E-911 committee prepares for digital mapping By Betsy Simon news@thenewsstandard.com A full digital mapping of Meade County is crucial to the Enhanced-911 system, committee members said, but the county must fix addressing discrepancies before its benefits can be seen. As promised at May’s E-911 meeting, a representative from MapSync, the company providing equipment, training and consulting to the county’s E-911 services, gave a demonstration at Monday’s meeting about what digital mapping can provide the county’s 911 system. Bill Lacey, who is in charge of readdressing for the county, also discussed applying for a Homeland Security Grant to pay for the Computer-Aided Dispatch system, which would allow dispatchers to pinpoint the location of where wireless 911 calls are made. Ron Householder, the Director of Marketing for MapSync, discussed the mapping and addressing projects. He said a number of addresses in the county will be changed but not all of them. Householder said the system “cannot have duplicate road names in the same city,” which Lacey and Mark Bennett, E-911 director and chairman of the E-911 committee, have been
working to fix during the past few years. Bennett said he has met with some of the magistrates about readdressing issues in their districts. He said he hopes to have the problems cleared up by next month. Householder said fixing road names and addressing issues will help expedite emergency responses by improving efficiency. After the changes are made and every structure in the county has been mapped and addresses approved, he said the benefits of the system would be seen. Householder said utility companies, such as water, gas, telephone and electric, could choose to take advantage of the system. He said if utility companies partnered with the 911 Center on the mapping system, they would be able to know if any of their lines had a problem and would be able to pinpoint the exact location of the problem. Householder said companies that sign a user agreement and share information with the 911 Center would have “view only access” of the 911 data and vice-versa. But, before any of the features of the digital mapping can work, he said the county has to fix its addressing — which is critical to the system. Lacey said the cost of
the digital mapping would likely be about $50,000 and would be paid for by a grant the county received. Bennett said he is not sure if any utility companies would agree to share information since the system is still in the data-building phase. Through unofficial talks with local utility companies, Bennett said he is “fairly confident” they would be willing to share information. But, he said Brandenburg Telephone Company did not sign an agreement with Hardin County and may decline an agreement with Meade County too. “But the benefits it can provide to businesses makes it a pretty easy sell,” Bennett said.
E-911 committee funding ‘consistent’
Fiscal Court has allotted the E-911 committee the same funding for 2007-2008 as it received last year. The committee will receive $31,200 for E-911 consulting, $5,000 for equipment expansion and $220,000 to continue Phase II of the system. Some of the monies allotted came from grants. Bennett said the amount allotted by Fiscal Court for next year “is consistent with what has been given in past.” He said some grant
State offers home improvement tips FRANKFORT — With summer home-improvement projects now under way, the state Office of Housing, Buildings and Construction (OHBC) urges Kentuckians to be wary when hiring contractors. Anyone performing any plumbing, electric or heating, ventilation and air-conditioning (HVAC) services must be licensed by the state. "Each certification requires documentation showing how long the license holder has spent in the trade and confirming that the contractor has passed the state examination,” said Van Cook, executive director of OHBC. For installation or repairs requiring plumbers, electricians or HVAC technicians, “always be sure to research the company or individual you plan to hire,” said Cook. Matt Koropchak, a Louisville businessman, learned this lesson the hard way. “It was a nightmare,” Koropchak said, in reference to a poor bathroom remodeling job that he had hired a contractor to complete. “Not only was he unlicensed, but the plumbing and electric work he had done was out of code and endangered the structural integrity of my home,” Koropchak said. He was forced
to hire another contractor to finish the job, adding expense and time to the project. Always ask to see a contractor’s license, Cook said. Once you have established that the contractor is licensed, the OHBC strongly recommends preparing a contract outlining the work to be done. It should spell out what preparations are needed for the job, when work will begin, how long it will take, the type and quality of materials being used and how much will it cost. “A written contract ensures everyone knows what to expect from the job,” Cook said. “When there is no written agreement, the possibility of a lawsuit significantly increases.” Here are other tips for home renovations: • Ask to see a license card, which shows the expiration date. • Make sure the contractor and any subcontractors have workers’ compensation coverage. This would pay for medical and rehabilitation expenses and lost wages if a worker gets injured on the job. If the contractor does not have proper insurance, the injured worker might sue the homeowner. Also be sure the contractor has general liability coverage. • Refuse an offer by con-
tractors to have an unlicensed technician “file for the permit.” It’s against the law. Check the state Web site, www.ohbc.ky.gov, to verify licensed technicians. Be sure that the electrician, plumber or HVAC license holder has an office contact number should you need to visit them. All estimates and contracts should have a company name, address, telephone number and license number. Be wary of someone who only provides a telephone number. Shop around and get more than one estimate, and ask friends and neighbors for references. The nationally recognized Safe Sitter Basic One Day Program for girls and boys ages 11 to 13 will be offered on Wednesday, June 20th. is to reduce the number of accidental and preventable deaths among children being cared for by babysitters. Thousands of young adolescents across the country have been trained by Safe Sitter to handle life-threatening emergencies. All information is medically accurate and is taught by trained Safe Sitter® instructors. During the course, students get handson practice in infant and child choking rescue and basic first-aid techniques so they are prepared to act in a crisis. Safe Sitter® participants also receive helpful tips to make them more confident caregivers. They learn safety and security
precautions, such as what to do if a stranger comes to the door and when and how to call for help. They receive information on child development and age-appropriate activities. And they learn about the business aspects of babysitting. To successfully complete the Safe Sitter® program, the students have to demonstrate that they have mastered the key concepts and have the skills necessary to handle an emergency. Safe Sitter® is one of many health education classes offered for the benefit of the community by Harrison County Hospital and the Harrison County Hospital Foundation.

money has also been figured in. Bennett said there should be enough money to finish out what the committee is currently doing, but he is also hoping to receive some more grant money. If the grants the committee is looking into fall through, Bennett said there are alternative grants they will look at He said the final step of Phase II, which involves wireless calls, is to purchase the CAD system, which also is dependent on grant funding. Bennett said “it would be hard to put a date” on when E-911 services would be available to the county. He said he thought wire line services should “pretty much be nailed down in a matter of months, hopefully by fall.” Earlier projections were that the first phase would be on-
line last spring. Bennett said the wireless end is different. He said there is procedure at the state level to get the 911 Center certified. Bennett said the state would have to make sure the system is working properly. If they find something that needs to be fixed, it will slow down the process, he said. Bennett said when they reach the certification process, “it could take a few months.”
Finishing up the grant process before deadline
Lacey said he is finishing up the process to apply for another Homeland Security Grant, which would help pay for the CAD system. He said he will ask for $261,581 in the proposal to purchase the system. Lacey said he will also ask for $50,000 to purchase eight Mobile Data Termi-
nals to put in police cars. He said four of the cars already have the MDTs, which are computerized devices that allow police officers to communicate with the 911 Center. Bennett said there should not be a problem meeting the June 15 deadline to apply for the grant.

The county is being divided into service districts and each district will receive an emergency service number, which Bennett said he is 90 percent complete with. The EMS numbers will enhance the system by having incoming calls register with a database that can tell the 911 Center what district the call is coming from and which departments correspond to that area.

“The Thrill of the Grill�, Tuesday, June 12th, 6:30 pm, side parking lot, Meade County Extension Office. Jennifer Bridge, Meade County Extension Agent for Family and Consumer Sciences, will demonstrate new ways to add thrills to your meals using an outdoor grill. The class is free and open to anyone wishing to attend. Each participant will receive a recipe booklet and will have the opportunity to sample the food prepared. Pre-registration is requested to assist in booklet preparation, however, it is not required. Basics of Home Food Preservation, Thursday, June 21st, 6:30 pm, Meade County Extension Office. Are you a first time gardener, Farmer’s Market consumer or are in need of a refresher on basic food preservation? Jennifer Bridge, Meade County Extension Agent for Family and Consumer Sciences, will discuss and demonstrate methods to preserve fresh fruits and vegetables. Participants will also have the opportunity for hands on learning. The class is free and open to anyone wishing to attend. Katie Alexander, Breckinridge County Extension Agent for Family and Consumer Sciences, will also be on hand to test dial-gauge pressure canner lids to ensure accuracy. This free test is encouraged yearly to make sure the proper pressure is reaching during canning. Pre-registration is requested but not required. American Association of Retired Persons (AARP) to offer a mature driving course The course will be held on Thursday, June 21, 9:00am to 4:00pm at the Meade County Extension Office at 1041 Old Ekron Road in Brandenburg. The fee for the course is $10 to help cover cost of materials. Registration fees must be paid when registering and are not refundable. Deadline to register is June 15th. There are still a few spaces available to attend this session. All automobile insurance companies conducting business in Kentucky are required to provide a premium discount to graduates of the 55 ALIVE/MATURE DRIVING; which is a state-approved driver improvement course! The Congressional Award was created in 1979 to promote initiative, achievement and excellence among young adults between the ages of 14-23. Students participating in the program must set challenging and achievable goals in four areas: voluntary service; personal development; physical fitness; and expedition/exploration. There are three levels of the Congressional Award: bronze, silver and gold. “This award is meant to encourage young people to take on new challenges, and Kaleb is a perfect example of what this award is meant for,� Lewis said. Fraley said now that he has earned the bronze medal, he will pursue the silver and gold. “I hope being part of this program can help me to go to college and be successful,� Kaleb said. “I’ll keep (volunteering at Otter Creek Park) to earn the gold. I like volunteering at Otter Creek because I like going out and looking in nature.� Bryan Lewis, a naturalist at Otter Creek Park, sponsored Fraley for the award. He said Fraley “tags along� and helps out with trail work and at the park’s animal center. Fraley set high, personal goals for himself, including earning a black belt in tae kwon do, reading classic books — such as Shakespeare — taking piano lessons, volunteering at the library and Otter Creek Park, and going on exploration trips to Bull Run and

He said about 50 firefighters at the Meade County Fire Department helped collect money and each of them put in around 12 volunteer hours. He said his firefighters are already beginning to think about raising funds for next year’s Crusade for Children. The Meade County Fire Department will host a 5K walk/run sometime this fall “to get a jumpstart for next year.� The Flaherty Fire Department collected $32,306.54, the largest amount of all of Meade County’s fire departments. Fire Chief Alan Sipes said 20 or 25 of his firefighters helped out during the weekend collection, but he said all of his firefighters helped collect money during various fundraisers throughout the year. Sipes said last year Meade County schools received
Assateague Island. Fraley said he developed the drive to earn the Congressional medal after learning about it from his aunt in New Jersey, whose children also earned Congressional Awards. Fraley said he has pushed himself to earn the award because he believes it will strengthen his chances of getting into a good college in three years. He said it took about five years to earn the bronze medal, but he should be able to earn the silver medal by next year, and should earn the gold medal about a year or two after that. Fraley said he has enjoyed going out to Otter Creek Park and volunteering for the last five years and plans to continue his work there in order to earn the silver and gold medals. Fraley’s mother, Subreana, said it comes as no surprise to her that Kaleb would earn the award. “He’s advanced and so focused on what he wants out of life,� she said. She said she has encouraged her son to continue setting high goals for himself because she wants him to be happy and successful. “I’ve seen a lot of kids whose hopes and dreams have faded away,� Subreana said. “I want his life to be full and happy, and I want him to be a good citizen.� She said she has seen how tremendous an impact the program has had on her son’s life over the last five years. “All of this has helped him appreciate life and be determined,� she said. “The program motivates you and teaches you to do things to better your community.� around $70,000 from Crusade for Children. “Every penny in the pot goes back to the kids,� Sipes said. Other fire departments throughout the county, such as Wolf Creek, Payneville, Ekron, Battletown, and Muldraugh, also took part in raising money. Kentuckiana residents donated a total of $5,169,387 to the 2007 Crusade for Children event, and specialneeds children from all of Kentucky’s 120 counties will reap the benefits. Over the past 53 years, the Crusade has raised more than $118 million and helped about 3 million special-needs children.

He said the cemetery was the state’s way of “celebrating the lives of the men and women who have served.” The 99-acre cemetery, located at 2501 North Dixie Highway in Radcliff just outside Fort Knox, took nearly three years to complete. The land was originally owned by Fort Knox until it was purchased by the state with an $8.9 million federal grant. Deputy Commissioner Marty Pinkston of the Kentucky’s Department of Veterans Affairs said the cemetery will have space to house Kentucky’s veterans for decades. He said anyone who has served in active duty or served in the military for at least 20 years can be buried in the cemetery. Pinkston said many veterans have already made plans to be buried there. He said the state is also looking to purchase the land near the railroad tracks to build a veterans nursing home. Veterans in attendance said the dedication of a cemetery in the area is a blessing to them because they can be buried close to home so their families can “visit and reflect.” “Service members get honored in life, now they can be honored in death,” said

Vietnam veteran Bob Keller and Pearl Harbor survivor Charles Robertson chat about their war experiences after the dedication of the new veteran’s cemetery in Radcliff. Bobby Alexander, a Vietnam veteran and Elizabethtown resident. Vietnam veteran Greg Dearborn said his family “was tickled to death” to hear about the building of the Radcliff cemetery. He said he was going to be buried at Arlington National Cemetery in Virginia, but “now I can be buried at home.” Wilbur Beasley, the commander of the Veterans of Foreign Wars Post in Brandenburg, said it “means a lot
to veterans” that their government is working hard to build cemeteries and nursing homes for veterans. Wiliam Tuerk of the U.S. Department of Veterans Affairs said the cemetery is the state’s way of keeping a promise. He said it is “a promise made and commitment kept by Lincoln,” who said during the Civil War the nation should forever honor its fallen heroes with resting places dedicated in their names.

The Flaherty Troublemakers started their softball opening day in style on the 12th of May. For the annual Opening Day Parade, the team broke tradition and decided to decorate and ride on an actual float. The team’s black and hot pink colors were carried over with matching balloons and streamers. The parade started at the Flaherty Fire Department with loud chants, songs, and the tossing of candy. All of Flaherty knew the Troublemakers were coming! This 7- and 8-year-old girls softball team is made up of 13 of Flaherty’s finest.

The ACT is a mandatory college entrance exam, and depending on what a student scores, it can determine which colleges are viable options to that student — and what classes they can take when they get there. The highest possible score is a 36 — which will practically guarantee a free-ride to any Kentucky college of choice. The ACT was first administered in the fall of 1959, and since has been a national college admission test. The test itself takes about 4 hours, and if the writing test also is administered, you can bet on another hour being added. When I first started planning for college, I planned on taking the ACT at least three times during my junior year just to get the feel of it. Then I planned on taking the test two more times during my senior year. But June 9 will be my first time taking the ACT this year. I have to report to my testing site by 8 a.m. and after four hours or so, I’m free to go. I think that the ACT is a good admission test but it’s not an IQ test by any means. The ACT is a comprehensive test of everything that a student should learn throughout high school. It has a curriculum base that covers the fields of English, mathematics and science. The writing section (if desired to be taken) tests a student’s ability to organize and write an essay. Personally, I would recommend taking the test at least two or three times before entering college. It gives you an idea of what you actually have learned so you can be comfortable with knowing your strengths when choosing what classes to take. No matter how many times you take the test, colleges always look at your highest score and will take that score into consideration when you apply. Libraries have ACT practice books and other materials to help you prepare for the test. I have about three laying around my house now, which mostly offer sample questions and notes to help prepare for the test. The books mostly have a lot of sample questions and notes that cover the subjects you will see. Some seniors I know are squeezing in one more test before they leave for college in the fall. But, I think it’s best to get most of your tests out of the way your junior year. I never really got around to it, but it does make filling out college applications easier when you have an ACT score to include, which is mandatory for many universities. Overall, the ACT is a very beneficial test to take. Even if you’re not planning on going to college, it can still help measure what you learned in high school.
