NATIONAL NEWS - PP GOVERNMENT TAKING A HARDER LINE

UK to tackle Spain about long queues According to the Gibraltar press, Britain is to complain to Spain about the three-hour- long queues motorists had to endure to cross the border on Sunday. The official Spanish version was that the Guardia Civil were searching for contraband tobacco – which they do most days without holding up the traffic too much. However, the feeling in Gib is that Sunday’s queues had something to do with Chief Minister Fabian Picardo’s appearance on Spanish television the night before. Mr Picardo had been invited by Telecinco to participate in a debate to explain Gibraltar’s crackdown on Spanish fishing vessels in its water but the programme did little more than highlight just how little the Spanish know about the Rock and how the Spanish press goes out of its way to misrepresent anything to

do with Gibraltar. The Spanish daily La Razon had Gibraltar on a war footing last week, showing a helicopter allegedly monitoring the Spanish fishing boats when in fact the photo was of a helicopter crew practising in Hampshire for the Queen's Diamond Jubilee celebrations last weekend. Other Spanish newspapers claimed that the Royal Navy was being sent in to keep the Spanish boats away. After a period of relatively peaceful relations under the Socialist government, the current Partido Popular government is taking a much harder line on anything to do with Gibraltar, as the events of

the last week show. Last Wednesday, the Interior Ministry said it was prepared to send Guardia Civil escorts out with fishing vessels in the disputed waters, which it claimed were not ceded to Britain with Gibraltar and Menorca as part of the 1713 Treaty of Utrecht. Agriculture Minister Miguel Arias Cañete said on Thursday that the escorts had gone into action and as

a result the Spanish fleet was able to fish “in complete normality”. However, El Pais newspaper reported that it had not been able to confirm that the Guardia had been deployed on Wednesday night. On Thursday, the mayor of Algeciras and Partido Popular MP Juan Ignacio Landaluce, said that “patience has its limits.” Continued on Page 2

A few weeks ago I wrote on the Community news pages about The Original English Tea Rooms up in Mijas Pueblo, telling you how nice the food is (and with prices that won’t break the bank!) but I apparently failed to tell you where they are. Well, they are just up the hill from where you’d find the donkeys, if you look from there you’ll see a tower on your left and what looks like a staircase running up to its top. Don’t worry, you don’t have to climb the stairs, they’re just along the road from there, past the miniature museum, on Avenida del Compas, through a little archway into their Andalucian patio where you can keep cool in all this heat. Many of you will remember my diet from last year and I do have to go on another one before I start looking like a blimp again but, in the meantime I have to report that I have sampled a delicious chocolate cake (it was a huge piece and lasted all of three minutes the week before last) then last Wednesday I just had to sample Rose’s lemon cake. Ah well, there’s goes the extra pounds on the hips but they both were absolutely yummy!! There’s another Tea Dance on at La Trocha today – bit late notice but, if you’ve got time pop along and enjoy. For those of you who fancy something different, The Tamisa Golf Hotel are running a five-day diving course that should prove to be quite fun and it’s always good to learn a new skill – you never know when you might need it!

about long queues He said “a solution has been sought but they have not given an inch. Who is acting irresponsibly – those who are trying to protect what is theirs (meaning Spain) or those who are making the situation tenser?” The problem dates back to last March, when negotiations between fishermen’s guilds in La Línea and Algeciras and Gibraltar broke down after the latter annulled a 1999 agreement allowing the fleets to fish up to half a nautical mile from The Rock. The heightening of tension came a day after the Royal

Household announced, on government advice, that Queen Sofía would not be attending a gathering of world monarchies at Windsor Castle and Buckingham Palace in honour of Queen Elizabeth II’s Diamond Jubilee. One newspaper revealed that the Queen had been looking forward to the visit and only backed out because she was ordered to. Foreign Minister José Manuel García-Margallo said on Thursday the decision was taken to avoid a potentially uncomfortable situation for the Queen. “What would have happened if there had been an incident (with the fishing boats) during the

Queen’s stay in London?” he said at a press conference on Thursday.

Alcalá de Henares will become the first city in Spain to collect the IBI from the Catholic Church for the properties it owns within its jurisdiction. The City Council approved the measure on May 15th, with votes in favour from the Socialists, United Left-Greens coalition, UPyD and the Popular Party (PP).

The Spanish government had already expressed its displeasure with Prince Edward’s scheduled visit to Gibraltar next month, but the European Monarchic Association came out in support of the visit, saying monarchs have the “obligation” to honour invitations from others. Pedro Schwenzer, the association’s president, said trying to prevent British Royals from visiting their subjects was “ridiculous”.

Since then, the Madrid Socialist Party (PSM) in Móstoles, south of the capital, has announced it will propose a similar measure in the near future. However, the regulation is expected to be challenged in court.

Fortunately the “war” is being confined to words – at the moment.

Under agreements signed between the Vatican and Spain during the

transition to democracy after the death of Franco, the Spanish government agreed not to collect IBI or other taxes on Church property. On Monday, Archbishop of Madrid Antonio María Rouco Varela said that the Church would only pay IBI if the current law is amended. But he warned that certain Catholic organizations, such as the Cáritas charity, could be affected.

Indiscriminate stopping of immigrants banned The Interior Ministry has issued an internal memo to the police aimed at preventing the indiscriminate stopping of people suspected of being illegal migrants. The memo does not mention any specific allegations made in the past by NGOs, which claim the police are illegally stopping people at bus stops and Metro stations because they appear to be foreign-born, but tells police officers “to avoid any

practice that entails unjust restriction of rights and liberties of migrants”. The NGOs have been filing complaints with the Interior Ministry for years, accusing police of stopping people because of the way they dressed or because of the colour of their skin. Interior ministry officials have always denied the allegations.

they do not have their identification papers with them, and also advises against large police raids in

certain areas of cities where immigrants are known to live or gather. A ministry spokesman said the aim

was “to put down in writing” certain criteria in order “to avoid any misinterpretations” of the law.

The memo also instructs police officers not to take immigrants to police stations simply because

Chancellor Angela Merkel isn’t monolithic – Britain, Italy and Poland are wary of relaxing fiscal austerity, France wants Keynesian spending and Spain wants the ECB to take action as well as a slower fiscal squeeze. But their common aim is to end the contractionary policy mix that is delaying Europe's recovery and tipping the Mediterranean countries into a 1930s-style nightmare of debt and deflation.

Repsol strikes back

asTurIas Repsol last week cancelled a contract to provide liquefied natural gas (LNG) to Argentina, just weeks after the Argentine government seized control of Repsol subsidiary YPF. A company spokesman said the state-run Argentine energy firm Enarsa "has made a series of violations" and "is not respecting its terms".

Currently Argentina relies on LNG imports to meet 20-30% of domestic natural gas consumption. Repsol was due to provide 10 of the 80 cargo shipments planned to meet peak demand between June and September. Argentina's planning ministry said those cargoes had already been replaced by other providers

Gigantic mushroom found a mushroom weighing more than six kilos was found by two men near Teverga, who at first mistook it for a rubber buoy from a nearby reservoir.

"because we knew they would fail to comply, in the same way they did during all the years they controlled YPF," but reports in the

Argentine press have warned readers there will be a shortfall this year and that they should expect higher gas prices.

However, it turned out to be a mushroom belonging to the lycoperdon Perlatum variety – known locally as wolf’s fart. Its finders want to preserve it and put it on show but the local bars want to divide it up and are already thinking of exotic ways of serving it in a variety of tapas. barcelona

Anti-tax not anti-toll movement

Joint Spanish-Scottish energy project goes ahead A joint project between Spanish giant Iberdrola and Scottish Power to harness underwater tidal energy has completed its initial test phase off the coast of the Orkney island of Eday. A spokesman for Scottish Power Renewables said it was a perfect area "because the currents are very strong, the islands are close together and the

depth is very good: around 45 metres." A turbine is already providing electricity to homes and businesses on Eday and the Scottish government has given the go-ahead to install 10 similar turbines further southeast between the islands of Islay and Jura that would be capable of powering 5,000 homes. Considered the biggest project of its kind in the

When news about the “I don’t want to pay” (no quiero pagar) movement hit the headlines a few days ago, people assumed it was a group of angry motorists in catalonia fed up with paying toll charges. However, it’s being promoted by two catalan separatist parties who object to paying taxes to the government in Madrid. The hard-up regional government quickly stepped in, levying fines of €100 on those who refuse to pay – which goes straight into the regional coffers.

DAVID’S world, it will be an acid test for gauging the efficiency of wave energy. An Iberdrola spokesman said the advantage of underwater tidal energy over wind power is its predictability: “You don't know when the

wind will blow nor at what speed, but you know when and how big the tides are, which allows you to optimize the design and adapt it to the area where it will be installed."

'Monster of Riga' jailed

The UN Security Council has condemned "in the strongest terms" the suicide bombing in the Yemeni capital Sanaa that killed more than 90 soldiers.

a latvian-born Dutch paedophile, dubbed "The Monster of riga" by the national press, has been sentenced to 18 years in prison for abusing more than 60 children, some just a few months old. Identified only as robert M, he was arrested after a US investigation into an international paedophile ring. The case deeply shocked the netherlands when M was arrested at the end of 2010. his husband, richard O, was sentenced to six years in prison for "facilitating" the committal of the crimes.

The blast on Monday tore through ranks of soldiers rehearsing for a military parade to celebrate Yemen's National Unity Day on Tuesday.

Defence ministry officials say 222 people were injured. Witnesses said the suicide bomber had been dressed in

Italy assesses earthquake damage, as bomb victim is buried Italians are assessing the damage caused by a 6.0 magnitude earthquake to one of their most historic regions on Monday, in which seven people died. The quake struck at 0405 local time (0205 GMT) north of Bologna and between the towns of Finale Emilia, San Felice sul Panaro and Sermide. The three provinces of Modena, Ferrara and Bologna were affected. Four of those who died were night-shift workers whose factories collapsed. Two of the other victims were women who had both died of shock, the authorities said. Dozens more were injured and some 5,000 people have fled their homes. Rescue efforts were hampered by wet and windy conditions. As well as the human cost, the region of Emilio Romagna has lost centuries of history. The roof collapsed at a 16th century chapel in San Carlo, wiping out eight years of restoration work. The 14th century La Rocca castle at San Felice sul Panaro was in ruins. It was the town's biggest tourist

attraction. San Felice's three main churches were also reduced to rubble. Culture Minister Lorenzo Ornaghi says it is too early to give a full assessment of the damage from the quake but a list of heritage sites affected is being drawn up. Farmers have suffered big losses because of damage to 300,000 Parmesan and Gran Padano cheeses, at a cost of hundreds of millions of euros. Prime Minister Mario Monti cut short his visit to the NATO summit in Chicago to visit the region late on Monday.

Man detained in bomb case Earlier on Monday, PM Mario Monti had also joined thousands of people paying their last respects to bomb victim Melissa Bassi, as police detained a man for questioning. The 16-

year-old was in a group caught up in the blast outside a school on Saturday. Five others were wounded. After CCTV footage showed a man detonating the explosion, the police centred their investigation on a man who had recently disappeared. After searching his home they took his brother in for questioning, but the authorities would not be drawn on the significance of the arrest, saying he was being questioned "to see if he has an alibi". Chief prosecutor Marco Dinapoli said on Sunday that the bombing, involving three gas canisters, was "most probably an isolated act". Justice Minister Paola Severino said nothing was being ruled out. Mafia links to the crime are also being investigated. An organised crime group active in the region, Sacra Corona Unita (United Sacred Crown), has condemned the attack.

The Judge presiding over the trial said the case was so emotionally charged that he has postponed sentencing until next week rejecting the defendants’ lawyers pleas to save them jail terms and they were remanded in custody until sentencing next Monday.

Commander Sarah West, 40, has become the first female to take up the post of commander of a Royal Navy warship – a type 23 frigate, HMS Portland in Rosyth, Fife, Scotland that is undergoing a refit and, on completion will undergo a series of trials before returning to its base in Devonport towards the end of this year. Commander West said of her appointment on Monday: “Taking command of HMS Portland is definitely the highlight of my 16 years in the RN so far. It is a challenge that I am fully trained for and ready to undertake.” Recently another woman, Commander Sue Moore, 43, became the first

She explained that she had witnessed the murder but had lived in the home “under great strain and with divided loyalties” ever since. Fertility help It has been announced that under controversial new proposals gay couples could be allowed fertility treatment on the NHS even if they do not have a diagnosed fertility problem according to an NHS watchdog. Parents shopped by daughter Iftikhar, 52, and Farzana Ahmed, 49, have denied killing their 17-year-old daughter Shafilea Ahmed – whose decomposed remains were discovered in Cumbria in February 2004 – because she had become too westernized and was bringing shame on the family by refusing to agree to an arranged marriage. Prosecutor Andrew Edis QC told the court that they had tried for a year to bully her into agreeing to the marriage but, when it became clear that she wasn’t going to comply, they killed her. Young people in the UK are being found to be suffering from “screen addiction” with an average of five computer and TV screens per household and children are sitting in front of computers and games for six hours a day with parents finding it very hard to limit their children’s time on these machines. They are becoming unable to communicate with friends and family in the normal face-to-face way and psychiatrists are being employed to try to get them away from the addiction.

Trial starts Two men have gone on trial in Mauritius accused of the murder of Irish honeymooner Michaela Mcareavey at the Legends Hotel last January. The 27-year-old teacher had momentarily left her new husband beside the pool of the five-star Legends Hotel to fetch some biscuits for a cup of tea. It was assumed that she interrupted a burglary and was strangled. Forensic evidence, including skin found under the fingernails of Michaela plus other forensic evidence is expected to be used and the trial is set to take around three weeks. Michaela Mcareavey, was the daughter of Mickey Harte, Tyrone gaelic football manager. The two defendants avinash Treebhoowoon and Sandip Moneea were led into the dock of court as almost 200 people crammed into every available space inside. Scores stood at the back. They pleaded not guilty in front of the judge before the jury had even been sworn in. The jury selection process in the packed Court 5 of the Mauritian Supreme Court took just over an hour. Jurors then retired to select a foreman. ENgLaNd

Drug gang runs out of luck

Housing Royal couple stocks visit workshop down

A group of Moroccan drug smugglers, who held santeria ceremonies (called sihar in Morocco) before each run to bring them good luck, ran out of luck at the weekend when 21 members of the gang were arrested by the Guardia Civil’s organised crime unit at premises between Estepona and Algeciras. The Guardia picked up the smugglers’

The good news is that the stock of unsold new housing has dropped more quickly in Malaga than in the rest of Andalucia, from 36,000 units in 2009 to less than 15,000 today. But the bad news, according to the Business Practices Institute (IPE), is that the remaining units will be very difficult to sell. IPE general director Jose Antonio Perez said that “to sell the remaining stock in the shortest time possible it is absolutely necessary to regain the trust of buyers in Britain, Germany and Scandinavia who are still wary of the legality of housing on offer” in Spain. He said construction had dropped to 10 per cent of what it was before the building boom collapsed and showed no signs of recovering.

trail in Almeria some months ago and described their network as “one of the most active” in the Costa del Sol, Almeria and the Campo de Gibraltar area. The network was organised in independent cells so that if one group fell, the others could carry on business as usual. The other cells also looked

after the families of the men detained. Those arrested recently included Spaniards, Rumanians, Algerians and Frenchmen as well as Moroccans. The Guardia seized 2,815 kilos of hashish and property valued at €6 million, including 17 cars, a lorry and a speedboat.

Councils get loans to pay suppliers Mijas, Rincon de la Victoria, Torrox and Alora town councils have signed banking credits for a total of €54.8 million to pay suppliers in compliance with an order from the central government in Madrid. Between them they held more than 8,000

invoices from small and large companies and self-employed professionals dating back several years. The central government ordered all local councils to start paying suppliers in June this year as a way of

getting money circulating and helping local businesses to keep open. Velez-Malaga and Benalmadena town councils signed similar credits a few days earlier.

consumers dread the rise in IVA slated for next year. The actual size of the rise has not been announced but the BBVA calculates that it will rise to 20 %. Enrique Gil, the president of Malaga’s Trade Federation (Fecoma) said he agreed with most of the

government’s austerity measures and reforms “but the politicians always resort to the easiest way out – that is, raising taxes.” He said the rise in IVA would tip many struggling businesses of the edge as consumers tightened their belts even more because of the rise in the tax.

Former judge avoids jail time The regional High Court ruled last week that former Marbella judge Francisco Javier de Urquía, who was sentenced to two years for accepting a €60,000-euro bribe to drop a moneylaundering case in 2007, does not have to go to jail. In February, the High Court confirmed the sentence against Urquía but he asked to remain free, under article 81 of the Penal Code, by which defendants who are sentenced to two years or less and do not have prior criminal records can obtain a jail waiver if they have paid their fines. Urquía, who has been barred from the legal profession for 17 years, has paid the €69,000 fine the Marbella court handed down to him in full.

Briton held on kidnap charges A Briton was arrested in Alhaurin el Grande for allegedly holding his exwife and their two children at gun point to prevent them returning to the UK. His wife had left him in January but returned earlier this month for a fiveday visit so he could see his children. She came with her sister, who was allowed to leave, enabling her to report the case to the British police on May 9th. They in turn warned the Spanish police who located the woman and the children being held under lock and key in a house on an urbanisation in Alhaurin. The man was living under a false name, having fled the UK with his wife two years ago while enjoying a weekend jail pass. The local police found two pistols in the house where the family were being held. The man has an international warrant out for his arrest in relation to a crime he committed in 1993.

The decision, to be made official this week, will still have to be confirmed by the Marbella court that imposed the original jail sentence. Urquía, the son of a former Alicante judge, was found guilty of bribery and dereliction of duty in the so-called Hidalgo case, a money-laundering scheme involving an international ring that operated out of Marbella. He shelved the case against the defendants – one of whom was a close friend – in May 2007 after

Fines help fill coffers Since the beginning of March, just under €1 million in fines has entered the town hall’s coffers, a council spokesman said last week. He said more 2,000 fines had been issued in that period – 816 of them for traffic violations, 85 street vendors had paid fines up to €3,000 and there were 78 cases of unauthorised advertising, with fines of €300. The spokesman added that the local Police and the Tax Office were being reorganised to make them more efficient at issuing and collecting fines.

Memo from

Voice Madrid Muriel Pilkington

Martin Delfín Writes for the English language version of

Feet of clay

I

t’s been an unhappy week for many people who’ve had to watch their cherished beliefs being blown sky high in one scandal or another. On the political front, we have the scandal in Casares, where the former United Left (Izquierda Unida, IU) mayor seems to have been playing ball with the Russian mafia in the building of a superluxurious urbanisation, the aptly named Majestic. Juan Sanchez first became mayor of Casares in 1979. I’ve googled and googled but I can’t find out what party he belonged to at the time, although he was later re-elected on the IU ticket. However, the Communistdominated United Left was not founded until 1985, which inclines me to think that Sanchez was a Communist when first elected but like most of the other IU members prefers not to mention the “C” word.

S

o his involvement with the Russians makes sense, because in 1979 the Berlin Wall was still standing and the Communist regime in the USSR looked as if it would last for ever. Anyone who’s ever talked to any of these old Communists knows just how much they worship everything Russian – including the mafia who took over from the Communist thugs, making a packet while they were at it. Hopefully the Casares case will knock some of the smugness out of the holier-than-thou IU, always so quick to point the finger at corruption in the PP and the Socialist Party. Well, darlings, join the club.

T

he other disturbing development is the increasing number of articles in the Spanish and international press about the Royal marriage, with Queen Sofia emerging as a long-suffering saint. The trouble started with the King’s Botswana trip to shoot elephants, which upset a lot of people, but what upset them more was that he was accompanied by a glamorous blonde German princess. Corinna zu Sayn-Wittgenstein, 46, is on the cover of this month's Spanish edition of Vanity Fair magazine, described as "the King’s mysterious friend ".

A

pparently the magazine has been flying off the shelves all over Spain. It turns out that Miss zu Sayn-Wittgenstein worked for the prestigious London-based hunting company Boss & Co, and has organised adventures in Mozambique, a shooting

Judicial breach party at Blenheim Palace, and visits to Saudi Arabia for the King, which fits in with the official story that she has been nothing more than an adviser. But a lot of Spaniards are not prepared to swallow that. It’s a widely accepted belief that the King was a bit of a lad with the girls, even after he married Sofia, but it was done very discreetly and the Spanish press played along, as did the Spanish public.

B

ut now we have his son-in-law involved in a multi-million-euro scandal in the Balearic Islands, which will rub off the King, whether he knew the full facts of the case or not. Then the Royal couple announced they wouldn’t be celebrating their 50th wedding anniversary in public or in private and then they stopped the Queen from attending last Friday’s Jubilee banquet at Windsor Castle – an eagerly anticipated family gathering that she had apparently been looking forward to very much. The Spaniards will get over all that, the big question now is will they forget the “glamorous German” who has apparently fled to Morocco.

T

he King is keeping his head down, using his recent hip operation as an excuse to foist most of his public duties onto Crown Prince Felipe, who will get his first taste of a vicious nationalist football crowd at the King’s Cup final tonight (Tuesday) between Barcelona and Bilbao, to be played in Madrid. The nationalist parties have asked the fans to turn the occasion into a demand for “national” teams for Catalonia, the Basque Country and Galicia – Barcelona insists that Spain wouldn’t have won the World Cup without its players and that the cup rightfully belongs to Catalonia. I don’t know what’s going to happen, except that Madrid premier Esperanza Aguirre has said any fans trying to turn the event into a protest for independence will end up in jail pdq.

N

o doubt the prince will be subjected to whistling and booing as the fans try to drown out the national anthem which is what they did a couple of years ago at the Cup final in Valencia attended by the King and Queen. So I hope Esperanza lives up to her reputation as the “Iron lady”, suspends the match, clears out the fans and then lets the two teams carry on. The Prince won’t like that, but in Madrid, Esperanza rules.

W

hen I was young, I was taught that court judges were the most upright citizens of our community. They had to be extraordinary people who could set examples of what was expected from the rest of us; they were one of our best role models. I guess I always believed this because one of my father’s best childhood friends, a local district judge, was an incredible human being. After returning from World War II – his face permanently scarred by a grenade – Mike Machado got his law degree through the US GI bill. He went on to become one of the city’s most important judges – a war veteran, a native son without a blemish on his impeccable bench record.

J

udge Machado came to mind over the past few weeks after one of the biggest judiciary scandals in recent times broke earlier this month reflecting an outright abuse of position, something that would have never crossed his mind to do. It all came to light when a member of the General Council of the Judiciary (CGPJ), Spain’s legal watchdog, filed a complaint against Supreme Court Chief Justice Carlos Dívar for taking 20 long weekend jaunts to Puerto Banús during a period of nearly four years with a companion – all paid for with public funds through the judiciary’s coffers. Chief Justice Dívar billed €18,654 for his four-day excursions in which he slept and dined at first-class places such as Marbella Club Golf Resort & Spa, Puente Romano and other spots. Making these luxurious and questionable expenditures even more scandalous is the fact that Dívar had a battery of vehicles and bodyguards dispatched to Marbella for his own use – a waste of money during lean times.

I

t is not entirely clear what the chief justice was doing on these extended weekend trips other than enjoying the comfort and the company he was keeping. Dívar, who was appointed by Prime Minister José Luis Rodríguez Zapatero in 2008, claimed in a radio interview that he paid for his personal expenses out of his own pocket and charged to the CGPJ – the body in which he also serves as president – what he was entitled to under the law. The controversy appeared to be a shut-andclosed case after the Attorney General’s Office received the complaint. Many of us at the newspaper believed the 70-year-old Dívar would decide to retire from the bench all together and the issue would just melt away. But unexpected quirks always seem to pop up in the vicissitudes of Spanish politics. On Monday, the prosecutor looking into the case decided to

shelve the inquiry, saying that there was no evidence that Dívar intended to profit by these trips. The prosecutor’s resolution also pointed to an obscure point in the CGPJ rules that allowed Dívar to file for reimbursement without having to state the motive of the trips and, because the council did reimburse him for the excursions, they can be considered official.

T

he secretary general at the CGPJ also refused to certify the trips when the prosecutor asked him to do so, saying that he was not present and had no personal knowledge that Dívar took these jaunts forget the fact that the chief justice turned over his receipts. It gets even murkier. Last Friday, Dívar’s chief of staff Eduardo Menéndez – an official who Dívar lobbied to get him a seat on the Supreme Court last March but couldn’t muster enough votes – sent a letter to the prosecutor to remind him that many of these trips are confidential under law and details cannot be made public. What is so secret about a chief justice spending a few nights at the Marbella Club Golf and dining with an unknown companion? Forget ethics. This entire mess is just one more example of how the nation’s top judicial officers can fashion the rules to later suit their own needs.

B

ut this sort of scandal isn’t an isolated one on the Iberian peninsula. From Washington comes word that two Republicans in the US Congress have written a letter to the judges that sit on the federal Ninth Circuit Court of Appeals asking them why they are organising a lavish tax-funded judicial conference for August in Maui, Hawaii that "reads more like a vacation than a business trip". The San Francisco-based court, one of the most liberal panels in the nation and which has jurisdiction over nine states including Hawaii, is sponsoring its annual conference for its members, families and lawyers, that includes sport fishing, a golf tournament, yoga, stand-up paddle board lessons, Zumba dance classes, tennis, a day trip to upcountry Maui, a snorkel trip and something called the "Aloha Experience". You can’t litigate well if you don’t know how to paddle board. Last year, more than 700 people attended the conference at the taxpayer’s expense. It seems that many of our judges are not the upright citizens that they should be, unfortunately. But there will always be at least one Mike Machado who will always stand out in a multitudinous group of detestable judges who cannot be expected to uphold the law.

e Olympic torch starts its journey around the UK Plus some things you may not have known about this iconic symbol of the Olympic games to everyone. The Olympic Flame traditionally now stands for peace, unity and friendship. It will be carried on its journey to London by 8,000 truly inspirational Torchbearers.

Where is the Olympic Flame going?

The torch is lit in Greece from the sun's rays at the Temple of Hera in Olympia, in a traditional ceremony among the ruins of the home of the Ancient Games. The 2012 Olympic Flame arrived in the UK last Friday, 18th May, before setting out the next day on a 70-day Olympic Torch Relay, bringing the excitement of the Games

A lot of people in the UK are arguing whether the cost of the relay in the present economic climate

However, one of The News chaps was in Totnes, Devon, on the second day of the Torch Relay as it went through the town and he reports that you can’t argue with the fantastic atmosphere on the streets. The present torch being used in the UK has been dubbed “The Cheesegrater” and you can see why by looking at the photo (left) taken by 14year-old Emmy Burrell as it passed through her town of Totnes. Hundreds of people are travelling from the more rural areas into local towns and lining the route to see the torch going through their area with local shops seeing a huge upturn in sales as people watch the torch then do a bit of

shopping while they’re there.

The first torch Contrary to common belief that seems to be that the Olympic torch was originally used hundreds of years ago when the Games first started in Greece, the original torch bearing was carried out for the first time in 1936 at the behest of Hitler as it went from Athens to Berlin. Goebbels, pictured below, his German Minister of Propaganda at the time came up with the idea. The cauldron inside the Olympic stadium has always been in the hosting

country as the fire is meant to give strength to the

athletes taking part in the games.

Can you help? Calahonda Pet Dog School students and residents of Calahonda Urbanisation got together to discuss the problem of kind hearted people fostering stray dogs off the street and what they could do to help them. In some cases these very people may have one or more dogs of their own and after a while find in financially difficult to feed the newcomer never mind their own dogs. So… they have decided to organise a Charity Fun Dog Show & Fete to be held in the Parque España, Calahonda on Sunday June 24th. All money raised on the day will go to buy dog food for rescued dogs that will be distributed from outside the

Calahonda community office in the weeks after the event, and they are funding it from their own pockets so as all the proceeds from the day can be spent on the dogs. They are looking for local business people to help them make their charity dog show a huge success this year. If you can help with: printing, flyers, posters, advertising, dog tags, prizes for the competitions, raffle and tombola please let them know as soon as possible. If you feel you could help this very worthwhile local charity event then please contact Gary Joynson of the Calahonda Pet Dog School on 951 272 695 or 667 277 180.

UK PENSIONS AND QROPS – e facts! Help! The Government published regulations on 21st March 2012 that changed the QROPS tax rules with effect from 6th April 2012. The regulations can be found at www.legislation.gov.uk/uks i/2012/884/contents/made The changes that have taken place are impacting on how we continue to go about providing our clients with advice on the best course of action to take in regards to any UK-based pension funds. I decided to allow the ‘dust to settle’ as it were, and allow time for experts and advisers to make comment. However, after reading recent opinions in the press, I am certain that more than one of you must now be confused. So allow me to provide you with the ‘facts’ and nothing but the facts… HMRC had two main concerns which led to the changes in legislation in April 2012. 1. 100% commutation (people fully encashing their pension funds). 2. Members avoiding paying tax when taking benefits (people not declaring their pension income in their new country of residence). Only a few changes have been made, but to clarify some of the issues surrounding the current pension rules relating to your UK pension and

QROPS: 1. 70/30 rule (70% income and max of 30% as a pension commencement lump sum). Any pension provider who wishes to be listed with HMRC as a QROPS must abide by these rules (including New Zealand). QROPS can still be established in New Zealand, but ANY pension provider in New Zealand that is listed on the HMRC list must abide by these rules. 2. Member Payment Charge – Any future payment from the overseas scheme which is a type of payment which would not have been authorised from a UK registered scheme will potentially give rise to a member payment charge under Schedule 34 Finance Act 2004 on a resident or recently resident individual. UK tax charges can still apply even after you have transferred your pension to a QROPS. The general rule is that UK tax charges will continue to apply in respect of payments you receive from the QROPS so long as you remain in the UK and for up to five tax years after the tax year in which you leave the UK. Any payments outside of the 70/30 rule will be considered as unauthorised payments and are subject to tax charges (40% unauthorised payment charge plus 15% unauthorised payment surcharge – a total of 55%).

3. Ex pats in Spain – it is important to remember that the 25% pension commencement lump sum (commonly referred to as the 25% tax free lump sum) available to you as a UK tax resident, is NOT tax free if you are resident in Spain. The lump sum from a UK pension is taxed as follows: Lump sum minus 40%, the remaining 60% is taxed as income for that year in Spain. 4. UK pensions and the requirement to buy an annuity – The rules surrounding income drawdown in the UK changed with effect from 6th April 2011 and the following information is based on the new rules. Income drawdown allows you to keep your fund invested and not buy an annuity. You can have your pension commencement lump sum (maximum of 25% of the fund) and from the remaining fund you can take an income if you require to a maximum of the Government Actuaries Department (GAD) rates. On 9th December 2010 the Treasury announced a new retirement framework that saw the arrival of Capped and Flexible drawdown, replacing the previous USP (unsecured pension) and ASP (alternatively secured pension) both more commonly known as

income drawdown. So you are no longer forced into an annuity purchase. DAVID THE DOGMAN Are dogs to blame? part 2 Breed characteristics A study performed by the American Veterinary Medical Association, the CDC, and the Humane Society of the United States, analysed dog bite statistics from the last 20 years and found that the statistics do not show that any breeds are inherently more dangerous than others. The study showed that the most popular large breed dogs at any one time were consistently on the list of breeds that bit fatally. There were a high number of fatal bites from Dobermans in the 1970s, for example,

because Dobermans were very popular at that time and there were more Dobermans around, and because Dobermans ‘size makes their bites more dangerous. The number of fatal bites from pit bulls rose in the 1980s for the same reason, and the number of bites from Rottweillers in the 1990s. The study also noted that there are no reliable statistics for nonfatal dog bites, so there is no way to know how often smaller breeds are biting. RIA Is a female Labrador. Born January 2008, this girl longs for a home where she can enjoy offlead romps in the park and a nice game of tugo-war. She's a portly girl, loves her grub, but there’s no doubt that two 20-minute walks a day (which of course she can't get in the kennels) and a well managed diet would have her slim and trim in no time. It is heartbreaking to see a dog like Ria in the kennels week after week, when she would be the makings of a happy family somewhere else. Will you be the one to take this beautiful family dog to her dream home?

COCO

Is a female German Shepherd Cross, born approximately September 2011. She is a soft-natured girl but a bit too boisterous for toddlers!! So she would be fine with older children. Coco is house trained, sits and gives paw and will stay if commanded but not for long! She also loves the pool.

e News Help Desk who and what is it for? Well, maybe you’ve just arrived in Spain and don’t know the systems or what you need to get done to make yourself legal here or, maybe, you’ve been here for years but have found the routes through all the bureaucracy impossible to work through so you ignore what you really do need to do and hope there’ll be no consequences. Sounds familiar? We’ve all received letters from the electric and telephone companies that we don’t understand. Then there are the ones from the council or the tax or IVA people. They’re, of course, in Spanish but they look like you’re in trouble about something and you have absolutely no idea what it is so. So what do you do? We all react in one of three ways: 1. We know someone who speaks enough Spanish to try and translate it for us. Now you know what it says but do you know what you have to do about it? 2. We take it to a lawyer that will cost us a fortune to find out what it’s about. 3. We put it in a drawer and hope it will go away! The problem with two of the above is that you are still stressed out about it all and, no, it isn’t going to go away and now, maybe, you really are in trouble! It’s simply the same as in the UK. If you know the systems and speak the language there’s rarely a problem if things are dealt with properly. For instance, if you got a letter from BT, you’d phone them and sort it. Here, it’s in Spanish, they don’t speak English apart from if you hang on for around half an hour waiting for the person they say speaks English and then – guess what? – they don’t understand what you’re on about. We all know it’s a pain but we have chosen to live here and this is what we have to put up with if we’re not fluent in the language. On the other hand, even if you’ve done all the language courses available and are pretty fluent, do you know who to go and speak to and which hoops you have to jump through or work round to get to the right people who can sort it all out. Now, that’s where we come in. We have over 45 years experience in dealing with everything from Telefonica to Sevillana Endesa to the water people, from importing cars from abroad and re-registering them to checking that there’s no charges outstanding against them before you even buy them. We can help you with translations to do with hospitals, town halls, police etc., and we can even help you with getting your kids into school. Want to make sure your house is legal and if not, make it so? Come to us. Want to purchase a property and make sure there are no outstanding bills on it? Come to us. We can help you with practically anything you can think of and, if we can’t, we can refer you to a trustworthy expert in whatever field you need that can. So, when it looks like there’s no light at the end of the tunnel, come to us and we’ll turn the torch on for you! Call The News Help Desk: Duncan Burrell 607 590 977, Abigail Tyler on 654 854 896 or 952 454 491 at The News Help Desk Office for an appointment. The help desk is at the offices of The News, 1st Floor, Local 6, Sierra Chica, Coin. We’re opposite the La Trocha Commercial Centre on the Coin to Cartama Road (A355 km1)

eople who know and enjoy good Thai food will appreciate this

excellent little restaurant on Los Boliches seafront. The food is stylishly presented,

fter leaving Thailand, Sampong worked for seven years as a chef in two top hotels in Madrid and then for three years in similar good quality Marbella restaurants before venturing out on his own. Accompanied by his equally well trained and charming wife Chom who takes care of front of house, they have created this fine Thai Restaurant.

F

reshness, presentation and service is everything at Sawasdee. Sampong brings his own creative style to each dish and is rightly proud of his presentation and flair, whether it is the distinctive, Tom Yam Koong Soup or a Shredded Beef Salad, a tasty traditional Thai Green Curry or a delicious Chicken Kapraw each dish is a treat. The rich Thai menu is varied and the card neatly labelled with little chilli symbols indicating the spiciness, with zero chillies for mild and savoury, three chillies for hot and fiery. There are fish and vegetarian options using Dorada (Bream), Tofu and fresh seasonal vegetables, accompanied by a good range of suitable beers, wines and beverages with of, course, temptingly delicious desserts.

H

ouse specialities include Thai and Japanese Sushi – as good Sushi really must be freshly prepared, this is by prior order only. Sampong's Sushi art-work in both the Maki and Nigiri style is just as colourful and impressive as all his other food, furthermore the stylish Sushi dishes can be ordered as a special home takeaway and make for a really excellent centre piece at parties.

With subtle Thai background music and traditional decoration it is definitely worth a visit, for lunch or evening dinner – Sawasdee is ideal for a memorable meal just to savour the splendid taste of Thailand.

Director: Barry Sonnenfeld Starring: Will Smith, Tommy Lee Jones, Josh Brolin It’s been ten years since the release of Men In Black II, the less than stellar sequel to the wildly popular first movie, noted for its great aliens and smart gags. In the past decade there have been plenty of superheroes around to save the planet from extinction, so no urgent need for the men in black to break out the Ray-Bans and sharp suits for a third outing. But here they are, and critics have been mildly surprised to

record that the movie is actually pretty entertaining. Which is almost against all the odds, as shooting started without a completed script and the actors were being handed their dialogue minutes before the cameras rolled. Still, the alien baddy is pretty cool and Josh Brolin steals the show as the younger version of Agent K. The extra-terrestrial serial killer Boris is seeking revenge on K (Tommy Lee

Jones) whose actions have caused the extinction of Boris’ species. So when Boris escapes from his high security jail he goes back in time to kill the operative, and change the timeline so he can wreak havoc unhindered. Agent J (Smith) follows him back in history and meets up with his laconic partner K as a young man (Brolin is spot on with every nuance of Tommy

Lee Jones’ character) and the two have to team up to save K’s life, and, of course, to save the future of mankind. As sequels go it’s definitely a lot better than MIB II, so worth a popcorn punt.

Journey 2: e Mysterious Island Release Date: May 28th, 2012

Release date: May 28th, 2012 Director: Josh Trank Starring: Dane DeHaan, Alex Russell & Michael B. Jordan

If you should come upon a glowing, possibly extraterrestrial object buried in a hole, go ahead and touch the thing – you might just get superpowers. Or so it goes for the three high-school buddies in Chronicle, an inventive excursion into the teenage sci-fi world. Once affected by the power, the guys exercise the joys of telekinesis: shuffling cars around in parking lots, moving objects in grocery stores, that kind of thing. Oh yeah – they can fly, too: and here director Josh Trank takes wing, in the movie's giddiest sequence, as the trio zips around the clouds in a glorious wish-

Director: Brad Peyton Starring: Josh Hutcherson, Dwayne Johnson & Michael Caine

The new family adventure "Journey 2: The Mysterious Island" begins when seventeen-year-old Sean Anderson (Josh Hutcherson) receives a coded distress signal from a mysterious island where no island should exist.

fulfillment. It goes without saying that there will be a shadow side to this gift, and that's where Chronicle, for all its early cleverness, begins to stumble.

Unable to stop him from tracking the signal to its source, Sean's new stepfather, Hank (Dwayne Johnson), joins the quest that will take them first to the South Pacific, and then to a place few people have ever seen. Or lived to tell about. It's a place of stunning beauty, strange and threatening life forms, volcanoes, mountains of gold and more than one

astonishing secret. They set out to find the island, rescue its lone human inhabitant and escape before seismic shockwaves force the island underwater and bury its treasures forever, in this follow-up to the 2008 worldwide hit "Journey to the Center of the Earth."

ome rule-abiding action movies are: “Die Hard” (1, 2 or 3 – avoid 4, it was a bit of a let down), “Desperado”, “Indiana Jones” (except “Crystal Skull”), “Big Trouble in Little China”, “Bad Boys”, the “Lethal Weapon” series, etc. The general rules for action films are the following: the special effects must not overtake the movie, there must be some humour and – most importantly – it should be no longer than 120 minutes. owever, these days, H people do not pay attention to these rules and end up making awful, mind-numbing drool, that is painful to watch with some lame story that totally loses its point, because it has been eaten up by the special effects. A perfect example of this is “The Matrix”. Now I liked “The Matrix”, I understood the story and the effects were great. Unfortunately when the sequel was released the effects took over and the story was lost. I became so lost in the second part that by the time “Revolutions” came out, I really didn´t care what happened to any of the characters. And it´s a shame, because there was a really good story and it could have even been a classic – until it got annihilated. ohn Woo´s 1996 “Broken JlittleArrow” was a pretty good action flick. John

Travolta was in top form and was brilliant as the bad guy, my only complaint with “Broken Arrow” was that the last piece of cheesy dialogue ruined the whole movie for me. erhaps “Scott Pilgrim vs P the World” isn´t everyone´s cup of tea, but personally I thought it was a super action / comedy. The soundtrack was amazing, the effects worked perfectly with the comic book action in the story, not to mention Kieran Culkin stealing the movie. Absolutely brilliant, and not to be missed. ne of the things that O bugs me the most about over-the-top action movies is the explosions. Now, I am not one of those “save the planet” hippy people, however, I fail to understand why it is necessary to blow up cars and pollute the atmosphere for the sake of a movie. If technology is that brilliant now, why don´t they make CGI explosions, help the planet a bit and see if we can make it last a bit longer.

he point I am trying to Teffects make here is that special are like make-up, they should be used to enhance certain bits of the movie, not drown the storyline, like “Matrix Reloaded” which was the equivalent of a drag queen!

Make the most of broad beans during their short season with this quick but sophisticated fish dish. This week’s recipe comes from Ian Wooldridge, Head Chef at Kimbridge Farm, near Romsey.

...you don’t have to be a chef!

Something you initiated, perhaps a creative endeavour or a writing project may be brought back to life for you to re-explore and re-energise. You are about to recover some creative capacity within that you thought had disappeared so pour your heart into what excites you the most. A piece of good news allows you to look on the bright side and place a spring into your step. Others will sense your happiness and want to get close and personal with you.

• 400 grams of podded broad beans (weight with pods approx 1.6Kg) • A little salt • 125 grams of pancetta, cut into strips • 200 grams of crème fraiche • Half a 25 gram packet of fresh dill • Salt & freshly milled black pepper • Olive oil • 4 cod fillets, skin-on, 125 grams each • 40 grams of salted butter

• Large handful of parsley, finely chopped

Directions Firstly, blanch the podded broad beans in a pan of lightly salted boiling water for 2 minutes. Drain and then plunge the beans into cold water. Larger or older (late season) broad beans will now need their membranes peeled off. Next, heat a frying pan and add the pancetta strips. There isn’t a need to add any additional fat or oil. Fry until the fat from the pancetta is rendered and it becomes crisp. Add the blanched broad beans to the pan, constantly stirring until tender. Now stir in the crème fraiche. Discard the thicker stalks from the dill and chop the rest finely, then add to the pan. Season with salt and pepper and set aside. In a separate pan, heat a little olive oil.

Season the cod fillets with salt and pepper and place skin-side down into the pan. Fry for approximately 3 minutes until the skin is crisp. Turn the fillets over and add the butter (10g each) and cook for a further 2 to 3 minutes until they are cooked through, basting them with the butter as you go. The cod is cooked when it breaks easily with a fork. Depending on the size of the pan, you can do this one or more at a time. To serve, share the broad bean mixture between four plates and place the cod skin-side up on top. Sprinkle with freshly chopped parsley. A bowl of buttered new potatoes or sauté potatoes would be a good accompaniment.

Los Chiringuitos As most people who live here or visit on a regular basis will know, a chiringuito is a beach bar which serves food. A few years ago there was much talk about closing them down. However, eventually, the powers that be decided to leave them alone. There is something very enjoyable about a walk on the beach followed by a snack and a drink in a chiringuito. One of the most popular snacks in summer tends to be sardines. Often these are cooked on a skewer over an open fire - sardinas al espeto (espeto being the skewer) Other popular sea-food dishes to be found in most chiringuitos include: Sardinas a la plancha - Grilled sardines Gambas pil-pil - Prawns in a spicy, garlic sauce. Boquerones, which some people translate as anchovies but which are in fact whitebait, come prepared in two different ways. Boquerones fritos are deep fried whole and are deliciously crunchy. Boquerones en vinaigre are filetted and marinated in vinagre and are a refreshing summer snack. Calamares are squid and Calamaritos are baby squid. Very tasty, eaten with alioli - garlic mayonaise. Sopa de pescadillo is a fish soup popular in the Malaga region. Pulpo - octopus is one of those things that people either seem to love or hate. For vegetarians there is always something too. Gazpacho - cold tomato soup is refreshing. Berenjenas al miel - Aubergines(Eggplant) with honey are tasty and filling Patatas bravas - Spicy potatoes go well with the afore-mentioned alioli. ¿Qué aproveche! Enjoy your food! Hasta la próxima Until next time

It contains the same anti-inflammatory enzymes as ibuprofen, without the potential kidney and stomachrelated side effects. lFor memory loss, a quarter cup of sunflower seeds a day. These vitamin E-loaded seeds will protect the neurons in your brain from oxidative stress, which means you keep your memory longer. lFor

can also help slow agerelated macular degeneration, the process by which vision goes from sharp to blurry. lFor muscle wear, an apple a day. Leave the peel on - it's full of ursolic acid, which fuels the production of insulin-like growth factor-1 (IGF1) and insulin, two hormones important in building muscle. lFor erectile dysfunction, one or two cloves of garlic a day, in food. Crushed garlic contains allicin, a compound that can decrease blood pressure and improve blood flow, which may lead to a harder erection. lFor lack of focus, an egg

Eggs are packed with choline, a nutrient that boosts the brain's ability to relay commands to the rest of your body while also maintaining the structure of your brain's cell membranes. lFor ageing skin, an orange a day or six ounces of juice. Vitamin C helps your body make collagen, the protein that keeps skin elastic. lFor depression, one cup of cooked brown rice daily. Carbs help regulate the production of serotonin, a key neurotransmitter in controlling mood and suppressing anxiety. A complex carb like brown rice will give you the best high-carb-low-cal combo. lFor insomnia, four ounces of chicken a day. Tryptophan is often associated with turkey, but chicken contains more of the amino acid that helps the body produce the sleep-friendly hormone melatonin. lFor puffy eyes, one cup of green tea day, after a meal. The puffiness that

Green tea is a diuretic that'll reduce unwanted swelling all over your body. lFor an upset stomach, a peppermint or two after dinner. Peppermint has long been associated with aiding digestion and has also been shown to soothe inflammatory pain in the gastrointestinal tract. Peppermint tea also works. lFor dull hair, a cup of spinach a day. The leaf is loaded with vitamins A and C, which help your body to create sebum, the oil

Scientists at the University of California Los Angeles (UCLA) have bad news for people with a sweet tooth – not only does sugar rot our teeth and make us fat, it may be making us stupid too. But DHA, a chemical found it fish oils, could help reduce the effects. In their study, they used rats to investigate how brain activity responds to sugar. They gave one group of rats a solution of highfructose corn syrup (used in many of our favourite sweet foods) instead of water, for six weeks. They also gave half of the rats omega-3 fatty acid supplements, containing

DHA, renowned for its brain-booting properties. Before they began the programme, the rats were trained for six days on a maze and tested on how well they navigated it. After six weeks on their new diet, the rats were once again tested on their ability to navigate the maze. The difference between the two groups of rats was significant. The DHA-deprived animals were slower, and their brain cells had trouble signalling each other, disrupting the rats' ability to think clearly and recall the route they'd learned six weeks earlier. The researchers also

body for controlling blood sugar, but it may play a different role in the brain, where insulin appears to disturb memory and learning. Their advice: cut down on the sweet stuff and eat more fruit and veg instead.

The ThiRd Of The fOUR Bee Gee BROTheRs finally sUccUmBed TO canceR aT The weeKend

Bee Gee Robin Gibb dies … and all over the world people are tweeting and Facebook posting their thoughts. Robin Gibb, who alongside brother Barry and twin Maurice formed the Supergroup the BeeGees, died on Sunday evening at the age of 62. He had been battling colon and liver cancer and, despite some recent improvements passed away at The London Clinic surrounded by his second wife Dwina and sons Spencer and Robin-John and daughter Melissa. The only surviving brother, Barry had recently been back in the UK seeing him but was in the US when Robin died. The Bee Gee brothers also had a younger brother Andy who died in his thirties in 1988. Twin brother Maurice died in 2003 at the age of 53 and they have a surviving little known older sister, Lesley – they once said they used to listen to music on her record player as children. Robin was also in the Hither Green rail crash that claimed some 50 lives and said at the time that he

believed he would have been one of the victims had he not been travelling in first class. The brothers defined the music of the 70s with their disco pop style, with falsetto harmonies as found on their “Staying Alive”, “Jive Talking” and “Night Fever” but also won fame for ballads such as “How deep is your love?” and achieved sales of over 200 million copies. Robin was just 17 years old when “Massachusetts” hit the number 1 spot in 1967 and 18 when “Gotta Get A Message To You”did the same the following year. The group had 23 number 1s in the US and UK. Robin also carved out a very successful solo career for himself. He was born on the Isle of Man in 1949. The family then moved to Manchester and the brothers started performing in local cinemas. Later they went to live in Australia where the Bee Gees as a group was officially born. In 1963 they

released their first single "The Battle of the Blue and The Grey" but they had left the country before hearing that the song had taken off and was a hit there. There followed a period of the brothers falling out – culminating in Robin’s walking out on the band over a dispute about which song on the double “Odessa” LP should be released as the single. That situation remained for two years. In the 70s, the film “Saturday Night Fever” shot the brothers to even higher fame and the images of John Travolta playing disco king Tony Manera have stayed with a generation of wanna-be Travoltas ever since. The 1987 album “E.S.P.” once again put the brothers at the forefront of the industry with the single “You Win Again”. In February this year, Robin performed onstage at a charity concert. This was the last public performance he was to make but he

recently completed his classical masterpiece entitled “The Titanic Requiem” with his son Robin-John – a lot of the work being carried out from his hospital bed. He was unable to attend the premier concert earlier this year. Fans, fellow musicians and politicians have paid tribute to the musician, and at the Billboard Music Awards in Las Vegas late on Sunday the show stopped for a moment of silence to honour him. In Britain, former Prime Minister Tony Blair called Gibb "a highly intelligent, interested and committed human being. He was a great friend with a wonderful open and fertile mind and a student of history and politics. I will miss him very much. My thoughts and prayers are with Dwina and all the family." The family have asked that their privacy is respected at this very difficult time and funeral arrangements will be announced shortly.

e Olympic torch starts its jouney around the UK Plus some things you may not have known about this iconic symbol of the Olympic games last Friday, 18th May, before setting out the next day on a 70-day Olympic Torch Relay, bringing the excitement of the Games to everyone. The Olympic Flame traditionally now stands for peace, unity and friendship. It will be carried on its journey to London by 8,000 truly inspirational Torchbearers.

Photo taken by Miss Emmy Burrell of Totnes, UK The torch is lit in Greece from the sun's rays at the Temple of Hera in Olympia, in a traditional ceremony among the ruins of the home of the Ancient Games. The 2012 Olympic Flame arrived in the UK

Where is the Olympic Flame going? The Olympic Flame will travel to within an hour of 95 per cent of people in the UK, the Isle of Man, Guernsey and Jersey during the 70-day, 8,000 mile Torch Relay. It will enable

local communities to shine a light on the best their area has to offer. A lot of people in the UK are arguing whether the cost of the relay in the present economic climate – due to the massive amount of security required to make sure it gets to its London destination – is acceptable. However, one of The News chaps was in Totnes, Devon, on the second day of the Torch Relay as it went through the town and he reports that you can’t argue with the fantastic atmosphere on the streets. The present torch being used in the UK has been dubbed “The Cheesegrater” and you can

see why by looking at the photo (left) taken by 14year-old Emmy Burrell as it passed through her town of Totnes. Hundreds of people are travelling from the more rural areas into local towns and lining the route to see the torch going through their area with local shops seeing a huge upturn in sales as people watch the

torch then do a bit of shopping while they’re there.

The first torch Contrary to common belief that seems to be that the Olympic torch was originally used hundreds of years ago when the Games first started in Greece, the original torch bearing was carried out for the first time

in 1936 at the behest of Hitler as it went from Athens to Berlin. Goebbels, his German Minister of Propaganda at the time came up with the idea. The cauldron inside the Olympic stadium has always been in the hosting country as the fire is meant to give strength to the athletes taking part in the games.

Name supplied The new anti-smoking legislation now in effect in Spain, came into effect on Sunday January 2, 2011 and, by 11am on Monday, the consumers’ group FACUA had received 311 complaints from across the country. Andalucía led the list with 86, with Málaga registering as the Spanish province with the most complaints – 61. The 20 minutos website has drawn up a list of the most frequently asked questions for those who are still uncertain about what the ban includes: Where is smoking banned? In spaces accessible to the general public or for communal use, whether they be privately or publically owned. This includes areas in bars, restaurants or airports where smoking was allowed up until now. Where is smoking permitted? by email have the opportunity to leave the facilities to smoke. Who controls smoking in bars and restaurants? The owners and employees of the establishments. They are also responsible for displaying posters clearing informing the public that smoking is not permitted on the premises. Who will be fined if someone smokes where it is not permitted? The person who smokes or, in the case of a juvenile, their parent or legal guardian. Who will get fined if someone smokes in a bar? In that case, the bar owner is also seen as for allowing responsible smoking on the premises, and will also face a fine. A fine may also be imposed if the bar owner has not informed customers that smoking is not permitted. How much are the fines? It depends on the severity of the infraction. The fine for a minor infraction ranges from 30€ to 600€, a serious infraction from 601€ to 10,000€, and a very serious infraction from 10,001€ up to 600,000€. The following points will be taken into account on deciding the fine: the general risk to health; the offender’s financial means; the social repercussion of the infraction; the benefit to the offender brought about by their sanctioned behaviour; and any previous record they may have of failing to comply with this law. How much will I be fined the first time I’m caught? A first infringement of the law will be considered as a minor offence and a fine of 30€ will be imposed. However, reoffending will mean a higher fine as three minor offences will be considered as a serious offence. Who can throw me out of a bar if I smoke? The owner or any of the employees. The police may do so if a smoker refuses an order to leave the premises. Can you smoke at the door to a bar? Yes, as long as the door is physically outside the bar. It is not the case with hospitals however, where smoking is prohibited within 50 metres of the facilities.

Can I report someone who smokes in an area where it is not permitted? Yes, any member of the public can report the offence, just as they can when other laws are infringed. What is the procedure for placing a complaint? The same as for any other situation where a law is not being observed: call the police and specify where the infringement is taking place. Is smoking permitted in public parks? Yes, smoking is allowed in public parks, but not in areas which are used as play areas by children. These areas are understood to be those which are equipped with facilities for children’s play, games or sport, even if they are in the open air. The law does not stipulate a minimum distance in these cases. If I own a bar, can I smoke in my office? No. Smoking in offices, which includes an office in a bar, was banned under the previous smoking law. Can I smoke with children in my car? Yes, the car is considered a private area. The new legislation does not control or ban smoking in a car even if children are travelling in the vehicle. Regional legislation is under preparation in the Basque Country however to ban smoking in cars if children are in the vehicle. Is smoking permitted in any communal spaces? Yes, the ban does not affect private smoking clubs. They must be constituted as a legal body, be non-profit making, and must not include amongst their activities the sale of any goods or supplies. Notices were seen at the entrance to a Marbella restaurant informing customers that, as a private business, it was taking up its rights, and will not be applying the law on the premises. The sign described the anti-smoking legislation, as a ‘smoke screen created by our government to cover up seven years of the massive destruction of Spain’, and apologised to anyone who felt affected by their decision.

Stargazing By Ken Campbell

Twinkle, Twinkle Little Star. Probably one of the most well-known nursery rhymes is Twinkle, twinkle little star, how I wonder what you are.

I

’ve already started singing it to my seven-month-old granddaughter Emily and she smiles and chuckles along to the rhythm.

C

T

he song was written in 1806 by Jane Taylor and the music is by Mozart. The same tune can also be used for the Alphabet song which Emily will also have to learn, but she’s a bit young yet!

B

ut why do the stars twinkle at night? The technical term for a twinkling star is stellar scintillation. Stars, while being very big in size are also a very long way away; so far away that they only ever appear as the tiniest point of light. Even through the largest telescopes stars never appear any bigger than this pinpoint of light. When we look at the stars we are, of course, seeing them through the many layers of our atmosphere. The atmosphere is made up of gases such as oxygen, hydrogen and nitrogen. It also contains water molecules and dust.

A

s the light from the star passes through the various layers, gases and dust because it is such a tiny speck of light it can be disrupted and blocked out for a fraction of a second. This causes it to blink on and off and to appear to dance around slightly and twinkle. When astronomers use very high powered magnification in their telescopes it also magnifies the twinkling effect making the image almost useless. To overcome this, the world’s biggest telescopes are always located very high up on the top of the highest practical mountains where the air is much thinner and much of the clouds are below them.

T

he highest mountains in Hawaii are home to some of the biggest telescopes in the world. Mauna Kea hosts two telescopes – the W.M. Keck observatory – that use mirrors that are 10 metres in diameter to collect the star light. By using a very complicated computerised system they are able to distort the mirrors very slightly to produce a reversed twinkle which cancels out the twinkle from the star so improving the image immensely. But the twinkle effect is still visible, so scientists thought if they could go really high with their telescope then the twinkle would disappear altogether. And so in 1990 the Hubble Space Telescope was launched into space inside a Space Shuttle.

T

he Hubble Space Telescope (named after the Astronomer Edwin Hubble) is a relatively small telescope – it has a mirror 2.4 metres in diameter – but because it is in orbit around the Earth away from distortion from the Earth’s atmosphere it is able to produce incredible images of very distant objects with amazing clarity. The telescope has been able to image objects that would have been impossible to see with groundbased telescopes.

B

ut with all this twinkling going on, it is interesting to note that although stars twinkle in the night sky planets don’t. Now, at first glance a star and a planet look very similar to the naked eye but, as small as they may look, a planet is much closer to Earth and so doesn’t exhibit the same pinpoint image that a star does. A planet produces a tiny disc image instead and the microscopic particles in the atmosphere that cause stars to twinkle are not large enough to cover the whole of the planets disc.

W

ell nearly… If a planet is seen very low down on the horizon then the light from the planet has to pass through a much thicker section of the atmosphere causing it to twinkle. I spotted Venus last week very close to the horizon and it was flashing on and off like a strobe light!

S

o, here’s a little test to see if you can find both Saturn and Mars in the night sky. Both planets are very well placed high in the south of the sky at the moment. Mars is very close and just to the left of the star Regulus in Leo, and Saturn is slightly above the star Spica in Virgo, can you tell a star from a planet?

Garage space in NYC a needy luxury!! The developer of a luxury condo building in New York City's Greenwich Village has listed a parking spot for $1 million. The 12-foot-by-23-foot parking space is an extravagant first, even in a city known for sky-high real estate prices. The New York Post points out that a driver would have to rack up a $115 illegal parking tickets every day for 24 years before reaching the cost of this luxury garage.

Ellesmere Port wins next generation Astra Vauxhall have confirmed that production of its nextgeneration Astra compact car will be built at the company’s manufacturing plant at Ellesmere Port in Cheshire. Ellesmere Port will be the lead plant of only two in Europe building the new model. The decision follows the conclusion of a groundbreaking new labour agreement which was approved by the Vauxhall workforce. The agreement comes into force in 2013 and runs through the life of the next-generation Astra, into the early 2020s. As part of the agreement, the plant will

implement a number of creative operating solutions to improve flexibility and reduce fixed costs and hence significantly improve its competitiveness. As a consequence, the Ellesmere Port plant will become one of the most competitive plants in the Vauxhall/Opel manufacturing network.

invest £125 million into the facility in Ellesmere Port in order to upgrade it to the latest manufacturing standards and prepare for production of the new model. The company expects to create around 700 new direct jobs in order to facilitate the three-shift operation.

Assembly of the new compact car is scheduled to start in 2015. Operating on three-shifts, the plant is expected to run profitably at full capacity utilisation. The plan agrees a minimum of 160,000 vehicles to be produced each year. Vauxhall/Opel intends to

Vauxhall will also raise the local supply content for the Astra to be built in Ellesmere Port to at least 25% which will create further employment locally and in the UK overall and further increase the plant’s competitiveness.

Monaco Grand Prix Williams chief operations engineer Mark Gillan has praised the team and its supplier for a 'Herculean effort' to help prepare for the Monaco Grand Prix this weekend. The team was left to deal with the loss of valuable equipment in the fire that broke out in its garage after the Spanish Grand Prix, with rival teams quick to offer assistance. Speaking in Williams' preview for the latest round of the season, Gillan took

time to thank those teams for the offers of help and praised the efforts that had gone into ensuring the team is ready for the Monaco weekend. “The team's preparations for Monaco have been somewhat hampered by last Sunday's garage fire, but the impact of the fire has been mitigated by what can only be described as a Herculean effort by the factory and our suppliers to restock both the damaged equipment and car parts”

he said. “We would also like to thank the generous offers of help from the other teams, highlighting once more the excellent sportsmanship that exists in Formula One and high levels of comradery throughout the pit lane.” Williams go into the weekend on the back of Pastor Maldonado's victory last time out in Spain, with the Venezuelan securing the first Williams win for some eight years at the Catalunya circuit

C.O.G.S. travel to El Chaparral All square at the Twenty-four players made the short journey to find the course, as always, in great condition. The temperatures had been very high for the last few days but cooled down for us with light cloud cover.

Triangular Tournament

For the lesser hitters in the club like me the course can play difficult with six par five, six par fours and six long par threes. Anyway, we are nearly halfway through the year with our captain Terry Birtles in charge. The scores wereas follows. Nearest the pin hole 18 Graham Tattersall. Well done Graham, as following your back injuries it’s been a long time since you were able to play – it was nice to see you back. Longest drive hole 13 Terry Birtles. On Saturday 19th May 2012, the “Wild Boars” of Axarquia Rugby Club Colts U17 team welcomed the rugby clubs of Cordoba and Motril to a triangular tournament at the Fernando Hierro stadium in Velez-Malaga. A great festival of rugby was played out in front of an enthusiastic crowd of supporters and family in very windy and difficult conditions.

are now looking forward to the celebration of the Queens Diamond Jubilee which will be a three-day competition which will start on Sunday 3rd June and finish with a Party after the finals on 5th June. If anyone would like to come down and watch, all are welcome.

The sun shone once again for the yearly Mayday Madness. Drawn Pairs played three different games changing rinks on each set. The winning pair was Marion Allen and Jack Marlow who both received Champagne. There was a problem with the runners up as two teams had the same score so an extra end was introduced to decide who would receive the runners up prize of wine. So Kate Morris & Mike Stapleton had to play

against Lennie Dineen & Alan Turner. They then played an extra end with the spectators cheering on the shots for each of the players. A lot of cheering coming from all members making it an exciting end to the games. In the end Kate & Mike came out the winners. A scarf which was made by Margaret Edginton was auctioned and won by Wendy Nagle. The day was a complete success thanks to all the people that helped. We

There was one more presentation made on the day to Terry Birtles, but as

The first game between Cordoba and the hosts, Axarquia Rugby, was ferocious from the outset with some great dominant forward play from the visitors, Cordoba. Whilst Axarquia scored first, through a well worked backs’ move, resulting in the Axarquia outside centre scoring a great try, Cordoba started to take control and possession through their well-drilled and larger forwards. During a hard fought game, Cordoba scored three forward tries, with Axarquia scoring late on with another try from the back line, the final result being a 10-15 win to the visitors. In the second game, Cordoba then faced the larger squad from Motril and, perhaps, owing to some fatigue from their first game, they were overpowered and capitulated to a 29-0 loss with Motril scoring five impressive tries

So all three teams recorded one win and one loss each in the triangular tournament and with each team level, all square, on points, the winners by virtue of the five tries they scored Motril Rugby claimed 1st place, with Axarquia Rugby in 2nd place with four tries, and Cordoba in 3rd place with three tries. Alastair Cook and Ian Bell (pictured above) led England to victory in the first Test against the West Indies at Lord's on Monday. England, set a target of 191 to win, were faltering at 57 for four before lunch on

Bell though struck the winning boundary for a win that gave England a 1-0 lead in this three-match series heading into the second Test at Trent Bridge starting Friday.

England resumed Monday on 10 for two after Kemar Roach had taken two wickets for seven runs in eight balls to remove England captain Andrew Strauss – a first innings century-maker – and nightwatchman James Anderson on Sunday. Both left-handed opener Cook and Jonathan Trott had yet to score. Roach struck again Monday to remove Trott for 13 with a good length ball that squared him up and took the edge with Sammy, diving to his left, holding a good catch at second slip.

And 13 also proved an unlucky number for Trott's fellow South Africa-born batsman Kevin Pietersen. He had just pulled Test debutant Shannon Gabriel's third delivery of the innings for four when, to the fast bowler's next ball , he tried to repeat the stroke and got a bottom edge to wicketkeeper Denesh Ramdin. England were in trouble but Cook got them going again. He completed a 78ball fifty featuring eight fours when he late cut off-spinner Marlon Samuels and after lunch Bell followed him to the landmark in 84 balls.

With Euro 2012 just a matter of a couple of weeks away, England manager Roy Hodgson has admitted that Tottenham's Scott Parker is a worrying doubt . The 31year-old, who has an Achilles tendon injury, was captain under caretaker Stuart Pearce, but has been replaced by Liverpool's Steven Gerrard. Hodgson said: "Scott's had an injection which will probably take a week for us to see if it's been successful or not. He could still miss

out, although from what I'm hearing, it won't be a problem. He's very confident." Hodgson added: "We've got until the 29th May to finalise the squad and I may still have a call to make on that one if it's looking dubious, if there is a doubt. "I'll have that call to make. Do I take the risk and go with a doubt and hope for the best or do I say 'I'm sorry, I've selected you in my 23 players, but now I

have to remove you'? But I'm very confident that won't happen. I'm very optimistic. The doctor spoke to Scott Parker and Spurs on Wednesday, so I'm confident – but I can't give a guarantee." The Football Association's planned training camp in Spain has been cancelled and instead England will meet up in Manchester on Wednesday before flying to Norway on Friday for their friendly in Oslo on 26th May.

As Colin Montgomerie was supporting a radical idea to speed up slow play, Doug Brecht was becoming golf's newest hero. The LPGA rules man took a huge step in imposing a genuine penalty to punish the malaise that is the biggest blight on the game. It came in Sunday's semi-final of the women's Sybase Matchplay Championship between American Morgan Pressel and eventual champion Azahara Munoz. Brecht's intervention to award a hole to Munoz to punish her slower opponent undoubtedly influenced the eventual outcome of the match, making it all the more significant. His action will

cheer an ever-growing list of top names calling for more draconian action to speed up play. In recent weeks Luke Donald, Lee Westwood, Tiger Woods and now Montgomerie have called for scoring penalties to be imposed on golf's slowcoaches."I would clamp down harder than we have been doing," Montgomerie said when interviewed. "There has got to be a deterrent. The only thing we can do is impose shot penalties. We have to stop talking about it and start to take action, the only proper deterrent. "The game is getting slower every year. Five hours for a round is the

Nadal beats Djokovic to win Italian Open Rafael Nadal beat world number one Novak Djokovic in straight sets to win a record sixth Italian Open title. The Spaniard won 7-5, 6-3 in the final, which had been delayed by a day because of rain in Rome on Sunday, to return to second in the world rankings. Nadal broke in the opening game of the second set and won the match when Djokovic double-faulted at match point. The Serbian had enjoyed a run of seven successive victories over Nadal prior to last month's Monte Carlo Masters final but the Spaniard has now won their last two meetings.

norm and it is ridiculous. There is no excuse for a round of golf taking more than four hours as a three ball." The 2010 Ryder Cup captain was speaking after being part of a relay team that set a new British record for completing the fastest 18 holes. The team of 10 players managed it in 10 minutes 53 seconds at the Golf Live event at the London Club in Kent. It was an entertaining gimmick far removed from the competitive game, but there were enough quality shots to show what is possible when players are up against a stopwatch.

Chelsea striker Fernando Torres will hold talks with the club about his future after criticising the way he has been treated. The Spaniard admitted it was one of the biggest disappointments of his career to start on the bench in the Champions League final win over Bayern Munich. Torres told Spanish journalist Guillem Balague: "I have been through the worst moments of my career during the season. I felt they have treated me in a way I was not expecting." The Spanish striker, signed from Liverpool for £50m in January 2011, has hit six league goals this season as part of a total of 11 in all competitions.
