Recovery programs to support farmers

ADDING INGREDIENTS TO RATIONS
(www.beefconsultant.com, December 1, 2020) When feeding salt, minerals, vitamins or supplements to livestock, the goal is to provide the required amount of nutrients each day. Free choice mineral or salt supplementation on pasture has been shown to be inconsistent at best. In 1996, Rob Hand with Alberta Agriculture determined that cows on average only came for salt once every 4 to 5 days with consumption varying from 1 gram to 774 grams per visit (1.7 pounds). Yearlings and calves came every 2 to 3 days and consumed from 1 to 1140 grams (2.5 pounds). The research didn’t indicate how many cows didn’t come to the salt station. Cockwill published results from a study done in 2000. He found the same variability in intake, but only 18 to 29% of the cows in the herd visited the salt station over a 6 day period.
As part of making it easier to get a farm up and running, the new Small Farm Business Acceleration Pilot Program is offering funding up to $800,000 for business plan coaching for small and new farmers, as well as cost-shared funding for commercial farm infrastructure and equipment, to increase productivity and sales. For this pilot, a small farm is defined as one with a total annual gross revenue of less than $60,000 in the last two years. The program funding will cover 50% to 75% of total approved project costs to a maximum of $17,500 for individual farm businesses. Continued on next page.
These results show that using free choice supplementation is not a reliable method. One option is to mix the mineral or supplement in a grain mix. This works if the weight of the mixer load of grain is known, and the amount of each ingredient is added according to what is needed to make a balanced ration. When is it best to add these ingredients to the mixer? If the mixer has a flat bottom, adding the ingredients to an empty tank results in some of the ingredients staying on the mixer floor below the rotating screw auger. This can cause an uneven distribution of the added nutrients in the load. This can also result in high concentrations or “hot spots” in the load. If an ionophore such as Rumensin is in the mix, cows over consuming Rumensin from one of these “hot spots” which can cause a temporary reduction in feed intake.

Adding the mineral or supplement when the mixer is half full prevents product from accumulating on the mixer floor and helps to the distribution of the product during the grinding or rolling of the second half of the load. Adding product when the mixer is almost full creates the same problem as adding the ingredients when the tank is empty and the load doesn’t mix adequately.
INSTRUCTORS
When a total mixed ration (TMR) is used, convenience often dictates the order in which ingredients are added to the batch. According to the University of Minnesota Extension Service publication, it depends on the type of equipment that is being used. For horizontal auger mixers, dry concentrates should be added first. This includes grains, supplements, minerals, vitamins and salt. Followed by the ensiled “wet” forages such as silage. The last ingredient to go into the mixer is dry hay or straw. They also recommend that the hay or straw be coarsely ground before adding to the mixer.

“My team and I are excited to see the Province invest in small and new farms,” said Sara Dent, co-founder and executive director, Young Agrarians. “Providing support to a new generation of people brave enough to start farming in today’s land market requires innovative programs that address the needs of new farmers, and I hope this investment will continue to grow in the coming years. Small-scale farms are the bedrock of local food economies and key to strengthening short supply chains. They are essential to healthy and resilient food systems that can weather the changes we are experiencing today.” To help growers increase the acreage planted with raspberry varieties that are ideal for B.C.’s climate and suitable for the fresh and individually quick-frozen raspberry markets, the B.C. government is investing $90,000 in a new Raspberry Replant Program. The program is cost shared with growers, which will result in a minimum of $162,000 of investments in the sector. “On behalf of B.C. raspberries, I would like to thank Minister Popham and ministry staff for allocating funds toward a raspberry replant program in British Columbia,” said James Bergen, chair, Raspberry Industry Development Council. “It is my hope this program will aid in revitalizing the B.C. raspberry industry.” Additionally, the Province is boosting the Beneficial Management Practices Program, which supports farmers in taking steps to better protect the air, land and water, and aligns with government’s CleanBC climate goals. The Province is investing an additional $800,000 into this program, both this year and next. Projects funded by this plan may:
improve air quality and reduce emissions; improve land and water quality, and enhance or protect biodiversity; improve nutrient management (fertilizer use); achieve more efficient agricultural waste management; and result in more efficient irrigation water management. To be eligible, farms must have a complete environmental farm plan, and approved projects will address topics identified in these plans.

“We were grateful to see the Province’s Stronger BC plan, which supports farm resiliency while putting food in grocery stores and dinners on tables,” said Stan Vander Waal, president, BC Agriculture Council. “Investment in the agriculture sector right now is critical. Canada’s federal, provincial, and territorial (FPT) Ministers of Agriculture wrapped up their two-day virtual conference with important discussions on the future of Business Risk Management programs, a discussion on balance in the retail supplier relationship, and a look ahead to the design and development of key priorities for the next agricultural policy framework. Ministers discussed options for short-term improvements to AgriStability. The federal government tabled a proposal that will be considered in more detail by provinces and territories. While no consensus was reached, efforts will continue on a common path forward. FPT governments are listening to farmers and stakeholder groups, who have been asking for meaningful changes and alternatives to the current risk management approach. Ministers agreed that programs need to improve to better target emerging risks that threaten the viability of the farm, which may include options based on insurance principles. Moreover, programs should be simple, predictable, and respond quickly for producers, while treating farms fairly and equitably. To address these objectives, Ministers requested that analysis on alternative designs be completed to inform discussions on longer-term risk management reform at their next meeting
in July 2021. Ministers also took the opportunity to look further ahead as they launched discussions for the design and development of the next agricultural policy framework to follow the Canadian Agricultural Partnership, which will come into force on April 1, 2023. Ministers look forward to launching an initial engagement with industry this coming year to consult and collaborate on priority areas for development of the new framework, to be articulated in the policy statement that will be tabled in Guelph next summer. They noted the importance of recognizing regional differences and shared national objectives within that policy statement. Ministers also reviewed the lessons learned from a number of one-time initiatives to support producers and processors throughout the COVID-19 pandemic. Ministers discussed the concerns of processors, producers and independent grocers regarding increased retailer fees on suppliers and the need for balance in the supplier-retailer relationship, while also ensuring that Canadians continue to have access to a reliable food supply at affordable prices. FPT governments agree that collaborative action is the best approach.

Canadian pork export update Wood says substantial gains have been made in exports, particularly to both China and Vietnam. Pork exports for the January to September period are 18.2% by volume and 20.9% by value higher than in 2019. Year-to-date pork exports are $3.75 billion (1.1 million tonnes). On a volume basis, substantial gains have been made into China and Vietnam. China has imported 481,914 tonnes of pork, up 119% from last year. For Vietnam, exports are up 461% at 20,251 tonnes. Wood notes that pork exports to China have increased rapidly following the temporary import suspension that was placed on Canadian pork exports in July 2019. He adds 3 Canadian exporters remain temporarily suspended on exporting pork to China following the issuance of incorrect export certificates. Since that time, China has placed temporary export suspensions on an additional 7 pork exporters related to COVID-19 reports at their facilities. Currently, about 65% of the pork processing capacity in Canada is ineligible to export to China due to temporary export suspensions. In total, 10 pork plants and one beef plant are currently not eligible to export to China. ‘Globally,’ says Wood, ‘a plant delisting due to a COVID-19 related event takes about 6 to 8 weeks to resolve with China. However, some plants in Canada have passed that milestone with no indication of when the export suspension may be lifted.’ Wood says with about two-thirds of Canadian pork processing capacity under a temporary import suspension, pork exports to China will likely decline in the short-term.

Glenn has a great little phrase: “Get to, got to.” “Get to, got to.” That little phrase was shared with me many years ago. It was pertaining to different ways of dealing with situations that may arise when playing with your horse. When we get to do things it always sounds and feels better than when we got to do things, however, there are times when things got to be done. Its that time of year that we are probably going to have a Christmas tree. Do we say or think we get to get a Christmas tree or do we say or think we got to get a Christmas tree? If you’re told you have to go get a tree but you really don’t want to, it is more of a got to situation. If you decide to get a tree or it feels like you want to, it is more of a get to situation. So let’s say you got to. You really don’t want to and you’re grumbling about it but it just has to be done. You head out and 3 or 4 people go with you. You go to a patch of beautiful trees and someone starts a campfire. Someone else pours some hot chocolate. The smokies are pulled out and roasted over the fire. You’re leaning back against tree. The air is crisp and the tree you picked together is beautiful only because you picked it together. Maybe you share a favorite Christmas story, or relax long enough to remember when. What started as a got to situation is now feeling more like a get to situation. I still absolutely cherish being able to go hunt for a tree for Christmas with my girls so we can spend time together. I don’t care what the tree looks like. It’s not about what it looks like; it’s about memories and time with friends and family. The more people the better! If we burn the smokies, who cares! What might start out to be a got to situation for some people could be turned into a get to situation. So, when it comes to horses there are many times that the horse believes that what we want to do is not near as good an
idea as the one that they have. Situations arise where you may need to use a got to technique and other times you can use a get to technique. Got to is used too often but does need to be used when something needs to happen now because you or the horse will get hurt. Other time’s it’s used is when it is more of a respect issue. The horse wants to do something but it’s not what you need at the moment or, again, their idea could be very unsafe. Get to techniques stick better because you’re allowing the horse to come to it’s own conclusion. If a horse is very impulsive (meaning they want to run unless you are always holding them), generally the reason for them wanting to run is that they are emotional about something at the moment or in their past. Sometimes, there is no reason for them to be worried, they just are. Like people who are scared of a spider. A spider couldn’t possibly do anything but the person just decided one day that “OMG a spider!” You need to help them overcome or realize there is no reason to be anxious or worried. There are many ways to help a horse become braver and less emotional. Let’s say you’ve really done your homework and all is working quite well but they still can’t handle the canter emotionally. If you tried to canter on a loose rein they would run faster and faster. Some horses will go so fast without being held that you would be on a complete runaway. The horse seems to think that running is a dream come true. They appear to want to run, the prey animal in them comes out, and they think they can outrun some perceived danger. If you have a horse like that, they obviously need help to learn to relax. Avoiding the thing that worries them isn’t how you help them. It will always be there. You have to prepare them at slower gaits but at some point you need to do the thing that bothers them.
Some horses don’t even think about getting excited at the canter others are looking for any reason to get excited. You want the horse to think about slowing down rather than speeding up. A perfect balance would be a horse that willingly canters without being held back with the reins or your seat. An impulsive horse appears to want to run, when they actually don’t, they just haven’t figured out that it isn’t necessary. So you can use a got to technique and hold them with the reins at a trot or at the canter or you could use a get to technique. Using a get to technique, you allow them to do the thing that they think they want to do, which is run. In this example, you keep them on a smaller circle so they can’t get going too fast and it is makes it more difficult for them the run fast. Circles shorten a horse, helping them figure out wildly running around isn’t necessary. If we always hold them, they will need us to hold them forever. They rarely figure out how to monitor or regulate their own speed and emotions. They can get tired running in a circle and probably will, but you’re waiting for them to want to slow down and walk so it becomes they get to walk rather than got to walk. The end goal being that they can canter without the emotion. Get to takes longer as your suggesting they look at something differently and then waiting for them to want to rather than making them. Puppy socialization By Dr. Zoe Ross With the pandemic, has come an increase in pet adoptions across Canada. Shelters and animal rescue groups have seen an increase in demand for pets. We have also seen more people getting puppies and kittens as well. Adopting or buying a new puppy comes with it the joy of a cute little bundle of love and energy but also comes with some responsibilities for us as animal owners. Puppy socialization is very important and how young puppies are socialized and what they are exposed to, can have lasting impacts on them. Exposing young puppies (from birth to 14 to 20 weeks of age) to a variety of people, animals and situations in a safe, comfortable and fun way helps teach them to not be afraid of things. Positive experiences at this age will help a dog be more comfortable and confident as they get older. A lack of socialization has been linked to aggressive or fearful behavior in older dogs. Dogs may also be more difficult to train and less able to cope with unusual situations if they haven’t been properly socialized. There are many things you can do to help socialize your puppy and get them comfortable with a variety of situations. It can be more challenging during the pandemic because there are less opportunities for your puppy to meet new people but whenever possible allow your puppy to interact with different people. You can carry a little bag of treats with you when you go for your daily walks and ask a stranger you meet on the path or sidewalk to give your puppy a treat so they get used to meeting new people. Try to take your puppy for a walk in a few different areas so they get used to different sights and sounds. Take them for short rides in your vehicle so they get used to the motion and sounds of your vehicle. If you don’t have kids, be creative about ways to introduce your puppy to some kids and have them give them some treats as well. It is also beneficial for your puppy to be introduced to other dogs and other pets in a controlled and safe way. Puppies that haven’t had their full set of vaccines (a series of 3 vaccines given a month apart), can be at risk of
contracting Parvo virus so make sure that any dogs they come into contact with are healthy and fully vaccinated. Try to make sure that the dogs they are introduced to are friendly and non aggressive. An encounter with an aggressive dog at this young age, could make your dog fearful of other dogs for the rest of their life. Another important aspect of your puppy’s development is teaching them to be able to handle being on their own without becoming anxious. Unfortunately separation anxiety, a behavior problem where dog’s panic when they are left alone and often act destructively, can be very serious and difficult to treat and in some cases can lead to pet surrender or euthanasia. Especially now when many are working from home, it is very easy to always be around your dog but there will come a time when they will have to be left alone and teaching them that this is ok and that you will be back is very important. Try to have a routine you would follow in the morning as if you were leaving for the day and then leave your puppy alone in their crate (if you are crate training) or in a room for an hour or two. Leave your dog with some treats or toys to distract them and reward them for being on their own. Another part of socialization is teaching your puppy to have various areas of their body touched and handled. Get them used to you lifting up their ears, lifting their lips and touching their teeth, touching their toes, clipping their nails, etc. This will help make them comfortable with being touched and less fearful if your veterinarian or kids touch them. Even if you live on a farm and there isn’t a reason to have your dog on a leash, it is a good idea to teach them how to walk on a leash. We have always encouraged “happy” visits to the clinic where clients can bring in their dogs and our staff will give them treats. They can be weighed on the scale and walked through the clinic with no negative experiences (like getting an injection or having their temperature taken) and it helps them be more relaxed and comfortable if and when they do need veterinary care. Worries about rural break ins? Have your say on policing in AB The survey is part of the Alberta government’s review of the Police Act. The questionnaire covers several topics related to law enforcement, such as the role of police in community, processes for handling complaints from the public and officer discipline. “Alberta’s government is committed to reforming the way policing is done in this province. The Police Act has been largely unchanged since it was introduced in
1988. This is an important opportunity for Albertans to help us develop legislation that reflects the realities of modern policing and ensures that police remain accountable to their communities and responsive to their needs.” Kaycee Madu, Minister of Justice and Solicitor General Throughout the fall, the Alberta government has met with a wide range of stakeholders representing law enforcement, health and
social services sectors, municipalities and Indigenous communities. The public survey will remain open until Jan. 4, 2021. These discussions and the survey responses will guide changes to the Police Act expected for next fall.

The government is seeking input into how to support the responsible use of Crown lands, including trails: how we can enhance trail experiences for a variety of users; supporting partnerships and funding opportunities; and how dollars can be reinvested into recreation as well as education and enforcement. “The Alberta Crown Land Vision will be well-received by snowmobilers, trail managers and any group that works on the provincial landscape. In the past, we have been forced to deal with extra red tape by having to consult with multiple provincial offices to manage a single trail. Access to sustainable funding in combination with new Crown lands policies will enable us to bring a world-class recreational trail system to our province. This new direction will make the work of our trail volunteers so much easier, and we can then use that energy to create better recreational opportunities for all Albertans to enjoy.” Chris Brookes, executive

Albertans are encouraged to share their thoughts on how to strengthen our existing successful partnerships and build more. The online survey closes on Jan. 15, 2021. Alberta Crown Land Vision The new vision will guide improvements over the coming years to Alberta’s Crown land management system, to make it clearer and easier to understand. It will support solutions that make outdoor recreation sustainable and enable more partnerships, and will sharpen government’s focus on achieving outcomes and reducing red tape. Quick facts The dramatic increase in camping in recent years on Crown land resulted in pressures on the environment that were not sustainable in high-use areas. In response, a ministerial order put more enforcement and infrastructure (e.g., portable washrooms and garbage bins) in place to mitigate the impacts of this increased pressure. Identifying sustainable sources of funding such as an OHV user fee would align Alberta with other jurisdictions across Canada that apply user fees to various types of motorized recreation on public land. This approach is supported by user groups like Alberta Off-Highway Vehicle Association and Alberta Snowmobile Association. A recent study assessing travel aspirations, intentions and fears during COVID-19 found that trips to parks, nature destinations and car trips within people’s own country/ region would likely continue to occur at the same likelihood or increase compared with preCOVID-19.

Protecting your farmside road workers This winter, snowplow operators on Alberta’s highways will be allowed to use flashing white strobe lights to increase their visibility. New signage installed along Alberta highways will remind Albertans to drive to conditions and be cautious near roadside workers. “Snowplow and tow truck drivers are essential workers who face significant risks as they keep our highways clear and safe for travel. New lights and signage will make sure workers are more visible on the highway and encourage motorists to be alert to roadside workers. As drivers and fellow Albertans, we owe it to them to drive responsibly so that each of us can get home safely.” Ric McIver, Minister of Transportation “Carmacks is fully committed to the safety of the travelling public and our team members. Quick facts Every winter, there are dozens of collisions and near misses involving snowplows on Alberta highways. In 2019-20, there were 31 collisions with snowplows operated by government highway maintenance contractors. The 511 Alberta app and website now has the capability to alert drivers with an audible ping when they approach a snowplow on Alberta highways. The Traffic Safety Act provides protection for first responders by mandating all motorists in the adjacent lane slow down to 60 km/h (or the posted speed limit, whichever is slower) when passing an emergency vehicle with its lights flashing. Speeding fines also double in construction zones where workers are present.

Rural rail safety is key Not only is it dangerous to disregard signals/ signs at railroad crossings, but it is illegal! Section 185 of the Motor Vehicle Act – BC, states that all motorists must obey the signs and control devices at crossings. Please take the time to be aware of your surroundings and watch for railway crossings in your community. The CN Police Service will be on patrol in your community and want to send a strong safety reminder to NOT trespass onto railway tracks/property. Be aware of your surroundings and Look, Listen, Live! Statistics- In 2018, 236 incidents occurred in Canada, resulting in 53 fatalities and 72 serious injuries. Disregard for railroad crossing signals and gates and distracted driving were the main causes of those accidents. Source: Transportation Safety Board of Canada. Safety tips: • Trains and cars do not mix. Never race a train to the crossing – even if you tie, you lose. • Be aware that trains cannot stop quickly. Even if the locomotive engineer sees you,
a train can take up to 2 km or more to stop. That’s 18 football fields! • Never drive around lowered gates – it is illegal and extremely dangerous. • Do not get trapped on the tracks; proceed through a railroad crossing only if you are sure you can completely clear the crossing without stopping. Remember, the train is much wider than the tracks on both sides. If You Can’t Fit – Don’t Commit! • If your vehicle stalls on a track & a train is approaching, exit the vehicle immediately and move quickly AWAY from the tracks in the direction from which the train is coming. Canadian crop movement off to a stellar start ‘Weekly updates from the Canadian Grain Commission (CGC) provide useful crop demand information,’ explains Blue. The CGC numbers include movement of bulk crops through facilities licensed by the CGC and exclude container movement of crops as well as overland crop movement to the United States. ‘Crop year to date, non-durum wheat deliveries are up by 230,000 tonnes, or 4%,’
he says. ‘Canadian durum deliveries are up by 291,000 tonnes, or 20%. ‘Oat deliveries are up by 211,000 tonnes, barley deliveries are up by 436,000 tonnes and producer deliveries of canola are up by 834,000 tonnes, about 14%. Pea deliveries are 18% higher and lentil deliveries are more than double last year’s pace.’ Blue notes timely completion of the 2020 harvest has been a contributing factor to

these crop movement numbers. ‘Exports of Canadian crops are also off to a great start this crop year,’ says Blue. He says Canadian non-durum wheat exports are 27% higher than year ago to date while durum exports have now caught up to last year’s pace. Oat exports are running 26% higher while barley exports are more than double last year’s pace. Canola exports to mid-November are 34% higher, and although not a large crop in Alberta, Canadian soybean exports are also up 34%. Pea exports are up by 24% and lentil exports are nearly double last year’s pace. Blue adds Canadian domestic use of crops is also doing well so far this crop year. ‘Domestic use of wheat, durum and oats are all higher than year ago. Although domestic use of barley appears to be lower from the CGC data, direct barley sales to feedlots are not included and feeding demand has been strong.’ He adds canola crushing volume so far is almost as high as last year’s record pace. Strong crush margins continue to support bids from Canadian canola crushers. ‘The implication of these numbers,’ says Blue, ‘is that crop demand is strong and movement has been excellent. Most crop prices have risen dramatically since midAugust. This demand-driven market appears likely to support continued strong prices at least into the spring of 2021.’

Alberta hog market update Wood says hog markets strengthened from July to October but started to decline during November. ‘Hog markets were expected to improve above current levels given forecasted global pork demand,’ says Wood. Between July and mid-October, the Alberta Index 100 hog price increased 69%. Producer margins followed, increasing above breakeven. Since midOctober, the Index 100 price has declined 13.6%, with estimated hog producer margins moving below breakeven. ‘Seasonally, hog prices tend to move lower in November so the current decline is not out of line. However, the effect of COVID-19 has produced a number of counter-seasonal movements in hog prices this year, the most recent being the rise in prices during the July to mid-October period. Historically, prices move seasonally lower at that time.’ Woods says after peaking in mid-October, prices began to soften in response to demand concerns regarding the re-emergence of COVID-19 lockdowns and export market access. He adds congestion has been increasing in a number of Chinese ports due to stringent inspection and disinfection
requirements on imported frozen products. ‘Recently, the Chinese government stated that imported goods are going to face increased testing due to worsening pandemic conditions in overseas countries. The Chinese National Health Commission states the risk of importing COVID-19 is growing and that the virus could be transported in or on packaging or products.’ Woods notes the turnaround time for refrigerated containers is increasing as a result of the inspection and testing requirements in China. ‘This is affecting global supply chains and issues moving products within the cold chain are expected to grow as we move closer to Chinese New Year in February, especially for those trying to export to China.’ Tighter container supply is one issue but recently, Vietnam has also ordered relevant agencies to start testing for COVID-19 on imported goods from countries and territories that have reported outbreaks. ‘The likely outcome of these additional testing measures for frozen imported goods,’ says Wood, ‘include increased costs back to the shipper and market access issues given import clearance delays.’

We are also the home to the Lyon’s Production Services Events Centre, Teepee Creek Hall, Historic Infield Church, and skating arena. The Lyon’s Production Services Events Center is home to team roping, local Gymkhana Club, Penner’s Club, 4H Shows and sales, numerous horsemanship clinics, barrel racing, High School rodeos and PBR Events. For the first time in 104 Years we had no way of hosting our beloved Teepee Creek Stampede. The health and well-being of our fans ultimately came first resulting in us having to cancel the 2020 Edition of ‘Four Days in the Wild.’ This past year has taught us how to adapt and overcome many unthought of obstacles that have been thrown our way. Who would have thought that toilet paper would become a more valuable currency than our dollar? 2020 has been a trying time for us all, and we’re ready to shake the dust off and get back to doing what we do best - putting on the Teepee Creek Stampede! We are currently gearing up to Celebrate our 105th Year on July 8-11, 2021! Even though during our current times many others are shying away from planning for the future, we are continuing to plan for our event and will adapt where necessary while ensuring a top-notch show for all. You can bet your boots we plan on being back in 2021! We are also looking for ways to diversify and to carry forth with our goal of providing for our community and surrounding area with one being our *NEW* Monthly 50/50 Cash Raffle. Our goal is not only to fundraise for our Association, but to give back all the non-profit groups and organizations that utilize our facilities. Investments to support supply-managed dairy, poultry and egg farmers announced Thee Honourable Marie-Claude Bibeau, Minister of Agriculture and Agri-Food, announced a substantial package that delivers on the Government of Canada’s commitment to full and fair compensation for the market access concessions made under the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the Comprehensive and Progressive Agreement for TransPacific Partnership (CPTPP). Canada’s supply-managed dairy, poultry and egg farmers are part of the backbone of the Canadian agriculture sector and the Canadian economy. They continue delivering the best quality products to the kitchen tables of Canadians, despite challenges presented by the COVID-19 pandemic. The strength of Canada’s supply management sector is essential to the
vitality of our family farms and rural regions from across Canada. In August 2019, Minister Bibeau announced that $1.75 billion would be provided to compensate Canadian dairy farmers over 8 years. Between December 2019 and January 2020, more than 10,000 dairy farmers received a cash payment of $345 million. Today, the Government has set a schedule to deliver the remaining $1.405 billion through direct payments to farmers over a timeline of only three years. Dairy farmers will receive, on the basis of their milk quota, cash payments of $468 million in 2020-21, $469 million in 2021-22 and $468 million in 2022-23. The owner of a farm with 80 dairy cows will be awarded compensation in the form of a direct payment of approximately $38,000 each year. These amounts also build on the $250 million CETA on-farm investment program, and provide certainty on the schedule and form of remaining payments in the $2 billion total compensation package for dairy farmers. The Government is also announcing $691 million for 10-year programs for Canada’s 4,800 chicken, egg, broiler hatching egg, and turkey farmers. Responding to sector demands, these programs will drive innovation and growth for farmers. Program details will be designed in consultation with sector representatives and launched as soon as possible. Furthermore, the Government of Canada remains committed to engaging the sector on full and fair compensation for the Canada-United States-Mexico Agreement (CUSMA), and to processors of supply managed products. substantial compensation package for our dairy, poultry and egg farmers shows our support for a strong supply management sector for many generations to come,” says the Honourable Marie-Claude Bibeau, Minister of Agriculture and Agri Food “The level of certainty provided by this announcement enables us to be in a better position in terms of innovations and efficiencies to better compete with increase imports of dairy products made from foreign milk,” adds Pierre Lampron, President, Dairy Farmers of Canada. “Canada’s 2,877 chicken farmers appreciate the announcement today on mitigation measures stemming from the CPTPP. Farmers have waited a long time to see action on this file, and we believe that this is a step in the right direction. We look forward to continuing our work on the investment and market development programs for our sector,” cracked Benoît Fontaine, Chair, Chicken Farmers of Canada “Hatching egg producers have suffered significant losses due to recent trade agreements and we are pleased that the federal government finally recognizes the significant challenges posed to our farmers by CPTPP. We will continue to work closely with the federal government to develop policies that mitigate the impacts of the CPTPP and CUSMA,” hatched Brian Bilkes, Chair, Canadian Hatching Egg Producers “Turkey Farmers of Canada appreciates the announcement of mitigation funding required as a result of the CPTPP agreement. The access granted to our domestic market poses significant losses to Canadian turkey farmers. This funding will be used towards market development programs and for farmers to reinvest in their operations. “With today’s announcement, the government has taken a positive step in supporting Canada’s egg farmers. This investment in our sector will provide new opportunities for our farmers to reinvest in their operations and plan for the future as they navigate the market losses as a result of the CPTPP agreement. During negotiations for the Canada-United States-Mexico Agreement (CUSMA), the Government defended supply management from American efforts to dismantle it. In the recently concluded agreement with the U.K., the Government defended Canada’s supply management system, and will continue to do so in future discussions with the U.K. The Government has been clear that there will be no more concessions on supply management in future trade negotiations. In 2019, there were 10,371 dairy farms in Canada, supporting close to 19,000 direct jobs on farms. There are over 4,000 producers of chicken, broiler hatching eggs, turkey, and eggs in Canada. The four supply managed poultry and egg sectors (chicken, broiler hatching eggs, turkey, and eggs) generated over $4.9
billion in farm cash receipts in 2019, 7.4 percent of all farm cash receipts in Canada. According to industry, Canada’s poultry and egg sector supports more than 140,000 direct and indirect jobs. Because of the downturn of the restaurant and food service industry during the COVID-19 pandemic, the Government of Canada helped dairy farmers deal with the resulting surpluses of products like cream, by increasing the borrowing capacity of the Canadian Dairy Commission by $200 million. This gives the Commission added capacity to purchase excess perishable products like cream and convert them into longer lived ones like cheese in order support producers and reduce food waste during market disruptions. Once fully phased-in, concessions made under three trade deals (the CanadaEuropean Union Comprehensive Economic and Trade Agreement (CETA), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the CUSMA), as well as World Trade Organization commitments, are estimated to be equivalent to approximately 10 percent of Canada’s current milk production. The demand for Canadian dairy remains strong, and has grown by almost six percent over the past 10 years.
