Province seeks feedback on growing farming, protecting farmland

Breakfast Brief CANADIAN CANOLA DEMAND DIVERGES AS PULSES RALLY (FarmLead.com, November 29, 2019) Grain markets are closed until 8:30 AM CST for U.S. Thanksgiving so, this morning, we’re looking at Canadian canola and pulses. The futures markets will be open for about 3.5 hours of trading before closing a little after 12pm/noon (just in time for a lunch of turkey sandwich & other leftovers!) The shortened trading week gives way to production estimate updates from Australian and Canadian government agencies on Wednesday and Friday, respectively.

In Wednesday’s FarmLead Breakfast Brief, we looked at the prospects for the South American soybean harvest, including a record haul in Brazil. Agroconsult recently provided their monthly estimate, but kept it unchanged from last month at 124 MMT. Conversely, they estimated this year’s Brazilian corn harvest at 102.4 MMT, up about 4 MMT from the current government estimate. This will 9 figure production number will certainly need to be realized if the country wants to hit Anec’s corn exports forecast of 41 MMT (also discussed on Wednesday) which would be an 80% jump from 2018/19 shipments! That said, Rabobank is also expecting robust domestic demand for Brazilian corn not just this year, but also in 2020. Canadian Canola Helped at Home, Not Abroad After a few days of losses, Canadian canola futures and cash prices were able to rebound a bit in the second half of this week. A stronger Loonie has also pressured Canadian canola markets, but, as mentioned last Friday, canola prices have also been tracking the soybean complex, which has been pushed lower with no trade war deal with China completed yet. Putting more pessimism in the trade war talks, President Trump signed a new law this week that will have the U.S. annually review if Hong Kong should continue to be afforded its special trade status with the U.S. The goal behind the Human Rights and Democracy Act is to ensure Hong Kong has enough democratic autonomy from China to justify the U.S. given preferential trade treatment. Probably the last thing Chinese officials wanted to see this week was a parade of U.S. flags through Hong Kong, as protests for more democracy continue. Moving away from politics, Canadian canola domestic demand continues to be strong as a new monthly record was established in October. Last month, Canadian oilseed processors used 882,301 MT of canola, eclipsing the previous record set in October 2017 by a little more than 11,000 MT. The October canola crush volume was also up 15% from September’s crush, and 12% from October 2018’s levels. With profit margins of $100 CAD/MT nearly double levels seen at this time a year ago, Canadian canola processors have no reason to not keep crushing at these record levels, which, for the crop marketing year, are also up about 26% year-over-year. Very clearly, demand for canola oil (including abroad) is healthy. Demand for actual canola seed aboard isn’t as robust though. Through Week 16, Canadian canola exports have totaled just 2.83 MMT. While a new marketing-year high was set last week with nearly 450,000 sailed, total canola exports are tracking 10% behind last year’s pace. Pea, Lentil Prices Climbing A few weeks ago, I talked about the increased opportunities for pulses on the international stage. Further, how some production issues in India and Turkey were supporting both pea and lentil prices. We’ve continued to see strength in the pulse markets as we near the end of November, notably in green pea prices, as cash deals above $11 CAD/bushel have been consistently seen on the FarmLead Marketplace. For those thinking about holding out on the Canadian canola market and keeping your bins locked, locking in some pulses to help shore up your cashflow position is a healthy idea. Post your peas or lentils on FarmLead today! Speaking of lentil prices, we seen small red lentils trade in the 19 – 20¢ CAD/lbs level this month (dependent on region, freight, and movement time) while large green lentils are been leveling off about 25¢ CAD/lbs. As we end the month of November, traders of pulses in India are calling on the government there to allow for more imports in order stabilize markets and ensure enough supply. Late fall rains will likely have a negative effect on the production of pulses in India this year, and traders there are expecting prices to remain firm until March, when the rabi (fall) crop starts to get harvested. Very clearly, other than corn basis in the U.S., pulses might be the one bright spot of North American agriculture at the moment. Despite some very challenging growing conditions this year, resilient farmers have been able to prove that they can produce, keeping the industry well-supplied. Accordingly, demand needs to continue to play its role in support prices. From some industries, like pulses, exports are the only main demand function currently, whereas others, like Canadian canola and U.S. soybeans, are seeing strong domestic activity, but weak international demand. For these latter markets like Canadian canola, without both domestic and international demand functions operating strongly, the result is weaker rallies (read: not as aggressive and not as long in duration). Manage risk accordingly.

In Monday’s FarmLead Breakfast Brief, we looked at some of the bullish headlines about the 2020 winter wheat crop. Fresh reports from Russia estimate that just 4% of the country’s 2020 winter wheat fields are in “bad condition” about half of what it was a year ago. Ministers’ statements on animal welfare Lana Popham, Minister of Agriculture, made the following remarks at the BC Ag Day reception on Oct. 28, 2019 supporting B.C. livestock producers: “I’ve spoken at this reception many times. There is so much to talk about, so much to be proud of in the industry, and so many topics that affect different sectors. “Tonight, I want to do something a little different though, and focus on one very important issue. I want to speak directly and publicly in support of those of you that raise livestock. You are valued and respected members of our society, all of our communities need you. You work hard to provide protein that millions of people rely on for nourishment. “Livestock operators are part of an agriculture and seafood industry that generates $15 billion dollars a year and creates over 63,000 jobs in our province. For example, stockbreeders and ranchers in B.C. annually market more than 150,000 cattle and calves that produce more than 80,000 tonnes of beef with a value of more than $220 million dollars. “I understand some people are opposed to the use of animals for food – or in any way at all. They are certainly entitled to make that choice, and to express their opinion and advocate for change in a peaceful way. However, I am speaking today to make a different point. I asked these two rather tall gentlemen to be here with me when I make my statement. So, I’d like to introduce Mike Farnworth, Minister of Public Safety and Solicitor General and Minister Eby who is our Attorney General. “I wanted them to be here because I wanted to make it clear that I have back-up from British Columbia’s Attorney General and the Solicitor General, and these are the men responsible for B.C.’s laws and responsible for their enforcement. “So, let me be clear, this government is working hard

to deter those who are illegally harassing and intimidating farmers and ranchers. We are working hard to deter people who trespass on your property and damage your farm equipment and endanger the animals in your care. We understand the current rules are not stopping illegal protesting activity and we have already taken a number of steps to address this problem. “Earlier this year, with industry support, we turned the National Farm Animal Care Council Codes of Practice into law here in B.C. This demonstrates to the public, to our consumers, that the B.C. government and the industry respect animal welfare. “We introduced a motion to amend the Trespass Act so it is clear that it can be used on those who trespass on all livestock premises. We commit to you that we will redouble our efforts to work with the BC Agriculture Council to determine what additional tools or enforcement actions may be necessary. We are prepared to work with law enforcement and industry in order to advance the necessary changes to strengthen the protection that farmers and ranching families need. “Further, we understand that a farm or ranch is not just a workplace – it’s a home and a place with children and grandparents. Trespass, mischief, prowling at night –these are all against the law and must be treated as such. I understand that bullying, harassment and threats occur outside of the farm as well, in the community, at processing plants, and on social media. “Such actions violate your privacy rights, they are traumat-

ment Act. One of the sections of the bill related to the Trespass Act, specifically it was adding airplanes as one of the areas where you are not allowed to trespass. It was a suggestion, it came from an MLA in a committee, let’s include airplanes in the trespass act, it goes to the public service, it spits out as one of these miscellaneous bills and it seemed relatively uncontroversial and hopefully helpful. “An MLA on the BC Liberal side said its fine to be adding airplanes but what about this issue that is happening on farms. And he put forward a proposal to amend the bill to include farm property. Now, I’ve been in opposition for four years and I know how this works. It’s important to do things in opposition that are symbolic for your constituents. I’ve put forward many amendments and I think I was successful, once, as an opposition MLA.

SEED FOR THOUGHT 2019 has taught us a lot about seed testing. We found that samples off the combine were hit and miss because the long wet growing season affected dormancy and germination. The takeaway? Wait at least a month after harvest to test. Check moisture, seed size variation and keep your samples in the freezer or leave in an unheated space. Test again in December or January. Seed needs to be dried quickly after harvesting. Tough seed loses germination potential faster than dry seed. Drying seed can be a tricky process, however, and heat damage can kill the seed. Is there a wide range of seed sizes in your sample? The long growing season (especially if your seeding density was on the lower side) may have caused tillering - which means that there are small seeds, thin seeds, immature seeds and mature seeds all mixed together. Not only does this mess up the TKW, but there may be a lot of abnormal, dormant and just plain dead seeds in your lot. Do you see frost damage? The bran may peel off if it is dried.

We also know that trespassers can violate bio-security, compromising the health of animals, and putting entire herds and flocks at risk. “Farmers and ranchers love their animals and take their care and welfare very seriously. It is crucial for farmers and ranchers to be assured that their animals are safe and in good health, especially when they are in their barns and on their property. “Finally, I want to acknowledge the hit to the bottom line when trespassers intrude. I know very well how tight the margins can be and how these threats and actions can harm them. Slavery is no good, says Premier Jason Kenney. “Slavery may seem like a bygone relic of history, but modern slavery remains with us today, around the globe and right next door. According to the International Labour Organization, roughly 40 million people are victims of labour and sexual exploitation. “Albertans, as champions of freedom and defenders of the vulnerable, have a moral obligation to be leaders in ending modern slavery and fighting for freedom. “As a volunteer with the International Justice Mission, I personally witnessed the devastating effects of modern slavery on vulnerable people, espe-

cially women and children. As Canada’s immigration minister, I was proud to implement Canada’s first National Action Plan to Combat Human Trafficking. “My colleagues and I continue that fight. We made a commitment to launch a nine-point Alberta Action Plan to Combat Human Trafficking. That commitment emphasizes partnerships with law enforcement, employers, communities and the federal government. “Our government will continue to support victims, lobby for stricter human trafficking penalties and raise public awareness of this pressing issue. May we all do our part to end the violence and stand with the survivors.”

Farming and mental health: even farmers get the blues Sarah Weiss Columnist For what felt like the hundredth time this year, I woke up dreading my first glance outside. I have always been told to hope for the best but expect the worst but day after day of bleak, grey, drizzly weather had me losing my optimism. The thought of yet another day wasted, with not a single wheel turning on a piece of equipment, was almost too much to bear. When we finally saw the sunshine this summer it was “Go Time” Everything else came to a dead halt and getting crop off the field was our only objective. The threat of not getting the yields we are dependent on to make a living is overwhelming. This year’s weather has affected morale for many farmers, nationwide. Farming is a high risk, fast paced, stressful lifestyle. Do we love it? Yes. Does it affect our sanity? Also, yes. Many Canadian farmers find themselves in the precarious position of sup-

porting a farm, a family and working full time on top of that. It causes a lot of stress, a lot of anxiety and yes, sometimes even depression. Farmers are so busy burning the candle at both ends that they quite literally burn out. With so many uncontrollable variables, such as the weather, market fluctuation and material costs, it is easy to feel like you are drowning. With the rate of mental exhaustion in ranchers and farmers climbing, how can it be that such a high percentage of us still do not feel comfortable seeking help? The agriculture industry makes up a large portion of Canadian economy, and we depend on it for our own sustenance. For this reason, many of us sometimes feel like the weight we bear on our shoulders is a heavy one. That is exactly why we must start the conversation about our mental health. We must encourage one another and let each other know that it’s okay to feel this way, that we are not alone. Please watch out for your friends in farming. Check in on them, let them bend your ear. It could make all the difference in the world.

What’s new in Canadian Transport Regulations? By Dr. Mike Ross, DVM

As cow vets all know, there is numerous situations when we are asked to evaluate a bovine medical case and decide the best course of action for the producer. I also recently had a producer question if it was legal to transport a bovine patient to the clinic for a procedure. Today I am going to help summarize some of the Canadian transport regulations and the recent draft of changes put forth by the Canadian Food Inspection Agency (CFIA). Recently the Canadian Association of Bovine Practitioners published a synopsis that they received from the Ontario Association of Bovine Practitioners, which summarized the latest changes in cattle transport regulations which are due to come into effect February 2020. These regulations have recently been released for public comment. This synopsis put forth highlights the areas that may be of greater concern for producers and transporters. There are two categories that have been created to classify medical conditions in cattle and other species. These are Compromised and Unfit. Unfit animals cannot

be transported except to receive medical care. Compromised animals cannot be sent to an auction market or assembly yard. The table pictured outlines some of the regulations. We all should note that lameness of any kind, both mild and severe, fall into either compromised or unfit categories. Therefore auction markets should not see any lame cattle. Challenges resulting from the changes include the fact that lactating animals cannot be transported unless milked at regular intervals. This prevents mammary engorgement and is the largest concern in dairy cows. Still animals in peak lactation are considered compromised, and a dry off period is needed prior to transport. Other changes which mostly affect dairy cattle but can be pertinent in some beef cattle movements is transportation of calves less than 8 days old. These calves cannot be transported to a sale barn or assembly center until they are over 8 days of age. They can however be transported for up to 12 hours if calves are loaded individually in trailers that do not have internal ramps. Also these calves must be able to lie down

without lying on top of each other and are separated from other animals over 8 days of age. Stops can be made only to add additional animals on the way to their final destination. 8 hours consecutive hours of rest, feed, and safe water must be provided at intervals that must not exceed 12 hours on compromised animals, and 36 for other ruminants. Attention: do not boil your horse

If you have been around the horse world you have heard the saying: “Give the horse time to soak.” It means giving a horse time to think about what just happened, the time to digest something they are learning. It’s a very good practice and will really speed up the amount of things a horse can learn and shorten the time it takes to learn them. “Soaking” is allowing the horse time to relax and think, it may be standing still

or walking quietly along. It is a time when nothing is being asked of the horse. When I say “Don’t boil them” I think of times when too much is asked of a horse, when it is too much of a stretch for them to learn, grasp, or get to, in that session. Too much pressure is used trying to achieve an unreasonable amount. Keeping a reasonable expectation of what a horse can learn in a session is different for each horse, and the capabilities of that particular horse. Have big expectations but get there in small pieces, and let them soak and have space to think after each little improvement. Pushing for a big expectation without soaking along the way on the smaller individual improvements will just boil them up and actually slow down the goal you are wanting. I truly believe horses like to learn and are better for it, given the opportunity to soak not boil. An example of a big expectation might be to have your horse load quietly into the trailer when they are scared of it or have had nothing but bad memories every time they see one. Use any example you want, flying lead change, canter pirouette, sliding stop. I like to always remind myself it isn’t about the trailer. It is about having a horse that follows a feel on the rope. It’s about a horse that knows if they try they will be rewarded (soaking). It’s about teaching them to trust your judgment and requests. If they look towards the trailer, step towards the trailer, sniff the floor, all these little tries need to have a rub and a little time to soak. The opposite would be to boil them and the pressure stays on until the horse is in the trailer. The ropes come out behind the butt, one person is pulling on the lead an-

other on the butt rope and a third whooping and hollering behind the horse. In the last scenario it is all about the trailer with no thought to how many things need to be addressed or get working before thinking about loading. When a horse is pushed, pulled, and dragged into a trailer they don’t learn how to load or unload. They didn’t get to practice. One foot in then one foot out, then two feet step in and two feet step out and so on. That is the horse practicing. Many times people end up boiling their horses, too much pressure, unreasonable expectations and no time allowing the soak. We need time, just as horses do, to learn where each piece of the puzzle goes rather trying to place rather than all the pieces at once. I have found it to be true, especially for the over-achievers; slowing down and rewarding the smaller pieces more often gets us where we want to be faster. We raise and sell purebred Black Angus cattle for sale as seedstock. We’re Angus enthusiasts, and as the breed has come a long way, we can now hit all our targets within the Black Angus gene pool. We run approximately 1,000 cows and are no strangers to a variety of different breeds of cattle and their respective performances in a commercial setting. We still have a lot of exotic and Angus-crossed cows in our commercial herds, but the type and kind of Angus cattle that we have been breeding are outperforming our exotic and Anguscrossed cattle at contributing more profit to the bottom line. Can we say that all Angus cattle can do that? The answer isn’t simple. With the breed as big and diverse as it is, there’s plenty of versatility today. At Northway Cattle we breed with a balanced approach: we aim for high maternal qualities with top-end performance in growth and feed efficiency. As the cow is responsible for 50% of the genetic makeup of her calf, we challenge our purebred cows to calve in the early summer on pasture by themselves where their maternal mentality, calving ease, udder and teat conformation and a vigorous calf are a huge asset. Fertility is also one of the traits at the top of our list, and select replacement heifers are only bred one cycle—if she don’t “get ‘er done,” she ain’t seedstock type! The cows are expected to milk and produce a heavy calf while maintaining enough condition to breed back in the late summer on lower quality grass in just a short 45-day breeding season. As commercial producers ourselves, we know you only get one chance per year, so investing in the right bull is crucial. The sire you purchase will be responsible for 50 percent of his calves’ outcomes. Most cattle producers are looking for easy calving and highly vigorous births at calving time, but just as important is the ability to grow and weigh-up heavy at weaning (pounds pay!). When we select for sires to use in our purebred program, we stay consistent in our frame size to avoid

calving difficulties—no more than one point up or down (that will do more for calving ease than birth weight). A lesson we learned a long time ago is not to use sires that sacrifice growth for low birth weight; there are not that many sires in the Angus breed that are cow killers at calving time, but there are enough in the industry that have very little performance and growth. Our commercial cow herd has been moved to a winter calving program and is also being utilized to test the genetic performance of new sires. If a sire fails to meet our expectations in the commercial herd there’s no way we’ll chance him on our purebred cows—we will not pass on genetics that don’t hit our target. Our bulls are born in the summer on pasture. After weaning they are fed a high roughage ration throughout the first winter, then go back out to pasture for the summer. We prefer to develop our bulls in a real-world environment and allow the bulls to put on extra age without pushing them on hot feed. We believe bulls that have a healthy start and are developed responsibly should have longevity and perform better in the breeding season. Besides running a cow-calf operation we also operate our own feedlot; we buy calves and feed them alongside our own. The feed conversions and slaughter data gives us a lot of direction in the industry. The select Angus genetics that we work with have produced some of the most profitable calves in our feedlot with better gains and feed efficiency and hang heavier, higher quality carcasses on the rail. Hazardous waste, hot garbage, Veronica Bartlett, solid waste and more is being talked about at manager and planner with Morthe PRRD on Thursday. rison Hershfield, spoke at the PRRD this morning about the region’s solid waste management plan. The region includes seven member municipalities and four rural unincorporated areas – and that can produce a lot of hot garbage. Bartlett was on hand to talk the planning process, the setting of plans and direction, development and implemennation of the consultation plan next year. “Our 2020 focus will be to evaluation options and prepare the adoption of plan,� she says. This is a great reduction in diversion.� Bartlett adds PRRD mascot PRRDY helps out by talking trash and educating the public. “We need to cover the whole area, which has a population of 60,000 and area of 120,000 square kilometres.� Three landfills service the PRRD, the North Peace, Bessborough and Chetwynd landfills. Chetwynd is slated to be full within a decade, while the other two have 30 years of use and space remaining. Bartlett talked regional recycling contracts, and EPR programs, or extended producer responsibility programs. “This is driven by BC recycling regulations and rguiree the producers to set up collection and management system for products,� she says. Four member municoaloes provide curbside recycling, FSJ, DC, Pouce Coupe and Chetwynd. “Residents in areas without he services must self-haul recyclables.� Bartlett says the future still needed planning. Need to ensure the facilities are available to take hazardous waste and there is some consensus that this is a challenge. That

As well, the cost of recycling and the lack of viable markets for the recyclable materials.� Bartless adds illegal dumping and attempts to increase diversion rates are emerging issues. “There are many interesting conversations still to be had.� Director Tony Zabinsky wanted to know what users were looking for in a recycling experience. Director Dan Rose had some thoughts. “Hours of operation and hours of access that are rural tier 1 and 2 facilities,� he said. “Without seeing the actual surveys, it is hard to assume about feedback. Mainly it is convenience, and not being open when people want to use them,� Rose notes. Bartlett noted that the Chetwynd landfill is nearing capacy, and with a large area, it is tough to monitor the entire area. “There is a vast solid waste network, resulting in illegal dumping, and public abuse at unattended facilities.� Bartlett noted any plans moving forward will be smart, measurable, target driven and more. editor@dcdn.ca editor@dcdn.ca

B.C.’s vision of becoming a global leader in the food processing industry has received a boost with the appointment of the University of British Columbia’s (UBC) Anubhav Singh as the province’s first food and beverage innovation professor. B.C.’s food and beverage processing sector has grown rapidly over the last decade, and government is providing additional support to take the industry to the next level. Singh is an assistant professor of food processing in UBC’s faculty of land and food systems. His research has explored emerging technologies for improving the nutrition, quality, processability and shelf life of food. In this new role, Singh will lead research and development to ensure B.C.’s next generation of food and beverage processors can access academic programs that will help B.C.’s

A savage Enbridge Line 3 update from the Minister

Energy Minister Sonya Savage issued the following statement regarding the Canadian segment of Enbridge’s Line 3 replacement project coming into service on Dec. 1: “This is an important milestone for our province. Along with other enhancements to the Enbridge Mainline system, Line 3 will increase Alberta’s takeaway capacity by about 100,000 barrels per day. “This pipeline replacement checks a lot of boxes: it enhances

safety, has created thousands of jobs on both sides of the border, and will continue to provide critical tax revenues over its lifespan in both Canada and the U.S. But we still need more – much more. “We will continue to fight for market access; but in the meantime, we need to find ways to maximize and optimize our existing pipelines. “These kinds of capacity increases are extremely important as they will deliver more of Alberta’s energy

to market while major projects – such as Trans Mountain, Keystone XL and the remainder of Line 3 in the United States – are still in development. “The world demand for energy will continue to increase in the com-

Nordic ski youth program begins on Jan 4

If you are looking to get some ski hours in – the Bear Mountain Nordic ski youth program fires up in early 2020. Lessons are on Saturdays and are for kids aged 3-8 years, with Bunnies (ages 3-5) 1:30-2:30pm and Jackrabbits (ages 6-8) 1:303:30pm. Each participant will receive a set of skis and boots to use for the season The BMNSA also has a Youth Program for children 3 years to 14 years old. The program has increased to 40 youth and the curriculum has been expanded to include skate skiing techniques for the advanced skiers. Key program improvements include: Replaced two program streams (former SME Export Support Fund and Global Buyers and Investors Program) with a new single program and application process that covers both outbound and inbound travel. Increased annual funding limit per application from $20,000 to $25,000. Removed the percentage sales cap for target countries to help broaden the list of eligible markets. Removed the eligibility requirement that for-profit businesses meet a minimum incorporation length. Reduced the length of follow-up reporting requirements from three years to one. Harmonized eligibility criteria to provide more direct support to Alberta small and medium-sized enterprises and non-profit organizations, including municipalities, First Nations and Metis Settlements. Introduced caps on some eligible expenses to ensure responsible use of taxpayer dollars. The former SME Export Support Fund will not be accepting new applications. Applications that were submitted before the program was paused in March 2019 will be retroactively processed and approved in the order that they were received. Going forward, Alberta businesses are encouraged to apply to the Alberta Export Expansion Program through the new online application process. Information on eligibility criteria, funding, and how to apply is available on the Alberta Export Expansion Program web page. The Alberta Export Expansion Program refresh is another step in our government’s commitment to reduce red tape by onethird and get Albertans back to work. By working together, we can continue to cut the unnecessary red tape that is holding back Alberta’s economy. Suggestions about where government can cut even more red tape can be submitted at CutRedTape.Alberta.ca. Quick facts Last year, the program supported export development trips to 48 countries. Since the program’s launch in 2016, participating companies have reported that every $1 disbursed through the initiative generated approximately $65.51 in new export sales.

is asking for the unfamiliar. He learns that the handler will be with him each step of the way. At night the pups are closed in a pen for safety as well as learning that confinement is also a part of life. As they venture further and get braver on their own they will want to start following at their discretion. This is the point where they need to learn to “go home” when asked. Usually a gruff tone of voice and slapping a pair of gloves together will be enough to intimidate them into running back to their house where they feel secure and safe. They soon learn that there is a “line” in the yard that they should not cross. Their days are basically full of fun and the learning they do while exploring on their own. During this time frame they will learn to ride in the tractor and on a quad. They will still be picked up and handled a lot. Around the 3 month age they are separated and assigned their own kennels. This happens for a few reasons. The first reason being that they start getting aggressive with each other to gain dominance and hierarchy in the pack and can get feisty enough that they will do serious harm to each other. The next reason for separation is that each pup needs to develop confidence on his own. Often a brave and outgoing pup can become timid and shy when he is by himself. It is also around this stage that they will start getting brave enough to wander further away and find themselves trouble to get into. They will start looking for stock to work or chase and since you don’t want to give them trouble for their very purpose in life, they need to be confined when not supervised to prevent bad habits from developing.
