No local First Nation Chiefs from either Saulteau or West Moberly were present at this stage of discussions on a process to move forward implementing legislation. Many Directors vocalized that even for these initial discussions the Chiefs need to be involved at the leadership table. Director Dan Rose stated “there needs to be deep meaningful consultation and no agreement is in place yet” further stating “there are approximately 1700 species at risk where this process will dictate the future.” Currently the caribou herds have increased approximately 20% due to current BC plans which have been been implemented. With saying that for the Provincial and Federal Government is this about the preservation of caribou herds or claiming the 750,000 hectares of habitat land?

CORN, SOYBEAN YIELDS CONTINUE TO BE UP FOR DEBATE (FarmLead.com, August 23, 2019) Grain markets are in the red as the complex weighs the corn and soybean yields results from the ProFarmer crop tour this week. I mentioned in Wednesday’s FarmLead Breakfast Brief that both corn yields and soybean yields on this year crop tour were seemingly a function the late planting campaign and smaller plant populations. Before digging further into American corn and soybean yields, U.S. President Trump continues to face criticism for his decision to provide more oil refineries with ethanol waivers, allowing them to not have to blend the biofuel into gasoline. For perspective, President Obama’s administration approved 8 ethanol waivers in 2013, 2014 and 7 in 2015; in 2017, the President Trump White House / EPA approved 35 waivers and for 2018, it was 31. The larger ethanol waiver program puts negative pressure on corn prices as ethanol demand is intuitively weaker with fewer refineries having to blend the biofuel in. Accordingly, the White House is now scratching its head as it tries to alleviate the farmer angst towards the one-two punch they’ve been dealt by the Trump administration: the U.S.-China trade war and more ethanol waivers. At least one POET ethanol facility in Indiana is shutting down for the foreseeable future, blaming EPA “mismanagement” of the ethanol mandate. It’s easy to point fingers, but knowing what corn yields are looking like in Indiana, it’s likely that corn prices will be a bit higher in the Hoosier state this crop year. These elevated corn prices, plus weak ethanol processing margins, is what POET saw and so, pragmatically, shut a facility down that was sure to lose money going forward. AAFC Raises Canadian Wheat Harvest In their monthly report of supply and demand estimates for Canadian crops, Agriculture Canada revised the potential for this year’s production slightly higher, namely for the wheat harvest. A lot of analysts’ eyes were on canola production but AAFC only increased 2018/19 exports by 200,000 MT. This translated to 2018/19 canola ending stocks to drop by the same amount to have a 3.7 MMT carryout. With no changes to supply and demand table, 2019/20 canola ending stocks were lowered by the same amount to now sit at 3.775 MMT. The Canadian durum wheat harvest was raised by 100,000 MT by the AAFC, and with no demand changes, carryout was raised by the same amount to 1.2 MMT. While this is still a 25% / 400,000 MT reduction year-over-year, average 2019/20 durum prices are forecasted to be 10% below the five-year average at $250 CAD/MT (or $5.10 USD and $6.80 CAD per bushel when converting metric tonnes to bushels). The Canadian non-durum wheat harvest was raised by AAFC to 27.4 MMT, up 400,000 MT from last month’s estimate, mainly thanks to expanded acres planted outlined by StatsCan back in June. Demand was raised a little, but Canada’s non-durum wheat ending stocks were pegged at 4.3 MMT, up nearly 20% from 2018/19’s carryout. Maybe we should take these estimates with a grain of salt though as a lot of the numbers in the forecast from AAFC did not account for the below-freezing temperatures seen last weekend in east-central Saskatchewan. Notably, quite a lot of oats are produced in the area and until recently, oats prices have been mainly watching and waiting for harvest to start up. Currently, AAFC is estimating that a little over 1 MMT of Canadian oats are headed for the feed column, but after this frost, their number might be a little low. Combined with some rumours of stronger oats exports into the U.S. this summer, Canadian oats endings stocks might be tighter than the 600,000 MT currently being forecasted by AAFC. Accordingly, oats prices might find some strength this fall. Corn, Soybean Yields from This Week’s Crop Tour On Wednesday and Thursday, ProFarmer crop tour scouts drove and sampled through Illinois, Iowa, and Minnesota, and the further they went west, it seemed like the crop only got better. Estimates of Iowa’s corn yields show really positive numbers, while Minnesota was not far behind what farmers in the Gopher state were able to accomplish last year. In Illinois, corn yields are a bit spotty as some of the crop was planted in April, a few fields in May in between the rain, and then the rest in June, and those last acres are actually coming in pretty nice, but again, it’s late. That being said both corn and soybean yields are expected to take a nosedive in Illinois.

The good news is that there is a little bit more rain on the horizon for the Corn Belt, albeit there is also some drier conditions expected for Great Lakes area. Looking more long-term, the NOAA has been calling for average to possibly early frost dates, thanks to a low-pressure ridge coming down from Western Canada. However, DTN’s weather team says that this is a “weak feature” and that fall weather might actually be a bit more favourable for those late crops than once thought. Overall, the best headline I read yesterday came from AgWeb.com, which said “Crop Tour Results Show Best-Case Scenario for Corn, Worst-Case for Soybeans.” Put another way, soybean yields have some upside yet as the crop is quite immature but has room to improve. Conversely, U.S. corn yields might have peaked. ProFarmer will come out with the national estimates for corn and soybean yields later today, but most agree that we can get a pretty good sense of where things are trending.

For soybean yields, the likes of Iowa, Nebraska, Minnesota, and South Dakota might make up for some weaker potential in Illinois, Indiana, and Ohio. Specific to Iowa, soybean yields, like corn, came in better than expected. On the flipside though, soybean yields in Minnesota were a little bit worse than what was originally expected to be seen.

Not many answers from PRRD caribou session There was not a lot of answers during a special caribou meeting between provincial and federal caribou consultants and PRRD members Friday in Dawson Creek. Fort St. John mayor Lori Ackerman wanted to know who exactly were defined and identified stakeholders around the caribou table. “Stakeholders have all been lumped together,” she said noting it was difficult to put weight behind comments when provincial staff are noting attending the are about caribou issues, brings about concerns for their safety. “This has to be engaged in a robust way. It is not happening.” There was a feeling around the PRRD table that consultants Brownsey and Cassie Doyle were pushing for this work to be completed before dropping of a Federal writ less than 20
days away. Taylor mayor Rob Fraser said the conversation or caribou dialogue thus far was one way. “I get the feeling we are being spoon fed.” PRRD members wanted to know why First Nations were not in attendance at the PRRD Friday. It was noted they were aware of the meeting. This was information not afforded to area Member of Parliament Bob Zimmer, who noted he had no knowledge of the meeting until reading about it in the Dawson Creek Mirror. When asked if the province put any value in Blair Lekstrom’s recently completed caribou report, Brownsey got political - by telling the PRRD to ask politicians the question. “It is better directed at a politicians - but yes of course. tal criticism - that there was no engagement.” PRRD director Dan Rose wondered what was left to do. “How do we move forward with very little trust? This is not a new team or a new process - there are thousands of species at risk and this caribou work sets the tone for the other species,” he noted. Lekstrom said the future steps were not about reinvention - but inclusion. PRRD chair Brad Sperling said it was simple - there has been more than a year and a half of no consultation with anyone in the region about caribou. “There just isn’t any trust - between this board and actions moviing forward,” he said. “I look at what is happening, look at the way we’ve been treated, yet Alberta is consultedworking things out. Caribou is increasing and we never hear about it. The community is losing jobs, we can’t get answers and herds are increasing. Doesn’t look like robust engagement in any way.” editor@dcdn.ca

All prices are in Canadian dollars per metric tonne Market Comments - Grain prices in Alberta and Saskatchewan have continued to soften with the rain a few weeks back mitigating drought conditions. High corn prices have kept prices fairly firm in Manitoba. There is still a significant spread from old crop to new crop, but so far old crop price has done most of the work in Alberta and Saskatchewan to get to an eventual meeting point later in the fall. Proteins have remained relatively flat although futures is up today, but Canadian dollar is stronger. Feed pea prices have remained relatively flat and have firmed a little in Alberta. * Models have been updated to reflect the latest nutrient compositions of feed ingredients, which is done periodically. Feed Pea / Faba Bean Benchmark - The feed pea/faba bean feed benchmarks are intended to be used as a pricing reference. This benchmark provides a consistent and unbiased estimate of the feeding value of peas and low tannin faba beans in the three regions shown. Feed peas and faba beans will trade at various differentials to the benchmark based on local supply/demand, quality differences and other contract terms. Feed Pea / Faba Bean Feed Benchmark Calculation - The feed pea/faba bean feed benchmarks are an estimate of the feeding value of dry peas/low tannin faba beans in Western Canada, based on the value of competing feed ingredients in swine rations. Bi-weekly, tradable prices for the major feed ingredients are collected for the three regions shown above. These prices are then entered into a least cost feed formulation that is typical for grower-finisher swine in Western Canada. A feeding value is then derived for feed peas/faba beans based on their nutritional characteristics and the prices of the competing feed ingredients. The least cost feed formulation was developed in consultation with the Prairie Swine Centre. In addition to the feed ingredients shown above, the feed formulation also includes canola oil, synthetic lysine, synthetic methionine, synthetic threonine, synthetic tryptophan, mono-dicalcium phosphate, limestone, salt, vitamins and minerals.
When it is too wet to put up hay or greenfeed “Producers can put up hay as baled or chopped silage, or bale up rained-on swathed forage,” explains Karin Lindquist, forage and beef specialist at the Alberta AgInfo Centre. “Baled silage gives higher flexibility, as forage is put up at a higher moisture content than hay. The ideal moisture content for baled silage is between 45 to 55% moisture.” She adds that this form of forage is also useful for cereals such as barley and oats, or perennial stands such as alfalfa-grass mixes. “Generally, hay is put up at 14 to 16% moisture, which is very difficult to do this year when it rains every couple of days.” Allowing the forage to wilt for one or two days reduces moisture content. Baled silage needs a longer wilting period than pit silage. “Bale silage that is higher than 55% moisture can create problems by freezing in the winter,” says Lindquist. “These bales can freeze solid, and cattle cannot break off the forage. A bale processor or tub grinder may be needed to break the bale apart prior to feeding.” “Bales that are wrapped with a lower moisture content will not go through a complete fermentation. Bale silage that contains roughly 30% moisture will be stable and need to be fed this upcoming winter, as they will spoil during next spring’s thaw.” For this forage to ferment properly and to prevent spoilage, she says that it is necessary to remove as much air out of the bale as possible. “Setting tension at maximum pressure makes a tightly packed bale. An anaerobic- no oxygen environment is needed for proper fermentation to take place. Net wrap maintains bale shape better than twine prior to wrapping.” As these bales will be very heavy for equipment to handle, she recommends making them between one-half to two-thirds the normal size of a large round bale. They will then be easier to get into the tube or wrapping machine.
“Wrapping must happen within 12 hours of making the bales,” she adds. “Harmful aerobic fermentation starts as soon as the forage is cut, using up soluble carbohydrates – energy - and protein in the forage. This will continue until the bales are wrapped in plastic - either in a tube, in a row or as individual bales.” Individually wrapped bales reduces the amount of air present between the bales. Between 4 and 6 layers of plastic are needed to minimize risk of any holes created by the forage within the bale. “Be careful when moving the bales with a front-end loader tractor. Grapple forks will punch holes in the plastic, and those need to be repaired immediately. Specially designed grapple mounts will prevent this damage.” Lindquist says that creating a tube may be an easier method of wrapping, as long as the tube is placed in its desired location before feeding the silage bales. “Some tubing methods do not remove enough air out for the ensiling process. Seal any holes after filling the tube. Cut a small hole and attach a shop vacuum to remove as much air as possible out of the tube. The time it takes will vary depending on the situation.” Hay or greenfeed that has been laying out in the field for quite some time and is too wet to make dry hay can also be made into bale silage. “It will ferment, but the forage quality will be much lower than the product made without any rain,” she explains. “Rain leaches out nutrients, including soluble carbohydrates and protein. The importance of keeping it clean! Harvest is coming and this year we will all be in a hurry to get crops in the bin. With wet conditions it will be challenging, to say the least. As farmers we know that producing quality starts with planting the best seed and managing it carefully across the finish line to our customers. One of the biggest issues with harvest and crop quality has become minimum residue limits (MRL’s) for crop protection products. If we want to have these ‘tools’ in our toolbox for years to come, we have to follow label and usage guidelines. The list of residue challenges within our markets is growing. Malt Barley will not be accepted by grain buyers if treated pre-harvest with Glyphosate (i.e. Roundup) and Saflufenacil (i.e. Heat). Oats may not be accepted by grain buyers if treated pre-harvest with Glyphosate (i.e. Roundup). Lentils are coming under increased scrutiny and you should check with your grain dealer if they are accepting products treated with Glufosinate. Canadian canola, cereals and pulse growers can help maintain market access for all by carefully managing their fall glyphosate applications. Glyphosate is registered for pre-harvest weed control. Glyphosate is not a desiccant nor is it a tool to speed up
crop maturity or dry-down. Preharvest glyphosate must only be applied when seed moisture content is below 30% in the least mature plants in the field. When using glyphosate in a tank mix with other products such as saflufenacil (Heat™), glyphosate and the tank mix partner must still be applied when seed moisture content is below 30% in the least mature plants in the field. Domestic processors and importers are increasingly inspecting their shipments, as they have every right to. They test arriving shipments to ensure that contract specifications are being met. Lots of grain that contain wheats of other classes, undeclared barley varieties, excessive pesticide residues or mycotoxins such as Ochratoxin (OTA) and Deoxynivalenol (DON) can derail domestic and export sales and damage Canada’s reputation. Blocked shipments cause millions of dollars in losses and place future business at risk.

The second food hub in Quesnel brings opportunities to grow and diversify the region’s economy and provide skills training and development for people affected by recent challenges in the community. The new facility will also help build and connect future regional food hubs in other communities to create the B.C. Food Hub Network. “I was very pleased to hear that Quesnel was going to be home to the second B.C. food hub,” said Florian Bergoin, owner and operator of La Belle Vallee Fromagerie. “This will give local processors
and prospective businesses opportunities to grow, innovate and work together to build a strong agricultural and food economy in the Cariboo, hence making the region more diversified, dynamic and resilient.” The food hub is part of the Province’s Feed BC program, which aims to increase the use of local food in all aspects of the food supply chain: farmers and food producers, processors, distributors and public facilities where food is prepared and served. Feed BC is a key priority for the Ministry of Agriculture, which is committed to encouraging more food and beverage processing in B.C., which helps expand local economies, create jobs and support farming families throughout the province.

Financial lenders - as part of their due diligence - require documentation to confirm the status of a confined feeding operation (CFO), including confirmation that the operation has the required Agricultural Operation Practices Act (AOPA) permits from the NRCB. When securing financing, the lender usually asks questions about the CFO such as permits, livestock capacities, pending applications, enforcement orders and complaints relating to the operation or facilities. When the NRCB receives one of these lender requests their practice is to respond directly, indicating the information they have as of that day. If your CFO was permitted by the NRCB, responding to these requests usually only takes a few days. If your CFO existed before AOPA came into effect in 2002, then things can get a bit more complicated and take longer depending on the information available about your operation. A pre-2002 municipal permit or a permit issued by a health authority, with clearly stated permitted livestock numbers and facilities, greatly assists the NRCB in responding to the lender and normally adds very little time to processing the request. The NRCB may have to make a grandfathering determination if: Your CFO does not have a previously issued permit. You have a pre-2002 permit but information regarding your facilities and livestock capacity is not on it. The information on the permit is not representative of what you are doing at your operation. This process can take several weeks or more to complete depending on the informa-

Respiratory disease by Dr. Samantha Deamel Horses are extremely athletic animals and the respiratory tract is a very important vital organ to allow them to perform at such high levels. The respiratory tract starts at the nostrils. Horses are obligate nasal breathers therefore they are unable to breath through their mouth. The nasal passages extend to the nasopharynx, through the larynx and into the trachea, which splits extending to the bronchi, then bronchioles, and finally the alveoli. The alveoli are where the oxygen and carbon dioxide are exchanged. When there is an insult to the lungs they can heal with fibrous tissue thus decreasing the surface area where oxygen exchange can occur. It is very important to give the lungs adequate time to heal. Unfortunately, lungs can take up to 8 weeks to heal! Luckily there are management strategies to reduce the risk of damaging the lungs. The normal respiratory rate of an adult horse is 8-16 breaths per minute at rest. The character of the breaths should also be examined. They should be relaxed and minimal effort should be used while the chest cavity expands as the horse breaths in, and contracts or relaxes as the horse breaths out. There should be good airflow coming out of both nostrils. The sound should only be that of the turbulence of air passing through the respiratory tract. This sound will increase with exercise. If there is decreased airflow out of one or both nostrils, an increase in respiratory effort, an abdominal component to respiration or abnormal sounds during respiration you should schedule an appointment for a respiratory exam to determine the cause and come up with a treatment plan that will suit you and your horse. There are many diseases that affect the respiratory system. These vary from a mild cough to severe, life threatening diseases. Some of the most common diseases I see as a veterinarian are viral infections, equine asthma (formerly known as inflammatory airway disease, recurrent airway obstruction, or heaves), dorsal displacement of the soft palate, (DDSP) laryngeal hemiplasia (aka. roarers), equine induced pulmonary hemorrhage (EIPH), pneumonia, and pleuropneumonia. All of these diseases not only decrease performance, but also are uncomfortable and sometimes quite painful. These diseases can present in many different ways; nasal discharge, cough, exercise intolerance, increased effort, flared nostrils, inappetance, weight loss and even colic signs. We have many diagnostic tools to determine the disease. The most important tool is a basic physical exam. I feel for even air flow out of both nostrils, listen to the trachea and lungs with a stethoscope, watch the horse breath and observe the character of the breaths, count the number of
breaths the horse takes in a minute, and take a temperature. The next step is generally to do a rebreathing exam. This entails placing a plastic bag over the horse’s nose to simulate heavy exercise and get the horse to take big, deep breaths. This makes the lung sounds more audible and allows veterinarians to pick up on subtle abnormalities. It is also important to note the change in respiratory rate, character and if it makes the horse cough. From this point on the choice of tool will depend on the presenting clinical signs. Endoscopy allows us to visualize the respiratory tract. This is useful when looking for masses, DDSP, epiglottic entrapment, laryngeal hemiplasia, or mucous or blood in the trachea. The Dawson Creek Veterinary Clinic is able to do scopes at rest or refer patients to have a dynamic scope performed depending on the presenting complaint. Bronchio-alveolar lavages can be performed to diagnose equine asthma or EIPH. Trans-tracheal washes can be done if a bacterial infection is suspected. Routine blood work can help determine if there is an infection present. These tests are performed at the discretion of the veterinarian. There are many treatment options for horses suffering from a respiratory tract disease. Some diseases are managed medically either with systemic drugs, inhalational drugs or nebulizations. The goal of medical treatment is to reduce inflammation of the lower airway, reduce bronchospasm, clear any infection and/or mucous. Other diseases must be corrected surgically, which are referral procedures. If your horse is in respiratory distress, this is an emergency and a vet should be contacted

“Nitrate is more of a concern with dry conditions because the crop did not develop sufficiently to use all the applied fertilizer. High sulphur content - above 0.4% in the complete ration - can cause polio. A representative sample needs to be sent in for analysis - including nitrate and sulphur - to establish feed quality.” Oil content – Canola seed can contain up to 42% oil by weight when fully mature, and oil is starting to develop in the immature seed two weeks after full flower. As the plant matures, the oil content continually increases with most of the oil developed between 35 and 55 days after full flower. “Rumen function is impaired when total fat or oil content in the ration exceeds 7%,” he explains. “Rumen contents do not ‘turn’ properly, and that causes a reduction in feed intake, possibly even a bloat situation. A test for fat or oil content should be requested when testing the feed.” Plants drop leaves as they mature, and those leaves contain a large percentage of protein and energy contained in the plant. Yaremcio says that bacteria involved with the ensiling process obtain energy from soluble sugars obtained from the leaves. “If the leaves have dropped, less energy is available and the ensiling process could take one to two weeks longer compared to a crop that supplies adequate sugars.” He adds that producers should consider working with various industry professionals including private consultants, feed company nutritionists or government specialists to develop a feeding program for the different types of animals that can utilize canola greenfeed or silage. Local Food Infrastructure Fund - infrastructure and equipment improvement projects
The Local Food Infrastructure Fund is a five-year, $50 million initiative ending March 31, 2024. The program is part of the Government of Canada’s Food Policy which is Canada’s roadmap for a healthier and more sustainable food system in Canada. The program aims to strengthen food systems and to facilitate access to safe and nutritious food for atrisk populations. The fund streams:

The first, entitled, Infrastructure and Equipment Improvement Projects aimed at small community-based organizations will allow them to improve their infrastructure and purchase equipment that is directly related to the accessibility of healthy, nutritious, and ideally, local foods within their community. Applications are now being accepted for projects (August 15, 2019 to November 1, 2019). The second stream, entitled
Projects to Strengthen Local Food Systems aimed at larger organizations, will target groups of community, private, academic and other organizations that collectively have the mission to reduce food insecurity in a sustainable manner by strengthening or establishing a local food system. The Projects to Strengthen Local Food Systems stream is scheduled to launch in 2020. Applicants targeting larger projects may wish to wait for the launch of the second stream in early 2020 to apply. August is winding down and the first day of school—Sept. 4—is fast approaching. It’s an exciting and sometimes nerve-wracking time for youth, whether it’s the first day of Kindergarten, the start of their final year of Grade 12, or heading off to college, university, or trades training.
The Erase website at www.erase.gov. bc.ca touches on a wide range of issues— cyberbullying, mental health and wellness, discrimination, and substance use. The information and the videos here are worth taking a look at together with your kids as the school year starts.
Families will be doing a lot of prep to get ready and to get rolling when school starts—loading up on school supplies, setting into regular studying, and getting new family routines running. On top of that there are three things everyone should add to their lists to make sure they are getting the most out of the coming school year.
Third, the parents of students aged six, seven, and eight need to take a look at the BC Training and Education Savings Grant. I had the great honour of launching this program when I was the Minister of Education, and it’s designed to provide kids with a $1,200 head start in savings for college, university, or trades training.
First, make sure you have immunization records for your children. This year is the start of the provincial government requiring parents and guardians to provide the immunization status of their children. If you’ve already done this in the past, you should be covered. But checking your records is a great way to make sure that your children have all their shots and boosters.
What makes the program so great is there are no requirements to have an existing Registered Education Savings Plan, or even to match the funds with your own money. It is a straight up grant from the province and the only catch is the application window is limited to the three years from a child’s fifth birthday to the day before their ninth birthday. If you have a youngster turning nine in what’s left of 2019, get on this today. You can apply for the BCTESG at any of our local financial institutions. The status reports go the local public health unit, all with the goal of ensuring public health officials are able to better respond if there is some kind of outbreak. Second, spend some time with your kids to talk about bullying. ERASE bullying was launched by the province back in 2012, and their website has lots of information dedicated to identifying and preventing bullying

A positive horticulture outlook picks up in second half of 2019 Blueberries Good weather and slowly eroding supplies have helped boost the blueberry outlook for the remainder of 2019. Expectations are for a good blueberry crop in B.C. overall with ideal berry growing conditions in B.C.’s late spring and early summer. Production should be higher than 2018, which failed to meet expectations based on the degree of the province’s crop maturity and an increase in the number of cultivated acres. Still, the value of highbush blueberries rose 13.8% to $177.4 million in 2018, as marketed production grew 10.3% and prices were up 3.1%. British Columbia accounted for 96% of the production. Canadian domestic disappearance of fresh blueberries grew an impressive 12.7% in 2018, relative to 2017. That counters the expectation of a maturing market. However, with most Canadian blueberry production going to the U.S.,
supplies there influence the prices received here. U.S. supplies continue to run high, but inventory levels are falling. They’ve also likely declined in Canada, as inventories here move parallel with those in the U.S. The average prices for 2019 blueberries are uncertain at this point in the year, but the seasonal downswing is apparent. We expect more pressure on prices this year, given expected increases in production volumes in both Canada and the U.S As the world’s largest producer and exporter of wild blueberries, Canadian exports continue to grow, worth an estimated $239 million reaching over 30 countries in 2018. Export growth could be boosted further if a recent initiative to promote exports is successful. Although the total value of Canadian fruit production increased 6.1% in 2018 to $1.1 billion, mainly as a result of gains for blueberries and cranberries, prices for low bush blueber-

ries remained below their five-year average. That was despite a gain of 35.7% in prices, which succeeded in driving the farmgate value up 13.3%. Prices in 2019 should climb as cold storage inventories decline. Cranberries U.S. cranberry production is forecast up 1.3% in 2019 over 2018 levels, a small increase that should help further reduce burdensome supplies that have lowered prices and challenged profitability recently. That follows a voluntary withdrawal of the crop from market in 2017 and 2018 to achieve a better supply-demand balance. Canadian cranberry production didn’t help reduce 2018 North American supplies after a good crop year resulted in year-over-year 41% production growth. Canada’s farmgate value of cranberries grew 25.0% to $143.6 million in 2018, mainly as a result of growth in production. Quebec, which produced 64.3% of all cranberries in Canada, was largely responsible for the gain. Summer weather conditions for the 2019 cranberry crop were generally favourable, which, coupled with strong demand and stable prices, should sustain producers’ revenues. Organic production continues to grow. This is expected to increase supplies and result in slight downward pressures on organic cranberry prices. Prices in the U.S. have also been held down due to numerous trade actions that restricted market access for U.S. cranberries, with some estimates of export losses exceeding US$32 million in the year since April 2018 when the initial retaliatory tariffs were invoked. Markets imposing tariffs of 10% to 55% include Canada, Mexico, EU and China. In May, the Trump administration offered assistance to U.S. farmers, cranberry producers included, whereby Market Facilitation payments (MFP) will be made based on 2019 acres. Producer sentiment suggests the worst is over however, as prices appear headed up. Maple syrup After three years of growth between 2014 and 2017, Canadian maple syrup production tailed off in 2018. A difficult spring in Quebec, where typically about 90% of Canadian production occurs, helped to reduce overall domestic production by 21.7%. New Brunswick, the second-largest producing province, saw volumes decline by 37.7%. That hurt the sector: even with stable prices, overall gross farmgate values dropped 22% with the production declines. With an excellent 2019 production now being marketed, the sector looks to have revived hopes of much stronger profitability. Quebec was able to stabilize prices by dipping into inventories that had swelled after two strong years of production growth in 2016 and 2017. Between 2015 and 2017, Canadian ending stocks grew a sobering 83.2%. The province’s 2019 production will likely boost those up again. Ontario production also appears to have yielded a good quality harvest with higherthan-average yields and some regions producing bumper crops. New Brunswick yields and quality suggest a crop that’s average to above average. Labour costs expected to rise Canada’s unemployment rate was 5.7% in July 2019 (near the lowest level since 1976) and average hourly earnings grew at a staggering 4.5% annual pace, boosting disposable household income and supporting food demand. There’s a downside to those gains, however. Such labour shortages dampen the outlook by significantly raising costs of berry producers and fruit processors. Fruit processors wait for mixed crop har-

horticulture outlook continued vests amid rising costs Our January forecast of positive margins for fruit processors has borne out so far in 2019. With faster increases in revenues than costs, the trend is expected to continue provided growing conditions steady the supply of raw fruits. An anticipated excellent harvest will help the processed blueberry market, which determines a lot of pricing in fresh blueberry markets. Input costs for food processors rose 1.2% in the first five months of 2019, compared to the same period in 2018, while the prices processors received rose 3.9%. Labour costs are also expected to drag on profits. Between January and April, manufacturing wages rose 4.6% yearover-year. Sector growth in 2019 to date has been driven by strong year-over-year revenue growth of 5.8% between January and April. Production growth in the U.S. of many categories of fruits (e.g., citrus, pear) has helped lower North American producer prices. Although weather-related declines in production for strawberries and apples have supported average producer prices this year, a stronger 2018-19 citrus harvest should keep input costs for Canadian processors low. Fear of a global economic slowdown pauses rate hikes; loonie hovers around US$0.75
Interest rates and the value of the Canadian dollar have had an impact on the profitability of Canadian farm operations in the first half of 2019. The Canadian economy recorded a 0.4% increase in real GDP in the first quarter of 2019, following a 2018 fourth-quarter 0.3% increase. The second-quarter GDP numbers should be encouraging. Yet, widespread expectations of slower economic growth has significantly changed the January outlook for interest rates. We don’t expect the Bank of Canada to lift its policy interest rate for the remainder of 2019, yet financial markets believe a rate cut is possible. This has pushed long-term interest rates lower, resulting in opportunities for businesses to lock in historically low long-term fixed rates. Our January forecast of a US$0.75 loonie in 2019 was right on the money up to mid-June. We’re sticking to that forecast and will be monitoring interest rates and oil prices. The U.S. economy has shown some strength with a 3.2% increase in real GDP for the first quarter of 2019 and 2.2% growth in the second quarter. The U.S. Fed nevertheless proceeded to cut its policy rate to hedge against a possible future slowdown of the global economy. More rate cuts are possible before the end of the year. Lower U.S.
rates could lift the loonie up slightly. Conversely, potentially lower oil prices weaken the outlook for the loonie. Supply disruptions and production controls resulted in the West Texas Intermediate (WTI) crude oil price averaging US$57. The Canadian oil price benchmark also rebounded following production cuts in Alberta earlier this year. Yet world economic growth has slowed due to trade tensions, weakening global oil demand, keeping the loonie close to $US 0.75. On the radar Global trade flows of blueberries and cranberries. Supporting Canada’s supply-managed sectors The Government of Canada has committed to full and fair support for supply-managed sectors following the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). On August 16, 2019, the federal government announced it will make available $1.75 billion over eight years to Canada’s nearly 11,000 dairy farmers.

Of this amount, $345 million will be paid in the first year, in the form of direct payments and will benefit all dairy producers in proportion to their quota held. The intent is to mandate the Canadian Dairy Commission to make these payments. The federal government will continue to work with the Dairy Farmers of Canada to determine terms and conditions for future years. The $1.75 billion made available would be in addition to the $250 million Dairy Farm Investment Program that already benefits more than 3,300 dairy producers across the country. Calgary Calgary Economic Development hosts four cohorts each year for participants from across Southern Alberta. It has successfully run five cohorts to date, graduating 74 companies. After participating in TAP, 12 companies have created 25 full-time positions, and six companies have expanded into new markets including the U.S., Latin America and the Middle East. Decision time for grain and oilseed producers Harry Brook, crop specialist at the Alberta Ag-Info Centre says that the most important question to be answered this fall is, “Will my crop mature before a killing frost?” “You can’t predict the weather,” he adds, “But you can use a variety of information sources to estimate the likelihood of getting the crop to maturity.” Brook says to use the tools available on the Alberta Climate Information Service (ACIS) to estimate the risk and likelihood of harvesting a mature crop. “In Central Alberta there is a 50% chance of a killing frost – where the temperature drops to -3 C in the last week of September. From that, we can estimate the number of growing degree days (GDD) until the end of September. We can expect about 350 to 400 GDD for that time during an average year. Remember, average also means there are years where the growing season does not extend to the end of September.” Brook says that GDD is a way of calculating the heat value, from a plant’s point of view, each day. “It is calculated adding the days’ maximum and minimum temperatures. This number is divided by 2 to get an average. Then, the base temperature is subtracted from the average. Most often 5 C is used as the base temperature, as most of our crop plants stop photosynthesis

The Canadian Agriculture Partnership Agri-Assurance program has allocated $602,250 to the Verified Beef Production Plus (VBP+) program. The funding will support several VBP+ activities, including: Modifying the training platform to meet educational demands by producers. Increasing the database capacity and functionality by automating processes where practical and ensuring growing demand is met while adding value and minimizing the cost of the verification process for producers. Advancing assessments of equivalency with existing industry programs to provide more value to producers who move through the verification process. Developing a system to determine the effect of training on changes in sustainable production practices.
“By advancing the development of our training resources for cattle producers, enhancing our database capabilities and establishing equivalency with similar quality assurance programs and training platforms, Verified Beef Production Plus (VBP+) services will be cost-efficient while delivering the greatest value to all Canadian beef producers,” said Cecilie Fleming, chair of the VBP+ management committee and a cattle producer near Granum, Alta. The funding is part of a recent announcement by Marie-Claude Bibeau, federal ag minister, of an $8.3 million investment for six projects in Canada’s beef value chain. Of that, a total of $1.7 million is directed to two of the Canadian Cattlemen’s Association’s operating divisions: $602,250 in funding for VBP+ and $1.1 million for the Canadian Roundtable for Sustainable Beef.
