Caribou closure rumours not true, Saulteau First Nation says Plans to protect southern mountain caribou would like the people in the Peace to be proud of impacted by the caribou recovery efforts, was

In a letter dated Dec. 11, the Saulteau First Nation says there are many untrue rumours about the steps governments are taking to protect five endangered herds in areas around Chetwynd and Tumbler Ridge. “The steps that the federal and provincial governments are thinking of taking are not going to cause mills to shut down,” reads the letter, signed by chief and council. “Powder King is not getting shut down. There will not be a ban on river boating. They are not going to restrict recreational access to the bush. There may be some motor vehicle closures in some high alpine areas, but only when and where those activities pose a real threat to endangered caribou herds.”
“And there will still be mining, and forestry, and gas and pipelines, and other industries. We are part of the economy in the Peace too, and we don’t want to see economic development stop either,” the letter reads. The letter was obtained and released by Concerned Citizens for Caribou Recovery, who, along with local municipalities and the Peace River Regional District, have been ratcheting up pressure on the province to publicize details of two agreements being developed to restore caribou populations in the region. Southern mountain caribou have been listed as a threatened wildlife species under the federal Species At Risk Act since 2003. Two herds, including the Burnt Pine herd near Chetwynd and the Banff herd near Jasper, have already been extirpated. According to recent counts, there’s an estimated 229 animals in five other herds in the South Peace region. The federal government has declared there to be an imminent threat to their recovery, putting pressure on the province to take action, Saulteau says. The province has been engaging Saulteau and West Moberly because of their proven experience in one ongoing caribou recovery project, and because of their constitutional rights to hunt and manage the herds, Saulteau chief and council write in the letter. They say Saulteau has been working with West Moberly and wildlife experts to bring one herd, the Klinse-za (Moberly and Scott), from 16 animals to 80 over the last four years, referencing its maternal penning project, which has been profiled by the Alaska Highway News, and was the subject of a recent short documentary called The Caribou Guardians. “That is the most successful caribou recovery program ever, anywhere in the world, and we

Consultation with local stakeholders, companies, and municipalities will be taking place in 2019, Saulteau said, asking for patience and faith in the process. “When people jump the gun and give in to their worst fears, and spread wild rumours, based on false information — it doesn’t help their cause, it actually makes it less likely that governments will listen to them,” the letter reads. “We have faith that what we all want is to find the right balance between protection for the thing we all love about the Peace — the mountains, the wildlife, the rivers — and the things that we all need — economic development, recreation, hospitals, schools, safe highways, and so on.” Provincial officials with the Ministry of Environment and Climate Change Strategy were scheduled to appear at a special regional district board meeting December 7, but cancelled after the board refused to hold the meeting in camera, and closed to the public. Dan Rose, electoral director for the rural areas around Chetwynd and Tumbler Ridge most
set to meet with the federal government about the plans on Monday in Vancouver. However, the federal government cancelled at the last minute on Sunday at the request of the province, according to the regional district. “The Federal Government was quite concerned with the lack of transparency and engagement by the Provincial Government in the creation of the caribou recovery plan,” the regional district wrote in a news release Thursday. “Director Rose continues to advocate for open conversation and engagement between the Province and local governments, industry, First Nations, and recreational groups, and continues to demand that the province and the federal government suspend any further discussion on these issues until a comprehensive impact analysis is completed on all socioeconomic impacts of any changes to land use in our communities.” The province is developing a conservation agreement with the federal government under the Species At Risk Act, outlining the efforts at habitat restoration each government will undertake over a five-year period.

While it originally appeared provincial officials were headed to the Peace region to talk caribou, insiders are saying the public nature of the meetings has made things difficult. District of Tumbler Ridge officials noted their meeting was cancelled this morning, while PRRD says their meeting with Jennifer McGuire, assistant deputy minister of environmental sustainability and strategic policy, was no more. “The provincial government has cancelled its delegation to meet with the District of Tumbler Ridge,” said officials.

This is a Christmas look at the Tupper West expansion If they receive regulatory approval, NorthRiver Midstream will begin construction on the Tupper West expansion in early 2019, and ready for service by fall 2020. “We’re looking to expand the existing Tupper West processing plant to the immediate south of the existing footprint,” says Jay Morrison, external affairs for NorthRiver Midstream. “We’re looking to expand it by almost double in size.” Morrison describes the project as a three part process — three applications to the Oil and Gas Commission. The other two parts are a new booster compressor station located about 25 km north of the Tupper West site, and an electrical transmission line that will power the facility. The expansion of the processing plant and the booster compressor station have been applied for, the electrical transmission line has not. The Tupper West gas plant, located about 22 km southwest of Dawson Creek, became part of Brookfield Infrastructure’s portfolio, as part of their $4.31 billion acquisition — announced in July of this year — of 100% of Enbridge’s Western Canadian natural gas gathering and processing business, which Brookfield named NorthRiver Midstream. (Tupper West was built in 2011, and acquired by Enbridge in 2016).

The 10 year strategic farm plan No matter your age, it is never too early or late to put together a 10 year strategic plan for your farm. Dean Dyck, farm business management specialist at the Alberta Ag-Info Centre, looks at what to consider when creating such a plan. “Farmers are always busy with their daily and seasonal tasks,” says Dyck. “When asked what their plan is for the next 10 years, they often say they haven’t had a chance to work on it yet. Whether the next generation is ready to take over, or you are in the prime of your farming career, you need to ask yourself what the farm business will look like 10 years from now.” The first step in developing a strategy is to ask how long the business will exist. Will it exist for five more years or 25 more years? The planning horizon if often closely tied to the age of the operator. “If you are young and recently entered farming, your planning horizon may be quite long. However, if you are 55, your planning horizon could be somewhat shorter depending on the direction of the farm operation,” he says. The second step is to define where the business is going. “A younger operator may consider an
aggressive growth strategy by adding one or more new enterprises or expanding the existing enterprises,” explains Dyck. “Other alternatives to be considered are to staying the same size, changing the crop and/or livestock enterprises, or processing and marketing of farm products.” He says that an older operator may consider these strategies depending on their ability to take on the risk. However, a higher priority may be retirement and the continuation of the farm business. Questions that need to be asked include, “How long will I farm? How long will I physically and mentally be able to continue? If my desire is for the farm to carry on, who is the successor? Do they want to take over the farm? Am I grooming them to be the next farm manager? Do I have a plan? If so, is it written and who knows about it?” If there is no successor, Dyck says to then ask yourself if you have an estate plan. “Filing your income tax on a cash basis allows for the deferral of tax through the use of various strategies. But when you exit the business, this tax becomes due and payable, and the biggest beneficiary of your estate could be the Canada Revenue Agency. Do you want that? If you are in this category, maybe it is a good time to develop an exit strategy that will minimize the tax

you will pay as you wind down your farm business and you transfer assets into your estate. Is it time to talk to your accountant about this?” If you have a successor, then what is the shared vision for the farm or ranch? “The vision is the shared image of the family’s definition of success and what the family wants the business and legacy to be. Having a clear vision allows the family to set goals and address the dreams of the family. This is critical to the success of the family, the individuals and to the farm business.” Dyck says that the discussion about the long term strategic plan of the farm should start with a family meeting and asking some simple yet complex questions:
how are they leading? § What are the opportunities and the strengths of our farm business? “Although the answers to these questions may not be clear cut, they can provide a good base for discussion and the start of a plan. These answers will also create an awareness for that 10 year plan and a go forward framework on how the business will evolve. PRRD directors respond to Saulteau letter At the December 14 board meeting, PRRD directors discussed the Saulteau First Nation’s letter regarding caribou. Directors largely agreed that they appreciated the openness from the Saulteau in their letter, but were disappointed in the province’s lack of transparency. “For me, I read this letter and it’s disappointing that one of our First Nation neighbours is giving us information and trying to be forward with us, and the province is still tight-lipped,” says chair Brad Sperling. Directors also condemned the backlash the Saulteau received on social media from some. “Now we have the First Nations, who is trying to be open with us, and it’s being taken out on them somewhat. It’s not right, it’s not
fair,” says Sperling. “It’s the provincial government that’s failed to engage with us,” says Dawson Creek Mayor Dale Bumstead. “We do not see this as an issue with our First Nations neighbours [. . .] I think it’s unfair these guys are taking the attacks they are. We stand with our neighbours. “I’ve seen little from anybody else in writing on this topic, and the other component to me now is, these are our neighbours and our neighbours are now feeling the effects of this from within our region.”

A motion also passed to send a letter of appreciation to the Saulteau for the letter, with Bumstead praising their leadership.

Tax season is approaching and now’s the time to start preparing. Make the time to squeeze in a visit with your accountant before year-end. “I like to meet with my clients before their year-end,” says farm tax advisor Chris Annis of Allied Associates in London, Ont. “An interim check-up allows us to review the farm’s position for tax purposes by summarizing year-todate numbers and projecting the transactions to year-end.” The process helps manage year-end sales as farmers are allowed to report their farming income on the cash basis when filing their tax returns. This is true for individuals and corporations, Annis says. When undertaking tax reviews with clients before the calendar year-end, Wheatland Accounting Services’ president Kelvin Shultz primarily considers the possible need to defer and pre-buy, family salaries and overall management of the tax brackets farmers are in. “Whether it’s reasonable to keep them in a low bracket, or, as they move up, trying to keep them within a reasonable taxation range,” Shultz says from his office in Saskatchewan. “And if they get beyond that, then we start looking at incorporation.” Managing tax payable Tax strategies to manage income tax payable include paying wages to spouses and/or children to reflect their labour contributions and retirement saving plan contributions, Annis says. “Our targets are often linked to the different tax brackets to manage personal income tax and CPP contributions, or for pensioners, qualifying for the Guaranteed Income Supplement or avoiding repayment of the Old Age Security,” Annis adds. “For corporations, managing remuneration to shareholders with dividends, wages, or a mix of both is completed.” Pre-buying and deferring Pre-buying seed and fertilizer allows farmers to take advantage of discounts, but also to deduct those next-year items this year. “Farmers tend to pre-buy and they tend to defer [income] and they finally do that continuously for a few years to the point where it’s almost no longer manageable to keep their income in a reasonable bracket of taxation,” Shultz says. After pre-buying and deferring as much as one can, the best alternative, depending on individual circumstances, may be to incorporate, Shultz says. Future planning A meeting between farmers and advisors before the end of the calendar year also helps advisors plan for downsizing or expanding operations, depending on circumstances, as well as cash flow, budgeting and addressing financial needs for the upcoming year, Annis says. An advisor can also plan for farmers to take advantage of tax-free rollovers to family members and ensure all government accounts are in good standing prior to year-end, he adds. The deadline for the Local Rural Crime Watch Grant is approaching. Local rural crime watch associations must submit their application for the $1,000 annual grant to the Farmers’ Advocate Office (FAO) before January 15, 2019.
The FAO offers a $1,000 grant to a local rural crime watch association for an innovative project that helps prevent and mitigate crime in rural communities. Rural crime watch associations can submit letters outlining their ongoing or completed efforts to reduce crime

in their respective communities. In 2017, the FAO awarded this grant to the Leduc Rural Crime Watch Association. Happy horsemanship, and happy new year from Glenn A student asked me a question and so I thought I would share it with all of you, the question: “What is or how do you achieve roundness and/or suppleness?” I can only speak from my own experience and views on any of these topics. The biggest thing we can do for ourselves towards this goal is to truly understand the concept of what it is and the ingredients involved. There are a hundred and one exercises for this; but they are only as good as our understanding of the needs of the horse and the order of the exercises given. What I describe “roundness” as is: “the way the horse carries himself and the muscling that has been developed through continual and proper systematic development.” Suppleness is also developed through continual and proper systematic development. Suppleness comes before roundness. I believe most people look at both of these things as something physical that you can see, and it is; but to get suppleness and then roundness a horse first needs to be mentally and emotionally prepared in that order. And then the suppleness and roundness is achievable. All too often there is no thought to the horses level of mental or emotional fitness, only the physical look that is trying to be achieved. It is much easier to see the physical look than the mental or emotional state. Although, it is quite easy to see the mental and emotional state as well, if you are looking for it. One of the harder things to do with a horse is for us to: a) first learn the skills we require ourselves, then: b) take the time to prepare our horse mentally and emotionally for the physical things we want our
horses to do, such as being supple and round. If a horse mentally understands what is being asked, then emotionally it is much easier for them to deliver. I think of supple as soft and easily bent, moved and maneuvered. If a horse is soft, easily bent, moved, and maneuvered then it stands to reason that we can ask them to do exercises and carry themselves in way that will develop muscle in the proper areas to achieve roundness. A horse that is not mental and or emotionally prepared gets tight and bracey, the opposite of supple. If you ask a horse like this to get round you will get muscle development in all the wrong areas. One of my horses that I ride now, Az do Vouga, (Az) might be one of the most athletic horse I’ve ever ridden. However my biggest and most challenging job with this particular horse is to get him emotionally prepared for what he is more than physically capable of doing. It is fairly easy to pick up the reins and hold him into a physical frame but he is not thinking about holding himself as his own responsibility, it’s all up to me. If I ignore the fact that I need to help him more mentally and emotionally, and just work on the physical, I will never be able to access and enjoy all the unbelievable talent and athleticism he has to offer. If we understand there are three areas: mental, emotional, and physical, that we need to develop, but only spend time on one area then we are truly only getting a third at most of what the horse has to offer.
roundness and suppleness is something we have to wait for, and it is, but it isn’t. Keep the order of things in mind. Mental, Emotional, and then Physical. Supple before Round. Maybe another way to say it is: Suppleness comes from a mental and emotional good place. Roundness comes from a physical good place but you can’t get there without the mental and emotional good place first. Everything we do with our horses from day one should be continually and systematically working towards the end goal. We can have little things that our horse is soft, bendable or supple at on the ground before even getting on. As we get these things going then we can ask for them to carry themselves in certain ways developing the muscle and roundness that we are looking for. Finally, when all ar-
eas on the ground and in the saddle are developed mentally, emotionally and physically, supple and round, we might call that collection. I believe the closer I follow these guidelines and way of thinking the more success I have. We are talking about equine influenza By Dr. Mike Ross Recently we have been seeing a lot of the flu in our horse patients. Equine Influenza or ‘the flu’ is caused by a highly contagious influenza virus that affects the respiratory tract of horses. Most influenza viruses are fairly species specific, which means that the equine influenza virus likes to stay within the equine population, putting humans at a low risk of becoming infected. It is rarely fatal; however a greater risk of death occurs when donkeys, zebras or debilitated horses become infected. Transmission of the virus occurs via the inhalation of viral particles in the respiratory secretions of infected and shedding horses. Direct nose to nose contact, sharing of tack and other gear, or simply being within close vicinity of an affected horse may promote the transmission of the virus. Once inhaled, the influenza virus has an incubation period of 1-3 days. The virus replicates within the protective epithelium and cilia of the respiratory tract causing the destruction of these protective cells. Clinical signs are seen immediately after the incubation period and include a high fever (up to 106°F or 41.1°C), serous (clear) nasal discharge, swollen lymph nodes and a dry, hacking cough. Often horses become depressed and go off feed/ water. These clinical signs usually last less than 3 days in uncomplicated cases. Nasal discharge may turn from serous to mucopurulent (yellow/ green) if a secondary bacterial infection occurs as a result of the loss of the protective cells in the
respiratory tract. If a horse has a mild, uncomplicated infection the prognosis for recovery is excellent and generally occurs within 2-3 weeks without treatment. More severe and complicated infections can show clinical signs periodically for up to 6 months. This is because the respiratory epithelium requires approximately 21 days for complete regeneration. Recovery may be hastened by reducing strenuous exercise. Other complications resulting from equine influenza infection can include pneumonia, pleuropneumonia and chronic bronchitis. The risk of these complications can be reduced by restricting exercise, controlling dust within the environment, providing good ventilation and good stable hygiene. The clinical signs of Equine Influenza allow us to make a presumptive diagnosis; however, the only way to make a definitive diagnosis is by sending a sample out to a laboratory. This requires a nasopharyngeal swab that can be easily obtained. We run a respiratory pathogen PCR, which tests for the genetic material contained in common viruses like Flu and Rhino. This PCR also tests for some bacteria pathogens like Strep. Equi , which causes strangles. This PCR has a quick turn around and is more convenient than a culture or virus isolation because we can get a diagnosis from a sample containing dead viruses or bacteria as all a PCR test needs is the virus/ bacterial RNA or DNA. Uncomplicated cases of influenza require rest and supportive care. A minimum of 3 weeks rest allowing for epithelial regeneration
is required; a longer period of rest may be required for more severe cases. Because influenza is caused by a virus, antibiotics are not usually required as antibiotics do not work on viruses. Antibiotics are required only when a fever persists for more than 3-4 days or if nasal discharge becomes mucopurulent (yellow/green) or pneumonia is present. A non-steroidal anti-inflammatory (NSAID) such as Phenylbutazone (‘Bute’) or Banamine for those horses that have a fever above 104 °F (40 °C) may also be given. Immune stimulants can also be administered by a veterinarian to assist recovery. For a specific treatment plan, contact your veterinarian. Prevention of influenza requires good biosecurity common sense and an appropriate vaccination protocol. New horses that are being introduced to a herd should be isolated for 2 weeks especially when it is known that influenza is in the area. Also, if your horse is sick and is showing any signs of a respiratory tract infection, it is prudent to keep them home so you don’t put other healthy horses at risk. Isolation or quarantine of affected horses is suggested to be 21 days. There are several influenza vaccines available on the market. To determine which one is right for your horse(s) and to develop an appropriate vaccination protocol, please consult one of the veterinarians at the Dawson Creek Veterinary Clinic.

Battling to stay ahead of clubroot Neil Billinger The number of confirmed clubroot cases in Western Canada continues to grow, but if clubroot is discovered early, the disease can be managed much more effectively with minimum impact on the canola yield. Clubroot prevention Clubroot is a soil-borne disease that causes galls to grow on the roots and prevents the canola plant from getting vital water and nutrients. Washing equipment, or at least knocking most of the dirt off, prior to storage and, in summer months, between fields, is a must to prevent spread of clubroot spores, says Dan Orchard, an agronomy specialist with the Canola Council of Canada. “Equipment is the major mode of clubroot transmission,” Orchard says. “The risk of spreading clubroot is reduced by the amount of soil removed before entering a field. If 90 per cent of the soil is removed, so is 90 per cent of the risk.” Michael Harding, a plant pathologist with Alberta Agriculture, says planting clubroot-resistant canola is another effective management tool. However, when it’s overused, resistance will break down. “If we continue to grow resistant cultivars in fields that have high resting spore populations, the resistance erodes in just three cycles of canola,” Harding says. A recent University of Alberta survey indicates over 170 fields in that province have some resistance issues. Harding also stresses the importance of crop rotation.
While the recommended rotation for canola is once every three or four years. “If we want to contain this, we need to think carefully about crop rotation and equipment sanitization,” says Harding. “Those are the two management principles that are really going to either help us to avoid contaminating new fields and/or manage it in the fields where it is already found.” Treatment options Experts say heavily-infested areas and hot spots should be seeded into a grass species. Orchard says the grass appears to coax clubroot spores out of dormancy and helps to reduce spore loads more quickly. The grass also identifies the clubroot location so traffic can avoid the area. Liming areas of the field to increase pH can help, he says, but it needs to be done properly since raising pH too high could also lower yield. Fumigation and/or solarization also appear to work, but Orchard adds it is difficult and expensive, even for small areas. The Canola Council of Canada and the Saskatchewan Ministry of Agriculture have more detailed clubroot management and prevention information. 2018 incidents A new clubroot map from Stephen Strelkov, a University of Alberta professor of plant pathology, reports 3,044 confirmed clubroot cases since the initial discovery 15 years ago near Edmonton. Another 300 new clubroot cases were found this year. Most of the new cases, however, are near other previously confirmed fields.

Alberta lamb and sheep market update Strong domestic demand and industry growth continues to provide stability for Alberta’s lamb market. Jason Wood, provincial livestock market analyst with Alberta Agriculture and Forestry, analyzes the numbers as of December 12, 2018.
However, Wood says that has turned around during the last two years. “Alberta ewe numbers have increased by four per cent, or about 3,500 head while retained lambs for breeding have marginally increased about one per cent during the same period.”
Taking a look at Alberta’s sheep industry inventory shows that expansion has been challenging,” says Wood. “When looking specifically at female numbers, we see that ewes have declined 30 per cent since 2002 and lambs retained for breeding each year have declined 45 per cent. “
“Two consecutive years of increases in the breeding flock is a positive sign of strength in the industry, with market stability being one supporting factor,” he adds. “In 2018, the estimated price for a 120 lb. Alberta slaughter lamb is averaging more than $244 per head,

up 3.4 per cent from the same period in 2017,” notes Wood. “The average price in 2018 is 24 per cent higher than the 5-year average.” Looking back a few more years, Wood says that the year to date estimated average price in Alberta’s slaughter lamb market is more than 40 per cent higher than it was in 2014. For feeder lambs, the year to date average provincial price is about 7 per cent lower than in 2017. “As we have seen in other livestock feeding industries, higher feed costs have been one factor affecting feeder markets.” Wood says that global lamb pric-
es have rallied in many countries in 2018, as demand for lamb and mutton continues to expand. “Demand is growing through the increased use of lamb in the food service sector and continued growth of the middle class.” “The increasing popularity of lamb as a protein choice suggests that we should continue to see support for both domestic and global lamb markets in 2019.” For more information about Alberta’s lamb and sheep market, contact Jason Wood at 780-422-3122. Cow-Calfenomics back in 2019 Cow-Calfenomics is coming to a community near you in January 2019, and registration is now open for the four sessions. “This year, we have again put together a well rounded agenda with interesting speakers and interactive sessions on management in the Alberta cow-calf business,” says Bruce Viney, economics extension specialist with Alberta Agriculture and Forestry (AF). This year’s presenters and presentations are: § Brian Perillat, general manager and market analyst from CanFax, will speak on the cattle market situation and outlook. Brian brings his insight into the beef markets and what the market outlook could be going forward. Brian will also demonstrate and explain how the new CanFax app can help producers make better marketing and planning decisions. § Bruce Viney will showcase decision support tools for cow-calf and crop enterprise decisions. The Ranchers Return and Crop Returns calculators are tools that have value in analyzing various enterprise feeding and production scenarios. Bruce will also speak to the importance of financial forecasting in building an effective a business plan. He will explore some innovative and easy techniques for producers to use in creating forward-looking business simulations and calculating cost of production. Anyone who is entering in to the business, or analyzing their whole business will find this benefi-
cial. § Bill Chapman, crop extension specialist with AF, will speak on the crop production enterprise and new cereal varieties that have the potential to increase whole farm profitability and sustainability. The economics of triticale and traditional cereals will be compared. § Jill Moore, livestock extension specialist with AF, will facilitate an interactive session where local producers will discuss their own successes and failures, and lessons learned on increasing farm profitability. It is so much cheaper and easier to learn from other local producers who have hands-on experience trying new things. § AF specialists will lead a brainstorming session on opportunity costs and making decisions to improve profitability using case studies to fuel the conversation. “It’s a full day with a lot of great information that any farm manager can utilize and incorporate into their farm management tool box, wherever they are in their careers,” says Viney.

They moved to the Cotillion District in 1965 from Delburne, were they had farmed since 1938. They bought a half section from the Clisbys and lived there until 1975, retiring in Rycroft. 40 acres were broke and when they sold the home place to Myrtle and Early Kleeburger, they also sold their homestead to Fred Bare and Gerard Levfebre. A rare holiday appearance from a DC columnist
At first your husband reacts awkwardly, because he a) didn’t wrap it and b) didn’t buy it and c) had no clue that ‘he’ had bought it. After a momentary lapse of confusion he realizes that you have been his Secret Santa and have once again, made him look like a hero at Christmas. The falsehood continues to perpetuate and by the time breakfast rolls around, your hubby has convinced himself that he had braved the mall on Christmas Eve and purchased the jacket! He regales the tale like a fish story about how he “found the last one on the hangar” and had, “overheard his daughter mentioning the jacket and had set out on a quest to find
it for her”. We may think that believing in a fat man dressed in a red suit who flies across country in a sled pulled by reindeer is the biggest sham at Christmas, but I would argue that by far, the biggest sham is the number of women who purchase gifts on behalf of men. My point was validated recently by a story told on CBC the Sunday Edition titled, “Men who give gifts – and the women who buy gifts men give”. The women on the program spoke about how frustrated they have become as a willing participants in this cover-up. Now I do not want to generalize because of course, there are many men out there who do all of their own shopping for gifts….but I would say that those men are few and far between. This gift giving conspiracy is one of the many reasons why women are exhausted during the Holiday season! Not only are they expected to create a beautiful Christmas atmosphere through decorating the tree and the home, but they also spend endless hours shopping for everyone! The cherry on the top is
the Red Bull fueled evening wrapping all of gifts before hitting the kitchen table to write the annual Christmas letter. If you don’t have a will, the fate of your farm will be left in the hands of the province and its intestate laws. “In Saskatchewan, the Intestate Succession Act entitles your spouse to the first $100,000 of your estate, and then it’s divided up proportionately after that,” says Stephen Schuck, a lawyer with the NSWB law firm in Weyburn, Sask. “In the case of someone who is married with three children, the spouse and each child would get 25 per cent of your estate after the first $100,000 is dealt with.” It’s more complicated if you have no spouse or children, Schuck says. In that case your estate would go to your parents. If you have no parents, it goes to your brothers and sisters, then your nephews and nieces. If you have none of these, it will be divided among next of kin. “It just keeps going on down the line,” Schuck says. “If it gets to the point where it reaches your next of kin, your estate could be fractionalized down into very, very, very small amounts.” The Act also decides who can apply to administer your estate. Again, your spouse will be at the top of the list followed by your children. So, if you have no spouse and your children don’t get along, there can be a conflict. The court will want your estate dispersed in a fair and equitable

manner, Schuck says. They’ll direct the administrator to take out a bond. Since many farms have millions of dollars in assets, this can easily mean thousands of dollars of extra costs. Also keep in mind that the Family Property Act entitles your spouse to 50 per cent of the value of assets accumulated within the marriage. Your spouse or children can also claim against your estate under the Dependents Relief Act. If you happen to die in the middle of a divorce or if there’s a common-law spouse with a claim, settlement could take years. Intestate laws can create nightmares for children intending to carry on farming. Even family members who got along can become quarrelsome when shares of millions of dollars in assets are involved. Schuck strongly recommends you plan ahead, seek legal advice and get a will in place. Wills also need to be updated to reflect new realities. Names and faces from the Big Bend Jack and Alice Campbell – Jack was a veteran, arriving in the area in 1919 with other vets seeking land. He took up ½ 5-80-8. He was raised in Ontario before joining the services, while Alice arrived from England in 1923 to visit an old friend. Before she returned home from her holiday, she met Jack. The Campbell’s farmed for many years until Jack passed in 1957. Alice rented land for a few years, then selling to Mr. Berg. After living in Spirit River, she retired to New Westminster.
Heavy Tarr William “Heavy” Tarr – was born in Harrington, Ontario in 1887. He was a veteran of the first world war and had been a Sgt. Major with the railroad troops. He came to Blueberry in 1919 to homestead – never found the time to marry but always enjoyed community gathering. During the second world war he worked on the Alaska Highway. He retired in 1959 and moved to Spirit River, passing away in 1965. Right, Tarr in a field, below, Jack Campbell and Bob Hampton fix it good, and bottom, Alice Campbell.

Most young dogs that are bred to work stock show enthusiasm and keenness once they are introduced to live stock and realize they move. However, occasionally there are dogs that show reluctance and hesitation in the beginning. Some of these dogs can be encouraged into working while others may never grow into their role of working dog. For a young dog who is hesitant to get in and move the stock the handler needs to back up so he makes room to allow the dog to get in close and move the stock. As the dog gets close the movement of the sheep or cattle triggers the instinct to work telling the dog to get in there and move the animals. If the dog is still unsure and reluctant the handler can get amongst the stock and move it himself while giving hissing sounds. This will usually be enough to get the dog excited and he will bite or scatter the stock. A few times of creating this excite-
ment and the pup will usually get the idea that he can chase the stock and so make it move. The pup may need to be encouraged to bite the animals to get them going. Whatever it takes, the dog needs to move the stock. Once this happens then the handler can start stepping in and shaping the direction of how and where the stock go. The pup needs to be bringing the sheep to the handler as the handler backs up. The more miles a handler backs and lets the pup keep the sheep following him the more desire the pup will have to keep them moving. The first few sessions of working should be done on dog broke animals that move easily to help develop a pup’s confidence. As his keenness builds so will his assertion and he will get more determined to move stock that may not be so pliable. Carol Nelson

Oilseed markets saw some bounce lately, inspired by the Chicago soybean complex. Grain markets started the week higher, boosted on relief of a United States-China cease-fire over tariffs. An agreement to engage in new negotiations with the goal of reaching a compromise on a number of trade irritants within 90 days suggests a de-escalation of trade tensions. While Chicago soybean futures sparked upward the past two weeks, it remains a market trending generally sideways with still net bearish fundamentals. But I have to admit being somewhat encouraged technically, with the nearby January bean contract rallying above its 20-day, 50-day and 100-day moving average resistance zone and triggering fund short covering. And a move to start the week above the October high of US$9.06 per bushel just might offer a new buy signal technically. Why the gains? Since bottoming out the last week of November, ICE canola futures also trended higher, gaining $10 a tonne as of Dec. 4. Some of this gain can be attributed to a bit of relief that U.S.-China trade tensions have softened for now. But recent canola gains could just as easily be explained by a market that steadily eroded $30 lower since peaking in early October - become oversold - and was due for at least a bounce. Rather than try to explain it fundamentally, let’s just focus on the price action. January canola futures pushed above chart resistance at its 20-day moving average ($478). Primary resistance is now up at $490 where the 50-day average resides. Gains in Chicago soyoil and soybean contracts provide spillover support. But a rising Canadian dollar weighs on crush margins and slow upside price momentum in canola. Large commercial stocks also limit canola gains. We are watching short-term to see if speculative fund traders find reason to trigger covering action of their very large net short position in canola futures. It’s worth noting that the Moving Average Convergence/Divergence chart indicator started a positive crossover upwards, while the Stochastics indicator shifted up from what were previously technically oversold conditions. In addition, we started noticing a few Prairie canola cash basis specials for December/January delivery. Unfortunately, basis specials are not yet universal. For most growers, canola cash bids aren’t attractive enough to undertake new sales. But one could consider moving a little more cash canola under the right circumstances. For example, if we could amass some combination of a local cash basis special, $10 to 15 per tonne futures bounce and capture some carry on deferred delivery positions to get us closer to $11 per bushel (Alberta/Manitoba) and upper $10 (Saskatchewan). Bottom line While cash canola bids are not high enough for most growers, some combination of cash basis special, modest futures bounce and some carry-on deferred delivery could get prices to the target zone. On November 4, 2018, the Evacuation Order for all homes in the Old Fort Subdivision were rescinded excluding 7605 Old Fort Road, which will remain on evacuation order. The Evacuation Order for the following properties- 6975 Old Fort Road, 9820 River Drive, and 7583 Old Fort Road have been DOWNGRADED to an Evacuation Alert.
Peace River Regional District continues to demand that the province and the federal government suspend any further discussion on Southern Mountain Caribou until a comprehensive impact analysis is completed on all socioeconomic impacts of any changes to land use in our communities. The Peace River Regional District (PRRD) special meeting that was scheduled for December 7, 2018, was cancelled, as Provincial representatives were not willing to attend the meeting to update the Board on the Southern Mountain Caribou in an open meeting. Provincial representatives have advised that they will reschedule as soon as possible to share information with the Board and the public about caribou recovery efforts in the region. In the interim, the Province has advised that they will deliver a public information bulletin to update the Peace River Regional District residents on caribou conservation. The Peace River Regional District continues to advocate for an open conversation with the Province regarding the status of the discussions about caribou recovery activities west of Chetwynd. The PRRD is very adamant that consultation with local governments, industry, First Nations, and recreational groups is required to fully inform any decisions made to protect caribou populations, with the least impact to local economies and resident lifestyles. The Peace River Regional District Board is committed to engage with the Province in an open and transparent forum about Caribou recovery. Shawn Dahlen has been appointed as the CAO of the Peace River Regional District. “I look forward to working with Mr. Dahlen,” Chair Brad Sperling said “Shawn comes to the position with municipal experience, he knows the communities and understands the challenges that the Regional District is facing” Mr. Dahlen joined the PRRD 1.5 years ago as the Deputy CAO, he took on the acting CAO position in May of 2018. Shawn has 19 years local Government experience, including a background in civil engineering. Shawn is excited about his appointment. The Peace River Regional District Team looks forward to supporting the Board in their initiatives.

The Order of St. George - and becoming a Dame September 27th, 2018 was to be a long day of flying with Air Canada. I was dreading it as I have never had much luck with regards to customer service with Air Canada. This series of milk run flights was a pleasant departure from the past! I thoroughly enjoyed my flights as much as anyone can enjoy flying. It feels like the planes get smaller but I thinks that’s also got something to do with the extra 35 pounds from quitting smoking that I am still packing. My flights took me from Grande Prairie to Calgary, Calgary to Winnipeg and Winnipeg to Kingston. My day started at 4:30 AM and it culminated with me arriving at the Econolodge Hotel in Kingston at about 8:00 PM. I got all checked in to the room and went in search of my sponsor and other fellow postulants. Allan Plett from the Canadian Army Veterans Motorcycle Units is my sponsor into the Order and he is also the sponsor of Robert Pullen and Tony Moore.

So, What is the Order and Why is this an Honour? The Order of St. George in Canada has a different mission than it’s counterparts in the rest of the world. The Order is an ancient and military order of knighthood, founded in Hungary in 1326 by King Charles I, Duke of Anjou. It is the most ancient of those Chivalric Orders, which were created as “Royal” institutions, independent of the church. The Order has enjoyed a continuous existence for almost 700 years. Around the world, the Order raises money and assists persecuted Christians, but in Canada our mission is to serve Veterans, their families and Cadets/Youth.
The Order of St George also has it’s own medal that it presents to top Staff Cadets and Junior Canadian Rangers (JCR). Here is the criterion for being awarded: - The medal may be awarded only once to any one individual. - The medal is awarded upon one recognized national standard. - Each Cadet Training Centre (CTC) / Enhanced Training Session (ETS) must award this medal annually. To be eligible for consideration, a cadet / JCR must meet the following conditions: a. meets all requirements of the CTC / ETS summer training program; b. is regarded by peers and superiors as exemplifying the model cadet/JCR; c. be a member in good standing of one of the three cadet organizations (Sea, Army, Air) or the
Robert is a veteran who served in the Baddeck Pocket among other theatres, and he has a Citadel Canine service dog named Cooper - Cooper was the star of the weekend! Robert does a lot of work with Citadel Canine raising funds, awareness and helping other veterans. Tony Moore is a veteran and is the president of the Whalley Legion in Surrey BC. They are demolishing their Legion and building an Urban Veterans Facility where the Legion will have it’s new digs. When I realized the caliber of volunteerism and dedication to veterans and cadets these men had, I knew I was with the right group of people. Was able, through different leadership techniques to motivate subordinates to do what was required; e. has completed three years as a cadet / JCR; f. has participated in community service events that the CTC /ETS promotes during the summer; g. has demonstrated leadership qualities; h. has demonstrated instructional abilities. Friday we got to know each other as a group by walking all over Kingston’s downtown core, what a beautiful place. We had lunch with Knights and Dames from Atlantic Canada and my good friend Gabby Koch even came to visit and then we attended the meet and greet at the Four Points Sheraton.

ing job of making me look good! Pretty soon it was time to go to the St. George’s Cathedral. With 32 postulants becoming Knights and Dames, this was to be a two hour ceremony. The Cathedral has amazing history behind it and was such a fitting place for this ceremony. The Grand Master, Gareth Greene and Charles Hill the President of the Order here in Canada were the main officiants, with Gareth wielding the sword and Charles presenting the Orders. (I can not remember the name of the Knight who was spurring us all.)
She would also like to remind prospective entrants for the Pen of 3 Jr. Commercial Heifers and Pen of 3 Sr. Commercial Heifers that this year’s Overall Grand Champion will be receiving a bonus to the usual prize money – a year’s lease on a new Merritt 20’ stock trailer! There are many Knights and Dames in the Order of St George that are Canadian Army Veteran Motorcycle Unit members and it did not take me long to feel comfortable with all of the MP’s like David Sweet, the Lords and Ladies like Lord Robbie Sprules and his wife, Lady Lucinda. The people behind the titles of General and Admiral and all of the other military titles, coupled with the civilians who do huge fundraising and offer immense support to families and children, is utterly incredible.
Farm Credit Canada held a very informative workshop at the FIXX Urban Grill in Dawson Creek on Tuesday, December 11th. A number of Peace Country grain and cattle operators attended the event and took some excellent observations and homework back to their farm operations.
The 400 or so members of the Order of St. George in Canada come from all backgrounds and faiths but they all have one common trait - the giving of their time, talent and heart to causes they believe in.
Leading the FCC’s workshop on the “7 Practices of Top Farmers” was Heather Watson, Executive Director of Farm Management Canada (FMC). Heather spoke about her recipe for farm business success, including seven critical management practices that have proven to drive farm success and the financial gains farmers can expect after adopting these practices.
After a wonderful evening it was time to turn in. The gala afterwards was an elegant affair. The meal was amazing and then it happened.....the Grand Master called on me to come to the podium. I thought, oh oh, what is up now?
He started talking about personal commitment to the order and asked me to show the room my tattoo of the Coat of Arms for the Order. The Inscription on our Coat of Arms stands for United in Love and Service and truly, from what I have seen, that motto is accurate and way
I wanted it as a tattoo, it resonates with my heart.
