Tanker truck explodes

A tanker truck crashing over the weekend near the BC/AB border was carrying 40,000 litres of crude oil. The Ministry of Environment in BC said much of the lost crude was burned in a fire on the Pouce Coupe River Bridge. A boom was placed across the river with hopes to stop oil from getting downstream.

Breakfast Brief DOUBTING A TRADE WAR DEAL & SOUTH AMERICAN HARVESTS (FarmLead.com, November 15, 2019) Grain markets this morning are slightly lower as the complex is looking for any bullish headlines – be it a trade war deal signing or grain demand – to get things moving higher.However, the only thing that seems to be strengthening is basis levels for North American corn and soybean markets. That said, I’m seeing more recommendations from grain marketing consultants to increase 2019 corn sales using basis and wait to lock futures at a later date. Many analysts believe corn and soybeans are now oversold and, as they near technical levels of support, a rebound to the upside is more than likely now. The question now is whether farmers will sell something or not? On the demand front, yesterday’s weekly ethanol production number shows things are running nearly 5% behind last year’s pace. In last week’s November WASDE report, the USDA reduced its estimate of 2019/20 corn used for ethanol production to 5.375 Billion bushels, 1 million bushels below 2018/19’s production total. With ethanol production tracking behind last year’s pace for the last few weeks now, it’s likely that the USDA will have to lower the corn-for-ethanol number again in the December WASDE. While there is potential for a stronger market in Mexico for ethanol exports, there are some doubts if China will buy American ethanol exports once their own RFS policy goes into place next year.Worth remembering though, and as Gro intelligence points out, there’s already a record amount of ethanol being produced. Later today we’ll get the NOPA crush report, and grain markets are expecting to see a print that U.S. soybean processors used 166.8M bushels of soybeans (or 4.54 MMT if converting bushels to metric tonnes) in October. After

China seems to be a bit hesitant to agree to a specific dollar amount of American agricultural products that they’re willing to buy. Conversely, though, they want a firm commitment that the U.S. will relax tariffs on their goods being shipped across the Pacific to America. One may posit that China is just biding their time as they watch how the impeachment hearings in Washington play out. Regardless, President Trump, speaking at the Economic Club of New York this week, said that the U.S. would raise tariffs “very substantially” on Chinese goods if a trade war deal isn’t signed soon. In South America, the Brazilian state agency CONAB raised their estimate of the country’s 2019/20 soybean harvest by 460,000 MT to 120.86 MMT. The soybean planting pace is catching up, but is still a bit behind the seasonal average, which is creating some concerns over how this might impact the safrinha corn crop, which gets planted after soybeans are harvested.With a trade war ongoing through for the U.S. and China, Brazil will continue to benefit as they export more agricultural products west to the People’s Republic. Next door in Argentina, the Buenos Aires Grains Exchange reduced its estimate of the country’s 2019/20 wheat harvest by 300,000 MT to 18.8 MMT. While the USDA’s estimate for the Argentine wheat crop is still 20 MMT, the

That said, Bolsa de Cereleas says only 15% of the wheat is considered to be in good condition (down 5 points on the week), and none is categorized as excellent. Further, none of the crop remains categorized as ‘’excellent”. For context, a year ago, when Argentine farmers produced 19.5 MMT, 35% of Argentina’s wheat crop was rated good with another 9% ranking as excellent. My gut says that the size of the Argentine wheat crop will continue to fall, and quality will be very much in question, opening up the door to capture export market share that they can’t deliver to. Lifelong DC resident Christine Painter started her horsemanship at the age of three years old with English riding lessons. Having her first horse at the age of three, she knew her love for horses would last a life time. “Actually, the first thing I rode was a Saint Bernard then I got a horse,” Painter says with a laugh. “My first horse was Ticker, a sorrel quarter horse. I learned a lot from him he was a gate and alley sour horse and to this day I wont let any of my students have that problem, he gave me my love of horses.”

Even on the bad days
by Sarah Weiss Columnist Here’s the thing, not every day on the farm is easy. There, I said it. Not every day is rewarding or successful and if you think it is, you’re fooling yourself. Some days there are losses, some days there are struggles. It’s a continuous hustle, with no days off. I’ve hardened myself over the years, trained myself to be smarter about overcoming adversity, learning little tricks and tips to make my life easier. I’ve become more proactive, thinking ahead and managing my time to the best of my ability. But some days, you just can’t see coming. A simple task can turn into an all-day excursion thanks to some unseen obstacle that
becomes apparent only when I show up to complete the job. Some days, I look up, shake my head and ask myself what I am doing here. Those are the bad days. Most days are good days. Most days are rewarding, and successful. On the good days I can look back and smile with pride, clearly realizing the work put in. When I meet people for the first time and we strike up a conversation, one of the most common questions I get asked is an incredulous, ”Why!?” I simply smile and reply, “Why not?”. As I watch my children interact with animals, or the outdoors at such a young age, I know exactly why. When I am with my family and friends and I feel the strong sense of unity they offer, I know exactly why. When I see a calf thriving and wagging
its tail while drinking its mother’s milk, I know why. When my donkeys’ nicker and bray in delight when they see me coming, I know why. When the cats snuggle up on my lap or the dogs sigh and stretch out to nap after a long day chasing cows, I know why. When our crew of workers stops for a beer after successfully processing calves, pregchecking or branding, I know why. Hearing the laughs and the stories exchanged around the fire while everyone digs into some well-deserved grub, faces dirty and tanned from the sun or the wind I have never been happier, and I know exactly why I am here. Truthfully, I wouldn’t pick any other lifestyle. It’s an honor to be a farmer. Even on the bad days.

This week, tune in for some Canine Dystocia By Dr. Joana Varga Majority of female dogs (scientifically known as bitches) are able to deliver puppies (called whelping) naturally without veterinary assistance, but problems can arise making it difficult to deliver the fetuses safely. What is dystocia? Dystocia means difficult birthing. Common causes of are fetuses being too large to pass through the mother’s pelvis, malposition of the fetuses making it hard to pass through birth canal or by failure of the uterus and cervix to contract and expand normally. It is important to monitor your pet closely during whelping and to seek out veterinary care when needed. How will I know if she has started whelping? There are three stages of labour. Stage 1: Cervix Dilation and contractions: during this stage the mother`s temperature will decrease, she may become restless, begin panting, vomit and may start nesting in a corner. Stage 2: Birthing of puppies – during this stage, the uterus begins to contract. These contractions will start gradually and increase in force and intensity resulting in the birth of fetuses. Most bitches will deliver a puppy in 30 minute intervals, but occasionally she will rest after delivery of first pup before delivering more.

Stage 3: Expulsion of placenta – expulsion of the placenta can happen during stage 2 or slightly after it. Normally the placenta is passed after each pup but can be expulsed in different orders. The bitch will often eat the placentas, but is not necessary. The placenta can be expulsed in different orders o Example: Pup-placenta-pup-placenta or Pup-pup-placenta-placenta How can I tell if my dog is experiencing dystocia? It is important to recognize the signs of dystocia to know when to get veterinary assistance. Often times if unaware of the signs of dystocia, the mother will be brought into the vet clinic before she is classified as “in dystocia” causing more stress on the mom or she may be brought in when it’s too late increasing risk of `puppies and moms life. 8 Signs of Dystocia: If you notice any one of the following signs, notify your local veterinarian. The veterinarian will decide if medical management and observation or if a C-section is an option for the whelping mother: 1. No signs of labor within 24 hours of a decrease in rectal temperature or progesterone. The rectal temperature will drop to around 36-370C as the mom is coming into stage 1 of labor 2. No fetus delivered after 30 minutes of strong contractions 3. Mother showing signs of self-mutilation: biting at her vulva 4. Discharge: Odorous (foul smelling), purulent (pus), bloody discharge = BAD Remember GREEN IS GOOD during birthing
vomiting What to do with puppies that have already been delivered? Keep them warm – It is important to keep the puppies warm as their guts requires heat and warmth to move food through. Cold puppies will not suckle and the bitch might deem them as non-viable. What is an elective C-section and why would I do it? An elective C-section means a planned C-section. This is commonly done for the following reasons: • Brachycephalic breeds: Brachycephalic means a breed with shortened large heads and flat faces. Due to the selection for these physical features such as large heads, it results in puppies with heads too big to pass through the narrow pelvises making natural birth very difficult. o Common brachycephalic breeds include English/French Bulldog, Boston terrier, Bull mastiffs, Pugs, Boxers, Shih Tzu’s. • High risk pregnancies: High risk pregnancies include cases where the mother gets sick close to the end of her pregnancy or cases of dogs who have had previous pelvic fractures. • Litter size: Litters with only 1-2 puppies have a 50% chance of dystocia as the puppies can grow too big for mom to deliver naturally. Litters too big in size can increase risk of exhaustion to the bitch due to long labour. • A previous litter where the mother had difficulty with labour and delivery

The PID System provides a way of linking livestock and poultry to specific pieces of land, or premises, for animal disease and emergency response situations. In the event of an emergency, the information registered in the PID System allows people responding to emergencies to quickly determine the location of livestock and to contact the primary caregiver. However, this can only be accomplished if the land locations/premises with livestock and poultry are registered into the PID System,
and the information in your PID account is accurate and up-to-date. Through outreach and communications to primary caregivers of livestock and poultry in the 11 years since the system began, more than 45,500 premises have now been identified in the online system. Alberta has led the way in the development of an online PID system, which has now been licensed to, and adopted by, Saskatchewan and British Columbia for their provincial PID activities. The information collected in the PID System is an important tool supporting the Office of the Chief Provincial Veterinarian and emergency response efforts in the province. During an

During the past 11 years, the PID System has continued to evolve. From the initial concept to its current operating role, it remains an important tool for assisting with animal health, food safety emergency situations and natural disasters. We look forward to seeing how the PID System develops to further support Albertans over the next 11 years. The challenge now will be to get smaller operations like hobby farms and acreages to register and for everyone - big or small - to keep their PID account information current. Gases in groundwater
Gases in water wells can create some issues for people who rely on them for their homes and farms.
Gases can occur naturally in water wells. The gases dissolve in the water while under pressure and are released when pumped out of the well. “Sometimes people complain about the smell, but the gases you can’t smell may cause the worst problems,” says Shawn Elgert, agricultural water engineer with Alberta Agriculture and Forestry. “Odourless gases include carbon dioxide, methane and nitrogen, and potential dangers may arise from them.” He says that water wells that “breathe” have been fatal in Alberta. “On a low pressure day, gases can come out of the well head that can contain very little oxygen. If the well head is inside a pump house, in the basement of a house - or even worse - in a pit, the oxygen in that enclosure can be displaced. It only takes a short time for a person in that enclosure to lose consciousness or even die if they breathe in this gas with little oxygen - even less time than if they try to hold their breath.” “If an older pressure tank or cistern is in the basement and is

not vented to the outside, gases can collect in the basement,” he adds. “However, modern pressure tanks do not have a relief valve, so this problem does not occur with them.” Another danger is the presence of a combustible gas, such as methane. A strong enough concentration could result in an explosion. Elgert explains how one well owner experienced this danger first-hand. “He was venting the gas out of a pressure tank inside a pump house because he thought the pump was introducing air into the water. He was near the pump when it kicked on, creating a spark that ignited the gas and blew up the pump house while he was still inside. He was fortunate it was such a short burn, and he only sustained minor peeling of skin from his face.” Elgert adds that overpumping the well can make this problem worse especially when the water level is drawn below the top of the slots or holes in the casing where the water enters the well. “Other problems can occur on a high pressure day in winter. Air can go down into the well, freezing the pitless adapter and stop the water from pumping. Gases causing spurting from taps and loss of prime of the pump is another problem.”

Signs of resistance All dogs have different natures and temperaments with varying levels of willingness to work as partners. Some dogs will follow directions easily with a good attitude while others prefer to be independent and unwilling to give up their self-sufficiency. The independent dogs can make good work-
ers but they need to be managed with a critical eye towards their boldness. Their natures are naturally assertive so they need to be convinced that working with a handler is just as advantageous as constantly trying to make their own decisions that are in direct conflict with the handler and his intents.

The main hurdle to overcome with these dogs is to create an atmosphere where they are wanting to follow a handler’s suggestion so their reward for listening to the handler is returning to the stock and work promptly. This occurs when the dog is working willingly with the handler. So, the question would be: how do we tell if a dog is will-
ing or resisting the handler in his mind even though he may be going through the motions of listening and conforming physically? As a handler watches closely there will be small signs if a dog is showing resistance to handler guidance. A few clues to watch for are: the dog may come when called but will stop to have a pee on the way or it

will come when called but will make a wide arc on the way back rather than coming in a straight line to the handler. The dog may come slowly and need to be called a couple of times or it will start to come and then be off on its own path rather than proceeding directly back to the handler. If it is asked to jump into a truck it may need to be told a couple times rather than jump in with the first request. When riding a quad, he may get on but then jump off at his own discretion rather than waiting. The actions may not be serious but the dogs are constantly doing their own agenda as they listen to the handler. Often their responses are overlooked
because they are not defying the handler but rather inserting their own actions in with what the handler is asking for. When working the stock, they may need to be told two or three times to lie down or strongly resist going a specific direction if they feel they are giving up the pressure of holding the stock on a certain route. There may be a marked reluctance to leave the stock and return to the handler when called off the stock. These are just a few examples of the most obvious signs of resistance in a dog. An unresisting worker who follows guidance willingly with a positive attitude makes for a stronger and less complicated working relationship.

The Peace River Regional District Board approved the 2020 Meeting Schedule at their October 10th meeting. The schedule includes one Outreach Meeting that will be held on June 11th in Hudson’s Hope.

Re-issued Financial Statement At the October 10th Board Meeting, the PRRD Board heard from the Chief Financial Officer that accounting errors made during the 2018 annual audit had been identified and corrected. To correct these errors, the 2018 Financial Statements were restated and re-issued. What Does This Mean? The PRRD Financial Statements must be approved by the Board and, should any changes be needed, the Board must re-approve the statements for the changes to be official. What Happens Now? The PRRD continues to be in a strong financial position. Staff found the errors subsequent to the 2018 financial audit and the errors have now officially been corrected.
The West Peace Fringe Area Official Community Plan (OCP) Bylaw No. 2312 was adopted by the Regional Board on October 24, 2019 The West Peace Fringe Area covers part of the rural area surrounding the District of Chetwynd within the Peace River Regional District. For example: Wabi Hill, Jackfish Lake and Moberly Lake area. Thank you to the Community Advisory Committee for their hard work and collaboration on this project! No money is missing and there was no malicious intent or fraud. The 2019 budget was not affected and the PRRD now has correct information going forward to inform future financial decisions. The PRRD follows Public Sector Accounting Standards when preparing its financial statements and takes great pride and responsibility in the management of taxpayer money. The PRRD has also issued a Request for Proposal for audit services for the 2019 audit.
Plan Technical Advisory Committee (PTAC) Solid Waste Management Plan

The Peace River Regional District is currently recruiting members for the Public and Technical Advisory Committee (PTAC) to provide their opinions and feedback on the development of the updated Solid Waste Management Plan. The deadline to apply is November 15th. Applications can be found online at prrd.bc.ca and can be submitted to your local municipality.

The Advisory Committee will review and provide input and recommendations to the Peace River Regional District on proposed programs and policies that would make up the updated Regional Solid Waste Management Plan. The goal of the PTAC is to support the update of the RSWMP and to come up with preferred options for waste management in the region for the next 10 -15 years. Thank you to everyone who ‘Talked Trash’ with us and participated in the Solid Waste Management Plan Survey during September and October. Staff and consultants are currently reviewing the data to learn more about what residents had to say. Watch for more opportunities to engage on the Solid Waste Management Plan coming in 2020!
