Helping BC agriculture and food businesses plan for COVID-19 recovery Agriculture, seafood, and food processing businesses in British Columbia can begin to access consulting and planning services to help with COVID-19 response and recovery, through a program offered by the federal and provincial governments. The latest intake of the B.C. AgriBusiness Planning Program is now open to applications and expanded to include aquaculture and seafood companies to develop COVID-19 business recovery plans. B.C. agriculture, seafood and food processing business owners are encouraged to apply if their revenues have decreased by at least 30% as a result of COVID-19. The funding available includes up to $5,000 in business planning services and coaching for individuals, and up to $20,000 for groups, from a qualified business consultant, to develop an immediate and long-term recovery plan. Eligible applicants may also apply to the specialized business planning stream of the program to further strengthen their business. Funding for the B.C. Agri-Business Planning Program is provided through the Canadian Agricultural Partnership. The partnership is a five-year federalprovincial-territorial agreement that includes $2 billion in cost-shared strategic initiatives delivered by the provinces and territories, and $1 billion for

federal programs and services through March 2023. The new activities related to fish, seafood and aquaculture companies are not eligible for funding under the Canadian Agricultural Partnership. Funding for activities related to fish, seafood and aquaculture companies will be provided by the B.C. Ministry of Agriculture through the B.C. AgriBusiness Planning Program “The Government of Canada is working around the clock, along with the provinces and territories, to respond to the impacts of COVID-19 on farmers and food businesses. This investment will help B.C. farmers and processors who are experiencing income loss steer the course to recovery and continue to put high-quality food on our grocery store shelves and kitchen tables for years to come.,” noted the Honorable Marie-Claude Bibeau, federal Minister of Agriculture and Agri-Food. “This a difficult time for all Canadians and that includes B.C. farmers, ranchers, seafood, and food processors. I have been working with my federal colleague on ways to help people who are experiencing income loss through the pandemic, and the expansion of the B.C. Agri-Business Planning Program is a result of this commitment. We will continue to look at ways to help our industry grow the high-quality local food that we depend on,” added Lana Popham, B.C.’s Minister of Agriculture

IS A NEW COLD WAR WITH CHINA HAPPENING? (FarmLead.com, May 22, 2020) Grain markets this morning are mostly red as new political spats between China and the U.S. are weighing on almost all asset classes. Decent growing conditions are weighing on corn and soybean prices, although the heavy rains in the Midwest will likely result in some re-planting. Wheat prices are pulling back after three days in the green, as traders taking profits on average wheat yields in Kansas (via a virtual crop tour) being estimated at 44.5 bushels per acre vs the USDA’s forecast of 47 bpa in the May WASDE. Traders are also positioning themselves ahead of the American Memorial Day long weekend (As a reminder, there’ll be no Breakfast Brief on Monday as the markets are closed in observance of Memorial Day).

While every country in the world seems busy printing money in order to keep economies going, Bloomberg’s news director, Joe Weisenthal, argues that the world’s dependence on the U.S. Dollar may be weakening thanks to COVID-19. More specifically, Mr. Weisenthal states, “more countries may opt to fund themselves in their own currency, seeking stability from global volatility instead of optimizing for growth.” In that vein, I recently shared my perspective with the Western Producer on the whole currency debacle, noting that if the U.S. Dollar stays strong, it’s not just the Canadian Loonie that weakens. The currencies of other countries like Australia, Europe, Russia, etc. are in the same boat, and therein, all boats fall or rise together; any competitive advantage due to currency weakens accordingly.

Beer, Malt Barley Demand in Rough Shape
As a follow-up to Wednesday’s Breakfast Brief on meat prices & China’s new tariffs on Australian barley exports, China’s beer brewers might be the most upset group. One reach around that the Australian barley market may be able to get away with malting more of its barley and exporting a value-added product instead of just the material. Obviously, this would put more pressure on the domestic maltsters in the Land Down Undaa but it would likely open up some buying. Usually, Australia sends about 3.5 MMT of malt barley to China, whereas their malting capacity only converts about 1.2 MMT of malt barley into 1 MMT of malt. Sidenote: China has now allowed U.S. barley to be exported to the People’s Republic! This comes as American craft brewers are under the gun of reduced to demand as beer drinks head for classic staples like Miller Light and Bud Light. Put simply, COVID-19 lockdowns have shifted “sales from tap rooms to grocery store aisles”, reports the Wall Street Journal, as the restaurants, bars, & tap rooms that make up 18% of American beer sales are closed. We’re also seeing various events being cancelled, including beer tasting events/festivals and the mother of all beer drinking events, Oktoberfest in Germany has also been called off. Inherently, there’s a camp of analysts growing who believe COVID-19 habits like online ordering and curbside pick-up of beer will stick once a vaccine is found (and life returns to some level of normalcy). Further, a Brewers Association says that a recent survey of members suggests 60% of the 8,000 craft breweries in North America could close, up from the 5% that the group was initially forecasting. While I mentioned a week and a half ago when I took a look at the best and case scenarios for barley prices in a COVID-19 world, but this gives further perspective on why you’re seeing new crop malt barley prices in the low $4s CAD/bushel. From a production standpoint, Europe continues to see the negative effects of dry weather, as MARS, the EU’s crop monitory service, continues to lower its yield and production estimates of various crops. For barley, average EU yields are expected to drop nearly 8% year-over-year. More specifically, FranceAgriMer says that, in France, barley crop conditions continue to deteriorate with winter barley now at 51% good-to-excellent (G/E) and spring barley at 62% G/E. At this time a year ago, winter and spring barley crop conditions in France were 75% and 89% respectively. What does this all add up to? Maybe less malt barley and more exports of feed barley? The problem is that it has to compete with ultra-cheap corn prices for that feedstuff business. Currently, malt barley prices in France are at the lowest they’ve been since 2015 (and it’s not much different here in North America!) With the weaker demand for malt barley, the USDA is estimating that ending stocks in the U.S. will grow by 7% to a five-year high, while inventories in the EU will climb 14% year-over-year to 6.6 MMT.

Comparably, Agriculture Canada’s estimate from April suggests that 2020/21 barley stocks in Canada are expected to be the same as 2019/20 at 1.7 MMT. However, I’m expecting this number to rise with the COVID-19 lockdowns lasting longer than many of us probably initially expected. Put another way, this slowdown in malt barley demand (and malt barley prices) could take 2 more years to work through (assuming we’re not in a COVID-19 locked down state by that time!).

Enhancing soil fertility and nutrient uptake naturally By stimulating natural biological processes, crop production systems can be optimized and the efficiency of individual plant development processes improved, results in increased yields and higher profits. Whether utilizing conventional or organic agricultural practices, farmers are able to derive substantial benefits from incorporating Penergetic products for soil and crops in their agronomic program. Easy to use and economical, Penergetic’s agricultural products have a beneficial role to play in virtually every farming operation in Canada. Over twenty years ago Penergetic International (of Switzerland) started their research and development work on a process for transferring biological information onto carrier materials. What, at the time, seemed slightly esoteric has now been accepted into the mainstream. In terms of crop production, Penergetic products are now used in over 35 countries, in all parts of the world and on over 4.0 million acres of arable farmland. Penergetic’s Soil Activator stimulates the microorganisms in the soil, thereby accelerating the decomposition of plant residue (trash), freeing up (and making plant available) previously fixed phosphorus in the soil and increasing soil permeability and water retention capabilities. As the Swiss like to say: “Penergetic enables the free
workers in the soil (microorganisms) to do the work for you”, resulting in increased soil fertility, better control of soil bound pests and a reduction in soil alkalinity and hardpan. The beneficial bioactivation effects on soil are noticeable in the first season of use and are further enhanced with repeated (annual) usage. Penergetic’s companion product for plants is most commonly used as an in-crop foliar application, although can also be used effectively as a seed treatment. The results I saw in terms of crop quality, yield and uniformity impressed me and I knew it was something that could benefit farmers in the Peace Region. Penergetic crop inputs are easy to use, economical and are suitable for use on any/all crops – including typical Peace Country crops such as alfalfa, peas, wheat and canola. Also Penergetic
soil/crop inputs are suitable for conventional farming and also certified for organic use.” Penergetic products have been extensively studied and, for instance, have been shown to more than double mycorrhizal activity in plants – thereby dramatically enhancing phosphorus uptake. Based on this benefit, the Federal Department of Agriculture and Food is currently half way through a two year, five farm study on phosphorus sequestration using Penergetic as a means of overcoming phosphorus loading in soils resulting from livestock manure application. Crop farmers can realize this same (phosphorus liberating) benefit. Furthermore, when supported by soil testing, Penergetic use provides an opportunity to reduce fertilizer inputs (and costs) without sacrificing quality or yield. “My experience is that farmers are increasingly looking for more sustainable approaches to agriculture. Penergetic offers such an opportunity – by
working with and stimulating natural biological systems to support vibrant crops and a viable farming operation.” As Douwe further explains: “I usually encourage producers to start small and expand the Penergetic usage based on the resultant positive results – to both your soil and crops. It is not uncommon for a producer to use Penergetic on a ¼ or ½ section the first year, use it on more land the following year and the whole farm the third year. Financial support offered to farmers from CEBA changes
“Farmers can be assured that we have their back, and we are continuing to roll-out supports for our agriculture sector,” said Marie-Claude Bibeau, Minister of Agriculture and Agri-Food. The changes allow an estimated additional 36,566 farms nationwide to access the CEBA, for a total of over 67,000 eligible farms across Canada. This equates to up to $2.68 billion in interest-free loans to Canadian farmers, 25% of which is forgivable. Each farmer can access up to $40,000 in interest-free loans,

Cats: Masters of disguise Cats are masters of hiding the fact that they are sick. Often they are very sick before they show their owners that they are sick or hurt. Cats still show signs of disease, but these signs can be subtle. Sometimes the only sign is urinating outside the litterbox or behavior changes, either acting more friendly or hiding. Some conditions in cats are emergencies, but other conditions can wait for an appointment.

This condition causes a backup of waste products and electrolytes in the body, which can cause death within a few days. • Lying flat out/unresponsive: If you find your cat like this, rub some corn syrup or honey on their gums and call the veterinarian right away. If it is caused by diabetes, the sugar in the corn syrup/honey can increase the sugar levels in the blood, which can save their life. There are many other reasons for a cat to be this sick. • Vomiting: Any cat that vomits more than 3 times in a day or vomits for several days in a

If your cat stops urinating, this condition turns into an emergency. • Vomiting: Cats vomit whenever they feel sick or eat too fast. If a cat vomits right after eating, try feeding smaller meals or using a food puzzle. If that doesn’t work, or your cat vomits more than 3-4 times a month, it is recommended to get a check-up.

As pets age, they have an increased chance of developing diseases such as diabetes, kidney disease and hyperthyroidism. Bloodwork is a good way to check on your cat’s internal health, especially as they age. Keep track of your cat’s weight: A kitchen scale works great. If you only have a bathroom scale, hold your cat while you stand on the scale, then weigh yourself. You can subtract your weight from the combined weight to calculate your cat’s weight. This is a great way to keep track of your cat’s health, not only to monitor for weight loss, but also to ensure that they are not gaining too much weight. Overweight cats can have troubles grooming themselves, have more stress on their joints causing pain and arthritis, are prone to de-

Laminitis is a common, painful, sometimes lethal disease of the equine foot. It is caused by inflammation of the small blood vessels in the laminae of the hoof. Any horse can get laminitis, however overweight horses seem to be more likely to get it as there is a greater stress on their hooves. Things to look for: the horse is reluctant to move, especially on hard surfaces, often standing with their front feet out in front of them and their hind legs more under them to take weight off of their front feet. They may lie down excessively and hooves may also be warmer than usual. Sometimes it can be so painful that they may sweat or shake when standing up. If

Truly local food as medicine KS Farm is a small family farm near Moonshine Lake, Alberta. Kirk Cowell, Stephanie Cowles, and children Emerson and Elena began raising grass-finished Welsh Black beef in 2007. They added dairy and commercial sheep in 2011. “We are mindful that what we do facilitates holistic connections between consumers and farmers.” Current circumstances show the essential nature of local food systems. People must have year-round access to unprocessed foods which support their immune system, reduce inflammation, and nourish their bodies. “We believe that we must move beyond ‘sustainable’ farming methods which often take place on severely degraded resource bases; instead our decisions and actions are consciously geared towards being regenerative. We are growing food for families, not selling market commodities.” Compared to grainfed cattle, grassfed animals are higher in beneficial compounds such as Conjugated Linoleic Acid, Vitamins A, D, E. They also have a healthier fat profile. “Our Adaptive Multi-Paddock Grazing uses electric fencing and frequent moves, simulating hungry predators that kept the herds from settling in one place, so pasture plants have long recovery times after grazing.” Ruminants are designed to eat green growing plants rather than grain. Top 10 things to note at seeding By Autumn Barnes The more details noted at seeding time, the more information farmers and agronomists have on hand for future decision making and problem solving. Here are our Top 10. If you have finished seeding, try to collect as many of these details as you remember. Hybrid name and lot number. Keep a record of hybrid names and seed lots. Keep small samples of all lots in a cool, dry place. Put a minimum 500 ml (two cups) from each seed lot into a seed lab bag. Keep the blue seed tag. Seed weight for each seed lot. Plug this into the Seeding Rate Calculator at canolacalculator. ca along with estimated emergence percentage to figure out an appropriate seeding rate to hit each target plant density. Seed size will directly influence the seeding rate required to hit the target stand of five to eight plants per square foot. If you don’t know the farm’s typical emergence percentage, use the industry norm of 50-60%. Seeding rate. Keep track of the seeding rate in lb./ac. for each field. Plug that into the Emergence Calculator at canolacalculator.ca along with seed weight and plant density counts (after the two- to four-leaf stage) to figure out the emergence percentage. We’d like canola growers to work towards 75 per cent emergence or better in the long term. Soil temperature. Record the soil temperature at the time of seeding. Cold soils (<5°C) at seeding, and for two weeks following, can increase mortality by 10 to 20 per cent. But given the yield benefit of early seeding, soil temperature of 4°C or 5°C is a reasonable starting point. Recording soil temperature can help when sleuthing poten-
tial emergence issues, and can be a useful reference if emergence is very strong. Soil moisture. Note the moisture situation (excess, good, average, dry, etc.) in the seed bed at various locations in the field, including hilltops and lower areas. Soil moisture can influence de-
cisions about seeding depth and whether to seed at all in very moist conditions. Openers that are caked in mud and smear through the seed bed will lead to compromised seed placement. Continued on page 20.

Seeding date and time. Record the date and also the time of day that each crop was seeded. Comparing seeding dates, and cross referencing that with soil temperature and moisture conditions, can help determine future decisions with regard to ideal time of seeding and management steps that could be taken to reduce risks for early seeding. Time of day can sort out field order, which can be useful to determine when an equipment problem first occurred. Drill performance – especially seeding depth, seeding speed and packing pressure. Check runs

across the drill to see if you have any issues with placement and depth and rates row to row. The canolaencyclopedia.ca has tips on “in-field inspection” in the Equipment Management chapter of the Plant Establishment section. Weed pressure. Make a few notes about weeds in the field at the time of seeding. Include weeds per square foot, the most common three species present, and note their size/staging. With a preseed burnoff application, these notes will help describe the quality of the job and what weeds seem to have escaped. If pre-seed burnoff was not applied, use this information to assess the efficacy of post-emergence on these larger weeds. Fertilizer blend, rates, placement. Note the product, rate and placement location of all fertilizers applied at the time of seeding. As a test of seed-placed fertilizer and its effect on canola emergence, turn off the seed-placed fertilizer for 50 to 100 feet and mark that spot. Check back regularly. If the non-fertilized area looks better,
then the fertilizer had a negative impact and changes should be considered for future years. Problem areas in the field. Write down any other observations that may be useful later, including saline patches, gopher holes, etc. All of this information will help provide insight to canola growers and agronomists who are trying to assess and improve plant establishment. Canola price seasonality, and other factors
“The main price determining factors for most commodities are supply and demand, and that is true for canola prices,” explains Blue. “Factors affecting the availability of crop or of a competing crop in the largest production areas have the greatest influence on a crop’s price. Prices tend to follow the production cycle of a crop in years of adequate available supply. To help with their pricing decisions, crop marketers should be aware of seasonal price patterns of crops that they produce.” Seasonal prices are calculated by taking the average price for a certain period, such as a week or month, and comparing it to the average
price over the year. Seasonal prices are often plotted on a bar graph, with the annual price average as Index 100. Generally, this type of calculation uses data from several years, which reduces the influence of contra-seasonal price moves that happen in some years - usually from a supply reduction. The 10-year canola price seasonality chart below is an example. Blue says that in years of average or higher production, canola prices tend to make a low during the September-October period when there is abundant supply. “Harvest progress, yield reports and buyer demand all affect timing of harvest price lows. After a harvest
low, prices usually rebound as harvest selling pressure subsides and as demand again becomes evident.” He adds that canola prices tend to level off into year-end, and they often improve during the December holiday period. “They tend to trade sideways to lower into mid-February and then improve into spring. Canola prices tend to peak sometime in May-June and, unless production problems continue to support prices, canola prices usually erode from mid-July into a harvest low. Often that price decline into harvest is interrupted by a frost concern or event in August or early September.” Seasonal price patterns are one factor to consider when developing a marketing plan and analyzing a market. “Fall delivered prices tend to be the highest at the beginning of the growing season when production
uncertainty is the highest. That is often the best time to forward price some expected production, considering cash flow needs and available storage for the expected new crop.” However,” he explains, “in a year of reduced crop production in a major northern hemisphere area, prices can rise during the growing season right into harvest. Because of this possibility and that of an unexpected production shortfall on your farm, the recommendation is to only forward contract with buyers up to about 50% of expected production. To price a higher percentage of canola prior to harvest, it is prudent to use the futures or options market to avoid the additional physical delivery commitment.” “Seasonal prices should be considered as more of a tendency than a certainty. However, of the many factors that can affect crop prices, the seasonal price pattern is still deserving of a crop marketer’s respect.”

Employee training supports for agri-businesses In response to COVID-19, the Agriculture Training Support Program helps employers in the food supply chain provide necessary training to new domestic employees. The program is intended to offset costs for COVID-19 safety and training, including the costs for personal protective equipment and to remove any barriers to getting Albertans safely working. By providing up to $5 million in support to farmers, agri-businesses and food processors, the program helps offset the cost to train new employees safely in new agri-food roles. The program will support training for as many as 2,500 new jobs in Alberta. The maximum government contribution under the program is $2,000 per new employee, up to a maximum of $50,000 per employer. Grants will be administered on a first-come, first-served basis until available program funding is fully allocated.
In addition, approximately $1 million in funding will be targeted for meat processors to provide support for new hires to undertake meat-cutting training. As part of the Canadian Agricultural Partnership Risk Management programs, this program will improve the agriculture and agri-food sector’s ability to anticipate, mitigate and prepare for risks that could have a major financial impact on the livestock and plant industries, or affect human health and safety. Alberta is partnering with the Government of Canada to provide employment support programs and services through the Labour and Immigration’s Workforce Development Agreement and through the Canadian Agricultural Partnership. This new program will support thousands of new job opportunities so Albertans can get back to work,” added Jason Copping, Minister of Labour and Immigration Program support is targeted to agricultural, meat processing and horticultural businesses and services on the Government of Alberta’s essential service list (with exception of aquaculture). Applications are accepted via the existing Canadian Agricultural Partnership website. The Partnership is a five-year, $3-billion commitment by Canada’s federal, provincial and territorial governments to support Canada’s agriculture and agri-food sectors.

These kids are strong, and they take comfort in knowing they’ve given their steer the best possible life while on this earth while acknowledging the purpose of livestock.

The Donation Steer initiative originated as an idea of past Valhalla club leader, Delwyn Postman, who had been seeking a way for the members to give thanks to the community for years of support. Tragically, in November of 1992, Delwyn was killed in a motor vehicle accident on his way to the meeting where he was planning to present his idea. In his memory, 4-H members and fellow leaders have continued on with the program ever since. Valhalla and Beaverlodge 4-H Clubs are proud to have raised over $219,000 and donated to over 58 charities during this time.

On May 5, Prime Minister Justin Trudeau announced the government’s intention to amend the Canadian Dairy Commission Act and increase the Canadian Dairy Commission’s (CDC) borrowing limit by $200 million to allow cheese and butter to be temporarily stored and avoid waste. Today, Parliament adopted these amendments that will increase the CDC’s borrowing limit from $300 million to $500 million.

The COVID-19 pandemic has caused significant fluctuations in the demand for many dairy products. Unfortunately, dairy farmers have had no choice but to discard some of their milk. Stakeholders throughout the dairy industry supply chain are working closely with provincial marketing boards to ensure that Canadians continue to have access to a wide variety of dairy products, while implementing measures to temporarily reduce production. The CDC plays an important regulatory role in our supply management system, which allows the dairy sector to match supply with demand. Increasing the CDC’s borrowing capacity will allow it to purchase and store more butter and cheese. These changes will complement existing CDC programs to help the sector manage surplus milk while delivering essential assistance to keep the supply chain strong.

8 steps to the flea beetle spray decision By Keith Gabert Seed treatments are an effective integrated pest management strategy for flea beetles, the most costly insect pest of canola in Canada. However, with slow establishment of the crop combined with perfect warm, dry conditions for flea beetles, in-crop foliar applications may be required to protect the crop from profit loss. The key is to know the thresholds, scout closely and make the right economic decision for each field. Here are eight steps that will help agronomists and canola farmers decide whether a foliar spray is needed. Step 1. Know the spray threshold. The action threshold for flea beetles in canola crops is an average leaf area loss of 25 per cent or more. Yield loss can result when defoliation across the field exceeds 25 per cent, and this loss becomes economic (yield loss is more than the total cost of
the foliar spray operation) at around 50 per cent leaf area loss. The reason for the ‘action threshold’ for flea beetles is that leaf area loss can escalate quickly in a severe infestation, so you want to take action before leaf area loss gets to 50 per cent. Step 2. Assess leaf area loss. With thresholds in mind, check plants in a number of areas of the field to get an average damage level, scouting the newest leaves (as these tend to be preferred). Flea beetle populations and damage tend to be in concentrated areas. If cotyledons are chewed up but newest leaves show very little feeding, then plants may be outgrowing the threat or seed treatments may be having an effect (or both). If the growing point is lost, these leaves could be considered 100 per cent lost. Mark those plants and return in a day or two to see if true leaves are showing. Daily scouting needs to happen in areas approaching action threshold.

Step 3. Assess stem damage. Wind and cool conditions can drive flea beetles down to leaf undersides and stems. One shallow feeding mark (could be a few flea-beetle-sized bites) might not do any damage at all, but feeding that eats through the fragile new stem or causes it to break could be fatal. Plants that die due to stem feeding would have 100 per cent leaf area loss – but seedlings that die in this fashion are hard to find. They are often missed when it comes to damage assessment. Step 4. Assess flea beetle feeding activity. Are the insects still present in the field and continuing to feed? If it looks like populations are dwindling, an application may not be necessary. If flea beetles are slow and lethargic, it may mean they have ingested seed treatment insecticide and are no longer feeding. Check again in a day or two before making a decision. Time of day and weather can influence flea beetle activity. On rainy days, for example, flea beetles will usually take cover, so rain will slow or even stop feeding for the time being. Rain can also help the crop more quickly recover. Step 5. Consider the plant stand. With a thin stand of four plants per square foot, for example, growers can’t afford to lose any plants and may want to take action quickly as damage approaches 25 per cent. But with counts in the high end of the recommend range (of five to eight plants per square foot), growers can afford to lose a couple of plants without sacrificing harvest yield. Step 6. Check the crop stage. After the fourleaf stage (four true leaves), the threat is likely over because the crop usually has enough plant material to feed flea beetles without compromising growth, and the plants can compensate for feeding better by this stage. Step 7. Check canola fields frequently. Seed

treatment insecticide starts working when the seed imbibes water and it can remain active for about three to four weeks after that point. High levels of flea beetles can overwhelm seed treatments. In a slow-developing crop, seed treatments can lose their protective capacities before the crop reaches the four-leaf stage. Scout often during these first three weeks, and if flea beetle levels are building and are close to thresholds, daily checking for a few days may be required. Step 8. If spraying is required, only use pesticides registered for flea beetles in canola. Refer to product labels for proper use instructions.

Consumers and COVID-19 “Consumer behaviour changes over time,” explains Jeewani Fernando, provincial consumer market analyst with Alberta Agriculture and Forestry. “However, the COVID-19 pandemic is forcing consumers to change their behaviours and lifestyles at a speed and scale unlike ever before.” Analyzing market research data on consumer spending patterns during this time, she says that these findings can help Albertans and the Alberta agri-food sector understand market changes and plan for what comes next. “According to Nielsen’s consumer behaviour thresholds,” she says, “towards the end of March 2020, Canadians were living with severely restricted shopping trips. They were increasing online shopping but experiencing some fulfillment limitations and limited stock or out of stock situations.” The retail sector reported recordbreaking sales during March 2020 with prepared foods, refrigerated foods along with dairy and frozen foods topping the list. She notes that lock down measures
and social distancing have severely affected foodservice industry operations. Consumer spending on foodservice are forecasted to contract by 24% – the best-case scenario – to 28% – the worst-case scenario – for restaurants in 2020. “We are seeing that COVID-19 impacts on retail and the food service sector have trickled down to other members of the food supply chain, such as producers, processors and distributors.” Fernando adds that there are some early signs that consumer food purchasing patterns may change permanently. “As market data and research suggest, product quality and transparency, local products, and technology solutions for product purchases are the most important factors for consumers. Researchers concluded that unusually cool summer temperatures along with the late harvest in 2009 – also delayed by snow – likely left an abundance of canola seed on the soil. That abundant food supply allowed a larger than normal number of adults to survive and emerge in the spring of 2010. Those beetles then moved into surrounding fields in search of food. They found that the beetles’ numbers returned to normal levels in 2011. “Given the large numbers of unharvested acres of canola last fall,” he says, “I thought conditions might be ripe for such outbreaks this spring.” Floate emphasises that these beetles are not pest insects. They are beneficials, and farmers should not spray them. Adults feed on the seeds of weeds and other plants lying on the ground, and their larvae eat other insects including pest species. Eggs laid in the soil over the next few weeks will produce more adults later this summer and possibly more reports of outbreaks. FCC-backed fund offers innovative and flexible solutions for uncertain times The Honourable Marie-Claude Bibeau, Minister of Agriculture and Agri-Food, on behalf of Farm Credit Canada (FCC), today announced the launch of a $100-million Agriculture and Food Business Solutions Fund to support proven, viable companies through unexpected business
disruptions, such as the COVID-19 pandemic. Launched in partnership with Forage Capital Inc. – a Calgary-based venture capital firm – the Agriculture and Food Business Solutions Fund is set up to provide companies with the financial stability and flexibility they need to rebuild their business models during challenging times. FCC is the sole investor in the fund. The fund is set up to support a wide range of enterprises in the agribusiness and agri-food sector, including companies involved in primary production, agri-tech, manufacturing, packaging and distribution. The fund will help companies in times of need through innovative solutions such as convertible debt investments and other flexible financing solutions. Applications will be assessed individually on their merit, and will be supported to a maximum of $10 million. The primary goal of the Agriculture and Food Business Solutions Fund is to return recipient companies to a sound financial footing. To qualify, companies need to demonstrate an impact from an unexpected business disruption, such as the loss of a key supplier, temporary loss of a facility or permanent loss of critical staff or leadership. Funds cannot be used to repay shareholder loans or purchase shareholder equity positions.

Today’s announcement complements the Minister’s announcement on March 23, 2020 to enhance FCC’s lending capacity by an additional $5 billion to help producers and agri-food businesses with access to cash flow to get through the COVID-19 pandemic. Since that announce-
ment, more than 4,800 producers and agri-food businesses have used payment deferral options on FCC loans totaling $4 billion and have established credit lines totaling more than $500 million to alleviate short-term cash flow concerns. “This type of investment fund will offer companies another option when faced with business disruptions. Through the application of flexible and innovative solutions, the investments will preserve jobs and strengthen food security for all Canadian,” said The Honourable Marie-Claude Bibeau, Minister of Agriculture and Agri-Food Today’s announcement is part of a broad suite of actions the Government of Canada has taken to support agricultural and food processing businesses to help ensure Canadians continue to have access to affordable and healthy food. These initiatives include: Creating a $77.5 million Emergency Processing Fund to help food producers access more personal protective equipment (PPE), adapt to health protocols, automate or modernize their facilities, processes, and operations, and respond to emerging pressures from COVID-19 so they can better supply Canadians with food during this period; Launching national AgriRecovery initiatives of up to $125 million in funding to help producers faced with additional costs incurred by COVID-19; Launching a first-ever Surplus Food Purchase Program with an initial $50 million fund designed to help redistribute existing and unsold inventories; Investing $62.5 million for a new Canadian Seafood Stabilization Fund to help Canada’s fish and seafood processing sector; and more.
