Officers sworn in
About 5000 police recruits were officially sworn into the police service in five parades across the country on Friday 13 December. Of these, 1045 officers were sworn in at the combined parade of the Philippi and Bishop Lavis police colleges. The officers will now be deployed to stations across the country. he heartbreak of losing a young child to gang violence is written on the faces of her family and neighbours. Their pain only made worse by the fact that the alleged killer was considered a friend. It has been a sombre start to the festive season for the Kelly family who has to face this holiday period without 10-year-old Ayesha. Now when a soldier walks around with their guns, children run toward them, wanting to know what they are doing here. Children are not scared of guns anymore,” says Shamieg George, a neighbour. “When the army leaves the area, the gangsters start shooting again so that shows me nothing they do can change this area.” Anne Muller, another resident, says they are being held prisoner in their own homes. “These gangsters don’t care. He says it is never easy to conduct these kind of visits. “It would be nice to not have to visit any families because this should not be happening,” he says. Police spokesperson Brig Novela Potelwa confirms two suspects, aged 21 and 26, were arrested following the shooting. Both suspects are believed to have strong links to local gangs. One of the suspects appeared at the Mitchell’s Plain Magistrate’s Court on Wednesday 11 December. Family and residents all marched to court to show their support, calling for justice. The case was postponed to Thursday 23 January pending an identity parade, citing the suspect has multiple nicknames and aliases. Inshaaf says she is unhappy with how the case has been handled. “The justice system has failed me and my
daughter. The suspect appeared via camera and no one came to tell us what was happening,” she says. Fayrouz says the community has rallied around the family following the murder. “They have stood by us and made us stronger,” she says. “We are going to work together to make a difference here. We are worried about these angels running around here. I miss Ayesha but seeing these children alive and around me makes me happy.” One of these organisations is the Tafelsig Community Upliftment Forum. Forum chair Lizel Manuel says they will work together to prevent any further killings. “We see this as a senseless killing. A child who was killed through violence she has no part in,” she says. “We are calling on an intervention that will see change.” Cele offered his condolences to the many families who had lost children recently and vowed police would continue to fight the scourge of gangsterism. He said the deployment of an additional 1000 officers was a sign of their commitment to the province. He added residents had a role to play in keeping streets gun-free and expressed the hope that South Africa would adopt similar policies to that of Japan’s which sees no civilian being able to carry or obtain firearms. The national police ministry is currently running a firearms amnesty initiative until 31 March, calling on those who are in possession of illegal or unwanted firearms to surrender them to Johnathan Arendse and Inshaaf Kelly are heartbroken at their nearest police station, the loss of their daughter, Ayesha. which will then be destroyed.

hanks to the late ward 82 councillor Sheval Arendse’s final projects set aside in his ward allocation budget, CCTV cameras were installed in Tafelsig. The cameras are placed along Kilimanjaro Street and overlook the area around Perseverance Primary School. Arendse was the former subcouncil chair for the Wolfgat Subcouncil (subcouncil 12). After he fell ill, which subsequently lead to his passing earlier this year, ward 79 councillor Solomon Philander was appointed to replace him. Ahead of the by-election held in November, Philander managed the roll out many of Arendse’s allocated projects. “Arendse tabled this in 2018 at subcouncil and it was approved by full coun-
cil in May this year. Arendse was one of the first councillors to make ward allocation funding available for CCTV cameras,” says Philander. He adds that other councillors in the subcouncil also plan to make funding available for the roll-out of more cameras. The cameras cost R350 000 with an additional R150 000 allocated for the monitoring of the surveillance. The additional budget was allocated to hopefully have the surveillance monitored locally. The feed is currently being directly monitored by the City of Cape Town’s Metro Police Goodwood control room. Philander says Arendse ensured the projects were signed off and completed before he passed on and other projects identified by him are still being rolled out.

Man faces jail time for false charges SAMANTHA LEE-JACOBS @Samantha_Lee121 A man has been arrested after falsely opening a case of car theft at the Mitchell’s Plain police station in 2018. The 23-year-old man was arrested on Thursday 12 December after investigations revealed that the case was in fact falsely reported. Mitchell’s Plain police spokesperson Capt Ian Williams says the man reported
the case of car theft to the station in October last year, and following the investigation it was discovered that he had actually sold the car. The man now faces a charge of perjury. Perjury is the intentional act of swearing a false oath or falsifying an affirmation to tell the truth made under oath, which in this case is opening a case or laying charges based on false information. Williams says the station sees many false theft-related cases and are working
to discourage this behaviour. “This is not new to the station. We see perjury cases from time to time and we are trying to curb these cases. “When people come to report robbery cases or theft cases, we would send investigators to check the scene and often people will withdraw these cases,” Williams says. He adds that especially in theft of cellphone cases and anything related to insurance claims, it is often that items are just

Hospital in search of patient’s family

fter consultations and in response to the need for the temporary redeployment of law enforcement officers stationed at Town Centre, there will be an influx of yellow bibs at the shopping hub. A total of 30 neighbourhood watch (NHW) volunteers will be deployed to the shopping hub until the end of January.
“We need more eyes on the street. Law enforcement officers are needed at the beaches and this is to ensure the safety of shoppers,” says ward 79 councillor and subcouncil 12 chair, Solomon Philander. The project forms part of the Mayoral Urban Renewal Programme (Murp). Murp manager for the area, Ivan Anthony, consulted with local surrounding NHW structures before the roll-out.
This is not the first time this initiative has been rolled out at Town Centre and forms part of the festive season plan for the area. Philander says the shopping centre becomes busy over this period and safety must be considered. Philander says the volunteers will be the eyes and ears on the ground and work in conjunction with other safety structures and organisations in the Town Centre.

Gun, bullets recovered Mitchell’s Plain police officers were busy with crime prevention patrols in Klipspringer Street, Beacon Valley, on Sunday 15 December when, at 06:30, they spotted a suspicious man who started running when he saw the police. Officers gave chase and saw the suspect hide an object in a tree.
On inspection, police found a firearm, without a serial number, wrapped in blue tape with a magazine and two 9mm live rounds. Police arrested a 33-year-old man. The suspect faces charges of altering/tampering with the serial number of a firearm and illegal possession of a firearm and ammunition.

encing at the Town Centre is set to be completed by the end of January at the latest. A large portion of the fencing has been completed through funding by businesses in the shopping centre. “This is a collective effort, but I must congratulate the business owners for taking the initiative and funding the fencing project because this is their livelihoods,” says ward 79 councillor, Solomon Philan-
der. He says the request for fencing was made by owners in the Town Centre Plaza after the private hospital completed its fencing. Philander says business owners then approached Mayoral Urban Renewal Programme manager Ivan Anthony and subcouncil 12 manager, Johnson Fetu. The only portion to be completed is the stretch along 3rd Avenue, which continues from the Wespoort Drive entrance to the taxi rank and bus terminus, past the police station and ending in 4th Avenue. “We are not trying to gate the area in
or fence it off completely, what we want to achieve is a collective crime response, where exits are limited and groups can communicate with each other to block criminals off at the exits,” Philander says. He says currently there is limited control, making this approach impossible. Access to the area for emergency vehicles has been taken into consideration, says Philander. R1.5 million has been allocated for the fencing and a contractor to do the work is being finalised.

chool may be out for the year, but Walking Bus volunteers are still doing their bit to keep local children safe. Throughout wards 79 and 82, volunteers are stationed at municipal facilities to ensure children are kept busy. “Because many of the parents are still working, the Walking Bus volunteers are hosting events and calling the children
from the streets to rather come and enjoy events at the community facilities,” says ward 82 councillor, Washiela Harris. Councillor Solomon Philander says there are activities at swimming pools and recreation facilities in Ward 79, in addition to the City of Cape Town’s holiday programmes. The walking bus volunteers will be stationed at the facilities until Friday 20 December, with the City’s recreation project running up to Tuesday 14 January in some instances.

V Beacon Valley: Police have arrested a 50year-old man at 04:30 on Sunday 15 December. Officers attached to the Anti-Gang Unit were busy with crime prevention patrols in Netbal Street when they were stopped by a resident. The resident complained that he had been shot by a person known to him. When police arrived at the home of the suspect and searched the premises, they found a black 870 Remington shotgun. Police also recovered four .38special, six 9mm rounds and one .22 bullets in a cupboard. The suspect faces a charge of unlawful possession of a firearm and ammunition.

V Tafelsig: Officers attached to Operation Lockdown recovered a firearm and ammunition on Saturday 14 December. The officers were conducting crime prevention duties at 23:00 in Gideonskop Street. While on patrol, the officers spotted a suspicious man and requested to search him. During the search, police found a black Z88 pistol with black insulation tape on the grip. The gun’s magazine was loaded with 14 live rounds. The 24-year-old man was arrested on a charge of illegal possession of a firearm and ammunition.

ore than 600 children enjoyed aquatic activities during a fun-filled beach day presented at Strandfontein Pavillion last week. Children from the broader Mitchell’s Plain area, Strandfontein, Pelican Park and even as far as Delft attended the event on Wednesday 11 December. The 9Miles Project, in partnership with the City of Cape Town and the Strandfontein municipal facilities management committee (MFMC), hosted the event. For at least six hours, from 09:00 until 15:00, children enjoyed kayaking, surfing, beach soccer, volleyball, and many other activities on a rotational basis. They also received food and drinks. Last week’s event was the second Aqua Day for the year, following a similar initia-
tive in March. Nigel Savel, 9Miles founder, says they have hosted the event twice a year since 2015. “The aim is to present the youth with good, structured holiday activities. The youth are not exposed to coastal or aqua activities, so it is important for us to expose them to what the coast has to offer, also Strandfontein Pavilion being a blue flag beach,” says Savel. “Mentally, it is important for a child to leave their community and to come to something fun, positive and uplifting.” Savel says the support was overwhelming with the organisation needing to close registration at 600 children for catering purposes. “The event is definitely growing in popularity and we are going to make it a permanent annual event run in March and December,” says Savel. Children were divided into groups of 40, rotating every 50 minutes, to enable every child to enjoy all of the activities.
Savel says there were also information sessions hosted by the provincial health department, a tour and display of the National Sea Rescue Institute (NSRI) base, a lifesaving and rescue demonstrations and an environmental talk. Savel encourages parents to promote positive holiday activities with their children.
“Plug your children into structured recreational programmes this holiday, instead of your child just being at home with no activity where they can get caught up in the wrong things. “There are programmes available in the community and parents should please make an effort to take them there,” he says.
Kayaking was one of the main attractions on the day.

A
local artisan is encouraging residents to put their skills to good use and create their own opportunities. Having worked in the mechanical industry for many years, Mogamat Faried Guyan found himself imprisoned for a murder charge and on his release he found it difficult to find substantial employment. Having a criminal record could have slowed him down, but instead he started using his skills in welding to create his own business. “I had the knowledge and even became an instructor in prison,” says Guyan. He started a workshop fixing and making metal goods from his backyard in Tafelsig and was recently commissioned to cre-
ate eight metal double bunks for Margret’s House, a Lansdowne-based place of safety for boys. Centre manager Melany Harris says they have 17 boys in their care. “We had wooden beds previously and that was not working for us,” she says. They needed to be repaired and replaced, and following the donation from international funder Swiss Re, the home could commission the construction of solid steel beds from Guyan, who they met through former board chair and ward 79 councillor, Solomon Philander. He says there is a lot of talent in Mitchell’s Plain and that people are making opportunities for themselves. Harris visited Guyan and said she was very happy with the result. Guyan installed the beds at the home on Thursday 12 December.

total of 5 000 police recruits have successfully completed their police training and will be deployed to stations across the country ahead of the festive season. The recruits graduated at a police parade at five colleges across the country; with 1 045 officers graduating in Cape Town, on Friday 13 December. The parade was held at the Philippi Police Academy and was the combined parade of both the Philippi and Bishop Lavis recruits. Deputy police minister Cassel Mathale says during their recruitment process more than 500 000 applications were received. Of this, only 5 000 were successful. He says

The new officers will be placed at the various stations across the country for a 12- month probation period. Identikidz makes a return to beaches T
he City of Cape Town will implement its Identikidz project at 15 beaches over the festive season. The project aims to help reunite lost children with their families. As part of the project all children who arrive at these beaches will be registered and issued with a tag containing their parents’ contact details. The initiative will be active at these beaches on 21, 22, 25, 26, 28, 29 and 31 December and again on 1, 2, 4, 5, 11 and 12 January. The City’s social development and early childhood development directorate is spearheading the project, which is part of the festive season safety plan. This year, the project has been implemented at Muizenberg, Fish Hoek, Strandfontein, Gordon’s Bay, Strand, Monwabisi, Harmony Park, Mnandi, Big Bay, Sea Point and surrounding area, Silwerstroom, Camps Bay, Lagoon Beach, Melkbosstrand and Milnerton beaches from this past weekend. “The Identikidz programme has grown exponentially as more people become aware of
it, and the results are truly astounding. “It provides peace of mind to parents on busy beach days, when children can so easily become lost in the crowd, but it also makes the task to reunite them far simpler,” says Mayco member for community services and health, Zahid Badroodien. During the 2018/19 festive season, just more than 100 000 children were tagged – a 132% increase on the previous year. A total of 535 children were reunited with their families. “We are doing everything possible to keep children safe, but this doesn’t absolve parents and caregivers of their responsibility,” says Badroodien. “We urge them to register their children with our Identikidz teams as soon as they arrive at the beach, and to ensure that they keep their cellphone close by and charged, in the event that we need to get hold of them. Getting lost is a very traumatic experience for a child and we want to limit the anxiety by reuniting them with their caregivers as soon as possible.”
Amid several fatal drowning incidents, the City of Cape Town’s Recreation and Parks Department has called on bathers to exercise caution and heed warnings. “The peak summer season and popular beach days are still on the way and already 10 people have lost their lives. This is very disheartening, given the awareness drives and campaigns from the City to prevent drowning,” says Mayco member for community services and health Zahid Badroodien. During the 2018/2019 season, there were 11 fatal drownings compared to the season before where 19 people lost their lives. Of the 10 fatal drownings so far only two were persons over the age of 18. Nine out of the 10 were men. “Our information indicates none of the 10 drownings was alcohol-related. However, two-thirds of drowning incidents are related to problematic social behaviour. You are reminded not to bring alcohol to the beach because not only is it illegal but alcohol impairs good judgment. Badroodien calls on people to heed warnings on rip currents and to stay within safe zones on the beach. He says the City has 282 seasonal beach lifeguards, in addition to 11 permanent senior lifeguards, who are stationed at 26 locations along the coast, including tidal pools. “Our lifeguards do a sterling job, given the thousands of visitors who flock to our beaches on a daily basis. While they assist with many help outs, near-drownings and prevent a large number of serious incidents, they cannot do it alone. Visitors to the beach have a role to play and I implore them to remain in the designated bathing areas at all times, swim only at beaches where lifeguards are on duty, to not drink and swim, to only swim between the flags
and for adults to supervise their children,” he says. “Make sure you follow the rules and stay safe. It is your responsibility to ensure you do all you can to not get into danger. Weather conditions can change quickly so it’s important to heed warnings from lifeguards and to obey signage,” says Badroodien. Lifeguards will be stationed at Silwerstroom Beach and tidal pool, Melkbosstrand, Big Bay, Milnerton, Clifton 4th Beach, Camps Bay Beach and tidal pool, Maiden’s Cove, Llandudno, Hout Bay, Fish Hoek, Clovelly, Kalk Bay, Danger Beach, St James tidal pool, Muizenberg Main Beach, Sunrise Beach, Strandfontein Beach and tidal pool, Blue Waters, Mnandi Beach, Monwabisi Beach and tidal pool, Macassar, Strand, Gordon’s Bay, Harmony Park tidal pool, Bikini Beach, Kogel Bay and Sparks tidal pool. Safety tips to take note of include: . Swim between the red and yellow flags, as these areas are patrolled by lifeguards; . swim with others; . supervise children at all times; . stay hydrated and watch out for signs of dehydration such as red, dry skin, rapid/ weak pulse and rapid, shallow breathing; . don’t drink alcohol before you swim as it impairs your judgement; and . don’t dive into unfamiliar water as there may be rocks or other dangers. If you get caught in a rip current: . Don’t panic; . don’t try to swim straight back to the shore against the current as this will exhaust you; . try to tread water or turn on your back and float (rip tides get weaker as they go further out); . raise one arm in the air and wave for help to alert people on the beach that you are in trouble; and . swim parallel to the beach, out of the current, and then use waves to help you get back to the beach.

W
hile the boisterous partisan crowd filled the air with expectation at the Cape Town stadium, the Blitzboks fell agonisingly short of claiming their home leg of World Rugby’s Sevens World Series on Sunday 15 December. Coach Neil Powell’s men were beaten 7-5 by archrivals New Zealand in a nervy final in front of the 55 804-strong crowd who packed the stadium. In total, 119 539 people streamed through the gates during the threeday spectacle – a record for the event. After a scoreless first half, Justin Geduld handed the home team the lead after the restart but could not slot the subsequent conversion. As a result, Ngarohi McGarveyBlack broke South African hearts three minutes later when he dotted over under the posts, which made Akuila Rokolisoa’s pending conversion a mere formality. Despite the loss, Powell was satisfied with his team’s display over the past two weekends, which saw them bag the title in Dubai a week earlier. “We had two good weeks, playing in two finals and winning one,” said Powell. “That is a much better start than last season and, bar the two line-outs we fluffed in the final, we had a good tournament. I certainly cannot fault the effort of the players.” Earlier in the day, in their semi-final, the Blitzboks had to fight back to secure a 21-14 win over France. Despite Marvin O’Connor’s try, converted by Paulin Riva, an inspired phase of play, which started within their half, saw Ruhan Nel dive over for a seven-point score. JC Pretorius’s clever dummy flummoxed the French defence and allowed him to coast over the try line unopposed, allowing the Blitzboks to lead the contest for the first time. Geduld duly slotted the conversion to move the score to 14-7. Captain Siviwe Soyizwapi capped off a spirited display, rounding off another attacking move from their defensive quarter to take the match beyond France’s reach and
to book their spot in the showpiece of the tournament despite a late consolation try by Jonathan Laugel. In their quarter-final clash against Kenya, Blitzboks turned in a clinical second-half display to see out their fellow Africans in a 17-5 win. It wasn’t all plain sailing, though. Local hearts were sent aflutter when, against the run of play, Kenya took an early 5-0 lead through an unconverted try by Alvin Otieno. However, Nel would restore parity, much to the delight of the home crowd, but Justin Geduld failed to convert, leaving the scores deadlocked at 5-5 at half-time. During the tournament, Geduld became the fourth South African player in the World Series to score 1000 career points after Cecil Afrika, Branco du Preez and Seabelo Senatla. Shortly after the restart, Nel would secure his brace after rounding off a well-orchestrated line-out, converted by Geduld. Selwyn Davids put the game beyond Kenya’s grasp when he chased down a kick by skipper Soyizwapi. Nel, however, could not play in the final after picking up an injury in the semifinal win. He was sorely missed. “It was a pity that I could not play in the final, but that is the way rugby goes sometimes,” said Nel. “At least I played in two full tournaments and we did very well. I am now returning to fifteens, but I am very pleased with my short comeback to sevens. At least I know my conditioning will be right up there when I join the Stormers soon.” Meanwhile, the Springbok women’s Sevens team, Imbokodo, who made their debut at the Cape Town Sevens, finished 10th. Coach Paul Delport applauded his squad’s efforts, saying the tenth-place finish was what they were aiming for. “We realised that our intensity was not good enough and, therefore, our defence suffered and we made some poor decisions on attack,” said Delport. “But that was always par for the course as we last played at any level close to this last year at the Rugby World Cup Sevens.”
