Nobbs on stage off-Broadway 30
years ago and has long been trying to bring the story to the big screen. Not only does she star, but also has a screenplay credit. For some the movie has proved to be a thought-provoking and emotional tale of an impoverished woman in 19th century Ireland who chooses to assume the identity of a man as the only way of living her life. The charade threatens to collapse 30 years later when Nobbs falls in love with a
woman. The scene is a shabby-genteel hotel in Dublin, run by a selfimportant owner,played by Pauline Collins, and peopled with some colourful characters, including alcoholic doctor Brendan Gleeson. The very proper and conscientious butler Albert Nobbs keeps himself to himself and during the film we discover why the character felt she had to masquerade as a man in
order to survive life. It's undoubtedly well acted, and Janet McTeer has been nominated for a best supporting actress gong for playing another crossdressing woman. Some movie scribes have said it's a mix of Upstairs Downstairs with The Birdcage, but without any good songs. Close's makeup looks good and the role is a challenge – probably one for Glenn Close fans though.

First off she looks too modern, secondly I didn’t much care for her gung-ho character. When you look back at real silent movies, actresses had a soft look, an innocence like Pickford’s or vampish like Theda Bara, Bejo( Pepper) lacked both and looked wrong for the period. Which brings us to her attitude, with big arm gestures and shaking leg movements that seemed rather odd, like she was trying too hard to be a flapper. She was like a cat in a hamster cage, you know that there should be something furry in there, just not that big. he verdict then is thus, Tmovie “The Artist” is a novelty and perhaps in time
Liam Neeson's "The Grey" topped the weekend box office with $20 million, according to studio estimates on Sunday, continuing the actor's success as an action star.
But the R-rated "The Grey," which has received good reviews, drove home the strong appeal of Neeson, action star. It's an unlikely turn for the 59year-old Neeson, previously better known for his
movie? The answer is, the French. I’ve always thought that an actor is only as good as the script, for example Robert Deniro, try to have a conversation with him without a script and what have you got – nothing. This is one of the reasons why Hollywood could never pull off a movie like “The Artist”, because Hollywood actors in general can’t act without a script.

Corvin, the only lycan/vampire hybrid ever – is on the run and about to get out of the city with her lover when a bunch of Judge Dredd-style antimonster cops show up and blow their plans all to hell. Selene wakes up in a freezer box in a lab and promptly busts out, killing the usual dozen guards along the way, only to discover that it’s now a decade later, both the lycan and vampire clans are all but wiped out and Michael is long gone.
period look, his performance was brilliant and Uggie the dog was an absolute scene stealer. There was a short scene that I found slightly Lynch inspired (it’s the nightmare bit – you’ll know it when you see it). The story is George Valentin (Dujardin) and his dog are the best silent actors in the business and Pepper Miller wants to be an actress. Pepper gets on set as an extra and meets George, he gives her a trademark and they go their separate ways. However, talking pictures are now all the fashion and
it may become a cult classic, but I doubt it. It’s popular because silent movies are a thing of the past, and people will go to see because it’s different – however, it fails with young audiences because young people don’t want to watch silent movies, they want cheesy dialogue and special effects. “The Artist” has kind of shot itself in the foot, the novelty of this movie is what will bring the crowds in, but it is the same thing that will turn them away. ome people will love Sit’s this movie, I liked it, but not made it into my top 100, some people won’t like it at all. Let’s make this easy, if you like “Avatar” you’ll hate “The Artist” , but if you hate “Avatar” there is hope for you yet.

Quite a few years ago my first article on learning Spanish featured the verb Poder explaining how one uses puedo - I can/I am able plus any other verb. Puedo ver la montaña - I can see the mountain. No puedo hacer el trabajo - I can't do the work. ¿Puedo vender el coche? - Can I sell the car? We've come a long way since then but Poder remains an extremely useful little verb.

Descendants.” Viola Davis also had a sartorial victory. The actress wore a white silk chiffon gown by Marchesa with gold detailing, the Associated Press reports. Sarah Anne Hughes, writer for Celebritology ranked the look at the top of the best dressed of the evening: “Do I need to tell you why this is No. 1? Davis truly ruled the night, on and off the carpet. (She won an acting
honor for her role in “The Help.”) The hair, the colour, the perfect accessories — I love everything about this look.” Mary Tyler Moore received the lifetime achievement award. Dick Van Dyke, who co-starred in “The Dick Van Dyke Show” with Moore in the 1960s, presented the 75year-old actress with the award. iPads linked to neck and shoulder pain As more and more people use tablet computers such as Apple’s iPad, Samsung Galaxy Tab or Motorola Xoom, experts warn of an upsurge in complaints of neck and shoulder pain because users don’t understand how best to use the gadgets. Rather than sit hunched over the screen as if it were a laptop, the tablet should be raised to a higher level – ideally on a table – with a smart cover propping it at an angle.

Blood pressure 'should be measured in both arms' Measuring blood pressure in both arms should be routine because the difference between left and right arm could indicate underlying health problems, according to a study review for The Lancet. Although existing guidelines state that blood pressure should be measured in both arms, it is not often done. The arm with the higher pressure can vary between individuals, but it is the difference between arms that counts, the researchers from the Peninsula College of Medicine and Dentistry at the University of Exeter concluded, after reviewing 28 previous study papers looking at this area. Most people in the study had an
elevated blood pressure risk and about one-third had a normal level of risk. The researchers found that a large difference could mean an increased risk of peripheral vascular disease (PVD), which is the narrowing and hardening of the arteries that supply blood to the legs and feet. There are often no symptoms. Early detection of PVD is important because these patients could then benefit from stopping smoking, lowering their blood pressure or being offered statin therapy. A spokesman for the Blood Pressure Association said the study reinforced the message already in the guidelines from health watchdog NICE.

Another study of roughly 3,300 schoolchildren, published in 2006 in The European Journal of Dermatology, reached similar results. Researchers have proposed several explanations for the
link. One is that an excess of androgens caused by obesity provokes acne. As to why girls are more greatly affected than boys, it is possible that having bad skin and being overweight cause them greater psychological strain, which in turn prompts the release of stress hormones that only worsen the problem, the researchers said.

What’s up with the Sun? ur Sun is a star. It is not ‘burning’, it’s not ‘on fire’, but instead it is like a giant nuclear reactor. Inside its core hydrogen atoms are being fused together to make helium atoms at the rate of about four million tonnes per second. When each atom of helium is produced it gives off masses of photon energy that must slowly make its way through many layers toward the surface. So slowly in fact that after the photons have been released at the centre of the Sun it can take between 10,000 and 170,000 years for them to reach the surface.
O
nce the photon eventually makes its way onto the surface of the Sun it finally escapes as visible light and heat, the light from the Sun takes about eight minutes to travel through space to reach the Earth. The surface of the Sun is not solid like the surface of the Earth; it is a swirling mass of unimaginable energy constantly changing writhing and twisting about. It also creates a gigantic mass of charged magnetic areas.

hese heavily charged magnetic areas appear as dark spots on the Sun and are known as sunspots. Sunspots are huge in size, much bigger than the Earth and although they appear as dark areas, they are only dark in relation to the surrounding light from the Sun. If you could isolate a sunspot from the Sun it would still be shining extremely brightly. If the Sun is either very low down on the horizon or obscured by thin cloud then sunspots can even be seen with the naked eye and so their existence has been known about for thousands of years before the invention of the telescope.

unspots always appear in pairs and when they appear huge loops of material known as solar prominence stream from one of them out into space and then loop back into the other. But sometimes the prominence is so big that it snaps like a huge rubber band and instead of looping back it throws the material out into the solar system at a speed of a million miles an hour. This magnetic ‘wind’ then travels through space until it strikes the Earth 93 hours later where it is attracted by our North
and South magnetic poles and produces the Aurora Borealis or Northern Lights.

he Northern Lights can normally be seen only in the far north (and south) regions of the Earth as bands or curtains of multi-coloured lights dancing across the sky. But recently the Sun has been producing far more intense sunspots that have caused the Northern Lights to be seen much further south across northern England. Last week areas as far south as Birmingham have been reporting seeing the Northern Lights.

t’s not unusual for sunspot activity to fall and rise. Sunspots generally have an 11 year cycle when no sunspots are seen on the sun as it was a few years ago to the peak that we are experiencing now where there are masses of huge sunspots littering the surface. Although all this solar activity will go unnoticed by most people, it will cause you no harm at all; it can be lethal for electrical systems and satellites out in space. In the past it has been known to knock out electrical transmission pylons and other sensitive electrical systems. Precautions have to be taken to protect satellites in space to prevent them from overloading with all this magnetic flux.

t is possible for you to see these sunspots using a telescope or binoculars. CAUTION: NEVER LOOK DIRECTLY AT THE SUN USING A TELESCOPE OR BINOCULARS! To look at the sun safely use the projection method. Point your telescope or binoculars at the sun then hold a piece of white card about 12” (30cm) behind the lens allowing the image of the sun to be projected onto the card. Focus the image onto the card and you will clearly see the dark sunspots scattered across the surface.

Rock steady Robert lifts Abu Dhabi title England’s Robert Rock won his head-to-head duel with Tiger Woods to lift the Abu Dhabi Championship title on Sunday after the former world number one saved his worst golf of the week for the final round. The two players started the day in a tie for the lead and it was the little-known Rock who held his nerve on the final day to collect a second European Tour victory with a closing 70 for 275, 13 under. Woods had shown over the first three days that the 14-times major champion was back to his best but his game unravelled on Sunday as he faded to a 72 for 277,at the demanding Abu Dhabi Golf Club. On Saturday 28th January, at the Fernando Hierro stadium in Velez-Malaga, a superb, physical and entertaining game of rugby was fought out between the great rivals of the Colts (U17,s) of Malaga Rugby Club and Axarquia Rugby Club. Fighting for 4th place in Group B in the Andalucian League this was a “must-win” game for both teams.

Into the last 15 minutes, Axarquia scored a try in the corner through some great back play but the try was disallowed and, instead, a penalty was given for an earlier infringement by Malaga – why the referee did not play advantage is still a mystery. Axarquia captain, Daniel Ward, converted the penalty to give Axarquia a 30 lead. Axarquia continued to dominate and ran down the clock. With full-time up, Axarquia thought they had secured the victory but the referee played an astonishing six minutes of overtime for no obvious reason and, credit to Malaga, they kept playing and scored a try with the last play of the game to win 3-5. Malaga take away the 4 points for the win and Axarquia earn the bonus point for being defeated by less than 7 points. This was a great game of rugby, played by two great teams with great spirit and skill, both of whom deserve credit and congratulations for putting on a display of rugby rarely seen at this level. Striker Lee Hughes charged with sexual assault Notts County striker Lee Hughes has been charged with sexual assault. The charge relates to an alleged incident in December at a hotel in Croydon, where County were staying the night before a match. The club confirmed the charge in a statement which read "Notts County can confirm that striker Lee Hughes has, on Monday, been charged in relation to an alleged incident in December of last year. The club will be making no further comment on this matter."

Malaga started brilliantly, Rondon drew a good save from Sevilla's Varas in goal, and then nearly scored from a Carzola freekick. 2nd attempt. Possibly Malaga's best 45 minutes all season. The second half turned bad tempered and with Demichelis and Negredo having a running battle all game, the yellow cards were out aplenty. With 12 minutes left Isco was sent off after his 2nd yellow card. Coke headed home for Sevilla but was adjudged to be offside, and Malaga held on bravely to claim a great three points and move themselves up to 7th in La Liga. Another Andalucian Derby next Monday night sees Malaga travel to Granada.

London plans `Classic cycle race´ London plans to host a one-day professional road race to rival classic events such as the Paris-Roubaix. To be first staged in August 2013, the race will be part of a two-day cycling festival, which will become an annual event, as part of the Olympic legacy. London has to meet certain critera, but British Cycling's Jonny Clay said the race would "definitely" go ahead. "I'd be surprised if in a few years it isn't one of the world's biggest cycling races."

UK Athletics head coach Charles van Commenee believes 5000m world champion Mo Farah is "a complete athlete". Farah, 28, won Saturday's 1500m event in Glasgow after outsprinting Augustine Choge – the fastest man in the world over the distance indoors in 2011. "In the 2011 World Championships 10km, he was taken by surprise but he is warned now – he's a complete athlete," said Van Commenee. "Mo at the moment is the number one, but there are a few who can take over." Farah had only arrived back in Britain two days before the race.
