ON THE MOVE
FROM GETTING INTO DOWNTOWN TO MOVING AROUND, WE UNDERSTAND THAT PARKING AND TRANSPORTATION ARE KEY COMPONENTS TO A WORKABLE NEIGHBORHOOD. Downtown Jacksonville is located at the juncture of two major interstates, I-95 and I-10, and is accessible from five major bridges. Jacksonville International Airport is a convenient 19-minute drive from Downtown or hop on the JIA Express to catch a direct shuttle ride from Downtown to the airport. There are almost as many ways to get to Downtown as there are things to do when you get here. We appreciate the need to make it easy to get into Downtown, and Jacksonville has spent the past few years improving main arteries into Downtown - including Riverside Avenue, Hendricks Avenue, San Marco Boulevard and State and Union Streets. Additionally, the Florida Department of Transportation is currently upgrading the I-95/I-10 interchange, which will also improve access to the urban core. Once you’re here, it’s not difficult to find a place to park. Downtown Jacksonville boasts over 17,000 public parking spaces and 22,000 private parking spaces, and, at an average of $65 per month and $12 per day, has parking rates well below the national average. Approximately 1,600 metered parking spaces serve the needs of short-term users, and peripheral parking spaces supplemented with public transit provide convenient, inexpensive employee parking. Three free public trolleys, managed by the Jacksonville Transportation Authority (JTA), currently serve Downtown Jacksonville, shuttling riders to such busy areas as the Jacksonville Landing, the Sports Complex, Hemming Plaza and the Convention Center. Additionally, Downtown Jacksonville is home to the Automated Skyway Express, also managed by JTA. This Skyway system serves eight major areas of Downtown, including the publicly-owned Kings Avenue Garage on the Southbank. Where there’s water, there are water taxis, and Downtown’s river taxi service provides convenient service between the Northbank and Southbank, seven days a week. No downtown is complete without pedestrians, and making our Downtown more pedestrian-friendly is a key focus of our community. Several proposals are underway to improve Downtown Jacksonville’s pedestrian experience, including traffic calming measures, wayfinding signage, greening and beautification projects, and lighting projects.

It is the gateway to Downtown via I-10, bounded by the St. Johns River to the south and strategically positioned between the amenities of Riverside/Avondale to the west and the urban core to the east. Both Miles Development Partners, LLC with its Brooklyn Park development and Hallmark Partners, LLC with its 200 Riverside development are invested in the Brooklyn vision. In addition to 200 residential units, the future development will also offer Class A office space and a hotel.

This six-block, pedestrian-friendly development will feature hundreds of residential units with ground level retail. Developers are proving the market with new project announcements happening almost weekly, as the construction crane becomes Downtown’s official bird. In fact, the JEDC Design Review Committee reviewed more than $1.5 billion in new real estate developments including approximately 7,000 residential units, 1,200 hotel rooms and 700,000 square feet of office space – in just the past year. Promoting a healthy and vibrant Downtown by supporting this new growth is a top priority for the City of Jacksonville, the JEDC and DVI. Strengthening Downtown’s distinct corridors and putting land to its highest and best use are themes which guide the development of Downtown. Improved zoning overlays and a streamlined development process are instruments being used to build critical mass in Downtown. The JEDC is also seeking to encourage workforce housing through the formation of a public investment strategy that will subsidize development costs and work with existing City programs to assist qualified buyers. The City of Jacksonville is continuing with its short and long-term plans to move public sector activities off of prime waterfront and centralize them into the central core of Downtown’s northbank near Hemming Plaza. The new $95-million Jacksonville Main Library, new $80-million Federal Courthouse, new 1,350-space parking garage and the proposed five-block, $260-million Duval County Courthouse are evidence of this commitment to centralizing government activities and significant investment in Downtown.

GROWTH The Jacksonville Downtown Master Plan’s guiding principles: improve access to river banks and create a greenway; develop clearly defined downtown districts; develop pedestrian links; encourage well-designed, adequate, strategically placed parking; recognize open space as a valuable asset; provide a system of connected public open spaces; and establish downtown as a 24-hour city, guide development in Downtown Jacksonville.The recently completed $1.4-million Bay Street Town Center improvements adding landscaping and sidewalk beatification to encourage ground-level activity is just one example. Preserving the character of Downtown through adaptive reuse of historic structures is supported through historic preservation grants.The Laura Street Trio is a collection of three historic structures, including the oldest remaining bank building in Downtown. The Kuhn Companies’ $29.3-million renovation of the buildings will bring back into use approximately 85,000 square feet of office and retail space. Plans also include the construction of a 1,050-space parking garage. Large mixed-use projects will also have a dramatic effect on Downtown. The Shipyards, a 40-acre, $450-million, mixed-use development will change the skyline and riverfront of the Northbank. Upon completion, the Shipyards will include approximately 660 residential
units, 1 million square feet of office space, 350 hotel rooms and 100,000 square feet of retail. This resort-style community will include Shipyards Pier Park, which as the name implies, will feature a 700-foot pier extending into the St. Johns River, as well as, more than 200 marina slips. The face of the Southbank will change remarkably with two large mixed-use projects valued at more than $700-million.The San Marco Riverwalk Village and the San Marco Riverfront District will add approximately 4,000 residential units, 500 hotel rooms, 440,000 square feet of retail space, 215,000 square feet of office space and 300 marina slips. Riverside Avenue in the Brooklyn area of Downtown is fast becoming a highly sought-after business address offering riverfront views to new and expanding businesses. Fidelity National Financial recently made a $77-million investment on Riverside Avenue to build a new office building totaling 286,000 square feet and a 680-space parking garage. Approximately 3,200 people are employed at this location. Riverside Avenue Partners is constructing a new 13-story, 227,000-square-foot office building just down the street from the Fidelity project and the St. Joe Company recently completed its 140,000-square-foot, $24-million headquarters complete with dock and Riverwalk access.
