T
he Walking Bus project has officially been integrated as a City of Cape Town project, complete with a new logo and new equipment for the 1 500 volunteers already recruited to the initiative. Mayor Dan Plato started the project while he was still the provincial minister for community safety in 2016. It now officially falls under the City’s banner, following a launch held in Lentegeur on Wednesday 16 October. Mitchell’s Plain and surrounding communities were invited to the launch. It will be followed by similar events in neighbouring communities. Separate events are being held because a big enough venue to accommodate all 1 500 volunteers could not be found. Volunteers received packages which included bibs, a stipend and road signs that say “Caution, bright futures ahead”, “The future is walking at 4km per hour” and “Slow down, bright futures crossing”. “I could see the tears in some of your eyes when you heard about the stipend. I must remind you that this is not a salary,” said Plato to the volunteers. “We are going to require you to do more.” Plato says the volunteers have been doing a good job and encourages them to be active in and around the school premises. A parent, who asked not to be identified, says she is happy to see the volunteers assisting children at the school. “As mothers, we stand here. There are various occasions where children get dropped off and run over the road. It is dangerous. There is a big need for this,” she says. The initiative has already been launched in 55 areas across the metropole with an additional 20 areas earmarked for the next academic year. The Walking Bus programme helps to ensure that school children have safe passage to and from school. “We saw the positive impact of this project as one of the flagship campaigns aimed at keeping our young people safe,” says Plato. “We formulated plans to move the initiative to the City to continue the good work. Making our communities safer requires everyone to be involved and we are pleased that so many community members have shown

an interest in being part of this project. The Walking Bus campaign has seen thousands of parents become volunteers.” There are active walking bus groups across the greater Mitchell’s Plain, Wesbank, Manenberg, Mfuleni, Nyanga, Langa, Khayelitsha, Hanover Park, Athlone, Retreat and Lavender Hill, Elsies River, Eerste River, Heideveld, Clark Estate and Ravensmead, among others. Manenberg representitives Rozelle Jacobs, Nadia De Vries and Shihaam Mosaval say they have a mixture of new members and those who have been busy for the past few weeks. “There are children who are in danger. They hang from dirt trucks and run across the roads. If they slip and fall, they can hurt themselves. We will bring order and safety when we stand at the pedestrian crossings. We will also educate them on how to cross the roads safely,” says De Vries. For Constance Dirk of the Blomvlei Walking Bus, the initiative is needed in their com-
munity. The group assists three schools. “Before we became official, we were already walking the children to school. Many children run across the roads or get robbed and hurt on their way to school. This is good for Hanover Park,” she says. Mfuleni Walking Bus chairperson Sindiswa Mngqibisa says they currently have 40 members and work with nine schools. She says they were happy to receive new bibs and kits for their work in the community. Wesbank Walking Bus chairperson Edith Van Wyk says she is proud to be part of the pilot project. “We were the first and are the best functioning walking bus with 120 members. We have three primary and one high school now. Since we have been active, there has been an improvement in attendance and pass rates. The first year we adopted the high school, there was a pass rate went from 64% to 94%.” Plato thanked the parents and grandparents for offering their time. “Behind this sim-
ple (of escorting children) there is a significant meaning: adults are protecting the potential of these future leaders by ensuring their safe journey to and from school in their neighbourhood.” The Walking Bus initiative is a mechanism used to implement and ensure young people are able to go to school, feeling confident about their safety. “In some of our communities, getting an education is more challenging as our youth live in areas affected by crime and gang violence. The volunteers are residents who care deeply about their communities and we are grateful for their involvement. This project will see an expansion into new communities in Phase 2 which commences in the 2020 academic year,” says Plato. “The rollout of the additional law enforcement that was budgeted for when I came into office last year November will continue, and these officers will complement the Walking Bus programme and increase safety where possible.”

he Cape of Good Hope SPCA welcomes the City of Cape Town’s decision to not have designated sites for Guy Fawkes and New Year’s Eve this year. Cape of Good Hope SPCA spokesperson, Tara McGovern, heralds the decision by the City as a heartening one. “We’ve got a lot of challenges every day in terms of fighting animal cruelty,” says McGovern. According to McGovern, animals suffer the most when humans choose to celebrate with fireworks, particularly over the December and January holidays. “So, that’s been one of our big challenges over the entire course of our history in terms of dealing with animals being injured, frightened or stressed,” McGovern says. She says the SPCA treats many animals with horrible injuries that are directly caused by fireworks going off and injuring and, or, maiming animals. “An animal can sometimes try to scale a fence and then they end up getting impaled,” she says. “Or, we see animals escaping be-
cause they get stressed by the noise, or they run into the road and they get run over.” According to McGovern, it is encouraging to see authorities working together from various departments to curb the presence of fireworks in communities. “Because it’s not only animals that get hurt, children can sometimes find these objects and products, and then hurt themselves,” she says. “Hopefully it will only be a matter of time before the authorities decide to ban the sale of these items in shops,” she says. McGovern emphasises that the SPCA fully understands and respects the rights of religions to celebrate their festivals using fireworks, and asks only that everyone remains cognisant of the rights of animals as well. “And while we’re completely respectful of religious festivals like Diwali where they make use of fireworks, we have to be very cognisant that, unfortunately, for all animals, it’s incredibly stressful,” she says. In a statement Mayco member of safety and security JP Smith says the City’s decision to forego designated fireworks sites does not mean the City has banned fire-
works. He adds that the Community Fire Safety Bylaw, read in conjunction with the Explosives Act, permits applications for public fireworks displays. The decision not to have designated sites this year was weighed by many factors, including the cost associated with running the sites, deploying staff and resources, law enforcement, metro police, traffic and, of course, the fire and rescue service, the City announced in an earlier statement. “However, in the spirit of respecting this Hindu cultural tradition, the City has, in con-
sultation with interested parties, decided to make available the parking lot at Athlone Stadium on Sunday 27 October for Diwali celebrations,” says Smith. He says the City does have a problem with illegal fireworks imports, sale and detonation. The Explosives Act is strict about the importing and use of fireworks. Sexual misconduct in schools no joke NETTALIE VILJOEN
M
emes poking fun at something that shouldn’t be a laughing matter flooded social media following the release of Bishops Diocesan College principal Guy Pearson’s statement that the prestigious private school is investigating allegations of misconduct by one of its teachers. According to the Sexual Offences Amendment Act, the age of consent is 16 for boys and girls in South Africa. This means a consenting relationship between an 18-year-old and a 30-year-old, for example, is not deemed a criminal act. However, Dr John Buswell, chief executive officer (CEO) of Rape Wise, says when the older person is someone who holds a position of authority over the younger, it could hold severe emotional implications. Rape Wise is an organisation made up of health care professionals who are responsible for running rape crisis centres and who provides training to the departments of education, health and justice. Buswell says Rape Wise handles about 200 to 300 such cases a year. In some instances, learners engage in sexual relationships with teachers in exchange for extra marks or extra tuition. He poses the question: “The moment the one
party is in a position of authority over the other, the relationship is manipulative and, therefore, wrong. The problem is, as the younger party, how do you break away from it?” He says learners often feel forced to continue with the relationship. This can lead to anxiety attacks, panic attacks and even idealisation of suicide. “Learners are not emotionally mature enough to handle a stressful situation like this. It can lead to not wanting to attend class or to failing exams,” he explains. The South African Council of Educators’ (Sace) code of conduct stipulates that teachers should refrain from improper physical contact with learners; from courting learners from any school; from any form of sexual harassment (physical or otherwise) of learners; and from any form of sexual relationship with learners from any school. Teachers accused of contravening these stipulations can be called to appear before a Sace tribunal and, if found guilty, it has the right to remove them from Sace’s registered list of teachers, barring them from teaching again. According to Sace’s 2018/2019 annual report, the occurrence of sexual abuse in schools is increasing. Reports of sexual abuse by teachers rose by

more than 230% since 2014, Sace told parliament on Wednesday 9 October, when it presented its findings to the portfolio committee on basic education, Media24 reported. Sace CEO, Ella Mokgalane reportedly said 636 files were opened during the year under review. Of the cases dealt with by Sace, 93 were of sexual misconduct. Buswell says it is important for parents to keep communication channels with their children open. “And they should not be enforced. Children should feel free to approach parents. They need to know that their parents will listen and advise, not judge,” he says. A change in children’s’ behaviour should be a warning sign for parents. This could include increased anxiousness, withdrawing from social and school activities or becoming secretive or private about what they are doing. “Also keep an eye on their social media activity. Do they have a startled or fearful response to a message? Is there a change in their habitual use? For example, where they previously would read and answer WhatsApp messages in front of family members, are they now going to their room to do so,” Buswell probes.
Donations needed to feed little tummies Christel House South Africa (CHSA), a non-profit school that offers no-fee scholarships and nutritious meals to students from some of Cape Town’s most impoverished communities, urges the public to donate to its “Feed a Future” campaign. Good nutrition is a fundamental part of CHSA’s educational model, which serves 750 students from Grade R to 12. Approximately one year ago, the school launched its “Feed a Future” campaign to raise much-needed funding for its feeding programme by involving the public and asking for a donation as little as R20, the cost to feed a child for one day. The school provides two nutritious meals and snacks daily to its students, who come from 20 disadvantaged communities on the Cape Flats. Additional daily nourishment is also provided to students who require it, particularly Grade R learners who enter the school for the first time. In light of World Food Day which was celebrated on Wednesday 16 October, Christel House urges businesses and individuals to continue to support the campaign to help feed its students. “We identify children who are underweight or show signs of ill health and together with their teacher, we work on a plan to get them into good physical
shape. With the help of highly nutritious supplements and regular health checks, we’re able to improve a child’s nutritional and health status, which is our ultimate goal,” says Avril Hermanus, clinical nurse practitioner at Christel House. A hungry child cannot learn, so food that contains essential vitamins, minerals and nutrients, and adheres to the World Health Organisation’s recommended daily intake, is crucial at Christel House. When a child does not have the nourishment they need, they face immediate challenges such as fatigue and loss of concentration, which ultimately affects their academic performance, attendance and ability to take part in school and extramural activities. She is one of two South Africans who will be joining Operation Smile’s non-medical student volunteer team. In Ghana, they will be in the Koforidua region, where they will meet the children going into surgery and observe the proceedings. Operation Smile’s mission is to provide free corrective surgery and medical assessments to cleft pallet patients. Man wounded in Bokmakierie shooting A young man (22) was the victim of a painful shooting incident that took place on Sunday 13 October, shortly after midday. According to police reports, members of the Badboy gang stopped outside a resi-
dence in Bokmakierie, Athlone, where two men exited a maroon Honda. The two proceeded to run into the residential backyard, where the crime occurred, and shot at the victim.
The victim was wounded in his backside and ankle, and was taken to the Hanover Park Day Hospital. A case of attempted murder has been opened. No arrests have been made.

undreds of people, young and old, participated in free coding workshops during the Africa Code Week Coding Carnival held at the Cape Town Science Centre (CTSC) in Observatory on Saturday 12 October. Julie Cleverdon, the director at CTSC, said the interest in the carnival increases yearly. It was first held five years ago. An energetic team of volunteers assisted attendees. Tour guides at the centre helped them explore scientific coding on Bee-Bots and OzoBots, Makey Makey, Six Bricks, Binary Bracelet and drone coding. Spectators were exposed to various coding methods, learning more about science and technology. Cleverdon said this not only promoted a tech-savvy community but critical thinking as well. She said with coding a person had to think fast and be proficient in problem-solving “which is essential for building a productive nation”. She said it was important that platforms like these were created and were open to all as the world was moving to a digital space, fast. It promised a prosperous future, but
parents should get involved and equipped with skills to help them monitor and ensure children effectively use technology for the betterment of themselves as well as preparing themselves to cope with the living standards of the next generation. She was hands-on and visible on the floor, interacting with the public. Shamegah Dramat from Bo-Kaap took her family to the carnival and said her children were interested in different things and she was making sure they were aware of the opportunities available in various fields. It was the second time her daughter Leila visited the centre and said science fascinated her. Leila said she learned a lot during the day and, hopefully, would be able to make an informed decision when choosing a career in the future. Daniel McIver from Edgemead is homeschooled. He spent a lot of time enjoying the moon rocket. Volunteer Mbali Dumo said it was inspiring for him to be able to share his knowledge about the equipment and variety of scientific projects available at the centre. He was operating the human gyroscope – a simulation of what it feels like to be in the space.

Learners in under-resourced communities are now being introduced to basic coding, in hopes of developing their technological abilities and encouraging them to embrace the fourth industrial evolution (4IR). Schools in Pelican Park, Steenberg, Lavender Hill, Mitchell’s Plain, Maitland and many more have had the opportunity to interact with DXC Technology, an information technology (IT) solutions provider, who is hoping to ignite a passion for IT in young learners. According to the IT company: “Industry 4.0 (4IR), as it is called, connects more devices and machines, creating intelligent networks of ‘things’ that can communicate and cooperate with each other.” This allows for significant advancement in technology, thus providing jobs and propelling economic growth. Riyaad Hess from DXC Technology explained what the company aims to achieve through their school-targeted project, during a lesson at Sibelius High School on Thursday 17 October. “One of the things we’re trying to do is show kids that there is more to life than becoming a cashier. We can already see the shortages in the
(technology) industry. There are so many vacancies in the industry and they’re high paying positions. So we try to get kids, especially at these schools, to think about their careers and what they want to do.” he said. Adding to the lessons was Francois Du Plessis, the owner of Flow Productions Multimedia, who wants children to know that they can escape the social-ills from their community. “A lack of information is one of the big issues in our communities, because there are no choices for our people and no education. What we are doing is opening the children’s minds to different avenues,” he said. During the lessons Hess takes learners through the free programme developed by the MIT Media Lab, called Scratch. Scratch teaches children the basic algorithms of coding and computational thinking. This is especially important for the upcoming year as the department of education will pilot a new coding curriculum in 1 000 schools across five provinces. Keane Fernandes is a teacher at the school who recently did a coding course through Edunova, as part of the Western Cape department of education’s efforts to equip teachers with knowledge of coding. “The world is technology-driven today. What we’re going to do is es-
tablish a coding club with the Grade 8s and 9s,” he said. Making this move towards digital, especially in under-resourced communities, will be beneficial for the learners in more ways than one. “We want to help them and keep them off the streets,” Fernandes said, adding that the club will keep the learners out of gangs, away from drugs, stimulate their minds and improve their school marks. But this will not be an easy feat. “They’re seeing something brand new, some of them have never even worked on a computer before. So we’re trying to simplify everything,” said Hess. A learner at Sibelius who spent his interval time experimenting with the programme, Doufieq Abrahams (17), said he had never used a programme like Scratch before. “I’m finding it very interesting. It’s a little bit difficult at the start, but there are tutorials that show you exactly how to do it.” He said the course has shown him that he could pursue a career in IT. DXC Technology hopes to promote science, maths, engineering and technology in schools through more collaborative initiatives. Falcons soar to victory in opener NOORE NACERODIEN

alcons Softball Club got off to a great start in their Cape Town Softball Association’s Super League opening fixture on Saturday 19 October when they thrashed former champions, Glenthorn A’s, 11-2 at the Turfhall Softball Stadium. Falcons started at a blistering pace scoring four runs in their first turn at bat. Lisa Erasmus kept Falcons scoreless for four innings before she crumbled, giving up five free bases in the fifth innings, allowing Falcons to score seven runs. Glenthorn could muster a mere four hits off young Amy Minnies. Meanwhile, Lavender Hill, found the resistance from Tantasport tough in their opening fixture of the season, managing a tight 4-3 victory. Roxanne Albertyn, performing duties on the pitching rubber, was also the first player to clear the fence this season. Young Melissa Savage started off the pitching for the Hill, with the more experienced Grivonne Rhoda taking over the du-
ties in the fourth innings. In the other Super League encounter, current league holders Westridge Yankees were held 2-2 by Kenfac Phillies, with newcomers Heideveld Yankees on bye in the first week. Last year’s Major League Champion, Falcons, continued their winning ways with a 5-0 victory over Belhar Dolphins with newcomers Table View Tornados easily defeating old hands Kuils River Cougars. SANTOS WIN U.18 KO TITLE: Reece Robertson of Stephanian Ottery (right) dives at the leg of Santos FC’s Ruzaid Bobbert in an attempt to stop him during the Cape District LFA u.18 knock out final played at the William Herbert sport complex on Saturday 19 October. Santos won the final 3-0. Cape District LFA held 20 different age group knock out finals on the day which included seven senior finals.
