Strengthening food security in Indigenous, remote and Northern communities
Minister of Agriculture and Agri-Food, the Honourable Marie-Claude Bibeau, announced support for up to 79 new projects across Canada that promote food security in Indigenous, remote and Northern communities under the fourth phase of the Local Food Infrastructure Fund (LFIF).
These community-led projects aim to have an immediate and long-lasting impact on food systems in communities that are experiencing the highest food insecurity, by improving processing, production and distribution capacity at the local level.
In total, up to $19.5 million will be invested, with between $100,000 and $500,000 per project. Of the 79 projects announced today, 56 are Indigenous-led, totaling up to $15.1 million.
In Morley, Alberta, for example, Stoney Nakoda Nations will receive up to $216,593 to purchase mobile food preparation equipment and infrastructure for raising chickens, gardening and fishing. This project will allow the community to create workshops to teach members about traditional food preparation and food waste reduction.
In Quesnel, British Columbia, Nazko First Nation will receive up to $260,746 to purchase a new greenhouse and canning equipment, create new garden beds, and install a new community kitchen and an outdoor smokehouse. This project will enhance community food production and serve as a teaching space for community members to learn traditional preservation methods to pass on for generations.
The Government of Canada is committed to working with local organizations to provide communities with access to tools that help them meet the immediate and growing needs of people experiencing food insecurity in Canada.
“Indigenous, remote and Northern communities are particularly vulnerable because of the higher cost of living and other geographic, social and economic factors. With these challenges, it is more important than ever to support food systems in these communities in the long term,” said Bibeau, Minister of Agriculture and Agri-Food.
Since it was first launched in August 2019, LFIF has committed $56.1 million to supporting 900 growth-generating food security projects across Canada, such as: community gardens and kitchens; refrigerated trucks and storage units for donated food; greenhouses in remote and Northern communities; and more. Of this total, LFIF has supported 180 projects led by Indigenous organizations for up to $21.4 million in approved funding.

The latest round of funding from the Site C ag fund has been released, with eight projects across the B.C. Peace region receiving just over $180,000.
$80,380 for the Peace River Forage Association to conduct research on prescribed burning and its impacts on soil carbon storage in the region, and another $5,000 for holistic farm management training;
$31,346 to Zoe Newton to establish a threeacre orchard in Taylor to provide direct access to local fruit;
$24,952 to Joyce Skage for securing pens and shelters;
$19,470 to Dead Horse Creek Cattle Company for a Crown range watering system;
$9,150 to Theresa Loeseken for perimiter fencing at Valley Vista;
$5,000 for the Chetwynd Public Library Association to expand its Seed Library Educational Initiative; and
$5,000 for Community Futures Peace-Liard to host the inaugural Agro Connect Conference and Agricultural Market in Dawson Creek.
“From infrastructure improvements that will enhance operations for producers to initiatives that introduce agriculture to residents on a new level, the PACF is pleased to continue supporting local growers and producers,” said Rick Kantz, chairman of the fund, in a news release.
The Northern Development Initiative Trust is administering the $20-million compensation fund, started in 2018 to offset farm production losses to the Site C dam and its reservoir.
The Trust says funded research by the Peace River Forage Association will take place over three years and will focus on forage production, nutrition, and soil health, with the results to be shared regionally, provincially, and nationally.
“Across the Peace Region, prescribed fire has long been a land management tool used by farmers, ranchers, and Indigenous communities alike,” said association president Neil Ward in a statement. “We are excited to have the opportunity to study its effects on the environment as well as train and educate residents and stakeholders about safe procedure and pasture rejuvenation benefits of this tool.”
The Agro Connect conference being held Feb. 10 and 11 will bring producers together to share resources and network, the Trust said, while introducing the community at large about opportunities to support local food security.
And this is the third time the Chetwynd seed library is receiving a grant from the fund, which the Trust says will help residents
grow their own food while also creating more food opportunities for wildlife and pollinating insects.
“With these funds, we have been able to expand the seed library service by giving out free kits to our library patrons,” said library director Melissa Millsap in a statement. “A lot of care and thought are put into these kits, having everything needed to set the growers up for success.
“This is something that our community has come to be very excited about and it is fantastic to see people of all ages learn so many great and wonderful things about what they can grow,” Millsap said.
Since the fund was launched, more than $1.7 million has been approved for local projects, according to NDIT.
“These eight projects demonstrate the diverse ways people in the Peace Region are strengthening the agricultural industry and
economy while supporting their neighbours with quality, local products,” said NDIT CEO Joel McKay.
“The PACF is pleased to support a broad range of organizations whose work directly benefits agriculture in the Peace Region.”

About Glenn and the Horse Ranch
Glenn’s work with and knowledge of horses is diverse. He travels extensively each year delivering horsemanship clinics across Canada, the United States, South America and Europe.
Glenn leads camps at his home near Fort St. John - The Horse Ranch. For 19 consecutive years, he has led the Learning Holiday Adventure High & Wild in the Northeastern Rocky Mountains –a remote location 160 Kilometers from the nearest roads.
Glenn was in charge of the horse program and developing 200+ herd of wild horses. This included: the breeding program, seasonal round-up, the taming/ gentling, foot breaking, trimming, overall maintenance of the herd and welfare.
Ultimately horses were prepared annually for people from all over the world, with varying degrees of horsemanship abilities to be able to safely ride in the wilderness of
the Canadian Rockies.

Understanding the basis for crops
“Basis for agricultural commodities that are associated with a futures market is the difference between a cash price and a futures price,” says Neil Blue, provincial crops market analyst with the Alberta government. “Specifically, basis is calculated as ‘cash price minus futures price.’”
When the result of that calculation is positive, with the cash price higher than the futures price, that is referred to as an ‘over’ basis. In that case, an example basis quote is ‘$5 over the March futures’. When the calculation results in a negative number, with the cash price less than the futures price, that is referred to as an ‘under’ basis. An example basis quote in that case is ‘$8 under the March futures’.
The basis for crops contains costs of a difference between the cash and futures markets for crop location and costs involved in handling and storing the commodity. Basis can include freight, elevation, cleaning, storage, risk and interest during the holding period. Basis also includes the buyer’s profit in dealing with a commodity.
Basis for futures-related
commodities is the way that buyers signal their eagerness to acquire a commodity, strengthening their basis relative to the futures price when they want to contract more of a product, and weakening their basis when they are less interested in contracting that product.
“The basis for canola is easy to understand because the canola futures contract price is in Canadian dollars,” explains Blue.
For example, a current cash price bid by a canola buyer for January 2023 delivery is $860/ tonne with the January futures at $840/tonne. Using the formula cash price minus futures price results in a basis of plus $20/ tonne, or $20 over the January futures.
The basis levels for wheat are more difficult to interpret since the U.S. wheat futures prices are in U.S. dollars. There is a new Vancouver-based hard red spring wheat futures contract provided by the CME Group, but it is also denominated in U.S. dollars. Most grain companies are quoting wheat basis as ’Canadian cash price minus U.S. futures price’.

Pam Alexis was elected as the MLA for Abbotsford-Mission in 2020. She served as chair of the Caucus Committees on Economy and Health, which worked to provide recommendations on the continued opioid crisis in B.C. She was also a member of the Cabinet Committee on Economy, and the Select Standing Committee on Finance and Government Services.

She began her career in public service in 2005 serving as a school trustee until 2011. She served as a Mission city councillor from 201418 before holding the office of mayor from 2018-20.
From 2014-20, she sat on the Abbotsford-Mission Joint Shared Services Committee, and the Fraser Valley Regional District executive committee. She worked closely with the city of Abbotsford on shared issues, including water, sewer and transit, and gained a greater understanding of the issues facing Abbotsford and residents east of Mission.
Prior to entering politics, she
served with many boards and non-profits, including the Mission Chamber of Commerce (vicepresident), the Rotary Club of Mission Midday, and the Sunshine Rotary Club, where she also served as president and earned four Paul Harris Fellowships. From 2012-15, she was the vice-president of the BC Winter Games.
She has a bachelor of arts from the University of Victoria and obtained her post degree professional program certificate in 1982 with a focus in English and theatre.
Earlier this fall, temperature dropped to -28 degrees Celsius (or colder). In some parts of the province, the temperature was up to 5 degrees Celsius. This impacts how much cattle can eat and resulting weight gain or loss.
Ingested feed is digested. Heat is produced during the process. The heat is used to keep the animal warm. Mature cattle that are dry, protected from the wind and in good condition can withstand temperatures down to -20 degrees Celsius. This is the lower critical temperature. Smaller animals are not able to withstand the cold temperatures and need more care. No matter what type of animal is fed, when it is below the lower critical temperature, extra energy is required.
As it gets colder, cattle consume more feed. This helps produce more heat to withstand the cold down to the lower critical temperature. When cows are in colder conditions; feeding an extra two pounds of grain per head per day for every 10 degrees Celsius temperature drop below -20 degrees Celsius is needed to produce extra heat. If no extra grain is provided, cows will mobilize fat off their backs to produce energy for heat production. A cow at a body condition score of 2.5 versus 3.0 cannot withstand as much cold and requires more grain supplementation.
A warming trend also creates feeding concerns. Cows will eat the higher grain rations when offered. The extra heat produced causes the animals to become stressed and feed intake drops. Lower intakes can continue for up to a week.
To prevent the drop in feed intake, watch the weather forecast. Reduce the amount of grain fed two to three days prior to the moderating trend to prevent over production of heat. Expect a drop in total feed intake. By the time temperatures stabilize, animals should be back on the regular ration. Emily Crocco has been named as Chairperson and Full-Time Member of the Canada Agricultural Review Tribunal.
Ms. Crocco began her legal career more than 20 years ago and has since developed a broad knowledge of administrative law. She has worked as a lawyer in both the private sector and for the federal tribunals. She has also served as an adjudicator in two Ontario provincial tribunals.
As Chairperson of the Tribunal, Ms. Crocco will adjudicate cases brought before the Tribunal and divide the work among the three part-time members. Ms. Crocco was appointed for a five-year term effective January 17, 2023.
In 2016, the Government of Canada implemented an open, transparent and merit-based process for selecting Governor in Council appointees. Appointees play a fundamental role in Canada’s democracy by serving on commissions, boards, Crown corporations, agencies and tribunals across the country.

Ravenwood Farm brings some diversification to business
The new key to Ravenwood Farm BC is ‘diversification’.
In the cattle game for 40 years –Bill Smith at Ravenwood has started to diversify.
“It’s about bringing some different streams to markets,” he says.
Along with cattle fed beef, black currant, honey, and eggs are available off Ravenwood Farm lands. Ravenwood Farm BC is located in the South Peace River area of northeast BC, with a view of the Rocky Mountains to the west, and rolling farm lands to the east.
A newer stream for the farm is black currants. Currants are a source of vitamin C and polyphenols. Most fruits contain a good amount of vitamin C, but black currants are exceptionally high in the vitamin.
“These days you have to use fields for more than just feed and hay,” Smith says.
As far as the name of the farm –the origin is pretty simple.
“We were bombarded by Ravens.”
As far as the winter work the crew on site will work on feeding 350 head full time livestock.
“This is not grain where you can go curling for a couple months.”
Their animals are processed at Lawrence’s Meats in Dawson Creek, and they offer three categories of beef.
1. Grass fed and finished - strictly off pasture in the fall, likely 24 to 28 months old.
2. Grass and forage fed and finished - not quite ready off pasture in the fall, fed silage and quality hay for a few months.
3. Grass and forage fed with light grain finish - 3 to 4 pounds of barley a day, no more than 10% of their total diet; a bit better marbling.

“We would like to commend the agri-food industry on the substantial progress they have made in developing Canada’s first-ever Grocery Code of Conduct. We know there has been a significant amount of time and effort dedicated towards this initiative – and we would like to thank you all as we move towards its implementation.
By enhancing transparency, predictability and fair dealing, the Code will help make Canada’s food supply chain more resilient. With businesses working together, the Code of Conduct can be even more effective, which ultimately, will not only benefit the industry, but consumers as well.
We strongly encourage all agri-food organizations to participate in the consultations that industry will be leading in the coming weeks so that the Code can benefit the largest number and variety of businesses. It is clear that a Grocery Code of Conduct will be more successful if people see its added value, especially through the accountability its governance structure and its dispute resolution model will bring.
We do recognize that a Grocery Code of Conduct will not address all pressures facing the food supply chain. Issues at stake are very complex and need to consider a variety of conditions and perspectives.

Prespatou 4-H Club Report
Wiebe I am the reporter for the Prespatou 4-H Club. I now have help writing the article. From now on we will be having a Jr member helping me out.
Her name is Ariel Riemer. She will be covering the dog club information.
Our last meeting was November 17. We had our elections on that day. We had a beef weigh in on November 12. Our projects did really really well. My heifer was 719 pounds and the steer project of 686 pounds. We only have 2 beef projects in our club this year.
The process of getting beef animal tame is a lot harder than you think. Here is what I do to get my heifer. I will sit in there pen for a long time until she will come up to me. Until they are comfortable with you in there pen. Then I sit by their feed and let them get use to me there.
In this step I will be putting her on the lead rope and working with her that way. Some people will leave the lead rope on the animal for a couple of hours to help the animal get use to the lead rope.
This is just the beginning. I had her on a lead rope already but she’s a lot bigger than I am and didn’t want to follow me. This will take some time.
The ewe with lamb project is on go. We put her with the ram on November 26. I am very excited for my ewe with lamb project. This is the first year she will be lambing.That’s it for me!
Hi I’m Ariel this is my first year in the Prespatou 4-H Club. I am a Jr member of the dog project.
I do not have much experience with dog 4-H or even 4-H. I know a bit about dogs I love dogs. I have found out that it depends on what breed and how the dog is.
I think you really need to know the dog so you know how to train the dog easier. I think 4-H is fun. I like it because you get to know your animal better. Training a dog is not easy but it is not hard, it is it is both. It depends on your dog but not just the dog, you also learn with the dog.

Food Allergies –To Itch or not to Itch

Food allergies are a familiar problem for many people. They can result in a range of clinical outcomes, from developing a rash and numbing of the mouth, all the way to severe life-threatening anaphylactic reactions. The cause of food allergies in humans is multi-faceted – but we know that certain genetic and environmental factors play various roles in how our bodies react to certain food allergens. What may be a bit surprising to some is that our pets can and do experience and develop food allergies in similar ways to humans. Food allergies in pets can cause gastrointestinal upset and diarrhea, as well as itchy skin and rashes. Severe anaphylactic reactions from food allergens are thankfully very rare in pets. We can begin to understand how to manage food allergies in our pets by recognizing the similarities in allergy management between us and our pets.
What are Food Allergies?
Food allergies are a group of hypersensitivity reactions, specifically, type 1 hypersensitivity reactions. These hypersensitivity reactions are mediated by our own immune systems’ over-reaction to an otherwise harmless food protein or antigen (Beef, Lamb, Chicken, Veal etc.). At any point in our lives, but far more often when we are young, our bodies are processing and breaking down various food antigens without issue. However, in some instances, our body’s immune system may falsely recognize a food antigen we’ve consumed as harmful and become “sensitized” to that food antigen. Sensitization simply means our body has become primed to react to certain food antigens as if they were harmful to us. This means that food allergies generally occur only after the body becomes sensitized to a certain food antigen. When puppies and kittens are below one year of age, their bodies are breaking down and processing many new food protein antigens for the first time. In rare instances, a young dog or cat may become sensitized to a protein ingredient (Lamb, Beef, Chicken etc.) in their food, or rarely, a pet may be born pre-sensitized to one of these proteins. Also, our pets may become sensitized during adulthood to a food they’ve been eating for years. When sensitization occurs, our pets may develop signs of an allergy when fed the same food they’ve developed a sensitivity to. These signs generally present as diarrhea, rashes in between the toes and in the ears, and sometimes rashes all over the body. Ear and skin infections can also be a very common occurrence in dogs or cats experiencing chronic food allergy reactions.
How can we Manage Food Allergies in our Pets?
If our pets are going to develop a food allergy, it is often before one year of age, but can sometimes occur at any age, and even after many years of our pets eating the same foods. If you notice that your pet appears to be experiencing signs consistent with a food allergy reaction, it is a good idea to let your veterinarian know. A veterinarian will require a detailed history of the foods and treats your pet eats, as well as whether certain foods resulted in more severe clinical signs associated with food allergy reactions. After your veterinarian collects a history, they will usually discuss several treatment options to either support diagnosis of a food allergy, or potentially treat the symptoms. One of the first recommendations they may make is to trial an alternate pet food for a few months. This alternate food will contain a “novel” food protein antigen (e.g., chicken to veal) that your pet has likely not been sensitized to and thus should hopefully not elicit a food allergy reaction. If a novel protein diet does not work, the next diet option is a “hydrolyzed diet” whereby the food protein antigens have been broken down to such small sizes that your pet’s body will theoretically not be able to recognize the common food protein antigens. Additionally, your veterinarian will ask that your pet stops receiving treats (both human foods and dog treats) for the duration of the food trial until the cause of the food allergy is determined.
How can we make our Pets more Comfortable?
Seeing our dogs itch and scratch is never a fun thing to witness. Itching is a very relatable feeling for us, and it is one of the clearest signs our pets are uncomfortable. While starting food trials with novel or hydrolyzed diets, your pet may still be experiencing itchiness and discomfort. Thankfully there are several medications available to alleviate itch in dogs and cats while the food trial is run. Ask your veterinarian if your pet is eligible for one of these medications. Ultimately, food allergy diagnosis can be a slow process that requires patience to find the true culprit behind your pet’s allergy.

GROUNDBIRCH 4-H MULTI CLUB NEWS REPORT
We had our first Beef Weigh in, in November. We learned how to properly weigh rations and members gave vaccinations to their steers and heifers. Thank you Christa Harder –Dawson Creek Vet Clinic for donating the vaccinations.
This December, we had our sheep and beef feeding seminar and learned how to feed our animals. Thank you to Caitlyn Lind with Country Junction Feeds & Dawn Gerlinsky and The Dawson Creek Co-op. We appreciate your support of the 4-H program.

AgKnow launching community engagement campaign
The Alberta approach to farm mental health is launching their first community engagement campaign this February 2023. Press packages, presentations, courses and professional development opportunities are in the works, and staff are starting to reach out to spread the news that AgKnow is now open for business.
It has been a whirlwind of activity since the Whitepaper was published in the spring of 2022. This fall, Minister Horner approved additional funding to advance the development of the AgKnow initiative, develop our referral program, and jump start associated research initiatives with the UofA. AgKnow now hosts 11 mental health professionals with various specialties and have experience working with farm families in rural Alberta. We are pleased to offer farmers and members of their households two free sessions with one of these professionals. The research program is now hiring staff and starting their research interviews, as well as pulling together evidence-based training materials that will form the basis of AgKnow program delivery in the coming year.
“Support and requests for services are coming in from all sides. The value of AgKnow is in our connection with the agriculture community though ARECA, ASBs, Ag-business and the provincial and federal governments. We are in a good position to keep our finger on the pulse of farming in Alberta, and communicate needs and recommendations to program and policy people in health and agriculture. Essentially bridging gaps and providing feedback and recommendations that have positive impacts to the health and wellbeing of Alberta farmers and their families.” (Linda Hunt, AgKnow Director)
According to Linda, the initiative is off to a good start, with a lot more in development. AgKnow stands out with their commitment to creating lasting impact based on local evidence and backed by expertise. This is the main reason so much of the initial seed funding has been dedicated to local research projects, that will influence the direction over the next few years. Certainty about the local situation will ensure that they are focused on addressing the right issues.
The current funding for this initiative runs out at the end of the fiscal year on March 31, 2023, but the AgKnow staff is optimistic about finding other sources of income to keep things moving. In addition to pursuing charity status, building a partnership program and working with ag associations on fundraising, they will be submitting a 5-year funding proposal under Alberta’s Sustainable Canadian Agricultural Partnership (SCAP) this spring.

Economic development and rural Alberta
Rural Alberta is a driving force in the economy and the new Economic Development in Rural Alberta Plan will complement current government initiatives while supporting diversification and job opportunities in rural communities.
The five-year plan focuses on key issues in rural Alberta, including economic development-enabling infrastructure, rural business supports and entrepreneurship, support for labour force and skills development, marketing and promoting rural tourism, and rural economic development capacity building.
“Rural Albertans face unique economic barriers and challenges that require a different approach than their urban neighbours. The Economic Development in Rural Alberta
Plan charts a path forward that will address these issues and build on our commitment in Budget 2022 to support sustainable growth and diversification in rural Alberta,” says Nate Horner, Minister of Agriculture and Irrigation
As one of the first tangible actions under the plan, the government has committed $125,000 to each of the nine regional economic development alliances to support long-term economic prosperity in their respective regions.
“With strengths in oil and gas, agriculture and forestry, tourism and emerging technologies, Alberta’s rural and northern communities are the backbone of our province’s economy. Actions identified in this plan will benefit rural and northern Albertans for years to
come, including providing additional support to Alberta’s network of regional economic development alliances to fuel further economic growth and prosperity across our province,” adds Brian Jean, Minister of Jobs, Economy and Northern Development
Engaging with rural Albertans
The plan was created after a year of consultations. Beginning in fall 2021, Alberta’s government held targeted sessions with rural Alberta businesses and communities, in addition to Indigenous communities, to identify the specific challenges and possible solutions facing their regions.
In total, government hosted 23 virtual engagement sessions with more than 370 rural Albertans, businesses and communities, receiving 3,500 comments. At the same time, an online survey was conducted, which received an additional 919 responses.

6 questions to consider if thinking of starting an off-farm gig
Cedric MacLeod is a man of many hats.
In addition to operating Local Valley Beef, a grass-fed beef ranch in New Brunswick, he runs his consulting firm, MacLeod Agronomics, and heads up the Canadian Forage and Grassland Association as its executive director.
As an entrepreneur, he’s experienced the rewards and the challenges of starting and operating a business outside the farm.
Before venturing into entrepreneurship, MacLeod says there are six important questions farmers need to consider.
“A lot of work I do in the ag sector is working with entrepreneurs, and I’ve seen how business operators who don’t consider these questions find themselves in difficult conditions,” MacLeod says.
1. Should you continue farming if you need an off-farm job? This is the essential first question to ask yourself, MacLeod says. It’s one he’s asked himself, too, since it took several years to make his farm self-sufficient.
Recognize what kind of farmer you are: if the farm isn’t profitable enough to be self-sufficient or to provide a salary, and you can’t see that happening anytime soon, then your farm may be more of a lifestyle choice than a business.
2. How much time do you have to invest in an off-farm business? Sit down and write an estimate of the amount of time you’ll need to devote to a new, off-farm endeavour. And then double it.
MacLeod says we will often underestimate how long it takes to start a business and make a go of it.
He direct markets his beef to local customers. While other farmers have expressed to him an interest in doing the same, it’s important to realize, MacLeod tells them, that marketing and delivery take as much time as producing the beef.
3. What’s your motivation? Is it business-based or emotional?
Remember that deciding to pursue a side gig doesn’t just affect you. Your farm could be on the line, too, and your actions will affect anybody relying on you and the farm for a livelihood, including your partner, spouse and kids.
“You’ve got to consider the impact of your decisions on those other stakeholders,” MacLeod says.
4. Do you have the cash flow necessary to sustain your business?
MacLeod sees many ideas fall into a heap, not because they weren’t good or didn’t have the potential to be profitable, but because the cash flow wasn’t adequate to sustain the start-up.
“We don’t tend to build delays into our thought process,” says MacLeod.
The general expectation is to deliver the product or service of the off-farm gig, invoice it, and then get paid. But can you cover your costs if you don’t get paid on time? What if your vendors won’t budge on payment deadlines?
5. Is a long-term wealth management strategy built into your business plan?
MacLeod says it’s not enough for your proposed business to pay you a salary. If projections don’t show enough profit to allow some retirement funds to be tucked away, you need to look for other opportunities.
6. Are you focused on your strengths?
If you have found a strength that aligns with an opportunity for an off-farm enterprise, concentrate on that strong suit, says MacLeod.
If your weakness is business management, have the courage to hire professionals to look after that side of your venture, he advises.

On improving connectivity in Alberta
Alberta’s government remains committed to connecting households and communities with reliable high-speed internet by 2027. As more aspects of our everyday lives move into the digital space, staying connected to family, community, as well as educational and economic opportunities is more important than ever.
Initially announced as part of the Alberta Broadband Strategy, Alberta’s government has allocated $36 million to the ABF, which will expand access to financial support for rural broadband to ensure that no community is left behind.
“Many communities have expressed concerns that federally mapped internet speeds – a critical component of Universal Broadband Fund (UBF) application evaluation – are inaccurate in their area, preventing them from accessing necessary funding support. To ensure no household is left behind, the ABF’s first application intake will support projects in communities where this discrepancy can be proven,” says Nate Glubish, Minister of Technology and Innovation
“It is essential that all Albertans have access to reliable, high-speed internet. Small businesses are the backbone of our communities, and reliable internet services help job creators and make it easier to build a career anywhere in Alberta,” adds Brian Jean, Minister of Jobs, Economy and Northern Development

The ABF has two funding streams that each target a different priority: covering areas not experiencing minimal federal target speeds, despite federal service map claims, and communities who did not apply or qualify for the UBF. Through this program, Alberta’s government is going the extra mile to help bridge the digital divide so every rural, remote and Indigenous household in the province can access high-speed internet.

Nomination period for Area C by-election open
The PRRD is accepting nominations for Electoral Area C Director ahead of the byelection on Saturday, February 25, 2023. All prospective candidates must submit the required nomination documents to the Chief Election Officer, Janet Prestley, by 4pm on January 20, 2023
A person is qualified to be nominated, elected and to hold office as a member of local government if they are: a Canadian citizen, 18 years of age or older on general voting day, a resident of British Columbia for at least six months immediately before the day nomination papers are filed and not disqualified by the Local Government Act or any other enactment.
All eligible residents who are thinking of running are encouraged to visit the Regional District’s website at prrd.bc.ca/getoutandvote to review important dates, candidate resources and to download the nomination package before the period closure.
Nomination packages can also be obtained at the PRRD offices during regular business hours, or by sending an email request to jprestley@telus.net. Candidates can return nomination documents to the PRRD offices in Dawson Creek or Fort St. John; an appointment with the Chief Election Officer is required for Fort St. John submissions. To request an appointment, please email the Chief Election Officer.
The by-election follows a BC Supreme Court decision that ruled the October 15, 2022 vote invalid and the position vacant, due to issuance of ballots to electors outside of Electoral Area C discovered by the PRRD during a recount.
As of January 12, 2023, the Chief Election Officer has received nomination documents for Brad Sperling and Suzanne Haab for the position. The PRRD will announce the official Declaration of Candidates on January 20, 2023.
PRRD launches Aquatic Vegetation and Management Study for Charlie Lake, Swan Lake and One Island Lake
The Regional District has partnered with local biologist, Brian Paterson with Zonal Ecosystems, to investigate the possibility of conducting mechanical removal of some aquatic vegetation at Charlie Lake, Swan Lake and One Island Lake. The study follows feedback from residents that excessive aquatic vegetation is detracting from recreational use, reducing aesthetics and creating a safety issue for lake users.
The study will produce an Environmental Management Plan (EMP) for each lake, which minimizes potential environmental impacts and is required to obtain provincial permitting. These EMPs will contain general information regarding lake ecology and biodiversity, suggest areas to focus harvesting efforts and incorporate best practices to minimize unwanted effects to the focal lakes.
Consulting with lake users and collecting feedback is a crucial component of the feasibility study. The PRRD is encouraging all lake users to the visit the project page at haveyoursay.prrd.bc.ca to take a short online survey and engage with the interactive vegetation maps where users can drop “area of concern” pins.
The public engagement phase of the study is open until January 20, 2023, and will inform a final report for the Regional Board to consider in relation to potential permitting and next steps.

Federal-Provincial-Territorial Ministers of Agriculture gather for meeting
Federal, provincial and territorial (FPT) Ministers of Agriculture met virtually to discuss key areas of interest for Canada’s agricultural sector.
The meeting allowed the ministers to give updates on the progress of the five-year Sustainable Canadian Agricultural Partnership (Sustainable CAP), which takes effect April 1, 2023, replacing the current Canadian Agricultural Partnership (CAP). The Sustainable CAP, which was announced in July 2022, is a shared FPT vision to position our agrifood producers, processors and others in the sector for continued success as world leaders in sustainable agriculture, and enhancing the competitiveness of the sector. Today, Ministers discussed the remaining steps for Sustainable CAP implementation to ensure a smooth transition from the current Partnership programming.
Ministers also recognized industry progress on Canada’s Grocery Code of Conduct. Ministers recognize that a Code of Conduct is a critical step to furthering greater predictability, transparency and fair dealing in the food supply chain. Ministers reiterated their support for the industry-led process to finalize the code, and encouraged broad consultation followed by swift implementation.
Ministers discussed the critical activities associated with the prevention and preparedness for African swine fever (ASF). Governments highlighted progress made to date and reaffirmed their commitment to prevent ASF from entering Canada and to advance government and
industry readiness to respond to the significant challenges an outbreak would cause.
The National Agricultural Labour strategy, being developed by the Federal government, was also discussed. Ministers received an update on stakeholder consultations held to date, as well as discussed opportunities for FPT collaboration on labour issues, consistent with each government’s respective responsibilities. The Federal government will continue to solicit input from Provinces and Territories on the development of the National Agricultural Labour strategy.
The meeting concluded with a round table where Ministers discussed other key areas. This included the current state of the Avian Influenza outbreak and the need for coordination among government agencies. Ministers also discussed progress made on domestic trade issues, and initiatives related to the environment, transportation, Foot and Mouth Disease preparedness, the shortage and health of Canadian bees and the Pest Management Regulatory Agency re-evaluation process. FPT governments will continue to work collaboratively with industry on their respective roles and responsibilities.
The Ministers of Agriculture meet as needed throughout the year to discuss areas of shared interest. These meetings ensure ongoing collaboration among FPT Ministers and set the stage for the Annual FPT Ministers’ meeting. This year, the annual meeting takes place in July in Fredericton, New Brunswick.

It was announced that the fourth payment under the Dairy Direct Payment Program (DDPP) is now available to dairy producers.
Dairy farmers will receive compensation payments based on their milk quota. For example, the owner of an 80 head dairy farm will receive $38,000 in direct payment compensation. The compensation for this fourth round of payments totals up to $468 million.
To get their payment, producers must register through the Canadian Dairy Commission before March 31, 2023. Agriculture and Agri-Food Canada has mailed letters to all eligible dairy producers with instructions on the application process.
This fourth payment completes full and fair compensation to dairy producers for the impact of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the Comprehensive and Progressive Agreement for TransPacific Partnership (CPTPP). The Government of Canada recently announced compensation of up to $1.2 billion over six years under the DDPP to account for the impacts of the CanadaUnited States-Mexico Agreement (CUSMA).
As of 2024, the owner of a farm with 80 milking cows may receive compensation through a direct payment of about $106,000 in six yearly instalments on a declining
scale. These funds give producers the flexibility to invest according to their individual needs.
Through the 2022 Fall Economic Statement, the Government of Canada announced up to $1.7 billion in compensation to supply-managed sectors for the impacts of CUSMA. With this announcement, the Government delivers on its commitment to fully and fairly compensate producers and processors who have lost market share under CETA, CPTPP and CUSMA. The total compensation will reach up to $4.8 billion.
The Government of Canada firmly believes that Canada’s supply-managed sectors are the pillars of rural communities’ vitality. The system provides producers with the opportunity to receive fair returns on their labour and investments, while consumers benefit from a steady supply of high-quality products.
\“We made a promise, and we kept it. Our government committed to fully and fairly compensate supply-managed sectors after the ratification of trade agreements. The payment at the beginning of
2023 completes the compensation of dairy producers for the CETA and CPTPP. As of next year, and until 2029, they will receive compensation for CUSMA. I also reiterate our government’s commitment not to concede any further market shares under supply management during future trade negotiations.,” said Bibeau, Minister of Agriculture and AgriFood
In 2022, there were 9,952 dairy farms in Canada and the dairy industry generated $7.39 billion in total net farm cash receipts in 2021.
Under the Dairy Direct Payment Program, eligible recipients are producers of cow’s milk with a valid dairy quota license registered with a provincial milk marketing board or agency as of October 31 of each year.
To date, the Government of Canada has committed over $3 billion to compensate and support supply-managed sectors impacted by CETA and CPTPP, which includes $1.75 billion through the Dairy Direct Payment Program.
