Update on cattle imports and exports

‘Canadian cattle exports for the first half of 2021 are down 23% compared to 2020 and 26% lower than the 5-year average,’ says Jason Wood, livestock market analyst with Alberta Agriculture and Forestry. ‘Year-to-date, Canadian cattle exports in 2021 are the lowest in about 15 years.’ Wood says the decline in cattle exports has been influenced by a number of factors. These include expansion of the U.S. cattle herd over a 6-year period starting in 2014. The US beef cow inventory increased by over 2.6 million head, reducing the need for imported live cattle. Since 2014, the Canadian beef cow herd has declined by 297,000 head, reducing the available supply of cattle for export. Canadian cattle processing capacity and plant utilization levels have also increased, supporting growth in the Canadian cattle feeding industry and demand for cattle.

In 2020, live Canadian cattle exports were 669,670 head, down 7% from 2019 and 6% lower than the 5-year average. Canadian live cattle exports to the U.S. have been trending lower, with 2020 being 46% lower than 2014. Feeder cattle exports for 2020 were down 36% from 2019 and 73% below 2014. Slaughter capacity Weekly federally inspected Canadian cattle slaughter capacity is approximately 66,860 head. In the west, federally inspected cattle slaughter capacity is just over 51,000 head or 76% of Canadian capacity. The national federally inspected beef plant utilization rate was 92% in 2019. Western Canada federally inspected cattle slaughter plants had an average utilization rate of 93.4% in 2019. For 2020, the

western Canada utilization rate averaged 89.6%, including 6 weeks in April and May when weekly utilization rates were below 70% due to COVID-19 plant disruptions. Removing the 6-week disruption period increases the utilization rate for western Canada beef slaughter plants to 96.3% in 2020. The utilization rates indicate plants are running near capacity and significantly higher than the 5-year average of 83%. Cattle imports ‘The demand for cattle has turned Canada into a net importer of feeder cattle in recent years,’ explains Wood. ‘For the January to April 2021 period, 134,660 head have been imported from the U.S., an increase of 95% from 2020 and more than double 2019. Alberta cattle imports from the U.S. are 88,870 head for the January to April period, an increase of 165% from 2019.’ In 2021, Alberta cattle imports accounted for 66% of total Canadian cattle imports, compared to an average of 44% over the last 5 years. For the January to April 2021 period, Canada’s net cattle imports are about 100,000 head, up significantly from a year ago.

New council helps Indigenous agriculture grow in B.C. Indigenous leaders and subject matter experts on agriculture and food from throughout British Columbia are working with the Province to increase Indigenous participation in the sector and strengthen Indigenous food systems.

The B.C. Indigenous Advisory Council on Agriculture and Food (IACAF) is the first of its kind in Canada, working to advance reconciliation, respect for Indigenous rights and supporting self-determination goals in the agriculture and food sector. The council is working with the Ministry of Agriculture, Food and Fisheries on a three-year strategic plan to advance shared priorities.

The advisory council’s mandate is to enhance the equitable participation of Indigenous peoples in the agriculture and food sector and support the realization of their food security, food sovereignty and economic development objectives. Priority areas of the council are to:

“Currently, many aspects of our Indigenous food systems are not within the mandate of British Columbia’s Ministry of Agriculture, Food and Fisheries. Our food security and food sovereignty are deeply entwined with the ecological health of our Indigenous territories, which are increasingly impacted by the effects of climate change and associated threats,” said Chief Byron Louis, IACAF chair, Okanagan Indian Band. “Our worldviews, knowledge systems, relationships with our lands and territories, and inherent rights to self-determination, including to maintain, control, protect and develop our cultural heritage and economies, guide IACAF’s work, and are essential to the realization of the objectives of this council.” The 15-member council held its first meeting on June 24, 2021, to discuss priorities identified in the three-year strategic plan and will continue to meet quarterly. “The creation of IACAF and its strategic

Increasing housing flexibility in the ALR

New rules will allow property owners in the Agricultural Land Reserve (ALR) increased housing flexibility, helping farmers and non-farmers support their families and businesses in their communities. Options for an additional small secondary home have been added to regulations, allowing farmers and ALR landowners to have both a principal residence and small secondary residence on their property with a streamlined approval process. Only permissions from local government or First Nations government will be required, and there will be no application to the Agricultural Land Commission (ALC).

The additional residence can be used for housing extended family, agritourism accommodation, housing for farm labour or a rental property for supplemental income. There is no longer a requirement that additional residences must be used by the landowner or immediate family members. “Our government’s goal from the outset has been to protect farmland for future generations, so British Columbians can have a secure local food system and our communities can prosper,” said Lana Popham, Minister of Agriculture, Food and Fisheries. “We recognize the unique needs of established farming families, those new to farming and those living in the ALR who don’t farm.” Examples of flexible housing options permitted under the regulation include, but are not limited to: garden suites, guest houses or carriage suites; accommodation above an existing building; manufactured homes; and permitting a principal residence to be constructed in addition to a manufactured home that was formerly a principal residence. The changes respond to the feedback received in regional engagement sessions and to the ministry’s policy intentions paper, where ALR landowners made it clear they wanted this type of residential flexibility. “We took the time to listen and come up with solutions that

will help both farmers and nonfarmers alike, while protecting the integrity of our valuable agricultural land,” Popham said. “We hope this regulatory change will assist new farmers starting their businesses, encourage landowners to partner with new farmers to get their land into production, and address the needs of British Columbian families. Having an option for housing opens up new doors to families and provides more opportunities for more agricultural land to go into production, increasing our province’s food security.” Farming families will continue to be able to apply to the ALC for multiple, larger homes if they are necessary for farming purposes. The new rules come into effect Dec. 31, 2021. Brian Frenkel, president, Union of British Columbia Municipalities (UBCM), and councillor, District of Vanderhoof said the UBCM is pleased to see changes that increase residential options for landowners in the ALR. “Our members have identified housing affordability, house sizes and farm worker housing as important issues in their communities, and these changes will help local governments to address these challenges by working with local farmers and ALR landowners.” Jennifer Dyson, chair, ALC said in B.C. we have a finite amount of land set aside for agriculture. “Balancing the growing demands on the ALR and greater flexibility that benefits agriculture is a priority of the ALC.” Katie Underwood, owner, Peas n’ Carrots farm – was excited. “I am excited about this rule change, which supports farmers living on the land they manage, especially when affordable housing is in such short supply and purchasing farmland is near impossible for new farmers. As a farmer who does not live on her farm, living on site would strengthen my connection to the land, create peace of mind, particularly during windy nights, and encourage me to rest more often.”

Implications for the dry spring wheat crop

‘Record temperatures the last week of June added more stress to struggling crops,’ says Neil Blue, provincial crops market analyst with Alberta Agriculture and Forestry. ‘Many areas on the Prairies and in the United States have experienced abnormally dry conditions, which in turn has affected wheat prices.’ The Minneapolis hard red spring wheat futures rallied the week of June 28 to the highest level since dryness concerns in 2017. In Alberta, hard red spring wheat prices reached $360/tonne ($9.80/bushel) or higher. ‘Likely implications of lower hard red spring wheat supplies for next crop year are improving price spreads to lower quality wheats and higher protein premiums,’ explains Blue. The USDA released crop condition ratings on July 6. United States spring wheat conditions dropped another 4% to just 16%

Rain in the previous week helped spring wheat conditions improve in Minnesota to 35% good to excellent. ‘Following the U.S. Independence Day holiday, wheat futures were sharply lower on rain and forecast rains in the northern U.S. and southern Canadian Prairies. The U.S. and southern Prairie spring wheat crops are headed out, so maximum kernel count is set. Rain in the dry areas could still result in a good quality wheat crop, but yield is unlikely to be above average,’ says Blue. Wireworm issues; signs would be similar to

drainage problems. Plants will be stunted in growth and will start to yellow a bit, the heavier the feeding the greater increase in yellowing and stunting. Wireworm movement in soils is temperature dependant and so you may see patches affected of varying size as they move vertically through the soil based on soil temperatures. Wireworms tend to feed at two key times of the year, one being spring and the other being fall. For next season if you have concerns the general time to start scouting is when you see Dandelions starting to flower. As we have just begun to monitor in this region we are seeing click beetle presence across the region and have much more work to do in the coming years. Hello folks, we’re here this week with some information on an interesting pest we have been monitoring, the Click Beetle. Many producers in the region have encountered Wireworms/Click Beetles of the family Elateridae, and potentially have had Wireworm damage to their pasture land, forage crop or even cereal crops. We are working closely with Federal Entomologists Jennifer Otani from Beaverlodge and Wim Van Herk from Agassiz on this project over the coming years to identify species that are present and their abundance here in the region. Wireworms are a soil pest that will generally feed on the root system of grasses, forages and cereal crops in the Prairies. They have a complex life cycle which makes both control and research of them difficult. A wireworm is the larvae (Figure 1) of the adult Click Beetle (Figures 2-3); in layman’s terms the Wireworm is the equivalent of a human from birth through to adolescence. From there the Wireworm undergoes a change to a Click Beetle (its adult form). As seen in figures 2-3, size varies greatly from specie to specie with a range of millimetres to a couple centimetres.

Glenn Stewart on Horsemanship: take a look in the mirror Look in the mirror. That’s where it’s all at. Know that what you see is what you get and what you get is fantastic. When it comes to playing with horses, and really about anything else I can think of, we are really working with ourselves. Any trouble we may be having as we work with our horses is something to be excited about because it’s an opportunity to learn. Where we struggle is where we grow, stretch, and become more. Too often it seems that people look at struggle or being uncomfortable as a bad thing. It is actually a good thing, something to maybe be grateful for. The only way to never have troubles or stress is to be dead. Learning is an ongoing series of feelings. You know when you’re trying to accomplish something with your horse and it’s difficult you’re in a major learning curve, yippee!!! You’re progressing and moving forward. We can choose to be excited and fascinated or frustrated, mad, and sad. Horsemanship is a process of discoveries and having a program can help you read a horse and develop the skills like feel and timing. I often ask people, “What are the two things that horses love more than anything in the world?” You can’t buy them. You’re not born with them. Nobody can give them to you. But you can develop them. Those two things are feel and timing. You have to work at it but it can be very fun, fulfilling and rewarding if you view it that way. We don’t know what we don’t know which is just fine. There is no way to know until we get some guidance from someone or stumble across it on our own. Then we know but there will still be a lot of other things

we don’t know. Once we discover something we don’t know then you can start the process of trying to be able to actually do it. I have people that really would like some help with the horsemanship skills but are so worried that someone might see them learning so they never get the help that they so badly want. Other people do show up but say things like, “I can’t,” or, “This doesn’t work and that doesn’t work,” or “I’m totally messing up everything,” meanwhile I just watched them do the exact thing they think they can’t do. Other times the person is so close to getting a major breakthrough but won’t stick with it. They might be two tries away or 1 minute from getting something accomplished but they give up just before it happens. Then they start again and give up again just before it happens. They might spend hours or weeks doing the same thing but stopping 30 seconds too early. If we haven’t accomplished some of these things often, we don’t know that many are just right there – a breath away. If we are learning, we might not know that we just got something amazing because we are looking for something else. I like to tease folks when they say, “I can’t go to a clinic because I don’t like people watching me.” I tease them and ask them why they think they are so important that everyone came to watch them. Other folks say, “I can’t do anything right.” That’s obviously not true so why even say it? It only causes your brain to try and prove you right and look for reasons to backup what you said. Even if that was true, which it is not, then fantastic: you’ve got lots of things to learn and just think

how amazing your world will be as you start doing things right. I’ve started over 2000 colts and I’m still learning. That’s why I’m so passionate about what I do because thanks to the horse I get to always discover more ways to improve and grow. “Learning” is moving forward, being progressive, and strengthening the mind and body, which is something to be admired. Our horses are thrilled when we go out and learn and improve our skills because they benefit from it. We need to always remind ourselves that the only way to not make any mistakes is to not do anything. The more forward and progressive you are, the more you might stumble. Support yourself in your learning with positive thoughts and comments. Know that hiding from or staying away from difficulties doesn’t’t make them go away. The more we learn,

the more exhilarating it becomes and our horses become. All of a sudden there are great horses everywhere. Be your own best and have fun doing it. Glenn Stewart What is your dream with horse? Navicular Syndrome/heel pain and front end lameness in horses By Dr. Christa Harder Summer time is one of the best times of year to ride in the Peace Country but then we may also notice lameness in our horses when we riding a lot. After a hoof abscess and laminitis, caudal heel pain (also known as navicular syndrome) is the one of the most common causes of front foot lameness in our horses. In this article I aim to discuss a bit more about the condition and treatment options. What is Navicular Syndrome? A degenerative condition involving the navicular bone and the soft tissue surrounding it including the deep digital flexor tendon. The navicular bone is a small bone in the back of the hoof. There are tendons, ligaments and other soft tissues surrounding this small bone which all act to help absorb shock when the horse moves. Because this condition affects more than the navicular bone, this condition may also be referred to as caudal heel pain. Concussion causes inflammation and abnormalities within these soft tissues and the navicular bone. This condition generally affects both front feet although one may be worse. What kinds of horses are affected by this disease? Generally certain conformation features such as upright pasterns and small foot size relative to body mass predispose a horse to navicular syndrome. Also high impact sports such as cutting, reining, roping and jumping may increase the risk of this disease forming. Horses that are incorrectly or irregularly trimmed or shod may be more at risk due to having a long toe and a low heel which increases the stresses on the structures in the foot. Navicular syndrome is typically first seen in horses 7-14 years of age but can be seen at other ages as well. What diagnostic tests can be done to determine if my horse has this syndrome? 1) History: Intermittent lameness in one or both front feet Reluctance to go down steep hills Reluctance to walk or trot on hard or

uneven ground Lameness often worse when horse trotting in tight circles Tripping or stumbling Owners often think that their horse has problems with their shoulder because of the way they move. 2) General Lameness exam: Generally a horse with navicular syndrome will take shortened strides with both front legs. When a horse trots it may place the foot toe first to try to relieve the pain on the heels. Sometimes people don’t actually realize their horse is lame because both front legs are affected. Hoof testing: ~50% of horses with navicular syndrome will be sensitive to pressure over the frog or heel region. 3) Nerve blocks: If a horse is lame enough a short acting local anesthetic can be applied to the nerves leading to the foot. Once these nerves are desensitized, the horse will go sound on that foot. Often the lameness on the other front foot may become more obvious once one foot has been frozen. 4) Radiographs: X-rays may show some changes to the navicular bone but these changes may not correspond to the degree of lameness or the long term prognosis. Also some horses may have navicular disease but no changes will be evident on radiographs. X-rays also assist the farrier and veterinarian in developing an individual plan for corrective trimming and shoeing. What can be done to treat this disease? 1) Corrective trimming and shoeing: This is the most important aspect in managing a horse with navicular syndrome. If this is done correctly, it can relieve many of the stresses in the foot. Balancing and supporting the hoof through shoeing focusing on heel support, elevating the heel and bringing back the break over at the toe. Various types of shoes may achieve this goal based on what your farrier is comfortable working with and requires veterinary and farrier coordination when treating this disease. 2) Bute: Phenylbutazone is an antiinflammatory similar to aspirin that can help with some of the pain and inflammation in the foot. It will not slow down the progression of disease or cure the disease but it may help to keep a horse more comfortable. Previcox:

this is another anti-inflammatory that is slightly safer to use on a more regular basis with less risk of gastric ulcers. 3) Joint Injection: Injecting a corticosteroid and hyaluronic acid (a component of joint fluid) into the coffin joint or occasionally navicular bursa has been beneficial in some horses. The amount a horse will benefit from this and the length of time it will last will vary from horse to horse. Often once or twice a year injections are all that are necessary. 4) Osphos: osteoclastic agent that helps slow bone resorption (similar to a drug used for osteoporosis in women). Given intramuscularly and sometimes repeated 4 months later. 5) Joint supplementation – such as Legend (intravenous hyaluronic acid) or Pentosan (intramuscularly, anti-inflammatory for joints) or feed supplementation (Platinum Performance + Joint Care) with high levels of omega 3 fatty acids may be beneficial. Farm honoured for 100 years of agriculture in BC Woodside Farm in Sooke is receiving a Century Farm and Ranch Award, celebrating the people behind a family-run produce and livestock farm that has been feeding the community for more than a century. “The Glinz and Wilford families have not only left their mark on the land for a century, but they have been pillars of our community and helped make a positive difference in the lives of others,” said Premier John Horgan. “I want to extend my warmest congratulations to them on this well-deserved honour. Familyrun farms are an important part of our community in Sooke, and I’m heartened to see the farm will continue to be enjoyed by future generations.” The farm was established in 1851 by Scottish pioneer John Muir and his family. The family had sailed from Ayrshire, Scotland, to Victoria in 1849 to mine coal on Vancouver Island. Soon after, the Muirs began Woodside Farm in Sooke, making it the oldest continuously operated farm in western Canada. In 1920, the farm was purchased by the Glinz family. Arnold and his wife Rosa were part of a hotelier family from Switzerland that had come to Sooke in 1911 to set up a hunting lodge, before turning Woodside into a successful dairy farm. The couple had a son, Teddy, who worked on the farm and raised turkeys for the Victoria market.

By the 1930s, the oceanside farm had become an attraction. Crowds flocked to enjoy the Sunday chicken dinners, served with strawberry shortcake. In the early days of the Second Word War, Teddy met a young woman named Elsa from Switzerland. They married and had a son, Charles, in 1946. Shortly after, Teddy passed away, leaving Elsa to continue working on the farm alongside the senior Glinzes. In 1949, Elsa remarried. Philip Wilford was a returning veteran from the Second World War who had taken a motorcycle trip across Canada to look at farms before completing his degree at Guelph’s agricultural college. The family grew again, adding a series of sons and daughters to share the farm life. Their second son, Peter, was born with farming in his blood. He grew up to marry his high school sweetheart Jeannette. Together, they built their home on Woodside farm. Widowed once again, Elsa remained on the farm before passing in 2004, leaving the farm equally to her six children. After his parents’ passing, Peter ran the 34-hectare (85-acre) farm, producing hay, beef, hogs and mixed produce for the Sooke community. Elsa’s eldest son Charles Glinz works in Australia, but continues to generously contribute to the upkeep of the historical buildings.

The process of finding a farmers’ market in the province is made easy through Alberta Agriculture and Forestry’s mobile app and website – sunnygirl.ca. The site and app have all the pertinent information on where approved farmers’ markets are located, when they operate, and their contact information. ‘Almost 80% of Alberta households shop in this market channel with customers spending about $70 per visit,’ says Eileen Kotowich, farmers’

market specialist with Alberta Agriculture and Forestry. ‘More than 80% of this is spent on local food.’ Kotowich adds that with a minimum of 80% of vendors making, baking or growing the products they are selling, Alberta approved farmers’ markets are a great way for small entrepreneurs to test their products, ideas and learn valuable business skills. Currently, Alberta has more than 150 Alberta approved farmers’ markets serving over 100 communities.

Federal-Provincial-Territorial Ministers of Agriculture: Readout of Virtual Meeting anada’s Ministers of Agriculture created the Federal-Provincialmet by video conference to discuss several key areas of interest for Canada’s agriculture sector, as a lead-up to their Annual Conference in September.

Territorial Working Group on Retail Fees and called on industry to actively contribute to the development of solutions to help ensure that Canada has the appropriate conditions for all supply chain partners to prosper. At today’s meeting Ministers received the findings from the Working Group and called on industry to lead a collaborative process to develop broad consensus around a concrete proposal to improve transparency, predictability, and respect for the principles of fair dealing. Ministers also agreed that alongside the industry-led process, the Working Group will continue to build on the positive momentum and support industry in a constructive dialogue. They have asked for an update on progress before the end of the year and will continue to monitor the issue of fees imposed by grocery retailers to suppliers in order to resolve the issue.

The topics of discussion included the next Agricultural Policy Framework (successor to the Canadian Agricultural Partnership, which expires on March 31, 2023), prevention of and preparedness for the threat posed by African Swine Fever, potential long-term improvements to the suite of Business Risk Management programs (BRM), and setting the stage for a strong and sustainable future. Ministers also expressed their concern for farmers and workers dealing with the current heat waves, wildfires and drought conditions in Western Canada and other regions of the country, and reiterated the importance of a strong BRM framework to provide producers with the ability to make sound business decisions in times of economic uncertainty.
