espite stringent enforcement measures, minibus-taxi drivers guilty of going off route continue to be a headache for City enforcement agencies and residents alike. Liz Brunette, the councillor for ward 62, says the prevalence of off-route taxis is particularly high in Wynberg where streets are narrow and traffic congestion along the Main Road has been a problem since before the 1960s. “Taxi drivers want to get to their destination as quickly as possible to earn an income, and traffic congestion delays them,” says Brunette. As a result, quite a few taxi drivers deviate from approved routes and race through suburban streets. Brunette says most streets between Alphen Hill Road and Waterloo Road, and the Main Road between Constantia

Road and Wetton Road are affected. Mayco member for transport Felicity Purchase says mini-bus taxis operating from Wynberg to the broader Constantia areas have used Piers Road for several years now. “The taxis use a detour on their return to avoid congestion along Main Road. We can confirm that none of the operators operating from the Wynberg PTI has this route on their operating licences,” says Purchase. Mzoxolo Dibela, the spokesperson for the South African National Taxi Council (Santaco), says it is an infrastructure problem. “The City and town planners need to rethink and implement a new road design,” Dibela says. He says sometimes taxi drivers have no choice but to take a detour. “It does not necessarily mean they are contravening the law. When there is an obstruction in the road, for example, an accident, they take a detour. They have to get their

passengers to work on time. There aren’t any dedicated lanes for taxis like there are for buses,” he says. Captain Silvino Davids, the spokesperson for Wynberg police station, confirms the station frequently receives reports of off-route taxis from residents. “Normally, we relay the message to traffic services and law enforcement active in the area. They manage to stop them or divert them back on to the road or give them fines.” Brunette says she too receives regular complaints from residents. “I have arranged meetings with community-based organisations and law enforcement, Metro police and traffic services,” she says. Brunette explains the City’s Transport Regulations department determines how many permits are issued for each taxi route and they meet with councillors when necessary, the most recent being two weeks ago.

“The City’s safety and security directorate has a blitz twice a week during which traffic officers and Metro police work together. About 132 000 fines are issued every month and most of them go to taxi drivers,” she says. Mayco member for safety and security JP Smith says the City has significantly stepped up its enforcement actions in this area in recent months. “With violent consequences, as we saw from the days-long protest in Dunoon and the taxi blockade in the CBD in mid-October.” Between 6 October and 3 November, officers held operations in Retreat, Wynberg, Constantia and Kirstenbosch. They recorded 347 traffic offences and impounded four vehicles for operating without a valid permit, or in contravention of their permit conditions. V Continued on page 2

In addition, regular warrant checks are conducted in these areas under the auspices of Operation Reclaim. Smith says traffic services issues fines for transgressions of the National Road Traffic Act or the City’s Traffic By-Law. In instances where taxi drivers are operating without a valid permit or in contravention of the conditions of their permit, the vehicle is impounded. “Arrests are made in instances where a crime is deemed to have been committed. Drivers can have their driving licenses suspended, depending on the nature of an offence/s when they appear in court,” explains Smith. In terms of the National Land Transport Act of 2009, Section 79(2)(b), operators who do not comply with the conditions of their operating permits may have their operating licences withdrawn or suspended. Smith says enforcement is happening but that it is but one link in the chain. “Until we are able to hit repeat offenders where it hurts, through permanent impoundment of vehicles or harsher penalties for traffic transgressions, the chaos on our roads will continue unchecked. “The City does not have the mandate to impose such sanctions, but we continue lobbying the levels of the government that do.” However, Burnett says taxis are not the only vehicles that rat-run using the roads through the suburb. “Residents and pedestrians need to obey the rules of the road and follow the road safety guidelines. Children should not be unsupervised in the roads and if they live on a property that does not have a garden; Maynardville Park is within walking distance.” The City has made available a form residents can use to report offending taxi operators. A photograph of an offending taxi with its number plate visible is required by the transport regulations department.

The annual Cape Knifemakers Guild Show is taking place on Friday 22 and Saturday 23 of November at the Jansen Hall in Jansen Road, Milnerton. Municipality makes the cut NETTALIE VILJOEN

ave you ever passed an overgrown public open space and thought, “Geez, somebody should get that sorted”? It turns out that somebody is the City of Cape Town’s recreation and parks department. For some, this might be old news, but for others (who suck at adulting) this might be a useful bit of information. As ratepayers’, residents have access to various public services. The thing is, we don’t always know what those services are. A complaint filed with the department by Wynberg resident Jenna Stoffels on 27 September highlights how you can go about to lodge a request for the maintenance of public open spaces. However, it seems the wheels of public maintenance turn slowly. After numerous emails and an official complaint lodged by Stoffels, with regards to the overgrown road verge leading to Wittebome train station in Castletown Road, the department mowed the area on Wednesday 13 November. “The grass is a breeding ground for mice and rats and vegetation had grown on to the pedestrian walk. I shudder to think what would have happened if one careless person chucked a cigarette butt into the dry grass which was last attended to sometime in last year,” said Stoffels. She expressed her frustration at the fact that it took the department so long to attend to her complaint. “It’s not so much the uncut grass as it is about the arrogance in the slow delivery of the delegated department. If they are so slack in performing a menial task such as a patch of uncut grass, how much more in the performance of a more serious and large task,” she asked. People’s Post contacted the department, asking what process residents should follow

to report overgrown vegetation on a public open space According to Mayco member for community services and health councillor Zahid Badroodien there are three ways to log maintenance requests with the department. Residents can: . log a C3 notification on the City’s website https://eservices1.capetown.gov.za/coct/ wapl/zsreq_app/index.html; . send an email to RP.Enquiries@capetown.gov.za; . call the local recreation and parks area office or depot on 021 444 1181. The same channels can be used to report all kinds of problems, including faulty street lights, a damaged wheelie bin and illegal dumping. Visit the website link printed above for the full list. Once the complaint is raised through a C3 notification, a reference number is issued and the matter is referred to the relevant official for response or action. “Turnaround times for the complaint to be resolved may vary depending on the nature of the request and resources available,” says Badroodien. The progress made in resolving a complaint can be tracked online until it is eventually closed. Badroodien says the department management also monitors C3 notifications through reports generated by the system, analysing the age of each complaint and allowing interventions and escalations where necessary. “The department operates on a four- to sixweek mowing cycle. The recent rains followed by warm weather has resulted in a growth spurt of grassed areas. The department has been addressing these areas with additional resources.” Badroodien said it is anticipated the next cut for this area will be scheduled for just before the end of December.

Millions raised for Sunflower Fund More than 130 000 TOPEs were sold at Pick n Pay during the 2019 Sunflower Day campaign, raising R3.9 million to help fight blood diseases like leukaemia through the recruitment of stemcell donors. ‘Early diagnosis saved my life’ F

or financial planner Darren Robertson (42), his prostate cancer diagnosis a year ago was the beginning of a journey which took him from the first visit to urologist Dr Karlheinz Jehle, to a friendship that has seen the two men riding the three-day FNB Wines2Whales Mountain Bike Race together this year. Robertson is a Mo Bro for Movember (www.za.movember.com), a global men’s health charity tackling prostate cancer, testicular cancer, mental health and suicide prevention. Robertson describes his cancer journey as being “surprisingly positive”. But that doesn’t mean it was easy. He and his wife Loren first heard he had prostate cancer about eight months after the birth of their daughter Rebecca. Robertson was diagnosed with Stage 1 cancer, but a full biopsy carried out after his prostate and seminal vessels were removed in January, showed that his cancer was actually stage 3, and that it had invaded his lymph nodes. “I was lucky,” he says. “If I had not gone for the check up, and if my GP had not suggested a full blood test and prostate-specific antigen (PSA) measurement, it would have been a very different story.” It was during one of his check-ups with Dr Jehle that the two men got talking about mountain biking. “He had some mountain biking pictures on the wall, and it wasn’t long before we decided to go on some rides,” Robertson says. Dr Jehle says he didn’t imagine it would lead to them undertaking the Wines2Whales (28 to 30 October) together. “But when Darren suggested to me that it would be a great way to spread the Movember word about the importance of early detection and regular check-ups, I agreed immediately,” he says.

Jehle lauds Robertson for his bravery in speaking out about his prostate cancer diagnosis. The disease is the leading cancer among South African men. As many as one in five South African men will be diagnosed with prostate cancer in their lifetime, with black men more likely to get a more aggressive form of prostate cancer, and at a younger age. “Men are dying too soon because they are not going for screenings. The rule of thumb is to have your prostate checked at 45 if you are black or if you have a family history of the disease, and at 50 for everyone else. But if you are worried, go sooner,” he says. “Early detection of prostate cancer can make all the difference. Arts to benefit from new facilities A

roof wetting function was held on Thursday 17 October, as phase 1 of the construction of the engineering and design faculty at Wynberg Boys’ High School (WBHS) neared completion. The event was attended by building staff from contractors and WBHS. “It was wonderful to finally visualise the new space, to be enjoyed by both the learners and staff,” said Jan de Waal, principal at the school. These new learning spaces will be used for the teaching of engineering, graphics and design, engineering construction, electronics, creative arts, art, entrepreneurship and tech-

nology. “The facility will also be made available to adults who attend our night school, Cwesi, that currently has 96 students and an enrolment for next year of 180 students,” says De Waal. Construction has started on the first section of phase 2: the refurbishing and refitting of a floor into an electronics laboratory, and three theory classrooms. It will be completed by the end of this year and, from January, the workshop will be the academic home to electronics students. It will also host the school’s first Grade 12 electronics class.

“With contractors already on site, it made sense for them to proceed with the bulk ground works which form part of phase 2 of the project. A decision was taken by the steering committee to give the go ahead and to commence before the end of the year,” explains De Waal. De Waal says that to date most of the communication about the project has been focused on the technical and engineering subjects to be offered in the building. However, he says the new facilities will also support the development of the arts. He says the top floor of phase 2 is to house

its visual and creative arts departments. “There will be two theory and two practical learning spaces as well as a large gallery. The creative space will be used for art exhibitions, displays, drama lessons and performances.” The school is currently in discussion with past art pupils and influential people in the art world to garner support for this venture. V The project has received considerable donor support, but additional funding to complete phase 2 of the project is needed. Donations towards this project are channelled through the Supera Moras Trust. Donations can be made in cash or in kind by contacting the trust at superamorastrust@wbhs.org.za.

Tuna derby reels in anglers The 16th annual Two Oceans Tuna Derby, one of South Africa’s most prestigious sport fishing tournaments, was held at the Atlantic Boat Club in Hout Bay during the first week of November. The first tuna derby was held in 2000 with the winning fish weighing a humble 62kg. This year, the competition had 29 entries from as far as Richard’s Bay, and around 130 anglers. Entrants competed for prizes worth over R800 000 – and the winning team walked away with a Seacat ski-boat with a trailer and two Yamaha engines worth R325 000. Finding a window for tuna fishing is not always easy when the South Easter blows strongly. This year, the opening function was held on Friday 1 November, with the first day of fishing on Sunday 3 November and the final day on Tuesday 5 November. An impressive number of both longfin tuna and yellowfin tuna between 50 and 93kg were brought in on the final day of fishing. Each boat could weigh in two yellowfin tuna over 30kg and one longfin tuna over 15kg for each day of fishing. This counted towards the overall prize. In addition, prizes were awarded for individual anglers, in the jigging and popper

category and in the catch and release category. The top three winning boat teams are: . First place: Cloud 9, with a total entered catch at 283.20kg, skippered by Carlos De Gouveia (winning the Yamaha-powered ski-boat with trailer). . Second place: Extravagence, with a total entered catch at 238.90kg, skippered by Sean Amor. . Third place: Silver Fox, with a total entered catch at 238.90kg skippered by Heinie Strumpher. he relationship between Khayelitsha Eagles Softball Club and the Swedish Softball Association took another positive turn recently. Moses Molaba, Thuto Makolomakoe and Terence White were guest players for Sweden in the European Masters Softball Cup played in Barcelona, Spain. They were invited by their local Swedish player, Karl Heljm, who plays for Eagles as part of an agreement between the two organisations. The men’s edition of this tournament consisted of eight teams from six different countries. For the round-robin phase, the teams played in two groups. Denmark All Stars and Magos Tenerife remained undefeated in their group, thus securing the first two spots in the winners’ group. Runners up, with both one loss and two wins, were the Israel Stars and Capitalinos Gran Canaria. Magos Tenerife remained the only undefeated team throughout the event and deserved the title. “The experience of playing in this event was great,” said Molaba who has vast experience in the international softball scene. Molaba had a superb tournament ending 4th in the batting with an average of 500 and 5th in the pitching striking out 34 batters in the process. The 41-year-old former South African international has played at one Junior World Championship, three senior World Championships, one Commonwealth Games and has toured overseas on 11 different occasions. Molaba is renowned for his winning run in the 2000 World Series in East London. But now, even as his energy has shifted mostly to coaching, Molaba could be set to add another golden moment. “By accepting the invitation, we will con-

tinue to strengthen the relationship between Khayelitsha Eagles and the Sweden Softball Federation,” he said. Locally, Molaba coaches the Eagles Men side and the Falcons Women’s Super League team. Eagles and the Swedish intend to continue this relationship going into the future.
