‘Danger canal’ closed off REYANA STEYN

HE Bokmakierie canal is to be enclosed from tomorrow because of criminal activity and illegal dumping. A steel palisade fence will close off all the roads running to the canal, on both the Jan Smuts Drive and Settler’s Way sides. The total cost of the project is R285 000, of which R275 000 came from subcouncil ward allocation capital funding and the remaining R10 000 from the Transport, Roads and Storm Water Department. The closure of the canal also means job creation, as three local residents have been chosen from a database of unemployed people to work on the project. “The request for the Bokmakierie canal to be enclosed originates from a public meeting in 2010, where the community reported that perpetrators of violent crimes would use the open canal as a means of avoiding arrest when police responded to reports of such crime,” says Edgar Carolissen, Athlone subcouncil manager. “It was therefore felt that if these culs-de-sac could be closed off it would serve as a deterrent and that it could enhance surveillance and policing.” A secondary motive was to re-

duce the “alarming volumes” of illegal dumping in the area. People’s Post previously reported that some residents were upset because criminals were using the avenues to get away from police, while others have complained about attempted hijackings and other crime in Hazendal. They believe fencing off the avenues will help prevent illegal dumping in the river, and will ensure the safety of children playing in the avenues (“Canal fencing decision delayed”, People’s Post 31 August.) “To further confirm these reports and to ensure that there was good community buy-in, more public meetings were held to hear from community members what their views were. “These meetings were well-attended, and the overwhelming majority of people present supported the proposal,” says Carolissen. The City of Cape Town’s Transport, Roads and Storm Water Department reported that in the 2009/10 financial year it had spent in excess of R200 000 in regular clean-up operations at the canal. “This is an expense which cannot be sustained and the proposed fencing, it is hoped, will also serve to reduce the levels of dumping and consequently this expense,” says Carolissen.

TAKING FLIGHT

The Cape Academy of Performing Arts (CAPA) is presenting What a Wonderful World at the Artscape Theatre from Friday 4 March until Sunday 13 March. The production is directed by Debbie Turner, in collaboration with Jacqui Pells and Nathalie Vijver. The performance showcases 175 talented young dancers from the ages of five to 25 in a production that explores global cultures and events through ballet, modern, hip hop, tap, drama and song. He adds that after due process was followed through the City of Cape Town’s procurement department, Icon Civils, who hold the annual tender for fencing, will now proceed with the installation of the steel palisade fencing. “Provision has been made for three local labourers – two men who will be serving largely a security function at night during the installation period, and one woman, who will serve as the liaison person during the day,” says Carolissen. “This fence will mean that no more crossing over the canal onto Jan Smuts Drive as an exit, and entry into Bokmakierie, will be possible.” Suzette Little, councillor of the area, says they have had positive results by enclosing the canal in Downing Road, and she is hopeful the same will happen in Bokmakierie. “The crime, as well as the dump-

ing, stopped, and we are hopeful that the same effect will take place with the closure of the Bokmakierie canal. We also had to close the roads, as the water comes up fairly high and a child can easily be in danger.” She says the palisade fence will improve the area. “We want to beautify the entire Bokmakierie after the fence has been put up. I want the community to assist me in monitoring the fence to ensure that it stays safe.” Alfonzo Kayser, a Bokmakierie resident, has mixed emotions over the fencing. “I feel it’s a good and bad thing. It’s good to secure the canal as it will be better for our children because it will prevent them from injuring themselves at the canal and it will be safer. It will also be a nice display for other communities to see how the neighbourhood is developing. “However, I do think it will be a

bad idea in a way as many residents use the canal as a shortcut to get to and from work; this will hamper their freedom of movement.” Another resident, Isaac Nick says: “I think it will be a good idea as it will prevent people from gaining entry into the area, and curb crime. The fencing will also definitely curb dumping at the canal. “The bad thing is that people would be gaining entry from the highway’s side.” Carolissen says: “This is a major adjustment for this community, but we collectively appeal, together with parents and community leaders, that residents cooperate and that the fence be seen as a community asset that is intended for the safety of children, the prevention of dumping and as a physical deterrent to violent crime as was initially requested.” It will take two weeks to erect the fence.

Pigeons fly in face of gangsterism and drugs REYANA STEYN

PIGEONS used to combat gangsterism and drugs – that was the aim of a pigeon show at the Mary Harding School in Athlone. Mary Harding School provides specialised education to 310 pupils. The pupils are referred to the school by the Western Cape Education Department, hospitals and private healthcare practitioners. The pupils are challenged with severe to moderate intellectual impairment and require intense human resource intervention, with staff being quite diversified in terms of special training. Some pupils also suffer from epilepsy, hyperactivity, autistic traits and other physical conditions. The pigeon show was hosted by Reginald Fester, public relations officer for the National Fancy Pigeon Association (Western Cape) on Tuesday 22 February. “We want to teach our children values with this presentation. Our children are surrounded by drugs and gangsterism and by doing this show we want to teach them to care for animals and say no to gangsterism, violence and drugs. “With the pigeons they will also learn responsibility and love these birds. I have cared for pigeons since I was a little boy

and I have learnt a lot.” Fester teaches the children the importance of caring for pigeons and introduces them to all the different kinds. The pigeons came from different countries, including Canada, Germany, China, Netherlands, England and South Africa.The school is also looking at building a cage on their premises where the children will care for the birds. Adriaan Gradwell, principal of Mary Harding School, says: “It was amazing to see how the children reacted to the pigeons. We are planning on building a pigeon loft at the school. “We have so many facilities in the area that care for other children, but not for the needs of our scholars and this will be something they will love.” The students were exhilarated to hear the news.Leverne Volkwyn (14) said she loved learning about the pigeons. “The show was really nice. We learnt a lot about pigeons and I would love to have one.”Magmoed Benjamin (14) said his favourite pigeon was the South Africa Toy pigeon type and he can’t wait to have the pigeons at the school. A pigeon show will be taking place at the Athlone Civic Centre from 13 July to 18 July, where 1 500 pigeons will be on display.Any school interested in having a pigeon show can call Fester on (021) 6378068 or on 083 3306 437.

Raising awareness of drugs REYANA STEYN

“ENOUGH IS ENOUGH” – that was the message at the drug awareness campaign in Heideveld. The local neighbourhood watch members hosted the event on Saturday on a field between Elsa and Grace courts to make clear their commitment to purging the areas of drugs. “We are fed-up as drugs are taking over,” says Vanessa Adriaans, the Heideveld Neighbourhood Watch spokesperson. “The two drugs that are taking over our area are heroin, more commonly known as unga, and tik. “We see it is affecting children, mothers, fathers, even grandparents, and we need to stand together and eliminate the problem.” On Saturday the neighbourhood watch, together with the Heideveld Advice Office, Cape Flats Youth Development, the Islamic Social and Welfare Association (ISWA), Manenberg Police Station, various churches and the local mosque joined forces to make the day pos-

sible. On the day, ex-drug users told their stories to the crowd and explained how they transformed their lives and how they leading a better life now. “This campaign was needed as so many people came forward and wanted help, and they received it from qualified social workers from the Saltan Bohu Treatment Centre,” says Adriaans. “We are urging people to join forces with the community and help make Heideveld a better place.” Mugidien Barnes, the secretary of the neighbourhood watch, says their aim is to restore the community Religious leaders speak to the community about the dangers of drugs. back to how it was. “All we want is the area to be safe for the community and the future children, so that they don’t get involved in wrong activities.” At the event it was decided that a soup kitchen will take place in the area. HAPPY MOMENT: The Eoan Group and the School of Per­ forming Arts were invited to perform two of their dances at the FNB Dance Umbrella at the Wits Theatre in Gauteng on Satur­ day 26 and Sunday 27 February. It is the premier dance festival in South Af­ rica. Called “The Mirror Crack’d” and “Words without Voices”, the dance pieces were choreographed by the sister/brother duo of Abeedah and Ebrahim Medell. They relate to the different challenges of life, and were performed by nine young people ranging between the ages of 14 and 26, from areas such as Kewtown, Silvertown, Bonteheuwel, Samora Machel and Mitchell’s Plain. These previously disadvantaged young people took the FNB Dance Umbrella to new heights with their stirling performances. The tour was arranged and paid for by the Eoan Group, and allowed these young people to tour for four days without placing a financial burden on their parents. Some of these young dancers had their first experience of travelling and performing on professional stages.

Sunrise burglar feels wrath of residents REYANA STEYN

A

BURGLAR got more than he bargained for when he was beaten to a pulp after he broke into a Rylands home. The man, unaware of the Islamic prayer times which include a prayer at sunrise, tried to rob a home before the owners awoke. But he ended up being beaten “until he couldn’t walk” when the owner spotted him,” says Warrant Officer Ian Bennett, Athlone police spokesperson. ‘The man managed to stab three men who were inside the house. “The 26-year-old suspect broke into a

house in Parker Road on Thursday at 05:00,” says Bennett. “He entered the house through the bathroom window and started looking through the house for what he could take. But it was the time that the men woke up for their morning prayers and they found the man.” Bennett says the burglar tried to escape, but was unable to. He then pulled out a knife and stabbed the three men and they beat him. “The three men managed to subdue the suspect and contacted the police and the suspect was arrested.” People’s Post tried to gain comment from the three men who were stabbed during the house breaking. They said they would get back to the re-

porter, but were unable to by the time of going to print. Bennett says people must be vigilant and report suspicious people if they are noted in the area. “We need to safeguard our homes and ensure that everything is locked and that no criminal will be able to gain entry into the house. “People need to take precautions and ensure that their families and themselves are safe.” Bennett says people also need to be on the lookout when their dogs bark. “Often people take for granted when their dogs are trying to alert them, but they must know that they won’t be barking for no reason and they must check what the reason is.” The suspect is being charged with housebreaking and appeared in the Athlone Magistrate’s Court yesterday. The paper was unable to establish the outcome of the court appearance by the time of going to print.

SA Chelsea Flower exhibit back on THE 2011 SA-Kirstenbosch Chelsea Flower Show exhibit has been saved, thanks to the generous sponsorship of the Provincial Government of the Western Cape (PGWC) and the SA Gold Coin Exchange. The South African National Biodiversity Institute (SANBI) confirmed that the 35year run of exhibiting at this prestigious event will not be broken, and the display will be heading off to London to the Royal

Horticultural Society’s (RHS) Chelsea Flower Show in May. “Our grateful thanks must go to the Provincial Government of the Western Cape and the SA Gold Coin Exchange, who responded so quickly to our media announcement, and the groundswell of public interest,” says Dr Tanya Abrahamse, CEO of SANBI. ment, said that when he heard that SANBI had not managed to raise the funds to showcase South Africa’s unique biodiversity at the Chelsea Flower Show for the first time in over 35 years, he engaged his colleagues to raise the funds between their departments “to make it happen”. Nine arrested in drug raids NINE people arrested for drug possession appeared in the Athlone Magistrate’s Court on Friday after a joint operation between Athlone police, Metro police and Law Enforcement. “Search warrants were executed at known drug houses in Belgravia and Kewtown on Wednesday,” says Warrant Officer Ian Bennett, Athlone police spokesperson. “Five men and four women aged between 23 and 64 were arrested. One dagga stick, nine (pieces of) tik, 40 mandrax tablets and R90 in cash was confiscated.” He says a 38-year-old man was arrested for possession of a dangerous weapon in Bokmakierie. People’s Post was unable to establish the outcome of their appearance in court. “Officers will continue to do this type of joint crime operation and encourage the community to report any illegal or gang activity,” says Bennett. After school action for Manenberg kids TAMMY PETERSEN

TIRED of going home after school and flopping down in front of the TV because you have nothing else to do? An exciting new programme will be launched in Manenberg to ensure that children use their spare time to harness their talents and learn new skills while enjoying hours of fun. The Amy Biehl Foundation, in conjunction with the Holy Family of Nazareth Catholic Church, will be opening the Manenberg After School Centre on Saturday on the church grounds. The foundation, named after a young American exchange student murdered in Gugulethu, is a non-profit organisation which hosts outreach programmes for young people in impoverished areas in a bid to keep them off the streets. The foundation and its projects are funded by donations and fundraisers. Ricardo Cupido, the project manager at the foundation, says activities such as hiphop classes, brass band training and sport development are just some of the items planned for local youth.

“The programme will be focused on fun and educational pastimes and is open to children aged from six to 18. There is really something for everyone and all activity is monitored by local volunteers and project facilitators from the foundation,” he explains. Plans are also under way to increase activities in environmental awareness, computer training, peer education, digital music writing and filming by the end of July. Cupido says activities started at the end of last year and the centre currently attracts 150 children to the facility from Monday to Thursday. “We are planning to increase numbers to well over 300 and children from any religion are welcome to take part. The two-hour programme starts at 15:00 and is absolutely free,” he says. The centre is modelled on four fully functional centres in Gugulethu and Nyanga, which have proven to be a hit with young people. Malay choirs rock Cape Town TAURIQ HASSEN

THE first event for the Cape Male Choir Board rocked the Athlone Civic Centre last week. Audiences flocked into the civic centre to watch choirs compete for a place in the Champions Cup to be held later this month. Choirs were greeted to a sold-out venue, with approximately 1 000 people in attendance. Ebrahim Hull, president of the board, was delighted at the turnout of the event. “The choirs kept the audience entertained and they were ecstatic, which proves that the first event was a complete success,” Hull explained. The board is integrated with the Keep The Dream Malay Choir Forum, which assists struggling choirs in finding their feet to perform on the big stage. The forum was established last year. In the first event, which took place on Friday 25 February, Silver Sounds Singkoor

walked away the winners, with Ken-Fac finishing off in second place. The following evening, it was the turn of Capetonians Singkoor to blow the crowd away with their melodic performance, as they finished in first place, with Jordan Sporting Club coming in second. He added that the rest of the teams taking part in the competition would be competing in the Challenge Cup on Friday 11 March. Each choir stands a chance to win a spot in the much anticipated Champions Cup, which takes place on Friday 25 March at the Athlone Civic Centre. Choirs which finished first and second in the most recent competition automatically qualify to compete against Cape Town’s finest. Tickets can be purchased from the choirs, as well as at the door. Bumpy ride WESTERN CAPE MEC for Transport and Public Works, Robin Carlisle, boarded a train from Khayelitsha to Cape Town last week to experience for himself the troubles that frustrate regular commuters. Fortunately for Metrorail, which is thought to have been unaware of the MEC’s trip, everything ran smoothly, aside from the fairly empty peak-hour train arriving at its destination seven minutes late. In reports, Carlisle dubbed the journey “excellent” when compared to conditions on the same line a year ago. But while Carlisle’s efforts should be commended, his single novelty rail trip cannot compare to the everyday horrors that mostly poor commuters are forced to endure. For them there are no alternatives, and the recent 41c per litre increase in fuel costs may see their numbers swell in future. The flood of complaints from frustrated rail commuters seems never-ending. Last year, when Metrorail increased ticket prices and cited Eskom’s increase in electricity tariffs, imported materials used on the railway, labour, and the absence of automated ticket sales as reasons for the price hike, they also promised to raise service standards with the introduction of better facilities at stations just in time for the World Cup. But all too often commuters still find themselves stuck in overcrowded trains during peak-hour, targeted by criminals, and at times are even forced to disembark and walk to nearby stations alongside railway tracks because trains suddenly grind to a halt without any explanation. To the average commuter it would appear that Metrorail shows no respect to its customer. Carslisle has promised to meet with Metrorail to gain answers on faulty doors, security problems and generally poor conditions, demanding of Metrorail consistent service delivery. National Transport Minister Sibusiso Ndbele has promised 8 000 new coaches for the rail transport network, 1 000 of which should be sent to the Western Cape by 2015. One can only hope there is light at the end of the tunnel. Until then, commuters face a long road ahead.

Men need to get involved I AM a 64-year-old pensioner who has raised my grandson alone since he was three. He is now 14 years old and in Grade 9. There have been tough times, but, with God’s grace, we made it through. I became involved in community work last year. I had training at a nonprofit organisation (NPO) in Heideveld on projects

such as home-based care, orphaned children and abusive men. Becoming involved in community brings out positive energy in oneself, but sadly so few men are involved in community work. At the training with other NPOs there were 27 ladies and only three men in attendance. In the Men Who Abuse

project I could meet and talk to men, old and young, about the problem in our society concerning women and child abuse. They were positive in their views, and knew of problems in their own neighbourhood. So men, be involved in your community and see how much more you will appreciate your own family.

The above-mentioned projects came to a halt, due to a lack of funds. But I hope in future with horrors such as HIV, drug abuse, gangsterism, women and child abuse, more NPOs would attain men in their projects to become visible men in our community and take responsibility. Zuma should have delivered a tongue lashing WELL done to Minister in the Presidency, Trevor Manuel, who I commend for chastising President Jacob Zuma’s chief spokesman, Jimmy Manyi, for his racist remarks regarding the demographic density of “coloureds” in the Western Cape. Manuel’s vehement reprimand of Manyi illustrates that members of the ANC led government are not all yesmen.

What sparked off Manyi in the first instance? Has the seemingly pro-DA “coloured” vote in the Western Cape fuelled the utterances by Manyi? Surely this was not a case of cheap politicking before the forthcoming local government elections? It would have given the ANC much more credibility had President Zuma himself delivered the tongue-lashing in respect of Manyi’s alleged

racist remarks. What was Manyi thinking before making the controversial utterances about migrating “coloured” people to other areas in South Africa “where they are needed”? A logical conclusion is blatant racism, or perhaps even “ethnic cleansing”, indicative of the dark days of apartheid and Nazi Germany! Manyi has been reported to have allegedly made racist remarks about Indians in

the past. Let’s see what punishment will be meted out to the embattled Manyi. Not a feeble slap on the wrist I pray, but it is ironic that in a turn of events that the perpetrator, Manyi, has retaliated against the lambasting by laying a complaint against fellow compatriot, Manuel! Give value for money more than 12%. All this while the current inflation rate is under 4%! Last year we had a 14% increase in operating expenditure; an average increase of 24.6% in electricity tariffs; an 18% increase for refuse collection; a 10% increase for water and sanitation and a theoretical 9.3% increase on the average rates bill. So the budget may be less painful than last year’s one, but that is little cause for comfort to people who do not get the kind of pay increases the City Council has handed out in the last few years. Mr Gordhan told us in the national budget that the cost of public service salaries has doubled in the last five years. Whether or not municipal salaries were included is uncertain, but municipal workers and councillors have done pretty well. Perhaps well enough to lose touch with the economic realities that beset the rest of us. While the private sector has had to endure wage freezes, retrenchments, reduced working hours for reduced wages and other desperate measures to survive the recession, the public service has prospered. The bitter irony is that the private sector pays the taxes to keep the public services going in the style to which they have become accustomed. How much longer can we afford to finance these growing bureaucracies that are not exactly noted

XACTLY why the City Council decided to table its draft budget on the day the national budget was presented in Parliament is difficult to understand. Cynics would say it was a case of dumping bad news on the public while their attention was on Pravin Gordhan and the upheaval in North Africa and the Middle East. Bad news? Well, every single increase announced is above the present inflation rate – and that makes it bad news for most of us. On the other hand, it could have been worse, as the increases are certainly lower than they were last year. But one would expect this to be the case a few months before the municipal elections. My own view is that the City bosses think they have done a good job and they certainly don’t see it as bad news. They just want to get it out of the way before the electioneering begins in earnest. So let’s look at the facts. Rates are to go up by 5.9%. Electricity will go up by nearly 20%; water and sanitation charges will go up by 8% (and 10% for each of the two years following the election) and refuse collection fees will go up by 5.5%. And the cost of running the City (the operating costs) will rise by

Participating staffers donated R50 for a haircut and R25 for a hairspray. Arendse gets tough SAFA Cape Town was forced to adjourn a general council meeting in Old Crossroads on Sunday after two ineligible LFA Crossroads members refused to leave the meeting. The situation became heated when Safa CT president Norman Arendse told Mike Siheke and Mlungisi Bleki from Crossroads to leave as they “were not accredited to attend”. Siheke and Bleki both served as president of LFA Crossroads

before a task team headed by Safa CT vice-president Eric Gum was appointed to take over the administration. Arendse said yesterday it would have been “disrespectful to the accredited task team” if he tolerated the presence of Siheke and Bleki at the meeting. Arendse said only accredited delegates will be allowed to attend the adjourned meeting on Sunday 13 March at Athlone Stadium, starting at 10:00. .
