Shebeeners warned REYANA STEYN

THLONE police are warning shebeens that their property will be handed over to the National Prosecuting Authority (NPA) for forfeiture to the state if they don’t stop their illegal trading. Warrant Officer Ian Bennett, spokesperson for Athlone police, says: “Athlone police have embarked on addressing the situation of illegal shebeening (the sale of liquor without a licence).” He warns the 24 “problematic” shebeens in Athlone: “We are doing undercover operations and will be checking on and dealing with all shebeens who are contravening their liquor licences. They should abide by the rules of their licence. “Most shebeens start out selling liquor and then turn to selling drugs because of the quick and high profit turnover. Young people are often drawn in as they are potential buyers and spend money more freely.” People’s Post previously reported that two houses had been successfully forfeited to the state. The houses are in Beverley Street and Birdwood Road (“Hilda’s Place forfeited to

the State”, People’s Post, 21 March). Bennett says the use of and access to alcohol at all hours of the day impacts on domestic violence, assaults, theft, robberies, even child neglect and physical abuse. “Young people lose interest in going to school and become aggressive. They start forming groups which become emerging gangs, who become a threat to other gangs. This creates tension and gang violence erupts. “The management of Athlone police has decided not to have any sympathy for people who continue to sell liquor illegally, or people who engage with others who incite criminal activity through anti-social behaviour.” He says: “We will not hesitate to hand your property to NPA for forfeiture. To date we are the only police station that has successfully handed two properties for forfeiture. “If people fail to comply with or heed this warning, they should not expect the police to be lenient towards them and their illegal activity.” Eric Ntabazalila, spokesperson for the National Prosecuting Authority, says a property is declared forfeited to the state in terms of the Prevention of Organised Crime Act (Poca). “The curator appointed will dis-

pose of the immovable property by public auction to get the best possible price. “The appeal period first has to lapse, the Registrar of the High Court must publish the forfeiture in the Government Gazette, and only 45 days thereafter does the forfeiture order take effect. The dates for the sale must be obtained from the curator who will arrange all the necessary.” Isgak Hardien, chairperson of the Kewtown Ratepayers’ Association, says the ideal is that all shebeens should be closed – for good. He says that shebeens ignore the stipulated closing times and stay open all hours of the night. “Shebeens are just as bad as the drug dealers, and there is constantly fighting in the community because of drinking at shebeens.” Solomon Seragie, chairperson of the Bridgetown Residents’ Association, says: “Whatever measures need to be taken to stop shebeens from trading will be supported. Shebeens are adding to the drug problem we already have in the area.” “There is a shebeen in Bridgetown which is problematic. People have been complaining about it, as our children are aware of what

happens there.” He says the government has given people the right to have shebeens in residential areas “but it isn’t fair – not all the shebeens stick to their trading hours and this must be looked at.” Cassiem Christians, chairperson of the Athlone Community Policing Forum, says this type of action against shebeens is long overdue. “The problem has been going on in the area for years and it must be dealt with. The drug dealers’ homes should also be forfeited to the state. If one looks at the damage these shebeens and drug dens cause in the community, then one cannot feel sorry for them, especially after they have been given several warnings to stop.” Hanif Loonat, the Nyanga Cluster Community Policing Forum’s chairperson, added that with every legal shebeen, there are six illegal shebeens. “The matter must be dealt with as we cannot deal with unscrupulous owners who don’t abide by the rules of the liquor licences, or those who don’t have liquor licences at all.” To report a problem with shebeens, call Warrant Officer Gideon Schnetler on (021) 697-9255.

ESIDENTS are calling on council to take action against dumping in St Athens Road, as well as the vagrants who have set up home there. When People’s Post visited the area on Wednesday, dirt and rubble were strewn along the road in front of Ned Doman High School. Vagrants had built a shelter for themselves and the road reeked of faeces. “The road has been a complete mess for the past six weeks,” says Achmat Abderouf, an Athlone resident. “We need to walk down the road every day to go to mosque, to church or even to the shop,

which is situated further down the road, and then we have to see what is happening here. “The vagrants are drinking and performing; in the week we saw the people who were drunk having a go at each other with knives. “I have reported the matter in a public meeting, and I was told that the matter would be looked at. To date I have heard nothing.” Yvonne Woodman, another resident, says the dumping is a “health hazard”. “The smell is terrible. This is right in front of the school; the scholars are closer to the smell. The matter must be addressed.” Hassan Mathews, another resident, says they are fed up with the mess. “It’s ridiculous the way the ar-

ea looks. It seems as if the people are also using the road as their toilet. It’s disgusting, and the matter must be dealt with.” Michelle Nasson, deputy principal of Ned Doman High School, says they have reported the problem to the council. “The matter has been reported, and they said they could only remove the rubble, which they did. The number of people living on the road is multiplying, and there are small dumps right down the road. “Our children are not affected by it as they don’t walk past that section of the road, and also we are not here at night to see what happens.” Councillor Musthapha Murudker says the area has been

cleaned many times before. “The dumping never stops. It’s a phenomenon that exists right through the ward. It is the residents themselves who dump in the area. “In some cases those who renovate their homes would rather give the rubble to the man pushing a trolley and pay R5 than to take it to the dumping spot with a bakkie. The man then dumps the goods in front of other people’s homes.” He says the vagrants have been removed several times by Law Enforcement. “They have been removed, but after a while they return. We are looking at the matter, but Law Enforcement also has to work in other areas. However, the matter will be dealt with.”

Residents want their telephone lines back REYANA STEYN

HAZENDAL residents have been without telephone lines for nearly a month, but Telkom says copper thieves are at the root of the problem. Homes in 14th and 15th Avenues, as well as surrounding homes, have been affected. Rose Foster, of 14th Avenue, says she has been without a telephone connection since Thursday 3 March. “This is unacceptable. We have been without a telephone line for a month, and we have tried to get the problem sorted out, but that didn’t happen. We need a home telephone. Not everyone has a cellphone and we depend on the phone. We had serious incidents in the area and we couldn’t even call the ambulance.” Foster says this has

There was an incident where they tried to contact me because a rape victim was brought into the police station, but they couldn’t get hold of me. “It was horrific, because I should have been there to give counselling to the girl, and also to go with her to the hospital, but I couldn’t be of assistance because they couldn’t reach me on my telephone.” She says she called Telkom numerous times and even visited the branch in Claremont, where they told her that her call had been logged. “They said to me the problem was that all the cables have been stolen. but what bothers us is that it’s been off for so long and no one has got back to us to explain when it will be fixed. We can’t carry on like this.” A Telkom statement to People’s Post said business and residential customers all over Cape Town were severely affected due to an alarming rise in copper cable theft that resulted in service interruptions. “The increase in copper cable theft is creating an environment of a rapidly-deteriorating service quality, and is severely affecting the delivery of sustainable ICT services to customers.” Telkom tries to restore interrupted services as soon as possible. “It is important, however, to note that each incident of cable theft needs to be handled uniquely. “Some cases allow for the re-

placement of the stolen copper cable, while others need alternative access technology. “Affected customers do qualify for prorata rebates on their line rentals. Currently customers are advised to call our Billing Inquiries Service after their phone has been switched on, on 10210 to inquire about such rebates for the period during which their lines were non-functional. Ordinarily, once an account of a service is linked to a bulk-fault, the credit is automatically passed.” Telkom says the matter should be communicated to the residents when they contact Telkom and inquire about the problem. Telkom could not give a date as to when the problem will be sorted out, but said they are working on it.

Bogus health inspector does the rounds REYANA STEYN

YET another con has hit the Athlone streets – this time businesses are being targeted by a man pretending to be a health inspector for the City of Cape Town. People’s Post previously reported that an alleged con artist is doing the rounds pretending to collect money for a madrassah (“Con hits the streets”, People’s Post, 28 February). The “health inspector” conman’s method is to “fine” businesses and shops in the Gatesville and surrounding areas. Using a “manipulated” document, the man asks shop owners to pay half of the fine immediately and the rest later. It is understood that the fraudster is still active. The Wembley Food Franchise in Belgravia Road was also targeted by the alleged conman. “He approached us on Wednesday 16 February, told us that he was coming to check the certificates and said that we needed others,” says a staff member. “I immediately thought something didn’t sound right, so I contacted the health department and asked them if the certificates would expire. They said no, they would do

routine check-ups but the certificate wouldn’t expire, unless you move office. “I explained to them what had happened, and they said that they had been informed of a man who has been doing bogus rounds.” She says they tried to keep the man at the store and to contact the police, but there was no way of keeping him there. “At that time he had taken off already. He handed us a document with his contact details on, which was on a City letterhead and displayed the City logo, and told us to contact him when we want the new certificates.” Dr Ivan Bromfield, the executive director of City Health, confirmed that the City was aware of the matter. “We were first made aware of the alleged con in November 2010 by one of our clients, and all environmental health practitioners were alerted to this matter and advised to educate clients in their respective areas.” He says all shops were given a written letter advising them of the scam and how to respond. “The City advised the affected clients to lay charges with the police. The environmental health practitioners in all the other sub-districts were alerted to this fraudster.” “We were also informed that he mainly targets shops owned by foreign nationals.” Bromfield says the City alerted the police

Warrant Officer Ian Bennett, Athlone police spokesperson, says they have been informed about the alleged conman. “We have been informed, but we need the business owners to come forward and report it so we can build a criminal case against the suspect.” Bromfield said he was surprised that no business owner had laid charges yet. Bromfield says business owners should be aware of the procedures health inspectors follow when visiting businesses. “When the environmental health practitioners enter the business premises they are expected to produce an ID card bearing their photo, name, staff number, position, the department’s details and the City logo. On arrival they need to introduce themselves and the reason for their visit. “It is the City’s policy that no environmental health practitioner must collect any cash from any person or premises. “The City views this fraudulent and criminal activity in a serious light, and would like to advise the business community to be more vigilant and not to allow anybody on their premises who cannot produce the ID card,” says Bromfield. Proposal to fence off canal TAMMY PETERSEN

SUGGESTION to fence off the Elsieskraal canal in Manenberg will be put to the local subcouncil this month, following hundreds of complaints from people living close to the filthy dumping site. The canal, which starts in Gugulethu, runs through Manenberg and ends in Pinelands, has been a popular dumping site for locals. Despite regular clean-up attempts by council and community organisations, it remains a dirty corner which has led to a stream of complaints. Rats run rampant in the houses surrounding the waterway, dirt is blown into back yards and the stench emanating from the stagnant water smells like “die dood”, locals complain. “It can’t go on like this,” resident Ameena Dobson says. “The rats have made themselves comfortable in our homes and think they’re part of the family. People shouldn’t

live like this. It’s inhumane.” Joey Richards agrees that the rat infestation is “morsig”. “But not even that compares to the smell. It’s like you’re living in a toilet. My wife hates having people over because it’s humiliating to have people hold their noses and comment on the stench. There’s no dignity in living in these conditions.” But local proportional representative councillor, Bonita Jacobs, says she is formulating a detailed plan she will be taking to the monthly council meeting to hopefully resolve the foul issue. “The problem emanates from the pollution in the canal. Everything from couches to household refuse is just dumped into the water, and it is in a worrying state. “However, residents have confirmed that the canal and the surrounding area is cleaned regularly, but the dumping is also continuous.” She says that if the canal is fenced, the area can be cleaned and it would be “impossible” for the dumpers to gain access. “The improved quality of the water flowing

through the canal will root out the stench and make it more hygienic. ATHLONE police are searching for five armed robbers who made off with more than R18 000’s worth of goods and cash when they held up a Bridgetown shop. “The incident happened on Friday at 04:00,” says Warrant Officer Ian Bennett, Athlone police spokesperson. “The owner of the store in Cornflower Street was awoken by a noise, and when he went to investigate he saw a man pointing a firearm at him. Behind him there were another two men and two other men were searching the shop.” Bennett says one robber told the shopkeeper to go back to his room. “The man went and lay down in the room, while one robber pointed a gun at him and his friend, who was also in the room.” The owner of the store, who wishes to remain anonymous for fear of victimisation, says they were terrified. “We were scared, but we prayed to God to save our lives and that the robbers wouldn’t try and harm us. The ordeal lasted about 40 minutes. “When the robbers had found what they

wanted, they left the scene with R9 000 cash, cigarettes to the value of R7 000 and airtime vouchers to the value of R2 200. We couldn’t see what they fled the scene in.” The owner suspects that the men returned the next day. “We heard someone busy at the window again. We contacted the police and switched on all the lights and by the time the police arrived the suspects had left already. “We are very thankful that no one was hurt. We are jacking up our security to ensure that it doesn’t happen again. Our store has been here for four months and this is the first time we were robbed.” No shots were fired during the robbery and no arrests have been made. MAN wanted for seven hijackings and motor vehicle thefts around Cape Town has finally been arrested. The Retreat man has a string of hijacking and car theft cases against him. He appeared in the Wynberg Magistrate’s Court yesterday. “On Friday 25 March, Manenberg police, members of the Serious Violent Crimes Unit and the Organised Crime Unit, followed information of a possible stolen vehicle that was hijacked in Manenberg,” says Warrant Officer Ian Bennett, Athlone police spokesperson. “The hijacking took place on Saturday 19 March in Manenberg Avenue, when a man was approached by three men, one with a firearm. “The men then drove with the man until Athlone, and then threw him out of the ve-

Help feed Egoli kids A GROUP of Christian bikers called On Eagle’s Wings Christian Motorcycle Social Club, Children and Youth Ministry, needs donations for its feeding scheme. The club spends each Saturday singing and playing with about 500 children at the Egoli informal settlement in the Ottery Farmlands. They provide the children with a hot plate of food, which is often their only meal for the day. The group will also be starting a soup kitchen in May.They will be having their second fundraiser – a bingo evening – to raise funds for the project, on Friday 27 May at Rondebosch East Primary School at 20:00. The community is asked to assist with any donations for the fundraiser, such as gifts that can be used as prizes, or donations towards the work done on a Saturday. Your SMSes Is this law really going to work? THE new Act which government is trying to implement is the Act that raises the age restriction for drinking from 18 to 21. This is believed to help problems related to alcohol, such as domestic violence and road accidents. Government has noted that countries where the age restriction for drinking alcohol is 21 leads to lower alcohol consumption. For a moment, let us be serious. We are not a First World country, so why are we trying to imitate First World country tactics? And let’s be real, will it really reduce alcohol consumption? Children are seen to be drinking in their teenage years already, even smoking. Yet, the South African government is trying to support this act. The effects will just be worse; now we will sit with more 18-year-olds drinking alcohol illegally. The next big thing is corruption. We should seriously take note of how can we support this act if it has no real solution to the constant problems that communities are fac-

ing? We can agree that the government is trying to solve the problem, but this does not seem to be the right way to go about solving these problems. As South Africa, we should agree on solving these problems together. We are living in a time of democracy. So because of that, we shouldn’t allow these decisions to be made without even considering our opinions. If this Act is implemented, it will not work if it is only coming from government’s side. To make it work, it requires a lot of effort and money to implement. This money should rather be spent on more important things. The list of problems is endless; to mention just a few, it includes housing and education. Perhaps it is time for South Africans to see that change takes place rapidly and if you do not agree with things, then stand for what you believe in and speak out against these injustices. This is just not on as far as I am concerned. People take advantage of their workers all the time. Just remember employers, you need your workers just as they need a job. Also remember that the business is your dream and not that of the employee. Their dream is having a job with reasonable hours and not being kept back after hours, sometimes till well after 21:00. Damocles . Don’t pay your TV licence. Promenade jogger collapses, dies VERNA VAN DIEMEN

REGULAR jogger collapsed near the Green Point Lighthouse on Wednesday and died in hospital. Gamja Norton (62) from Parktown, Athlone, was taking his usual morning run when he suffered a suspected heart attack. His son, Seraj Norton, described him as an athletic man. He said that although his father was healthy and fit, he had suffered from heart problems and was taking medication for it. Gamja worked as a scanning operator for Trudon – formerly known as Telkom Directory Services – on the Foreshore for more than 40 years. Gamja left his home at 05:00 every day to go for his morning jog in Sea Point before

work. Seraj said his father’s death came as a blow to him and his sisters. Their mother had also passed on. Gamja collapsed at his car, which was parked near the lighthouse. Seraj said one of Gamja’s colleagues, who was coincidentally jogging along the Promenade, called an ambulance. New Somerset Hospital Communications Officer, Ethne Julius, said Gamja was resuscitated in the hospital’s emergency centre after being brought in by ambulance, but “unfortunately” died. “Norton had a history of ischaemic heart disease and possibly died of a heart attack, given his medical history,” said Julius. His line manager, who did not want to be named, said that, while on her way to work, she had received a call that Gamja had been taken to hospital. She decided to go there to find out if he

needed anything. “When I got there I was told that he had passed on,” she said. The loss had still not sunk in for the team of about 80 employees. “He travelled to Johannesburg a lot, so we still expect him to walk into the office any minute,” she said. Gamja was buried on the day he died, according to Muslim tradition. About 40 of his colleagues attended his funeral. Seraj said that he and his sisters would like to thank everyone who helped their father and supported the family. Sue Ullyett, of the Atlantic Athletic Club, said the club always advised runners to listen to their bodies. “This is so sad. We stress with our runners, especially those from the beginners’ group, to rather not run when they have a cold or ’flu, or when they’re not feeling well. It puts extra

strain on the heart,” she said. Dr Ross Tucker, of the Sports Science Institute, explored the “sudden death of athletes” in an article in 2007. “The largest available studies have estimated that the incidence of Sudden Cardiac Death (SCD) lies somewhere between one per 200 000 and one per 1 000 000 athletes per year. “Looking at the primary causes: in older athletes it is coronary artery disease. It has been found to be the cause of SCD in older athletes in anything between 70% and 90% of the cases. It means that out of every 16 000 runners, one is likely to experience a heart attack brought on by this condition each year.” Sea Point Police spokesperson, Warrant Officer Bheki Xulu, said Gamja was taken to hospital where he died, and therefore police could not open an inquest docket.

Pensioner cries foul after purchasing rotten eggs REYANA STEYN

N ATHLONE pensioner is furious after she bought a tray of 30 eggs, only to discover they were all completely rotten. The 63-year-old woman bought the eggs from Hasina Cash and Carry, a Hazendal shop she has been supporting for months. “We went and bought the eggs on a Thursday and only used it on the Saturday after that for the first time,” says Veronica Engel. “The first egg I opened into the pan was rotten. I then threw that one out and opened another, which was also rotten. “My son then opened a few later that day and they too were rotten.” Engel says she went back to the shop and explained that the eggs she had bought were rotten, but was ill-treated by the owner’s daughter. “(When) I arrived at the shop, the shop owner wasn’t there, but I spoke to his daughter. She asked where the slip was, but I no longer had it. “She then asked if I couldn’t see the eggs were rotten. I told her: ‘How could I see, if you have to open it in order to see if it is rotten?’” Engel says she was disappointed with the daughter’s attitude. “I went back the following day and

spoke to the owner. He said there was nothing he could do about the problem. I asked him where he bought the eggs and he told me Makro.” She says she went home and contacted Makro, who then told her that they couldn’t refund her, but if the shop owner would bring the eggs in they would be able to resolve the problem. Engel returned to the shop and told the owner what Makro had said. “He responded: ‘No I don’t have time for that.’ I couldn’t believe this was the way I was being treated after I was a loyal customer for a year. Before this incident I received nothing but great service, but now I’m no longer shopping at the store.” People’s Post tried to gain comment from the owner of Hasina Cash and Carry several times via telephone, but was unable to do so by the time of going to print. Makro Store management said shoppers need always be aware of the expiry date on food items. “All food items have an expiry date on them, so shoppers need to check that date. The store told the business owner who purchased the eggs to bring them back, along with the slips, so we would be able to determine when the eggs were bought and when they were sold to the lady to determine who was at fault.”

UNNING and elusive rugby should be on display when the DHL Stormers take on the Queensland Reds in round seven of the Super Rugby competition at DHL Newlands on Saturday. Both teams have always been intent on moving the ball through the backline, with “hard-to-pin-down” backs often gaining valuable metres and scoring on attack. The men from the Cape returned from Durban as the only unbeaten team in the Super Rugby competition, after beating the Sharks 16-6 in a tightlycontested match at Mr Price Kings Park on Saturday evening. They also ended the weekend on the top of both the South African conference and combined logs after the win. The win in the Shark Tank was the Stormers’ first since 2004, and head coach, Allister Coetzee, was impressed with his troops’ resilience in wet conditions. “The result certainly was pleasing; it’s tough playing in front of a packed Durban crowd,” he said. “The side showed resilience and composure in difficult circumstances. Despite an unsettling couple of minutes up front, they managed to gain composure and keep possession.” A lone try from skipper, Schalk Burger, was also lauded by the man in charge. He added that his team’s performance at the breakdown has been impressive.

“With this Stormers team you can expect a physical encounter each time they play,” Coetzee said. “Their ability to handle, and more recently apply, pressure has been impressive. The entire team’s physicality is intense.” An overall effort was displayed by the men in navy blue, with outside centre, Jaque Fourie, again impressing on defence and attack. Meanwhile, Coetzee and his charges’ attention now shifts to the men from Down Under, who managed to beat the Lions 30-25 at Coca-Cola Park in Johannesburg on Saturday afternoon. The last time the two sides met it was the Reds who came out victorious, in a closelyfought 16-13 encounter in Brisbane. And undoubtedly the biggest battle will be the one between the fly-halves of both teams, Peter Grant (Stormers) and Quade Cooper (Reds). Both fly-halves have been in form, with Grant controlling the Stormers’ backline like a drill sergeant and Cooper using his ability to create gaps to get over the advantage line and break the opposition’s line of defence. And, with Cooper being in contention for a Wallaby spot, it will also be an opportunity for Peter de Villiers and the national selectors to assess how Grant would perform on international level. The battle up in the engine room will, more than likely, determine the winner in the end. But while most Stormers supporters would believe their team is likely to take home the spoils against the Reds, Coetzee is under no illusion. “Our focus is now on the Reds, who are a difficult team to stop once they get into the swing of things,” he said. “The competition is still young and we need to focus on each match individually and maintain our current performance levels.”

Stephanian diamonds are forever THE Stephanian Table Tennis Club is rallying its members – including its former ace players– to share in its 60th anniversary celebration this year. Stephanian, which was founded in 1950 by the Pastor, Andrews and Meyer families in Loader Street, Cape Town, intends honouring its stalwart administrators and players in recognition of their commitment, during its diamond anniversary year. Stephanian regrouped at the home of stalwart member, Pedro Meyer, in Pinati Estate, Lansdowne after the Group Areas Act forced residents in the Loader Steet area to move elsewhere during the 1970s. The club’s top players include Lola Jooste (WP and SA singles champion) and Pedro Meyer (SA champion for several years), as well as the younger Grizelda Ruiters. Lorenzo Santamaria and Shaun Jones went on to dominate provincial and national competitions. Among the club’s rising stars are Mi-

kail Meyer and Isgaak Jassiem – currently representing South Africa at the World Youth Junior Championship and African Youth Championship at the Good Hope Centre in Cape Town from 1 – 10 April. Stephanian currently uses the Blomvlei community centre in Hanover Park and the Belthorn community centre for competitions and practices. The highlights of the anniversary celebration will be the Stephanian masters championship at the Wittebome Civic Centre from Sunday 1 until Friday 6 May. The anniversary ball will be held on Saturday 7 May at the same venue. The deadline for masters entries is on Monday 25 April. De Haan said he regarded the Premier Cup championship as being on par with the major youth championships in Europe. “When I watched the youth cup matches for the first time last year I was impressed by the football passion that prevailed, as well as the top-class organisation of the event.” De Haan, who ironically announced his retirement from toplevel coaching a day after the launch on Tuesday 29 March, urged young footballers to “live their dreams” and stressed that intense dedication and discipline should not be compromised if players want to play international soccer. THE Metropolitan Premier Cup for under-19s reached new heights when some of the who’s who in South African football rendered impetus to the launch of the 23rd cup championship at Cape Town Stadium. Two much-revered VIP guests at the launch were the legendary Dutch coach Foppe de Haan – now at the helm of Ajax Cape Town FC – and former Bafana Bafana star Sibusiso Zuma. De Haan was the keynote speaker, while Zuma – currently spearheading the Vasco da Gama FC attack in the Premier Soccer League – was honoured as the first tournament ambassador. The Premier Cup championship – that carries R30 000 in prize money for the winners – will take
