A

round 20 000 monthly MyCiTi bus commuters who made use of the N2 Express line are still stranded following a nine-month suspension as a result of a lapsed contract. The operating contract between the City of Cape Town and the joint venture came to an end at the end of May 2019 and the service has since been suspended. The joint venture is made up of the Route 6 Taxi Association, Golden Arrow Bus services (GABS) and the Cape Organisation of Democratic Taxi Associations (Codeta). “The operating contract with the current shareholders of the N2 Express service came to an end on Friday 31 May 2019. The contract initially entered into was for a period of three years and thereafter extended for 23 months,” says Mayco member for transport, Felicity Purchase.

“We have left no stone unturned to conclude a new agreement with the current shareholders of the N2 Express service. The City has, over the past few months, hosted a number of engagements with the shareholders in an effort to resolve the matter; and the national department of transport also hosted meetings with the shareholders,” says Purchase. Following the suspension of the service, the City issued notice for an interim operator in September last year. “The City of Cape Town regrets to inform MyCiTi commuters that the N2 Express Company shareholders have failed to meet the deadline for the service to be reinstated on Saturday 28 September 2019. Given that the City now has to proceed with a supply chain management process to appoint an interim service provider, the N2 Express service will only start operating by December 2019, if all goes as planned,” reads a statement issued by Purchase. The City advertised a request for quotation (RFQ) calling on vehicle operating

companies to submit bids for operating the N2 Express service between Mitchell’s Plain and Khayelitsha and the Cape Town central business district (CBD) on an interim basis. “The interim service provider will operate the four N2 Express routes until such time as the City has appointed a permanent vehicle operating company to provide the N2 Express service for a five year period,” the statement continued. While Golden Arrow Bus services and the Route 6 Taxi Association both confirmed in writing their commitment to continue in time for the deadline, Codeta did not. “The City cannot wait any longer for the shareholders to set aside their internal disagreements. Neither do we have the mandate to intervene in matters that are for the shareholders to resolve,” continues Purchase. Codeta has since laid criminal charges against the City, demanding new terms for the contract and expressing its unhappiness with regard to what it calls “irregulari-

ties”. Codeta did not wish to comment any further on this matter. In a statement released by the organisation, it said the City had acknowledged irregularities and had jumped the gun in advertising the interim contract. “The City, the mayor, parties from the national department of transport and [Transport] MEC [Bongani] Madikizela alike have publicly acknowledged the irregularities which persisted under the N2 Express contract, and yet the City as the transport authority seeks to perpetuate the same irregularities over another interim term,” said Codeta in the statement. In filing a court interdict against the City, Codeta said: “Shortly after the matter was heard in court, the parties embarked on negotiations with a view to find a solution that would secure the resumption of the service as soon as possible, however this process failed as the divide between the parties and stakeholders was far too great.” V Continued on page 2.

Since the suspension and then advertisement for an interim operator, the service remains suspended. “We have stated before that we will inform commuters once the service is ready to start operating again,” she says. However, at this stage no date has been confirmed. The service was launched in July 2014 with a total of 43 buses running the four routes. While uncertainty still remains around the reinstatement of the service, work will continue to complete the bus stations in Khayelitsha.

“The supply chain management process is still ongoing for both the provision of professional services and the construction component,” says Purchase. As part of this, the City recently signed a R300 million deal with the Dutch government that will see the service expand even further. “This constructive collaboration between the City and the Dutch government dates back to June 2012 when the City successfully applied for the project to be considered. In October 2015 a contract was signed for the development phase of the project and the funding was used for devising a project plan for the implementation, operation and maintenance of the trunk and feeder routes of Phase 2A of the MyCiTi service between Khayelitsha and Wynberg and Claremont,” reads a statement by Purchase. “This time around the R300 million grant funding will be spent on the construction of new trunk routes and feeder routes for the MyCiTi buses, as well as bus stops and stations, and a bus depot in Khayelitsha. Given that the MyCiTi service will be connecting commuters with other modes of transport, such as minibus-taxis and trains, the funding will also assist in improving the public transport interchanges in Nolungile, Vuyani and Nyanga.” Around 5 000 passengers made use of the service during the peak-hour period on weekdays on the N2 Express way from Khayelitsha and Mitchell’s Plain to the Cape Town CBD. Buleka Nkosana was one such passenger and says her travel time and budget have increased considerably since the suspension of the service.

“We were excited when we heard MyCiti was coming to Khayelitsha because we knew we would be able to get to work quickly. I now need to take the train and the services are not reliable because the cables are stolen or the trains are late and full,” says Nkosana. She adds they need to also take other modes of transport with multiple changes which costs more. Melissa Arendse says the depot at Town Centre is a white elephant. “This depot was built and so much money was spent on it. Now it stands empty. Either they must get the service back or they must sell it. I hate to see such a good idea become another waste of money,” she says. Denver Appolis says he made use of the service to more than just to the CBD. “I am just glad that we at least still have the other buses running because taxis can become expensive and the trains are never on time. I would like to know when this will be back or if it will ever be back so that we can again enjoy the development in infrastructure,” he says. The buses that were operational along the route will be ready to start operating again once the service is reinstated, says Purchase. “We are still working towards a solution that could see the current shareholders of the N2 Express service recommencing with the operations,” says Purchase. “A solution that will see the current shareholders of the N2 Express service commencing with operations is considered to be the speediest given the legislative constraints. “The City is eager to see the service reinstated as soon as possible,” says Purchase.

On arrival at the scene, police saw the body of a 31-year-old man lying in the street. He was shot in the chest. After some investigation, officers arrested a 20-year-old man. It is alleged that an argument led to the shooting. Police are investigating a case of murder and the suspect is expected to appear in court soon. Basket of services brought closer to residents SAMANTHA LEE-JACOBS @Samantha_Lee121 In a bid to bring services closer to residents, a basket of government services from all spheres were stationed at the Colorado Park community centre on Friday 28 February. From 07:30 to 13:00, the event saw residents able to meet with various departments including the City of Cape Town, the police, Western Cape government, home affairs, the department of labour and local organisations. The event was

hosted by the South African Social Security Agency (Sassa) Mitchell’s Plain. Residents could also have their Sassa cards swapped for the new cards. Mishkah Arendse who attended the event says the initiative should be brought back more often. “I enjoyed not having to wait so long. When you visit home affairs or any other department you sit for hours before being seen to,” she says. There was a steady stream of residents in and out of the hall for the duration of the initiative.

ocal educare centres enjoyed a day of fun, sports and games at the annual sports day hosted by Mini Footsteps Kindergarten at Dolomites sports ground on Tuesday 25 February. Among others activities, the children participated in relays, egg and spoon and sack races. Parents, teachers and grandparents also had their turn with a mom and child race and a race for grandparents. The eight centres who joined Mini Footsteps were Monkey Joy, Mizpah, Katlego, United in Christ, Little Tweety, Tafelsig and Little Shinning Stars. he Lions Club of Mitchell’s Plain held its first diabetes screening as part of its service project at the Living Stones Assembly of God church in Lentegeur on Saturday 22 February. “Diabetes is one of the pillars that this service organisation deals with and the service is offered free to the community. Thanks to a great collaboration with the local church

and ward councillor, Gouwa Timm, a successful amount of clients was attended to and educated,” says Bevil Lakay, club chair. The club will host another screening in Rocklands on Saturday 28 March. In a desperate attempt to raise awareness on child murders in the Western Cape a Mitchell’s Plain woman chained herself to the gates of parliament. Venetia Orgill (62) drew public attention on Wednesday 26 February when she stood in chains outside the National Assembly for 12 hours: from 03:00 until 15:00, ahead of the budget speech by finance minister Tito Mboweni. Orgill is a community activist and the founder of Discover Your Power, a non-profit organisation (NPO) that aims to fight drug and alcohol abuse in communities. The mother of five says: “These child murders are so heart-wrenching, it tears you apart, emotionally. I chained myself to stand in solidarity with these broken mothers who lost their voices in their pain. This is me doing my part to raise awareness.” Orgill says she chained herself for 12 hours to signify the 12 disciples of Jesus. “Our kids get taken in light and found in the dark. God wants us to turn that around,” says an emotional Orgill. She says she chose this specific day to get the attention of the members of parliament who attended the budget speech. Orgill’s protest comes in the wake of the murder of eight-year-old Tazné van Wyk, a girl from Elsies River who was abducted and, after a twoweek search, found in a stormwater pipe near the N1 in Worcester. Moyhdian Pangkaeker, a neighbour with previous convictions, was arrested in connection with her murder. The murder has been widely condemned. Albert Fritz, provincial minister for community safety, says: “It is the job of our justice system to keep

criminals behind bars. If it is true that this suspect, who had previously been convicted and released 11 times, was able to get parole and commit this violent crime, then our criminal justice system has failed our residents. Further investigation is needed into the systemic issues faced in our parole system.” Just days after Tazné’s murder, another girl was shot and killed in Ocean View. Emaan Solomons was killed in alleged crossfire between gangs. A 31-year-old man was also shot and killed in the incident. Orgill says she used the chains to express how residents feel. “We are all chained by pain and hurt and poverty. That’s why perpetrators can lure our kids with money,

sweets and chips.” She believes the murders and violence in the province are a result of the countless social ills that residents on the Cape Flats face. Orgill’s daughter, Fallon, took to Facebook to express her gratitude to her mother: “My mother is everything you would expect. I was raised to always stand up for what I believe in no matter how much it may inconvenience my life, never to back down.” Orgill says she hopes to make everyone aware that it is our duty to not allow these perpetrators into our community. “We allow the courts to say perpetrators can stay in our community by giving them an alternative address. We can no longer keep quiet, we must act.”

CAPE TOWN CARNIVAL

Collaboration and creativity flow W

ith enough frills, glitter, sequin, paint and everything in between to line the entire fan walk, the production of the costumes and floats for this year’s Cape Town Carnival are well under way. With a conscious mind of the environmental impact that an event of its magnitude can have, this year sees the team reusing as much as possible while creating the thousands of costumes and props that will be on display. In its 11th edition, the Cape Town Carnival will light up the streets in an explosion of colour and sound in keeping to the “Incredible journey: sounds of South Africa” theme. From a giant eland representing the contributions of the first artists – the San, to the traditional ‘big lady’ redressed in a funky hairstyle, you can expect to see it all – even a gigantic bust of Nelson Mandela all accompanied by 2 000 ecstatic and energetic performers dressed in traditional regalia. This year’s carnival takes place on Human

Rights Day, Saturday 21 March along the 1.2km of the Green Point Fan Walk, and organisers expect more than 50 000 people to turn up. Hundreds of workers are busy behind the scenes. Some of them are students who have volunteered their time to put together the show. Levern Dewee is one of them. “The carnival has become such a part of our lives that I cannot imagine my life without it now,” says Dewee. Brad Baard, creative director of the Carnival, says: “South Africa is known worldwide for its rich texture of cross-culture influences – we’re a country with 11 official languages, after all – so it’s little wonder that this year’s theme, which showcases the nation’s incredibly diverse cultures through music, song, dance and art, will offer up an almighty pattern of interwoven colour, sound, creativity and captivating energy.” Some of the costumes worn by the lead performers will be a traditional Zulu bridal

Baard explains: “The costumes is an acknowledgment of the longevity of cultural influences.” Angela MacPherson, head of float-building for the Carnival, says this year they have gone bigger and better. “Our aim has always been to create joy and unity through creativity, so our workshop activity is particularly evident of the collaboration needed to bring the floats, costumes and puppets to life,” she says. Professor Rachel Jafta, chair of Cape Town Carnival Trust, says the extravaganza creates a great sense of confidence. “What’s beautiful to see is how this process instils a wonderful sense of confidence, pride and purpose in these young people. They leave here with their eyes wide open and their imaginations alive,” says Jafta. Expect to see something different as well with a 50s inspired dance number aboard a float that represents the pulsating Saturday

night Sophiatown beer halls and world-famous black South African singers and musicians. Chante Wildeman, lead performer who will be bringing this float to life alongside Unathi Makhambi, says it is a great honour to celebrate this era through dance. “To bring this music alive again after all these years is amazing,” says Wildeman. “This was to them what house music is to us today,” she says. She added that the celebration shows that “we got our soil in us” and that we are all connected through culture, music and dance. “It’s a tribute to our incredible South African music and the energy of that era, infused with traditional African sound and the influence of visiting American musicians – it’s a float that reflects the energy of creativity responding to challenging times,” says Baard. The show will be closed out with the AfroFuture float which represents a vision of what the city of tomorrow could look like. “What the wonder of AfroFuture typifies – as does this year’s overall theme – is that with our incredible diversity, massive talent and potential, South Africa has everything we need to build an amazing future together,” says Baard. Kramer’s new musical returns to the Baxter for short season Those who still regret not catching David Kramer’s new musical Danger in the Dark when it first hit the stage late last year, will be glad to hear that it will return to the Baxter Theatre for a short season. Based on Shakespeare’s Othello, this production is a reworking of the hit musical Poison which Kramer and the late Taliep Petersen wrote in the 90s, originally produced by Renaye Kramer. The reworked version has been met with rave reviews and most recently it received four Fleur du Cap nominations for Best Performance by a Lead Actor in a Musical (Elton Landrew), Best Performance by a Lead Actress in a Musical (Rushney Ferguson), Best Performance by a Supporting Actor in a Musical (Eldon van der Merwe and Tashreeq de Villiers) and Chad Baai was nominated as Most Promising Student. The winners will be announced on Sunday 22 March at The Baxter. Set in the underbelly of the Cape Flats, the story unfolds in 1995, when Pamela, a social worker, meets up with Juanita, a friend from her school days. Soon she realises that Juanita is trapped in an abusive relationship with a drug lord and she is desperate to help her friend escape. Pamela is drawn into dark and dangerous places and situa-

tions, yet she perseveres against all odds, for the safety and survival of her friend. Kramer has assembled a stellar creative team and cast of eight lead performers with a chorus of 14, who play a variety of roles, accompanied by a live band. The ensemble is led by Alexis Petersen (Langarm) as Pamela, Rushney Ferguson (District Six – Kanala!) as Juanita, Loukmaan Adams (Aunty Merle, The Musical) as Michael, Elton Landrew (Kat and the Kings) as Poison, Eldon van der Merwe (Fiela se Kind) as Chicco, Tashreeq de Villiers (Satin to Sequins) as Lucky, Edith Plaatjies (King Kong) as Mrs Joseph and Chad Baai (Spring Awakening) as Shawn. o be part of a great bunch of young men representing a nation with much pride and determination, is the most fulfilling for Ashley Evert, manager of the SA Sevens team. “They are working out their balance in life and sport and are always willing to learn and take advice,” he says. The Wynberg resident is part of the management of the Blitzbokke since 2012 when he was recruited by former coach Paul Treu, after Sebastian Prim was promoted to high performance manager. “Paul needed someone to take over from Sebastian and due to my coaching and technical analysis experience I seemed like the right fit. So I joined the Blitzboks in September 2012,” Ashley says. He grew up on the KZN South Coast, went to high school in Pietermaritzburg and obtained an honours degree in sport science,

The saddest part is being away from my family for long periods. I have so little time at home, that I don’t have hobbies but prefer spending as much time with my family. I enjoy golf, but don’t have enough time to play,” he says. For Ashley there is no off-season as he always has work to do. “During the HSBC Series I am always planning and busy with ‘the next’ tournament. I enjoy all the cities in which we play because of their uniqueness. I don’t dislike any city, it’s a privilege to be able to catch a small part of each country or city we visit.” This year marks his eighth season with the Blitzboks. “Of all the teams on the circuit that I admire, it must be the USA. It has been incredible to see how the players in the USA team have developed and grown over the past

On the circuit the managers, conditioning coaches and coaches interact with each other. “Life is about relationships, even though we compete as nations against each other, there is always a common thread of humanity and kindness. As an academic, coach and sport scientist, I have built up relationships not only with the team managers, but also the other disciplines in order to continue to evolve in these disciplines,” he says. Ashley’s goal for 2020 is to grow spiritually. “I want to be the best husband I can be and the best father I can be. To juggle my family and professional lives, I make every moment count and be present in every moment,” Ashley says. He describes himself briefly as a man of God, reliable, trustworthy, a family man and disciplined.

Yankees climbs to the top NOORE NACERODIEN

estridge Yankees moved to the top of the Cape Town Softball Association women’s Super League table when they convincingly beat arch-rivals, the Falcons, 10-1 at the Turfhall Softball Stadium on Saturday 29 February. This, all while season leaders Lavender Hill, was on a break. Two great catches by Falcons stalwarts Lindsay Vercueil and Bettina Phillips were spoiled by some sloppy infield errors. Yankees started briskly when Nicole Williams cleared the boundary for a single home run. Speedster Kelly Julie crossed the plate in Falcons’ first turn at bat to equal the score. That was eventually all the resistance Falcons could offer the Yankees, who took 10 hits off Amy Minnies and Bettina Phillips. Williams (3-4), Natalie Abrahams (3-4) and Fayruz Adams (2-3) were the picks of the Yankees batters. Yankees is now three points clear of Lavender Hill, who enjoyed pole position

for most of the season. The two will clash in the final league game of the season on Saturday 14 March. Tantasport continued with their struggles this season when they went down 12-6 to Glenthorn A’s in the early game. Bottom of the table, Heideveld Yankees, meanwhile, managed to score three runs against Kenfac Phillies. Yankees, who already secured the Major League title and with one game to go, dropped only two points in a draw with Kuils River Cougars. All eyes are on the race for the men’s Major League title. Khayelitsha Eagles and Westridge Yankees are locked at the top of the table with 39 points each. The teams clash this week in the penultimate fixture.
