oodlands is now a bit cleaner, thanks to the roll-out of a city-wide ‘Keep Cape Town Clean’ campaign. Mayor Dan Plato visited Woodlands and Marikana informal settlement in Philippi East on Friday 1 November, along with the City’s solid waste staff to clean sites affected by illegal dumping and encourage the public to help keep their communities clean. Woodlands residents told People’s Post they were happy to see the fields cleaned, but said they did not anticipate it would be clean for very long. “This place has been a mess for months.

It gets cleaned one day and the next it is filthy again,” says Latiefa Jacobs. Gairoeneesa Williams says people must look after their spaces. “They can’t be dumping and then complain that the area looks dirty,” she says. Residents say while they hope the area will stay clean, there are many more dump sites in the area and surrounds. The residents are calling for the land to be developed for parking and playgrounds. This, they say will curb unwanted dumping and encourage ownership. The campaign was launched in March after Plato adjusted his budget to make provision for projects after he took over as mayor. Plato says the initiative has had a mean-

ingful impact in communities across the metropole. The initiative has also encouraged residents and organisations to host their own cleaning initiatives. “Being of service to our communities is what the City of Cape Town is about and shows how our officials and staff are working hard to ensure we deliver efficient services. Through this campaign I am able to interact with communities and demonstrate the importance of being involved in helping to clean their neighbourhoods. I am glad to see that the importance of this message continues to spread and will lead to a sustained change in the way residents dispose of their refuse,” says Plato in a statement. “In the January adjustment budget, I allo-

cated an additional R115 million to help tackle grime and we now need to keep the momentum of the successes so far going. Our staff in Solid Waste Management carry out weekly refuse removal, but our ultimate goal is to get communities to do their part too.” Plato was also joined by Joan Woodman, councillor for ward 75. The city encourages residents to report illegal dumping. “Illegal dumping is harmful and against the law. Vehicles used in illegal dumping can be confiscated and a release fee of nearly R16 000 will be charged, over-and-above the fines issued for dumping,” says Plato. he provincial minister of community safety, Albert Fritz, is appealing to the acting provincial commissioner, Sindile Mfazi, to immediately revoke the instruction to station commanders that community policing forum (CPF) elections should not go ahead. This follows the deputy provincial commissioner, major general Mpumelelo Manci, and the provincial electoral officer, Reverend Courtney Sampson, officially pledging their support to the directives on Thursday 5 September. The signing of the directives marked the

official beginning of the CPF elections to be held at annual general meetings across the province between September and December this year. Fritz said: “As a result of the direct instruction given to all SAPS station commanders, by the acting provincial commissioner, namely that they ‘should not proceed with elective AGMs’, the department of community safety cannot continue to officiate over such AGMs until the instruction is withdrawn (Police Letter under reference 26/3/5/2 dated 29 October 2019). “The message sent to CPFs stating that

The department’s decision to withdraw from AGM’s is temporary and only in response to the instruction given by the acting provincial commissioner,” says Fritz. He further says: “The department has requested, at the highest levels, that the police leadership urgently find an amicable solution. CPFs are, bylaw, required to be ‘inclusive’ of all legitimate community structures. It is unfortunate that the dysfunctionality of a few CPF structures has now impacted on all other CPFs.” Under the leadership of Fritz, the department remains committed to facilitating and overseeing successful CPF elections throughout the province.

Matrix Clinics now offer digital literacy facilities The City of Cape Town’s SmartCape programme, aimed at growing computer literacy at libraries, has extended its reach to Matrix Clinics. The City has eight Matrix Clinics which provide free rehabilitation programmes for those people who battle with addiction.

The outpatient programme takes a maximum of 10 students per programme at each clinic. To encourage continued attendance at the centres, the City’s corporate services directorate arranges digital literacy training for clients. The SmartCape programme offers an introduction to computers,

office productivity packages like Writer, Calc, etc., writing of CVs and cover pages, creating a budget sheet, setting up email addresses, internet and cyber security. Once the programme is completed, each Matrix Clinic arranges a ceremony where graduates receive certificates.

ity law enforcement officials had their hands full at the end of last month, with several arrests and thousands of Rands worth of fines issued to motorists across the City. A total of 275 arrests were made, with outstanding warrants and drunk driving dominated arrest statistics. The City’s Traffic Officers made 238 arrests, impounded 99 sedan and minibus taxis, 129 cellphones and issued 44 100 fines. Among those arrested were 102 suspects for driving under the influence, 70 for outstanding warrants and 17 for reckless and negligent driving. Officers also released 1 000 motorists on a warning for outstanding warrants, and executed 3 079 warrants. “When a fine is issued, a motorist has to pay it by a certain date. Alternatively, they can appear in court if they wish to dispute the fine or make representations in respect of the fine issued. In the event that a motorist fails to pay a fine by the due date and fails to appear in court on the alternative date presented on

the fine notice, then a warrant is issued. The maximum sentence/ fine is at the discretion of the court,” says JP Smith, Mayco member for safety and security. Metro police officers made 37 arrests and their successes included 22 drunk driving arrests, with one motorist slapped with additional charges of fraud and bribery. The 38-year-old suspect was one of eight motorists arrested for drunk driving at a roadblock in Hout Bay on Sunday 27 October. Officers then noticed that he had a fraudulent license disc and when confronted with this information, the suspect offered the officer R500 to look the other way, but his attempt at bribery fell flat. Officers also made 12 drug-related arrests, two suspects for distributing films illegally and one suspect for attempted theft out of a motor vehicle. Traffic services impounded 18 vehicles in a sedan taxi operation held in the Green Point and issued 54 fines for various other offences on Sunday 20 October. In the week that followed between Sunday 20 and Saturday 26 October, the Traffic Services taxi enforcement unit conducted numerous op-

erations throughout the city and impounded 29 vehicles and issued 815 fines for various other offences. In general enforcement done throughout the city, traffic officers arrested 218 suspects, 87 for driving under the influence of alcohol, 14 for reckless/negligent driving, 47 other and 70 for outstanding warrants. “On Wednesday 23 October, in an enforcement operation held on Nelson Mandela Boulevard, Hospital Bend and surrounds, officers issued 424 fines for various other offences. (On the same day officers also held a) DWI/illegal street racing operation in the Plattekloof area (where) officers arrested two suspects, one for driving under the influence of alcohol and one for reckless/negligent driving. Officers also issued 87 fines for various offences,” says Smith. “Our staff continue to rack up hundreds of arrests each week, for the same offences, and avoidable ones at that. The reality is that, if people abide by the law, they won’t be fined. Even if they are fined, timeous payment can prevent ending up behind bars for outstanding warrants. The same goes for drunk driving. It’s simple – just don’t do it,” says Smith.

Movember has begun... Currently, men in South Africa have a life expectancy that is seven years shorter than that of women. “Men are facing a health crisis that isn’t being talked about. We have to make a stand and stop men dying too young, before their time,” says Garron Gsell, chief executive and founder of the Men’s Foundation, which manages the Movember campaign in South Africa under license from the Global Movember Foundation. In SA, prostate cancer is the leading cause of cancer death in men, while male suicide accounts for approximately 18 deaths a day. “We have a long way to go until no man dies of these diseases. Our sons, partners, fathers, brothers and friends are facing these challenges and we need your help,” says Gsell. The City of Cape Town’s health department joins the call for men to prioritise their health and seek help earlier rather than later. Mayco member for community services and health, Zahid Badroodien says historically men account for the smallest percentage of clients to public healthcare facilities. “The reasons are many and complicated, but key among them is a widely held perception that seeking help is somehow a sign of weakness,” says Badroodien.

The number of men testing and receiving treatment for sexually transmitted illnesses (STIs) has seen an encouraging increase over the past two years, from an average of just over 1 000 cases a month in July 2017, to an average of nearly 2 500 cases a month in May 2019. However, Badroodien cautions that men’s health is not sexual health alone. “There are also many non-communicable disease challenges that we face as a city, and as a country, like hypertension, cardiovascular disease, diabetes and mental health,” he says. City health offers free blood pressure and blood glucose screening at all of its facilities, along with tuberculosis screening and treatment, and HIV counselling, testing and treatment (HCT). “My challenge to men this Movember and beyond is to reach out to their nearest public health facility and use the testing and treatment options available,” says Badroodien.

In an unrelated incident, officers arrested a 61-year-old man in White Hall Street, Portlands for possession of unlicensed firearms and ammunition. At 17:20 on Monday 28 October, the officers received an anonymous tipoff about the firearms being kept at the house. During the search, officers found a CZ 75 and a Glock with 28 rounds of live ammunition inside a bedroom. Police spokesperson Cpt Ian Williams said their crime prevention efforts are focused on drugs. “We will leave no stone unturned to rid our community of elements who try and commit crime.”

A

new ward councillor for ward 82 will be elected next Wednesday as close to 16 000 voters make their mark. The by-election has been scheduled to take place on Wednesday 13 November, with polling stations open from 09:00 to 19:00.

The IEC would like to advise voters that it is a criminal offence to register and vote in a ward in which they are not ordinarily resident. Ward 82 covers the greater Tafelsig area and the position has become vacant following the death of ward councillor and subcouncil chairperson, Sheval Arendse, in August.

All voting stations within the ward will be open for voting day. These stations are Tafelsig, Hugenot, Perserverance, Yellowwood and Cascade primary schools and the Nelson Mandela Youth and Family Centre. The election will be contested by 10 candidates. These candidates are made up of seven political party representa-

tives and three independent candidates. The candidates are Grant Jeremy Claasen from the African Christian Democratic Party (ACDP), Marie Jeanette Olifant from the African National Congress (ANC), Phila van der Heever from the Cape Party, Washiela Harris from The Democratic Alliance (DA), Sandra Shirley Pole-

man from the Democratic Independent Party (DI), Daniel Peter Petersen from the Economic Freedom Fighters (EFF), Paul Anthony Daniels from the Good Party and independent candidates Chester Arendse, Jaques Brinkhuys and Mogamat Sedick Gabier. Below is a look at the 10 candidates vying for the ward candidacy.

CHESTER ARENDSE – INDEPENDENT: Growing up in PAUL ANTHONY DANIELS – GOOD PARTY: Daniels has been a GRANT JEREMY CLAASEN – ACDC: He has been serving in Tafelsig, especially Mitchell’s Heights, for more than 10 years. As a young entrepreneur and strong leader with various educational qualifications, he says he will bring a fresh approach to community upliftment and aims to bring true transformation to ward 82. He believes Tafelsig can be great again – a tight and caring community where hope is alive because people are thriving and safe. “I love the people of Tafelsig and see the God-given potential and value of each person.” He wants to focus on three key priorities. “I will be accountable, contactable and involved in the ward, have regular public participation to tackle housing and unemployment and be strong on substance abuse, crime and gangsterism.”

PHILA VAN DER HEEVER – CAPE PARTY: As a ward 82 resident, Van der Heever says she is ready to fix the ward. “Vote Cape Party to take back Mitchell’s Plain for the people of Mitchell’s Plain. I am a longstanding activist and community worker in Mitchell’s Plain, living right here in Ward 82. I am sick and tired of the current politicians and all the old politicians that have got us into this mess. Vote to protect our jobs and schools. If I am elected ward councillor, I will make sure that jobs in Mitchell’s Plain go to people living in Mitchell’s Plain. The Cape Party is first for the people of the Cape.”

resident of Tafelsig for more than 28 years and has been the chairperson of the facility management committee for 11 years and the founder chairperson of the Tafelsig West Sports Association for six years. “I never had any ambition to become a councillor but realised that we need people who have the ward at heart and, because of my passion, I decided to make myself available for the community. I believe that the development of the youth and support of the elderly is imperative. I believe we need people who understand the situation of the people and who will fight for a better and safer community. I also believe that issues like high water bills and high electricity tariffs must be addressed and that a fair opportunity should be given to all. I humbly ask the community to consider giving me a chance to build ward 82. I am ready to fix Tafelsig.”

Tafelsig, Arendse knows the struggle that children, young adults, seniors and the community experience every day. “I am currently a director of administration and finance at a local early childhood development centre in Ward 82. I’ve helped many youths within the ward to create CV’s, apply for jobs and with taking them to interviews. I show interest in helping my community grow and love to see them succeed in life. I am part of local community activities involving youth development through sport, music and basic life skills. With more power and access to resources, I can do more for the upliftment and development of Ward 82. Having witnessed my community go down the drain in the past years – with weak infrastructure and community facilities being developed, an increase in gang violence and child and women abuse – I will ensure, if elected councillor, to communicate better with all residents and to practise equality and transparency.”

WASHIELA HARRIS – DA: “Before becoming a proportionMOGAMAT SEDICK GABIER – INDEPENDENT: The local businessman has been serving the needs of Ward 82 when he has the means and hopes to tackle the major issues the community is facing. “As a resident and a small business owner in Tafelsig, I do try to be of benefit to my community by giving food if I have the funds available. Driving the elderly people to their functions for free or at a minimum fee and promoting peace in the area (is part of what I do), but what I would really like to do is to be able to create jobs for our youth and to try and steer them away from drugs. Drugs and gangsterism are problems in Tafelsig. If I become ward councillor, I will have the resources to help the people of Tafelsig with their problems.”

thing that is negative because it is a product of colonialism and apartheid. Our people are unemployed, the crime rate is high and teen pregnancy is common. Gangsterism and drug abuse are two of the main issues. If you drive through the area, you will see the streets are dirty and people are living in Wendy houses. There is no hope. The EFF would like to address these problems. We believe this can be addressed immediately if the council delivers services as they do in other areas. We need programmes that upskill residents to be able to create their own jobs. Crime has a deep history in South Africa and unemployment and poverty are directly linked to crime. The only way to solve this is to get the youth away from crime through programmes. The youth don’t have good role models and this is something that needs attention.” Youth development, neighbourhood watches and domestic violence will all be focus areas should Petersen be elected.

My father passionately worked as a community leader for 20 years, unselfishly serving others and taught us that we had a moral duty to make a difference in the lives of others. I initially wanted to work with abused women and children in Mitchell’s Plain and ended up assisting the community with the Freedom Park housing schemes. I worked with street children in Tafelsig through sport and I became a strongly skilled administrator of the netball and soccer association.” Poleman has also assisted business and works with church ministry for children, women and the elderly. “Councillors are privileged to represent their communities and assist in any way they can. Not tied to party politics, I will be free to consider the needs of everyone. I believe I can make a change in our community.”

MARIE JEANETTE OLIFANT – ANC: As a community activist and a resident, Olifant has been actively serving as part of the Southern African Clothing and Textile Workers’ Union (SACTWU) and the South African National Civic Organisation (SANCO). “My role in the community is assisting the community with housing challenges related to the City of Cape Town, assisting them with water bills, assisting them with their children who don’t want to attend school and with getting them back to school. I also have discussions with the youngsters in the area and try and motivate them to kick drug habits. I believe that if we are united and work as a team, speak with one voice and address the imbalances in our country, we can achieve more.”

JAQUES BRINKHUIYS – INDEPENDENT: “A voice in the heart of the community, I grew up in Tafelsig and I am currently employed as a processor server at Hoffman Le Roux & Associates for the Magistrates’ Court. I lived in fear because of what I’ve seen. Poverty, domestic violence, alcohol abuse, gangsterism – I was gripped by fear for my life. Many nights my thoughts challenged me. ‘Will you also become one of the statistics, do you see a future, and is this your destiny?’ Our area is alarmed at the increase in lawlessness spreading through our communities. Burglaries, gang violence, assault, killings and robberies are contributing towards a state of criminal terrorism. I have embarked on a pro-active approach, to combat this scourge, through standing as an independent councillor in ward 82 in this by-election. If elected, I would highlight the need for a swimming pool, the upgrade of the sports field and industrial area for job creation.

he Promenade Mall hosted a community fly on Thursday October 24 to shine a light on mental health. The community fly was held ahead of the International Kite Festival in Muizenberg on Saturday 26 and Sunday 27 October. The initiative commemorated Mental Health Month. The sky was filled with colour when international and local kite enthusiasts flew some of their creations. “Raising awareness of mental health is an

important initiative. We are excited to be hosting a kite decorating competition this year alongside the community fly,” says Brenda Bibby, general manager at Liberty Promenade. Creativity and self-expression encourage a healthy mind and boost self-confidence in children,” Bibby continues. “Mental health is something to be considered from a young age and we need to do everything we can to ensure our youth are stimulated in positive ways”,

Local engines to also rev at upcoming World Rallycross Local rallycross drivers will step onto the world stage in a big way when they take part in the South African leg of the World Rallycross at Killarney International Raceway on Saturday 9 and Sunday 10 November in two fully-fledged support classes for the first time. There will be races for conventional 2F front wheel-drive rally and rallycross cars, as well as for the high-revving ‘big sixes’ of the E36 Cup – 3F rear wheel-drive BMW 3-Series luxury sedan dating from the late 1990s which enjoy a cult following among South African petrolheads. Each class will compete in two qualifying races of four laps for five cars on Saturday 9 November and one on Sunday morning, 10

November, in front of thousands of local and visiting enthusiasts. The top six cars from qualifying in each class will then go through to a six-lap final on Sunday. The World Rallycross and second-tier RX2 class cars, however, are all four-wheel-drive, while local competitors have either front or rear wheel-drive, depending on their class. This means that the techniques of driving on the 60% tar, 40% gravel circuit will be very different from each other, as well as from the World Rallycross competitors – possibly resulting in some unconventional racing lines, particularly in the dirt sections. Having home-town heroes taking part in this world championship event at Killarney International Raceway will give local motorsport fans even more to cheer for. Now in its fifth season, the FIA World Rallycross Championship sees superstar drivers racing 400kW RX Supercars capable of 0-100km/h in under two seconds, competing in short, sharp races on mixed dirt and asphalt surfaces in amphitheatre venues. avender Hill had a perfect weekend when they won both their games in the Super League of the Cape Town Softball Association at the weekend. On Saturday, the young lasses from the Hill easily beat Glenthorn A’s 11-3. A’s could only muster three hits from the Hill’s pitching duo of Melissa Savage and Grivonne Rhoda. The Hill’s batters also showed no mercy to Mushfieka Abdurahman and Chante Pepino who shared the pitching duties on the mound for A’s. They amassed a total of 11 hits from the luckless duo with Miché Hendricks (3-4) and Jadine Davids (2-2) topping the batting for the Hill. The Hill found the going tougher against Falcons on Sunday 3 November, running out 4-2 winners in a tight contest. thlone A’s managed to hold off Durbanville Villains to secure an 8-7 victory in the Cape Town Baseball Federation Major League match at Vangate Sports Complex in Athlone on Saturday 2 November. After taking a commanding 8-1 lead at the end of the third innings, A’s allowed Durbanville to claw their way back and almost sneak the win at the end. A’s scored a run after a single hit from Aiden O’Connor and a two-base hit from Anrich Roberts to open their scoring in the first inning. A’s scored a further three runs in the second innings after Durbanville made two costly errors on two down as well as an a Cameron Fortuin single hit to left field. Durbanville opened their scoring in the third innings, scoring a run from three walks and a hit-by-pitch. A’s scored their last four runs in the bottom of the third inning from two walks, a hit-by-pitch, an error, a two-base hit by Casley Ripepi and a single hit by Ray Wilkinson to take an 8-1 lead. Durbanville bounced back immediately with four runs of their own in the top of the fourth innings from four walks, an error, two sacrifice hits and a hit by Tyrone Baglione to reduce the score to 8-5. Durbanville scored their last two runs in the sixth innings from a walk, a hit-by-pitch,

He was relieved by regular middle infielder Mathew Diedericks, who pitched five innings, allowing four hits, three walks, three hit-by-pitch, while he struck out six hitters. Stuart Brown started for Durbanville, pitching three innings, allowing five hits four walks, a hit-by-pitch and struck out two hitters. He pitched five innings, allowed two hits, a walk, a hit-by-pitch and struck out four hitters. O’Connor of A’s was the only hitter to secure two hits for the game. A’s left nine runners on base compared to Durbanville’s 14. In other Major League matches; Bothasig Knights beat Maitland Giants 13-2, VOB Macaws beat Van der Stel 18-17 and Bellville Tygers beat Grassy Park Crusaders 12-2. In a catch-up game on Sunday 3 November, Maitland Giants beat VOB Macaws 18-8. After four games, defending champions Bothasig Knights lead the league with eight points, followed by Maitland Giants and Bellville Tygers on six points, followed by VOB Macaws and Athlone A’s on four points with Van der Stel with two points and Grassy Park Crusaders and Durbanville Villains with no points.
