Electors in Area C head to the polls in February
A by-election is being held on February 25, 2023 for Electoral Area C Director. The position fell vacant after the BC Supreme Court ruled the October 15, 2022 vote invalid due to issuance of ballots to electors outside of Electoral Area C. The petition was submitted to the Court by the PRRD following a recount.
You may be eligible to vote in the by-election as a resident elector if you reside in Electoral Area C, or as a non-resident property elector if you own property within the voting jurisdiction but do not reside within it. The candidates for the by-election, in order of nomination filling, are Brad Sperling and Suzanne Haab.

Parcel tax roll review panel set
The PRRD will hold a parcel tax roll review panel meeting at 9:30am on February 23. The panel will review any proposed changes to the parcel tax rolls for a number of sewer and water services.
Parcel taxes are local government taxes levied on a unit, frontage or area of a property. Property owners have the right to review the rolls for accuracy and request a correction by February 21, to be considered by the panel. To learn more visit prrd.bc.ca or call 250-784-3200.
Much work has been done on the new Chetwynd Public Library since the groundbreaking event in May 2022. The 8,600 facility being constructed northeast of the Chetwynd & District Recreation Centre, is following a ‘living room of the community’ design concept while meeting the National Energy Code and BC Energy STEP Code.
The Chetwynd Library Advisory Committee, with members from the Library Board, District of Chetwynd Council, Library Director and Area E Director from the PRRD, are providing their recommendations and feedback to ensure the building will be designed according to the needs of the community.
The library will feature a children’s program room and reading/play area, teen reading and lounge area, adult reading and lounge area, public computer area, meeting space, makerspace and virtual reality room, multi-purpose spaces, cafe and open seating, outdoor patio, more storage and a storytelling space.

HAPPY NEW YEAR! That’s right I am back y’all. My name is Jessica W iebe. I am the Prespatou 4-H Club Reporter with the help of Arielle Reimer in covering the dog section of the article.
The North Peace 4-H District had their 2022 award ceremony on January 26 of 2023.
The district rented out the Charlie lake hall for us to use. Sadly not many members showed up to the event. It was planned for December but the day that it should have been on it was too cold so we had to postpone it.
Our club had our January meeting on the 17th. In this meeting we were discussing what communications projects would be going on this year in our club. The communications projects that the members of our club will be presenting this year are. 1 Jr demonstration, 2 Sr educational, display boards and 2 Sr speaking shows. Many of you might wonder what I am talking about when I talk about communications. Well let me tell you. Communication is when members have to present a project. It can be on an educational display board, a speak and show, a demonstration which includes two people, and a speech. The educational display board is pretty self-explanatory. You pick a subject then display it on the educational board. For a speak and show you can only pick a subject about food or agriculture.
For the demonstration you can pick any subject you want. You can also do a speech and
pick any topic you want to talk about.
On the 21st of January we had a beef weigh in. Our beef animals did amazing! The steer gained 2.6 lbs per day. My heifer is on the right track as well. She did not gain as much weight but you don’t want a heifer to gain like a steer. Her weight at starting was 719 lbs and now she is 836 lbs.
Our ewe with lamb project is amazing! Well she is supposed to be lambing any day now.

Hi I’m Arielle. I am a Jr member or the dog project. During 4-H you can learn a lot of things about your animal. If you have a female dog project like I do, you can learn about how to raise puppies. My poodle Millie had a litter of 7 puppies.
When puppies are first born the puppies cannot see, they also cannot hear. So they rely on their mother 24/7. Naturally my dog knows exactly what do you do even though she’s a first time mother. She is feeding 7 puppies so her appetite has been going up a lot because all of her going to her milk for the puppies. So I have to increase the nutrients in her food to keep her happy and healthy. The Alberta Agriculture Hall of Fame recognizes individuals who have made significant contributions to Alberta’s agriculture and food industry, and to the development and sustainability of rural life in Alberta. AgriStability options for poultry farmers
The governments of Canada and Alberta have agreed to allow Alberta’s poultry producers to participate in the 2022 AgriStability program year, through late participation. Any producers not currently signed up for AgriStability will have an opportunity to sign up immediately.
Statement from Minister Horner on AgriStability options for poultry farmers
Minister of Agriculture and Irrigation Nate Horner issued the following statement on business risk management options for poultry farmers impacted by avian influenza:
“In response to the avian influenza outbreak in 2022, Canada and Alberta have agreed to allow late participation in AgriStability for the 2022 program year. This means any poultry producers not currently signed up for AgriStability can reach out to Agriculture Financial Services Corporation to enrol by Feb. 28.
“Alberta’s producers have faced significant impacts, substantial losses and a great deal of stress during this time, and I hope this
change offers additional help to some producers. I commend Alberta’s poultry sector for its advocacy and information sharing over the past year to support producers during the avian influenza outbreak.
“In recognition of the potential for more infections as we move into spring, I will continue to work with industry to identify any available tools and supports to mitigate avian influenza’s impacts.
“AgriStability is a marginbased program designed to help producers manage large income declines. Poultry producers interested in late acceptance for the 2022 AgriStability program should contact Agriculture Financial Services Corporation though AFSC Connect or by calling 1-877-899-2372.
“Late participants in AgriStability must comply with all program requirements and deadlines. Under the program guidelines, payments to late participants, including any interim payments under the program, are reduced by 20 per cent.”

Research trials conducted on Peace Region creeping red fescue seed fields over the past four years have shown that applications of the growth regulator mix of Moddus+Manipulator will reduce plant height, improve lodging and can increase seed yields on fields that show strong seed yield potential.
Similarly trials have also been conducted to evaluate the effects of the BASF fungicide Nexicor on creeping red fescue seed yields. Seed yield responses following the application of Nexicor have been seen in trials to date particularly when applied at the early heading stage. In 2022 a trial was conducted to investigate the stage of application and interaction of herbicide, growth regulator and fungicide treatments on a creeping red fescue seed crop.
Methods
A creeping red fescue field north of Hythe was selected to conduct the trial. The field had been seeded in the fall of 2020 in rows and had all of 2021 to establish. The stand was extremely uniform and showed a very high yield potential.
Experimental design was a randomized complete block design with four replications. Plot size was 3m x 10m. Treatments were applied with a 2m meter handheld boom (4 TeeJet 80001 nozzles) pressurized by a propane sprayer. The sprayer and walking speed were calibrated to provide 100 l/ha of water at a pressure of 270 kPa. Application A of treatments was made on June 1 when the fescue was at the 2 node stage (typical timing of herbicide application) and B applications were on June 12th at the early heading stage.
Plant heights and visual lodging ratings were taken. Visual lodging ratings were done using a scale of 1-9 with 1 being erect and 9 being flat. Swathing was done on July 28th using a Zurn 540 High Clearance Tool Carrier. Width of cut down the middle of each plot was 1.5 m. The fescue was thrashed uisng a WinterSteiger plot combine with a pickup header on August 8th. Harvested area was 15 m2. Samples are dried, cleaned and weighed to determine dockage, bushel weight and seed yield. Data were statistically analyzed using ANOVA means separation using (P=.05), Student-Newman-Keuls.

The application of Moddus+Manipulator+Nexicor applied at early heading statistically increased seed yields over the check of Refine SG+Assure II. Although not statistically significant there were trends for all treatments with Moddus+Manipulator and Nexicor to improve creeping red fescue seed yields particularly when applied at the early heading stage. Nexicor or Moddus+Manipulator treatments had no impact on dockage. Nexicor alone applied at the time of herbicide application and all treatments containing Nexicor or Moddus+Manipulator at early heading increased bushel weight over the check. Similar studies should be conducted to evaluate the interaction of herbicides, growth regulators and fungicides on grass seed crops.

Recognizing innovative ag societies
“Alberta’s agricultural societies continue to demonstrate significant initiative and resilience with new innovations that have a positive impact on their communities,” says Susan Lacombe, program coordinator with the Alberta government. “For their efforts, 3 agricultural societies have been recognized with the 2022 Agricultural Society Innovation Award –Foremost & District Agricultural Society, Grovedale Community Club & Agricultural Society and Lloydminster Agricultural Exhibition Association.”
In 2022, the Foremost & District Agricultural Society collaborated with Foremost School to create an exclusive Rodeo Academy offered to grades 7-12, the first of its kind for this age group. The program, which was also open to both out-of-town and international students, was integrated into the curriculum and has the capacity to draw attendees for years to come having a direct, positive impact on the school and the local community.
The Grovedale Community Club & Agricultural Society
opened the doors to its first yearround, full-time staffed business operated by the agricultural society – a community daycare. Responding to great demand, this new community daycare opened in June 2022.
The Lloydminster Agricultural Exhibition Association launched the new Cattleman’s Call. This event, based on a previous event, grew to include bull shows, networking socials, an ag-business tradeshow and a showcase for breeding programs.
Award recipients were presented with a recognition banner and framed certificate at the Alberta Association of Agricultural Societies annual convention during the evening banquet on February 3, 2023.
“This award allows us to work together to champion and celebrate the significant contributions that agricultural societies make, while inspiring others to take action. Agricultural societies matter and this is one small way for us to say thank you for the critical work they do in building a stronger Alberta,” says Lacombe.

Common Toxic Houseplants

Over the last several years there has been a large increase in number of calls to Pet Poison Helpline about toxic houseplant ingestions –likely since many people are acquiring plants and animals. Whenever you are unsure if a plant (or any other item/ toxins) your pet has ingested is toxic, the best step is to call Pet Poison Helpline (800-213-6680). They have experts that will be able to tell you if you need to seek emergency care or if you are able to monitor them at home. There is a fee for this service you have to pay over the phone. If they advise you to be seen by your vet clinic, they will also be able to tell your veterinarian the best course of treatment for that toxin which means the ideal care can be delivered much faster.

Lilies:
Lilies are likely the most commonly known toxic houseplant due to how serious it’s ingestion can be. Around Easter is the most common time we see this toxicity. Lilies are only toxic to cats and not dogs. It is only the true Lily of the Lilium spp that are toxic. Examples are Easter, Tiger, Japanese show, Rubrum, and Day lilies. Others such as the Peace lily and Calla lily are not of the Lilium family and are not included in this group (although also considered toxic but much more mild and not from the same compounds). The concern with true lilies is that they are toxic to the kidneys in cats. All parts of the plant are toxic and a very small amount of ingestion can be toxic. This means these plants should never share a home with cats even if you think they should be out of reach. If you think your cat could have gotten into lilies they need to be seen by a clinic immediately even if there are no clinical signs yet. If we wait for clinical signs to start, chance of getting them through it without any permanent damage is lower so these should be aggressively treated as soon as possible. First clinical signs are usually vomiting and lethargy which usually starts within 6 hours of ingestion, after that we see increased drinking and urination and eventually they will stop urinating all together. If treatment is initiated within 18 hours prognosis is usually good.
Sago palm:
This plant is commonly grown outside in tropical locations but recently sold in stores as a house plant. The fruit is the most toxic part but all parts of this plant have toxic components. This plant can cause liver failure in cats and dogs so should also be treated seriously and aggressively. First clinical signs are vomiting, diarrhea, and lethargy.
Succulents: Many succulents are considered toxic but generally do not cause any serious effects. Mild stomach upset is often all we see. These can often be monitored at home.
Rododendrum/Monstera and Azaleas: This family of plants is another that generally just causes mild stomach
upset. With large ingestions it can have more serious effects. If the animal vomits several times they should be seen by a veterinarian.
Araceae plants:
Examples:
Dieffenbachia, Philodendron. These contain insoluble calcium oxalate and cause irritation to mouth and esophagus which can be uncomfortable but rarely causes serious issues. If your pet will eat/ drink some milk, tuna juice or yoghurt this can be helpful to calm tissues down.
Philodendron/Monstera
Soluble calcium-oxalate containing plants: Examples: star fruit, shamrock plant. These are usually not a concern in small animals as it requires a lot of ingestion to be toxic. Large amounts of ingestion can cause kidney failure so any animal that is dehydrated or has previous kidney issues is at higher risk. Of course this is not a comprehensive list of plants that are considered toxic.
The ASPCA has a great lists of toxic and non-toxic plants for dogs, cats and horses that includes indoor and outdoor plants.

Jack Lewis inducted into the Agriculture Hall of Fame
“Our dad would have been extremely proud and honoured to be included in the 2022 Alberta Agriculture Hall of Fame, and receiving this prestigious award,” says Sandy Lewis, daughter of the late Jack Lewis. “However, he would have been very surprised as well. I can imagine his words would be ‘really, me? I don’t know about that’ or words to that effect.
posthumously, was an innovative agricultural producer, a leader in the community, and a generous supporter of agricultural education. Lewis expanded the farm his parents established to over 4,000 acres of grains, oilseeds and seed potatoes; and 1000 head of Simmental and Angus cattle at the time of his death in 2020.

Along with other visionaries, Lewis understood that a cooperative model of marketing potatoes and other vegetables would increase efficiencies and profitability for members. Edmonton Potato Growers is now one of the most respected and efficient potato marketing groups in North America, with export markets including Canada, the U.S., Mexico, Russia, Thailand, India, and China.
Lewis also helped establish Lewis Farms as a Canadian leader in the breeding and production of Simmental cattle. With his children, and now grandchildren, they grew the Simmental herd to a successful purebred operation, selling an average of 300 purebred bulls per year at their annual onfarm production sale.
He also volunteered on the Lakeland College leadership
team for its capital fundraising campaign, which raised more than $13 million, exceeding the $10 million goal. Lakeland’s data lab in the Agriculture Technology Centre is named the Lewis Farms Data Lab in honour of Lewis and his family. He was also the first person ever inducted into the college’s Alumni Wall of Distinction, and also received the Alumni Honour Award from the University of Alberta.
Lewis was generous with his time and had a fundamental belief of always giving back to his community, whether he was hauling 4-H steers to the local achievement day, or volunteering at the many Rotary events. He was also supportive of his Indigenous neighbours on the Enoch Cree Nation in their endeavours to diversify economic opportunities, and spent many hours mentoring members of the Nation as they learned large-scale potato production.

Canola price seasonality and changes
“Many factors influence commodity prices,” says Neil Blue, provincial crops market analyst with the Alberta government. “The main price determining factors for most commodities are supply and demand.”
Factors affecting the availability of crop or of a competing crop in the largest production areas together with demand for those crops have the greatest influence on a crop’s price.
“Therefore, from the supply side, prices tend to follow the production cycle of a crop. To help with their pricing decisions, crop marketers should be aware of seasonal price patterns of crops that they produce.”
Seasonal prices are calculated by taking the average price for a certain period, such as a week or month, and comparing it to the average price over a longer period such as a year. Seasonal prices are usually plotted on a bar graph, with the annual price average as
Index 100. Usually, such a calculation uses data from several years, thus reducing the influence of contra-seasonal price moves that happen in some years.
“Canola prices tend to make a low during the September-October period when there is the most abundant supply,” explains Blue. “Harvest progress, yield reports and buyer demand all affect timing of harvest price lows. After a harvest low, prices usually rebound as harvest-time selling pressure subsides and as demand again becomes evident.”
Canola prices tend to level off into year-end, trade sideways to lower into mid-February and then improve into spring. Canola prices tend to peak sometime in May-June and, unless production problems continue to support prices, canola prices usually erode from midJuly into a harvest low. Often that price decline into harvest is interrupted by a frost concern in August or early September.
“Seasonal price patterns are one factor to consider when developing a marketing plan and analyzing a market. Fall delivered prices tend to be the highest at the beginning of the growing season when production uncertainty is the highest. That is often the best time to forward price some expected production, considering cash flow needs and available storage for the expected new crop.”
However, Blue points out that in a year of
reduced crop production in a major Northern hemisphere area, prices can rise during the growing season right into harvest. “Because of this possibility and that of an unexpected production shortfall on your farm, it is recommended to forward contract with buyers no more than about 35% of expected production prior to harvest. To price a higher percentage of canola before harvest, it is prudent to use the futures or options market to avoid the additional physical delivery commitments of contracts.”
Seasonal prices should be considered as more of a tendency than a certainty. “However, of the many factors that can affect crop prices, the seasonal price pattern is a factor to keep in mind,” says Blue.

“The Alberta government sponsors a farmlevel survey to track the rate of environmentally beneficial management practices (BMPs) adoption in Alberta,” says Laura Ung, provincial evaluation specialist with the Alberta government. “The results from this survey also help government improve policy, programs and services to encourage and support producers adopting environmentally sustainable agriculture practices on their farms. This year the Environmentally Sustainable Agriculture Tracking Survey (ESATS) will be completed, starting in February.”
The ESATS was initiated in the mid 1990s and has since been conducted every 2 to 3 years. This survey and its longevity are distinctly unique to Alberta and provide Alberta’s agriculture sector a valuable recorded 30-year
history of the adoption of BMPs.
“Alberta’s track record in adoption of BMPs demonstrates that Alberta’s producers have
been thoughtful stewards of the land. They continue to adopt new practices, technology and innovations, which enables them to provide a sustainable source of food, fiber and fuel.”
In 1997, the key themes in the ESATS were soil conservation, water quality, water quantity, wildlife habitat and management of agricultural waste. The survey has evolved over time but these themes remain relevant today and continue to be part of the ESATS. The current ESATS focuses on key environmental risk areas: soil health, water quality, air quality (including greenhouse gases) and biodiversity.
“More recently the ESATS added asking producers about the use of government supported on-farm decision making support tools and resources,” explains Ung. “Understanding producers’ awareness and use of these tools provides valuable feedback to ensure ongoing usability and effectiveness in supporting producers making decisions on their farms. The ESATS also provides an opportunity to understand awareness and interest of emerging trends. For example, in 2021 ESATS explored producers’ perspectives on the Environmental Farm Plan and sustainability assurance systems.”
The survey is set up in such a way that it will only ask about practices that would make sense for each farming type, meaning, if a producer does not have livestock, they will not be asked the livestock questions. This improves the relevance of the results. The survey collects feedback from a representative sample of Alberta’s farming and ranching community.
Using a sample population of 500 producers provides results accurate to within plus or minus 4.4 percentage points, 19 times out of 20, of what the results would have been had the entire population of Alberta farms been surveyed.

This survey provides important information into the Government of Alberta’s policies, programs and services. The survey captures and demonstrates how Alberta’s producers are using environmentally beneficial management practices to produce feed, food and fuel with responsibly managing Alberta’s soil, air, water and biodiversity resources,” says Ung.

One ceremony, four permanent displays
Veterans Memorial Gardens & Interpretive Centre in Grande Prairie Alberta has been building memorials and displays all throughout the pandemic. Because of the restrictions and in many cases the fears that people were experiencing, we held off on commemorating any of these displays.
But 2022 was to be different and so we planned a weekend filled with activities to celebrate the lifting of many restrictions, the resurgence of events and to honour and remember through the act of commemoration.
To ensure that we honoured everyone’s feeling of safety, the commemoration event, the 1940’s Canteen party that followed and the community block party that took place saturday and Sunday were all held out of doors and thankfully, other than for extreme smoke on Sunday afternoon, the weather cooperated.
The afternoon of September 9th, 2022 was warm and sunny and that made it the perfect day for a commemoration ceremony. The passing of Her Majesty Elizabeth II the day before the ceremony left everyone’s hearts feeling a wee bit heavy and subdued. The mood was somewhat pensive.
On this very special day, we remembered the atrocities of the Canadian First World War Internment Camps, honoured our Second World War Ukrainian Killed in Action Soldiers, thanked our Frontline Workers and honoured the Residential School Victims of our region.
Every speaker talked of the resilience of people to overcome the obstacles that have been put in front of them.

The Canadian First World War Internment Camps left a legacy of beauty borne of pain. Our Canadian National Parks system was built by the internees of the First World War Internment Camps.
Courted by the Canadian government to come to Canada and help create a food chain, these Ukrainian immigrants came with the promise of land and in return worked hard to produce the food Canadians needed. Then the First World War started and these people, whose only crime was being born in the Ukraine were stripped of their land and their possessions and put to work at hard labour for 25 cents per day building the national parks system.
The three main speakers for the commemoration of the Canadian First World War Internment Camps display were Reverend Matthew Drury, Ukrainian Catholic Eparchy Of Edmonton, Grande Prairie Parish, and representatives of our sponsors for this permanent display;

Each and everyone of them spoke of the resiliency of the Ukrainian people.
They spoke of hope and futures and while touching on it, they did not dwell on the pain.
When we unveiled the Second World War Killed in Action soldier’s display sponsored by the Shevchenko Foundation, both Father Drury and Ilya Khineyko spoke of resilience, determination and the future that was being fought for at the time.
When we unveiled the frontline responders plaque that honoured all of those who worked tirelessly in our communities to keep this province and country moving during the pandemic, the discussion centred around the resiliency and often the creativity of everyone.
Locally, the pandemic saw seniors serenaded by musicians from the street while the seniors either stayed in their rooms with windows open or were brought outside and physically distanced in their wheelchairs and walkers. Joy was found amongst the fear, pain and sorrow.
Last but not least was the Residential School Display and its unveiling and commemoration.
To a person, Grand Chief Noskey, Michelle Knibb from Kapawe’no First Nation, President Ridsdale from the Metis Nation, all voices lifted the word resilient up.
Resilience, determination, resolve.
These words exemplify the First Peoples and the Metis people.

Tax credit for 2022 tax year available to AB canola farmers
Canola growers in Alberta that do not request a refund of their check off from the Alberta Canola Producers Commission qualify for a tax credit for the 2022 tax year.
The Scientific Research and Experimental Development (SR&ED) tax credit allows canola growers to claim the tax credit for that portion of the check off paid that was used to fund qualifying research.
“The tax credit is an additional benefit for growers who contribute check-off on canola”, says Alan Hampton a farmer from Rowley, Alberta and the Chair of Alberta Canola’s research committee.
“Farmers are funding research looking for ways to better grow canola. This includes research into agronomic issues such as blackleg

and clubroot disease management, and the monitoring of insect pests for susceptibility and resistance to insecticides. The SR&ED tax credit allows farmers to capture some of that investment back at tax time.”
The tax credit rate for canola producers in Alberta for 2022 is 20.93 percent.
For example, for an individual grower that paid $1000.00 in check off to the Alberta Canola in 2022, $209.30 is eligible to earn the tax credit.
THE TAX CREDIT CAN:
• of fset federal taxes owing in the current year,
• be received as a tax refund,
• be car ried forward up to 20 years to offset federal taxes owing, or be carried back 3 years to reduce federal taxes paid in those years.
Individual producers must file a T2038 (IND). Farm corporations must file form T2SCH31.
