GENDER-BASED VIOLENCE

itchell’s Plain, along with seven other Western Cape areas, have been named in the top 30 gender-based violence (GBV) hotspots in South Africa. For months now, President Cyril Ramaphosa has been addressing the topic in his national addresses. In his September address on moving the country to alert level one of the risk-adjusted strategy, Ramaphosa had also indicated the government had compiled a list of gender-based violence hotspots which would receive attention and intervention. This list was made public by Police Minister Bheki Cele at a media briefing on Tuesday 22 September. Of 30 areas on the list, eight are in the Western Cape. Along with Mitchell’s Plain, Delft, Nyanga, Khayelitsha, Kraaifontein, Gugulethu, Mfuleni and Bellville were listed as GBV hotspots. It was also revealed that of the 4 035 arrests during the lockdown, only 130 had been convicted. This translates to a mere 3% conviction rate nationwide. In the Western Cape, 1 093 arrests were made, linked to 534 cases since the start of the national lockdown in March. Gillion Bosman, member of provincial parliament and spokesperson on social development for the Democratic Alliance (DA), says policing and investigating of GBV and domestic violence cases must be improved. According to a response to a question posed by Parliament at a parliamentary portfolio committee meeting, police revealed training of officers for gender sensitisation in the Western Cape had declined from 1 036 in 2015/16 to less than half of that – 462 in the current financial year.
“This is in spite of the provincial government’s willingness to facilitate further training at stations with especially low levels of compliance to the Domestic Violence Act. And yet this further follows the recent announcement by national Police Minister Bheki Cele on the government’s efforts to curb the GBV pandemic, including new victim support desks at hotspots,” says Bosman. Bosman says the provincial department of community safety’s plan to assist in bolstering and sensitivity training for officers must be accompanied by a strong Victim Empowerment Programme (VEP), especially in these hotspot areas. “Against the backdrop of only a 3% conviction rate for GBV cases during the lockdown, the situation is dire and the government must play catch-up with haste,” says Bosman. “It is, therefore, with a view to continuous, constructive oversight that we cautiously welcome the bolstering of anti-GBV measures, and look forward to support from national police resources as the province takes up minister Cele’s call to identify our own localised hotspots. Neither minister Cele nor the president has given any indication of the amount of funding available for the fight against GBV, either in totality or for provinces.” Mitchell’s Plain’s position on this list did not come as a surprise to officials working in the GBV space. Mareldea Sonday of the Mitchell’s Plain Network Opposing Abuse says there has been an overall increase in GBV cases. “We expected the announcement due to the increase of GBV’s on the whole, we use our casework and statistics as indicators, also the intensity of the cases speaks for itself,” she says. “We consulted around 1 200 cases (since the start of lockdown) compared to 1 077 last year for the same period.”
The Mitchell’s Plain United Residents’ Association (MURA) too were not surprised by the announcement. “Considering the high unemployment rate, drug abuse and the out-of-control gang violence in the community, even children are exposed to the violence in society almost on a daily basis,” says Deirdre Petersen of MURA. The organisation is also currently planning and running subsequent awareness campaigns at community halls on how to access courts for protection orders, marches and support campaigns during the 16 Days of Activism against Gender-based violence which will begin later this month. Although based in Mitchell’s Plain, the network assists clients from Johannesburg, Steenberg, Philippi, Khayelitsha, Kenilworth and Delft via a helpline and also facilitates counselling or help to their social media community. “Factors (contributing to GBV) include alcohol and substance abuse, unemployment and poverty. Then there was the lockdown with people being confined to their spaces, further job losses, lack of space, lack of finance, lack of understanding, lack of value–centred role-models,” says Sonday. “Power and control as the perception of discipline are being confused with punishment and in the process, self-esteem is broken down. Also, when the basic needs are not being met, then people tend to turn to false satisfiers.” Community workers Joanie Fredericks and Ursula Peters are some of the many who have spoken out on GBV beyond the recent announcements. According to them, other community officials and victims who have spoken to People’s Post, GBV and domestic violence have long plagued the area behind closed doors. V Continued on page 3.

Study on immune response A
lthough it is almost a year since the outbreak of the Covid-19 virus was first identified in Wuhan, China, in December 2019, scientists still have more questions than answers, one of which is: can patients become reinfected? A team of researchers led by associate professor Wendy Burgers, a viral immunologist in the division of medical virology at the University of Cape Town (UCT), is trying to understand how the immune system responds to the virus and whether it provides previously infected patients with a level of protection should they be re-exposed to the virus. “Our basic understanding of immunology and our experience of the pandemic thus far suggest that there certainly are some months of immunity because there are no widespread reports of people becoming reinfected,” she said. “So, we can safely say that we do build a certain amount of immunity that protects us. We just don’t know for sure how long it lasts.” This is exactly what researchers are currently interested in – establishing how long immune memory lasts, and whether crossreactive immunity in patients who have been exposed to other related coronaviruses, which typically cause the common cold, protects patients from developing severe forms of Covid-19. “We’re trying to understand whether those patients who have been exposed to the common cold viruses (viruses related to Covid-19) build a level of immunity. In this case, T-cells that can recognise Sars-CoV-2
might protect patients from contracting severe Covid-19,” Burgers said. Following an in-depth study which spanned a period of 12 weeks (May to July), the findings were presented in a research paper by lead author Dr Stephen Makatsa, a postdoctoral fellow in the division of medical virology. The research team has established an antibody assay – a biochemical test that measures the presence or concentration of antibodies in a patient’s blood, recognises the virus and signals that infection has occurred and an immune response has formed. The research involved collecting Covid19-positive samples from infected volunteers in Cape Town and Johannesburg, recruited by the National Health Laboratory Services. Once the scientists received the participants’ samples, they measured their antibody responses to the virus. Of the 77 participants surveyed, 23 volunteers reported that they had experienced mild disease symptoms; 38 volunteers reported moderate symptoms; five were asymptomatic and three were admitted to hospital with severe disease. Results indicate that antibodies to the viral spike protein, and to its receptor binding domain were detected in 51 and 48 participants respectively. “Results show that our test works really well in measuring antibodies in people who have been infected,” Burgers said. The goal now, she explained, is to use the test to measure antibody responses and see how
long they last in patients who have been previously infected. The study also involves regularly sampling a group of healthcare workers who were infected with Covid-19, as well as a group of their peers who have not been infected with the virus, to study their immune responses. The study spans a period of three years and study visits will occur every six months to obtain samples and perform tests. From the antibody data available, Burgers said, scientists are able to measure antibodies in most people who have been infected with Covid-19. However, she added, in some cases, patients have displayed very low antibody responses post-infection, which may be related to the time period after infection, and whether they experienced mild or severe disease. “This has caused quite a lot of alarm, but it’s important to remember that this is a normal immune response, where antibodies wane after the initial infection is cleared.” While scientists may not be able to measure the antibody response 100% of the time, Burgers said that if previously infected patients were to be re-exposed to the virus, immune memory could kick in, expand to very high levels and protect the person from reinfection. For those volunteers who have not been infected with the virus, the group will study whether any “cross-reactive” T-cells have any effect in modulating the outcome of infection or the course of Covid-19 disease, should they become infected over the course of the study.
Speed fencing project aims to curb spread In an effort to curb the spread of Covid-19, the City of Cape Town has launched the speed fencing initiative, installing temporary fencing at public transport interchanges (PTIs) across Cape Town. “The speed fencing initiative provides a form of access control at the PTIs and allows us to screen commuters before they enter the facility and proceed with their travelling,” says the City’s Mayco member for transport, Felicity Purchase. The decision was made based on the local demand for public transport which is used by thousands of around Cape Town.
Purchase adds that the virus is still very much alive and real. “As such, the City is trying its very best to create awareness of Covid-19 symptoms among commuters at the PTIs and to create a safer public area for all,” Purchase explains. Nomzamo, Somerset West, Mfuleni, Nyanga central, Nyanga Junction and Parow are the communities who have already received the fencing. Plans are currently under way to also install fences at Bellville, Kuyasa, Philippi, Claremont, Kuils River, Lentegeur, Dur-
banville, Fish Hoek, Retreat, Maitland, Athlone, Blackheath, and Mitchell’s Plain. Purchase wants residents to be aware that, despite the temporary fencing to mitigate the spread, Covid-19 safety protocols are still in place. “I want to remind commuters to please keep on wearing face masks when in public, to continue washing and sanitising hands often, to practise social distancing, and to avoid commuting when they do not feel well. By working together, and taking responsibility for our health and safety, we can stop the spread of the virus,” she says.

with their interdicts and that it is delivered on time,” she says. Minister for community safety Albert Fritz explains that the use and serving of protection orders is vital in the fight against GBV and domestic violence. “An interim protection order provides proof that the victim followed the steps for the incident/s of domestic violence to be reported. Once the order is made final, and the respondent contravenes the conditions of the order, the police must arrest the respondent,” he says. “A protection order is an order issued by a court ordering a person with whom one has or has had a domestic relationship to stop the abuse.” Fredericks, who had personally witnessed her mother being sexually abused by her father and also suffering at his hands while he was intoxicated, was also a victim of sexual violence early in life. “I will never stop being an advocate for victims of GBV because I see what it has done and experienced it,” she says. Fredericks further said to People’s Post
that alcohol plays a big role in the increase in GBV in Tafelsig where she is based, as abusive partners were locked in their homes with copious amounts of alcohol. Peters, who is also a safety parent, says the situation is dire. Working in early childhood development as the owner of a kindergarten, Peters says her door is always open to assist any victims of abuse. She has also hosted several women empowerment initiatives in the community that encourage women to speak out and seek help. At these initiatives, former victims are invited to share their stories and encourage those who don’t have the strength to walk away. Petersen calls on any victims of abuse to seek help from organisations which has been established to assist. These organisations include Mosaic and the Saartjie Baartman Centre, among others. Woodwork initiative for schools NETTALIE VILJOEN

essons learnt while teaching woodwork skills online during the national lockdown will now benefit school leavers for years to come. MyWoodSkills, a non-profit, communitybased skills development initiative with its workshop based in Kenilworth, invited unemployed people from all communities to enrol for its free cupboard building online course when the national lockdown was first announced in March. Adopting the power of distance learning using smartphone tech-
nology, course participation grew from 12 to 170 learners in just two weeks. Johan Schronen, MyWoodSkills course coordinator, says, at the time, they heard from parents and teachers that there was also a need for such a course amongst high school learners wanting to know more about career and small business possibilities in the engineered wood (melamine board products), furniture-making world. On Monday 20 July, MyWoodSkills and a Western Cape Education Department (WCED) management team met, greenlighting the rollout of a pilot programme at Kass-
selsvlei High School in Bellville South and Bishops School of Skills in Bishop Lavis. This will pave the way for a bigger programme in 2021. Neil Simons, a senior educational specialist and advisor in civil tech and engineering graphics and design at the WCED, believes this initiative can be expanded to learners not only in technical schools as it is a skill that anybody can learn. “It is a brilliant idea to skill our learners if you look at the unemployment rate. The psycho-social issues can be addressed in this way only if more private companies or corporates can launch these type of interventions in our communities,” Simons says. A strong entrepreneurial thread runs through the courses offered. The pilot programme will kick off on Thursday 5 November, at both schools. Wayne Williams, the woodworks teacher at Bishops, says this type of course greatly motivates learner participation. “If you see pieces of wood laying in front of you and then, a few hours later, you see a nice piece of furniture that you have built, that makes learners want to come to classes on a daily basis.” Rory Petersen is the civil technology teacher at Kasselsvlei Secondary. Petersen explains woodworking is the subject’s practical component. He says what excites learners most about the course is that it could help them to be their own boss. MyWoodSkills’ courses include a short introductory course on Saturday mornings when participants will learn and build bathroom wall cupboards. Its intermediate course, which runs over about three weeks, involves online distance learning modules leading up to a practical session during which students
will build a bedside cupboard or a grandfather clock. The advanced course includes online modules, practical workshops and actual work experience at work sites, installing kitchen or bedroom cupboards for clients. Schronen explains that their courses are “blended”, combining a series of modules online, including study modules, tests, tasks and assessments with some face-to-face workshops and a final practical exam. “But the gem of our initiative was born out of necessity. We switched from video tutorials to photo books, in an ebook format, to reduce data consumption during the lockdown. This resulted in a huge saving for our learners,” Schronen says. Learners who successfully complete the course will receive certificates of competence. Mywoodskills is in the process of applying to the proper authorities for accreditation as an official skills programme so that students can earn credits towards a furniture-making qualification. Schronen says none of this would have been possible without the support of Rutherford Makita Power Tools, a brand leader in power tools, and PG Bison, a manufacturer of particleboard, medium-density fibreboard and decorative wood-based panel products. Rutherford donated state-of-theart power tools worth more than R40 000 while Sonae Arauco, a leading particleboard manufacturer, also offered to support the initiative. Love and healing at the Baxter Z
akes Mda’s acclaimed first novel, Ways of Dying, will be presented by the Baxter Theatre and UCT’s Centre for Theatre, Dance and Performance Studies (CTDPS), at the Baxter Flipside for six performances only. Adapted and directed by Lara Foot, who directed the work 20 years ago at The Market Theatre, the cast is made up of 14 fourthyear students from the CTDPS. The team comprises of Mdu Kweyama (direction and choreography), Bongile Mantsai (direction and music) with set design by Patrick Curtis, lighting design by Mannie Manim and costume design by Leigh Bishop. “The CTDPS is thrilled to be collaborating with The Baxter on our final fourthyear production,” says Sara Matchet, head of CTDPS. “2020 has proved to be exceptionally challenging in terms of teaching in the performing and creative arts departments
at UCT. The loss of face-to-face contact teaching due to the Covid-19 pandemic has impacted our programmes enormously.” She continues: “The collaboration with The Baxter and with Lara Foot as director promises to offer our graduating acting students an experience that will make up for what has been lost. And a theatrical treat for local audiences to experience this work and creatives involved.” The cast comprises Liam Walsh, Tamzin Williams, Megan Tromp, Francis SholtoDouglas, Klara Schoonraad, Emma-Jane Pieters, Bokang Ntsutle, Basetsana Motloung, Tshiamo Moretlwe, Tebatso Molapo, Cullum McCormack, Brett Ilsley, Anathi Godlo and Sam Alexander. The story follows Toloki, an eccentric and dignified professional mourner, who meets his childhood friend Noria at her son’s funeral. They fall in love and move in together,
each one teaching the other how to heal and live. Ways of Dying received the M-Net Book prize, and it was shortlisted for the Central News Agency (CNA) Award and a Noma Award. Some of Mda’s other works include The Heart of Redness, Our Lady of Benoni and The Zulus of New York. With only six performances from Tuesday 10 to Saturday 14 November at 19:00, ticket prices are R75 and R50 for students. All performances will be limited to 50% capacity, with all Covid-19 protocols observed as regulated at level one lockdown restrictions. Audience members are advised to arrive an hour before the start of the performance to avoid delays. This comes in the wake of a letter sent out by a group of doctors advising schools in the Peninsula on how best to prevent and manage Covid-19 in the school setting. The letter, sent out on Tuesday 13 October, recommends limiting socialising outside the school and meeting a few friends in an open space such as Kirstenbosch, or other open spaces in the city. In response, and in a bid to keep matric learners safe for their exams, Kirstenbosch decided to wave the entry fee for learners on weekdays. Upon arrival at the Kirstenbosch ticket office, learners can ask for free entry and a free entry ticket will be issued. Kirstenbosch is open every day, from 08:00 to 19:00 in summer. Garden entrance fees for adults are R75; SA senior citizens (with ID): free on Tuesdays except on public holidays; RSA students (with student card): R40; learners (Grade R – up until matric): free on Mondays to Fridays. s that a shark in the tidal pools? No, that was the sail of a little optimist. Sailing along the Strandfontein tidal pools as part of a charitable sail initiative, local children joined in the fun in dinghies (optimists) on Monday 12 October. The 20 children from the Strandfontein area are all part of the 9Miles Project’s after school programme and were selected as they were not mandated to attend school on that day. The event forms part of the Little Optimist
Global Challenge in support of the Little Optimist Trust who offers sailing therapy to vulnerable children. The trust was founded by Greg Bertish, who at age 31 underwent open heart surgery to remove an undiagnosed and unculturable tropical bacteria that had attacked his aortic heart valve. He spent more than 200 days in hospital and on his release was inspired to do good. “In April 2016, as a middle aged, multiple cardiac surgery survivor, on the blood thinner Warfarin, I sailed a tiny children’s optimist dinghy over 200km in the open ocean. This represented each day I had

spent in hospital. My aim was to show people that small people can do big things. “We inspired patients, kids and others to never ever give up, and we raised R300 000 for the new ICU (Intensive Care Unit) at Red Cross Children’s Hospital,” says Bertish in a statement published to their website. Now they aim to save children’s lives by inspiring them to get better, to teach them a skill, to create a passion and to raise funds and awareness for associated charities. Nigel Savel, founder of The 9Miles Project, says: “We have been involved with The Little Optimist Trust for the past two to three years, and founder Greg Bertish, has always been amazing about including our 9Miles children in their activities – whether it is sailing at Zeekoevlei or the V&A Waterfront, or funfilled visits to the aquarium.” Last year was the first time 9Miles Project participated in the annual charity challenge. “We raced a 9Miles Project optimist sponsored by Victron Energy in the Great Optimist Race which took place as part of the Cape Town International Boat Show in 2019. Because of lockdown, the race took on a new format this year and individuals and organisations participated in challenges at a location of their choice. We chose our beautiful headquarters at Strandfontein Pavilion and, to our knowledge, made history by being the first people to ever sail a boat in the tidal pool,”
says Savel. The partnership is ongoing and many more opportunities will be presented to local children, says Savel. “Our partnership with The Little Optimist Trust is ongoing and there will be many opportunities going forward for children to participate in sailing and environmental activities – especially since we have our own 9Miles optimist which can be used at any time,” says Savel. As for the historic move, Savel says using spaces and resources at their disposal is beneficial for local youth. “So many vulnerable and high-risk youth live near to the coastline, but never get to fully experience the beauty and benefits of the ocean in a structured and engaging way. Much like surfing – which we use to empower at-risk youth – sailing is not only a great way to keep physically fit, but it has many psychological benefits too,” says Savel. He adds positive recreational activities assist in decreasing anxiety and stress, and serve as an outlet for the trauma which the children in our communities daily. “Better physical health leads to greater mental health and academic performance.
