Worst fires in 20 years ravage Valencia province After firefighters had managed on Tuesday to control the two blazes which have devoured an estimated 48,000 hectares of prime pine forest in Valencia, divers finally found the body of the pilot of a helicopter which went down on Monday while trying to collect water from the Forata reservoir to douse one of the fires. Another helicopter went
down the same day but the pilot and co-pilot were rescued alive, although injured. The first fire started last Thursday in the municipality of Cortes de Pallas caused by two technicians who were soldering solar panels at a private finca. This week we have a letter from a chap on the Opinion and Comment page that I think pretty much reflects everybody’s opinions about the banks, especially those that are in the uK at the moment. With the resignation of Barclays Group Chairman Marcus Agius a couple of days ago and this morning’s resignation “with immediate effect” of CEO Bob diamond – despite his telling his staff that he “needed to stay to restore the reputation of the bank” – you have to wonder what on earth is going on with the top people in all of the banks at the moment. Apparently another 12 banks worldwide are being investigated for the “business practices” that it would seem translates into English as out and out fraud. And these acts have been committed in countries that have so many safeguarding procedures it beggars belief what goes on in other countries where “under the table” and “black economy” practices are rife. If any of the rest of us lowly mortals started doing such things and got found out we’d be arrested and thrown in clink before our feet could touch the ground. Let’s all hope that the banks clean up their acts and get back to looking after their clients and understanding exactly what a “service industry” is. Once they can understand that it is the likes of you and I that pay their wages by way of their exhorbitant charges, perhaps we’ll see some headway in getting them lowered and economies moving again.
Valencia That blaze devoured another 20,000 hectares of pine forest before it was also brought under control early Tuesday. The firefighters were helped by a change in wind direction, a rise in humidity and a drop in temperature on Monday. Three men have been questioned by the police and are free provisionally. Meanwhile some 1,800 firefighters are continuing to monitor the scorched areas to make sure smaller fires do not flare up. Some 300 residents of nearby villages started returning to their homes on Monday after spending two nights in temporary accommodation. One resident, openly crying, told an RTVE1 reporter it would take 20 years for the
trees and other vegetation to grow back. Both areas were famous for their natural beauty.
Prevention measures questioned Rafael Lisarde, the mayor of Yatova, one of the towns affected by the fires, said the problem was that the mountain has not been cleaned: “It becomes a tinderbox if it is not cleaned. I’ve been saying the same thing for years but it doesn’t have any effect. I don’t want emergency fire brigades, I want brigades that expurgate the pines, that remove the bushes and that collect wood so that there
are no fires. It would also create jobs for people in the village. What good does it do me when helicopters pass by with important people in them when the mountain in my village has already been burned?”

Two Spaniards and a German woman are currently on trial in Madrid, accused of starting the 2005 blaze in Guadalajara by lighting a barbecue in an area where this was still allowed. Since then all regional government have passed laws against barbecues in wooded areas in the summer months. All three have pleaded not guilty, claiming that the fire started in a wheat field 40 metres away from the barbecue area. Witnesses have confirmed this but the prosecutor claims that the blaze was started by a spark from the barbecue. He said they lit the barbecue “without taking the most elemental safety measures to prevent or avoid the propagation of flames”. The prosecutor is asking for prison sentences of two years each, plus compensation of €14 million for the regional government for the damage caused.

National News The number of people looking for work fell by 98,853 in June to 4.62 million. It was the biggest drop in June for 16 years. Secretary of State for Labour, Engracia Hidalgo, said: "June is traditionally good for the unemployment queue because it’s the beginning of the tourist season but it’s a long time since we’ve reached a decline of nearly 100,000 people." She added: "We will have to follow the development of the unemployment figures after this good data for June to verify whether we are turning towards a positive trend." June is the third month in a row that the number of unemployed has fallen in Spain. In March, the number of jobseekers hit a record high of 4.75 million.
Despite the fall, the unemployment rate in Spain is still the highest in the eurozone. According to EU figures published on Monday, one in four of the Spanish workforce is out of a job, compared with an overall rate of unemployment for the 17-member bloc of 11.1%.
The government is implementing a number of labour market reforms to try to reduce unemployment, which include cutting back on severance pay and restricting inflation-linked salary increases. These have proved very unpopular with unions and workers.
Banks to get aid ‘in a matter of weeks’ Economy Minister Luis de Guindos told a breakfast organised by the Europa Press agency on Tuesday that the banks intervened by the FROB (Fund for Orderly Bank Restructuring in English) – Bankia, Banco de Valencia, Catalunya Caixa and Novacaixagalicia – could receive financial aid from the EU in a “matter of weeks”. He said the money would be made available after the signing of the memorandum with the Financial Stability Mechanism. When asked about doubts by Finland and Holland about the aid to Spain’s banks, Sr De Guindos said they would

Guardia report Spaniards on increased prefer lower pressure to fine pension Nearly three quarters of all Spaniards would prefer a drop in pension rather than work more years, according to a report by the Aegon España insurance company, based on 9,000 surveys carried out in Spain, France, Germany, Hungary, Holland, Poland, Sweden, the UK and the United States.
Pressure on the Guard Civil Traffic agents to hand out more fines has increased in recent weeks, according to their union, ATGC. The number of fines in April this year was more than 10 per cent higher than the same month last year – up to 203,438 from 183,510. An ATGC spokesman said this was due to orders from the Interior Ministry, always given verbally and never in writing. When a Guardia fails to meet the quota, he runs the risk of
losing his productivity bonus amounting to some 260 euros a month. The ATGC spokesman said austerity cuts meant that some 30 Guardia had to share a computer or were not able to print documents because a printer had broken down and there was no money for repairs. He said instead of spending money on more radars or campaigns there should be more agents on the road with the tools to do the job of improving road safety.
The report reveals that Spain is one of the more pessimistic countries as regards pensions. Just over 70 per cent believe that retirement will mean a drop in the quality of life for future generations. A similar percentage said

An expedition to find out what happened to celebrated us woman pilot Amelia Earhart set out from Hawaii on monday, 75 years to the day since she and her navigator Fred noonan took off from Papua new guinea in their Electra 10E aircraft, en route to Howland island.
The initially sceptical US – the world's biggest arms exporter – now backs a treaty, but along with China, Syria and Egypt does not want to see ammunition included. State-sanctioned torture 'crime against humanity' The Syrian government is practising a widespread policy of state-sanctioned torture, according to a report from Human Rights Watch, which interviewed more than 200 former detainees and identified at least 27 detention centres across Syria. Human Rights Watch said everyone it interviewed described conditions of extreme overcrowding and a lack of food, while many said they had been forced to sign or fingerprint confessions admitting that they had attended anti-government protests. The majority said
they had been tortured and several of them claimed to have seen people die from torture in detention. The report said the regime's actions amount to a crime against humanity. Human Rights Watch would like the UN to send observers to monitor the situation in Syria's detention centres and to refer the issue to the International Criminal Court. Because Syria has not ratified the Rome Statute, which created the ICC, the court will only have jurisdiction if the Security Council adopts a resolution referring the situation in Syria to the court. Shortly after the report was released, Syrian President Bashar alAssad told a Turkish newspaper he regrets "100 per cent" a Turkish jet was shot down after entering Syrian airspace, but said the plane was flying in an area previously used by Israel's air force. The plane went down in the Mediterranean last month and the two pilots have not been found. The incident has heightened tensions between the two countries.
Candidate refuses to admit defeat The second-placed candidate in Mexico's presidential election has refused to admit defeat, saying his opponent broke electoral rules. With almost all votes counted, Andres Manuel Lopez Obrador is six points behind the presumed President-elect Enrique Pena Nieto. Mr Pena Nieto has thanked voters for giving his PRI
party another chance and has vowed no return to the past. Mr Lopez Obrador said he would await a full count and a legal review before accepting any result. Barclays’ executives resign in the wake of banking scandal Bob Diamond, Barclays Chief Executive resigned after being with the bank for 16 years on Tuesday morning, with immediate effect, following the recent scandal and huge fines of £290 million imposed by regulators on the bank despite a memo he sent to Barclays staff on Monday saying that he had no intention of “falling on his sword” and that it was his responsibility to restore the bank’s reputation. Barclays are alleged to have given false information about the interest rates it had to pay to borrow money so it could paint a better picture of the bank’s financial health to markets. It was fined over claims that it had manipulated the Libor and Euribor Interbank lending rates between 2005 and 2009 when Mr Diamond
was running the so-called “casino” part of the operation, Barclays Capital. A trail of emails and messages showed that traders broke the so-called Chinese Walls designed to avoid conflicts of interest within financial firms. Last year Mr Diamond took a £2.7 million cash bonus despite widespread criticism that his pay failed to reflect the struggling performance of the bank Mr Diamond also appealed last year to a committee of MP’s to stop “Banker bashing” over the financial crisis. John Mann MP said on Sky News yesterday morning that the arrogance of the bank following years of defrauding their customers over years beggars belief. They were not prepared to accept their responsibilities towards
customers, businesses and the whole thing was about money, money, money and turning a quick profit. Mark Kleinman, city analyst said that he can’t remember a boardroom being in such chaos and turmoil since the Marks and Spencer take-over affair. He added that Bob Diamond’s resignation must be a huge relief for Chancellor George Osbourne. Lionel Barber, Editor of the financial Times, said in an interview that Mr Diamond was not culpable but was responsible and his position had become untenable. Asked if this would indicate a shift in the general banking systems, he said that the full blown enquiry into the banks is a very bad idea and that Barclays are a very important part of getting the British economy up-

Despite his resignation on Monday, Marcus Agius will take over as the fulltime chairman and lead the search for successors to their positions, until someone else can be found for the position of CEO. In his resignation letter Mr. Agius said: “It has been my privilege to serve as Barclays chairman for the past six years. This has been a period of unprecedented stress and turmoil for the banking industry in particular and for the wider world economy in general. But last week’s events evidencing as they do unacceptable standards of behaviour within the bank have dealt a devastating blow to Barclays’ reputation. As chairman I am the ultimate guardian of the bank’s reputation. Accordingly the buck stops with me and I must acknowledge responsibility by standing down.” It is almost unheard of for a bank chairman and CEO to resign so close to one another as changes at the top of the board are very
unsettling for the business and there will be some concern within the FSA about the way it has all be done which may be hugely damaging to the bank. American Bob Diamond will be appearing in front of the Treasury Select Committee of MPs today and it is reported he will be telling the enquiry that he believed that the Bank of England had given him permission to falsify reports to Libor etc following a meeting – something that the Bank of England will strenuously deny. Barclays shares fell sharply on Tuesday morning following the resignations announcements but recovered later in the day. The Government announced on Monday that there will be a parliamentary inquiry into the whole banking culture. It has emerged that up to 12 other lenders in the UK and elsewhere in the world are under investigation and Andrew Tyrie, the chairman of the Commons Treasury Committee said that “banks were clearly acting in concert.”
Father Fry up dies Father-of-four Graham Padmore, 58, has died following a trip to a racetrack as a present for his son’s 21st birthday. The Lamborghini Gallardo Spyder supercar left the track at Woodford Aerodrome in Stockport, Greater Manchester, flipped and ended up on it’s roof with Mr Padmore at the wheel. His son, Mark, was slightly injured and was released from hospital. The incident happened on Monday of last week and police said Mr Padmore was critically injured. No other vehicle was involved in the crash.
40% of women and 30%of men have said in a survey of British breakfast habits that they have changed in the last 10 years from the traditional English fry-up to croissants, pancakes and yogurt. They have said that their habits have changed for health reasons and having to eat on-the-go due to work pressures to save time. However, one café in Chepstow says they have noticed an up-turn in breakfast servings. Builders interviewed said that they will not be changing their habits as they feel they need their cooked breakfasts to get through the day, just having a sandwich at lunchtime.

Keep it down Damon Hill, former 22 times World Champion racing driver, has spoken out against the Government raising the national driving speed limit from 70 to 80 miles per hour on english and Welsh motorways, saying that he “hardly ever” drives at 70mph because it’s “too stressful”. He added: “honestly, the speed limit going up to 80mph makes me shudder, most people aren’t safe to travel over 55mph. Mostly they drive too fast, too close to the car in front and think they know what they’re doing. And they don’t. i escaped by the skin of my teeth when i was younger because i was a good driver, but that doesn’t make it OK. Fatal air crash Trevor Roche, in his 40s died after a crash at around 9.45am on Sunday after his wooden de Havilland DH53 plane plunged into a field under 300 metres from some 600 spectators attending a local military pageant and air show at Old Warden Aerodrome near Biggleswade, Bedfordshire, home of the Shuttleworth vintage aircraft collection. The Shuttleworth Collection said on its website that the aircraft had experienced difficulties prior to the crash. The show was cancelled following the incident. The aircraft was of a type used for communications and training by the RAf in the 1920s. A team of inspectors are at the site to determine the circumstances behind the accident. UK

Bomber command memorial Gas blast kills child unveiled at long last A Bomber Command memorial was unveiled in London’s Green Park on Thursday by the Queen, accompanied by the Duke of Edinburgh. The memorial, dedicated to the 55,573 personnel – close to half the total number who served in Bomber Command – who died during the bombing raids of WWII. A poppy drop by the Battle of Britain Memorial Flight followed the unveiling. At the time, Churchill said of the members of that branch of the services: “The fighters are our salvation but the bombers alone provide the means of victory.” However, there has never been a memorial to them in the past and Churchill barely made reference to Bomber Command in his VE day address. The lack of a memorial was in some part due to the view of critics that it would be a memorial to tactics that resulted in the deaths of hundreds of thousands of innocent victims but Mike Neville from the RAF benevolent fund explains: “We have to remember we

Jim Dooly got her involved in the ceremonies on Thursday. “Strike hard, strike sure” was the motto of Bomber Command who helped win the Second World War.

The blast ripped through three terraced houses in the street, reducing them to rubble, blew out windows and caused other damage to many of the houses surrounding Jamie’s home. Police are still waiting to interview, 27-year-old Andrew Partington, who is in Wythenshaw Hospital with 80% burns, about the blast. Police said he was unconscious and sedated but are waiting by his bedside to interview him if and when he regains consciousness. He lived next door at number 9 and was alone in the house at the time of the explosion. He had only moved into the property some six weeks previously and his house was also flattened in the blast. He was not related to Jamie. Police confirmed that another adult with five
children lived in the house with Mr Partington but were “in another town” at the time of the incident. National Grid have confirmed that the blast was not caused by a leak from one of its gas pipes and Greater Manchester police immediately launched a homicide investigation. Assistant Chief Constable Steve Heywood said: “We’ve had information to suggest that it might not have been accidental so we are treating it as a suspicious death and therefore, a homicide investigation is being undertaken.” They are also investigating a report of a heated domestic argument on Monday night of last week. Jamie’s parents, Michelle and Kenny visited the site of the blast that killed their son on Thursday night to view the tributes left by neighbours and friends.

Rufus found The hawk that patrols the sky over wimbledon to frighten away pigeons was stolen last week but has since been found. Rufus, the four-year-old Harrier Hawk pictured below with his wimbledon security pass, disappeared over Thursday night from a car parked outside the home of his owner, 25-year-old imogen davis. on Sunday night his official Twitter account tweeted: “we can confirm that the news is true RUFUS HAS been FoUnd safe and well and reunited with family!!” He had been handed into the RSPCA Animal Hospital in Putney, South london who said that the hawk has a slightly sore leg and will have a few days rest before he starts working again. Rufus has become a bit of a celebrity at wimbledon with visitors and tennis stars asking for photographs of him. Former champion Richard Krajicek has tweeted photos of him.

A woman is suing the Gil Stauffer transport company for losing her car, after she paid it €2,150 in February to take it to Bosnia. Vera Temim said that when she delivered her red Volkswagen Polo to the company’s offices in Malaga’s Guadalhorce industrial estate on February 27th, she was told it would be leaving in a container that same day, to arrive at its destination in Bosnia on March 1st. The company later informed her by email on March 5th that the car would not arrive until March 20th because of an unforeseeable delay. Then on March 15th a notification arrived at her home informing her that she was being fined for speeding in an 80 kph zone on the A-7. The notification came with a radar photo dated March 8th. She contacted the company who told her it was nothing to do with them. She was later contacted by the company’s lawyer who

Malaga to decide new opening hours Almost every weekend, hundreds of tourists from cruise ships roam the centre of Malaga looking for shops to buy mementos and gifts but go back to their ships with most of their money still in their pockets. The Madrid government has decided to put an end to such scenes – which happen all over Spain, not just Malaga – and the City Council will soon have to decide on the areas where shops can open on Sundays, if they so choose. In the past, such proposals have met with fierce resistance from the Malaga Trade Federation (Fecoma), because of the unfair competition small shops would have from the big supermarkets and franchises. Now the Secretary of State for Trade is preparing a legal reform which will oblige Malaga and other cities to identify the areas
Football eclipses the sales Usually, the first day of the summer sales sees shops besieged by eager buyers – but not this year. Some store staff in La Cañada told a local paper that many people were not aware that shops could open on Sunday so they went to the beach instead. Others said that too many people were thinking only of the Eurocup final between Spain and Italy that night and shopping was something they would only start thinking about on Monday. However, other stores reported queues of people waiting outside as early as 9 am, eager to get first shot at clothes and other items marked with discounts of 50 and 70 per cent. Excited fans decapitate statue While celebrating Spain’s victory over italy on Sunday night, delirious fans decapitated the main statue of a group adorning the fountain in the regional capital’s central Puerta de Jerez square. s I write this on Monday evening, the national team – La Roja – is in Plaza Las Cibeles in Madrid, celebrating Sunday’s victory at a concert given by some popular pop singers and accompanied by hundreds of thousands of deliriously happy Spaniards. TVE1 followed the team’s departure from Kiev on Monday morning, accompanied them on the plane home, received them at Barajas airport and only left them alone for about half an hour while they got ready for a long evening of celebration.

irst stop was the Zarzuela Palace where King Juan Carlos, Crown Prince Felipe (who attended the final in Kiev), Princess Letizia, their two daughters Leonor and Sofia, and the Infanta Elena welcomed the team home. (Queen Sofia is on an official visit to the Philippines.) King Juan Carlos told them "each of you is a good player, but as a team you are formidable" and thanked them on behalf of the Spanish people for bringing the Eurocup home. The team then went off in an open double decker bus which took about three hours to get through the centre of Madrid to Plaza Las Cibeles, accompanied by TVE1 every step of the way.

t might have seemed a bit over the top to many foreign observers, but football is the one thing that unites Spaniards, who are largely regional or local minded with little sense of what “nation” means, which is one of the reasons why they’ve had so many major and minor civil wars in the past. And God knows they need a respite from the problems afflicting the country – the highest unemployment rate in the EU and the threat of national bankruptcy which has been hanging over their heads for months.

owever, that other unsung hero seems to have dragged the country back from the edge of the precipice. Prime Minister Mariano Rajoy came back from Brussels last Friday with something like the agreement he’d been trying to get out of the EU for months – to give bailout money directly to the banks without using the national government as a middleman. Even the usually anti-Rajoy newspaper El Pais conceded that it was personal victory for Rajoy and Italy’s Mario Monti. Rajoy said at a news conference on Friday afternoon that he was very satisfied with the results of the EU’s two-day summit – “It has paved the road that we must now take that will lead us out of the crisis, but we still have a lot of work ahead of us.”

ajoy attended Sunday’s cup final but wasn’t in Madrid to welcome the national team home. He’d gone to Seville where the Partido Popular’s national council held a meeting on Monday. He told delegates “we now have to put our foot down hard on the accelerator”, promising ambitious structural reforms “that will be a landmark in the modernisation of our country”. Parliament may have risen for its annual two-month-long holiday but the PM will be hard at it in Madrid, and will no doubt have some nasty surprises for the opposition MPs to get their teeth into when they get back in September. But the simple truth of the matter is that Rajoy has done in six months what the Socialist government failed to do in seven and a half years. The opposition can carp on about it as much as they want but I reckon that by the time the next election comes around – not later than November 2014 – Rajoy will have turned the country around, just as Jose Maria Aznar did after he won the 1996 general election, putting an end to 14 years of Socialist government which left the country in as bad a state as Zapatero did.

eanwhile, there are interesting developments on the banking front in the UK, which hopefully could be the start of an international trend. Last Friday, Bank of England governor Sir Mervyn King called for a change in the banking culture, saying that customers have received "shoddy" treatment and that bank leaders had "let down" the many honest and hard working people in the financial sector. Sir Mervyn demanded immediate and far-reaching action to reform the structure and culture of the UK banking industry. David Cameron agreed with him, saying at the EU summit in Brussels on Friday that the "British people are crying out for a return to good oldfashioned banking and not put that at risk by big investment banking”. On Monday, Cameron announced a wide-ranging inquiry into banking practices.

urveys in both the UK and Spain have found that the vast majority of people want individuals to be prosecuted when banks break the law. They also want bank directors’ pay and bonuses sharply limited. So let’s root out the villains in the banking sector then move on to the speculative financial markets, which are willing to sink millions of people into the depths of misery as long as they can make their “killings” – a very appropriate word for what they do.
uoyed by Italian Prime Minister Mario Monti, Mariano Rajoy got what he wanted from Europe when he pushed for direct recapitalisation of Spanish banks by not having it first pass through the government’s hands and increase Spain's official deficit. It seemed like a major break in a long impasse that was frustrating world leaders and putting the entire globe on the brink of disaster. But Monti, the real star of last week’s European Union leaders’ summit, provided a dramatic one-man show. At one point he threatened to step down as Italian leader if the German Chancellor Angela Merkel, who for months had been saying that direct recapitalisation was impossible, didn’t change her mind. A sudden Monti resignation would have just poured more political turmoil into the entire scheme of things. But in the bargaining venture, the EU leaders decided to allow a banking supervisory authority, most notably the European Central Bank (ECB), to begin direct and strict regulation of all banks within the 17-member euro zone. The set-up is supposed to happen by the end of the year but some nations such as Finland and Netherlands could throw huge monkey wrenches in the entire deal.

he Finns and the Dutch are against using any money from the European Financial Stability Facility, a temporary fund, or the proposed European Stability Mechanism to buy Spanish and Italian bonds on the secondary market, as the ECB quietly did last year to no avail to keep borrowing costs down. The possibility was decided by the EU summits but the details will be hammered out on July 9th when the Eurogroup meets. “We affirm our strong commitment to do what is necessary to ensure the financial stability of the euro area, in particular by using the existing EFSF/ESM instruments in a flexible and efficient manner in order to stabilise markets for Member States respecting their Country Specific Recommendations and their other commitments including their respective timelines, under the European Semester, the Stability and Growth Pact and the Macroeconomic Imbalances Procedure,” the Euro leaders said in a statement signed in Brussels on June 29th.

fter the summit, Rajoy said that he was very pleased with the action taken, quickly pointing out that there were no winners or losers at this meeting. Despite her unbudging hard-line position over the past year, Merkel said she was delighted that Europe was working in organising a full banking supervisory authority – one that will reel in bad banks
and keep others from going astray in the future. But not everyone is happy with this new supervisory role. London had been against it from day one because of its status as the financial markets’ capital of Europe while historic fears are being resuscitated among the French that the Germans will be getting too much control of their lives.

he EU leaders have made some important inroads in helping keep the entire financial system from collapsing. But now it is time to explain to the citizens of the continent what this all means in layman’s terms and how will it affect their lives. Rajoy has said these new ordinances coming from Brussels won’t mean additional pressure on the Spanish government. However Spain’s banks will now have to follow new rules and come up with a series of obligations that no doubt will be passed down to the customer.
Playing with fire

here there is smoke, there is fire, and Popular Party (PP) officials in Madrid are convinced they will be able to change the smoking laws to accommodate Sheldon Adelson’s EuroVegas mega casino project, which is bound to cause an explosion. Madrid regional premier Esperanza Aguirre began the entire fiery debate when she told reporters that the smoking laws would indeed be changed. Ignacio González, the deputy regional premiere, explained that the PP Madrid government was always against the smoking ban which went into effect in January 2011. Now restaurant, bar and club owners are demanding that if the tobacco laws can be changed for Mr Adelson they must be changed for their businesses – a fair enough petition. Adelson wants his slot machine customers to be able to smoke while sitting in front of the onearmed bandits. The more they smoke, the more coins they will put in. It seems that Mrs Aguirre is doing all she can to win the host site for the multi-million project. Las Vegas Sands Corp. officials say they won’t make any final decision until September on whether EuroVegas is built in Madrid or Barcelona. In Catalonia, government officials say they are prepared to send over a “special law” to the regional parliament to help facilitate the mega casino, but have not said what that package or regulations will contain. On the national front, after saying at first that there are no plans to lift the smoking ban, Health Minister Ana Mato gave it further thought and said she was open to dialogue.

Prisoner escapes jail
Former top Scotland Yard detective Ian Horrocks visited Praia da Luz, Portugal, the holiday resort from which Madeleine McCann disappeared in May 2007 and has examined police files and media reports surrounding the affair. He has now written a detailed analysis of what he has learned and explains why he believes that there is a good chance that she is still alive. For 30 years he worked investigating sex crimes, murders, kidnappings and he considers all the possible explanations for her disappearance. He totally rules out the possibility of the parents being involved saying that there is not a shred of evidence, direct or otherwise, linking them to the incident, and explains why he believes that murder or kidnap by a paedophile ring or individual are unlikely.

The London School of Economics and The Guardian have said that according to their research of a group of 130 police officers from eight forces think there will be more riots. Many cited worsening social and economic conditions as the potential cause adding that their forces do not have the resources to cope with unrest on a similar scale. Most officers gave anonymous accounts of last year’s riots in London, Birmingham, Liverpool, Manchester and Salford, some saying that they were amazed no officers were killed at the time. One superintendant from Greater Manchester police said he expected more riots as nothing has changed since last year. He said: “I think if you have bad economic times, hot weather, some sort of an event that sets it off…. Yes, it could.” He added that the only difference between last year and this is that people have thought: “riots are fun.”
He was convicted in 1975 for the murder of a man in a pub in Hackney, East London and was sentenced to life imprisonment. Police have warned people not to approach the “potentially dangerous prisoner” but to call 999 if he is sighted. He was not being transferred at the time of his escape and an investigation has been launched by the Prison Service as to how he eluded prison staff. Olympic coach found hanged British snowboarding star and Team GB Olympic coach, 33-year-old Nelson Pratt has been found hanged at his family’s farm in Hampshire by his father, Nigel. News of his death shocked friends and colleagues who described the snowboarder, who came second in this year’s British Snowboarding Championships, as a popular figure within the sport. He also coached the Army snowboarding teams. Hampshire police have confirmed that there were no suspicious circumstances. Best friend Marcus Chapman had known him since they were teenagers and Pratt was the best man at his wedding four years ago. He said of his friend: "Like everyone else he had his up and downs, but there was nothing to suggest anything like this. He wasn't married but he'd had quite a few girlfriends and I guess he was still looking for the right one."

Community News Hacienda targets Britons RBL Zf!Pmf’! with overseas investments great day Cvudifsz Britons living in Spain who have investments overseas are being warned to beware of the Spanish tax authorities’ clampdown on tax evasion. Afimar Accountants on the Costa del Sol says the Hacienda is now routinely investigating all forms of investment and pension income from overseas. In the latest development, it is pursuing ex-pats who have bank accounts in tax havens which they have failed to declare. Afimar believes the Hacienda is acting on the basis of information supplied by banks in the jurisdictions concerned. Peter Howarth, a tax expert who works with Afimar, is urging Britons who have undeclared income to review their position and, if appropriate, to make the most of the current tax amnesty. The amnesty, which runs until 30th November 2012, allows people to admit to undeclared assets and pay a nominal ten per cent tax
rate. Peter explains: “A number of Afimar’s clients have reported receiving letters about their offshore bank accounts. It is the first time we have seen the Hacienda using information supplied by a tax haven to pursue tax on undeclared income. The Hacienda has also sent enquiries based on information received from other OECD tax authorities. “This might affect both residents who have offshore accounts and those who are claiming non-residence but have told their bank they live in Spain. We would advise anyone concerned about their tax liability to resolve matters while the amnesty is in place rather than wait to be caught out.” The amnesty is part of series of measures to tackle Spain’s ‘hidden economy’. They include rules obliging people who set up overseas investments to notify the tax authorities and a ban on cash payments of 2,500 euros or more. In addition,

The entire group gathered together on Saturday evening in the shady and private garden of legion member Rosie Mahoney while the Chairman of the Branch, Jo Taylor, paid tribute to all our active duty servicemen around the world and wished them safe wherever they were. The colossal display of eclectic food was prepared by Legion members and ranged from hugely popular tortilla con patatas, pastas, salads and – the piece de resistance – a very spicy Thai dipping sauce that went perfectly with everything. The most unusual tapa of the night was a very tasty caviar log and that went especially well with the selection of Rioja wines on offer. Avoid a kitten or mother with runny eyes (particularly important for breeds with snub faces) or with snuffles. Has the kitten had cat ‘flu or other serious illnesses? If so, be aware it may have side effects later in life or be difficult to insure. If you have a struggle to pay vets bills, do not
adopt such a kitten. Or ask if the charity will pay vet bills. 3. Does the kitten approach you? If it cowers away, it hasn’t been properly socialised. You can probably put this right, but the cat may remain slightly nervous in later life.

RAF Benevolent Fund grant The RAF Benevolent Fund in the UK have issued a grant of £6,500 to the charity ACASA in Spain. ACASA – a joint venture with the British Embassy and Age UK provides information and advice in English regarding integration into Spanish life and issues affecting the over 50s and to anyone of any age who is currently serving or has served in the British armed forces. The RAF Benevolent Fund has a proud tradition of providing assistance to RAF families when in need, this includes retired servicemen living overseas. The grant will help to ensure that RAF families living in Spain will be able to receive assistance when needed through ACASA’s information and advice services.

Brave is set in the glens and highlands and amongst the crumbling castles of a Scotland in far off mythical days. It tells the tale of a feisty princess, the first time that Pixar has ventured into this sort of storyline territory, and the expectation is that it will give the Disney Princess franchises a run for their money. This time our Princess is not looking for
Prince Charming. In fact our young lady with the unruly mop of red curls plays completely against type and is, in a very modern way, much more interested in finding out about herself and making her own mark than relying on Mr Wonderful. Merida is now old enough to marry so her parents King Fergus and Queen Elinor stage a grand archery tournament to find the man destined to be her suitor. Merida has other plans though and wins the competition herself. Our
heroine is better than the boys and isn’t scared to show it. She has a huge row with her mother and stomps off into the forest where she bumps into an old witch who offers to help with a spell. Merida asks her to “change the Queen” – now, if she had asked to change the Queen’s mind then the story would have folded there. Sizzling Korean-style beef (Serves 2)
Ingredients: • 300g rump steak , trimmed of all fat • 2 tsp sugar (any type will do) • 2 tbsp soy sauce • 2 tbsp mirin (can substitute with dry sherry and a little sugar) • 2 garlic cloves , chopped • sesame oil • vegetable oil • 4 spring onions , sliced lengthways • 1 tbsp sesame seeds , toasted • 100g basmati rice , steamed, to serve
Directions 1. Slice the meat as thinly as possible. Mix the sugar, soy, mirin, garlic and 1 tsp of sesame oil, add the beef and stir well. Crack over a good grind of black pepper. 2. Heat a wok until very hot with 2 tsp vegetable oil. Sear the meat for a few minutes and then add the spring onion. Stir-fry for another minute then

Five millionth 'test tube baby' Five million "test tube babies" have now been born around the world, according to the International Committee for Monitoring Assisted Reproductive Technologies (Icmart). The latest Icmart data presented at the European Society of Human Reproduction and Embryology conference was hailed as a "remarkable milestone" for fertility treatments. Icmart said official figures up to 2008, plus three years of estimates, put the total number of test tube babies born at five million. About 1.5 million cycles of IVF, and similar techniques, are performed every year, resulting in 350,000 babies, Icmart said. Stuart Lavery, a consultant gynaecologist and director of IVF at Hammersmith Hospital, said: "IVF is now part of the mainstream, it is no longer something couples are ashamed of." Scientists have long been experimenting with the 3D printing of cells and blood vessels, building up tissue structure layer by layer with artificial cells, but the synthetically engineered cells often die before the tissue is formed. The technology, in which a 3D printer uses sugar as its building material, could one day be
used for transplants. The researchers from the University of Pennsylvania and the Massachusetts Institute of Technology (MIT) said the technique was similar to creating the shape of a vase in wax, surrounding it with molten metal and then melting the wax away. But instead of wax, the team used sugar. Although the researchers did not do any implantation, they said they had wanted to demonstrate that it was possible to build the thicker tissue that could be fed by this network of pipes

She had been living at actress and animal rights campaigner Tippi Heden’s wildlife preserve in California and died of lung cancer. Workers at the Shambala Preserve in Acton held a private service for the big cat, whose ashes are being buried in a special area set aside for the animals that die there. Thriller, and her brother Sabu, were born on November 20th 1998 and lived with Jackson until he left his Neverland home on May 2006 when Hedren was asked to look after the animals by their vet. Other Neverland animals including giraffes, flamingos, orangutans, elephants and dozens of reptiles were sent to other sanctuaries throughout the US. Jackson often talked of his love of animals but

Name Supplied Beware the people living in Coin! In recent moths we have had to put up with a spate of burglaries but now we have what amounts to being similar to the “Neighbourhood Watch” type schemes in the UK that seems to have slowed them down almost to stop at the moment. But, be vigilent in other areas, if they’ve moved from here they will have started somewhere else. The other day I was going my shopping and was parking my car in the covered carpark in La Trocha near the back entrance to Dunnes Stores. A well dressed chap in a nice Mercedes pulled up beside me, driver’s door to driver’s door, wound down his window and explained that something he wanted to get wasn’t in stock in La Trocha but they had told him he could get it at the La Cañada shopping centre. He wanted to know if I could tell him which road to take to get there. He was polite and articulate so, of course, I gave him directions. Only when he had driven off did I turn round and, although I was sure I had left my handbag on the back seat, I couldn’t see it. Perhaps I had put it behind my driver’s seat? Sometimes I do. I got out and realised that the back door
Coin of my car had been opened and then quietly pushed to again and my bag had gone. I hadn’t seen, heard or felt anything and I felt very foolish for having left my bag there. I now lock all my doors to my car as soon as I get in and have a new mantra: It’s better to be rude than robbed! I will not be giving directions to anyone else and urge everybody else to follow my example and lock yourselves in as soon as you get in.
Editor says: Locking the doors is the first thing you should do every time you get in your car. I do it before I even put my bag down and it’s an automatic response once you get used to it. Use a bag that has long enough straps to go cross-wise over your body and keep the bag at the front of you at all times. You can be sure that sooner or later if you don’t do this either the whole bag or just your purse will have gone for a burton by the time you get to the checkout. I know of at least five people this has happened to over the years. Men: Please don’t keep your wallets in your back pockets or the leg pocket of cargo pants and shorts unless they can be properly zipped up. You will not feel it when someone dips in there and is away with all your cash, cards and documents. It’s not just women that are at risk. We must learn to keep ourselves safe.

thought he had been given the OK by The Bank Of England to commit what amounts to gross acts of fraud. What a load of tosh! The guy is a highly trained American who has been at Barclays for over sixteen years and knew what all the rules and regulations were. He has broken the law to such an extent that he has changed world currency exchange rates and the markets by lying. If he were a lowly accounts clerk in some firm and had carried out a fraudulent operation of a much lower standard, he would be prosecuted to the full extent of the law and most likely have faced a prison sentence. So, what I don’t get is exactly why people in such high placed jobs with all the salaries and bonuses that go with it get to simply resign their position and just walk away from it. I know he’s going to go in front of a
Government Committee tomorrow, Wednesday (which will be in fact “today” if you use my letter) but I very much doubt if he will be properly brought to task. It’s about time that these people who hold so much power over the rest of us are treated in the same way as myself, my local builder, postman, rubbish bin collector and everyone else, and it’s about time we all stood up and demanded such. I and my friends and neighbours are sick of taking the flack from bank managers who sneer at us if we ask to extend our overdraft facilities saying that they can’t accomodate us because “obviously, you’re not making enough money”. Well, at least most of us do not embezzle or commit fraud and we are trying to make an honest living in difficult circumstances. It’s about time they cleaned up their own house before sneering at the rest of us.

he winter constellations of Orion and Taurus are now on the far side of the Sun and have been replaced by the summer constellations.
W
hilst you are outside on the terrace sipping your G&T during a warm summer evening, take a few minutes to look up at the sky. The brightest red coloured star that you can see directly overhead is called Arcturus; it marks the base of the constellation Boötes the herdsman. The rest of the constellation Boötes is made up of five more stars that form a kite-like shape extending away from Arcturus. Arcturus is a relatively close neighbour of ours at only 36 light years away – the light you can see left Arcturus in 1976 and has only just reached here. An easy way to find Arcturus is to follow the natural curve of the handle of The Plough (or Big Dipper) – Arc to Arcturus then Spike to Spica - was the rhyme that I was taught.
A
rcturus is the fourth brightest star in the night sky with a magnitude of 0.04 and is the second brightest star that is visible from Spain. The second and third brightest stars, Canopus and Alpha Centauri are both Southern Hemisphere stars and so are not visible from here, leaving just Sirius to outshine Arcturus. But while Sirius is brilliant blue/white in colour Arcturus is a definite shade of red. This is because Arcturus is a very old star and is in the later stages of its life. Arcturus is a red giant.
N
ear the end of a star’s life it uses up all its remaining fuel of hydrogen and begins to swell in size. Arcturus has swollen to over 100 times bigger than the Sun and if it were placed where our Sun is now then it would be bigger than the orbit of Mercury and Venus. In a few million years time Arcturus will collapse back upon itself under its own gravity, its light will go out and it will become a white dwarf. Surrounding the white dwarf will be a gaseous nebula almost like a smoke ring marking the edge of where Arcturus
once stretched out to.
I
n 1993 a close study was made of Arcturus and it was found that the star has a definite wobble to it– it moves very slightly left and right. The cause of the wobble was put down to the possibility of a large planet orbiting around Arcturus and pulling on the star slightly, in the way that a champion hammer thrower wobbles as he spins the hammer. From this discovery the movements of more stars were measured and now form the basis of whether a star possesses an orbiting planet. Using this detection method hundreds if not thousands of stars have been classed as containing planets. It can only be a matter of time before the Goldilocks planet is discovered that is not too big, not too small, not too hot or too cold, in fact just right for life to exist there.
B
ut even considering how big it is, Arcturus is by no means the largest of the stars; it is dwarfed by Betelgeuse in the constellation of Orion and is a mere midget when compared to Antares in Scorpio. If Antares were to be placed where our Sun is then its outer edge would almost reach to the planet Jupiter. Antares is on the brink of exploding into a giant supernova and as it is 550 light years away it may have already exploded and we are simply waiting for the light from it to reach us. It will make a spectacular sight of biblical proportions when it does eventually explode, but thankfully it is too far away from us to do any damage to the Earth.

ntares can be seen at this time of year just above the southeast horizon and is often mistaken for Mars due to its dazzling red colour; its name actually means Anti-Ares or anti-Mars. Antares marks the red eye of Scorpio the Scorpion as it climbs up the sky.

F1 plan for London street circuit The plans for a grand prix on the streets of London will be unveiled tonight(Tues) The proposed 3.2-mile route would start outside Buckingham Palace and take in landmarks such as Nelson's Column and Piccadilly Circus. British racing stars Lewis Hamilton and Jenson Button are believed to have been involved in designing the circuit. Formula One chief Ecclestone is prepared to promote the race, which is expected to generate at least £100m from spectators and tourists.

Turkey’s bid to stage the 2020 Olympics will begin in October with an eight-man golf tournament featuring Tiger Woods, Rory McIlroy, Luke Donald and Lee Westwood. Keen to show they can stage a high-profile sporting event, this starstudded affair, recalling the great days of the World Match Play at Wentworth when all the top names turned up, ought to fit the bill. Based on the world rankings on April 1st, the only two members of the top eight to turn down a place were Martin Kaymer and Steve Stricker, to be replaced by Justin Rose and US Open champion Webb Simpson.
The other two competing are Hunter Mahan and Charl Schwartzel. Naturally, attracting those eight to the first Turkish Airlines World Golf Finals does not come cheap. Last place will be worth $300,000 (£191,000), while the winner will take home $1.5million (£957,000). Next year, they intend to hike the amounts to a $2.5m (£1,595,000) first prize, the richest in golf. A Woods tie-up for the next three years will be announced with Turkish Airlines, with the American clearly seen as a key component of the country’s Olympic bid. Golf, of course, will be an Olympic sport once more by 2020.

F1 Marussia driver hurt in Duxford testing A female F1 test driver, believed to be Maria de Villota, was hurt while driving a car for the Oxfordshire-based Marussia team at the Imperial War Museum, in Duxford. Former world champion and Olympic medallist Colin Jackson believes British sprinters will struggle to compete at London 2012. Only Adam Gemili has achieved the elite 100m 'A' time for GB, while the women's 4x100m relay team did not qualify.
