Dumping drives residents to take action NOMZAMO YUKU @NomzamoYuku

fter failed attempts to bring the landowners to the table, Kenfac Ratepayers’ Association is stepping in to tidy up their surroundings. The association has established a monthly railway station clean-up initiative to improve the appearance of the Century City Railway Station, a property of Transnet. The area is overgrown, unsafe and has become a hot spot for illegal dumping. The association held its first clean-up, clearing about 30 metres between the station and Acker Road, on Saturday 26 October. A group of nine people made up of committee members and residents pitched in to remove the overgrown grass and weeds. The group was led by the association’s illegal dumping steering committee. Leslie John Swartz, the chairperson of the association, says the area needs to be cleaned, grass and bushes cleared and the land levelled. He says they will return later this month. He hopes more residents will join in. Swartz says, over the years, the situation has gotten worse. Lives have been lost and people have been traumatised. He claims Prasa and Transnet have failed in their obligation of maintaining the property and have failed to engage with the community to reach an agreement about improving safety and maintenance of the property. Swartz says some residents, who use the station to commute to work, have either been robbed or have witnessed illegal activities at the station. He says the station’s construction coincided with the 2010 World

Cup, and was supposed to be the pride of the community. “The station was developed to cater for future passenger growth and to serve the Century City development and the surrounding residential areas of Kensington and Factreton,” says Swartz. “The area has become a site for illegal dumping which increases the instances of criminality. On several occasions, our community, through our association’s illegal dumping committee, has done clean-up operations in the locality of the station. However, safety and security remain a protracted problem with a huge mound of rubble and soil along the pedestrian pathway providing concealment for criminals,” he explains. Riana Scott, the spokesperson for Metrorail, says Prasa is aware of the concerns and have elevated the matter to Transnet to take action. She explains that the land on which Century City Station is built belongs to Transnet “who as asset owner is responsible for the area surrounding the station”. “Our sister division Prasa Corporate Real Estate Solutions (Cres) will also assess cleanliness and sanitation within the station facilities,” says Scott. Xanthea Limberg, Mayco member for water and waste, says the untidiness of the area is not due to a lack of cleaning but because of some members of the public dump their litter along a walk-way and other public spaces instead of in the bins.

This follows the deputy provincial commissioner, major general Mpumelelo Manci, and the provincial electoral officer, Reverend Courtney Sampson, officially pledging their support to the directives on Thursday 5 September. The signing of the directives marked the official beginning of the CPF elections to be held at annual general meetings across the province between September and December this year. Fritz said: “As a result of the direct instruction given to all SAPS station commanders, by the acting provincial commissioner, namely that they ‘should not proceed with elective AGMs’, the department of community safety cannot continue to officiate over such AGMs until the instruction is withdrawn (Police Letter under reference 26/3/5/2 dated 29 October 2019). “The message sent to CPFs stating that the department is withdrawing its support of CPFs, is untrue and an attempt to divide the department from CPFs at the station level. The department’s decision to withdraw from AGM’s is temporary and only in response to the instruction given by the acting provincial commissioner,” says Fritz. Under the leadership of Fritz, the department remains committed to facilitating and overseeing successful CPF elections throughout the province.

Big boost for Woodstock Woodstock has a R3 million boost in the pipeline as part of the Mayoral Urban Regeneration Programme (Murp). This was revealed at the subcouncil 16 meeting held in the council chambers on Monday 21 October. The project, which is driven by ward 115 councillor, Dave Bryant, aims to improve the appearance of the suburb. It entails the repairs and maintenance of roads and pavement infrastructure, increased the frequency of illegal dumping removal and street cleaning, regular operations by a dedicated graffiti removal team and improvements to public lighting close to the pedestrian railway crossing. Bryant says the project is expected to start soon – about the same time as the rollout of a state-of-the-art licence plate recognition camera

system (LPR) for Woodstock. The rollout should be completed in June next year. “The MURP project, combined with the ground-breaking new LPR system is a catalytic commitment to improving public spaces in Woodstock and doing what we can to fight crime,” says Bryant. “One of the first things that struck me when I took over as ward councillor in 2016 was the neglected state of certain sections of Woodstock, specifically the areas below Victoria Road where urban decay had been allowed to take place. “I have done my utmost best to attend to these issues through regular Dave

meetings with officials and departments, but it has become clear that a far more significant investment is required to properly address many of the key challenges,” says Bryant.

Local choir gears up for World Choral Games NOMZAMO YUKU @NomzamoYuku

L

ocal choristers have started preparations for their trip to participate in the World Choral Games happening in Flanders, in Belgium next year. The Kensington Chorale Girls’ Choir members are embarking on a fundraising journey to make the competition a success. The contest will take place from Sunday 5 to Wednesday 15 July. The group has begun practising songs and vocals. Practises take place every Saturday and each member has to self-study the songs in their spare time. Members believe the earlier they start, the better the chance of making the trip a success and increase their chances of winning the contest. The girls say another reason for starting preparations on time is because not every one of them can afford to cover the costs, and they want to help each other. For them, it is important to take advantage of the trip to grow and learn more about music and different cultures in the world. They say they are grateful for the opportunity and want to make the most of it at a minimal cost. They hope to take more than 30 girls along with some of their parents. Each person needs about R50 000 for the trip. They sell burgers on Fridays and doughnuts on Sundays at Good Shepard Church in Kensington. “We have to put in a lot of work because we cannot just expect the money to fall out of the sky. We have to put

‘Come early, stay late’ The public is invited to the Upper Bree Street Market taking place on Thursday 7 November from 18:00. Vendors include the Hout Bay-based artist, Gerhard van der Westerhuizen who will be displaying his “larger-than-life” oil and acrylic paintings. Concerns over cemetery mess The Observatory Civic Association has condemned vandalism and malicious acts of burial disturbance at Mowbray Muslim Cemetery on Browning Road, Observatory. Tauriq Jenkins, chairperson of the Civic, says the pain caused to the families is despicable. Jenkins says the damage and removal of 80 graves were reported to the Civic by caretaker Ismael Abrahams, who made the shocking discovery during his normal inspections on Thursday 31 October.

High hopes for aspiring rugby players NOMZAMO YUKU @NomzamoYuku

K

ensington and Maitland communities may be raising their own rugby stars as two boys from the local Mark Fletcher Rugby Club recently played in national games. Claude Kayadai of Maitland High and Niyaam Alexandre from Kensington High represented Western Province Rugby (WP) at the annual 2019 Iqhawe Week for u.15 boys. The tournament took place at Paarl Gimnasium from Monday 23 to Thursday 26 September and was hosted in partnership with the South African Rugby Legends Association. It offered an opportunity for fresh rugby talent from different backgrounds across the country to showcase their skills. To get the opportunity, the duo had played in the WP Rugby Vuka League Grassroot Development programme for boys u.15 and went on to play in the regional Legends Cup where their talent was spotted and they were

selected for the WP Rugby u.15 team. The boys say this was the greatest achievement for them, and hopefully the start of their fortune in sport. They both dream of becoming professional players. Claude, a wing, has been playing rugby since Grade 3. He says: “I am grateful to have gotten this opportunity. It was an awesome experience to be part of a WP team.” He says he never expected that. “The way I felt when I stepped onto the field was as if I got chosen for the Springboks,” he says. Niyaam plays lock, but regards and Bryan Habana, former Springbok wing as his role model. Mark Fletcher has been coaching the boys for two years now and he applauds them for their good performance throughout the year. He says the club supports team members in all aspects of life, helping them to have a balanced lifestyle. This includes fitness, skills development, nutrition, and conditioning.

Demands handed to MEC by housing group NETTALIE VILJOEN The People’s Street Assembly on Social Housing, consisting of Communicare tenants gathered outside the provincial legislature in Wale Street, Cape Town, on Friday 25 October to hand over a memorandum to the provincial minister for Human Settlements, Tertius Simmers. The group were from Communicare units in Rondebosch, Brooklyn, Ruyterwacht and Thornton. Simmers was delivering his annual report for 2018/19 to an oversight committee. During the meeting, Simmers said the policy of the province was that pensioners of social housing were not allowed to pay more than 30% of their income towards rent and that social housing rentals could not be market-related. Asked for clarity, the department said residents “often use the term ‘social housing’ incorrectly. All tenants (including the elderly) within a social housing development enter into a lease agreement, which will stipulate annual rental increases. The respective lease agreement of any tenant will thus reflect the annual increase.” Marcellino Martin, spokesperson for Simmers, said they would respond to the memorandum. “We’ve committed to responding within seven days for further engagement and to seek clarity,” said Martin. Neville Petersen, spokesperson for the Communicare Tenant Beneficiaries, said they wanted to lodge a grievance with the Western Cape Rental Housing Tribunal in Wale Street, however the office was closed. “We’ve been informed they are having a sport’s day. This is unacceptable. As tax-paying members of society, we should have the right to lodge our complaints. Noone should have the right to shut down government services for pleasure,” said Petersen. Karabo Makgoane, acting chairman of Welverdiend Residence Forum, said tenants spent their meagre income to travel to the city to lodge their complaints, which included the possible demolition of Welverdiend, a Communicare-owned property, at Rouwkoop Avenue, Rondebosch. Communicare provides rental housing to a range of tenants including a portfolio of social rentals (prop-

erties rented at discounted rates). The nonprofit organisation uses a cross-subsidisation model to keep some rentals down. It has no shareholders and surplus funds are ploughed back into the organisation. It combines the state’s capital grants and subsidies with surpluses from its commercially-viable residential property activities to finance the development of new social rentals. At present only two of its properties are classified as social housing developments: Gardens in Bothasig and Drommedaris in Brooklyn. In May last year Communicare established the private company GoodFind Properties to manage all units that are rented out at close to market rates. A process was

started to transfer the management, leasing and tenant engagement of some of its properties to GoodFind. Communicare CEO, Anthea Houston “Communicare explains”, People’s Post, 12 November 2018), has said that “any surpluses made by GoodFind Properties will be used by Communicare to add more units and to cross-subsidise our discounted rentals which we will also market under distinct brands”. Since the transfers, some tenants have complained of increases in rent and utility services. Russian ballet lovers may brace themselves for a week-long performance by the St Petersburg Ballet Theatre from Wednesday 15 to Sunday 19 April next year. The crew will be presenting a Tchaikovsky’s magnificent classical ballet and Swan Lake at the Artscape Opera House. P

lus-size men are invited to a #PlusIs Equal casting show – the first of its kind – taking place at The Radisson Red Hotel at the V&A Waterfront on Saturday 9 November. Casting will be from 10:00 to 12:00, followed by the deliberations from 12:00 to 14:00. The event aims to raise awareness and inspire bigger men to be comfortable and confident in their bodies. Leonie Andereya, a curator at the hotel, says: “We see this as not only an opportunity to create awareness around representation and equality but to also potentially launch or further someone’s career. If it’s not a modelling career one is after, then it’s the chance to be heard and make history. Every voice counts.” Andereya explains that there is no specific entry criteria. All over 18s are welcome and there is also no height restriction. She says it is open to any gentleman who is full-bodied, full-figured or considered larger. “The campaign is looking for real men. They can arrive dressed in anything they feel comfortable in and no headshots or portfolio shots are required,” says Andereya. Twelve of the participating men will get a chance to model a new plus-size men’s range designed by a secret designer. Jade Campbell, a fashion designer and an advocate for plus-size men, says this is an attempt to close the gap on how plus-size women are portrayed and catered for in comparison to men. He says men need their

voices to be heard and to be represented in the market. Campbell says that he was once 28kg overweight and felt frustrated every time he went shopping. He loved fashion but could not find anything to his taste. Campbell learned to be proud of his body and to have a positive mindset. He then scored a rare gig to be a plus-size model and never looked back. As an advocate for plus-size men, his favourite inspirational line is: “If you look good, you feel good.” He says there are opportunities for men to get recognised. “We are not seen, nobody sees us. The focus is on women and as men, we need to get the message across,” he says. TJ Ngoma, actor and body positivity advocate, says there is still a lot that needs to be done to create awareness and build a confident, plus-sized male society. He says even the #PlusIsEqual campaign is mostly supported by women. Sharing his personal story, Ngoma says he has always been bigger than his peers. “For example, at the age of nine, I was already wearing a size 13 to 14 years’ clothes. My journey was an up and down one until I got tired and started doing something to change the way I think,” says Ngoma. He says changing your mindset is a big step. For him, it is not about health, but rather body positivity and self-respect. “Be the change you want to see, start sharing your images or those of other ordinary men instead of models. Vandalism causes digital age to go dark Ongoing cable theft and vandalism at libraries are severely hampering the City of Cape Town’s efforts to allow learners, jobseekers, entrepreneurs and the public access to the digital space through the complimentary SmartCape service. The service offers free internet access at various libraries to registered users. Libraries that have had interruptions to their services as a result of cable theft include Sir Lowry’s Pass, Huguenot Square, Ravensmead and Lwandle. In the last instance, cable theft left users without access to the service for more than a year in Lwandle. Mayco member for community services and health, Zahid Badroodien says the library and information service is trying to find alternative means of securing internet connectivity through a partnership with the City’s information services and technology department. “But in many cases, we rely on third-party service providers like Telkom who are also grappling with continued theft, to the point

of not wanting to replace stolen infrastructure in some cases,” Badroodien says. Despite these challenges, the City continues to increase SmartCape access at libraries. “We have received 123 additional computers from the Western Cape provincial library services for installation at 22 of our libraries. However, the installation at 14 libraries was delayed as a result of either vandalism or theft. “Libraries affected include those in Hanover Park, Grassy Park, Retreat, Rocklands, Nyanga, Heideveld, Manenberg, Scottsdene, Belhar, Lwandle, Mfuleni, Adriaanse, Bonteheuwel and Tafelsig.” Libraries are also battling other forms of vandalism and theft. According to Badroodien, since January, there were 58 insurance claims for incidents at 30 libraries, totalling nearly R578 000. Badroodien says the City will intensify its efforts to curb theft and vandalism, but calls on communities for help by reporting any theft. First middle distance triathlon on your doorstep Enter your school into the #ChallengeCapeTown Family Fun Run for the ultimate bragging rights – and to get the chance to take photos with some of Cape Town’s fittest athletes and icons. The #ChallengeCapeTown Festival kicks off with an open water swim in Big Bay on Saturday 9 November, followed by the city’s middle-distance triathlon on Sunday 10 November starting at 07:45. Saturday’s event includes a 1.9km open water swim followed by a 4x300m junior swim relay, and a 4x150m kids’ swim relay. The fun run, as part of the festival, follows 6km of the same route as the triathlon on Sunday; through Zonnebloem via District Six passing Parliament, City Hall and the Castle of Good Hope and ends at Cape Town High School.

The triathlon will comprise a 1.9km swim, 90 km cycle and 21km run. Organisers say they expect about 2 000 athletes to participate in the fun run and all finishers will receive a medal at the finishing point. “Hang out in the Finish Village after your run to welcome the triathlete’s home or take a stroll back and cheer these athletes on as they complete the last leg of their race,” reads the #ChallengeCapeTown statement.
