The majority of farmers markets are outdoors and implementing measures to limit the number of people allowed in one area at the same time. Ensuring the availability and regular use of handwashing stations with soap or hand sanitizer. Markets have eliminated unnecessary activities, such as food sampling, food demos and social activities. Regular cleaning and sanitizing of high touch surfaces. Organizers, vendors or shoppers are asked not to attend the market if sick or feeling any symptoms of sickness. Clearly defining the space where and how farmers markets operate to ensure physical distancing, including: minimizing entry/exit points to better control frequency and number of shoppers; limiting and managing lineups to ensure social distancing protocols; ensuring adequate distance between vendor booths set up; directing traffic through the market (e.g., chalk markings on ground, ropes, barriers and other markers); and encouraging cashless payments. The BC Farmers’ Market Online strategy will enable member farmers markets to establish new pick-up and delivery practices/protocols to modify their physical market locations as pick-up points. Online farmers markets will also enable vendor-direct-to-consumer delivery at some markets. These measures are ongoing and still unfolding as markets adapt and launch.

The weaker Canadian dollar

“The Canada - U.S. exchange rate affects the prices of agricultural products and inputs,” explains Blue. “Much of world trade is priced in U.S. dollars. The U.S. is Canada’s largest trading partner, so changes in the Canadian dollar value relative to the U.S. directly affects profits of Canadian farmers.” He notes that lately, the Canadian dollar has dropped significantly in value relative to the U.S. dollar. “Of several factors that can move relative currency values, 2 major factors caused that recent decline. As the global C-virus pandemic intensified, money moved to so-called safe assets. One of those assets is the U.S. dollar, so the U.S. dollar increased in value.” “Secondly, during early March, plans for increased crude oil production announced by major producers Saudi Arabia and Russia pushed crude oil prices lower. That sharp drop in crude oil prices quickly provided a reminder that the oil industry is a major driver of the Canadian economy as the Canadian dollar also plummeted.” Figure 1: Canadian dollar versus WTI crude oil prices (in U.S. dollars)
COVID-19 MACRO FACTORS I’M WATCHING (April 8, 2020, FarmLead.com. edited for length) Researchers at the Imperial College of London have a model that suggests the U.S., France, Italy, Spain, and the U.K. will all experience at least 5,000 deaths in the coming week from COVID-19. This comes as British Prime Minister, Boris Johnson, spent his 2nd night in ICU due to COVID-19 complications. If a world leader passes because of COVID-19, the WHO and China are going to have work on saving face very quickly with everyone else. That said, while it was officially reported by the Chinese government that the original epicentre, Wuhan, has no new cases and formally ended the lockdown there, some housing complexes remain in quarantine as an official newspaper said there could still be 10,000 to 20,000 cases in the city. That article was quickly deleted online (if you’re asking by who, I’ll remind you that China censors its media with an iron fist). On the macroeconomic side of things, Blackstone CEO Steve Schwarzman sees the financial impact of COVID-19 on the U.S. economy erasing roughly $5 Trillion, or nearly 25% of the country’s total annual $22 Trillion GDP. Credit Suisse estimated earlier this week that U.S. economy could contact by 33% in the second quarter and at least 5% for the year, which would be double the losses we saw in the 2008 financial crisis. In Canada, more than 4M people have filed for unemployment benefits and that at least 15% of the country’s workforce would likely be laid off in March or will be in April. Specifically in Alberta, Premier Jason Kenney predicts that unemployment in the province to climb above 25%. As mentioned in Monday’s Breakfast Brief, the food supply chain is looking for more workers and so there are definitely jobs available, but it’s likely a matter of people deciding if they’re willing to do some “tougher” work versus needing to do it. The obvious reasons behind the increase in unemployment in Alberta is first, the crash of oil prices and, second, the COVID-19 lockdowns shuttering businesses. I know of 4 businesspeople alone in Alberta who have or are in the process of winding down their retail businesses, meaning 1,000s of workers from just their companies are out of work. Some will point to the relief that the government is offering, but a $40,000 loan to cover $100,000s in operational costs every month just doesn’t make sense. The better bet seems to be to stop business altogether, wait until the COVID-19 economic disruptions pass, and then hope your operational partners are interested in doing business with you again in a few months. The ripple effects of this process are significant though, especially in the commercial real estate space. In addition to tomorrow’s April WASDE report, markets will be closely eyeing the meeting between Saudi Arabia, Russia, and other major oil producers. Expectations are that the various countries will agree to a cut in production, but only if the U.S. is also willing to mandate lower production. However, oil prices lost more than 9% yesterday as even with production cuts, the market believes that it’s still too much to level out against the plunge in demand.
“Although the weaker Canadian dollar implies a weaker economy relative to the U.S., our weaker currency tends to lower the cost for other countries to import Canadian products, including our crops and livestock. One reason for the recovery in the price of canola and milling wheat during mid-March has been the effect of the weaker Canadian dollar.” He adds that the flipside is true, so importing fresh vegetables, farm inputs and equipment from the U.S. could become more expensive, depending on those coincidental prices in the U.S. “In the short run, however, most producers would prefer the rebound in crop prices for some pricing.” “In summary, an understanding of exchange rates and their influences is important because they have a direct impact on agricultural commodity prices and farmers’ margins.”
Although President Trump hasn’t agreed to any government-mandated production cuts, the EIA shared yesterday that American oil companies have already cut output by 500,000 barrels per day. Ultimately, without production cuts, it seems like the world will run out of storage in a few months, but one Houston-based company has built a solution to bag the oil. And just to think, many years ago we thought putting grain into bags was a crazy idea. As markets are closed in observance of Good Friday, there’ll be no Breakfast Brief that day. Another reminder: take it easy on the chocolate this long weekend!

Isolation is not isolated

Sarah Weiss Columnist Something I don’t often talk about is the isolation that comes with living in a rural area. It’s funny because when you think farming community, you think close-knit, strong relationships. Friends that become more like family and warm feelings and shared meals. And there is all that, don’t get me wrong, there is a lot of that. So how can there still be isolation?

It’s there because it’s hard to make time for things outside of the farm, the family and the job. It’s even harder when you throw in school, extracurricular activities and driving 45 minutes to town just for groceries! That’s 2 hours out of your day just driving to and from town. Where is the time? Where is the time for a social life? Where is the time for YOURSELF?? There is none, it seems, some days.

I was surprised to learn that she felt the same way and the longer I talked with her, the more I realized that my feeling of isolation, was not in fact an isolated incident. By the time the conversation moved on I had discovered 7 women in a couple of minutes that felt the exact same way as I did.

So, what do we do about it? It’s so cliché but I think there are a few things we can do. 1.) Stop being afraid to let our friends, neighbors and peers know how we feel. If are free to talk openly about things, I think we will be shocked at how many people can relate. 2.) Don’t be afraid to reach out first. I know sometimes I find myself waiting. Waiting for that first text or phone call. Waiting for a call or an invite, but hey we are all busy and sometimes, you just have to put yourself out there! It usually pays off! 3.) When you’re feeling isolated organize something to do! We all need an outlet. A place to gather, a place to be heard and seen by someone other than our children, husband, or cows. If you feel the same way as I do. Let’s get together. I see you. I hear you. I am you.

Agriculture and Agri-Food Canada talks 2020–21 Departmental Plan The Canadian agriculture and agri-food sector is a complex and integrated supply chain that brings significant economic benefits at both provincial and national levels. Identified as a key sector to support Canada’s future growth, agriculture drives over $66 billion of Canadian agriculture, agri-food, and seafood exports (2018); contributes over $143 billion annually to the country’s gross domestic product; and employs more Canadians than any other manufacturing industry. Many factors contribute to the performance of the sector, and the agricultural operating environment is rapidly evolving as new opportunities and challenges arise. Agriculture and Agri-Food Canada continues to work in collaboration with partners such as portfolio organizations, other government departments, provincial and territorial governments, and industry stakeholders to create conditions for the long-term profitability, sustainability, and adaptability of the Canadian agriculture and agri-food sector. Throughout 2020–21, Agriculture and Agri-Food Canada will continue to support the provinces and territories in their delivery of cost-shared programming under the Canadian Agricultural Partnershipi . A shared investment between the federal government and the provinces and territories, cost-shared programming is designed and delivered by provincial and territorial governments in order to address the needs in their jurisdiction, while advancing the priority areas under the Partnership. This complements over $1 billion in federal programs and activities under the Partnership that focus on the following priorities: growing trade and expanding markets; the innovative and sustainable growth of the sector; and supporting diversity and a dynamic, evolving sector. Agriculture and Agri-Food Canada identified priorities for 2020–21 that focus on achieving results through initiatives, programs, and services to help create an efficient, sustainable and thriving sector. Efforts will support the delivery of the Minister of Agriculture and Agri-Food’s mandate letterii commitments, and broader Government of Canada priorities.

Wood says that the Alberta lamb markets have been strong for the start of 2020. “The Alberta live slaughter lamb price, estimated off the rail, was $2.26 per pound last week and on a year-to-date basis is averaging $2.10 per pound. Year-over-year, the year-to-date estimated live slaughter lamb price is up 15.6% and is 15.8% higher than the 5-year average.” “Light and heavy Alberta lambs at auction were averaging in the low $200 per cwt to near $300 per cwt provincially last week - March 27, 2020. Year-to-date, auction market lambs are averaging about 15% higher for light lambs while heavier lambs are averaging about 18% higher compared to a year ago. Seasonally, these markets typically peak in May before declining in the second half of the year.” He notes that upcoming holiday buying and a decline in lamb imports has been supporting the current strong lamb market. “However, the impacts of the coronavirus pandemic is beginning to affect consumer demand. Like other meats, physical distancing measures has temporarily changed foodservice operations,
conferences and travel - shifting more products to retail. Reports from the U.S. state that wool markets have temporarily closed in response to the coronavirus pandemic and restaurant demand has declined.” Canadian lamb imports to the week ending March 21, 2020 are 3.44 million kg a decrease of 37.2% from 2019. Mutton imports are down 1.1% year-over-year at 1.1 million kg. Lamb imports have declined 25% from Australia, 46% from New Zealand, 52% from Ireland and 60% from Uruguay this year. “Globally, demand for high quality lamb has increased faster than supply,” he adds. “Global lamb and mutton supplies are expected to tighten further in 2020. Australia’s national flock is at a 115-year low and drought conditions are intensifying in New Zealand.” “Global concerns about the economic effect of coronavirus is affecting lamb supply chains. In the short-term, slowing foodservice demand will weigh on live lamb prices but this is expected improve in the second half of the year.”

What are your fertilizer requirements for spring “Soil tests are still the best way to determine levels at the beginning of the season,’ says Doon Pauly, agronomy research scientist with Alberta Agriculture and Forestry. “We can determine where we’re starting from as far as the nitrate that is present in the soil and what’s there for the plant at the start of the year.” He adds that phosphorus, potassium, and salinity don’t change much year to year. “However, the tests show you trends over time that gives clues
about your fertilizer management. If your phosphorus is gradually improving, that is a sign you’re doing a pretty good job of matching at least what you are taking off the land.” Nitrogen “We hear lots of concern over nitrogen loss, so you need to consider your risk,” he explains. “Your loss potential over winter is fairly low if you are in an area where you don’t typically have saturated conditions in the spring. If your normal practice in the spring is banding ahead of time, your loss potential is
relatively low. We seldom have the conditions in a lot of the province where we have saturated soils after a spring fertilization event. We are not at a high risk for nitrogen losses every year.” He adds that there is not a lot of loss difference between a two-pass and a one-pass system. “However, the one-pass system should be comparable as long as the soil is sealing behind your application equipment, and it is giving you the seed soil separation that it is designed to.” “If you don’t want to handle a huge amount of dry fertilizer during the seeding operation, you can design a system where you are surface applying a little bit of nitrogen or a portion of that nitrogen early in the growing season and have it work very well. Short season crops are grown here. As long as the nitrogen is in the root zone by mid-June in most of the province, you can do a lot of different application strategies.” Phosphorus How the phosphorus is placed in your field depends on what has been previously done to the land. “You will tend to see a larger effect from seed-placed phosphorus if your land is more deficient or if your phosphorus use has been less that what you have been pulling off in crops,” he adds. “You can get away

with having phosphorus a little farther away from the seed if your soil tests higher, or if you have been applying a reasonable amount of phosphorus over time.” Potassium Pauly says that the soil test for potassium is fairly reliable. “If you are above 300 lb of potassium based on zero to 6 inch sample, the chances of you seeing a benefit from fertilizing with potash are pretty slim. But, if you are below 200 lb, then the chances of you seeing a response to your potassium on your cereal crops is actually pretty good.” “Potassium can be a benefit to land that has been silaged or had a lot of hay production. Where you are taking a lot of biomass off, potassium levels can be drawn down to the point that a chance of seeing a benefit from potassium fertilization is pretty good.” Sulphur Gaging sulphur levels in soil test samples can be difficult to determine, as it is mobile and can accumulate in so-called hot spots. “That’s why typically I suspect most producers who are growing canola are putting down about 15 lb of sulphur per acre regardless what is found in the soil test,” he says.

On your goals and outcomes I was asked to do a webinar the other day for a group in the U.S. about setting goals and or outcomes with their horses and The Horse Ranch stages program and thought it would be worth sharing. TAKE ACTION When we want to reach a goal or outcome, I can’t really think of a way to do that without doing something. We have to take action, do something, at least start. It often requires us to learn something as well. USUALLY INVOLVES LEARNING The dictionary says learning is the acquisition of knowledge and skills through experience, study or being taught. The process of acquiring new or modifying existing knowledge, skills behaviour, values or preferences. 3 WAYS TO LEARN If we look at the 3 ways to learn, experience which is often explained as the school of hard knocks. Personally, I’ve experienced a bunch of hard knocks and I’d be very happy to skip that school. In my opinion it’s not the fastest or best way to learn. If I can get pointed in the right direction immediately that’s far better than trying to reinvent the wheel. There are many places to study online, in books, DVD’s and from what others have already accomplished. The third is being taught, which is the fastest that I’ve experienced. There never seems to be enough time and I don’t want to waste a minute running as hard as I can headed east when I want to be out west. I’m ecstatic to find someone that can point me west and the best route to take because they’ve been there many times and I’ll still get plenty of experience headed the right direction. My New Years resolutions every year are pretty boring. I say the same thing and that is I want to learn something new each year. Which there will be many things of course but I will pick something, like this year is to learn to play the harmonica. I went online found a course and signed up. The guy says 7 minutes a week and I will learn to play. I thought that’s ridiculous how could that be true? 99 lessons, 1 a week good lord. I figure I will do a lot more than 1 a week. I don’t want to be doing this course forever. So I figure 1 a day minimum, the first day I did 4. Most days I will do 3 to 7 but I miss some days. Amazingly I can
trick people now into thinking I can play and I’m not done the lessons yet. I’ve had the harmonica for a few years and was blowing away on it doing the experience route [Hard knocks] but now that I am learning virtually I found out that I taught myself some bad habits that I now have to fight to get rid of so I could actually play it. As it usually happens each year I get excited about learning 1 thing new each year and add on a few more. I decide I probably should read 5 educational books and apply what I learned. I’ve got 2 read and it’s end of February. Signed up for an online course that at minimum will take 10 hrs a week for 6 weeks. Also thought I would learn to throw knives. Throwing knives, hitting the target, having them stick, there’s a lot going on there that I never thought about until I tried it. I know somewhat random but I’m really enjoying all the different learning. I don’t know how many years I’ve been doing these types of New Year resolutions but one goal seems to inspire the next. What I do know is I think I’m learning to play the harmonica or do an online course or throw a knife but crazy extra things happen I had never thought of and I end up playing with ZZ Top. Well that’s never happened but who knows? Why I tell this story is because many of the things I’ve decided to learn end up going way beyond what I intended it for. WRITE DOWN THE WHY I like to write down why I’m setting a goal? Come up with as many reasons why and what that would mean if I follow through. What could happen because of it. What’s going to happen or change if I don’t get going. The most powerful thing we can do is take action. Any amount is beneficial. Start moving the dial. Get on a proven track, one that for sure works and has an outcome you could only dream of. I like to ride and share with the very best horsemen that I know of in the world, to learn from them because they have proven track record. I want results as quickly as I can and to be darn sure I wasn’t headed east. I like to find the top thought leaders in the industry on teaching and learning such as Tony Robbins and try to absorb what they’ve spent their lives learning. I spend a fair amount of money each year on self-education and feel it is the best money I’ve
spent. BENEFITS Some of the benefits that you may or may not be aware of are, : our brain chemistry changes : our capacity to learn speeds up : proven to stave of dementia : become a more interesting person : progress is one of the 6 keys to happiness : If we are talking about horses, then your horse deserves it : maybe even make money with your new skills HOW TO TIPS Let’s say we have a horse problem which is usually a human problem. Such as I want to trail ride with my friends, I want to be able to canter, my horse is spooky, can’t pick up his feet and so on. On our quest to be able to trail ride or whatever it is, we have to learn things. Because of our new knowledge and skills those “things” end up doing much more than just being able to trail ride. MORE BENEFITS : doors open we didn’t know were closed : adventures we never dreamed to consider doing are now possible : when your learning you feel and are healthier : become a better version of yourself : saves you money, from vet bills because your horse is calmer : saves money because you don’t need a trainer as often or ever Making a change for the better is always worth doing. It is amazing if you move the dial incrementally as often as you can how much changes in a month, a year, 10 years. Don’t let the big picture overwhelm. Take the little steps that will get you there. As I’ve said before our comfort zone is a place to visit periodically and catch your breath but you don’t want to stay there very long. Retreat or charge forward? The late winter itch in our cattle herds By Dr. Christa Harder This time of year we typically see a lot of itchy cattle. Most of time we blame it on lice despite having treated them for parasites once or multiple times already this winter. However, with the warmer weather, cattle are starting to shed their winter coats and the spring itch often is not a lice problem just a seasonal itch. I’ll mainly talk about lice in this article but like I said earlier make sure you know it is a lice problem before you jump to treatment. Lice like cold temperatures and enjoy burrowing in thick winter coats. Their feeding habits create the classical clinical signs of itchiness, hair loss, pushing your fences down and generalized irritability. Resistance to lice to our usual deworming treatments certainly is a possibility but please take a look at the following recommendations to get the most out of your products. Which parasite is actually causing the problem? While lice are the most common cause of itchiness in our region, there are other parasite such as mites that can also result in the same itchiness. Also, cattle are parasitized by two different classes of lice--chewing/biting lice and sucking lice. Interestingly sucking louse used to be the more common type but now it seems chewing lice are the common lice found in our cattle herds. Close visual inspection will reveal lice (white specks jumping around), while some mites are diagnosed by examining skin scrapings under the microscope. In some instances as with
straw mites, they don’t even remain on the host animal. We are happy to help you identify the source of the problem which is generally cheaper than treating with another round of medication. Was the whole group treated? We’ve all had this happen – a cow got through the chute without getting caught, we forgot to treat the first one through the chute, we didn’t treat the open cows at preg check time, then turned them back in with the other cows since we decided to keep them longer that we initially expected. Typically the source of re-infestation is a carrier animal. Lice can only survive a few days off the cow. If some animals are missed during treatment application, they could re-infect the other treated animals once their treatment wears off. Was the dewormer properly applied and at the proper dosage? The margin of safety is high in the deworming products therefore it is best to set the dosage to the average of the larger animals in the group to make sure none are under dosed. It is also important to apply the product along the topline from withers to tail head which will allow for distribution down both sides of the body. While it is true the avermectins are absorbed through the skin and redistributed, topical contact is still an important part of the louse knockdown, especially for biting/chewing lice. A sideways spray as she is running by might not kill all the lice. No product will last all winter, the products we use usually last two months or less. If you processed early (October when coming off pasture)
you might have itchy cows January and might consider treating in December instead. If the weather is poor when you treat (cows have snow-crusted backs or it’s very cold weather causing the product to gel) the absorption and distribution of the pour on drugs may not be nearly as effective. Lice kill might also not be as effective if the weather is too warm since the lice go to cooler parts of the body (under the belly) and are more likely to avoid contact with the applied product. There is some resistance to deworming products (we have some additional products should our traditional products fail) but to achieve maximum success with your treatments make sure to try and use proper dose, good technique and during ideal weather conditions. Also make sure to have a diagnosis before treating unnecessarily. Hopefully spring comes soon and with it sunshine and warm weather to kill the lice and ease the spring itch!

Achtung! The mission took place from February 9 to 16, 2020. It highlighted Alberta as a supplier of high-quality organic foods, ingredients and personal care products, while increasing export opportunities and potential sales growth for Alberta companies in Europe. Participating companies included exhibitors Arjazon Seeds and Canadian Oats and Milling, as well as walkers Eau Naturale Fragrances, Ellie Bianca and La Vita Commodities. BIOFACH is the world’s leading trade fair for organic food products, and Vivaness is one of Europe’s most import important natural and organic personal care tradeshows. AF secured an Alberta exhibition space inside Canada Pavilion on the BIOFACH side while running a stand with information on Alberta agriculture with product displays and promotional materials of companies that were visiting the show and other Alberta organic industry companies that were not able to travel to Nuremberg. The Canadian delegation featured 34 companies including the Canadian Organic Trade Association. “Germany is the leading organic market in Europe, ranking second in the world just behind the United States,” says Dusan Rnjak, AF’s acting manager for the Americas and Europe team. “Considering that this was our first mission to the show, we are very pleased to see great interest in Alberta’s products from Europe and other countries, and we definitely look forward to growing our share of this market.” Alberta companies reported close to $6 million in future sales and around 90 quality trade contacts as a result of show participation. In addition, companies are following up on numerous trade leads. During the show, the Alberta companies also had the opportunity to discuss export opportunities with the Canadian Trade Commissioners from the United Kingdom, France, Austria, Hungary, Estonia, Latvia, Lithuania and Germany. Growth in the organic foods sector in Western countries is propelled by a rising tide of health and eco-conscious consumption. Demand for pulses - chickpeas and legumes - was relatively high throughout the show with many new plant-based products dominating the innovation area. The use of glyphosate in organic products continues to be a major concern for European buyers who demand that all products are regularly tested. On the personal care side, the show reaffirmed the cosmetics industry’s push towards green trends, with natural and organic brands adopting a number of sustainability initiatives - from packaging to the use of novel plant-based actives and ingredients. German consumers are educated about claims relating to sustainability, health and labour standards. Organic claims are no longer enough to command premium prices. Consumers are looking for additional claims, such as fair trade, GMO-free and others when making food and beverage purchases. The overall impression is that Europe represents a great opportunity for Canadian companies with innovative products that are willing to comply with strict EU regulations. Germany is the largest EU economy and a key market for Alberta food companies with our agri-food exports reaching $58 million in 2019. BC Farmers’ Markets Online opening soon During the ongoing COVID-19 pandemic, the BC Association of Farmers’ Markets (BCAFM) is helping member markets move to an online model to continue providing consumers with locally grown and prepared food products. “It’s important to support your community and each other during this time of uncertainty, and a virtual shopping trip to a farmers market is an easy way to get the groceries on your list and to Buy BC, while ensuring physical distancing measures are being followed,” said Lana Popham, Minister of Agriculture. “Moving farmers markets online will help ensure the health and safety of vendors and consumers, while still providing the same fresh and local food that families all over the province count on.”
“The critical importance and resiliency of local food and farmers has never been clearer than now, and B.C. farmers markets are an essential retail sales channel for British Columbians to access local food and sustain the livelihoods of thousands of farmers and food processors across our province,” said Heather O’Hara, executive director, BCAFM. “Our member farmers mar-
kets continue to modify their operations to ensure the health and safety of customers, vendors and market organizers alike, and in further response to COVID-19, our new BC Farmers’ Markets Online platform will offer a new shopping channel for the peak farmers market season this summer.” British Columbians can find a farmers market near them and see which markets have launched online operations in the weeks and months ahead at: https://bcfarmersmarkettrail.com/
The B.C. government is providing $55,000 to the BCAFM to cover fees for individual farmers markets to join the online platform and set up their digital market store presence. Each participating farmers market will create its own virtual market store to best serve its communities. The funding is part of the Ministry of Agriculture’s Buy BC program. Buy BC helps farmers, ranchers and producers market their products as locally grown, raised, harvested or produced, making it easy for British Columbians to Buy BC.

Keeping Canadians, workers in the food supply chain safe
The Government of Canada is announcing $50 million to help farmers, fish harvesters, and all food production and processing employers, put in place the measures necessary to follow the mandatory 14-day isolation period required of all workers arriving from abroad. Protecting the health and safety of Canadians is the clear top priority in managing COVID-19, so the Government of Canada is working very closely with provinces, territories and stakeholders to maintain the strength of Canada’s food supply chain. Before the pandemic, the food sector was already challenged by significant labour shortages and it is anticipated there will be even more jobs to fill, requiring a variety of skills. In many regions across Canada, producing a variety of quality foods to be sold at affordable prices relies upon the contributions of experienced temporary foreign workers right from planting season to harvest—particularly for fresh fruits and vegetables. Fish, seafood and meat processing plants are also reliant on the addition of these workers. This is an important reason why the Government of Canada granted an exemption for temporary foreign workers from travel restrictions to Canada, along with other foreigners with student and work visas, provided they adhere to a strict 14-day isolation protocol upon arrival. The rules of the mandatory isolation period have been clearly defined and distributed to
the employers, who themselves are committed to protecting the health of their communities and their workers. Government authorities will continue to proactively communicate and engage with employers, source countries and other stakeholders on public health requirements. Those who do not comply with the Quarantine Act or the isolation protocol will face severe fines and sanctions. Under proposed changes, employers could also face significant penalties, and a possible ban from the program, if they prevent adherence to the self-isolation order. In addition to the responsibility of paying the workers for the two weeks during which time they cannot work, many employers are also responsible for providing workers with transportation and accommodations, as well as access to food and basic supplies needed to meet all of the conditions imposed by public health authorities. Recognizing the importance of this responsibility, the federal government will provide support of $1,500 for each temporary foreign worker, to employers or those working with them to ensure requirements are fully met. The funding is conditional on employers not being found in violation of the mandatory 14-day isolation protocols or any other public health order. This program will be available as long as the Quarantine Act is in force and the isolation protocol is followed. As labour circumstances are different across
regions in Canada, the Government will work with interested provinces and territories in the coming days to ensure this funding is delivered in a manner that meets their needs and best ensures quarantine requirements are met. “I would like to thank farmers, food processing plant workers, truckers, inspectors, grocers, food bank volunteers and all those who are helping to provide us with quality and affordable food,” noted the Honourable Marie-Claude Bibeau, Minister of Agriculture and Agri-Food “Temporary foreign workers have long been key to our food supply. We will work with farmers and food processing employers to ensure they get the workers they need and that plans are in place to meet mandatory isolation requirements,” added Honourable Marco Mendicino, Minister of Immigration, Refugees and Citizenship “Temporary foreign workers have been an integral part of the Canadian workforce and food supply chain for decades. Today’s announcement will help to protect the health of Canadians, while ensuring a steady labour supply to support our economy and ensure our food security during these extraordinary times. There will always be jobs for Canadians who want to work and support these sectors,”completed the Honourable Carla Qualtrough, Minister of Minister of Employment, Workforce Development and Disability Inclusion with a trifecta of comments.

PRRD Board Adopts 2020 Budget At the March 26th Special Meeting, the PRRD adopted the 2020 Financial Plan / Operating Budget. The annual Financial Plan is a budget planning process that covers the ongoing work and activities of the PRRD, as well as the execution of strategic priorities and initiatives set by the PRRD Board. The planning process for the 2021 budget begins in May of 2020!
2020 Cleanup Coupons Each year, the Peace River Regional District mails out free cleanup coupons that let residents take up to four free loads per year at any PRRD landfills or Tier 1 and 2 transfer stations. Make sure you check what items are accepted at your nearest landfill/transfer station before taking your load. Who gets cleanup coupons?
COVID-19 Resources The COVID-19 Pandemic is an unheard-of global emergency that has greatly affected the way we live our lives.
What has been affected in the PRRD? The PRRD has cancelled several meetings and closed PRRD facilities to comply with orders from the Provincial Health Officer to encourage social/ physical distancing and help prevent the spread of COVID-19 in our communities. This includes all PRRD offices, which are currently closed to the public. Many of our employees will now be working remotely. We want to reassure our residents that PRRD employees will still be available to help. A full list of facility closures and meeting cancellations can be found at www.prrd.bc.ca/meeting-cancellations
Where can I get more information about COVID-19? The best sources of information about the COVID-19 response in BC and the Northern Region are the Government of BC, the Provincial Health Services Authority, and Northern Health. Cleanup Coupons are available for all residential properties within the PRRD, which includes both rural and municipal residents. Each coupon value is equal to $13.75 and entitles disposal of up to 250 KG or 2m3 of eligible residential waste. There is a limit of one coupon per household. When can I expect to receive my coupons?
Cleanup Coupons are sent by mail in the spring to all households in the PRRD who used their cleanup coupons the year before. Coupons for this year can be used from May 1st, 2020 to April 30th, 2021. What do I do if I did not receive my coupons?
If you did not receive your cleanup coupons, you can request that they are mailed to your address . Due to the current COVID-19 pandemic, coupons are not able to be picked up at PRRD Offices and must be requested by mail.
Why Can’t I Flush That? Don’t let your pipes clog up! Learn more about common items that shouldn’t be flushed. The PRRD will be sharing weekly posts that explain why and what might cause issues if you flush them. This includes items such as paper towel, (not-so) flushable wipes, dental floss, kitty litter, cooking oils, feminine hygiene products, medications, cigarettes, bleach, compost and food items, hair, chewing gum, rubber and plastics, and more. Remember: Only flush the 3 P’s - Pee, Poo, and Toilet Paper

The PRRD has adopted ParcelMap BC for our webmap, which provides complete views of land parcels and frequent data updates that will ensure the PRRD webmap is up to date and accurate! GIS stands for Geographic Information Systems. Our GIS team uses geographic data and science to help plot and analyze data. They also developed and maintain the PRRD Webmap – the #1 most viewed page on the PRRD website!

Agriculture Minister Marie-Claude Bibeau announced in a release this week $50 million in federal funding Monday to provide $1,500 per worker, which can be used to cover wages while they are in quarantine or the costs of space to isolate for the 14 days required under a law meant to stop the spread of COVID-19. “I’m very proud of the strong and resilient food system we have in Canada,” Bibeau said. “Step by step we are giving our farmers and food processors the tools they need to continue their vital work.” The money was heralded by the country’s agricultural federations, many of whom have been pressing the Liberal government to do more to help their sector as the COVID-19 pandemic ravages the national economy. Housing workers in a way that complies with federal requirements — including giving them at least two metres of space apart from each other — means farmers are taking on additional costs, said Keith Currie, the vice-president of the Canadian Federation of Agriculture. Those come as they also pay workers while they are in isolation, and watch the clock tick down on a viable planting season. The CFA had been asking Ottawa for a grant worth 75 per cent of the $2,000 emergency benefit being made available to all Canadians — which works out to the $1,500 per worker announced Monday. “We all know that we’re all going to pay some kind of a price for this, we are all going to have a little bit of hurt,” Currie said.
