Carjackings on the rise Mitchell’s Plain recorded 75 cases (up 66%). Athlone reported 41 cases (up 57%), Grassy Park reported 26 cases (up 8%) and Phillipi reported 41 cases (up 20%). People’s Post polled residents on social media about the prevalence of carjackings and car theft in their area. Of the respondents, all stated they either were a victim or knew someone personally who became a victim of either of these crimes. Speaking to People’s Post on the basis of partial anonymity, Hendricks says carjacking is a very traumatic experience. “To be held at gunpoint and forced to get out of your car or leave your belongings is something that stays with you,” he says. Hendricks is in counselling and his case is ongoing. “In my car, I had documents with my home address, bank cards and credit cards, cellphone and laptop – all taken. Those are material things. I am just glad they did not take my life,” he says. The incident took place on AZ Berman

arjackings is a major concern in the station precincts linked to the Mitchell’s Plain police cluster, as stations are showing drastic increases. The cluster includes Mitchell’s Plain, Lentegeur, Philippi, Grassy Park, Strandfontein, Steenberg, Lansdowne and Athlone policing precincts. While none of these stations is included in the top 30 overall station statistics listed in the Annual Crime Statistics 2019/2020 released on Friday 31 July, the increase at some of these stations is significant. Steenberg police precinct was the only station in the cluster to report a decrease in incidents in the 2019/20 crime statistics. The station recorded 11 cases, a 55% decrease. Strandfontein reported a 300% increase from two cases to eight, Lentegeur recorded 76 cases (up 15%), Lansdowne recorded 25 cases (up 13%) and
Drive in Mitchell’s Plain. He was driving alone at the time and was not physically injured during the carjacking. In February, People’s Post reported on the increase in carjackings according to Tracker statistics (“Carjackings a concern”, 11 February). Mitchell’s Plain, Khayelitsha and the Cape Town CBD were named the top three Western Cape areas listed for both hijacking and theft for the period July to December 2019 Nandi Canning, Tracker spokesperson, said at the time: “Our statistics reveal that these three communities make up almost 6% of Tracker’s national and 57% of the Western Cape’s vehicle theft and hijackings reported from July to December 2019.” Hendricks’s advice is to remain calm. “Your car is not worth you losing your life. Give the keys and step out. Let them take everything and do not resist,” he says. Tracker reported that the majority of hijackings or car thefts take place on a Saturday throughout South Africa. This
is followed by Thursday and Friday for hijackings and theft, respectively. “Most hijackings are reported between 20:00 and 21:00 followed by 12:00 and 14:00, on any day of the week, while theft of a vehicle is reported between 11:00 and 14:00,” says Canning. Police have offered the following safety tips. . Make sure your vehicle has sufficient fuel and is properly maintained to prevent a breakdown. . Plan your routes in advance to try to avoid high-risk areas and the distraction of having to check directions while driving. Keep valuables out of sight: in the boot or under the seats. . Remain vigilant at all times – criminals are relying on you being distracted and vulnerable. . Know your emergency numbers. . Always be aware of your surroundings. . Don’t park in isolated, dark places. . There is safety in numbers – try to go in a group. . Trust your instincts – if you don’t feel safe, then move away quickly.

H
umanitarian relief organisation Gift of the Givers has built a legacy of giving which now spans 28 years. After receiving a message from his spiritual leader, Sufi Sheikh Muhammed Saffer Effendi al Jerrahi in Istanbul, Turkey, at the age of just 30, Gift of the Givers founder, Dr Imtiaz Sooliman, immediately heeded the call and continues to do so to this day. “My son, you will form an organisation. The name will be Waqful Waqifin, and that name is translated into ‘Gift of the Givers’. You will serve all people of all races, of all religions, of all colours, of all classes, of all political affiliations and of any geographical location. You will serve them unconditionally,” was the quote relayed to Sooliman in
1992. On Thursday 6 August, the organisation celebrated its 28th year of existence. While the organisation could not have predicted the Covid-19 pandemic, it is centered around crisis relief and played an integral role in bringing relief during the Cape Town drought as well. Sooliman says: “It’s not an idea I was born with. I had no intention of starting any organisation... The instruction was simple, help all people, all races, all cultures. What they believe in or their religion does not matter. Help everyone unconditionally.” Sooliman left behind his budding career as a medical doctor to pursue this calling to serve. Gift of the Givers has since become world renowned having worked to build container hospitals and for their work in Syria during
the ongoing war. “When everyone was pulling out, we said, we are not leaving. We stayed for another two hours and helped the hospital,” he says. While there, nothing had happened to his crew, but the location was attacked after they had left, he says. Their Covid-19 relief has included food parcels, sustaining boreholes to assist the Eastern Cape deal with their current drought, assisting in distribution of care and hygiene packs and partnering with health departments on hospital revamps and acquiring of personal protective equipment. They have also acquired high-flow nasal oxygen machines which have proven integral in the fight against Covid-19. These are primarily situated at the R10 million Mitchell’s Plain Freesia Ward Covid-19 facility sponsored by the organisation.

These range from spotlights or security lights to solar lanterns, garden lighting and even pool lights. . Gas stove and cooker Boiling water and getting meals prepared during power outages is impossible without a gas stove or cooker. Thankfully there are many different options available to consumers today – whether it is a large six-plate gas hob and oven or just a simple, portable tabletop one or two-plate gas cooker – or any of the other options in between. . Portable power bank We all want to stay connected, especially in the dark. No electricity coupled with no means of communication is not a great combination. “Portable power banks are a fantastic solution to ensure that you don’t run out of cellphone battery life,” advises Luis. “These compact gadgets can also charge
other devices such as tablets, portable modems and speakers.” . A surge protector It is a good idea to purchase a surge protector for your home or office. A surge protector is an electrical device that is used to protect equipment against power surges and voltage spikes that can be caused by power cuts. Some household insurance policies stipulate that they will not cover damage caused through power surges if the proper surge protection is not in place. . Uninterrupted power supply (UPS sine wave inverter) A UPS is an electrical apparatus that provides emergency power. A UPS differs from a generator in that it will provide near-instantaneous protection from power interruptions by supplying energy stored in batteries. It is a type of continual power system typically used to protect hardware where an unexpected power disruption could cause injuries, fatalities, serious business disruption or data loss. . A generator If budget allows, investing in a generator is a great way to make power outages less intrusive. Entry level two stroke generators, such as a 950W unit, are unreliable if the petrol or oil mixture is not consistent, so Luis recommends starting with no lower than a four stroke 1200W generator. The higher the wattage of the generator the more power it outputs and so the more electricity it generates. . Inverters – because silence is golden This then introduces the question – what about people who live in complexes and housing estates that are not allowed to run a generator because of the noise pollution? Luis says that the best option here is to purchase a pure sine wave inverter with batteries. All these units are silent except for the cooling fan and swtiches on automatically.

Apply for City’s food relief funding As a result of the Covid-19 pandemic, hundreds if not thousands of vulnerable communities continue to be adversely affected. The City of Cape Town’s urban management directorate has secured R25 million for food relief during the 2020/2021 financial year. With this in mind, the City is calling on registered non-profit organisations (NPOs) and public benefit organisations (PBOs) within the City of Cape Town to apply to render food relief services to these beneficiaries. “Registered NPOs and PBOs must have experience in the preparation and distribution of cooked meals as well as the distribution of raw food products and the direct supervision of community-based organisations for the preparation and the distribution of cooked meals,” says Mayco member for urban management, Grant Twigg. Interested persons must apply before 16:00 on Monday 3 September. “(The organisations applying) should have at least three months’ experience operating soup or food kitchens and should be able to provide nutritional well-balanced meals to vulnerable communities and beneficiaries. A track record of their successful operations and details of the communities or beneficiary groups that they previously served is also a requirement. “The organisations that are selected will be required to enter into a memorandum of agreement with the City and must comply with the stipulated monitoring and reporting requirements,” says Twigg. was tested with five patients at various hospitals. “Fortunately we have been in a position where we have not had to activate that contract to a large extent, but that system is in place should we have a large resurgence,” he says. “The big thing we have learnt is: that stands us in good stead to bring the private and public sector together. A spin off of this (partnership) is that the doctors in the public and private sector agreed to the same guidelines.” This means the care received at any facility is governed by the same procedures and ethics. Cloete says this partnership has also paved the way forward for universal care standards moving forward.

This is as a result of a partnership between the provincial department of health and private medical institutions to assist in the treating of Covid-19 patients who make use of public facilities. Thankfully, this partnership has not needed to be utilised as yet, says the head of provincial health, Dr Keith Cloete. “In the Western Cape, we have gone through quite a long and rigorous process of putting in place contracts with all the private hospital groups, with all the private specialist groups and individual specialists who work in those hospitals,” says Cloete. “With all of that in place, it puts us in a position to say if a public sector patient is in our city and we need that person to be cared for because our capacity is extended, then they activate that contract for someone to be seen in a private hospital bed at the negotiated rates.” The agreement also extends to laboratory services. Club shows heart for elderly

Mitchell’s Plain police are calling on anyone with information on a murder case to come forward. On Wednesday 19 August at 19:30, officers responded to a shooting in Sycamore Street, Eastridge. A 24-year-old man had been shot in the head. It is alleged he had been walking with a relative when he was shot by unknown suspects. The victim is not a gangster. Police found five cartridges and one live 9mm round an the scene. Anyone with information is asked to call detective Const. Jesse Philips on 082 577 8076.
Samora Machel police are seeking the assistance of the public in locating the relatives of Malwande Ndabeni whose body was found with stab wounds on Tuesday 28 April in Heinz Park. He is believed to have resided in Siyabangena informal settlement as well as in the K Murray Squatter Camp in Browns Farm, Philippi. Murderers get 35 years T
wo men have received hefty sentences for their involvement in a 2017 murder. Marco Joostenberg (29) and Riyaad Canham (27) were recently charged with the murder of a 29-year-old Pelican Park man. On 8 March 2017, the body of the man was discovered by neighbours at his home in Jacana Lane. The deceased had been tied with a belt and shoelaces and gagged with a sock in his mouth. A case docket of murder, house robbery, and burglary and theft was registered at Grassy Park police station and was later transferred to the anti-gang unit for further investi-
gation. After a lengthy investigation, a breakthrough was made when two men with links to the Young Gifted Six Bobs gang were identified as possible suspects. DNA collected at the scene was compared to the DNA of the suspects and proved to be a match. Both suspects were arrested. Due to overwhelming evidence linking the two suspects to the crimes, both accused made plea agreements with the state and accepted lengthy prison sentences. After more than three years, on Tuesday 11 August, Joostenberg and Canham were each sentenced to 35 years.
V Beacon Valley: Officers attached to the Mitchell’s Plain crime prevention unit confiscated a Norinco Star firearm, with a magazine and 22 loose rounds of ammunition at a house in Netball Crescent on Tuesday 18 August at 05:30. The bust was as a result of a tip-off received by police. A 40-year-old known gangster was arrested. V Tafelsig: On Sunday 2 August at 14:30, officers followed up on information about illegal firearms and drugs being kept at a house in Jubilee Street. On arrival, police saw a suspect next to the fence. When officers searched the spot where the suspect was, they found 30 Mandrax tablets sealed in foil. Police also found a black sock with a 9mm Barretta firearm, a magazine and nine 9mm rounds inside. Police arrested a 41-year-old man. V Tafelsig: On Sunday 2 August at 12:10 officers were busy with stop and searches and searched a suspicious-looking man in Perdeberg Street. Officers found 120 straws of heroin and R1 977 cash in his possession. The 21-year-old man was arrested. V Westridge: On Wednesday 29 July at 18:10 officers were busy with stop and searches in Wespoort Drive when they stopped and searched a 29-year-old man. They found 100 straws of heroin in his possession. He was arrested on charges of drug possession. V Tafelsig: On Wednesday 29 July at 16:10, police were attending to complaints in Erica Way. After resolving the complaint, the officers requested to search the suspect. They found 40 straws of heroin and two half Mandrax tablets in his possession. The 38-year-old man was arrested on drug charges.

V Eastridge: On Sunday 26 July at 14:30 officers were on crime prevention patrols in Seventh Avenue. As the police van approached, a man dropped a magazine loaded with five 9mm rounds on the ground. Police arrested the 21year-old man and recovered the magazine and ammunition. The suspect is a gang member. V Westridge: On Saturday 25 July at 19:00, officers were busy with crime prevention duties in Harvester Way when they stopped and searched a suspicious-looking man. Police found four 28 PMP Special live rounds, one PMP 357 mag, one federal 38 special round and a silver knife in his possession. Police arrested the 30-year-old suspected gangster. V Beacon Valley: On Saturday 25 July at 06:15 officers were doing foot patrols when they noticed a man hiding. As officers approached, the man fired a shot at them. Field hospitals close as cases ease SAMANTHA LEE-JACOBS
A
s the Covid-19 numbers ease in the province, Western Cape health officials are in the process of restructuring its response to the pandemic. With the Covid-19 infection statistics showing a steady decrease since June, officials are cautiously optimistic that the peak has come and gone in the province. According to the most recent statistics, released by the province on Sunday 23 August, the Western Cape has 5 203 active cases, with a total of 102 585 confirmed cases and 93 656 recoveries. A total of 3 726 deaths were recorded in the province. A total of 1 032 are currently hospitalised, with 207 patients in ICU or high care. Khayelitsha, Mitchell’s Plain and the Klipfontein substructure were highlighted as the three main hot spots, due to dense population and risk of community transmissions, from very early on in the pandemic which prompted the need for additional facilities to help cope with the suspected influx of cases in these areas. The Khayelitsha Field Hospital was opened at the Thusong Centre on Monday 1 June and officially decommissioned on Wednesday 12 August. The Brakengate Field hospital and newly launched Freesia Ward at the Lentegeur Hospital will assist with the overflow of patients, should the need arise. Once known as the Carnation Ward, the R10 million Freesia Ward revamp project was funded by Gift of the Givers and launched on Thursday 6 August. Gift of the Givers founder Dr Imtiaz Sooliman says: “Increasing capacity within a given hospital is infinitely more practical than setting up new remote facilities at non-hospital venues, given the acute staff and essential equipment shortage. Fortunately, Mitchell’s Plain Hospital had an entire wing that we
could convert into a dedicated Covid-19 oxygen facility within a short space of time.” Premier Alan Winde says: “We have closed the Khayelitsha Thusong Centre (field hospital) as the number of new cases in Khayelitsha have decreased over time. The 60-bed Khayelitsha Thusong Centre was sponsored by Doctors Without Borders in partnership with the provincial government and the City of Cape Town. The facility played an invaluable part in admitting 241 Covid-19 patients who required medical care.” Winde adds that Doctors Without Borders was a great partner in the response, and has provided a wonderful service to the people of Khayelitsha. “Over the past few weeks, we have seen a flattening (of the curve) in some of our key indicators of infections in the Western Cape, while increases are seen elsewhere in the country. Doctors Without Borders will now extend its support to other provinces where the need is bigger,” says Winde. “The (hospital) is now being broken down and will be moved to the Eastern Cape and we support this move. It is a bitter-sweet feeling because it was such an amazing facility but the good news is that it can be broken down now because the numbers are dropping,” says Winde. The Eastern Cape, Kwa-Zulu Natal and Gauteng were all identified as provinces of concern by president Cyril Ramaphosa as infections spiked drastically in these areas recently. Winde also recently announced that the Cape Town International Convention Centre (CTICC) field hospital, dubbed Hospital of Hope, will soon also close its doors. The Brakengate Facility will now become the new Hospital of Hope. Sooliman says that while there has been a slowing of the number of infections, a second wave is a likely possibility and that
prompted them to get involved in preparations for it. Winde says steps must be taken to prevent another spike, especially in light of the move to alert level two. “We need to prevent a second wave of Covid-19 by changing our behaviour. As we have seen in other places around the world, Covid-19 is not going away anytime soon. Until such stage as there is a vaccine, there is a potential for new waves of Covid-19 infections,” says Winde. “Our health department is planning for this new normal, to ensure that we will be able to provide healthcare to every person who needs it when they need it. The Brackengate Hospital of Hope is central to this.” Several field hospitals and overflow facilities established by the City of Cape Town to assist with Covid-19 testing remain open across the province. Zahid Badroodien, Mayco member for community services and health, says Covid-19 has taught all health services a thing or two. “There have been so many learnings over
the past few months. In June, we were experiencing ongoing clinic closures due to Covid-19 exposure; however, we are very encouraged by the fact that there hasn’t been a single closure due to Covid-19 in at least a month,” he says following stricter measures were implemented. He says the more than 80% recovery rate is also encouraging. “The statistics are encouraging but it is premature to view this pandemic in the rear-view mirror. So we encourage residents to ensure that they comply with the golden hygiene rules like hand-washing, wearing a mask in public and adhering to social distancing norms at all times, but also to take care of their general health and well-being. We have done a lot of work to make our clinics safe spaces, and I invite our clients to return so that we can get our primary health care services back on track,’ adds councillor Badroodien. Winde encourages residents to maintain social distancing, stay home if displaying symptoms, always wear a mask and sanitise hands and surfaces regularly.

Cyclists help the vulnerable hanks to the Cape Town Cycle Tour’s (CTCT) Pay It Forward campaign, clothing, blankets and food, worth over R900 000, are being distributed to the most vulnerable communities along the event’s route over the next few weeks. The campaign – an initiative launched by the Cape Town Cycle Tour Trust (CTCTT) in May – invited riders to make a R1 000 donation and, in return, organisers would offer a limited number of complimentary entries into the 2021 Cape Town Cycle Tour. Riders could also make a donation via the GivenGain platform from as little as R25 and prizes from Thule and Garmin were also up for grabs. With over R500 000 raised from entries, with additional donations from a number of past participants, the CTCTT has already begun the process of distributing the essentials

ith much of South Africa already settled into level two lockdown regulations, many local sport fraternities are still gearing up to return to action. While the Covid-19 pandemic continues to reshape the way we live our lives, the City of Cape Town says there are no plans to repurpose its sports facilities. Mayco member for community services and health Zahid Badroodien confirms that while no activity has been able to take place at facilities run under the auspices of the City, there are no plans to convert and transform its venues. “The department does not have a specific usage policy but acts in accordance with the national Covid-19 regulations and directions of what is allowed and what not. Sporting organisations/federations/bodies apply to the minister and submit plans for the resumption of their specific codes,” Badroodien says. A few weeks ago, the City released a statement on its plans in preparing sports facilities (“City sports fields ready despite vandalism and theft”, People’s Post, 28 July) for the potential resumption of sporting activity
Athlone Stadium. and once a sporting body has been granted the certificate of compliance to return to activity by the national government, they are welcome to return to City-run facilities. “A letter/memo has been sent to federations guiding what is required for sports activities to return at City facilities. There are no special requirements with regards to the resumption of the use of facilities that have not been in use for several months. It remains the responsibility of the club that uses the facility to adhere to the disaster regulations and implement safe practices,” Badroodien explains. People’s Post also reported on the potential resumption of amateur soccer to the region (“Amateur soccer in the balance”, 11 August), where Safa Cape Town president Ben-

nett Bailey touched on the prevalence of illegal matches taking place, which the City has also been made aware of, but added that their organisation still requires additional support from the City looking forward and after the Covid-19 pandemic has ended. “We have a position that lives matter more than a game. However, we need to get back to normal and for that to happen, the old normal will not be the new normal. Example, we need a serious relook at facilities. If you look at some facilities, they were built during apartheid to serve a certain sector of the community. In this new democracy, all facilities had to be upgraded so that we can have equality. Sadly, some of them still resembled that of the apartheid era. No additional work was done to it. For the new normal to be nor-
mal, The City needs to look at their facilities. Some time ago, there was an attempt to draft a facilities usage policy and its time that work continues again,” says Bailey. He adds that Safa Cape Town still does not have a home following their eviction from Athlone Stadium last year. “Athlone Stadium, a facility built with the 2010 funds, has become a home for everything, but football. The City via their executive director issued a directive that Safa Cape Town, the controlling body for football, does not fit their business model. We are still homeless and squat at a local football association and they want their facility back. Lastly, we need the City to rethink the grant to organisations. In the past, they made grants available, but lately, nothing.” In response to the ongoing Athlone Stadium matter, the City’s Mayco member for economic opportunities and asset management James Vos says no new plans have been announced. “In respect of Athlone Stadium, please be advised that the facility is currently utilised by the City in its Covid-19 response. As a consequence to the current use, the facility will be unavailable for any activities not related to the City’s Covid-19 response until further notice. Further communication regarding the Athlone Stadium will be issued in due course.”
