Obama praises 'fiscal cliff' deal

US President Barack Obama praised a deal reached late onTuesday to stave off a "fiscal cliff" of drastic taxation and spending measures as "just one step in the broader effort to strengthen the economy" after the House of Representatives passed a Senate-backed bill by 257 votes to 167. The bill raises taxes for the wealthy and delays spending cuts for two months. There had been intense pressure for the vote to be passed before financial markets reopened on Wednesday.

A majority of Republicans, 151 in total, voted no, along with 16 Democrats, while 172 Democrats and 85 Republicans voted in favour of the bill. The bill had been passed in the Senate less than 24 hours earlier by 89 votes to eight.

Back to work It only seems like yesterday that I was saying that I was looking forward to a break and, no sooner had it started than it has finished and I’m back here at my desk. The weather over the festive season was pretty kind to us throughout and sitting at home of an evening in front of the fire was wonderful. However, we seem to have been here there and everywhere over the “break” and have had a great time overall. We had a Christmas dinner before the day at lainey’s up in Coin and for the day itself were in the Cala luna

More jobs at the end of 2013 In an interview with Cadena Ser radio station, Economy Minister Luis de Guindos said he expected the economy to be growing at a sufficient pace to start creating jobs in the last quarter of 2013. De Guindos said that if the labour reforms implemented by the Partido Popular government had been introduced two or three years ago at least a million jobs could have been saved. He said: “No other country has suffered the destruction of jobs that Spain has, which was why our first priority was labour reform.”

According to figures from the National Statistics Institute, the number of people out of work at the end of the third quarter of 2012 stood

at 5,778 million.

This figure is expected to rise above the six million mark this year, to top 26 per cent.

De Guindos said he expected the economy to continue contracting in the first two quarters of the year before growth turns positive in the third, adding that “the foundations are being laid for there to be positive jobcreation rates in the fourth quarter”.

Bolivia takes over Iberdrola subsidiaries

Child pornography rings smashed

The Guardia Civil have arrested and charged 20 people in two operations on online child pornography and another 15 suspects are being held while further investigations are being made.

President Evo Morales brought two Iberdrolaowned electricity supply companies under state control at the end of the year, accusing them of overcharging consumers in rural areas. He said rural households had been paying three times more for their electricity than people in urban areas and he wanted the quality of electricity service to be uniform in rural as well as urban areas.

Morales said his decree was in line with the South American country's constitution, which says that the public interest is above private interests when it comes to the supply of energy. An independent arbiter will decide in up to 180 days how much compensation Iberdrola

Road deaths down again Interior Minister Jorge Fernandez released the road death figures for 2012 on Wednesday, which show that they have dropped for the ninth consecutive year.

He told reporters that road accidents have dropped to 1960 levels, when there were only a million vehicles and some two million drivers.

There are now 31 million cars and 26 million people holding driving licences. Last year 1,304 people died on the roads – 12 per cent less than in 2011 – and 77 per cent of the accidents happened on secondary roads.

Busy year ahead for Rajoy

Prime minister mariano rajoy’s first trip abroad will be to algeria this week for the fifth High Level meeting between the two countries. Towards the end of the month he will head for Chile to attend the EU-Latin /american and Caribbean Summit, where he will meet up with French president Francois Hollande and German Chancellor angela merkel. He will immediately head to Lima, Peru, after that summit ends for a meeting with President Ollanta Humala. in February he will visit Berlin for a bilateral meeting with ms merkel. rajoy is expected to visit Washington later this year but no definite date has been announced. More historians than engineers

The current supply and demand on the job market is forcing university presidents as well as the Education minister to question the wisdom of a system that produces more historians and philosophers than engineers. minister Jose ignacio Wert has made no secret of his intention to make education at all levels more efficient and he is now getting support from the BBVa and the Valencian institute of Economic research, which has just published a joint study on “University, university students and productivity”. The study says the problem isn’t the number of universities but their inability to channel students into practical engineering and technical courses instead of Law, Social Sciences and the Humanities.

‘Name Delhi rape law after victim’ Junior Education Minister Shashi Tharoor has called on the authorities to reveal the name of the Delhi gang-rape victim so that a new anti-rape law can be named after her. He said that unless the parents of the 23-year-old medical student objected, she should be honoured. The victim died over the weekend in a Singapore hospital where she was being treated for severe injuries. The December 16th attack in a bus has caused a national outcry. The woman and a male friend were going home after seeing a film. Police said

she was raped for nearly an hour, and both she and her companion were beaten with iron bars, then thrown out of the moving bus into the street. The bus driver had tried to run her over after throwing her out, but she was saved by her friend. Police are expected to formally charge five of six suspects with murder on Thursday. If convicted, they could face the death

penalty, which is rarely carried out in India. The sixth suspect is reported to be under 18 and a juvenile. The brutal assault of the woman has sparked massive public outrage. In huge demonstrations across the country, protesters said that women are viewed as second-class citizens, and that a fundamental change in culture and attitudes, backed up by law, is

needed to protect them. The Indian government was also heavily criticised for its response to the attack, which many called "slow" and inadequate.

According to official figures, a woman is raped in Delhi every 14 hours, while women across the country say they are frequently subjected to sexual intimidation and violence.

Venezuelan leader 'conscious'

Vice-President Nicolas Maduro said on Tuesday that President Hugo Chavez is conscious but in a "delicate and complex situation" after a cancer operation in Cuba.

Speaking in Havana, Maduro said he had visited Chavez in hospital twice since arriving on Saturday. He denounced what he called right-wing media rumours about Chavez's health as the work of "mentally ill" people, saying they were inventing and manipulating information but he gave no concrete details about the condition of the president,

who underwent a fourth cancer operation on December 11th. The Spanish daily ABC said sources in Havana had said Chavez was on a lifesupport machine which could be switched off at any moment. The 58-year-old president has been in power since 1999 and was elected for a fourth term in office in October. He is due to be sworn in for a new term on January 10th. National Assembly head Diosdado Cabello recently said that the swearing-in ceremony would be delayed in the case of Chavez's absence, but the

opposition says such a move would be unconstitutional. The Venezuelan constitution states that a new election should be called in 30 days should the president not

be fit enough to attend his inauguration. Meanwhile the Venezuelan military is said to be ready to step in to keep the peace in the event of Chavez’s death.

Concern over foreign New Year shake-up for doctors in Britain There are concerns over the training of foreign doctors working in the British health service after it was revealed that doctors trained overseas are five times more likely to be struck off than those trained in Britain. Three-quarters of the doctors struck off the medical register were trained abroad according to the General Medical Council. The figures were obtained by The Sunday Telegraph newspaper using freedom of

information laws.

The figures suggest that National Health Service patients in Britain are not being adequately protected because the hospitals and agencies who hire the doctors are not being sufficiently vigorous when assessing them to ensure they are fit to practise. There are over 250,000 doctors on the medical register and of those some 92,000 were trained abroad. However, some

doctors trained abroad do have a very good record, those trained in Hong Kong and New Zealand for example.

A series of reforms are to be implemented by the General Medical Council to ensure that foreign doctors are fit to practise in Britain and that the small number of overseastrained doctors who do not understand the British medical system are stopped from treating patients.

The Guardia Civil are investigating the death of a man whose body was found by a walker on Sunday afternoon. It was dismembered and buried in a well near Istan.

The Guardia are treating it as a murder given that the man had been shot several times. The body carried no identification but first inspections indicate that it belonged to a young man who had been dead for at least a year.

Thatcher feared Spanish attack on Gib

Cabinet papers released last Friday to The National Archives under the 30-year rule reveal that the Spanish media's support for Argentina's invasion of the Falkland Islands in April 1982, made Prime Minister Margaret Thatcher fear that rogue elements in the Spanish military could try to invade Gibraltar, forcing her to beef up Britain's military presence there. Five days after Argentina invaded the Falklands, on April 7th Thatcher called for an "urgent assessment" of Britain's ability to defend Gibraltar. A joint Foreign and Commonwealth Office (FCO) and Ministry of Defence report on the situation tried to reassure the prime minister but Thatcher wrote back: "This is suspiciously like the Falkland Islands assessment before invasion. 1,000 soldiers with a land boundary, no air cover etc."

Gib was to play a crucial role in supporting the Navy task force sent to recover the Falkland Islands and while military chiefs found no evidence of an increased threat, they could not rule out the possibility that "extremist right-wing elements" within the Spanish military might attempt to "demonstrate patriotism by some provocation".

However, they wrote that "given the small size of the territory, British forces in place are in a good position to make an armed assault a militarily hazardous undertaking," adding: "Although the territory could no doubt eventually be overwhelmed by vastly superior forces, the defenders could put up effective resistance. The likelihood of civilian resistance and casualties would also give an aggressor pause." The governor of Gibraltar at the time, General Sir William Jackson, requested additional manpower and military equipment as well as food, medical supplies and explosives. In late April, it became known that the Spanish were planning to hold an amphibious exercise "at a training area about 55 kilometres west of The Rock," a Ministry of Defence note said. A "suitable cover story" was concocted to explain the presence of extra RAF aircraft and the prime minister authorised the

dispatch of two Jaguar jets to reinforce the regular garrison.

The Spanish exercise passed off peacefully. The FCO had advised against inflaming Spanish attitudes because the land border with Gibraltar was to be reopened in June that year under the terms of the 1980 Lisbon Agreement. The FCO wrote: “From this point of view, we should avoid seeking, and indeed, do what we can to avoid publicity over Gibraltar's role in support of the task force." As it happened, the border was not reopened until December, under the newly elected Socialist Prime Minister Felipe González. Fears of an attack on Gib were not wholly unwarranted. I

have resolved to be even more contrary than usual this year, if that’s possible. I intend to write nothing but good news about Spain in this column – notice I say Spain and not Catalonia – and you may well wonder where I will find such news.

F

or starters, I came across an article in the New York Times last week which has not been picked up by the national press as far as I can see. The NYT’s correspondent in Madrid, Ralph Minder, wrote about “Car factories offering hope for Spanish industry and workers”. In it, he says that despite the economic gloom, Spain has at least one industrial bright spot – the car industry which “once again may become a beacon for European carmakers”. He goes on to say that “four years of economic turmoil and the euro zone’s highest jobless rate have made the Spanish labour market so inviting – an estimated 40 percent less expensive than those of Europe’s other biggest carmaking countries, Germany and France – that Ford and Renault recently announced plans to expand their production in Spain”. He adds: “Some experts say such gains in competitiveness and investment are exactly what Spain needs for its economy to recover and to remove any doubts about whether the country can remain in the euro union.”

o much for the doom-and-gloom merchants who argue that we cannot survive the painful cuts made over the past few months. Thanks to the labour reforms, Spain now has the competitive edge over the rest of the EU. Overall, Spain’s unit labour costs – a measure of productivity – are down 4 per cent since 2008, according to Eurostat, the European statistics agency. For example, the most recent Eurostat data put Spain’s average hourly labour cost at €20.60 euros, well below Germany’s €30.10 and France’s €34.20. Minder says that Opel, a subsidiary of General Motors, confirmed last month that it intended to close its plant in Bochum, Germany, in 2016, “a decision that has sent shock waves through the country, which has Europe’s largest car market”. PSA Peugeot Citroën has announced it also intends to close its factory in Aulnaysous-Bois, near Paris, in 2014. On the other hand, Minder says, “carmakers have added a dozen models to their Spanish production over the last two years. The latest, introduced by Ford in December, is a new version of the Kangoo, a small van, manufactured at its factory near Valencia. The Valencia factory is also set to benefit from a hefty reorganisation plan announced in October by Ford that involves closing factories in Britain and Belgium. Ford is hoping to close the Belgian plant by the end of 2014, with the loss of about 4,300 jobs, and transfer much of the work to Valencia”.

H

ow’s that for a little bit of austerity tit-for-tat, Mrs Merkel? I know it means Spanish car workers will have to accept lower wages but at least they’ll have jobs, will be paying into the Social Security and more importantly their wages will enter the cash flow and may perhaps keep a lot of small companies alive. This in turn will keep more people in work, paying Social Security and contributing to the cash flow. The car manufacturers are also doing their bit, having promised their workers they will not be subjected to the huge layoffs made in other parts of the economy. As Minder notes, “since the start of the crisis in 2008, car factories have cut their work force by about 9 per cent, compared with 21 per cent for Spanish industry as a whole”.

o how’s that for a little bit of good news to start the year with. I know a lot of people don’t like the number 13 but I suspect the year 2013 just may see the start of an end to our troubles.

Other resolutions

l Pais noted in a recent article that Mariano Rajoy seems hell bent on carrying on as he started out, although he’s making noises about not making any more cuts. I hope that’s true. Jose Maria Aznar turned round the disastrous economic situation he inherited from Felipe Gonzalez and Rajoy seems set to do the same.

s for Jose Luis Rodriguez Zapatero – the man I most loved to hate – hopefully he’ll continue to keep his head down, as his fellow Socialists have advised him to, in the hope that the great Spanish public will forget his disastrous seven-and-a-half years in power.

s for current Socialist leader Alfredo Perez Rubalcaba, he’s going to need all the help he can get to put the Socialist Party back on track – if it ever was on track to start off with, certainly not since Zapatero became party leader in the year 2000. Former Socialist PM Felipe Gonzalez had wisely kept his head down and is now considered the Party’s Grand Old Man. Zapatero, take note.

he New Year rings in with some unusual and overly positive predictions made by Economy Minister Luis de Guindos. He told Ser Radio station on New Year’s Day that he expects jobs to be created by the fourth quarter of 2013 after the economy begins upwardly pulling through by the middle of the year.

lthough he doesn't say how these new positions will be created – except to say that the government’s labour market reforms will help – his upbeat outlook goes against all provisions by other experts, including economists, who paint a very pale outlook for Spain. A recent 54-page report prepared by the journalists at Iberosphere website, released before Christmas, supports the notions that unemployment will jump to between 26 per cent to 27.5 per cent this year.

And 2003 looks likely to be a continuation of the same, even worsening, economic conditions that have brought Spain to the brink of an international bailout,” reads the report. “What 12 months ago looked like a double-dip recession is now fast appearing to be a full-blown depression with not end in sight.”

group of economists consulted by Iberosphere for its report “At Breaking Point? Spain in 2013,” believes there will be no growth this upcoming year or, at the least, any signs of a turn around until the end of the fourth quarter. “The labour market reform cannot work and will not work until demand and credit conditions normalise for firms, something that will not happen [this] year,” states José Antonio Herce, a partner at Analistas Financieros Internacionales. “Any labour market reform that is worth its name seeks to remove structural obstacles to full employment or to lower the natural rate of unemployment if it is too high because of structural imbalances.”

ome of the experts also say that budget austerity is having a negative impact on growth while the government’s projected revenues are lower than what they first believed. Manuel de la Rocha, of Fundación Alternativas, a Madridbased think tank, predicts that if the recession deepens further the government of Mariano Rajoy may have to negotiate with Europe a further delay in meeting the 3 per cent of GDP deficit target date – moves that are reportedly being discussed in Brussels – and decide on further pay cuts for public employees, including postponing

reintroducing the Christmas bonus pay, and curtailing jobless benefits even further.

Edward Hugh, an independent microeconomist, adds that credit will continue to be scarce and that so-called “bad bank” Sareb, that will absorb the weak bank’s property assets, won’t be able to resolve the ongoing property crisis. “Property prices are still too high, and there is no clear way in which the new bank can finance mortgages for the property it will own,” Hugh said.

s to social unrest, the group of experts consulted also believe that tensions won’t fall anytime soon but don’t think they will turn to violence like we have seen over the past year in Greece. “The lack of measures to incentivise growth and the fact that a quarter of workers and half of young people are jobless intensifies social breakdown and unrest is spreading to more and more sectors,” says José Manuel Ruano, a political science professor at Madrid’ Complutense University.

ot helping the situation is the Catalan government’s stubborn drive to hold a vote on sovereignty in 2014, with or without the central government’s approval, it seems. Nevertheless, political analysts believe that both the Barcelona and Madrid governments will reach some sort of middle ground, which may include a regional financing reform that could benefit Catalonia or a consensus for a new statute. Nevertheless, the firebrand Catalan Republican Left (ERC) – the coalition partner of Artur Mas’s Catalan nationalist CiU bloc – may fan the flames as it will insist on holding the independence drive vote no matter what the cost.

Inheritance News from De Cotta Law – Intestacy – dying without leaving a valid will The Spanish notarial system provides more security for those who make a valid will.

This is because there is a Central Wills Registry where each notarial will is registered by the notary. The original will is always kept on the Protocol (archive) of the notary where you sign the will.

The information at the Central Wills Registry will be the date and place where you made the will; your full name and date of birth and the names of your parents will assist with identifying you.

A valid English will must be witnessed by two witnesses who are physically present when you sign.

These witnesses should not stand to benefit from

your will or be family members.

However although wills can be registered in England there is no obligation to do so and most wills are kept at home or with the local solicitor in England who prepared them for you.

Leaving Spanish assets in a will

It is always advisable to execute a valid Spanish will before a notary if you own Spanish assets.

The reason this is important is that property does not generally pass to your surviving spouse automatically in Spain.

In the UK you can generally notify the Land Registry, the banks etc to transfer property into

your sole name and in some cases where the estate is not of a high value no other formalities are required. If they are, an application can be made for Letters of administration on intestacy.

This is very different in Spain as the property passes independently to your appointed heirs and there is a procedure required to prove who should receive. Spanish law applies the law of your nationality to your estate.

Therefore if you die leaving Spanish assets and have not made a valid will in either country your heirs need to prove firstly the law that should be applied on intestacy and secondly that they are entitled to inherit. This applies to your

spouse even though you may be joint owners of the assets.

For some time we have been advising British nationals in Spain that it is wise to state the law you wish to be applied to your estate.

While it would be difficult to overturn the application of your national law to your estate in wills made with this clause there will be added certainty in 2014.

This is when the European legislation changes to state that you can elect the law to be applied to your succession and that this will be binding. The important thing to remember is that prevention is not only better than cure in this situation it is also less costly than cure.

Coin RBL recordbreaking poppy appeal

In October a chap called Graham Dewar asked Vic Dean, the Coin RBL Poppy Appeal Officer, if he could have some poppies to take back to Afghanistan to help out with the 2012 Poppy Appeal. Vic gladly gave him a box of poppies and thought little more about it. As it turns out, Graham is the Kabul Operations Manager for Pacific Architects and Engineers (PAE), a logistics company with its HQ in Los Angeles, California. When Graham got back to back to Afghanistan he got together with Shaun Prince, the Quartermaster in Kabul for Garda World. Garda World is the 5th largest Security Company in the world and has its HQ in Montreal, Canada. Talk about an international effort! Between them they arranged an auction and a

Not to be outdone by their owners, Harold and Jackie Rice, horses Lucky and Bullet got into the festive spirit again this year as they did the rounds of the bars and restaurants in Coin. Photoshop was used to add the snow, of course but, didn’t they look grand? Lucky has been a hit with the local community

in recent years as he gets dressed up for Christmases, Easter and will find pretty much any excuse to do the party rounds! As is tradition, horses celebrate their birthdays on the 1st of January. Lucky reached 21 years old and Bullet was 12 years old.

She is spayed, chipped and vaccinated with the date of her rabies jab being 21.6.2012. She had a skin condition but has had treatment and is now ok.

This poor girl was in the most dreadful state when she came into FAMA and it’s a miracle she is alive to-day. She was found in a garden, and when she was bought into FAMA we did not think she would live. However after much

treatment and lot of loving care she has made a full recovery.

She is a friendly girl who mixes well with all other dogs. She is a Podenco albeit small, but sadly these kind loving dogs find it very hard to find a home. The P.A.D New Year's Day dip in the sea went well on Tuesday. This year, The Gun Pub on the Paseo Maritimo in Fuengirola played host to the annual event and despite pressing engagements, New Year's Day hangovers, seasonal ‘flu and the fiscal cliff, the 2013 swim 'n grill enjoyed a good turnout. The Times of India newspaper has reported that the Indian Government has relaxed the “no return within two months” rule for foreign tourists. The mandate which was a reaction to the situation prior to the November 2009 Mumbai terrorist attacks was amended in early December after the Ministry of Tourism had

expressed concerns that the rule was having a negative effect on tourism.

The unpopular two month rule principally only affected long term foreign tourists to India keen on spending more than 90 days in the country.

The Times goes on to say there have been some talks on the possibility of a visa-on-arrival scheme but

this is still a way off and for the time being all other visa conditions will continue to apply.

Mr Louis Wink to be an Officer of the Most Excellent Order of the British Empire (OBE) for Services to the Royal Gibraltar Police

Mr Richard Labrador to be a Member of the Most Excellent Order of the British Empire (MBE) for Services to Health and Safety.

Mr Wink has devoted his working life to the community in Gibraltar and recently retired after a distinguished 35-year career in the Royal Gibraltar Police, the last six of which were served as Commissioner. During his tenure as Commissioner, Louis Wink rose impressively to many challenges and he led from the front in the most exemplary manner. His ability in command and his steadiness under pressure inspired condidence in his people and the public in general and marked out his operational performance in striking terms. Mr Labrador has dedicated over 25 years to the development of Occupational Safety and Health in Gibraltar. He became the first institution of Occupational Safety and Health (IOSH) Fellow and the first Chartered Safety and Health Practitioner in Gibraltar.

Her Majesty The Queen has also been graciously pleased to approve the following awards:

The British Empire Medal (BEM) to Mrs Latifa Edmonds, for Services to Girl Guiding and the Community in Gibraltar; and the Overseas Territory Medals to Superintendent Emilio Acris and Police Constable Elizabeth Gomez for services to policing in Gibraltar.

Mrs Edmonds has been a leading member of Girlguiding Gibraltar for

more than twenty years, starting off as a mother helper and rising within the organisation to become Commissioner in 2006. During her tenure as Commissioner she had to organise the celebration of Girlguiding Worldwide Centenary and the bestowal of the Freedom of the City on Girlguiding Gibraltar. She was the driving force in organising 13 large scale events including an international camp held in Gibraltar for over 100 Girlguiding members.

Emilio Acris joined the Royal Gibraltar Police in 1977. He progressed through the Operational Division and was attached to numerous departments including the Criminal Investigation Department. In 1986 he was awarded the Royal Life Saving Society Vellum for saving the life of a drowning man. In 1996 he was commended by the US Naval Intelligence Service and was also awarded the Police Long Service Medal. In 2008 he was commended by the Commissioner of Police for his actions and determination in saving crew members from the stricken vessel Fedra. He has been the Chairman of the Police Federation for the past 10 years. Elizabeth Gomez joined the Police Force in 1980. She has been commended by the Commissioner of Police on two occasions – the first being for her action in saving crew members from MV Fedra and for her hard work and commitment in steering the Royal Gibraltar Police in hosting the European Association for Air and Sea Ports Conference held in Gibraltar, in September 2008. Additionally, on two occasions she has received the Gavin Clinton Constable of the Year award and she was the first female officer to receive it.

Mrs Denise Ghio for services to HM Government of Gibraltar Mr McElwee has dedicated more than twenty five years to senior football and coaching junior football teams in Gibraltar. On his retirement from playing, he focused on developing youngsters by coaching and managing junior teams. His Lincoln Football Colleagues named him ‘Lincoln’s Unsung Hero’. He has broken every record in local football and his track record as a manager is second to none though he has always shied away from the limelight.

Miss Lucy Gilbert – For over 20 years and especially since her retirement as a School Teacher, Miss Gilbert has dedicated her time to a number of local charities. Miss Gilbert is an active member of the League of Hospital Friends and Friends of Mount Alvernia, and additionally assists many charitable organisations in Gibraltar. She is one of the ‘silent’ workers in the community who help many people in many different ways by her generosity, patience and understanding.

Mrs Ghio joined the Public Service in 1989. Her greatest impact has been in the organisation of clinics within the Chief Minister’s office. Serving for three Chief Ministers and working on an initiative which started with a dozen queries per month, she has been instrumental in making this scheme grow into an established avenue for members of the public who need extraordinary assistance with their circumstances.

Message from Sir Adrian Johns Well, another year has flown by and this is our fourth and almost certainly our last Christmas on the Rock. My wife, Suzie, and I feel privileged to have been part of the community in Gibraltar and we have been especially lucky to have been here for the Diamond Jubilee year. 2012 has certainly been an exciting and challenging year in many different ways.

Diamond Jubilee

The Diamond Jubilee theme has run throughout the entire year but culminated, of course, with our celebrations in June. The Diamond Jubilee weekend was a riot of red, white, and blue and an outpouring of national pride in our Queen and Gibraltar’s unique British identity. We owe a vote of thanks to the Diamond Jubilee committee who have worked so hard throughout the year to deliver a marvellous programme of events. The Jubilee weekend was immediately followed by the visit of Their Royal Highnesses the Earl and Countess of Wessex. The Royal couple were a joy to host and they so clearly relished every moment of their time in Gibraltar showing a real desire to meet and speak with as many people as possible. And the Royal visit couldn’t have come at a better time for Gibraltar to reaffirm our sovereignty and our loyalty to the Queen in the most high profile, public manner. The sheer passion of Gibraltar’s demonstration of its British sovereignty seemed to me to speak as loudly as any referendum.

Olympics

Meanwhile, London was preparing for the Olympics and in spite of all the concerns and criticism, the London games turned out to be magnificent in every way. It was great to see Gibraltar represented by rhythmic gymnast Georgina Cassar and hockey umpire Nathan Stagno, both proud members of Team GB. But looking to the future, it would be even better one day to see Gibraltar as an Olympic participant in its own national right as some other overseas territories already are. It has been one of the busiest years ever for the Royal Gibraltar Regiment and the Band. As well as the Diamond Jubilee and Royal visit ceremonial

requirements in Gibraltar, the Regiment also undertook public duties in London, mounting the guard at Buckingham Palace and St James’s Palace, conducting the Ceremony of the Keys at the Tower of London, and, historically, firing the 62 gun salute on Her Majesty’s birthday. On top of all that, the Regiment has deployed soldiers to Afghanistan, conducted training in the UK and the Gambia, and carried out a major exercise in Morocco. All this adds up to an outstanding achievement and, as ever, the Regiment and Band have been fine ambassadors for Gibraltar on the international stage. At this time of year we bear in mind all those members of the British Armed Forces who will be away from home, deployed worldwide to ensure our safety and security, including this year one member of the Royal Gibraltar Regiment, Captain Timothy Cumming, who will be spending Christmas in Afghanistan. We think of his family and all those other families who will be spending the festive season without their loved ones.

Charities

The main target of our charitable efforts in the Convent this year has been the Gibraltar Diamond Jubilee Trust Fund. Thanks to the contribution of the various organisers, the general public and the wonderful generosity of our many sponsors, events in the Convent in 2012 have raised well over £50,000 for the Diamond Jubilee Fund, which, as Patron, I hope will help leave a lasting charitable legacy in Gibraltar. In addition to the garden open day in June and the Convent Christmas Fair last month we have seen literally thousands of people come through the Convent for Investitures, concerts, formal dinners, Duke of Edinburgh’s Awards, receptions, school tours, and, of course, the annual Queen’s Birthday Garden Party, this year in the presence of our Royal visitors.

Challenges

There have been so many good things to celebrate in this Diamond Jubilee year but it is deeply frustrating that at the same time we have had to deal with so many challenges to our sovereignty from our

Spanish neighbours. Illegal fishing activity and incursions into our waters by Spanish state vessels have been a persistent theme through most of the year and have made heavy demands on our security and law enforcement agencies. The main burden has fallen on the shoulders of those at the operational end who have had to handle and are still handling incidents on the water and I pay tribute to the manner in which they have conducted their duties. In recognition of this, I was pleased recently to award my personal commendations to the marine units and sections of the Royal Gibraltar Police, the Gibraltar Defence Police and to the Royal Navy Gibraltar Squadron in acknowledgement of their skill and professionalism in dealing with confrontations on an almost daily basis in the most testing of circumstances, and often in the face of serious pressure and provocation. They continue to do so and will, of course, be on duty over the Christmas period as will so many other people who will be on watch or working so that the rest of us can enjoy ourselves in comfort and safety. We owe our thanks to our voluntary and public sector workers and our emergency and essential services – our police, ambulance, fire and medical services, our hospital staff, charity workers and carers, and all those who supply our food, water, fuel, and power, and many more. My term of office is up next October and though it is far too early to say goodbye this is an opportunity for my wife and I to say how much Gibraltar means to us and how much we appreciate the real friendship and support we have found here. Looking back at 2012 the theme has been sovereignty and we have celebrated in grand style the Diamond Jubilee of Elizabeth, our Queen for 60 remarkable years. The six decades of her reign have seen high points and low points through a period of unprecedented change. But in this uncertain world one thing we have always been sure of is the Queen herself. Her dedication, her dignity, her steadfastness have been constants that have helped bind us all together. I wish you a wonderful festive season and a peaceful and successful New Year.

Ken Campbell, who writes our weekly Stargazing column is having a week off so Lee Osborn has kindly sent in a few reminders for what’s coming up and when.

About us

Hello and welcome. I am Lee Osborne an amateur astronomer. I am in contact with the local astronomers in the English and Spanish communities. We go out observing in dark sky areas at least once a month. We also get out of town and observe in the local hills every two weeks.

A little background on me

I have been interested in the night sky since I was 10 years old when Halley’s comet came over. I was fortunate enough to meet Sir Patrick Moore a few times, along with a few of the other presenters of the BBC’s Sky at Night. Then I drifted away from astronomy in my teenage years until rekindling my interest in my early thirties. I am a keen practical amateur observer of astronomy. I belong to a few astronomy clubs both here in Spain and in England, including Worthing Astronomers. I have lived on the Costa del Sol since 2001. I run a small club and arrange different observing events along the coast. We are a friendly

and approachable group, that will welcome new members of all abilities. Beginners welcome! We do not have a formal society – it is a group of like-minded people who enjoy getting outside at night and learning about astronomy. IT IS FREE OF CHARGE TO COME ALONG. So let’s get together and enjoy astronomy!

Learn to star hop and recognise the constellations, but little by little you will learn. A very good way of learning is research what you are going to look at in your next observing session.

So let’s say we are looking at Cassiopeia, the “W” or “M” as it moves round the pole star Polaris. Learn what stars make it up and what if any deep sky objects are near it etc … Do this for each of the constellations and in no time you will know your way round the night sky. That’s when your enjoyment will really take off!

You will find your own field of astronomy you wish to explore. Like the Moon, planets, deep sky objects, solar or even astrophotography – you will develop your own preferences over time. In the astronomy magazines each month they have a section of what is up and visible for observation.

The Sky at Night will be on in January with a prerecorded show with our favourite astronomer, the late, great Sir Patrick Moore. I for one sincerely hope that the BBC carry on his good work and keep the S@N (Sky at Night). In 2013 what can we look forward to?

Two bright comets will be high on my list of objects to observe! Panstarrs in March and ISON in November.

As always the Moon will be an enjoyable object.

The planets will make some great alignments.

Meteor showers will also be a favourite to enjoy! Three Kings Holiday

The Three Kings day falls on the 6th January and marks the end of the twelve days of Christmas, For many it is the day the Christmas decorations are removed and returned faithfully to their box until next year. In Spain it is the day “good” children receive their presents and naughty boys and girls a lump of coal. The night before the children traditionally clean and polish their shoes and place them outside their door in great expectation of being part of the first group “the good children” – if it's true then waiting for them the next day under their shoes are the presents. Epiphany to give it its more formal title, is a day of Holy obligation for Roman Catholics and as such most businesses and the banks etc will be closed. There will be processions where the Three Kings or perhaps more correctly the Three Royal Wise Men and their servants will throw sweets to the children lining the streets. Traditionally the three royal visitors rode on camels but some stories tell how one rode a camel, the other a horse and one an elephant and represented Africa,India and Europe. The original Three Royal Wise Men, the Magi, named as Balthasar, Melchior and Caspar are generally thought to have

been Zoroastrian priests or holy men who travelled from Persia (Iran) to pay homage, acknowledge and celebrate the Christian manifestation of the son of God into the world. Schooled in astrology they followed the fabled rising star bearing gifts of Gold, Frankincense, and Myrrh which are the forerunners of the present day Christmas presents. Many Spanish children now have an expectation of two sets of presents for Christmas Day and for “Los Reyes” but they had not reckoned on the global recession and may well have to revert to more traditional ways in future. Nevertheless El Día de los Reyes – The Day of the Kings or Día de los Tres Reyes Magos – The day of the Three Royal Magi or even La Pascua de los Negros – the Holy Day of the Black Men as it is occasionally referred to in South America is a very important day throughout the Catholic and Orthodox Christian world and will be celebrated by millions on the 6th January which is next Sunday and as such makes Monday the 7th a public holiday. ust when you thought it was safe to go back into the water – the virulent Amy Thomas strikes again! Yes folks, I’m back! I really don’t intend to be mean, but in these painfully politically correct times, some people do appreciate an honest opinion.

THE HOBBIT Directed by Peter Jackson Starring: Martin Freeman, Ian McKellan, Andy Serkis

Hobbit Bilbo Baggins (Freeman) is asked by wizard Gandalf the Grey (McKellen) to undertake an epic quest to reclaim the lost Dwarf Kingdom of Erebor, long since conquered by the dragon Smaug. Bilbo is introduced to his travelling compadres, a company of 13 dwarves led by the legendary warrior Thorin Oakenshield, and along the way he meets the creature who will change his life forever – Gollum. By the

underground lakeside Bilbo discovers an inner strength he did not know he had and gains possession of Gollum’s ‘precious’ – a simple gold ring that is tied to the fate of Middle-earth.

The movie, the first in a trilogy, comes ten years after the end of the Oscar winning Lord of the Rings series and is, as you would expect from the master craftsman that is Jackson, a majestically visual marvel of filmmaking

wizardry. The LOTR characters Galadriel (Cate Blanchett) and Elrond (Hugo Weaving) pop up here too as the story unfolds.

The movie has split the critics. Some believe that Jackson has overburdened what is a slight book and The Hobbit has sparked a debate about just how long movies should be. Alfred Hitchcock famously said that a film’s length should bear a direct relation to

the ability of the human bladder to cope. Well, the advice here is don’t drink anything before entering the cinema. At nearly three hours long it will test the toughest of bladders. But for fans of LOTR and for those willing to be swept along by the ambitious vibrancy of the filming the longeurs in the plot will be overcome as the audience succumbs to the stunning special effects and roots for Martin Freeman’s hobbit.

o many characters receive little or no mention. Obviously screenplays have to edit books considerably, but crucial players were skimmed over. Although Salander is withdrawn and taciturn, it is her relationship with Palmgren who plays a significant role throughout the trilogy, and through Blomkvist where we find she is not without emotion.

lomkvist’s relationship with Erika Berger, the editor of Millenium is completely ignored as are his other relationships. Although some of these are not crucial to the plot, they serve to fill out the characters and without them, all we are left with are one-dimensional cardboard cut outs.

think what bothered me the most is that not only did they cut chunks of important information, they seemed to try and rewrite the story. For example, Anita (Harriet’s cousin) was dead, but according to the book she was alive and well and living in London – I don’t understand why they saw the need to kill her off.

he only good thing I will say about the original film, is that they did include the Australian bit, however the re-make managed to work around that just fine.

Ingredients:

( Serves 2 )

• 1 onion , roughly chopped • 2 tsp garam masala • pinch chilli flakes • 2 tbsp red lentils • 1 x 400g tin chopped tomatoes • 500ml vegetable stock • ½ bunch coriander , chopped • natural yogurt, to serve (optional) Directions 1. Put all the ingredients (except the coriander and yogurt) in a pan, bring to a simmer and cook for 20 minutes until the lentils are soft. Add the coriander and cook for a minute. Use a stick blender to roughly whizz together. 2. Stir in a little natural yogurt to serve if you like.

Ingredients:

• 2 slices day-old white bread, crusts removed • 15g softened butter • 2 tbsp ginger preserve • 1 ripe pear, peeled, cored and diced • 1 medium egg, beaten • 4 tbsp demerara sugar • 150ml milk

Directions 1. Spread the bread with the butter, then the preserve. Cut each slice into 4 triangles. Arrange half the bread in the base of a 300ml microwave dish. Green tea does Prostate cancer not help burn fat research 'lagging'

Green tea extract is one of the most popular workout supplements on the market, used widely by bodybuilders, runners and others looking to increase the fat-burning effects of exercise, but a report published in December in the United States on a dozen randomised controlled trials, each lasting at least three months, has shown that regularly drinking green tea had no effect on weight loss in overweight adults. One of the key compounds in green tea is Epigallocatechin gallate, or EGCG, a potent antioxidant thought of by some as a sort of kryptonite to body fat. Its supporters claim it reduces fat gain and enhances fat-burning, but the amount found in a typical cup of green tea is

not enough to have much effect, according to the report. Green tea extracts, more richly concentrated with EGCG, may not be much better.

In a small but detailed study published in December in the journal Medicine & Science in Sports & Exercise, researchers looked at its effects on a group of 31 healthy men who were monitored closely and put on similar diets. Over a period of one week, one group consumed a green tea extract supplement twice daily – the equivalent of eight cups of green tea a day – while another group was given a placebo.

At the start and end of the week, the men cycled on stationary bikes at "an exercise intensity known to elicit maximal fat oxidation".

A third group was given a placebo for six days and then the extract on the seventh day.

The researchers took blood samples and did extensive testing, all of which indicated that the green tea extract did not improve fat oxidation.

However, the study did suggest that a failed attempt seemed to increase anxiety levels by a modest degree among those who had mood disorders. Their findings

coincide with the launching of the government’s antismoking advertising campaign which features a cigarette with a tumour growing from it.

It is the most common male cancer, but is 20th in the league table of research funding, a spokesman for the charity said: "Prostate cancer is simply not on the radar in the UK. Even though it kills one man every hour – that's 10,000 men each year – most men and women don't know enough about it. We need to follow the lead of the successful female movement against breast cancer and create a real change for men." The spokesman said breast cancer – the most common female cancer, which has a similar death rate to prostate cancer –

received more than double the annual research spend – £853 per breast cancer case diagnosed, compared to £417 for prostate cancer.

Leukaemia got the most research funding – £3,903 per case diagnosed – according to charitable and government funds data for 2009 and 2011.

Prostate cancer rates have been rising, partly because men are living longer (cancer risk increases with age) and also because more cancers are being detected through widespread use of PSA testing.

Quitting smoking 'reduces anxiety' Despite the belief that smoking relieves stress, smokers who successfully quit feel less anxious afterwards, according to researchers from Cambridge and Oxford Universities and King's College in London.

In their study of nearly 500 smokers attending NHS stop smoking clinics in England they found a "significant" decrease in anxiety levels among the 68 smokers who had quit after six months. The effect was greater among those who had mood and anxiety disorders than those who smoked for pleasure. They said their findings should be used to reassure smokers attempting to quit that concerns about increased anxiety levels were unfounded.

Olympian Louis Smith won Strictly Come Dancing

There are likely to be new controls over cosmetic surgery in Britain following the breast implant scandal in which non-medical grade silicone, intended for mattresses, was used for patients’ implants.

A two-stage consent process has been recommended to allow potential patients time to properly consider the implications of surgery. umours continue to suggest Apple has grand plans to revolutionise the TV industry, but new reports suggest that processing giant Intel is looking to jump in first. According to TechCrunch, Intel plans to showcase a new set-top box at the CES 2013 expo in Las Vegas next week.

he box would, like existing options from Apple and Google TV, bring the best of web-connected content, but would also allow users to pick and choose individual TV channels (like sports, movies or documentaries) they wish to subscribe to, rather than buying a bundle from their provider. he idea sounds like something we need here in Spain. We'd all like to pay less for only the channels that we actually watch, rather than the 1,000+ never-touched stations we're able to access through our package. The sticking point comes through finding agreements

with unwilling TV networks and providers in order to unbundle these channels. This is something that Apple has reportedly struggled with in its heavily-rumoured pursuit of an Apple iTV set.

ntel, according to the report, wants to get around this by launching city-bycity in the United States, making it easier to strike deals with local providers. While this may not have immediate ramifications for the UK, if Intel succeeds it gives the tried-and-test subscription TV model a much-needed shake-up and aids Apple's quest to strike similar deals.

t also bodes well for the thousands of Ex-Pats here in Spain who are set to lose most, if not all their UK TV Freeview and Freesat channels. So the more options out there the better and these two giants would be high on the list of potential purchasers of set-top boxes.

think that the coming months holds much in store for TV viewers, and we wait with bated breath for more about these reported plans at CES 2013, which powers up this time next week.

olaroid has confirmed that it plans to launch a compact camera system running Android at the Consumer Electronics Show in Las Vegas next month.

he device, which had been leaked in the last few weeks, will be the first Androidbased camera to boast interchangeable lenses and could be the first of a raft of new snappers with Android on-board.

ow its official. Scott Hardy, president and CEO of Polaroid told Imaging Resource. "There will be an Android powered, interchangeable lens camera introduced by Polaroid at CES 2013. Additional information and specs will be released

during the show." Hardy did not reveal any specs or an official name for the device, but speculation suggests that it will be running Android Jelly Bean, will be called the 'IM1836' and will come packing an 18.1-megapixel sensor. The launch at CES will be Polaroid's second Android camera.

May sees the FA Cup and the women’s UEFA Champion’s League final which is to be played at Chelsea’s Stamford Bridge ground on the 23rd, with the men’s at Wembley on the 25th.The Scottish Cup Final will move from its traditional Saturday kickoff to Sunday so as not to clash with the Champions League final at Wembley.

Miguel Angel Jimenez faces up to five months out of action after breaking his leg skiing in Andalucia’s Sierra Nevada ski resort. The 48-year-old Spaniard underwent surgery after falling on Saturday and could miss the Masters in April.

He said: "I broke the top of the tibia in my right leg, just where it meets the knee, and they put in two pins. It will take three, four or five months to recover and be able to return to competition. I was playing very well but these things happen in life."

Jimenez became the oldest victor in European Tour history when he won the Hong Kong Open in November. The Spaniard, who was one of Jose Maria Olazabal's vice-captains at

the 2012 Ryder Cup for Europe in Medinah, was skiing on Saturday when the incident happened. "I was going down a hill and lost control briefly. When I fell it was very sore," Jimenez told the European Tour's website. Jimenez has had 19 European Tour wins. There are only 10 players who have ever won more on the circuit than the former caddie, who turned professional in 1982 and had to wait a decade for his first success.

There were sixteen pairs competing on a knockout basis, which ran over two days, 18th and 20th of December. All the matches were played in wonderful sunny conditions.

The eventual winners were Terry Morgan and Claire Dye, with Graham Jarrett and his pairs partner Konstance Christensen finishing runners-up.

Cricket commentator Phil Taylor wins his Christopher MartinJenkins dies of cancer 16th world title

Darts great Phil Taylor added to his legacy in the sport on Tuesday after winning his 16th world championship title by defeating Holland's Michael van Gerwen in the final at London's Alexandra Palace. In a thrilling encounter, Taylor fought back from two sets down to tie it up at 2-2 before van Gerwen once again took control of the match. The Dutchman, playing in his first ever final, won the next two sets to take a 4-2 lead but he couldn't hold off a resurgent Taylor who won the final five straight sets to win the match 7-4. The 52-year-old Taylor, who had said after his semi-final victory over Raymond van Barneveld that he was feeling fatigued, appeared to get stronger the longer the match against the 23-yearold van Gerwen went on. Taylor, who won his first title in 1990, had hinted at retirement earlier this week after reaching his 19th world championship final. Taylor also spoke of his feelings after the semifinal outburst with Raymond van Barneveld. Taylor, 52, said: “I am very low. I spoke to Raymond and I probably overreacted a bit.

“He was just squeezing me and holding me too much. “I’m under the weather, I feel fragile. I’ve texted him, he has texted me back and he loves me to bits. “I reacted disgracefully and I feel terrible. I’d walk away tomorrow if people feel so much animosity towards me.”

Test Match Special commentator Christopher Martin-Jenkins has died of cancer at the age of 67. Martin-Jenkins joined the BBC in 1970 and commentated on his first match – a one-day international – in 1972. In 1973 he succeeded Brian Johnston as the BBC's cricket correspondent, a post he held until 1991, with a break between 1981 and 1984. He was cricket correspondent of the Daily Telegraph from 1991 to 1999 and of The Times from 1999 to 2008. He was diagnosed with cancer in January 2012, shortly after returning from commentating duties in the United Arab

Emirates.

A statement from his family said: "Christopher died peacefully at home this morning after his brave resistance to cancer. The family is extremely proud of all that he did to pass on his love of cricket worldwide with his gift of communicating through the spoken and written word. "He was above all a much loved husband, brother, father and grandfather."

Wayne’s Poker tips Here are my top five tips for the new year. 1.Don't play too many hands. A very common mistake that amateur players make is not being selective enough with their starting hands. Don't fall into the common trap of thinking that ‘any hand can win'. Although this is true, some hands are more likely to win than others and will help you win more money, while others will help you in losing more money. So be selective about which hands you play. 2. Don't bluff too much. Another common misconception about poker is that you need to bluff to win. You may see spectacular bluffs on the WSOP shows, but these are edited to show the highlights of the tournaments and so give the wrong impression of the frequency that top players bluff. Bluffing in poker is not as essential as you think it is. If you are a beginner online poker player, it is

better to play your cards well rather than trying to bluff your opponents out of hands. It is good to try occasional bluffs here and there, but the real art of knowing when to bluff comes from knowledge and practice. 3. Think about your opponent's cards. It is vitally important in poker to think about the strength of your opponent's hand, and not just your own. It is nice to have a big hand, but if you think that your opponent has a better hand than you, you should prepare to fold. For example a straight is a decent hand, but if there are four cards of the same suit on the board and your opponent pushes all in, do you still think you have the best hand? 4. New Zealand's 45 is lowest Test score since 1974

New Zealand were dismissed for 45 – the lowest Test score in almost 39 years – by South Africa on Wednesday. Kane Williamson was the only player to reach double figures in New Zealand's first innings on day one of the first Test as Vernon Philander took 5-7 in Cape Town. The total was the third lowest ever scored by New Zealand. India were the last team to post a lower total, when they scored 42 against England at Lord's in June 1974.

Queen’s Park Rangers boss Harry Redknapp says only "a real dope" would fail as manager of west London rivals Chelsea.
